Finance Committee reviews public safety budgets as it does its homework for May’s Annual Town Meeting

cording to Crabtree, who noted that it can take as long as eight months for officers to go through Police Academy and to receive field training before they are ready to assume fulltime duties. “You want to make sure you have the right officers for public safety,” Crabtree said. The town manager said he’s using the same approach to keep the Fire Department staff at current levels so they can be effective in protecting the town from fires and other emergencies.

Finance Committee members seemed satisfied as they received briefings from Police Chief Domenic J. DiMella and Fire Chief Michael C. Newbury on Wednesday.

Chief DiMella’s request of $7.3 million is about $175,000 less than what the town manager is recommending – but nearly $500,000 more than the revised budget for the 2018 fiscal year, which ends June 30.

Meanwhile, Crabtree is recommending $5.1 million in the Fire Department budget for the fiscal year that begins July 1 – $61,000 less than what Fire Chief Newbury requested. But the town manager’s request is still $130,500 more than the revised budget for the current fiscal year that ends June 30.

Full-time Fire Department salaries account for $3.9 million, about an $85,000 increase over the current fiscal year. The Fire Department numbers 52

full-time firefighters, according to Chief Newbury.

The Finance Committee is scheduled to review the proposed School Department spending when it meets next Wednesday (April 11) at 7 p.m. in the first floor Conference Room at Saugus Town Hall.

“A terrific job” During the review of the Fire Department budget, Finance Committee Chair Kenneth DePatto heaped praise on public safety personnel for the way they responded to several tidal storms that caused flooding and put town residents’ health and safety at risk. “I know there’s a lot of taxpayers and grateful people out there,” said DePatto, adding that “Everybody has done a terrific job.”

“I know that some private docks were floating on Ballard Street … That’s never happened,” he said.

DePatto said he talked to “a lot of people that lost two vehicles” or had their cellars flooded or pipes burst. “I think the people directly affected by these storms … they know how hard people worked,” he said.

Fire Chief Newbury noted there were a couple of storms where 100 or more homes were affected by tidal waters.

“When people’s homes are underwater, they’re in distress,”

Skipper Dyer keeps busy while unemployed, building benches for the walkers of Rumney Marsh Editor’s Note: For this week, we sat down with Skipper Dyer, who – through a variety of circumstances – was recently inspired to build several rustic wooden benches and place them at various points along the trail that winds through the Saugus River Reservation of Rumney Marsh. Dyer, 45, and his wife, Sakeena, moved to Saugus about a year ago. He is a Medford native and 1991 graduate of Medford Vocational Technical High School. He received his bachelor’s degree from Northeastern University in business administration and finance.

An unemployed equities analyst/ portfolio administrator in the investments management field, he looked for something creative to do in his spare time while also looking for a job. He discovered that wooden pallets can be recycled and used with stronger wood to make useable benches. While walking along the trail of Rumney Marsh, he met some people who mentioned it would be nice to have a few benches to rest on. Seeing the need and the interest, Dyer decided to build some benches for people who use Rumney Marsh. Some highlights of the interview follow.

Q: Skipper, please tell me how your bench project evolved.

A: Well, the bench thing evolved from looking online. I see a lot of pallets everywhere.

Everybody throws out pallets.

There’s got to be a use for pallets, so I started looking at maybe building some yard furniture for myself, or just getting some ideas – looking online and seeing what people are doing. I went to the website Pinterest. com and got some good ideas.

Yeah, it just evolved and I found some ideas. One day, I found a couple of pallets lying on the side of the road, and I just got an idea: “Yeah, I could make something out of those, like maybe a seat or a bench or something.”So I grabbed them, brought them home and stuck them in my yard.

They became yard junk for a little bit. And then I started to take a walk one day across the street from Vitale Park and walked the pathway for a couple of miles and noticed there were no benches.

I thought this is a DCR park, but there are no benches – it’s kind of like it’s not finished or really neglected, so I ran into an older couple who were walking and we were just talking. I was asking them all about the park, and they said it was a shame there were no benches. Here I am, thinking about making benches out of pallets that people are throwing away. It doesn’t cost me anything to build them. I may have to spend a few dollars to strengthen and put the benches together, but that’s about it. I had re-

cently built up my workshop in my garage with tools, so I figured I would put them to use. I built a bench just for one night. One day I built it and put it out there.

“Ah,” I said, “It’s kind of rustic, but at least it’s something somebody could sit down on.”

Q: And some people are actually using it?

A: Yeah, I walked up there many times and seen people sitting down, and I’d say to them,“It looks pretty good.” And they say, “Yeah, I’d like to thank whoever put it up there. Some guy named Skipper.”They’d point to the note I left on the bench.

Q: So you signed your name to it?

A: Yeah. I put my name on it and I came back like a week later, and somebody wrote, “Thank you. I hope you build more.” And that’s what got me started. So, each bench, I’ve changed the technique a little bit and made

them a little bit better than the next one, and, of course, I’m still using recycled pallets and some new lumber. I think the sturdier-built ones, I had to buy some lumber. I spent about maybe 15 bucks for the lumber.

Q: So you buy some lumber to strengthen the benches?

A: Yes, I go to Home Depot to get a couple of two by fours … they’re only about three dollars apiece ... and then some two by threes, which are two something apiece. And the two by sixes, which are a little more pricier … about $5.62. But I realize if I buy one of those, it adds a lot more support in the back part of the whole bench. I use one two by six, one two by four and one two by three to build the bench, plus the deck screws that I buy.

Q: Have you built benches before?

A: Never.

