t’s been about a decade since Terri Pillsbury started at center on the offensive line for the Massachusetts Mutiny in the National Women’s Football Association.

But the 51-year old Wilmington resident said she hopes to draw on some of that semiprofessional football experience as she tackles challenges in her new job as the athletic director of Saugus Public Schools.

“I was an athletic trainer for the team, and they talked me into playing,” Pillsbury recalled of her days of full-contact football. “It was very difficult, but it was great. I was a center and backup defensive lineman. I played until I was

Legacy of a legendary leader Former Saugus Scoutmaster Jim Virnelli was the life of Troop 61’s 90th birthday party

he Eagle Scout plaque was on display when past and present troop leaders, scouts and a flock of Eagles showed up at the Saugus Knights of Columbus last month to celebrate Boy Scout Troop 61’s 90th

birthday.

“Forever Soaring” begins the inscription on the blue plate which is the centerpiece of the plaque that has 59 nameplates of scouts who earned the rank of Eagle during the troop’s history.

the plaque, though some troop leaders say the 78-year-old former scoutmaster should take a bow for the 33 scouts who reached scouting’s highest honor during his nearly three decades as a troop leader. But Virnelli said in an interview this week that he doesn’t deserve the credit for all of those scouts who earned their Eagle badge during his watch.

“I got to wear the shirt with the scoutmaster’s patch on it, but by no means did I run the troop,” Virnelli told The Saugus Advocate. “It was a team effort by all of the adults. We worked well together. It was a great group of guys having a ball.”

Virnelli, a 1958 Saugus High School graduate who now lives in Connecticut, drove back to his hometown for the party.

And he got to pose in a photo with 15 of the troop’s Eagle Scouts, look at old photos of the troop’s activities and reminisce about some great camping trips during the good old times.

“It was a fantastic day,” Virnelli said. “A memorable day, just to be able to talk to these guys about the old trips and what they’re doing with their lives right now – just fun conversation.”

An “honorary Eagle” finally got recognized Saugus Boy Scout Troop 61 Scoutmaster Kevin Wildman received an official legislative citation from State Rep. Donald Wong (R-Saugus) acknowledging the troop’s 90th year.

Troop 61 was just one of 10 Boy Scout troops back in the

1950’s, according to Virnelli, who served two stints as the troop’s scoutmaster. He was troop leader from 1967 to 1978.

Later, he served again as troop leader, from 1980 to 1997.

When he retired for good, the troop made him “an honorary Eagle,” Virnelli recalled.

Virnelli reached the next highest rank in scouting – Life Scout. He said he didn’t know for sure why he never followed through on his pursuit of the Eagle badge. He was in high school, working a job and spending his time with a girlfriend he would eventually marry, the former Sandy Crowell, who graduated in the Saugus High School Class of 1959.

“I guess it wasn’t that important at the time,” said Virnelli, who went on to study aeronautical engineering at Boston University. He later had his own excavation company in town, Virnelli & Crowell, partnering with

his brother-in-law.

Virnelli said his brother Frank – who was a year older and later graduated in 1956 – was a member of the first graduating class of the new Saugus High School which had opened.

Frank Virnelli is a retired plastic surgeon who lives in Winchester.

Virnelli’s son, Jim Jr., also went as far as Life Scout. But his son – Jim III – made Eagle with Troop 63.

“He’s got a four-year-old son – James IV – and they live in New York … Back when I was a scout, it was two percent who made Eagle. Now it’s five percent … It’s still a small percentage of scouts that make it to the top. But they all get something out of the program,” Virnelli said.

Editor’s Note: For this week’s interview, we sat down with Saugus Fire Captain James Hughes to talk about the free Open House that the Saugus Fire Department will host next Saturday, Oct. 13, from 10 a.m. to 2 p.m. at the Central Fire Station (27 Hamilton St., Saugus). The event, which is sponsored by Papa Gino’s, is aimed at teaching families and individuals about what they can do to prevent house fires, about emergency planning they should do – such as developing multiple escape routes – and about tips on how to protect themselves in the event of a fire.

Hughes, a Melrose native, is a 1982 graduate of Melrose High School. He has worked 27 of his 32 years in firefighting in Saugus.

He has been a fire officer for 24 years – working in fire prevention for more than nine years. Hughes was among several dozen firefighters from fire departments across the state who were honored in 2012 at the state’s 23rd Annual “Firefighter of the Year” Awards Ceremony. He was cited for showing great courage and risking his life in a December 2011 incident in which he dove into the Saugus River in an attempt with other firefighters to save a woman from a submerged car, which had crashed through the guardrail at Fox Hill Bridge. Hughes helped to free the unconscious woman from the car. She was later pronounced dead at the hospital. But Hughes, who ended up being treated in

the hospital for hypothermia and an injured foot injury, was praised by then-Gov. Deval Patrick for an act of valor.

Some highlights of this week’s interview follow.

Q: So, let’s talk about Fire Prevention Week (Sunday, Oct. 7 through next Saturday, Oct. 13), which is coming up soon.

