School funding bill collapses in state legislature

Susan Pipitone, 56, of Haverhill, joined the Everett Fire Department on May 26, 1993, the first woman to ever do so. For 12 years, Pipitone drove Engine 1, often riding with current Fire Chief and then-Captain Anthony Carli. “It was a sad loss for the department,� said Carli of her passing. “Not only was she our first female fighter, she was a great member of the department and a great person. She brought a lot to the department.�

ening that we do not have a final compromise bill,� said DiDomenico. “The Legislature simply cannot delay action on this issue any longer, and we must act swiftly next session to ensure substantive and long lasting reforms that provide equity for all schools in Massachusetts.�

While legislators reportedly agreed on provisions increasing contributions to health insurance benefits and special education services, the two chambers were split over funding related to low-income students and English language learners. The Senate wanted these items included and implemented right away, while the House wanted to delay them, instead calling on the state education commissioner to develop a plan and estimate the cost of implementation, a plan which education advocates feared would ultimately result in the extra funds never finding their way to the schools. The Conference Committee worked late into the night Tuesday, but talks ultimately broke down.

The effects of the bill’s collapse will be felt in many low-income communities throughout the state. Everett administrators and city officials had hoped that it would address many of the school department’s structural underfunding issues that have led to significant layoffs in the Everett Public Schools and several painful budget seasons in which the city had to provide millions of dollars over the foundation budget and make several midyear payments from its stabilization fund to keep the schools operating.

Legislators have stated that they intend to take up the issue again when the legislature is back in session. According to DiDomenico, while legislators won’t have to replicate all of their work, the bill will have to go through the entire legislative process anew, something the school system can’t wait for. “Our schools are hurting now,� said DiDomenico.

Superintendent of Schools Fred Foresteire said that the bill’s collapse “will have a big impact on us.� “It was very disappointing,� said Foresteire. “Everyone thought that there was going to be a compromise. The legislature created a finance review commission, and that commission came back with the fact that the schools were being underfunded by billions of dollars and something had to be done.

The new and improved Everett Rec Center

By John McCormack he Samuel Gentile Memorial Recreation Center has stood tall since the 1950s. The Rec has seen everything from pickup basketball games to afterschool programs to the occasional oil spill. The city realized the Rec was outdated and falling apart, so they decided to renovate it.

Before the recent renovations, the Rec was a trip to the past.

Everything about the place was old, smelly and overall gloomy.

You’d open the door to the Rec and get faced with two steel storm doors. If you decided to go farther and beyond the steel doors, you wouldn’t know what

to expect.

George Lane, the Director of the Facilities Management Department, took the job to renovate the Rec and he exceeded expectations. Lane was given only $50,000 to renovate the lobby and entranceway. Lane turned those two steel doors into glass doors and the dark disgusting floors into smooth tiles.

Lane and the Facilities Department put in all-new plumbing, electrical, locker rooms and a $70,000 basketball court, and they are working on a new air-conditioning unit as well. Prior to these changes, the Rec was completely outdated with plenty of alarming issues. “Did you know there were no

fire alarms before?� Lane said.

The old Rec Center never had a sufficient fire alarm system prior to the renovations.

Lane made sure all safety hazards were addressed first in the rebuild.

A new part of the Rec is the partnership with the YMCA. The YMCA uses the Rec daily for pickups and drop-offs, hangouts and a place where the kids can run and play. An added feature that comes with the partnership with the YMCA is that the Rec will now have internet and computers for the kids to use.

However, the new lobby and court is not the only new thing about Rec. The Rec has added plenty of programs for all age

groups.

Maybe the prison conditions at Fort Devens? Maybe how many white-outs did it take to change the absentee ballots?

REC CENTER | FROM PAGE 3 of Human Services, wants to bring everything to the kids that he can. “Basketball, study center, computer labs with tutors, monthly dances on Friday nights,” Supino said.

The Rec and its programs are going back to what worked, and getting kids together and building community is their primary goal. One of the Rec Center’s programs is an outdoor basketball summer league for grades four to eight at Florence Street Park, where friends, family and bystanders can come by to watch these kids play.

The teams that these kids play for are named after prestigious colleges, such as Harvard, Stanford and Boston College to name some. The goal of this is to get kids to work for something outside of sports.

“We give kids something to strive for,” Supino said about the names of the teams.

George Easy, the Director of Sporting and Athletic Programming, said there are about 110 kids who participate in the summer league.

Easy also brought back the Everett travel basketball team for grades six to eight. In their first season back, Easy was proud to say, the seventh-grade team won the championship.

The Rec is also putting out baseball, softball, cheerleading, football, soccer and basketball camps this summer, and in the

winter, indoor soccer, basketball and volleyball.