The public’s right to know

An ongoing series on the challenges of making open government work in Saugus

A

t around 2 a.m. on Jan. 4, 2002, two Saugus police officers stopped a selectman who they believed was intoxicated after a night of drinking alcoholic beverages at several local establishments. But the selectman avoided getting arrested on drunk driving and other charges in a case that was later investigated by the state Ethics Commission.

The fallout in and around the halls of Saugus Town Government was significant. It was a case where the Ethics Commission determined there was probable cause to believe that the selectman, Saugus Police Chief Edward Felix and Town Manager Steven Angelo all violated the state Conflict of Interest Law. “Being driven home without taking a field sobriety test that may have led to an arrest, and, not receiving citations for driving over the center line and driving with an expired license were unwarranted privileges or exemptions for the Selectman,” the Ethics Commission

concluded in documents filed in connection with the case.

“Standard operating procedure would have required that the Selectman be subjected to a field sobriety test, which, in the opinions of the officers on the scene, would have resulted in his arrest. He also should have been cited for not staying in his own lane and driving with an expired license,” the Commission noted.

Citations for failing to stay within one’s own lane and driving with an expired license carry $100 and $50 fines, respectively. The potential costs of a first-time OUI conviction include $575 in court fines and costs, loss of license for 45 days and significant insurance surcharges, according to the Commission.

Selectman and police chief both fined The Commission entered into separate disposition agreements with the selectman and Felix, in which each admitted their conduct violated the Conflict of Interest Law and each agreed to pay a

The Selectman used his selectmen’s position “to secure for himself unwarranted privileges or exemptions in relation to the stop,” the Commission determined.

Meanwhile, the Commission determined that Felix was “using his police chief position to intervene and provide preferential treatment to the Selectman in connection with the stop.”

Instead of imposing a fine on Angelo, the Commission decided to resolve the case with an “Education Letter” that was critical of the town manager’s conduct as it related to how (the Selectman)– his friend – was treated with “preferential treatment.”

The Selectman told Angelo that he did not believe he had been legitimately stopped.

The town manager advised the Selectman to contact the police chief, but the Selectman said he didn’t have the chief’s telephone number and asked Angelo to call the chief instead. Angelo agreed to do that, according the Commission. “While you made a judgment based on a middle-ofthe-night telephone call from a friend claiming harassment, you did not conduct or request the Chief to conduct an independent inquiry or follow-up with the Chief once you learned that the Selectman had been driven home,” the Commission said in its letter to Angelo.

“Furthermore, there was no evidence of police misconduct and the action the police officers’ proposed was entirely consistent with Police standard operating procedure and the law. Ultimately, the Selectman, rather than being the victim of

harassment by the police, was in fact the recipient of preferential treatment from them,” the Commission said.

“Therefore, by knowingly or with reason to know using your position as town manager to secure for the Selectman these unwarranted privileges or exemptions of substantial value not properly available to similarly situated individuals, there is reasonable cause you violated §23(b)(2).”

Ten rules to avoid conflict Also in 2003, a “Clip & Save” pocket guide to the state Conflict of Interest appeared in a state Ethics Commission Bulletin. It still holds relevance in today’s world of Massachusetts municipal government and would certainly come in handy today. It’s titled “The Top Ten Rules Municipal Employees Need to Know About the Conflict of Interest Law.” • 10. Whether elected or appointed, paid or unpaid, parttime or full-time, you are a municipal employee subject to the conflict of interest law – even “consultants” may be considered municipal employees.

• 9. Don’t accept bribes (don’t sell or trade your official actions).

• 8. Don’t accept meals, tickets or gifts from anyone to thank or reward you for any official action you have taken or may take or to influence you in any official action.

• 7. Be loyal to your municipality: Don’t accept money from or represent anyone other than your municipality for work involving your municipality. Don’t accept paid, private work that is incompatible with your public position and duties. Don’t improperly disclose or use confidential information that you obtained as a municipal employee.

• 6. Don’t use your official position to get special benefits for yourself or anyone else that are not available to the general public.

• 5. Don’t create appearances of conflicts of interest: Publicly disclose significant rela-

tionships or circumstances that might cause a reasonable person to think that you might be unfair or biased in your official actions.

• 4. Don’t act on any matter affecting your own financial interests or those of family members, partners or organizations with which you have a private relationship.

• 3. Don’t double dip. Don’t accept an additional (even unpaid) municipal position before seeking legal advice.

• 2. After you leave municipal service: Don’t accept money from or represent anyone other than the municipality you served if the private work involves a matter that you participated in or worked on as a municipal employee. Strictly observe the one-year “cooling off” rule: Don’t represent or appear before municipal agencies for a private party on matters that were under your “official responsibility” when you were a municipal employee.

Special Town Meeting Monday

Members consider 15 articles with projects valued at more than $5 million

proposed $2 million appropriation from free cash into Saugus’Stabilization Fund will be the top money item at the Special Town Meeting set for next week.

But $350,000 to cover the costs for analysis and recommendations leading to the development of a stormwater master plan could wind up being one of the most significant capital improvement projects affecting property owners on a 15-article agenda that Town Meeting members will consider when they meet at 7:30 p.m. Monday in the second floor auditorium at Saugus Town Hall. Included on the warrant is Article 7 – which seeks to borrow an additional $400,000 on top of $200,000 that Town Meeting members previously approved for extensive renovations for Town Hall.

