The City of Everett has been attempting to overturn its 20year Tax Increment Financing Agreement (TIF) with Exelon, the cityâ&#x20AC;&#x2122;s largest industrial taxpayer and the largest power plant in the state, for a couple of years. Though City officials have been reluctant to speak publicly on the issue for fear of inadvertently affect-

ing the Cityâ&#x20AC;&#x2122;s legal position, the basic dispute is clear: The City thinks that Exelon owes the City more money than itâ&#x20AC;&#x2122;s been paying after additions at the site increased its value far beyond what was evaluated in the late 90s, when the agreement was negotiated. The City sued to have the agreement revoked. Earlier this year, a state board ruled in Exelonâ&#x20AC;&#x2122;s favor. The City has appealed that decision in superior court, assembling a legal team that includes former Governor Bill Weld.

Exelon is the second-largest power provider in the area, capable of producing 2,000 megawatts of power and supplying 40 percent of the regionâ&#x20AC;&#x2122;s electricity. The plant employs 110 full-time workers and over 200 local union workers for seasonal outages.

The company has stated it will hold â&#x20AC;&#x153;informational meetingsâ&#x20AC;? with its workers to explain the situation.

Wynn & OSHA open investigations into construction site death

By Brendan Clogston ederal, state, and Wynn Resorts officials are still investigating the death of a construction worker at the Wynn Boston Harbor site this week. According to the Middlesex District Attorney’s office, Joe Teixeira, 56, of Seekonk, died after sustaining injuries at the Wynn site Tuesday afternoon.

A little before 3 p.m., Teixeira had been operating an elevator at the south end of the construction site and taking apart a trench box when a heavy piece of construction material fell on top of the vehicle cab. According to the DA’s office, Teixeira regained consciousness at the site, but later died from his injuries at Massachusetts General Hospital.

“This case has been referred to the Office of the Chief Medical Examiner, who will determine the cause of death,”said Middlesex DA Marian Ryan.

Wynn spokesperson Greg John said that it was “a very sad day for everyone at Wynn Boston Harbor” and “our deepest condolences and heartfelt thoughts and prayers go out to his family and coworkers.”

Mayor Carlo DeMaria called Wednesday a day of mourning for Teixeira. “On behalf of the City of Everett, I want to offer our condolences to his fami-

ly, friends and co-workers in this challenging time,”said DeMaria.

“We are deeply saddened by this tragedy.”

Teixeira had been working at the site for subcontractor J. Derenzo Co., with whom he’d been employed for four-years.

“Our deepest-felt thoughts and prayers are with Joe’s family, friends and co-workers, as well as everyone impacted by this incident,” the company said in a statement.“We offer our condolences and support in the aftermath of this tragic event.”

Wynn Resorts has opened a

“full investigation” into the incident, as has the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA). Massachusetts Gaming Commission officials have stated that the agency will defer any inquiry to federal and local investigations.

In the meantime, the project’s approximately 1,500 workers returned to work Wednesday. According to Wynn officials, there will be no construction delays, and the resort’s scheduled opening day of June 24, 2019, remains in place.

Senator DiDomenico was the original sponsor of legislation that aimed to close the voter participation gap between younger eligible voters and their older counterparts by allowing 16 and 17 year olds to preregister to vote. His bill was ultimately included in the 2014 Elec-

tion Laws Reform Act signed into law by Governor Deval Patrick. Sixteen and 17 year olds are now able to preregister to vote, after which they are placed in a pending status in the Central Voter Registry and appear on voter rolls when they turn 18.

During the meeting, he emphasized the value these programs bring to the community and the support these students need to acquire specialized skills. Mayor’s Summer Youth Job Program returns for 2018 ayor Carlo DeMaria is pleased to announce that the Summer Youth Job Program has returned and will be accepting applications. Mayor DeMaria and his administration offer the Summer Youth Program to provide essential opportunities to teens prior to going off to college. The program helps students pay for books or expenses, and it provides job experience for those entering the workforce.

Michael Fineran EHS English Teacher If you do pay attention, you know there’s a lot going on out there that can make you angry, frustrated, or powerless in the face of the hypocrisy and stupidity out there. But there are also good signs, too, and opportunities to shape things the way we want them to be. A lot of the old rules about life are changing. The old ways of life, the old experts, the things we took for granted about how the world works--much of them have been upended or eliminated, and very recently.

It’s a brand new world out there, everyday, In so many ways the world is so much better than it was when I was your age, sitting on stage not listening to whoever spoke that night.

