this week as they searched for a solution to an approaching multimillion dollar budget shortfall in the School Department’s budget, caused largely by a massive drop in state aid.

According to Superintendent of Schools Fred Foresteire, the School Department has about $26 million left in their budget for the year. That’s about $8 million short of what they’d need to fund the district at current levels through the end of the year.

Currently, the city is planning on making a transfer to the schools to help fill that gap, and Mayor Carlo DeMaria and the city’s Chief Financial Officer, Eric Demas, are currently reviewing how much they can remove from the city’s budget. In other words, the city will step in to meet some of the shortfall, but just how much it will be able to contribute, and what the schools will have to do to make up any the shortfall that remains, has yet to be determined. “We know that there’s a problem, that there will be a shortfall if we keep going the way

n Monday, the Zoning Board of Appeals will consider a proposal to build 77 affordable senior rental apartments, as well as six townhouses for sale to families, at the site of the St. Therese Church on Broadway. I fully support this proposal because I believe that we must remain an inclusive city for residents of all income levels, and I am particularly concerned about our seniors. I hear from our seniors almost every day, asking for assistance in finding housing or expressing concerns about rising rental costs.

I am so proud of our community; we are tight-knit, hardworking, and we care about our neighbors. We are this way now because of the tone that was set by our elders, who built this community, raised families here, and now deserve the opportunity to remain here. But because of the rising costs of housing, both in our region and in so many others across the country, we need to create opportunities for our seniors to live in high-quality, safe, and affordable housing. If we do not, many seniors will be at risk for displacement – right at a stage in their lives when we know that the maintenance of family and social net-

works is critical to overall health and well-being.

I am also pleased with the proposed six townhouse units that will be for sale to moderate-income families. The average cost of a sampling of homes on the market in Everett recently was over $430,000 – making it hard for young families to purchase a home in our community and put down roots.

Under this proposal, three units will be available for sale to households making 80% of the area’s median income – meaning households making about $78,000 annually will qualify.

The other three will be available to households making up to $113,000 annually. I believe that

many of our families, friends, and neighbors will qualify under these guidelines. The townhouse units will be priced between $275,000 and $375,000.

I am very pleased with the overall project proposal put forth by the nonprofit Neighborhood Developers, who are committed to building and managing a senior apartment complex that will be a true asset to the city. Their record of success in building similar developments in neighboring communities, and their excellent reputation, gives me great confidence.

This is the first project of several that will be required to meet the growing need for these types of housing in our community. I particularly want us as a community to prioritize honoring our seniors by ensuring that their housing needs are met – and I believe that the proposal under consideration now is an excellent step for Everett.

Kaya Small of Everett named to Springfield College Dean’s List

pringfield College has named Kaya Small of Everett, MA (02149) to the dean’s list for academic excellence for the fall 2017 term. Small is studying Psychology.

Criteria for selection to the dean’s list requires that the student must have a minimum semester grade point average of 3.500 for the semester.

DiDomenico secures funding to eliminate waitlist for pediatric palliative care

S

tate Senator Sal DiDomenico recently announced the release of over $100 million in funding allocated by the Massachusetts Legislature in the Fiscal Year 2018 (FY18) budget. As Vice Chair of the Senate Ways & Means Committee, Senator DiDomenico played a key role in securing funding priorities for

the state in the final FY18 budget, including $2.6M for pediatric palliative care, which will fully eliminate the waitlist for services for seriously and terminally ill children.