A package of proposals that totals more than $5 million in funding requests encompasses ongoing projects by Town Manager Scott C. Crabtree to improve the Town of Saugus’s fiscal stability, overhaul its public safety communications system, continue major renovations at town parks and playgrounds and advance the Town’s Riverwalk pathway project.“The Town of Saugus

sets – erector sets. Those are the things I grew up on, playing with, and it just fostered the ability and interest in wanting to be creative with my hands – unlike my profession – I took a different route in my profession, but for my hobby, I like to build things. I dive into the moment when I’m doing it, especially now, when I’m unemployed and kind of stressed out with dealing with time and a small claims case where some money was taken from me. So, I just kind of dive into these types of things to keep myself occupied.

Q: Have you thought about … besides the trail where you made your first benches, other locations around town? You have the Breakheart Reservation and Vitale Park and also a scouting camp [Camp Nihan] – maybe at the Senior Center, the library – just all these places around town … playgrounds … places where people might appreciate a bench?

A: Yeah. But I think most of the playgrounds, they have benches. I just saw a need in that area [Rumney Marsh, Saugus River Reservation] that’s been sort of neglected. You can see this irrigation system that they started work on, but it’s all exposed and stretching out of place. The whole area is neglected, but you do see people walking their dogs, but there’s no place for them to

“As part of the Financial Management Policies, ‘the Town will maintain a Stabilization Fund as its main financial reserve in the event of an emergency, unforeseen circumstances or an extraordinary need’,” the document noted. “With this appropriation of $2,000,000.00, the Stabilization Fund balance would be at approximately 9% of the Fiscal Year 2018 operating budget excluding the enterprise funds. The funding source for this appropriation is free cash.”

Article 3 would appropriate $150,000 from the Town’s free cash into the Other Post-Employment Benefits Liability Trust Fund that was adopted in May 2016 by Town Meeting, to establish the liability for health and life insurance benefits for the retirees of the Town of Saugus and Saugus Public Schools. “At that and subsequent Town Meetings a total of $300,000.00 has been appropriated to this fund in addition to $181,000.00 that has been transferred from both the water and sewer enterprise funds on behalf of its employees for future benefit cost,”according to a document posted on the Town Meeting sit. I just thought this was an area that needed attention. I’ll go up there during the day sometimes and just go for a nice walk or a jog or something of that nature; and there are times when I just want to sit down and relax and watch the sunset. There are some great sunsets there.

Q: So have you thought about other locations to put some of the benches you build?

A: Not really. I’ve been to Breakheart maybe once to a paved trail along there. It would probably be a good idea. My wife and I did that route once. It’s kind of heavily regulated up there; I’m not sure they would take the benches. I’m sort of doing this under the radar.

I don’t want to put my effort into something that they’re just going to throw away with the trash or destroy. Who knows. If somebody needs them, I’ll do it. Maybe I could work with kids at the schools. I could build them and they could paint them. I’d like to see something like that happen.

But, yeah, Breakheart would be a nice place. Maybe the Senior Center – I have driven by it a couple of times – I’m still getting to know Saugus. It’s been like a year; I don’t know all of the neighborhoods yet, but I do spend a lot of time in that park across from Vitale [Park].

Q: Do you have a bench in Vitale Park, too?

Article 6: Authorize the Town to borrow $508,000 for public safety radio equipment. Crabtree wants to upgrade the public safety radio infrastructure.

Article 7: This project includes major interior and exterior remodeling (including, but not limited to stripping and repainting

structure, replacing clapboards, trim and fascia boards, replacement of downspouts and gutters and replacement of slate roof tiles as required). Crabtree estimated it would cost about $550,000 to get the job done, based on bids that several companies had made to the Town.

With the Special Town Meeting coming up next week (Monday, April 9), and the Articles in front of Town Meeting, I request Town Meeting members to read the following letter before voting the Articles.

With recent borrowing for Bristow Playground, Veterans School Playground, Belmonte tennis courts, the Pumping Station, the High/Middle School, and retrofitting the elementary schools, the Town has now borrowed (or authorized to borrow) approximately $200 million in the past couple of years alone. At some point, borrowing additional millions for non-emergency Capital Expenses like most of these will not be an option.

I’m not suggesting that these are not legitimate needs. However, there are other legitimate needs that are not being put in front of Town Meeting for funding, with some, including cemetery space, revitalization of Cliftondale square, and a long overdue west-side fire station of far greater importance than an outdoor ice rink and additional basketball courts.

Saugus, unlike most commu-

nities, already has an indoor ice skating rink, and basketball courts at Vets, Bristow, Waybright, Lynnhurst, Stackpole, Golden Hills, Anna Parker, and Oaklandvale.

Having a Capital Improvement Plan and Capital Improvement Planning Committee in place would help ensure that the highest priority needs are addressed first, before the taxpayer runs out of money.

There is, after all, a limit to what the taxpayer can bear all at once. In 2009, you, Town Meeting members, felt so strongly about the need for a Capital Improvement Plan, that you put it in the Town Charter such that it is not negotiable, specifying “ARTICLE 2 SECTION 51A. Capital Improvement Plan. The Board of Selectmen and the Town Manager shall be responsible for preparing a 5-year capital improvement plan for the Town of Saugus, which shall be updated annually.”

Yet, for some reason, the Town Manager and Board of Selectmen have failed to comply with this section of our Town Charter for the last 7 years, and for some reason, you, the body with ultimate responsibility of governing

This would be the Town’s 20 percent share of a state-funded project that could cost up to $3.1 million. The Town has already committed $35,000 for the first two grants. Crabtree said this latest budget request would cover the Town’s share of the first phase of construction. The pathway would initially run from Vitale Park to the Boat Ramp.