A: Fire Prevention Week has been going on since 1925. It’s observed on the anniversary week of the Great Chicago Fire, which was in 1871 [Oct. 8-9]. [The toll of the two-day fire: more than 250 people lost their lives, 100,000 were left homeless, 17,400 structures were destroyed and more than 2,000 acres of land were burned. This tragedy was the catalyst for new fire safety codes and public awareness campaigns. The National Fire Protection Association sponsors the weeklong national prevention campaign and uses it to highlight the importance of fire safety education.]

Q: Anything special in Saugus?

A: We’ve been partnering with Papa Gino’s, which has been sponsoring the Fire Prevention Open House for 24 years now in New England, in particular. Saugus has been having it just all of that time. It’s a great way for families to come in and meet the firefighters, but most important, ask questions and get a feel for different types of fire safety.

There is always a theme. This year’s theme is “Look, Listen

and Learn.” It says right here [he reads from a Fire Prevention Week pamphlet], “Look for places fire could start. … Listen for the sound of the smoke alarm …. And Learn two ways out of every room.” That’s the theme for this year’s Fire Prevention Week. They try to keep it simple, and it’s more or less aimed at kids.

augus Public Schools Superintendent Dr. David DeRuosi, Jr. said he plans to brief the School Committee later this month on how a new accountability system developed by the state Department of Elementary and Secondary Education (DESE) impacts the town’s education system.

And at a meeting nex t month, the superintendent said, he will present the committee with some analysis on how the school district did overall on the MCAS tests.

“There have been significant changes in the new accountability system … I’m trying to take what the state is giving to me, break it down and make the community understand the changes,” DeRuosi said in an interview this week.

The superintendent said he is conferring with his staff, including the school principals and Brendon Sullivan, the school district’s executive director of curriculum, in the ongoing analysis of the massive data that DESE released last week.

“I don’t think a lot of people understand the changes [in MCAS testing and the accountability system],” DeRuosi said.

“In November, Brendon and I will put the numbers on the board, listing the strengths and weaknesses .... We have already started a lot of that on the ground already,” the superintendent said.

“I’m going to focus on the positive while moving [the district] ahead,” DeRuosi said in response to last week’s release of the latest MCAS results and school/district accountability data.

“I’m satisfied that most of

my schools are partially meeting progress … and that all schools other than Belmonte are not requiring assistance or intervention,” he said.

The Belmonte Middle School is among 30 schools in Massachusetts “requiring assistance or intervention” while being “in need of focused/targeted support,” according to data released last week. Meanwhile, three other schools – Saugus High School, the Oaklandvale Elementary School and the Waybright Elementary School – are “partially meeting targets” in MCAS testing. The Veterans Memorial Elementary School and the Lynnhurst Elementary School fared the best – classified among the 441 or 27 percent of the Massachusetts schools as “meeting targets.

Overall, the Saugus Public School District was classified as “partially meeting targets” according to the results released on the 2018 MCAS and school and district accountability and assistance levels.

The release is the second year of next-generation MCAS results for grades 3-8 and the debut of the state’s new accountability system, which is designed to measure how a school or district is doing and what kind of support it may need. The new accountability system is more comprehensive than the previous system and complies with the 2015 federal Every Student Succeeds Act, according to a press release issued by DESE. Nextgeneration MCAS scores fall into four categories: Exceeding Expectations, Meeting Expectations, Partially Meeting Expectations and Not Meeting Expectations.

The results are essentially a mixed bag for the School District that had been classified as “a Level 3 School District” under the previous methodology used by state education officials in assessing the over-

all performance of students’ performance in the MCAS tests statewide.

DeRuosi said he understand the need to focus heavy attention on improving the Belmonte Middle School. But he said he is confident that “we are putting the right pieces in place” with ongoing changes, including a longer block schedule later this year.

“I feel we’re doing the work … It takes time to change and move a district … The Belmonte has made some adjustments already,” he said.

“I like what Myra has been doing,” he said about Myra Monto, who he promoted from interim Belmonte School principal to the school’s permanent principal over the summer.

He noted that the evaluation system included absenteeism, which he described as “chronic” at the Middle School.

With the MCAS tests changing, the school district is in transition, as grades 3 through 8 are already into the new MCAS test while students at Saugus High School won’t get to look at the new exam until next spring.

DeRuosi noted “the complexity of trying to unpack this data. … because you’re being asked as a school district to look at multiple data points.”

“And absenteeism is a category that’s new. … We definitely need to tighten up on Middle School absenteeism …

The bottom line is, we need to have the kids in school,” the superintendent said.

“We’re putting new attention on that, and I expect to see some improvements,” he said.

Two people in the school district will be working as home school liaison, reaching out to parents “to make sure kids are in school … I have the capacity with my principals ....

We will tackle attendance at the building level.”

Learn what the sound of the smoke alarm sounds like. There are several different kinds: Some talk to you; some beep and make lots of noise. And once they sound, learn what you should do.

Learn that you should have all of your doors closed in your house – interior doors – like the door to your bedroom and the doors that separate different rooms, because that can

actually limit the fire spread.

