School budget targets social-emotional education By Barbara Taormina he Finance Committee is in the process of reviewing each city department’s proposed 2019 budget, and this week members took a look at the numbers for city schools. This year the School Committee has proposed a $71,499,117 budget, roughly a 3 percent increase over last year’s budget of $69,218,947. This year’s budget is described as a level-services plan that avoids any cuts to teachers and staff and focuses new resources on special education and social-emotional supports for students. “Social-emotional support is a priority in this budget as we experience more needs for our students with a level of acuity that continues to witness younger children requiring higher levels of psychological services,� said Superintendent of Schools

John Oteri in an introduction to the budget which is available on the city website. “Our counseling staff is overwhelmed with the volume and complexity of the emotional challenges, often the result of prior trauma that plague our students. In order to keep our students in school and emotionally healthy, it is a need to have additional social-emotional support in our schools,� explained Oteri. In addition to 19 adjustment counselors, the district will work with a local agency to address student needs. Local taxpayers will contribute $22,151,348 to the cost of running city schools. The remaining $49,297,769 will be covered by Chapter 70 state educational aid. The district will also receive an additional $7.9 million

nyone living in an older home in Malden may now need approval from the Historical Commission before making any changes to the exterior façade. The City Council this week passed the Demolition and Alteration Delay Ordinance, which will give the city up to 12 months to work with property owners to find alternatives to razing or remodeling structures that have some historical significance because of ties to the architectural, political, cultural, economic or cultural history of Malden. The city issues about five demolition permits each year, so much of the review by the Historical Commission will involve older homes that owners plan to renovate or remodel. The goal is to preserve the city’s older buildings, streetscapes and neighborhoods. “This only applies if you are doing something on the exterior façade,â€? said Ordinance Committee Chairman Ryan O’Malley, adding that renovations to kitchens, bathrooms and any interior work is not

subject to review. O’Malley said the ordinance will not lead to infringement on personal property rights. “I’m sure this ordinance will be used in a commonsense manner,� he said. Still, roughly 1,000 homes and buildings throughout the city will be impacted by the new ordinance. If the Historical Commission determines that proposed alterations to