Article 9: This measure seeks to borrow $500,000 for designing, constructing, repairing and replacing parks and playgrounds in the town. This would also include money to construct an ice skating rink near the Public Safe-

Article 10: Passage of this measure would appropriate $45,000 from free cash to remove double poles. On those old poles are streetlights and fire alarm cables that are required to be relocated to the new poles before other utilities can complete their transfer and the old pole be removed.

Article 11: to see if the Town will appropriate $150,000 for designing, rehabilitating and/or replacing town dams.

Article 12: to see if the Town will vote to appropriate a sum of money for analysis and recommendations leading to design and construction of stormwater capital improvements. Two major components of the proposed Stormwater Master Plan will be

Saugus, the Town Meeting, have allowed it to continue.

A Capital Improvement Plan and Capital Improvement Planning Committee would allow time for research, time to search for grants or other outside funding, for public debate, and for greater transparency and accountability of your local government. As Selectman Crabtree told (a local newspaper) in 2010, “A good capital improvement plan is the cornerstone of financial planning.”

“It is a blueprint for planning the town’s capital expenditures and is one of the most important responsibilities of the Board of Selectmen and other town officials,” Crabtree said.

I could not agree more.

Town Meeting members, please enforce the change YOU made to the Town Charter, and require the Board of Selectmen and Town Manager to develop a Capital Improvement Plan, so that you can make informed decisions about where taxpayer money does, and does not go. That outdoor skating rink isn’t going to save anybody’s life, but a new west-side fire station just might.

Signed, Chris Riley the Stormwater Facilities Plan and the Stormwater Finance Plan, according to DPW Director Brendan O’Regan. He wants to identify 40 areas that need the development of plans and proceed with plans for the 20 worst areas in town affected by stormwater problems.

Major spikes in crimes overreported, police say

hen asked last month about the whopping increase in assault crimes reflected in statistics compiled by the Saugus Police Department over the past two years, Police Chief Domenic J. DiMel-

battery crimes during 2017 nearly quadrupled over the previous year (29); • There were 87 domestic assault and batteries reported last year – more than six times as many compared to 2016 (14); and • Reported crimes involving assault and battery with a dangerous weapon (37) were more than seven times higher last year than over the previous year (5).

“I’d have to find out what’s driving it and make sure it’s an accurate number. If so, I’d want to see where they occurred and what they involved,” DiMella said.

After reviewing the crime statistics for the two years, the Police Department determined that the assault crime categories didn’t increase as dramatically as what a comparison of the two years showed. If anything, the

Q: How long does it take you to make one of those benches?

A: The first one probably took me, like, three hours – just cutting the wood and figuring out where to put the supports. You know, not all pallets are made from the same quality of wood, so they may become a little wobbly, so I’ll have to put some extra support in them: a cross brace

The adjusted data for 2016 and its comparison to 2017 showed this: • The 109 assault/ assault and battery crimes during 2017 only increased by 12 over the previous year (97); • There were 87 domestic assault and batteries reported last year – just 28 more than in 2016 (59); and • Reported crimes involving assault and battery with a dangerous weapon (37) were just 11 more than over the previous year (26).

In addition, the huge jump in larcenies that was initially reported – from 194 (2016) to 323 (last year) – was not a spike at all.

The 2016 statistics were updated from 194 to 407 – for a decrease of 84 larcenies reported over the past year. And the

drop in overall drug violations – which initially were reported to decrease from 174 to 131 in 2017 – dipped even more. The 2016 total for overall drug violations was increased to 217. That updated figure means overall drug violations reported during 2017 decreased by 86 instead of 43.

Saugus Police Lt. Ronald Giorgetti called the disparity in some of the crime statistics for 2016 “a matter of interpretation” in how the statistics were compiled.“We were taking the data from people calling in and reporting what they observed,” Giorgetti said.

In compiling the revised statistics for some crime categories in 2016 and last year, police took into account the investigative part of the crime reporting.

“This year, we pulled the data from the actual record side,” Lt. Giorgetti said.

That’s the charm of it, I think: taking and making something out of something somebody is going to throw out or burn, and put it to good use, so people can enjoy it. I’m going to start building them stronger, so it will probably cost me about $15 in supplies per bench. I know, it’s just throwing money out there, but the satisfaction I get out of building them and putting them out there so somebody can enjoy them is worth it.

Q: So you have three of them out there now. And they’re all on the trail [Rumney Marsh. Saugus

River Reservation]?

A: Yes, they are all on the trail.

People have repositioned them certain ways. I’m fine with that.

I’ve put a couple of them back into the tree area. Some people have moved them beyond that, right up to the edge of the paths.

It’s pretty interesting. The first one I made, I think it was vandalized a little bit. I had to fix it up at one point. But at least now, people are getting the idea that someone is building these and they’ve written notes on the benches: “Thanks for doing this.” I’ll just walk up there and I will see people … I won’t say anything. I’ll just watch them sit down and enjoy them. Some people are walking their dogs and will just sit down and relax, and I just kind of look over and walk by. I don’t want to say that “I built that,” but it’s just kind of satisfying to see somebody enjoying I made. That’s the beauty of this.

Switching to “vague” wording violates the law Saugus Advocate files a third Open Meeting Law complaint against the School Committee The Saugus Advocate has filed another Open Meeting Law (OML) complaint against the Saugus School Committee, this one challenging the committee’s removal of the specific meeting location from recent agenda notices. “By modifying the location to make it more vague, the School Committee appears to have violated the Massachusetts Open Meeting Law,” Saugus Advocate Editor Mark E. Vogler wrote in a twopage complaint dated March 24. Vogler questioned the committee’s decision to replace the wording of “School Committee Room” on its agenda notice with “Roby Administrative Building” for several meetings posted last month.