If you can control the movement of air, you can control the movement of fire, and by having the door closed, if you are in one room, it creates time. It buys you time. If there is a fire in your bedroom, you exit the bedroom and close the door behind you. It creates minutes upon minutes of time before that fire breaks out of the bedroom and gets into the other rooms, which in turn, gives you time to escape.

There should be a main way out of your house. Always know

Our Annual Pumpkin Patch is here!

More than 3,000 pumpkins arrived at the First Congregational Church UCC in Saugus Center last Saturday for the Annual Pumpkin Patch. The church, which is located at 300 Central St., is hosting this event for the fifteenth year; it will run through Halloween, October 31. Pumpkins of all sizes are displayed on the church lawn and will be available for purchase every day from 10 a.m. to closing. The Pumpkin Patch looks forward to having everyone come to celebrate this great fall season event.

The church thanks all the nearly 100 volunteers who unloaded the pumpkin truck. Volunteers are needed to fill the various selling shifts. Anyone interested in helping should contact Carolyn Davis at 781-

233-4555. Another shipment of pumpkins will be on the way soon. So, if you have the time and want to share some fall fellowship, come on down to help unload the tractor trailer loads of beautiful pumpkins and gourds from New Mexico next Saturday, Oct. 13 at 9 at First Congregational Church.

Adults and school-age kids are needed. This is such a great family event! Students can receive credit for community service hours by helping out at the Patch, and local businesses can fulfill their pledges to do community outreach. After unloading, we will be open seven days a week selling pumpkins until Halloween Day. Many people like to pose their kids (and even their pets) for photos among the bright orange pumpkins. We also like them to send us the pix so we can post on Facebook (no tagging allowed).

Proceeds from the Patch help fund a yearly $500 scholarship for any graduating Saugus High School student who is continuing on to further education. Applications with the criteria listed are available from the church office.

Did you know our pumpkins come all the way from the Navajo Reservation in New Mexico? So we are not only helping local Saugus causes, we are also helping the Navajos run their self-sustaining farms. It’s a winwin for all of us! Come on down!

But if school officials hadn’t responded as they did, her son risked becoming another victim of bullying in a situation that could have escalated into something worse.

Luongo, a mother of three children in the Saugus Public Schools, said she believes there are steps that parents can take to discourage and protect themselves from bullying they may encounter in the classroom, on the playground or on the school bus. She is working with Saugus Karate/Kung-Fu owner and chief instructor Jason Scaduto to promote a free one-week program that Scaduto is offering all this month in his academy at 304 Central St.,

“October is anti-bully awareness month and in honor of that we will be offering a FREE week of classes to each and every Saugus Public School student where they will learn anti-bullying management strategies,” according to a flyer that Saugus Karate/Kung-Fu is circulating.

About 150 kids from ages 4 ½ to 16, are taking programs at Saugus Karate/Kung-Fu, according to Scaduto, who notes that 65 to 70 percent are Saugus students.

“We started doing it because of the need for it,” Scaduto said.

“Before the flyer went out, I got a call from a woman who told me about her son in kindergarten who was getting bullied by a fourth grader …

What the heck is a fourth grader doing picking on a kid in kindergarten? You know, a lot of our kids don’t want to tell their parents because they don’t want to enrage their parents or they don’t want to be called ‘a tattletale.’ We teach the kids that you have to tell the parents,” he said.

Bullying is the leading cause of suicide in children 11 through 16, according to Scaduto, a Lynnfield native who has owned Saugus Karate/Kung-Fu since 1988.

He stresses that in his program, teachers focus on the core principles of Martial Arts: self-control, etiquette, effort, character and sincerity. A por-

tion of each class is devoted to bully-prevention strategies and techniques to help students resolve conflict in a positive and nonaggressive way.

Luongo said the academy’s goal is to reach about 20 percent of the student population.

There were 45 students who took the class last year, she said.

“I think we’re seeing a higher incidence of reporting. But I imagine it’s still underreported,” Luongo said.

“What we’re trying to do is instill confidence in a child so they can feel empowered enough to manage issues that come their way. We’re just trying to help the kids of Saugus one kid at a time,” she said.

The flyer circulated by Saugus Karate offers the following tips: For parents: • Talk with your child.

• Coach them in conflict resolution and create an action plan.

• Identify resources together.

• Document bullying incidents.

• Support and empower your child.

For kids: • Talk with your parent or teacher.

• Ask the bully to stop.

• Work with an adult to help identify solutions.

• Manage your reaction.

• Make a pact to not bully others.

Sachems fall short in shoot-out loss to Bulldogs

T

he result appeared to be a foregone conclusion at halftime, as the Saugus Sachems trailed by 21 points last Saturday afternoon against the Lynn English Bulldogs at Manning Field in Lynn.

The second half would bring forth a far different scenario; however, as Saugus picked up its offensive game by outscoring the hosts, 21-7, and giving the Bulldogs all they could handle before falling short, 4235. Trailing 35-14 at the break, the Sachems came out and marched 63 yards, capped

by James Moise’s 20-yard TD jaunt. Saugus then elected to attempt an onside kick and ended up recovering it. From there, Marvens Jean eventually scampered 21 yards for another score, and suddenly the Sachems were back in the game, 35-28.

