2018 is the European Year of Cultural Heritage. Countless initiatives are being implemented to raise public awareness and preserve treasures in a sustainable fashion, and new technologies are being used for the conservation and media coverage of monuments and sites, know-how, collections and landscapes.

Octavemärtchen Ce marché traditionnel trouve ses origines dans l’Octave, un pèlerinage en l’honneur de Notre-Dame de Luxembourg, patronne de la ville et du Grand-Duché, qui remonte à 1666. Bien que l’Octave­märtchen ait pris des allures de kermesse avec ses stands de jeux et d’adresse, il est loin de perdre son charme et son attractivité. Chaque année, plus de 90 000 pèlerins et des milliers d’autres visiteurs s’y rendent pour profiter de l’atmosphère à la fois profane et amicale qui envahit le centre-ville.

This traditional market has its origins in the Octave, a traditional pilgrimage dating back to 1666 in honour of Our Lady of Luxembourg, patron saint of the city and the Grand Duchy. Although the Octavemärtchen has taken on the appearance of a festival with its game stands and stalls, it is far from losing its charm and allure. Every year, more than 90,000 pilgrims and thousands of other visitors come to enjoy the atmosphere at once profane and friendly that invades the city centre.

Tous les avions du Findel Passionné par l’aviation depuis son plus jeune âge, Serge Braun passe son temps libre au Findel à photographier tout ce qui y décolle. De ses 150 000 photos d’archives, il a réalisé le livre Luxembourg Findel, qui brasse l’histoire de l’aviation au Luxembourg de 1937 à aujour­ d’hui. L’aéroport lui-même, Luxair et toutes les compagnies qui y sont passées sont ainsi mis en images.

An aviation enthusiast since childhood, Serge Braun spends all his free time in Findel, photographing everything that takes off. His book Luxembourg Findel, which covers the history of aviation in Luxembourg from 1937 to today, was produced from a selection of his 150,000 archive photos. The airport, the Luxair airline and all the companies that take off from this airport are featured in this book.

Restaurants éphémères Profitant d’immeubles qui seront bientôt détruits, des restaurants ouvrent pour une durée de 18 mois.

Le quartier de Hollerich connaîtra de grandes transformations. En attendant, des restos éphémères s’installent. Au Chiche, Chadi, arrivé de Syrie, propose une cuisine de sa région, notamment autour du falafel et du houmous. Grillades et divers mezzés sont joliment servis dans ce restaurant qui comprend aussi un volet social.

The Farm exploite d’anciennes cuisines de traiteur. Dans un décor vintage, on sert des plats campagnards locaux.

Making the most of a series of buildings due for demolition, these restaurants will open for 18 months.

The Hollerich neighbourhood is about to undergo a great deal of change. In the meantime, a series of pop-up restaurants are opening up for business. At Chiche, Chadi, who came here from Syria, creates food from his home country that centres on falafel and hummus. Grilled meats and fish and various mezes are also beautifully prepared in this restaurant, which includes a social aspect.

At The Farm, local rustic dishes are served in a vintage décor in the former kitchen of a delicatessen shop.

Engraving workshop Empreinte organises the International Contemporary Print Making Exhibition,­that brings together 16 international ateliers specialised in art engraving. They present their creations and offer live demonstrations of different techniques (prints, engravings, printed images, intaglio, black enamel tracery, lithography, silk screen and digital art, among others). La comédienne est en première ligne dans l a sé r ie bad banks à voir sur Arte et ZDF. Elle est aussi nommée pour le Grimme-Preis pour son émission The Story of My Life.

The actress finds herself on the frontline in the series bad banks , broadcast on Arte and ZDF, and has also been nominated for the Grimme-Preis for her The Story of My Life programme.

epuis ses débuts sur les ondes de RTL à 12 ans, en passant par la présentation de l’Eurovision, des films internationaux, des shows télé allemands et la production audiovisuelle, Désirée Nosbusch fait partie du paysage et du cœur des Luxembourgeois.

C’est donc avec plaisir et curiosité qu’on la suivra dans la première série internationale de Christian Schwochow, ­Bad Banks, coproduite au Luxembourg par Iris Productions. Elle y joue Christelle Leblanc, une intrépide banquière assoiffée de pouvoir : « On ne peut pas plus loin de moi que ce personnage », ironiset-elle. Désirée Nosbusch se souvient d’un tournage « très exigeant pour lequel on a dû beaucoup travailler, mais où il y avait une très bonne ambiance internationale ».

On pourra aussi suivre son succès sur la chaîne allemande Vox, où elle a présenté The Story of My Life, pour laquelle elle est nommée pour le Grimme-Preis, ou aller la voir sur la scène du Kasemattentheater pour une lecture de textes de femmes, aux côtés de Paula Beer (le 7 mars) et dans le monologue Your Very Own Double Crisis Club en juin. On suivra aussi son projet de long métrage adapté de Poison de Lot Vekemans.

ésirée Nosbusch has been part of the Luxembourg landscape and held a special place in Luxembourgers’ hearts since she first came to the public’s attention on RTL at the age of 12, going on to present Eurovision, star in international films and German TV shows and forge a career in audiovisual production. It is therefore with great pleasure and a certain curiosity that we will follow her performance in Christian Schwochow’s first international series Bad Banks, co-produced in Luxembourg by Iris ­Productions. She plays power-hungry intrepid banker Christelle Leblanc, a character that “couldn’t be more unlike me,” she says ironically. She remembers one “very demanding [shoot] that we had to put a lot of work into, but it had such a great international vibe about it”.

Viewers can follow her success on German channel Vox, where she presented The Story of My Life, for which she has been nominated for the Grimme-Preis, or go along and see her perform on stage at the Kasemattentheater as she recites a series of pieces written by women along with Paula Beer (which begins on 7 March), and in the monologue entitled Your Very Own Double Crisis Club, in June, whilst she also has plans for a feature film adaptation of Poison by Lot Vekemans.

Flydoscope récompensé Maison Moderne, société éditrice du magazine Flydoscope de Luxair, a reçu fin 2017 un Award of Excellence lors de la 8e édition de l’International Creative Media Award.

Ce concours vise à mettre en avant les éditions qui s’illustrent par la qualité, la créativité et le design de leurs publications.

Maison Moderne, publisher of Luxair’s Flydoscope magazine, received an Award of Excellence at the end of 2017, during the 8th edition of the International Creative Media Award. This contest aims to highlight the editions that are illustrated by the quality, creativity and design of their publications.

Zeilt Productions a créé un courtmétrage suite à un appel d’offres dans le cadre de « Let’s make it happen ».

Mêlant décor réel et animation 3D, la vidéo trace le parcours d’un oiseau de papier qui prend son envol et, grâce à différentes collaborations, évolue vers une version sophistiquée.

Francine Closener, secrétaire d’État à l’Économie, a souligné que « le scénario du film est porteur d’un message fort et engageant, qui transmet parfaitement la promesse qu’incarne le pays : plus loin ensem­ble ». Une version courte de 30 secon­des a également été produite.