This is the third complaint that Vogler has filed this year against the School Committee, alleging Open Meeting Law violations.

Q: So you’ve been saying this project is kind of therapeutic?

A: Yeah, it’s therapeutic. You know, being unemployed takes a number on your sense of utility.

I’m used to working. I grew up in a foster home. I bounced around up until my 18th birthday. And even as a young kid, when I was 11 years old, I had a paper route.

I lied about my age to get a job at Stop & Shop as a bagger when I was 13. I said I was 14. It’s like, you know, when I wanted something, my foster parents or my mother wouldn’t buy it, so I had to go out and work for it, so it’s that sense of utility. Even now, being unemployed. I feel bad that my wife is paying most of the bills. I can feel a little worthless sometimes, not having something to do. I’m not one to sit at home, play computer games and watch TV. You can

Maybe this is a good way to get involved with the community in Saugus and get to know the people here.

Right now, it’s just doing the benches at the Rumney Marsh, along the trail.

Q: So the benches out there now, they’re getting some good use?

A: Yeah, I hope so. Every time I walk up there, I sit down, and I see other people sitting down. I took my buddy up there to show him, and we went up there and there was a couple sitting down, enjoying them while they were walking their dogs.

Q: And people have expressed their appreciation?

A: Somebody left me a note right on one of the benches. I wrote a note asking people not to destroy the bench, but to enjoy. And somebody wrote me a note back in pencil: “Thank you Skipper. … Please build more.”

Q: Right on the bench?

A: Right on the bench. That’s

okay. I don’t mind. It’s just unfinished wood. As long as they’re not writing, like, nasty stuff on them, I could care less what they write. Just enjoy it, is what I say. Don’t burn it. Don’t destroy it. Just sit down and enjoy it. That’s it.

Q: So you’ll keep building as long as there’s interest?

A: Sure. My wife even likes them. The last one I made, I saw her in the garage looking at it. I asked her if she liked it, and she said, “Yeah, I do.” Then I told her, “Okay, it’s yours.”It’s still in the garage right now. I primed it and I’m going to paint it a bright red. She wants to put it out in the backyard. And she asked, “What If I don’t like the color?” So I told her, “if you don’t like the color, I’ll build you another one.” Eventually, I’m going to make some more. I’m going to make some more, definitely. The design is getting better, so is the technique. It probably takes me now about an hour and a half to two hours to build one. This weekend, I just picked up a new table saw. You know, I’m building up my workshop, so, definitely, I’ll be building more.

I’m getting better at it. The pallets are out there – everybody is throwing them away. I can recycle them and build something out of them. That’s the way I see it.

Q: Any other thoughts that you would like to share about the bench?

A: I just want people to be able to appreciate them. Please don’t destroy them. It’s something for me to do; being unemployed …

conference room instead of the School Committee Room – the posted location for that meeting,” Vogler wrote.

“By keeping the meeting location vague, the board has the option of meeting in the superintendent’s conference room or wherever it pleases inside the Roby Administrative Building – thus, putting the burden on citizens who might be interested in attending a meeting to figure out the location – when OML case law shows clearly that the burden is on a public body to provide a precise location for a meeting,” he wrote.

Attorney Howard L. Greenspan, who represents the School Committee, has maintained that the committee did not violate the Open Meeting Law at its Jan. 30 meeting.

“The Committee followed a long time practice of opening

public session in the Superintendent’s conference [room] when the first item for Agenda was Executive Session,” Greenspan wrote in a March 5 letter to Vogler.

Vogler has since referred his complaint to the Attorney General’s Division of Open Government and is awaiting a determination. “It’s unacceptable for the Saugus School Committee to cite “a long time practice” as proper procedure over the state Open Meeting Law,”Vogler wrote in a letter last month to the Attorney General’s Division of Open Government.

“I was unaware of this practice and believed the committee would begin its meeting in its School Committee Room before moving into the superintendent’s conference room for the Executive Session,” Vogler wrote.

Saugus baseball team looks to season opener

pring weather has taken some time to show up, as evidenced by Friday’s rain and snowfall. But the plan is for the Saugus baseball team to

open a new season on Monday against Everett. The Sachems, who ended 2017 with a 9-12 record, are working to build on their second-round exit in last year’s state tournament.

“We’re a year wiser, and I think

that experience will go a long way for us,” said Saugus coach Joe Luis. “It’s a mix of players, a lot of juniors though.”

Spring Training consisted of scrimmages against area teams – when weather cooperated.

On the preseason slate for the Sachems were Georgetown, Hamilton-Wenham, Wilmington, Melrose and ManchesterEssex. That said, preseason and competitive games are separate matters.

Todd Tringale will get the start on the mound on Monday against the Crimson Tide. The junior will likely be the go-to starting pitcher, Colby Murphy serving as a back-up and reliever.

Three-sport athlete Mike Mabee is the second baseman; Paul Stantopoulous is in left.

Last season was Luis’s first as Saugus’s coach, replacing current Malden man in charge Steven Freker. Luis thinks that having had one year with his players gives him a leg up going into

Saugus softball looks to stay on up and up Three players have matriculated out of the Saugus softball team, though that shouldn’t be much concern for coach Steve Almquist. He’s shown he can get players up to speed in a hurry before – namely, last season – when eight players graduated. Besides, the team still has a number of experienced juniors with which to do battle.

Emma Howard, Sadie DiCenso, and Brittney Sundanowicz are the new leaders. All three hit over .350 last season and were starters in the lineup. Meanwhile, freshman pitcher Caitlyn Wood will be counted on at the mound.

The Sachems are coming off an 11-9 season; they were probably better than their first-round exit to Danvers would suggest.