The trouble spot was the inability of the Saugus defense to stop English’s high-powered and speed-laden offensive attack, which rolled up nearly 600 yards total, although it did appear as if the Sachems would hold on after closing the gap to seven in the third quarter when they had the Bulldogs facing a third down.

One of the big problems outside the home is that everybody tries to exit the same way they came in because that’s the only way they are familiar with. But if people pay attention, there are many, many more exits in buildings of any type that they can use as an exit.

Q: What do you hope to accomplish at the Open House?

A: What I hope to accomplish is to bring families and kids in … so they get to meet us on a personal level. Sometimes the kids are too young …. but they can ask good questions.

Kids can come up with some pretty observing questions, and we can answer whatever questions they have. We try to make it fun for them. There’s a smoke house. They can see what it’s like being in smoke.

They can learn what’s it’s like to have a smoke detector go off and then crawl out of the house. We have a little hosehandling demonstration. We try to make it fun and interesting, so we can break down a little bit of nervousness.

On the adult side, we give the opportunity for the adults – can come in ask a question

at any time – about the house, or smoke detector or whatever their questions could be. It’s a good opportunity for people to come in and just converse back and forth and learn some things that can make them safer and help save lives.

Q: Do you draw a big crowd?

A: Last year we had a good crowd.

Q: A couple of hundred?

A: I’d say at least a couple of hundred. Again, it depends on the weather. If it rains, we are not going to get as many. But last year it turned out to be a very nice day. It was on a holiday weekend. We usually try to keep it away from the holiday weekend. But last year, because of scheduling, it wound up on a holiday weekend. This year it winds up on the weekend after the holiday weekend, so we’ll see how it goes. We always try to have it on a Saturday because it seems to be the best day to have it. We’ve been doing this for 24 years now. And we expect to have a few hundred people here. That’s what we are prepared for.

Q: So what is your advice to new homeowners or people who are renting an apartment?

A: Make sure your smoke detectors work, and make sure there is a carbon monoxide detector on every level. Smoke detectors preferably inside very bedroom – not required by law

in some instances. There is a pretty complicated formula of where smoke detectors need to be, but certainly, outside every living area, at the base of every stairs and on every living level of your house.

Q: Battery or electric?

A: In new construction, you have to have electric with backup batteries. In Massachusetts, you are required to have photoelectric smoke detectors.

It doesn’t matter in older homes. We don’t require electric. Good battery-operated ones are sufficient. The new ones now have long-life batteries in them. The batteries last 10 years, so you don’t have to worry every six months about changing your batteries anymore. That’s a huge feature now in the new ones.

And the time we enforce the smoke detectors codes are at the time of a sale. It’s really the only time we can gain entry to a home – when people are selling it.

Q: Do you think people are pretty good about installing the smoke detectors or are they lax?

A: Most houses that I go into are pretty good. You do find the ones that they haven’t changed the batteries or the smoke detector is outdated. Smoke detectors are only good for 10 years, and they have to be discarded and new ones in-

stalled. The same thing with carbon monoxide detectors: Ten years and they are up. But most people are pretty good.

There’s been enough information over the last 20 years that most people are aware of the importance of smoke detectors. We can’t force anyone to do anything in a single-family home; apartments rented by landlords is a different story.

Q: You can’t sell the house without one, though.

A: That’s correct. You can’t sell it without it, but there is nothing to say that after the sale that the new owners won’t walk in and take them off the ceiling. That’s just the nature of the thing, but the first priority of anyone moving into a new home is to make sure the smoke detectors work – whether they are electrical or batteryoperated. That’s number one.

Q: Any other advice?

A: Make sure you know your exits. Whether it’s crawling out a window onto a roof … most single family homes, you know where the windows are – or going out another door, so know your second way out.

Q: What are some of the common mistakes people make?

A: They put the smoke detectors in the wrong place. Massachusetts does not allow smoke detectors to be put on walls.

They have to be on the ceilings, even though they say on

the directions that they can be put on walls. Massachusetts says they have to be put on the ceilings, so that’s a common mistake.

Another one is clutter around the house – boxes, paper or stuff that’s a fire hazard and also blocks a doorway – also misuse of candles, putting stuff too close to heating sources: furnaces, boilers, space heaters in particular. You have to keep a wide buffer: three feet all around it.

Q: A common one I see while driving around is having a grill on the porch.

A: Grill on the porch – that’s a common one. It’s not supposed to be on a combustible porch.

Decks that are made of stone or patios, they are okay. But combustible decks or porches, they [grills] are not supposed to be anywhere near them.

Q: But it’s common.

A: Yeah, we see that all of the time. It’s common in all towns.

And you’ve got to keep your grill away from the house, too – the garage, the back of the house or whatever.