Zeilt Productions has produced a short film in response to an invitation to tender as part of the “Let’s make it happen” initiative. Combining real sets with 3D animation, the video follows the journey of a paper bird that flies the nest and gradually evolves into a more sophisticated version of itself as a result of various collaborations it is involved in along the way. Francine Closener, Secretary of State of the Economy, underlined that “the film has a strong and engaging message, which transmits perfectly the promise of the country: together we can go further”. A short 30-second version has also been produced.

As an official partner of the Luxembourg Red Cross, l u x a i r g r o u p raises awareness among passengers during the traditional Donation Month fundraising.

L

es membres d’équipage de Luxair sont heureux d’y participer depuis 2008. « Nos membres d’équipage sont impatients de se mobiliser pour l’opération de collecte de dons sur nos vols vers le Luxembourg. Ils feront une annonce spéciale expliquant l’initiative caritative et distribueront des enveloppes de la Croix-Rouge puis les collecteront à la fin du vol », explique Melanie D’Alimonte, chef du personnel de cabine chez Luxair. « La plupart des passagers sont ravis de contribuer à une bonne cause presque sans effort.

Alors qu’ils sont assis dans l’avion et profitent du vol, on leur donne des informations sur la Croix-Rouge et la possibilité de faire un don pour soutenir des projets destinés à venir en aide aux plus vulnérables. » Pendant le mois d’avril, Luxair sensibilisera environ 75 000 passagers. La compagnie aide activement la CroixRouge à développer ses activités et services quotidiens dans les domaines de la santé, du social, de la jeunesse et de l’aide humanitaire.

uxair crews have been enthusiastically participating in Donation Month since 2008.

“Our cabin crew members look forward to offering their support for the fundraising operation on our inbound flights. They make a special announcement about the charitable initiative and Red Cross envelopes are distributed and then collected at the end of the flight,” explains Melanie D’Alimonte, head of cabin crew for Luxair. “Most passengers are delighted to contribute to a good cause without having to make a major effort. While sat in the aircraft enjoying their flight, they are informed about the Red Cross and given the opportunity to support projects to help the most vulnerable.”

Over the course of the month of April, Luxair reaches out to approximately 75,000 passengers. The company actively contributes to helping the Red Cross continue its daily activities and services in the fields of health, welfare, youth and humanitarian aid.

Portugal and only Portugal À quel moment vous êtes-vous dit que vous vouliez devenir metteur en scène ?

Enfant et adolescente, il m’arrivait de monter sur des scènes de théâtre pour jouer. À vrai dire, je n’aimais pas tellement l’idée qu’un public me regarde. En revanche, j’avais déjà une idée très précise de ce que je voulais voir et entendre. Imaginer comment les personnages pouvaient agir dans une situation donnée me stimulait.

D’ailleurs, j’aimais inventer des histoires que je mettais en scène avec mes copines.

Ce plaisir enfantin m’est resté, il s’est transformé en besoin et m’a menée naturellement vers des études de mise en scène.

Quelle est la pièce que vous préférez mettre en scène ?

Je n’ai pas de pièce préférée. J’ai des auteurs qui me touchent depuis toujours, qu’ils soient très connus, comme Ödön von Horváth, Witold Gombrowicz ou Hanokh Levin, ou artistiquement très proches de mon travail, comme Mani Muller.

Vous préférez créer ou adapter ?

Pour moi, entre une création originale et une véritable adaptation, mis à part le choix du matériau de base, il n’y a qu’une différence de degré et non de nature. Dans tous les cas de figure, l’auteur se trouve face à des choix artistiques, de composition et d’écriture, spécifiques au théâtre.

Son travail demande une interprétation personnelle et cohérente.

Quels sont votre film favori et votre scène préférée ?

Mon film favori est Dogville de Lars von Trier, et ma scène préférée est le monologue final de M le maudit de Fritz Lang, le moment où le personnage principal, encerclé par ses poursuivants, est coincé dans une cave.

Quelle est votre principale qualité ?

Je crois que c’est mon humour.

Quel est votre principal défaut ?

Probablement ma trop grande patience.

Quelle destination vous fait rêver ?

Le Portugal. Depuis toujours !

When did you realise you wanted to become a theatre director?

As a child and later as a teenager, I sometimes performed on stage but I never liked the idea that an audience was watching me. However, I have always had a very specific idea about what ​​ I wanted to see and hear. Imagining how characters might act in a given situation excited me. I also liked inventing stories, which I then produced on stage with my friends. I have retained this childlike sense of wonder, but it also turned into a need that led me naturally towards doing theatre studies.

What is your favourite piece to bring to the stage?

I don’t have a favourite play. I have writers who have always touched me, be they well-known, like Ödön von Horváth, Witold Gombrowicz or Hanokh Levin, or artistically very close to my work, like Mani Muller.

Do you prefer to create or to adapt a play?

Between an original creation and a genuine adaptation, apart from the choice of the base material, there is only a difference of degree and not a difference in kind. In all cases, the author is faced with artistic, compositional and writing choices that are specific to theatre; his or her work requires a personal and coherent interpretation.

What are your favourite film and your favourite scene in a film?

My favourite film is Dogville by Lars von Trier, and my favourite scene is the final monologue in Fritz Lang’s M, that moment when the main character is trapped in a cellar surrounded by his pursuers.

What is your best quality?

I think it’s my sense of humour.

What is your major flaw?

Probably my immense reserves of patience.

Which destination do you dream of?

Portugal. Since forever!

Stéphane François, Mathias Fritsch, Françoise Kuth et Tom Beiler sont les quatre associés du bureau Beiler François Fritsch.

Le bureau Beiler François Fritsch (BFF) vient de naître de la fusion entre deux bureaux bien établis au Luxembourg. Ce rapprochement permettra à la nouvelle structure de répondre avec sérénité aux nouvelles opportunités qui se présentent.

e bureau Architectes Paczowski et Fritsch et le bureau d’architecture Beiler + François Architectes ont décidé de profiter des synergies existantes entre les deux équipes pour créer le bureau Beiler François Fritsch.

Le bureau Architectes Paczowski et Fritsch a été fondé en 2003, dans la continuité de la collaboration, entamée en 1989, entre Bohdan Paczowski et Paul Fritsch – acteurs reconnus de la scène architecturale luxembourgeoise et internationale –, tout en intégrant Mathias Fritsch comme nouvel associé.

Ce dernier en est devenu l’unique associé en 2017 suite au décès de Bohdan Paczowski et au départ en retraite de Paul Fritsch. Le bureau s’est spécialisé dans la construction de bâtiments publics, d’immeubles de services et

d’infrastructures. L’aéroport de Luxembourg, le data center de LuxConnect, le Cactus de Bettembourg et le funiculaire du Pfaffenthal sont autant d’exemples de leurs réalisations.