Still, the Sachems will move to improve on their finish from last year.

Saugus play Everett on Monday at the Belmonte School. First pitch is 4 p.m.

Saugus Track Saugus runner Joe Alba won the 400m in 57.3 in the season opener for boys’ track on April 3 against Lynn Classical. The Sachems move on to play Somerville on Tuesday.

In girls’ action, the Sachems beat Classical 66-65. Kiley Ronan took first in four events, winning the 400 dash (1:04.6), the 400 hurdles (1:15.6), the long jump (14-11 1/2) and the triple jump (30-7 1/2). Serena Cacciola won the 100 (13.6) and 200 (29.1).

ditor’s Note: Two students from Megan Agola’s journalism class at Saugus High School contributed articles to The Saugus Advocate in this week’s edition. Students in the class submitted their articles to Agola, who, along with Saugus High School Assistant Principal Brendon Sullivan, selected the articles to be published in The Advocate. These are the latest in a series of articles contributed by Agola’s class written about the high school and Saugus from a student perspective.

SHS Girls Tennis

By Alana Aldred It is now the end of March, and as the snow is melting, springs sports are starting up.

You’ll hear a lot of talk about lacrosse, baseball, and softball.

But what is not heard about too often is the girls tennis team.

Last year girls tennis had a winning record, and are expected to have one again this year.

The girls tennis team started practicing last week in the gym because the courts were covered in snow. Now that the snow is gone they are back on the courts working hard at practice.

For tennis there is three singles spots and two doubles for the varsity team. The JV team

has all doubles. No matter what team the girls are placed on, they work hard every day, working for a varsity spot. There are fourteen girls on the team this year, some are returning players and some are new.

The season kicks off April 4th with a match against North Reading in North Reading. The girls are very excited for this season and hope to do well again this year!

Mr. Johnson is also part of the Saugus Catholic Collaborative Choir and sings the bass part. He does it with his wife who sings soprano. “I get a lot of joy in being in the choir. It’s something for me and my wife to do together,” he said.

The choir has over twenty

members and recently toured Ireland and Italy. In 2007, they were invited to the Vatican as a featured choir and were a featured performance for Pope Benedict. They perform in concerts and Christmas shows in a variety of different churches.

Mr. Johnson has three children who all went to Saugus

Public schools. He wants to give back to the community by being a positive influence on all the young people that he meets. He jokingly said that, “they don’t get my sarcasm, I don’t get theirs,” but he gets along well with everyone. He told me that substituting keeps him young.

ere are a few tidbits that you might want to know about this week in Saugus.

Board of Health meets Monday The Saugus Board of Health has rescheduled its meeting that was canceled to next Monday (April 9) at 6:15 p.m. in the Community Room at the Saugus Public Library. Main items on the agenda include a request by Clarice MacDonald for a variance of Board of Health regulation Article 23. Regulation of Body Art, to allow Micro Pigmentation (permanent makeup). There will also be an update of enforcement activities of Board of Health Regulation, Article 29 – Grease Trap Requirements for Food Establishments.

Some citizen concerns This is the last call for Town of Saugus officials and citizens who want to make their voices heard at the Annual Town Meeting in May to submit something in writing. The Saugus Board of Selectmen will close the Annual Town Meeting Warrant at Wednesday night’s (April 11) meeting, which is set for 7:30 p.m. in the second floor auditorium at Saugus Town Hall, 298 Central St. Anyone that may have an Article to be inserted into the Annual Town Meeting Warrant may submit the Article with appropriate number of signatures to the Selectmen’s Office or may bring it to Wednesday night’s meeting. For more information you may contact the Selectmen’s Office at (781) 231-4124 or wreed@saugus-ma.gov.

Some more good news for citizens and public officials who desire a more transparent town government: Town Manager Scott C. Crabtree kept his word and had the full 15-article warrant for Monday night’s (April 9) Special Town Meeting and backup material with financial information posted on the town website. If you click on “Town Manager’s Office” and then click on “Town Meeting” – which is the last white text on red bar on the left side of the page, you will be able to read everything Town Meeting members and the media have already received from last week’s Finance Committee review of all of the warrant articles.

So, this should satisfy any Saugus citizen who wants to know what the tax dollar value is for a particular article and seeks more information than what’s been reported in The Saugus Advocate and other local newspapers. If you don’t have access to a personal computer, go to a computer at the Saugus Public Library and navigate to the town manager’s page.

As always, The Saugus Advocate applauds any steps taken by town officials to make town government more transparent. That is the ultimate mission behind our ongoing series, “The Public’s Right To Know.” Not only do we try to point out problems where local government isn’t being transparent, but we also strive to give credit to where town officials are doing something to embrace the public’s right to know. The town manager has certainly done that, at least in providing the public advance information on Monday night’s Special Town Meeting.

On a related front, we’re glad to see that the political candidates we identified in a story several week ago for failure to file year-end campaign reports with the town clerk – as required by the state Office of Campaign and Political Finance – have complied with the law. And for the curious citizens, their reports have been posted on the town clerk’s webpage.

As the famous and late U.S. Supreme Court Associate Justice Louis Brandeis said more than a century ago, “Sunlight is said to be the best of disinfectants …” And that quote is prominently displayed on a pamphlet of the Massachusetts Office of Campaign and Political Finance, which outlines its services and mission.

Saugus Historical Society’s Annual Meeting features talk on Lynn Woods The Saugus Historical Society has its annual meeting set for next Wednesday (April 11), when the society will hold its election for board members. There are still some positions open on the board slate. Saugus residents who have an interest in local history are invited to consider joining the Saugus Historical Society board. The annual membership in the Saugus Historical Society is renewable at this time. The meeting begins at 7 p.m. at 30 Main St. (diagonally across from the Roby School). Doors open at 6:45. The general public is welcome free of charge. There will be light refreshments.