Something Easy wants to bring to the Rec that was lacking before is structure. “Every hour at the Rec will be accounted for,” Easy said.

Besides setting time aside for leagues and open gym, Easy wants the Rec to be a place where kids can get their schoolwork done while being in an environment to have fun. “Bridge the gap between sports and academics,” Easy said.

The Rec will now offer skilled tutors, college help for high school students and their families and SAT/ACT test prep. The Everett Rec is more than just a place to shoot some hoops with friends now; it’s also a place of learning and getting help with things you need.

DeMaria Administration implements best practices for targeting blighted properties ayor Carlo DeMaria continues to stress the importance of maintaining the health, safety and welfare of the city’s residents and owners of residential housing. The Division of Code Enforcement, under the leadership of Mayor DeMaria, has led an aggressive campaign to enforce all relevant ordinances in order to maintain a high quality of life for all Everett residents and landlords.

Last year the City of Everett was granted admission in the Northeast Housing Court Jurisdiction. This has proven to be a valuable asset as this Court focuses on housing issues within the community. The Massachusetts Housing Courts were established to handle cases focusing on residential housing, and they specialize in the issues related to code enforce-

ment challenges in the community. These courts have jurisdiction to hear civil cases that are brought to enforce local ordinances or state sanitary, building and fire-prevention codes, which regulate residential housing.

Mayor DeMaria stated, “The Northeast Housing Court has helped provide us with the tools needed to continue enforcing safer housing, while also implementing best practices for targeting blighted and unsafe properties in our community.

My administration will continue to work hard to make our City a cleaner, safer and more beautiful place to live for our current and future residents.”

The Inspectional Service Department, in conjunction with the Solicitor’s Office, has been diligent in its dealing with

blighted and unsafe properties throughout the community, fully utilizing the Housing Court system. Since taking office in 2007, Mayor DeMaria has been concerned about blighted properties and the negative spillover effects of having such properties in a neighborhood. He has made it a priority to work collaboratively with residents and landowners on specific needs and on making sure each house is safe and free of blight.

By joining the Northeast Housing Court, the City of Everett has been able to seek the advice and order of the Court – assuring properties meet the sanitary, building or fire-prevention codes. This has afforded the City with the opportunity to help beautify and make safer several dozen proprieties throughout the community.

Charlie Baker legislation that would prohibit consumer reporting agencies, like Equifax, Experian and TransUnion from charging fees for freezing and unfreezing a personâ&#x20AC;&#x2122;s credit information. Under current law, companies can and have charged up to $5 per freeze or unfreeze.

A freeze makes the report inaccessible until the consumer unfreezes it. Since banks and other lenders require access to the borrowerâ&#x20AC;&#x2122;s credit report before giving a loan, this greatly reduces identity thieves from getting a loan or credit in another individualâ&#x20AC;&#x2122;s name.

The proposal gained momentum following the 2017 crisis when, from May to July, the personal information including names, social security numbers, addresses, driverâ&#x20AC;&#x2122;s licenses, and credit card numbers of 145 million Americans was stolen from Equifaxâ&#x20AC;&#x2122;s systems. Equifax didnâ&#x20AC;&#x2122;t reveal the breach until September and consumers lost valuable time to act.

Other provisions of the bill prohibit businesses from obtaining a consumerâ&#x20AC;&#x2122;s credit report without obtaining written, verbal or electronic consent from the consumer; require credit monitoring services to be available for 3.5 years for some consumers affected by a breach; and improve notices and consumer information the companies are required to give. â&#x20AC;&#x153;This bill will offer all Massachusetts residents much needed, long-overdue, common sense consumer protection against identity theft and the sloppy dangerous practices by the big three credit reporting agencies,â&#x20AC;? said Deirdre Cummings, MASSPIRGâ&#x20AC;&#x2122;s legislative director.

Rep. Joseph McGonagle Yes Sen. Sal DiDomenico Yes SEXUAL MISCONDUCT SURVEY (H 4810) House 150-0, approved and sent to the Senate a bill requiring all colleges and universities in the Bay State to biennially conduct a sexual misconduct climate survey of all students.

The survey would be anonymous and would include the number of reported incidents of sexual misconduct at the school; studentsâ&#x20AC;&#x2122; awareness of institutional policies and procedures related to campus sexual assault; if a victim reported the sexual mis-

THE EVERETT ADVOCATE – Friday, August 3, 2018 conduct; and if a victim was informed or referred to local, state, on campus or other resources and victims’ access to support services including appropriate medical care, legal support and protection from retaliation.

Sexual misconduct is defined in the bill as incidents of sexual violence, dating violence, domestic violence, gender-based violence, violence based on sexual orientation or gender identity, sexual harassment and stalking.