Pediatric palliative care funding has consistently been one of his top budget priorities throughout his tenure in the

Senate. This year in particular, Senator DiDomenico worked hard to ensure that the full amount needed to eliminate the waitlist was included in the final budget and was an outspoken proponent of overriding the Governorâ&#x20AC;&#x2122;s veto of this critical line item. â&#x20AC;&#x153;I was very proud when my Senate colleagues and I included the full $2.6M to completely eliminate the waitlist for pediatric palliative care services, and I worked very hard to secure this

funding in the final FY18 budget that came out of the conference committee process,â&#x20AC;? said Senator DiDomenico.â&#x20AC;&#x153;After this funding was partially vetoed by the Governor, I was a vocal advocate for overriding this veto to ensure that every child in the Commonwealth who is in need of these services has access to them.â&#x20AC;? â&#x20AC;&#x153;This issue is not about numbers and figures,â&#x20AC;? Senator DiDomenico continued. â&#x20AC;&#x153;This is about childrenâ&#x20AC;&#x2122;s lives, so we cannot simply revert back to a low-

Gaming Commission investigates allegations into Wynn

he Massachusetts Gaming Commission (MGC) has opened an investigation into allegations made against Steve Wynn in The Wall Street Journal charging that the casino mogul has engaged in a pattern of sexual misconduct and harassment spanning decades.

The story, which was published last week, reported that â&#x20AC;&#x153;dozens of people The Wall Street Journal interviewed who have worked at Mr. Wynn's ca-

sinos told of behavior that cumulatively would amount to a decades-long pattern of sexual misconduct by Mr. Wynn,â&#x20AC;? and claimed that Wynn had â&#x20AC;&#x153;sexualized his workplace and pressured workers to perform sex actsâ&#x20AC;? using his power and influence as their boss and a major figure in the gaming industry.

Among the incidents detailed in the report was a case where Wynn allegedly forced a manicurist to have sex. Reportedly, Wynn paid $7.5 million to settle the case out of court.

Wynn, who resigned from his position as Finance Chair of the Republican National Committee shortly after the report was published, has denied the allegations. He claims that the story was planted by his ex-wife, Elaine Wynn, with whom heâ&#x20AC;&#x2122;s currently in the midst of an acrimonious divorce. She has denied any role in the storyâ&#x20AC;&#x2122;s publication.

DeMaria administration continues to implement Safe Routes to School

M

ayor Carlo DeMaria, during his Inaugural Address, highlighted that as part of a Safe Routes to School (SRTS) grant the City of Everett has installed and implemented various traffic-calming measures throughout the community. Massachusetts SRTS is a federally funded initiative of the Massachusetts Department of Transportation (MassDOT). SRTS has worked with the DeMaria administration to increase biking and walking among elementary and middle school students in Everett.

He announced that an entrance corridor along the

Northern Strand Community Trail to the Madeline English School was recently completed. The path was upgraded to include a completed ramp to the school, giving children a safe, walkable route.

In addition, Mayor DeMaria emphasized how the city government continues to improve pedestrian safety in residential neighborhoods and near schools. Two raised crosswalks were constructed this past summer to calm traffic near the Madeline English and Webster Schools; three more will be installed later this year.

“We all want to encourage

more kids to walk and bike to school. In order to do this, kids must feel safe and be safe,” stated Mayor DeMaria, “By installing more crosswalks and raised intersections of this design in the coming years, we will calm traffic and make our streets much more welcoming to bicycles and pedestrians. My first priority is in areas around schools and parks and then residential neighborhoods.”

This spring, construction will start to connect the bike path to all of the adjoining streets, including Norman, Appleton, and Parlin Streets.

DeMaria administration holds successful Everett Square public forum O n Wednesday, January 24, Mayor Carlo DeMaria, along with the Department of Planning and Development, welcomed over 100 residents to the Connolly Center for a public forum on the Revitalization Plan of Everett Square.

The DeMaria administration has been working with BSC Group on an urban renewal plan targeting blighted and abandoned properties in the heart of the city. This plan emerges from the Everett Square Master Plan that was completed in 2017.

Mayor DeMaria stated, “My goal is a revitalized Everett Square where you will no longer see vacant, blighted or abandoned properties, but instead a vibrant, inviting downtown area where people live, work, shop and enjoy any number of top-shelf urban amenities.”