We are a more tolerant society, more inclusive, more knowledgeable, more open and honest about ourselves and each other. And yet there are way more trolls out there than I would have imagined, whose only purpose seems to be fostering hate or spreading lies and confusion and doubt. Misery loves company, and the internet loves misery. If you’re ever feeling good about humanity, then please don’t go on the internet, but if you must, don’t read the comments section on any internet site ever.

I would like to give you advice about how to deal with this noise, this hatred and division. I’d love to tell you to ignore it all, to focus on your little part of the world only and let the chips fall where they may. But you can’t do that. You don’t have that privilege. The rulemakers in your world are doing things--and more often, not doing things--that have an enormous impact on your daily life: your safety, your home, your future, your bills, and the air you breathe.

You worry about so much. These kids before you all have stories that would break your heart. They are so easy to root for. You would give each and every one of them a separate standing ovation if you knew what burdens they ^PSSPUNS` ZOV\SKLY L]LY` ZPUNSL KH` [OL ZHJYPMPJLZ [OL` THRL the hardships they continue to overcome, the stresses they are all under, the realities of their lives--there are so many inspiring stories of resilience sitting here in front of you. There are cancer survivors and students who have had open heart Z\YNLYPLZ ILMVYL [OLPY MPM[O IPY[OKH` 0[ ^V\SK IL PUZ\S[PUN VM TL to somehow tell you what you should or shouldn’t do, when the reality is, you are already doing all you can, and more. And your presence here tonight is proof that you are going about things the right way. There’s another saying that I usually have a problem with, that we learn as much from our students as they learn from us. I don’t think that’s normally true--I hope you learn a lot from me every day--but I do believe that, on an occasion like this, that saying does ring true: You have a better story to tell than I do. You should be giving us advice, telling us how to handle all of it the way that you do. ... Let me tell you about these kids today. These kids today are passionate about justice and fairness. These kids today have a strong sense of right and wrong, and they are allergic to deceit, greed, and corruption. Remember, it takes a young person in Hans Christian Anderson’s story to point out that the LTWLYVY OHZ UV JSV[OLZ (Z `V\ NV VMM PU[V [OL ^VYSK PU[V JVS-leges and careers, I wish you lots of luck and success, which ^PSS OHWWLU PM `V\ RLLW [OVZL ]HS\LZ HUK [V MPNO[ MVY [OLT [V speak up for yourselves and to speak out for others.

I know that I’m saying this to a group that has already done so, collectively and individually and repeatedly. I am proud of you, not for being recognized tonight, but for everything that you have done to get here. I can’t tell you what the future will be like, especially since so much is changing as we speak, but I do know that if you guys lead the way, we will be in good hands. So congratulations are in order, but tonight is not so much a culmination as it is a call to action.

Mayor welcomes the Easter Bunny to Everett Visits with children at City’s Spring Fling event ayor Carlo DeMaria was pleased to welcome the Easter Bunny to the City’s 2018 Spring Fling event this past Monday at the Connolly Center. Over 200 children and their families flocked to the Connolly Center to visit with the Easter Bunny and have their pictures taken. Attendees also enjoyed an array of activities, including a petting zoo, puppet and magic shows, a bouncy house and games – all free of charge!

Delicious refreshments were also available courtesy of Restaurant Depot.

Mayor DeMaria stated, “The reason why I continue to throw events like this is so that your children have a safe and fun environment to be in, especially during the week, and at no cost to them.

We hope everyone had a great time at this year’s event.”

Attendees were offered professional photos with the Easter Bunny, on a beautifully decorated springtime scene, that could be instantly downloaded. Families also had the option of taking their own pictures as their little ones met and talked with the Bunny.

The children enjoyed a wonderful afternoon of music, art and play – all to welcome in the spring season and celebrate the upcoming Easter holiday.

THE HOUSE AND SENATE. Beacon Hill Roll Call records local senators' votes on roll calls from the week of March 26-30.

There were no roll calls in the House last week. $1.8 BILLION HOUSING PACKAGE (S 2368) Senate 34-0, approved a bill funding many programs to construct, preserve and rehabilitate affordable housing in the Bay State. The package is a bond bill under which the funding would be borrowed by the state through the sale of bonds.

Provisions include $600 million for the renovation, remodeling, repair and improvement of existing public housing; $400 million for the development and preservation of affordable and mixed income housing for households whose incomes are less than 110 per cent of the national median income; $60 mil-

lion for disabled persons and seniors to renovate and modify their homes; $65 million for housing for individuals with mental illness or intellectual disabilities; $100 million for the development of alternative forms of rental and ownership housing, including housing for people in recovery from substance use disorder; and $45 million for grants to non-profits for early education and out-of-school time program facilities that serve low income children.