“I am proud to have filed and championed this bill,” said Rep. Lori Ehrlich (D-Marblehead). “Every campus is different in regard to the prevalence and nature of sexual violence. But what is true of all of them is that all students deserve a safe place to learn, study and grow, as well as transparency from school administrations about sexual violence.”

Rep. Joseph McGonagle Yes SALES TAX HOLIDAY (H 4732) Senate 31-6, approved an amendment allowing consumers to buy most products that cost under $2,500 on Saturday, August 11 and Sunday, August 12 without paying the state’s 6.25 percent sales tax.

Supporters of the bill said the holiday, which has been in effect for many years, would boost retail sales and noted that consumers would save millions of dollars. They argued that the state’s sales tax revenue loss would be offset by increased revenue from the meals and gas tax revenue generated by shoppers on those two days.

Some opponents of the bill said the state cannot afford the up to $30 million estimated revenue loss and argued the holiday actually generates little additional revenue for stores because consumers typically buy the products even without the tax-free days.

They said that the Legislature should be looking at broader, deeper tax relief for individuals and businesses and not a tiny tax-free holiday. Others said that legislators should not vote for this tax holiday when they have not yet restored all the local aid, education and other important program cuts made over the past few years.

(A “Yes” vote is for the tax-free holiday. A “No” vote is against it.)

Sen. Sal DiDomenico Yes ALLOW NEIGHBORHOODS TO BAND TOGETHER AND FORM A DISTRICT (H 4546) Senate 27-10, approved a local option amendment allowing a city or town to authorize the creation of community benefit districts which would allow owners of contiguous property in a city or town to form a district and require property owners in that district to pay for additional services, improvements, events and other projects and activities within the district. The districts would be operated by a nonprofit board.

Supporters say the required payment is an assessment fee. Opponents say it is a tax.

Andre Leroux, Executive Director MA Smart Growth Alliance which supports the bill, said that assessment fees are not a tax. “They are established by local initiative through the development of a management plan, a petition signed by participants, after a public hearing, approval by the City Council or Board of Selectmen, and under the control of a nonprofit management entity that allows broad community input and control.

The fees are paid by property owners for services (benefits) that they receive and manage. Is a condo fee a tax? It’s the same principle on a district scale.”

“Condo fees are a voluntary imposition, part of a contract entered into only if one chooses,” said Citizens for Limited Taxation Executive Director Chip Ford who opposes the measure. “They are avoidable. Community Benefit District taxes will be imposed expost facto on an unwilling entity by a hungry majority of beneficiaries.”

“Activist organizations from left, right, and middle have united in strong opposition to this power grab,” continued Ford. “It takes a political cataclysm to unite such diverse grassroots factions on anything, especially to today’s political climate. This is one of those rare moments in history. It’s clear this ‘Community Benefits District’ sham should be rejected by those who allege to represent their constituents.”

“Municipalities across the state do their best to create environments that spur economic growth, but they are often dealing with limited resources and capacities,” said the bill’s sponsor Sen. Brendan Crighton (D-Lynn). “Community Benefit Districts can help by offering a tool that brings all of the stakeholders together with the goal of making neighborhood improvements, creating jobs, and growing our local economies. These benefits could include improved walkability, lighting, cultural programs, branding, landscaping and support for local businesses.”

(A “Yes” vote is for the amendment. A “No” vote is against it.)

Sen. Sal DiDomenico Yes ADOPTION OF ANIMALS USED IN RESEARCH (S 2387) Senate 38-0, approved and sent to the House a proposal that would require that animals used in research labs be allowed to be put up for adoption through animal rescue organizations, rather than being automatically euthanized.

“This is a commonsense bill that would simply ensure that dogs and cats no longer needed for research have the best chance for adoption,” said Kara Holmquist, Director of Advocacy MSPCA-Angell.

“Many animals provide life-saving treatments it is only right that they should be given the opportunity to live out their lives in a loving home,” said Rep. Anne Gobi (D-Spencer) who as chair of the Committee on Environment, Natural Resources and Agriculture drafted this version of the proposal.

Sen. Sal DiDomenico Yes BREAKFAST AFTER THE BELL (S 2626) Senate 37-0, approved and sent to the House a bill designed to boost participation rates in school breakfast programs in high-poverty schools.

The measure would require that the breakfast be offered only after the school day begins, through a variety of ways including breakfast in the classroom, grab-and-go and second-chance breakfast.

Supporters said that in most schools breakfast is currently offered in the cafeteria before the bell and the participation rate is less than 40 percent of eligible students because of the stigma attached to it. Many students assume that everyone who arrives to school early for the breakfast is from a poor family. The participation rate rises to up to 90 percent of eligible students participating in the lunch program later in the day. They said that moving breakfast from before the bell to after the bell is a proven way to increase breakfast participation.