Les architectes Tom Beiler et Stéphane François se sont quant à eux associés en 2002 pour créer Beiler + François Architectes. Le bureau travaille aussi bien avec les administrations communales qu’avec des investisseurs privés sur des projets d’envergure. Il a notamment pensé et dessiné le centre de musique de la Ville de Luxembourg, le bâtiment Air et le bâtiment multifonctionnel de Post à la Cloche d’Or. Complémentarités et synergies Les deux équipes, composées chacune d’une trentaine de collaborateurs et

toutes deux installées à Luxembourgville (Bonnevoie), cherchaient à mettre en place des synergies depuis quelques années déjà et se sont finalement très vite rendu compte de la complémentarité de leurs équipes respectives. Après des mois de réflexions, de discussions et d’évaluations, la volonté de fusionner les deux bureaux était prise de part et d’autre. « En tant qu’associés de nos structures respectives, nous sommes énormément sollicités par les maîtres d’ouvrage, le travail administratif et managérial, à tel point que nous nous éloignons parfois de notre principal centre d’intérêt », note Mathias Fritsch. Et d’ajouter : « En créant cette structure unique, nous pourrons nous consacrer davantage à la création architecturale. » La juriste Françoise Kuth, jusqu’alors office manager du bureau Architectes Paczowski et Fritsch, se joint en effet aux architectes pour prendre en main la gestion financière, juridique et administrative. « Ces tâches prennent un temps considérable, particulièrement pour des structures grandissantes.

Ma présence permettra aux architectes de se concentrer sur leur cœur de métier. » En ligne avec le marché local Cette fusion permet aussi de répondre aux exigences de plus en plus pointues des cahiers des charges des maîtres d’ouvrage, notamment en termes d’effectifs et de chiffre d’affaires requis. « Le marché évolue, les demandes sont de plus en plus importantes et les maîtres d’ouvrage de plus en plus professionnels », confirme Tom Beiler. « L’idée de créer une troisième structure pour répondre ponctuellement à des appels d’offres importants a été envisagée, mais nous

03 avons finalement préféré sauter le pas et fusionner », précise encore Stéphane François. Le nouveau bureau Beiler François Fritsch comptera pas moins de 60 collaborateurs, le plaçant parmi les plus importants bureaux du Grand-Duché.

Dernier avantage non négligeable, à travers ce regroupement, BFF pourra intégrer des spécialistes. Ainsi, un économiste, un spécialiste environnemental et un infographiste devraient rapidement être recrutés.

Pour concrétiser cette union, BFF s’installera cet été dans des bureaux flambant neufs à Gasperich. En attendant le déménagement, les deux équipes profitent de la proximité géographique de leurs bureaux pour d’ores et déjà démarrer des projets communs.

En plus d’une nouvelle identité, qui prend soin de maintenir les noms des associés qui sont autant de repères pour leur réseau professionnel, BFF a lancé la construction d’un nouveau bâtiment « tourné vers l’avenir, et qui représente ce qu’on aime créer dans les espaces de travail », explique Stéphane François, associé. L’inertie du béton, la lumière naturelle et les dalles actives ont été exploitées pour créer un environnement peu énergivore, mais qualitatif. L’espace se divise entre lieux de rencontre d’une part, et open spaces, bureaux et espaces collaboratifs d’autre part.

Japanese restaurant when it opened in 1988, and owner Hajime Miyamae and chef Akira Yasuoka have delighted in sharing their passion for both their country and its culinary traditions ever since.

endredi, 11h30. Hajime M ­ iyamae nous accueille dans son restaurant de la rue Munster, dans le Grund. Il vérifie les derniers détails avant l’ouverture, explique la répartition des tables à son équipe de salle. L’espace de restauration n’est pas très grand et sera très vite rempli par une trentaine de clients, tant asiatiques que locaux. Hajime prend le temps de saluer chacun d’entre eux et de les accompagner à leur table. Il installe dans la mesure du possible les invités principaux côté mur, sur la banquette, le plus loin possible de la porte d’entrée, comme le veut la tradition japonaise. Celle-ci veut aussi que les invités soient répartis par ordre d’importance autour de la table. Cette tradition-là, il la garde pour les délégations officielles, bien conscient que ses clients habituels préfèrent s’installer à leur guise.

ENTRÉE En ouvrant les portes du Kama­kura le 23 juin 1988, Hajime a ramené du Japon toutes ses spécialités culinaires et toutes ses traditions et coutumes. À l’époque, même les sushis étaient absents des menus au

kamakura Ville japonaise à 50 km au sudouest de Tokyo, Kamakura s’étend sur environ 40 km2 et compte un peu moins de 200 000 habitants.

De 1192 à 1333, Kamakura était la capitale du Japon. Aujourd’hui site touristique, on s’y rend pour sa tranquillité et ses infrastructures balnéaires.

Japanese city that lies 50km south-west of Tokyo, Kamakura spans some 40 or so square kilometres and is home to just under 200,000 inhabitants.

Kamakura was also the capital of Japan between 1192 and 1333 but is now a tourist destination popular for its peace and quiet and its seaside facilities.

Luxembourg. Les clients s’attendaient à manger des nouilles ou autres spécialités asiatiques plus répandues, quand il tentait de leur faire découvrir le canard laqué. Il ouvrait alors le premier restaurant japonais du Luxembourg. « Mon intention n’était pas seulement de dévoiler les secrets d’une cuisine jusque-là inconnue dans le pays. Il m’importait aussi de susciter l’intérêt des Luxembourgeois et autres hôtes du Kamakura pour la culture japonaise en général », expliquait-il déjà dans son livre du même nom pu­blié en 2004. Il espérait par là ouvrir un pont entre deux cultures qui ne se connaissaient pas. Le timing y était propice : à la fin des années 80, le Luxembourg

développait ses relations avec le Japon.

Hajime en a profité.

On passe à table. Les plats sont finement présentés et ouvrent l’appétit. Salade d’algues, poulet frit et soupe de haricots verts s’allient dans un concert de couleurs et de saveurs. Ici, pas de couteau ni de fourchette. Les moins habitués aux baguettes n’ont pas de souci à se faire, Mila, Hung ou Hajime prendront le temps de leur indiquer comment s’en servir.

Si la cuisine du Kamakura ne déroge pas à la moindre tradition japonaise, les quantités servies ont quant à elles été réétudiées. « Tandis que les Japonais mangent plusieurs petits plats qu’ils commandent au fil du repas, les Luxembourgeois préfèrent commander un menu, raconte Hajime. Au début, il était difficile d’estimer les quantités appropriées et de les servir de manière très rapide, comme le veut notre culture. »

PLAT Suivent une assiette de poissons crus, et la fameuse « tempura ». Cette spécialité trouve ses origines au Portugal. Les Portugais ont autrefois tenté d’ouvrir une porte au Japon en leur proposant leurs fritures. Les Japonais ont adapté la recette en utilisant une pâte plus légère et une huile végétale.

L’implication d’Hajime Miyamae dans le partage de la culture japonaise ne se limite pas aux quatre murs de son restaurant. Peu de temps après son arrivée, il est également devenu l’un des membres fondateurs de l’École japonaise complémentaire au Luxembourg. Celle-ci est née de la volonté des parents d’offrir à leurs enfants la possibilité de retourner poursuivre leur éducation au Japon s’ils le souhaitaient. En plus des cours donnés dans les écoles internationales ou locales, les élèves suivent des cours de langue japonaise, mais aussi de mathématiques, pour approfondir la matière et apprendre les méthodes de calcul, qui sont différentes dans l’empire du soleil levant. Le comité de l’école, dont fait toujours partie Hajime, se réunit tous les deux mois et est notamment en charge de l’embauche des instituteurs.