The city government and consultants have implemented many recommendations that were highlighted in the meeting, such as sidewalk cafes, public art, new development, and ornamental lighting. During the meeting, Mayor DeMaria stressed the importance of this project and how eager his administration is to begin to move forward with the revitalization that will breathe new life into Everett Square.

He also stated, “My administration will continue to work with our city officials and community stakeholders to develop a viable strategy that builds upon past work, including the recently completed Everett

DeMaria administration looks to establish affordable housing “micro-units”

He looks to work with city and state officials to institute a smart zoning policy, which will be the catalyst for building a new wave of affordable housing that would not require a federal subsidy. This smart zoning includes allowing developers to build smaller“micro-units”without requiring two parking spaces per bedroom.

These developments are efficient, much less costly to build and can be much more affordable for residents. “Micro-units” are compact, hyper-efficient and affordable apartments meant for anyone who wants to live in a dense urban neighborhood at an affordable price.

These units are built near public transit for residents who typically don’t own cars and get around primarily on foot, bike and public transit.

Mayor DeMaria highlighted in his Inaugural Address that the city government will require developers who do not pro-

vide parking to have car- and bike-sharing programs onsite or nearby. Also, developer requirements could include discounted MBTA passes for residents, shuttle service and participation in a transportation management service. Some transportation options for residents are Zipcar, Turo, Hubway, ofo, Zagster and LimeBike.

Recently, Mayor DeMaria announced a project with The Neighborhood Developers to develop senior housing at the old St. Therese’s Church on Broadway. The project, which is currently making its way through the permitting process, will provide up to 77 units of affordable housing for seniors aged 62 and older. Seventy percent of those units will be reserved for qualified Everett residents. The DeMaria administration continues to meet with affordable housing developers and finance agencies to spur the development of affordable housing for our workforce, and for our seniors.

“Error” in state aid formula causes huge cuts in aid The primary cause of the shortfall is something the School Department has strug-

gled with for some time now: a change in how the state calculates and awards aid for financially disadvantaged students. The state provides aid to the schools to feed every student studying in the district considered economically disadvantaged. Formerly, those students were counted by the School Department, but three

years ago that responsibility was moved to the state. Under the change, to qualify as “economically disadvantaged” under state guidelines, the students and their families must be enrolled in a state or federal poverty program, such as food stamps.

The problem for diverse urban communities like Everett is that many of their low-income students are immigrants whose families do not qualify for those services, and thus are not counted as “disadvantaged” by the state – while still requiring assistance. In all, the situation has cost the district between $6 million and $8 million this year.

And according to Demas, unless something happens at the state level, this year won’t be the end of it. “This isn’t a onetime issue,” said Demas. “Until the state can fix the errors which they created for the city, this is issue is going to be here next year; it’s going to be here the year after, until the state can rectify the situation that they put our city in, as well as many other cities.”

The state has been made aware of the issue, and State Reps. Joseph McGonagle and Sal DiDomenico have attempted to address it through the legislature, but nothing has resulted of those efforts to date. “We thought it would get changed this fiscal year and going forward, but it hasn’t happened,” said Foresteire. “There’s more of them than us. You have to pass it through the legislature, so if the majority doesn’t give a damn, where does that leave us? We’re fighting an uphill fight. Nobody fights harder than Sal DiDomenico for funding for our schools, but the guy next to him doesn’t want to listen to him.”

The aid formula change is not the only factor affecting the district’s finances. A series of smaller but still significant factors have affected the district in recent years, including the following: • The renovation of the old high school, which will cost $1 million • The loss of state funding for transporting students from foster families located outside the city • The loss of $1.3 million to charter school tuition • The loss of $350,000 in teacher support grants • An influx of special education students, as well as students requiring mental health counseling, in the district School and city officials have stated that no matter what happens, they’re hoping to maintain the current level of

Arts Job Training Program at Everett High School.