“No child who shows up to school hungry can possibly be ready to learn,” said Sen. Sal DiDomenico (D-Everett) a sponsor of the original measure. “I have seen the success of breakfast after the bell in my own district, and I am confident that this legislation will help to ensure that every child in the commonwealth has access to a stigma-free and nutritious breakfast.”

“We have spent the last two years building a strong coalition of support, which includes school stakeholders, hunger advocates and legislators,” said Catherine Drennan, senior manager of public affairs at the Greater Boston Food Bank. “This is the moment we have been waiting for and we are looking forward to passing a bill that will assist with increasing access to school breakfast to over 150,000 low-income students across Massachusetts.”

“By providing breakfast in the classroom and after the bell we have soon dramatic increases in breakfast served and eaten by children.” Said Rep. Aaron Vega (D-Holyoke).

“Additionally we have seen (in Holyoke) decreased numbers in school nurse visits, confrontations in the classroom and an increase in on time attendance.”

Sen. Sal DiDomenico Yes HOW LONG WAS LAST WEEK’S SESSION? Beacon Hill Roll Call tracks the length of time that the House and Senate were in session each week. Many legislators say that legislative sessions are only one aspect of the Legislature’s job and that a lot of important work is done outside of the House and Senate chambers. They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session.

During the week of July 23-27, the House met for a total of 25 hours and 14 minutes while the Senate met for a total of 18 hours and 10 minutes.

Former Everett resident Robbins inducted into Nebraska High School Sports Hall of Fame om Robbins made his mark on the football field in Nebraska. In high school he earned varsity letters as a junior and senior, and he was named to the Omaha All-Metro and Nebraska All-State teams during an undefeated, 10-0, 1963 season. He was selected as an All-American at

the right tackle position, received that year’s Outstanding Lineman Award and was named as one of the 11 best high school football players in Nebraska. Robbins was also selected to play in the 1964 Nebraska Shrine Bowl game, and he earned a football scholarship to the University of Nebraska-Lincoln. While there he earned a letter as part of the freshman football team before being drafted into the service.

Robbins served for two years in the U.S. Army as an Armor Intelligence Specialist and played football for the Army while stationed in Germany.

Settling in Massachusetts after his stint in the service, Robbins worked in the building trades and was a member of the Carpenters Union in Boston, Local #33. He played semi-pro football in 1968 before being sidelined by an injury and, for many years, enjoyed coaching Pop Warner football in Somerville.

Robbins passed away on May 2, 2008, in Everett, Mass.

He was posthumously inducted into the Sports Hall of Fame on May 1, 2018, in his hometown of Omaha, Neb.

DeMaria Administration establishes successful youth sports & athletic programs n Monday, July 30, the newly renovated Florence Street Park hosted the semifinals of Mayor Carlo DeMaria’s Youth Summer Basketball League. With a big crowd in attendance, the semifinals consisted of two leagues, eight teams battling for their chance to make it to the championship games on Wednesday night.

With a title on the line and the crowd cheering, attendees got a feel for how important recreational opportunities are for the youngsters of a community. By participating in physical activity, as well as community-based events, kids learn the importance of team activities and the value of public recreational facilities. That is why Mayor DeMaria has organized this league and several other sport opportunities throughout the summer.

Mayor DeMaria stated, “We have established programs that offer our young people with exciting opportunities to enhance their individual and team skills, while also developing into young adults. We are committed and determined to provide fun, competitive experiences, but more importantly

The bill would have largely fixed this issue by allowing districts to use whichever of the two methods to count its low-income student population it thought best, allowing Everett to gather an accurate count of students in need of free and reduced price lunches. The bill also would have made major increases in the amount the state paid for employee health insurance benefits and for special education services, both major costs for the Everett Public Schools.

According to Foresteire, while the state provides $7 million for employee health insurance, the actual cost is closer to $14 million. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s $7 million out of the classroom,â&#x20AC;? said Foresteire.

OBITUARIES Doris T. Oâ&#x20AC;&#x2122;Neil Age 87, of Wakefield, formerly of Lynnfield and Everett, died Monday, July 30 at the Brightview Senior Living Center in Wakefield.

Born in Everett on September 3, 1930 she was the daughter of the late Walter and Bridget (Southwell) Seward.

Mrs. Oâ&#x20AC;&#x2122;Neil was raised in Everett and was a graduate of Immaculate Conception High School in Revere, Class of 1948. She had worked for many years as a secretary at American Mutual Insurance in Wakefield. She began her family in Everett before making the family home in Lynnfield in