S’il ne prend pas le temps de voyager en dehors de ses trois visites annuelles au Japon, Hajime a tout de même un hobby.

Il préside le club japonais de tennis, qui se réunit chaque dimanche à Bonnevoie.

Ils sont une trentaine à participer sur une communauté de 634 émigrés (pour le pays).

Il existe également un groupe de golf et un club d’arts martiaux. Mais la seule véritable association est la Japanese Ladies

Association Luxembourg, présidée par Makiko Witolla Hayashi, et qui propose des cours de langue, de danse, de calligraphie, etc.

L’engagement d’Hajime pour le partage de la culture japonaise a valu au patron du Kamakura bien des récompenses. Il a reçu en 2009 l’Award for Overseas Promotion of Japanese Food et en 2017 le titre honorifique d’Ambassadeur de bonne volonté de la culture culinaire japonaise, titre remis par l’ambassadeur du Japon au Luxembourg, M. Shigeji Suzuki, au nom du ministère de l’Agriculture japonais. Il n’est attribué qu’à une cinquantaine de personnes à travers le monde, et est un symbole de reconnaissance de l’engagement d’Hajime à défendre et faire connaître le « washoku », c’est-à-dire l’ensemble du savoir-faire, des connaissances, des pratiques et traditions culinaires du Japon. Le washoku est inscrit sur la Liste représentative du patrimoine culturel immatériel de l’humanité de l’Unesco depuis 2013.

DESSERT Le dessert est servi. Une surprenante soupe sucrée de haricots rouges pour l’un, un tiramisu et une glace au thé vert pour

l’autre. Les découvertes se poursuivent et la discussion suit son cours. Hajime est très attaché à son restaurant, à son personnel (pour la plupart à ses côtés depuis le début) et à ses clients. « Généralement, les clients japonais ne restent pas longtemps. Ils quittent le Luxembourg après deux ou trois ans. Au niveau local, on reçoit maintenant la troisième génération de certaines familles fidèles », raconte Hajime.

La pérennité et le succès du restaurant, il les doit aussi à son chef, Akira Yasuoka. Après son apprentissage à Tokyo et de premières expériences dans des restaurants de Luxembourg, Akira a rejoint Kamakura en 1988. Il a été élu chef de l’année en 2011 par le guide Gault & Millau Belux.

Bien plus qu’un collègue, Akira est devenu un ami très proche d’Hajime.

S’il n’est pas certain que son fils assurera la reprise du restaurant – celui-ci s’est tourné vers le secteur bancaire –, Hajime a encore de belles années devant lui. Et autant d’occasions de faire connaître les us et coutumes de son pays, et de donner envie aux plus curieux de le visiter après avoir reçu de bons conseils du patron du Kamakura.

riday 11:30 a.m. Hajime Miyamae greets us at his restaurant on rue Munster, in the Grund district of the city. He is going through some last-m i nute deta ils before open i ng, explaining the table arrangements to his front-of-house team. The restaurant area is not that big and will soon be filled by around 30 or so diners, Asian as well as locals. Hajime takes the time to greet each of them individually and to accompany them to their tables, seating the most important guests on the bench seat running along the wall, wherever possible, and as far away as possible from the door, as Japanese tradition dictates. The latter also states that guests should be seated around the table in order of importance – a tradition that he keeps for official delegations since he is perfectly aware that his regular customers prefer to sit where they like.

STARTER When he first opened Kamakura back on 23rd June 1988, Hajime had brought with him all of the culinary specialities and all of the traditions and customs from Japan.

After all, these were the days before even sushi made its way onto menus in Luxembourg! Customers were expecting to eat noodles and other more widespread Asian specialities, while he was trying to introduce them to the delights of roast duck. He was, in fact, opening Luxembourg’s first Japanese restaurant. “I had two goals. First and foremost, I wanted to unveil the secrets of a cuisine that was at that time unknown in this country. Secondly, I wanted to create a passion among Luxembourgers and other guests at the Kamakura for Japanese culture in general,” he explains in his book of the same name, published in 2004. In doing so, he hoped to create a bridge between two cultures that previously knew very little about one another. The timing was just right, with Luxembourg starting to develop its relations with Japan in the late 80s.

Hajime took advantage of the opportunity this presented and succeeded in getting the diners through the door. His dishes are carefully presented and truly mouth-­ watering, with a whole palette of colours and flavours to be enjoyed, from the seaweed salad and the fried chicken to the green bean soup. You won’t find any knives or forks here, either, but fear not, those

a long journey un long voyage His yearnings had first taken Hajime to Paris to study languages. Some of his friends introduced him to Luxembourg. Back in Japan he worked in foreign trade – a role that would regularly require him to travel. Later, his family life makes him desire a more adapted work rhythm. He then got in touch with his European friends with a view to opening a restaurant in the Grand Duchy. He very quickly rallied the support he needed, arrived in Luxembourg in 1987 and opened Kamakura in 1988. “The peace and quiet that Luxembourg offers is better suited to family life than the stress of Paris,” he confides.

De retour au Japon, il travaille dans le commerce extérieur, poste qui le mène à se déplacer régulièrement.

Plus tard, sa vie de famille le pousse à chercher un rythme de travail plus adapté. Il contacte alors ses amis européens avec l’idée d’ouvrir un restaurant au Grand-Duché.

Il trouve très vite le soutien nécessaire, arrive au Luxembourg en 1987 et ouvre Kamakura en 1988. « Le calme de Luxembourg convient mieux à une vie de famille que le stress parisien », confie-t-il.

Whilst the cuisine served at the Kamakura is perfectly in keeping with Japanese tradition, the portion sizes have certainly been adapted. “Whereas the Japanese tend to eat several smaller dishes that they order as they go along, the Luxembourgers prefer to order a set menu all at once,” Hajime explains. “At first, it was difficult to determine the right portion sizes and to serve them quickly, as our culture dictates.”

MAIN COURSE Next up, a plate of raw fish and the famous “tempura”– a speciality that originates from Portugal. Indeed, the Portugese once tried to establish relations with Japan by offering them their fried foods and the Japanese adapted the recipe using a lighter dough and vegetable oil.

Hajime Miyamae’s commitment to promoting Japanese culture is not confined to his restaurant, either. Indeed, shortly after his arrival he also became one of the founding members of the Japanese Supplementary School in Luxembourg, which was born of a desire of parents to give their children the opportunity to return to Japan to continue their education if they wanted to. In addition to classes provided at both local and international schools, pupils take lessons in the Japanese language, as well as mathematics, in order to further their knowledge of the subject and learn the different calculation methods used in the Land of the Rising Sun. Hajime has always sat on the school board, which meets every other month and is notably responsible for hiring teachers.

honorary title of Goodwill Ambassador for Japanese Cuisine, a title awarded by the Japanese ambassador to Luxembourg, Mr Shigeji Suzuki, on behalf of the Japanese Ministry of Agriculture, in 2017. This is a title bestowed upon only around 50 or so people around the world and is a symbol of the recognition of Hajime’s commitment to defending and indeed promoting washoku, that is anything to do with Japan’s culinary expertise, knowledge, practices and traditions. Washoku has also been on Unesco’s Intangible Cultural Heritage list since 2013.