Another mistake: not making sure the vents to the heating system stay clear. A common thing here in New England is that the new direct vents without the chimneys – make sure the snow stays away from

PLAYING CATCH-UP: New Saugus Public Schools Athletic Director Terri Pillsbury said she had to “hit the ground running” when she began her new job last week because the position she filled had been vacant for nearly two months since the departure of former Saugus Athletic Director James Bunnell, who left after less than a year to take an interim athletic director’s job with Lunenburg Public Schools.

With the construction of a new Saugus Middle-High

School underway, including new athletic facilities, Pillsbury said she’s “excited” to play an important role in the school district’s future.

“I have been charged with the task of getting things up to speed quickly. During the first week, I had to commit schedules to the MIAA [Massachusetts Interscholastic Athletic Association],” Pillsbury said.

“I have to make sure that my student athletes have the best on the field and in the class-

Page 11 room. My plans are to be here in Saugus a while to improve our athletic programs and make sure they have the best possible experience,” she said.

This week, she was busy meeting coaches overseeing sports at the Middle School and High School.

“In general, I tend to gravitate toward the athletes who are out there and doing the right things,” she said.

Hopefully, I didn’t screw things up and be responsible for having a turnout of 3,000 people – too many to feed. But for all she has done for the community, Rev. Martha is worth that kind of turnout. But I’m sure if that happens, there will be enough people of faith in the crowd to turn the limited amount of food into more than enough to feed the masses.

Of course, a turnout of 3,000 to see Rev. Martha off would be a welcome sight at Saugus Town Center.

Rev. Martha has been a key person in the community – particularly the faith community – since she was called to Saugus in 2008. She currently serves as leader of the Saugus Faith Community. And her departure will be a huge loss for the town until others step up to fill the void.

A faith binding interview I have a favorite Rev. Martha story I like to tell people about. It’s kind of a plug for “The Advocate Asks” weekly column in The Saugus Advocate. It’s one of those interviews that had great impact, even before it was printed in the paper.

I couldn’t help but get a little misty-eyed shortly before noon on a Tuesday last December after I completed my interview with Rev. Martha at the Groveland Diner, a landmark breakfast joint up in northern Essex County.

A lady who sat in the table across from us had apparently been listening with great interest as Rev. Martha talked about the Dec. 8 fire that could have destroyed the First Congregational United Church of Christ. The woman walked toward our table on her way out of the diner and extended her arm, handing the pas-

I haven’t been in this diner for over 20 years, and she heard the interview and she just walked over and handed us a check for $50. Thank you, God! “That’s how people are. That’s the good in the world. That’s what God is creating, even amidst all of the tough times that people are having, God is still at work.”

Saugus Fire Department sets Open House for next weekend What a fitting way to end National Fire Safety Week and continue to observe National Fire Prevention Month!

The Saugus Fire Department welcomes local families to a free Open House next Saturday, Oct. 13, from 10 a.m. to 2 p.m.

The Open House, which is sponsored by Papa Gino’s, is aimed at teaching families fire safety and fire prevention practices.

The Saugus Fire Department Open House will be held at the fire station at 27 Hamilton St. in Saugus.

This Open House commemorates National Fire Prevention Month (October). Participants will receive safety tips, such as “stop, drop and roll,” and learn how to plan escape routes and how to crawl safely through a smoke-filled room. In addition, Papa Gino’s, the Dedham, Mass.-based pizza chain, will provide free pizza and children’s fire safety coloring sheets at the Open House.

“This event allows us to reach out to the community and arm local families with fire safety tips and procedures,” Fire Chief Michael Newbury said.

“Our Open House allows families to get together and prepares them to react if a fire does start,” he said.

Papa Gino’s is celebrating its 24th anniversary of sponsoring fire safety Open Houses throughout New England to encourage families to learn about fire safety. For the past 24 years, Papa Gino’s has sponsored open houses throughout New England, helping to educate more than 2 million people about fire prevention and safety. During the month of October, Papa Gino’s will provide customers with fire prevention coloring sheets and certificates for kids. Fire department open houses are being hosted throughout Connecticut, Maine, Massachusetts, New Hampshire and Rhode Island in October.

The stench of Saugus politics I love covering Saugus and writing stories about all of the good people I run into and the good things that are happening. Covering Saugus’s body politic is something I don’t really care for – but goes with the territory if you want to be a serious journalist in this town.

This is my second time around Saugus after about a 24-year hiatus. And to tell you the truth, politics smells a lot worse than when I was here back in the late 80’s and early 90’s. Contemporary Saugus politics smells like going to the bank of the Saugus River at low tide.

But what’s different from the last time I was here – it’s the School Committee that is creating all of the unnecessary drama that hovers over the town’s beleaguered education system. Instead of focusing on MCAS, committee members have been publicly sparring with one another on social media over the recent firing of Saugus High School football coach Anthony Nalen. I’m not a Facebook guy, but people have sent me screenshots of the stuff that some of these School Committee members have been ranting.

And to add insult to injury, now some of the members are considering a possible social media policy. As crazy and as destructive as Saugus social media has become, it’s crazy to even go there. The First Amendment restricts you from putting a muzzle on the right of free speech over social media.

What School Committee members ought to be looking at is if a quorum of individuals are talking on social media. If that’s going on, there should be another Open Meeting Law complaint filed against the committee.