Tax incentives include extending the Community Investment Tax Credit from December 31, 2019 to December 31, 2025 for taxpayers who make cash contributions to community partners investing in economic opportunities for low- and moderate-income households; increasing from $50 million to $55 million the total annual amount that the state is allowed to give as a Mas-

sachusetts historic rehabilitation tax credit; providing an additional $5 million per year to the Massachusetts low-income housing tax credit program for projects that preserve and improve existing state or federally assisted housing; and increasing the credit to clean up contaminated sites known as brownfields.

“O u r a f fo rd a b l e h o u s i n g shortage has placed the commonwealth’s financial health at risk,” said Sen. Joseph Boncore (D-Winthrop), chair of the Committee on Housing. “The housing bond bill is the first step toward ensuring Massachusetts develops enough affordable housing to support both its workforce and its economic future.”

“The housing bond bill we passed today reflects our commitment to providing housing that is affordable to the vital and diverse workforce that is fueling the commonwealth’s economic growth,” said Sen. John Keenan (D-Quincy). “ The high cost of housing across Massachusetts strains family incomes and local businesses,” said Senate Ways and Means chair Sen. Karen Spilka (D-Ashland). "These investments are an important step to create more affordable, livable communities, support a growing, healthy economy and expand

access to quality housing for everyone.”

The House approved a different version of the package on January 24. A House-Senate conference committee will likely work out a compromise bill.

Of Braintree, formerly of Everett (the Village), was called to rest on Sunday, the 25th of March 2018, surrounded by his family. He was 92 years young. He joins his parents William and Josephine Cardello, sister Mary Galluccio and her husband John and brother Carmen, all of Everett, his brother-in-law Clarence "CC" Belew of Melrose, and his beloved niece and nephews, Lorraine Lariviere and Robert and Andrew Galluccio. He is survived by his loving wife Margaret (O'Rourke), daughter Joanne Cardello and her husband Michael Assortato, son William and his wife Carol (Loud), and adored granddaughters Lisa and Kelly Cardello, all of Braintree. He also leaves behind by his sister Helen Belew of Melrose, sister-in-law Louise "Dolly" Cardello of Everett, sister-in-law Mary (O'Rourke) Leo and her husband Anthony of Braintree, brother-in-law Francis O'Rourke of Boston, and many loving nieces and nephews and grandnieces and grandnephews. Louie was a devoted and loving husband, father and grand-father. He prided himself on being able to provide for his family and was fortunate to have the ability to work up until he was 86 years old. He enjoyed a long career at the Massachusetts Commission for the Blind where he was the Director of Industries for the Blind. He then went on to work at Building 19 where he enjoyed meeting new people every day. He was blessed with the camaraderie of fellow employees and frequent visitors wherever he worked. Louie was a very charitable man and kept many charities close to his heart. He was also charitable in giving of himself to his country as soon as he was old enough to join the Navy and was a proud World War II Veteran. He was a life member of the Knights of Columbus, #1462 of Braintree. Louie enjoyed many activities in his life but his favorite activity was spending time with his family. He was an avid sports fan, especially the New England Patriots, Boston Red Sox and Everett

Surviving are her 2 sons and their spouses, Robert and Linda Vecchione of Peabody, and Richard and Karen Vecchione of Danvers, 2 grandchildren, Stacy Vecchione and Richard Vecchione; 2 brothers and their spouses, Donald and Norma Mastrocola of Naples FL, and Al and Victoria Mastrocola of Everett, a sister, Jeannette Mastrocola of Middleton, and several nieces and nephews. She was also predeceased by her parents Daniel and Mary (Camarario) Mastrocola, a grandson Matthew Vecchione and her siblings Richard Mastrocola and Linda Mastrocola. Betty's working career extended for 40 years as an Avon representative and retired as a district manager a position which she held for several years. Funeral was held from the Conway, Cahill-Brodeur Funeral Home on Monday, April 2, followed by a Mass of Christian Burial at St. Ann Church, Peabody. Her burial was held at Woodlawn Cemetery, Everett.

The seminar brought together religious, academic, and political leaders to discuss the contributions of migrants in the development and social innovation of Boston. Prior to and during the meeting, the Cardinal and Mayor discussed and expressed their commitment to the immigrant community. The two guest speakers stressed the importance of the immigrant community and how they have played a vital role in the growth and development of our country. In addition, they discussed how we must continue to engage in ongoing dialogue on this topic so to educate members of our communities.

In recent months, Mayor DeMaria has stood side by side with the Everett Safe and Welcoming Coalition to condemn the abolishment of the Deferred Action for Childhood Arrivals (DACA) program and how it will impact certain Everett immigrant residents. He has emphasized the importance of continuing to work together and simply not remaining silent when there are injustices within our community.