The purpose of the Saugus Historical Society is to cultivate an interest in the history of the town and collect and preserve all matter pertaining to the town’s history and citizenry. The orga-

nization was begun in 1928.

Also planned for that meeting, Lynn Woods Park Ranger Dan Small will appear as a guest speaker to talk about Lynn Woods – which is said to be one of the largest municipal parks in the country. It was established in 1881.

“Many Saugonians have fond memories of visiting Stone Tower on Burrill Hill, Steel Tower, the rose garden near the Pennybrook Road entrance just over the line from Saugus off Walnut St., Dungeon Rock, or perhaps even the Wolf Pits,” Historical Society President Laura Eisener writes in a recent email to The Saugus Advocate.

“There are several stone roads which are easy to walk on and about 30 miles of trails, some of which are challenging – something for everyone. Scenic reservoirs provide drinking water for the City of Lynn. It is also habitat to a wide range of wildlife,” Laura told us.

“Mysterious tales of pirates and buried treasure link Lynn Woods’ Dungeon Rock and Saugus’ Pirate’s Glen. Several hundred of Lynn Woods’ 2,200 acres are actually in Saugus, mostly in the Lynnhurst and North Saugus neighborhoods. Parts of the shorelines of Walden Pond and Birch Pond are actually within the town of Saugus,” she wrote.

“Dan Small will give us a unique insider’s view of this fascinating landscape. He grew up in Reading, Pennsylvania. After moving to Lynn became a Volunteer Coordinator for the Southwest Corridor Park (MDC) in Boston. He owned a landscape firm for 14 years before becoming Lynn Woods’ Park Ranger in 2000,” according to Laura. “Many visitors to Lynn Woods encounter Dan and are treated to a few stories of its history, or a hint of some of the special places tucked away there. Dan has a Bachelor of Science degree in Horticulture from Delaware Valley College in Doylestown, PA and a Master’s in Plant Pathology from Penn State University.”

Paper shredding for Earth Day The Town of Saugus, in conjunction with North Shore Bank, will hold a Paper Shredding Event on Saturday, April 14, in celebration of Earth Day. During this free event, Saugus residents will be able to properly dispose of sensitive documents, such as taxes, bank records, pay stubs, utility bills and hospital bills, in an ecofriendly manner. Files will be shredded onsite in a mobile paper shredder and then recycled. The Paper Shredding Event will take place from 8:30 a.m. to 12:30 p.m. at the Department of Public Works at 515 Main St. In Massachusetts, hundreds of thousands of taxpayers’ dollars are spent each year burning paper and recyclables that could have been recycled. This year the Town is honoring Earth Day by encouraging residents to shred and recycle those personal documents.

Town announces reopening of CHaRM Center recycling drop-off site The Town of Saugus announces that the community’s Center for Hard to Recycle Materials (CHaRM) site will be open to residents on Wednesdays and Saturdays from 8 a.m. to 2 p.m., beginning on Saturday, April 14. The site is located behind the Department of Public Works at 515 Main St. There is no preregistration or fee required to enter the site; however, proof of residency is required.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans and glass containers. Additional acceptable items include TVs and computers (up to three per year per address); bulky rigid plastic items, such as Little Tikes toys, laundry baskets, Rubbermaid trash barrels, fivegallon pails, etc.; car tires up to 22” (for a fee of $3); and textiles, books, clothing, bedding, pocketbooks, belts and shoes.

Plastic bags are not permitted. Residents are kindly asked to empty recyclables out of any plastic bags and remove the bags from the site.

Spring curbside leaf collection next month The Town of Saugus announces that spring curbside leaf collection will take place during the week of May 14. Residents may dispose of leaves curbside on their regularly scheduled collection day, between Monday, May 14, and Friday, May 18. Leaves should be left outside by 7 a.m. on the appropriate days.

Please ensure that leaf containers are physically separated from trash and recycling. Paper leaf bags are the preferred method of leaf disposal. If you are using barrels, they must be clearly marked with yard waste stickers. Stickers, which are free, may be obtained at Inspectional Services in the lower level of Town Hall (298 Central St., Saugus). Barrel covers must remain removed so that the leaves are visible. Plastic bags, cardboard boxes, branches and brush will not be accepted.

Please note that separate trucks collect the rubbish, recycling and leaves, so the leaves may be collected at a different time of day. “Missed pick-ups” will not be conducted.

THE HOUSE AND SENATE. Beacon Hill Roll Call records local senators’ votes on roll calls from the week of March 26-30.

There were no roll calls in the House last week. $1.8 BILLION HOUSING PACKAGE (S 2368) Senate 34-0, approved a bill funding many programs to construct, preserve and rehabilitate affordable housing in the Bay State. The package is a bond bill under which the funding would be borrowed by the state through the sale of bonds.

Provisions include $600 million for the renovation, remodeling, repair and improvement of existing public housing; $400 million for the development and preservation of affordable and mixed income housing for households whose incomes are less than 110 per cent of the national median income; $60 million for disabled persons and seniors to renovate and modify their homes; $65 million for housing for individuals with mental illness or intellectu-

al disabilities; $100 million for the development of alternative forms of rental and ownership housing, including housing for people in recovery from substance use disorder; and $45 million for grants to non-profits for early education and out-ofschool time program facilities that serve low income children.