The 16-week evening program will help unemployed and under-employed adults prepare for a career in the culinary industry. This program provides students with extensive training and helps graduates secure permanent jobs.

Mayor DeMaria stated, “I fought for this program to enable and inspire young adults to overcome educational, economic and social constraints to secure established employment. I hope this program provides each individual, no matter what his or her circumstances, with a chance to thrive through job training.”

The program is a collaboration with NECAT and the City of Everett, through the efforts

of the DeMaria administration, Wynn Boston Harbor and REB. Through a training grant provided by MGC’s Community Mitigation Fund, there is no cost to the students for this program.

There are currently 20 students enrolled in the inaugural NECAT program at Everett High School.

In his Inaugural Address, Mayor DeMaria announced that Wynn Resorts would be opening a Career Center at Everett City Hall to ensure residents can take advantage of job opportunities at the new resort. He also stated, “It just makes sense that we ensure we have a ready workforce in Everett and access to these new jobs, given the tremendous opportunities and possibilities the Wynn Resort brings to our community.”

MGC, which awarded Wynn Resorts the sole Eastern Massachusetts casino license in 2014, opened an investigation on the allegations soon after the report was published. On Wednesday, MGC held a special meeting to hear an update on the investigation’s proceedings.

Karen Wells, director of MGC’s Investigations and Enforcement Bureau, said that the $7.5 million settlement was not made known to state investigators during their 2013 inquiry into Wynn’s conduct and character, which was meant to determine whether he met Massachusetts’s gaming law’s suitability requirements for a casino license. According to Wells, all information about the settlement, which was not entered into court records and thus could not have been discovered by investigators simply through following a paper trail, was withheld from the state on the advice of Wynn Resorts’s counsel. “This was a private agreement and steps were taken to keep it from the public domain,” Wells told MGC Wednesday.

According to Wells, Wynn’s counsel has since confirmed that the $7.5 million payment did take place.

The commission has vowed to complete a thorough review as quickly as possible. “We will get this right and we will get it right as quickly as we can,” MGC Chair Stephen Crosby said. “The people of Massachusetts have the right to know what the hell happened here.”

Wells stated that it would be impossible to give a timeline for the investigation, though she

While few observers expect a full revocation of a license on the already halfway-constructed $2.4 billion project, the state’s investigation could have an impact on the course taken by Wynn Resorts’s board of directors, which has assembled a committee to conduct an investigation of their own into the case.

Gaming regulators in Nevada and Macau have also opened their own misconduct investigations into Wynn. Wynn Resorts’s license in Macau is up for review in 2022.

Governor Charlie Baker called the actions described by the allegations as “appalling” and disqualifying under the state’s suitability requirements if true. Ward 6 Councillor Michael McLaughlin stated that he had “full faith” that the gaming commission would “not hinder the progress of the project but will simultaneously show zero tolerance for sexual misconduct in any capacity.”Mayor Carlo DeMaria had not commented on the allegations by press time.

Senate sessions and atmosphere in general have been more toned down in recent weeks and some senators and their staffs say there is still a dark cloud over the Senate because of the resignation of former Senate President Stan Rosenberg. He resigned following a Boston Globe story which alleges that his husband, Bryon Hefner, groped three men and kissed another one against his will. The story also included claims that Hefner has said he speaks for Rosenberg and talks about Senate business with legislators and their staffs.

The Senate Ethics Committee has begun the investigation of the sexual assault charges against Hefner, whether Rosenberg violated any rules of the Senate and if Hefner did have any influence over what happens in the Senate.

In a much-needed lighter moment at a recent Senate session, Senate Clerk Bill Welch mistakenly addressed Sen. Bruce Tarr as Sen. Bruce Lee. Twice. It got lots of laughs.

The late Bruce Lee was an actor, film director and martial artist who died in 1973. $1.7 BILLION HOUSING PACKAGE (H 4134) House 150-1, approved and sent to the Senate a bill funding various state programs to construct and preserve affordable housing in the Bay State.