They should also be reviewing all the case law available

through the state Attorney General’s Division of Open Government as it relates to texting and emails. Again, when emails and texts involve a quorum of School Committee members, those are potential violations.

School Committee members appear to be looking at a social media policy for the wrong reasons. None is needed. The real focus should be on conducting themselves like responsible public officials and abiding by the state’s Open Meeting Law. If a member wants to rant about something related to the schools, that’s his or her right under the Constitution of the United States. Of course, any member who takes to social media should be speaking as an individual and not as a voice for the entire committee. But if they want to use the social media, texting and emailing to talk about or conduct public business, they are in violation of the Open Meeting Law – again.

Some advice from The Saugus Advocate: Do consult with an attorney from the state Attorney General’s Division of Open Government as well as the Massachusetts Association of School Committees. Don’t proceed as if you know what you are doing and then pay the School Committee Attorney to advise you.

That would be wasting taxpayers’ money – again.

A talk about World War I next week The 100th anniversary of Armistice Day – “the eleventh hour of the eleventh day of the eleventh month” of 1918 – will be celebrated on this coming Veterans Day, Nov. 11.

Possibly you were among the people assembled on the third Friday in September at the Veterans’ Park to hear him speak at the ceremony for National POW/ MIA Recognition Day. “Wednesday evening October 10 Steve Castinetti, president of the Saugus Veterans Council, will speak about “Remembering World War I”. In 2018 we are commemorating the 100th anniversary of the end of the Great War in 1918.

them. Don’t let stuff pile up against them. It might seem easy, but people have a tendency to forget it.

Q: What’s the most common fire hazard in the home? One that you see the most of?

A: Again, clutter has a lot to do with it. Clutter. Not having smoke detectors. Make sure that your heating system is serviced once a year. Don’t use your oven as a heating source; use a proper heating source.

Q: What kind of precautions can people take to reduce the potential for electrical fires?

A: Electrical fires? Make sure you don’t overload power strips, especially the inexpensive ones. Get a good quality one when you use power strips. To prevent electrical fires, probably the biggest thing is to use a proper size cord. Make sure the circuit is not overloaded and make sure everything works the way it’s supposed to work. Make sure nobody modifies anything.

Q: How about a cord that runs under the carpet?

A: Yes, you can’t have that.

You need to make sure the cord is properly routed and eliminate the use of extension cords altogether if you can.

newer appliances don’t have pilot lights. Some do. Most of the newer ones don’t. If you have a water heater that kicks on when there is gas present, there is always a spark.

So, if you think you smell gas, exit immediately and call 911 from outside. We have the meters that can check for it, and we’ll call the gas company. And that goes for any kind of gas: propane, natural gas, gasoline.

There’s always a chance of a gas container falling over inside of the garage. Even if you don’t have gas in your house, call if you think you smell gas. Houses can get gas in them even if they don’t have gas heat inside the house. Gas takes the path of least resistance and can follow water right inside the house, so you don’t have to have gas to

Q: And if a plug is hot to the touch, it’s time to replace that appliance. Like on a toaster.

A: If the plug is hot, call the Fire Department. If something should cause the plug to get hot, you should take it [appliance] out of commission immediately, because it [the plug] will eventually melt. Whether it will cause a fire or not, I don’t know, but it will eventually melt. If it’s hot, it’s just friction, and if it’s electrical, it’s not doing what it is supposed to do.

Q: Given the recent gas ex-

plosions in the Merrimack Valley, any advice to homeowners who have gas?

A: Of course, if you smell gas exit the home immediately and call 911 from outside. Don’t use your phone inside. Don’t turn on lights. Don’t do anything that can cause a spark, because there are plenty of things inside the house that will cause a spark without you doing anything. Cellphones.

Dear Savvy Senior, Can you provide some tips on how to protect seniors from financial scams? My 76-year-old aunt was recently swindled out of $25,000 and I want to make sure my own mother is protected.

Concerned Daughter Dear Concerned, Financial scams that target the elderly continue to be a huge problem in the U.S. In fact, it’s estimated that one in five Americans over age 65 are scammed out of roughly $36 billion every year. Here are some tips that can help you spot a scam, and what you can do to protect your mom.

Recognizing a Scam Spotting a scam or a con artist is not always easy to do. They range from shady financial advisers to slick-talking telemarketers to professional caregivers and relatives who steal from the very people they’re supposed to be looking after.

The most common scams targeting seniors today come in the form of tricky and deceitful telemarketing calls, email and Internet scams, free-lunch seminars selling dubious financial products and endless junk mail peddling free vacation packages, sweepstakes, phony charity fundraisers and more. And, of course, there’s the ongoing problem of identity theft, Medicare and Social Security fraud, door-to-door scams and credit card theft.

The best way to spot a scam is to help your mom manage her finances, or at least monitor her accounts. Reviewing her financial statements each month can alert you to questionable checks, credit card charges or large withdrawals. Or, consider a service like EverSafe.com, which will automatically monitor your mom’s accounts, track suspicious activity and alert you when it detects a problem.