Tax incentives include extending the Community Investment Tax Credit from December 31, 2019 to December 31, 2025 for taxpayers who make cash contributions to community partners investing in economic opportunities for low- and moderate-income households;increasing from $50 million to $55 million the total annual amount that the state is allowed to give as a Massachusetts historic rehabilitation tax credit; providing an additional $5 million per year to the Massachusetts low-income housing tax credit program for projects that preserve and improve existing state or federally assisted housing; and increasing the credit to clean up contaminated sites known as brownfields.

“Our affordable housing shortage has placed the commonwealth’s financial health at risk,” said Sen. Joseph Boncore (D-Winthrop), chair of the Committee on Housing. “The housing bond bill is the first

Students helping students Here’s an example of great collaboration between the Saugus Public Library and a Belmonte Middle School teacher – and, of course, Junior National Honor Society students from the Belmonte Middle School.

Each Tuesday and Thursday afternoon from 3 to 5 p.m., the library provides tutoring and homework help for the town’s elementary school students. The elementary school students get help, the Belmonte students get credits for community service.

The library again will be partnering with the Belmonte Middle School to offer free, drop-in homework help in the Community Room to Saugus elementary school students to help foster strong academic and study skills outside of school hours.

No registration is required, but students must be signed in/out by a parent or guardian. The parent or guardian must remain on library grounds while a student is receiving homework assistance pursuant to an unaccompanied minors policy.

This program is open to students in grades K-5. The subjects students can get help with include math, science, grammar, reading, social studies and geography. Hey parents, here’s some help if your child needs it.

Amendment supporters said the bill will create lots of new and rehabilitated housing but the Senate should make sure the housing is well built, energy efficient and will last a long time.

“Massachusetts has been the most energy efficient state in the nation for the past seven years, and it’s only right that our low- and moderate-income residents take part in this success as well,” said Sen. Marc Pacheco (D-Taunton). “Making it easier for folks of all income levels to embrace new technologies in their homes makes sense not only for our environment, but our economy as well. We need to do all we can to help our housing stock take advantage of a clean energy future.”

What are acceptable solid waste/recycling materials?

The town’s Solid Waste and Recycling Department Coordinator, Lorna Cerbone, would like to remind residents that the following materials are recyclable and may be placed curbside for collection each week: paper, cardboard, pizza boxes, and mixed containers, such as glass, tin, plastic cans, various containers, and jugs. All cardboard boxes should be broken down to 3’ by 3’, and pizza boxes and mixed containers should be clean.

The following materials may not be recycled through the Town’s curbside collection service: • Plastic bags and film wraps – can be recycled at a local food store, Walmart or Target.

• Styrofoam – should be placed in the trash.

• Clothes hangers – can be given to dry cleaners.

• Plastic hoses – dispose in the trash.

Saugus and Revere Police seize cocaine, credit card–making materials P

Two men facing several charges following three-month investigation

Jammy Alphonse, 24, of Revere, was charged with the following: • Trafficking in more than 200 grams of cocaine • Unlawful possession of a firearm • Unlawful possession of ammunition • Possession of a firearm during the commission of a felony • Receiving stolen property of over $250 • Identity fraud • Possession of a counterfeit credit card press • Possession of a blank credit card John Lubin, 24, of Somerville, was arrested and charged with the following: • Credit card fraud of over $250

• Larceny of over $250 by false pretense On Thursday, March 29, Revere and Saugus Police executed a search warrant at an apartment on Revere Beach Boulevard following a three-month credit card fraud and larceny investigation. During the execution of that warrant, officers seized two kilograms of cocaine, approximately $75,000 in cash, a firearm, a credit card embossing machine and a computer equipped with an encoder used to imprint names and account information to create fraudulent credit cards. Alphonse and Lubin were taken into custody without incident during the search.

“I want to commend our Detective Unit for their hard work on this case. I also want to thank the Revere Police Department,” Chief DiMella said.

The training salary line item is used to pay officers for attending training on an overtime basis or used to pay replacement officers for those officers attending training, according to DiMella. He included an extensive overview of his department’s training needs within the report.

“The mass shooting that occurred in Las Vegas this past October is only the latest high profile active shooter incident here in the U.S.,” noted the section on Training Salaries for the 2019 fiscal year.

“Unfortunately, there has been an alarming increase in the amount of active shooter incidents over the past ten years. It is extremely important to have a well prepared police department that can properly respond to an active shooter situation,” the report continued.

The Saugus Public Schools is planning on switching from its current Shelter in Place response to an active shooter situation. The report noted the school district will be changing to ALICE, which stands for “Training is a necessity” Alert, Lockdown, Inform, CounCrabtree supported the ter and Evacuate system of rechief’s request for $237,388 in sponse. ALICE system of response, the Saugus Police Department needs to retrain its officers. In his budget proposal, Chief DiMella explained the $800,000 increase budgeted for overtime in general – $50,000 more than the current fiscal year. “The Police Department continues to operate with less than our full complement of officers. As a result, the department uses overtime to fill vacancies that are created by officers taking contractual time off,” the chief said. Due to staffing issues, the department must use overtime to fill the shifts.

“The Police Department has had long term officer injuries, family medical leave, current military deployment and vacancies due to retirement which have added to the ongoing staffing issue,” the chief said in his report.

Cherished grandfather of Debbie Grigas & her husband Bobby of Pembroke, Mark Gauthier & his wife Stephanie of Wilmington, Janet Mahoney of Seabrook, NH, Joseph Mahoney of Kingston, NH. Also predeceased by several brothers and sisters. Funeral held in the Bisbee-Porcella Funeral Home, Saugus on Monday, April 2. Entombment Holy Cross Mausoleum, Malden.