Provisions include $400 million for the Affordable Housing Trust Fund that funds a myriad of programs including help for first-time homebuyers $600 million to rehabilitate and modernize existing public housing; $60 million for disabled persons and seniors to renovate and modify their homes; and $100 million for innovative and alternative forms of rental housing including shelters for survivors of domestic violence, housing for seniors and veterans; transitional and permanent housing for the homeless; housing for recovering drug addicts; and $45 million for grants to non-profits for early education and out-of-school time program facilities that serve low income children.

Tax incentives include extending several existing tax credits including credits for companies that invest in affordable multifamily rental projects; credits for individuals who donate to community development corporations; credits for developers in Gateway Cities to construct or rehabilitate properties and create affordable and market-rate housing; and a credit to clean up contaminated sites known as brownfields.

“With the passage of this bond bill, we renew our commitment to affordable housing,” said House Speaker Bob DeLeo.“I’m particularly proud of the provisions that support housing for those with disabilities and improve facilities used for early education and care.”

“Individuals and families need access to safe housing, quality child care and jobs that allow them to support themselves,” said Michael Durkin, President and CEO of United Way of Massachusetts Bay and Merrimack Valley. “But high housing costs, a lack of affordable housing production, and low wages create significant barriers to opportunity and jeopardize our future workforce and economy. ABOLISH ARCHAIC LAWS (S 2260) Senate 38-0, approved and sent to the House a bill repealing an 1800s ban on all abortions, a ban on contraception use for unmarried women and a requirement that all abortions after the 12th week of pregnancy be performed in a hospital. It also repeals laws punishing adultery and masturbation.

“I am so proud that, at a time when there are renewed threats nationally to providing comprehensive health services to women, the Massachusetts Senate voted unanimously to adopt this bill,” said Sen. Cynthia Creem (D-Newton). “We stand with a woman’s right to make decisions about her own body, including the right to complete control over her medical care, and decisions about contraception and abortion.”

Creem also said that just because these laws are not currently enforced does not mean they could not be enforced in the future. She noted that there is discussion in Congress about an attempt to reverse the Roe v. Wade Supreme Court case that legalized abortion nationwide.

“We are living in a time when leaders at the highest levels of power in our country are demeaning women and attempting to roll back their rights,” said Acting Senate President Harriette Chandler (D-Worcester). “Massachusetts must affirm its commitment to protecting women’s rights to essential health care and expunge these dangerous laws.”

hared Boyce added another milestone to his already impressive till of accomplishments as an Everett basketball player. The two-time Greater Boston League (GBL) MVP became Everett’s most prolific points scorer on Tuesday night in an 84-34 victory over Swamp-

scott. Boyce scored 37 points to lead the Crimson Tide to victory; with 1,735 points he is Everett’s all-time leading scorer, surpassing 1997 graduate Shannon Crooks.

incredibly consistent and has worked hard, and I think he’s thoroughly deserving.”

DiBiaso had a feeling Boyce would perform well with the Crimson Tide. “The first time I saw him, I knew he was going to score a lot of points,” DiBiaso said.

In a short period of time, Boyce confirmed DiBiaso’s suspicions. Boyce scored more points in his freshman year than any other freshman in Everett history. Since he arrived at Everett, Boyce has been the varsity basketball team’s main offensive threat. He is currently averaging 33 points per game, which isn’t much more than he was producing when he first joined.

he Everett girls’ basketball team tallied its seventh win of the season last Friday night against Medford. Everett ousted the Mustangs in a Northeast Conference contest, 60-37. The Crimson Tide led, 133, after one quarter and took a 29-12 lead

into halftime. Everett kept the pace in the third quarter, extending the advantage to 51-22.

On Tuesday, the Crimson Tide won their eighth win of the season with a 53-38 victory over Swampscott.

Everett’s next game is tonight at home against Beverly.