If, however, your mom doesn’t want you looking at her financial records, there are other clues. For example: Is she getting a lot of junk mail for contests, free trips, and sweepstakes? Is she receiving calls from strangers offering awards or moneymaking deals? Also, notice if her spending habits have changed, if she has complained about being short of money lately or has suddenly become secretive or defensive about her finances.

All these may be signs of trouble.

Protect Your Mom The most effective way to help protect your mom is to alert her to the different kind of scams going on today. To help you with this, the National Council on Aging has a list of “top 10 financial scams targeting seniors” at NCOA.org. Also see AARP’s Fraud Watch Network at AARP.org/money/scams-fraud and sign up to receive free scam alert emails from the Federal Trade Commission at FTC.gov/scams.

Some other tips to protect her include reminding your mom to never give out her personal information, Social Security number or financial information unless she initiated the contact and knows the institution.

Also, see if your mom would be willing to let you sort her mail before she opens it, so you can weed out the junk. To reduce the junk mail and/or email she gets, use the Direct Marketing Association consumer opt-out service at DMAchoice.org. And to stop credit card and insurance offers, use the Consumer Credit Reporting Industry opt-out service at OptOutPrescreen.com or call 888-567-8688 – they will ask for your mom’s Social Security number and date of birth.

You should also register your mom’s home and cell phone numbers on the National Do Not Call Registry (DoNotCall.gov, 888-382-1222) to reduce telemarketers. To stop robocall scams on her landline phone use Nomorobo (Nomorobo.com), and if she uses a smartphone, use the free app Hiya (Hiya.com). You should also get a free copy of her credit report at AnnualCreditReport.com to make sure she isn’t a victim of identity theft.

Report It If you suspect your mom has gotten scammed, report it to her local police, her bank (if money has been taken from her account) and her state’s Adult Protective Services agency that investigates reports of elderly financial abuse. Call the Eldercare Locator at 800-677-1116 to get the agency contact number in her area.

Meals And Entertainment Expenses

U

nder the new tax law that took effect on January 1st of this year, Congress greatly limited the meals and entertainment expense deduction. This was intended to help offset the loss in revenues due to the drop in the corporate tax rates as well as individual rates. The Internal Revenue service is expected to issue guidelines allowing a 50% deduction for business meals in the near future.

The big loser is the deduction for entertainment expenses such as taking clients or customers to the Celtics game, the Red Sox game or to concerts. If the business meal is considered to be entertainment, some tax professionals are concerned that the deduction would be zero as opposed to 50%. The word “entertainment� was not defined as part of the new tax law. Consequently, the Internal Revenue plans on issuing guidelines to address this issue.

The Internal Revenue Service is expected to issue guidelines stating that monies expended while at a sporting event for food and beverage will be deductible to the extent of 50% of the expenditure. The actual cost of the

tickets themselves or for parking will not be deductible.

However, if the cost of food and beverage is buried into the total price of the entertainment event as opposed to being separately stated, the Internal Revenue Service is expected to state that the taxpayer will not be able to claim a deduction at all.

In the future, you might begin seeing much more detail on tickets and invoices in order to separate out the cost of the food and beverage component.

Taxpayers must discuss business matters before, during or after the business meal with a client or customer in order for there to be a 50% tax deduction in the first place.

A businessperson’s write off for office tea, coffee and snacks is now reduced to 50% under the new tax law. A businessperson’s write off for the cost of free meals provided to employees is now capped at 50% as opposed to 100% under the old tax law.

Office holiday parties are still 100% deductible. The cost of executive dining room mealsremains at 50% deductible.

The cost of meals and entertainment forcertain meetings of employees, partners, directors and shareholders are expected to remain at 50%.

You must always maintain substantiating documentation for the expenditure as well, such as a cancelled check, credit card statement, invoice, etc. The deduction will never be allowed without it in the event of an IRS audit.

Q: How many of the house fires you responded to could have been prevented?

A: All of them.

Q: But there are some that are electrical and may have been caused by wiring inside the walls that the homeowner doesn’t know about. You may not know if you have bad wiring.

A: Yeah. It does happen, but it’s almost like an automobile accident. If you study automobile accidents, it’s always a bad decision, so electrical fires caused by bad wiring are preventable.

Q: Even in cases where you have mice gnawing at the wires you don’t see?

A: If you kept the mice out of the house to begin with, that wouldn’t be a problem. A high percentage of the fires that are electrical could have been prevented. And most fires can be prevented. Overall, you have the fires with the candles that are too close to the combustibles, improper use of space heaters, extension cords that are overloaded, heating equipment that has not been maintained. There’s a fair amount of fires that could be prevented.

Q: Like painting material near a heater.

A: Yes, painting material near a heater. Oily rags. Rags with solvents on them.

Q: How about lint in the dryer vent hose?

A: Yes. Lint in the dryer vent hose. Again, that goes back to improper maintenance.

Q: Most people don’t bother cleaning the lint out of the dryer vent hose.

A: Yes. Most people don’t.

Again, that goes back to maintenance.