Hajime doesn’t spend much time travelling, other than his three trips a year to Japan, but he does have another hobby; every Sunday the Japanese tennis club, which has some 30 members out of a community of 634 emigrants (in the country), meets in Bonnevoie. There are various other groups, notably a golf group and a martial arts club. The only actual association as such is the Japanese Ladies Association Luxembourg, chaired by Makiko Witolla Hayashi, which offers lessons in language, dancing and calligraphy, among other things.

Hajime’s commitment to promoting Japanese culture has resulted in the Kamakura owner winning lots of awards, including the Award for Overseas Promotion of Japanese Food in 2009 and the

Hajime is very attached to his restaurant, his staff (most of whom have been with him since the start) and his customers. “Our Japanese customers generally don’t stay very long – they tend to leave Luxembourg after two or three years. Where the locals are concerned, though, in some cases we’re now serving the third generation of the same loyal families!”

Hajime tells us.

The restaurant’s success and longevity are also down to its chef, Akira Yasuoka, who started working at Kama­kura in 1988 having completed his training in Tokyo and initially worked in other restaurants in Luxembourg. He was also voted Chef of the Year 2011 by the Gault & Millau Belux guide and is now more like a very close friend to Hajime than a colleague.

he Young Scientists Association of Luxembourg was initially foun­ ded more than 40 years ago with the guiding principle, “to moti­ vate younger people to develop their own extracurricular activities in science and technology”. In 1992, the current Fondation Jeunes Scientifiques Luxembourg (FJSL) was created by Carlo Hansen, amalgamating the existing association and a registered charity, the Young Scientists Foundation.

The foundation aims to help people aged between 11 and 21 years with scien­ tific and technological research at both national and international level, it cur­ rently has approximately 100 members and conti­nues to grow. The FJSL works in close collabo­ration with the Service National de la Jeunesse, Mérite Jeunesse, the University of Luxembourg and the Ministry of Educa­ tion. Internationally, the association is one of the founding members of Milset (Inter­ national movement for leisure activities in science and technology).

Sousana Eang, director of the Fon­ dation Jeunes Scientifiques Luxembourg, explains that in today’s society, it is of vital importance to involve young people in sci­ ence, research and technology. “It is important to inspire and encourage young people to enter employment careers in science and techno­logy so that they may contribute to know­ledge–based economy.” This support and perseverance often make it possible to bring the work of young people to both international and professional levels. “We are supported by the Ministry of Education, the National Research Fund and several brand sponsors,” adds Sousana Eang. “In addition, since 2017, we have been under the patronage of His Royal Highness the Grand Duke.”

On an annual basis the FJSL orga­ nises the “Concours national Jonk Fuerscher”.

This takes place on Saturday 24 until Sunday 25 March 2018, between 2 and 6:30 p.m. at the Forum Geesseknäppchen and the win­ ners can enter, among others, EUCYS (Euro­ pean Contest for Young Scientists), Europe’s biggest science competition organised by the European Commission. The EUCYS takes

place every year in the capital of another EU Member State. In 2018, it will take place in the capital of Ireland, Dublin.

The Concours national Jonk Fuer­scher has certainly highlighted the talent of the young scientists community. Alex Muller, Maverick Schmit and Valentin Ringlet’s project was a modular 3D printer which they enabled to print in concrete. The yearlong project enabled them to meet contestants from various countries and gave them the opportunity to take part in the Mostratec contest located in Brazil in autumn 2017.

For brothers Sam and Tom Herz, their project to present a powered car that is based on the operation of electro­magnetism also gave them the opportunity to compete at the EUCYS in 2016 and the London International Youth Science Forum in 2017. “The FJSL introduced us to the world of science, but it also taught us other life lessons such as how important it is to never give up. It is an excep­ tional and unforgettable experience.”

For Luxembourg’s Camilla Hurst, the Concours national Jonk Fuerscher opened doors she had never anticipated.

In 2017 her project took the fourth place at the International Science and Engineering Fair in Los Angeles. Camilla was among 2,000 participants aged between 15 and 18 years from 78 countries and it was a major achievement for Luxembou rg.

taminated places in schools, which is becoming a major public health issue. “It was a project that I had developed over a period of three years,” Camilla explains. “It was initially inspired by the Ebola outbreak that was able to transmit from person to person with such deadly consequences.”

With the help of the Luxembourg Institute of Science, Camilla was able to document that places which are supposed to be “clean” are indeed often the most contaminated. “It is on services such as banisters and door handles that bacteria is most con­ centrated and potentially most harmful,” Camilla notes. By competing in the Concours national Jonk Fuerscher, Camilla was able to travel and compete out of Europe for the first time. “I have been exposed to the many world issues we face today and how science and engineering are the international 43 tool that we can use to solve these problems,” Camilla adds. “It has also allowed me to see, first hand, the numerous possibilities Luxem­ bourg offers to scientists.” Camilla now plans to study materials science and its applications at university next year.

Sousana Eang, director of the Fondation Jeunes Scientifiques Luxembourg, has one last piece of advice she would share with all “would be” scientists and techno­logists. “Believe in your dreams and persevere with them. Put uncertainties and fears aside with the knowledge that it is by making mistakes that we retain the lessons and perfect ourselves!”

Association Jeunes Scientifiques Luxembourg a d’abord été créée il y a plus de 40 ans dans le but « d’inciter les jeunes à faire un travail extrascolaire dans les domaines des sciences et de la technologie ». En 1992, Carlo Hansen a créé l’actuelle Fondation Jeunes Scientifiques Luxembourg (FJSL) en fusionnant l’association existante et une organisation caritative agréée, la Fondation Jeunes Scientifiques.

La fondation a pour objectif d’aider les jeunes âgés de 11 à 21 ans à réaliser des recherches scientifiques et technologiques aussi bien au niveau national qu’international. Elle compte actuellement environ 100 membres et continue de s’agrandir.

La FJSL travaille en étroite collaboration avec le Service national de la jeunesse, Mérite jeunesse, l’Université du Luxembourg et le ministère de l’Éducation. Sur le plan international, l’association est l’un des membres fondateurs du Milset (Mouvement international pour le loisir scientifique et technique).

En outre, nous bénéficions du patronage de Son Altesse Royale le Grand-Duc depuis 2017. » La FJSL organise chaque année le concours national Jonk Fuerscher. Il aura lieu les samedi 24 et dimanche 25 mars 2018 de 14 h à 18 h 30 au Forum Geesseknäppchen.

Les lauréats auront la possibilité de participer, entre autres, au EUCYS (concours européen pour jeunes scientifiques), le plus grand concours scientifique européen organisé par la Commission européenne. L’EUCYS se déroule chaque année dans la capitale d’un État membre. Il se tiendra à Dublin en 2018.

J’ai également pu constater par moi-même les nombreuses possibilités que le Luxembourg offre aux scientifiques. » Camilla compte désormais étudier la science des matériaux et ses applications à l’université l’année prochaine.

asier said than done for some, given that around 25% of passengers on any given plane will have a fear of flying to some extent. Is it then even possible for everyone to enjoy, or at least not dread, the airborne experience?

“Sure, why not?” says Jörg Wimpfheimer, an independent psychotherapist, who along with captain Laurent Donteri and a team of coordinators has been leading Luxair’s “Fly Without Fear” course for over ten years.

Whether you experience slight anxiety or full-on panic attacks, the success rate of “Fly Without Fear” is extremely high, with around 95% of participants able to board a plane at the end of the two-day semi­nar. It takes place five times a year in four languages and is recommended for those who are ready to confront their fears and learn how to appreciate the magic of flying.

“We receive postcards from far-off places from people who were previously too scared to fly. It’s a good feeling!” describes Mr Wimpfheimer, who specialises in anxiety disorders. “If anxiety of any degree is stopping you from enjoying your flight, the best solution is to equip yourself with the tools to face your fear.”

The course begins with exploring why each participant is scared: whether due to a bad experience or deeper apprehensions. Captain Donteri, who has been with Luxair since 2000, introduces participants to various aspects of flying, including the structure and mechanics of a plane, how turbulence is generated and certification criteria.

“A visit to the aircraft, including the cockpit, is organised, which enables the participants to see what has been explained in the classroom,” says the captain. Interestingly, half the fears are extinguished through a better understanding of the physics of flying and on-board processes. “Flying gives you access to places that would otherwise be difficult to reach and we often forget to take a moment to appreciate that,” he adds.

The other half of each group tends to be more receptive to psychological support. “The positive thing about anxiety is that it has been thoroughly studied over a long period. As we know what is going on, we therefore know what to do about it,” reassures Mr Wimpfheimer.

There are many sources of anxiety related to flying, such as claustrophobia, fear of heights, loss of control. The driver of any anxiety disorder is avoidance, which is why Mr Wimpfheimer insists that the only

way to overcome fear is to stop circumventing it. “ This applies in all contexts, whether you are scared of spiders or small spaces,” he underlines. “You can’t learn to live with something that you actively avoid!”

An emotion, if not bypassed, comes and goes within 15-20 seconds. If we allow ourselves to feel the emotion and let it pass through us, it will go away almost as quickly as it arrived. “We teach people how to recognise heightened stress symptoms, and to apply relaxation and breathing techniques to release tension,” he describes.

While trying to take the edge off flying by listening to loud music or popping tranquillisers or whiskies certainly distracts from fearful rumination, in the long-term, it worsens anxiety. Instead, course coordinator Yves Kieffer advises: “Keep a clear head, dress comfortably, give yourself plenty of time at the airport, and exercise your feet and legs while flying for additional relaxation.”

“The most rewarding aspect of the seminar is the dramatic difference that you see in the participants who arrive on the Saturday morning, full of fear, and by Sunday afternoon are climbing out of a plane, positively euphoric,” concludes Mr Wimpfheimer.

“The power of confronting your fears, with the right kind of support, is remarkable.”

lus facile à dire qu’à faire pour certains. En effet, environ 25 % des passagers d’un vol ont, à des degrés divers, peur de l’avion. Dans ces conditions, est-il possible que chacun profite du vol, ou du moins ne le redoute pas ? « Bien sûr, pourquoi pas ? », répond Jörg Wimpfheimer, un psychothérapeute indépendant qui, avec le commandant de bord Laurent Donteri et une équipe de coordinateurs, organise le séminaire « Volez détendu » de Luxair depuis plus de dix ans.

Que vous souffriez d’une légère anxiété ou de crises de panique, le taux de réussite de « Volez détendu » est très élevé : environ 95 % des participants montent à bord d’un avion à la fin du séminaire de deux jours. Il est organisé cinq fois par an, en quatre langues, et s’adresse aux personnes prêtes à affronter leurs peurs et à apprendre à apprécier la magie de l’avion. « Nous recevons des cartes postales envoyées depuis des destinations lointaines par des personnes qui avaient autrefois trop peur de prendre l’avion. Ça fait plaisir ! », explique M. Wimpfheimer, qui est spécialisé dans les troubles anxieux. « Si l’angoisse, quel que soit son degré, vous empêche de profiter de votre vol, la meilleure solution est de vous équiper des outils pour affronter votre peur. »

Le cours commence par l’identification des sources de la peur de chaque participant, qu’il s’agisse d’une mauvaise expérience ou de craintes plus profondes. Le commandant de bord Donteri, qui travaille avec Luxair depuis 2000, présente aux participants différents aspects de l’aéronautique, y compris la structure et la mécanique d’un avion, l’origine des turbulences et les critères de certification. « Les participants visitent un avion, y compris le poste de pilotage, ce qui leur permet de voir ce qui leur a été expliqué en classe », explique le commandant de bord.

Il est intéressant de noter que la compréhension de la physique d’un avion et des processus à bord permet à la moitié des participants d’apprivoiser leur peur. « L’avion vous permet de rejoindre des destinations qui seraient difficilement accessibles autrement, nous oublions souvent d’apprécier cela à sa juste valeur », ajoute-t-il.

Pour l’autre moitié du groupe, un soutien psychologique est plus efficace. « L’anxiété possède un aspect positif : on l’a étudiée soigneusement sur une longue période de temps. Nous connaissons son fonctionnement et savons donc ce qu’il faut faire », rassure M. Wimpfheimer.

Il existe de nombreuses causes de l’anxiété liée à l’avion, telles que la claustrophobie, l’acrophobie ou la perte de contrôle. C’est en évitant ses peurs que l’on nourrit un trouble anxieux, c’est pourquoi M. Wimpfheimer insiste sur le fait que la seule façon de surmonter une peur est

d’arrêter de la fuir. « C’est valable pour tous les cas, que vous ayez peur des araignées ou des espaces confinés », souligne-t-il. « Il est impossible d’apprendre à vivre avec quelque chose que l’on évite sciemment ! » Une émotion, si elle n’est pas refoulée, disparaît dans les 15 à 20 secondes. Si nous nous autorisons à ressentir l’émotion et à la laisser nous traverser, elle partira presque aussi rapidement qu’elle est arrivée. « Nous apprenons aux participants à reconnaître les symptômes d’une intensification du stress et à utiliser des techniques de relaxation et de respiration afin de faire baisser leur tension », raconte-t-il.