Q: And they have these aluminum ones now that are safer.

A: Yes. They’re metalized and they are safer. You’re not supposed to use the white hoses anymore, because they just melt away.

I’m not going to say 100 percent of the fires can be prevented. But a big percent-

age of them can. I’m not sure what the number is, but you got to be careful. It doesn’t take much to get a fire going, and they double in size every minute.

One of the new trends that’s coming out now is home sprinklers. They don’t require them in all new homes in Massachusetts, but every once in a while, they are required. We have two in Saugus, right now, that because of their location, are required to have home sprinklers. And they [sprinklers] do contain the fire very well.

Q: Let’s talk about exits.

A: People should always have more than one exit from the house in the event of a fire and have a meeting place – whether it be the neighbor’s front porch, a light pole in front of the house or a telephone post – they should have some place to meet and take a headcount. That way they can tell the Fire Department when they arrive that everybody has been accounted for. It changes the way we do things a little. And don’t forget guests. Everyone remembers their families, but every once in a while, you hear about a guest being forgotten about. We’re still going to search [the house] just in case, but it takes a little bit of the pressure off and will keep

us from getting hurt at the same time.

Q: What’s the leading cause of house fires?

A: Smoking is still the leading cause of fire deaths in Massachusetts.

Q: And the leading cause of house fires?

A: Yes, they still are, believe it or not. And even though Massachusetts a few years ago instituted a fire safe cigarettes law [for all cigarettes sold in the state], smoking is still a considerable problem and the major cause of house fires.

Q: What are the most common fire safety code violations that the Fire Department sees?

A: I would say smoke detectors; that’s the leading one; not having the batteries changed or having smoke detectors in the proper location.

THE EVERETT AD Q: Anything else that you would like to shed some light on?

A: Just be careful around the house. Make sure family members are aware of the escape routes and practice them.

A plan is no good if you don’t practice it; and if you don’t practice it, you won’t remember it when you need it.

ble child when school lunches and breakfasts are unavailable to them on weekends or school holidays during the school year. Take-home grocery bags will contain two breakfasts, two lunches, two snacks, one can of vegetables and one can of fruit. All food will be nonperishable and provided to children free of charge. If additional food is needed for extended family members, it will be provided.

It is our hope these resources

will support the health, behavior and achievement of every student who participates.

Parents will apply for the program by filling out a simple consent form.

The program will be run by the school department’s current food service provider – Whitsons Culinary Group – and many wonderful volunteers who will be packing the food bags. Whitsons will deliver food and grocery bags to each volunteer site on Thursdays, where the bags will be packed then picked up by

Whitsons on Fridays and delivered to the schools for students to take home. The program will begin first at the elementary schools and, if the need arises, will be expanded to the upper grades. The school district will use the utmost discretion in identifying students and working with families to ensure the grocery bags make it home with minimal barriers. The aim of Healthy Students–Healthy Saugus is to keep children healthy, thriving and able to succeed in school.

A: A fire drill. Yes, have some home fire drills. It may sound corny. It might be corny to do.

I know people are under a lot of stress at home timewise, but you know what, spending five minutes every couple of months won’t really hurt things. Everybody has enough time to be safe around the house. And take a look around the house and move combustibles away from your fireplace, your boiler, your heater, your heating system.

We’ll be coming into the holiday season pretty soon. Candles become a big thing, and the overloaded circuits become even more critical. Extension cords: Use the proper size extension cord and make sure everything is grounded the way it’s supposed to be

grounded. Some of the little lamp cords aren’t grounded, but most of them are. Keep in mind that older electrical cords deteriorate over time, so it might be time to upgrade to newer extension cords. Be careful of the inexpensive and cheaply made power strips.

They might seem like a good deal, but they really aren’t a good deal.

We’re kind of living in a time now where everything uses less electricity, but conversely, there are more things using electricity. It seems like an oxymoron. LED lights use less electricity, but you might have six things plugged into your computer power strip. You’re not really using less electricity because you are using more devices.

Mayor, City Council to apply $12.5 million Wynn payment to reduce tax rate The City Council unanimously approved a proposal by Mayor Carlo DeMaria on Monday, November 13 to apply the entirety of Wynn Boston Harbor’s $12.5 million payment to the City of Everett toward reducing next year’s tax rate. The mayor made a similar move last year, when he successfully applied the entirety of a $5 million payment from Wynn toward the tax rate.

City Council adopts FY 18 tax rate The City Council unanimously voted to adopt a split levy rate on Monday, November 27, shifting the burden from residential to Commercial, Industrial and Personal Property (CIP) at the highest shift of 175 percent.

The FY 18 tax rate will be $13.78 per $1,000 of valuation on residential properties and $33.74 per $1,000 of valuation on CIP properties. If the council hadn’t approved the shift, the flat rate for residential property and CIP would have been $19.28 per $1,000.

The shift will not prevent homeowners from seeing a small increase in their actual taxes, as home values have skyrocketed in the city over the last year.

On average, single-family home values rose by about $39,000 since the last fiscal year, while two-family and three-family residences on average rose $50,000.