Bien qu’écouter de la musique à un volume élevé, prendre des calmants ou boire du whisky pour essayer de calmer sa peur de l’avion permette assurément d’oublier son appréhension, ces techniques aggravent l’anxiété à long terme. Yves Kieffer, coordinateur du séminaire, conseille plutôt de garder les idées claires, de porter des vêtements confortables, d’arriver à l’avance à l’aéroport et de bouger ses pieds et jambes pendant le vol pour être plus détendu. « L’aspect le plus gratifiant du séminaire est l’énorme évolution que l’on observe chez les participants, qui arrivent angoissés le samedi matin et descendent d’un avion complètement euphoriques le dimanche après-midi », conclut M. Wimpfheimer. « Avec le soutien approprié, affronter ses peurs a des résultats remarquables. » 

Grillmarkaðurinn is a great example; they source locally and preside over a delicious menu adapted to the seasons, thanks to the local farmers they regularly consult. Kol restaurant’s modern but homey interior per­fectly complements its traditional Scandinavian seafood dishes in a lively atmosphere. A different, exotic experience for the senses in Reykjavík, meanwhile, can be found at Austur Indiafjelagid; its Indian food is widely praised and its decor and atmosphere are ideal for anyone seeking a spicy experience. For anyone looking to top off an evening of dining with a few cocktails, Matarkjallarinn’s delicious selection of seafood can be followed by any of a wide array of cocktails, enjoyed while sat at its piano bar dining area. High up in the heart of Reykjavík’s Harpa building (its music and theatre centre) you can find Kolabrautin. Stunning views from the modern building are the perfect setting for its mix of Italian and Scandinavian flavours. Last but by no means least, Dill restaurant, Iceland’s first to receive a Michelin star, offers a creatively presented delicious Icelandic experience.

eykjavík’s jammith, translated as nightlife, has nary hangout; the establishment resides in an abandoned quite the reputation. It’s endless winter nights and biscuit factory, due to be demolished before its current long summer days are witness to wild parties, owners took over. Those who like their bars elegant but thanks in no small part to a culture that loves its quirky would do well to go to Slippbarinn, in Reykjavík’s old cocktails as much as its beers. Microbreweries are all the rage harbour section. Live music is part of the charm, and locals and the well-known, but also well hidden. Micro Bar offers and travellers are known to enjoy it for its drinks as well as an excellent selection of local draught ales. It has strong com- its atmosphere. The picture is less clear for housing, though, where demand remains strong.

Luxembourg needs investment, and also helps supply it through its real estate investment funds sector.

nly 4.5%-5.0% of this country’s total supply of office space is currently available for rent, according to studies by local property agents.

This is a low “vacancy rate”, a figure which has fallen sharply in recent years. It indicates a market where businesses have trouble finding properties of the right size in their ideal location. Strong economic growth and international busi­ nesses’ desire to base their Euro­ pean hubs in Luxembourg have attracted immigration, and this also to put strain on the housing mar­ ket. Apartment rental costs have risen on average by 4.3% annually since 2005, with purchase prices up 6.6% over this period, says the gov­ ernment’s Habitat Observatory.

“It’s just a question of supply and demand,” said Vincent Bechet, the chair of LuxReal - Real Estate Association of Luxembourg. “The economy is doing well with a good outlook, and that means there is a challenge for businesses to find the office space they need,” he added.

Having said that, he sees new projects coming on stream over the next two years being able to relieve some pressure. Also, other than for prime locations, there is still plenty of good quality space on the market.

COMPLEX PLANNING RULES “Developers will tell you how tough it is to get projects moving,” Bechet explained. “For example, work began

collecting the land in the Ban de Gasperich [the major new Cloche d’Or extension] in the 1990s, and it took 15 years to receive planning authorisation,” he added. Properties in this new district to the south of the capital are only now coming on stream. This is an extreme example because large projects take the longest amount of time, but even modest developments take many years to acquire the permits before building can begin. “There is a lot of good will from the public authorities, but the procedures have to be followed and local residents have substantial powers to challenge projects, and this adds to the complications,” he continued.

Bechet is sceptical that this will lead to prices falling. Office pro­ jects are almost always pre-let or have a tenant identified before construction. Bechet sees little market appetite for large specula­ tive projects that could change market dynamics.

A DIVERSE SECTOR There is another side to the prop­ erty business in Luxembourg: real estate investment funds. Using the country’s expertise as the world’s second-largest fund domicile, this niche has emerged as a significant activity in its own right. These funds seek to generate returns for investors by owning and financing income-generating properties including housing, offices, indus­ trial property and retail premises, and also public sector projects

99 such as in the healthcare, education, and transport. Luxembourg has the technical expertise to make these complex investment vehicles run efficiently. They are used by sophisticated investors seeking to diversify their portfolios. They also help channel money into the economy as new construction is financed.

These two strands are supported by the LuxReal association.

It represents developers, architects, transaction firms and more on the “bricks and mortgages” side, as well as specialists in real estate funds including fund administration service providers, lawyers, consultants, etc. Although performing quite different functions, these sectors have many interests in common. For example, it is useful to have broad inputs when holding conference events and workshops on topics such as town planning, sustainability, digitalisation, and project funding.

MEETING INTERNATIONAL COLLEAGUES The association now has more than 70 supporting members. “LuxReal has grown considerably since its founding in 2009, and we have broadened the scope with specialised working groups tackling specific topics,” said LuxReal deputy chair Sven Rein. They will also work with other industry groups on matters of mutual interest.

Being a larger association also

gives them more clout when speaking with local authorities and European trade bodies.

A key task for the group is to help organise Luxembourg’s presence in major international events.

In particular, this includes the major annual global trade fair MIPIM in Cannes each March and the follow-up Expo Real in Munich every October. “It’s said you start the conversation in Cannes and close the deal in Munich, so it’s important that Luxembourg is represented,” commented Rein. Around 500 real estate professionals from all disciplines are expected to make the trip to the south of France this year.

Many will be represented via a dedicated Luxembourg stand at both events.

The strong growth seen in Luxembourg’s real estate market has let to it becoming recognised internationally as an interesting investment market. It was included the first time this year in a major annual report by PwC that compares the property investment attractiveness of leading European business centres. Luxembourg was placed 9th out of the 30 business capitals studied. Although a small market with relatively few opportunities, the country’s growth and political stability make it an attractive option.

bourg market appears to be marginal so far. Market activity appears to be based on the assumption of a “soft” departure, with the UK likely to remain fully integrated (over the medium term) in the EU’s internal market, even if the country will leave the decisionmaking structures. A recent market report by transaction agency JLL spoke of “the announcement of a dozen or so names moving operations from London to Luxembourg”.

This is in addition to firms which already have subsidiary and branch operations here.

The report pointed to a couple of transactions: the insurance firm FM Global is taking 1,202m2 and the investment manager M&G has taken 728m2. Compared to transactions totalling around 175,000m2 in Luxembourg in the first nine months of 2017, the total impact of Brexit on demand for office space is not likely to be substantial. “There will be no massive inflow of staff to Luxembourg as a result of Brexit,” said the report. Of course this could change if the UK government changes its implicit policy.

Towards a stable financial sector?

Consumer protection, giving investors clearer information, and the desire to make the financial system more secure are key drivers of major new financial sector regulations.

But will they work?

rmed with more information, financial services consumers should be better able to make informed choices, and this should drive down fees. This is the theory behind much of the new rules that took effect at the start of this year. Thus, before purchasing an investment product, investors receive key information presented in a standardised format, with the hope this helps them to shop around for the deal that suits them best.

Also, the way financial advisors are remunerated has changed to reduce conflicts of interest.

These new rules are just one part of four new EU laws that affect all parts of the financial sector. The markets in financial instruments directive (Mifid II), the markets in financial instruments regulation (Mifir), and packaged retail and insurance-based investment products directive (Priips) came into force at the start of this year, and the related insurance distribution directive (IDD) will be applied from October 1.

COMPARABLE INFORMATION PROVIDED Helping non-expert, retail customers understand what they are buying is central to Priips. Each investment fund, insurance policy, pension, and other structured investment products must have a document detailing key informa-

tion, particularly the fee structure, but also a clear product description, potential risks and returns in different future market scenarios, what happens if the product manufacturer is unable to pay out, advice on how long investment should be for, if money can be taken out early, how to complain, and more.

So rather than having lengthy prospectuses written to the product manufacturer’s tastes, consumers will have comparable, regulated three-page documents featuring key information presented in the same format.

A similar system has existed for investment funds for a number of years, but now all “packaged” products will require these documents. Advocates see a major step forward for consumer awareness, while sceptics argue that this creates yet more documentation that clients tend to ignore.

OVER-COMPLICATION? Controversy has raged most strongly over the modelling of potential future performance.

The regulation sets out calculation methods that product manufacturers use to estimate outcomes in “favourable”, “unfavourable”, “moderate” and “stressed” market conditions. Critics argue that this is speculative, and as such may be misleading. The new rules do

not require past performance to be included, a measure that some providers believe is the best (if imperfect) guide to an asset manager’s competence.

There have also been teething troubles, with some specialised products reporting expected annual returns of several billion per cent.

Major errors with the standardised calculation methodology are easy to spot, but what if less obvious errors result? Regulators have indicated that they are ready to guide investment managers as the new rules bed in. Also, a broad review is scheduled by the European Commission for December 31, 2018, when the practical impact of all new regulations will be examined.

NEW RULES FOR ADVISORS New rules also overturn the way clients pay for financial advice.

Previously, one could think that bankers, insurance agents, independent advisors and the rest were helping us to make a choice free of charge. In fact, they were remunerated by the product manufacturer from commission on sales.

Europe’s politicians decided this relationship was prone to conflicts of interest, and these arrangements are now forbidden under rules set out in Mifid II (and will be under IDD). Instead of receiving inducements following the sale of financial products, advisors need to charge service fees. These could be a cost per hour, such as one would expect when using a lawyer.

Alternatively, performance fees could kick in once a certain level of return is guaranteed. As well, advisors will need to conduct a “suitability test” that any investment matches a client’s expressed desired risk profile.

markets suggests clients are willing to make the change to a paid advisory model. This was the case when the UK, the Netherlands, Sweden and Switzerland all introduced similar rules years ago. The onus has been on advisors to explain the change and the value of advice they provide.

UPGRADING THE PLUMBING This is the part that investors will see, but most of the 1.4m paragraphs of rules in Mifid II and Mifir seek to redraw the architecture of European financial markets. According to the Luxembourg regulator, the CSSF, these rules “aim to close the gaps in financial market regulation revealed by the 2008 financial crisis”. The goal is for all financial instruments in Europe to be traded in more competitive, transparent and stable markets. It seeks to update the original Mifid from 2007 which sought to facilitate a broad and deep EU financial market like that in the USA. For example, the rules will drive more activity to take place on regulated markets. This includes a push towards electronic trading, which is easier to audit than phone trading. There are further efforts to end potential conflicts of interest, principally reform of how asset managers pay for the research they use to make investment decisions. Until last year, the cost of this work was included in trading fees, but now,

it must be billed separately. There are also stronger standards for investment products.

The changes have been expensive. Some analysts put the global cost at around $2bn, expenditure which will ultimately be born by the consumer. Even the European regulator ESMA recognised the challenge. No one should underestimate “the size and complexity of this project, and thus the risk of potential glitches in the initial operational period,” said Steven Maijoor, ESMA’s chairman.

WILL THE REFORMS WORK? Yet it will be worth it if the result is a better run, lower cost and more secure financial system. But will it? Some have speculated that making it more expensive to do business will be an advantage to bigger players which can spread the costs more easily. If smaller firms are absorbed by the giants, then this might create more toobig-to-fail companies that governments may be obliged to bail out in a crisis. More generally, one of the causes of the 2007/2008 crisis was complacency about low risk. If regulation gives a false sense of security, then the result could be consumers being less careful where they invest their savings.

These regulations will increase transparency, and many of the changes make sense. Yet the question remains of whether consumers have sufficient knowledge to enable them to use this information. Despite the importance of understanding how saving and investment works, too many remain in the dark about the broad ideas around financial investment risk and reward. Investment in education might do more to make the system secure than ever more complex regulatory changes.

It has probably experienced high double-digit growth last year, a helpful boost to the industry just as it gets to grips with the cost of a host of new client-protection regulations.

efinitive figures have yet to be published, but 2017 looks like having been a good year for Luxembourg’s cross-border life insurance. “The signs are that the increase in premium income should be around 12-14%,” commented Marc Hengen, CEO of the Insurance Companies Association (ACA). This should mean annual sales will be near the ten-year peak. Premium income reached €17.0 bn in the first nine months of 2017, said the Insurance Commissariat (CAA) regulator, a rise of 16.7% compared to the same period of 2016.

More than 80% of premiums came from investors outside Luxembourg. France generally accounts for about one third of the total, Italy nearly one quarter, with Germany and Belgium about 8% each. Contributing to the strength of the French market has been the recent arrival of two major players focused on that country: CNP and AXA Wealth Europe.

CHANGED STRATEGIES The long-term trend away from guaranteed return life insurance products towards more speculative “unit-linked” vehicles gathered pace. The latter accounted for three quarters of premium income in the first nine months of 2017, with the remainder in guaranteed return products. This represents a major increase, as in the same period of 2016, about 60% of products were unit-linked. The CAA points

to average annual return on guaranteed products having dropped steadily from about 3% in 2007 to near 0.6% in 2016. Little wonder that clients have been seeking alternatives.

Most often, clients will choose to link their policies to standard investments such as equities or bonds, purchased directly from insurance firms or via banks. Alternatively, wealth managers can suggest more sophisticated strategies tailored to individual needs, with clients pursuing strong growth or adopting defensive strategies.

classes is possible, from relatively low-risk money market instruments through to real estate, private equity, derivatives and more.

Even personal assets such as businesses and property can be incorporated into a fund unit linked to life insurance.

WHY LUXEMBOURG LIFE INSURANCE? Flexible inheritance planning is a key argument for life insurance, particularly for clients with cross-border lives and interests.

Clients choose the length of their life insurance policies, with maturity either for a specified period, normally as part of retirement planning, or at the end of a life. Clients can also define who will benefit after death and to what extent. It is even possible to nominate beneficiaries who are yet to be born.

Regulations in Luxembourg seek to make these investments more secure. Insurance companies must have sufficient funds to cover full liabilities contracted on behalf of clients. Underlying assets must be deposited with a regulator-­ approved bank, and these must be clearly segregated from other assets and held in separate accounts.

Thus, if the insurance company goes bust, the underlying investments are protected because they are held separately.

business to Luxembourg, though.

This has been made impossible by global rules that are now in force in more than 100 countries. Financial firms are required to report information about clients’ investments to relevant tax authorities.

Introduced in 2014, these rules first applied to client holdings in 2016, with these reported during 2017. “This change has had no direct influence on premium income by Luxembourg companies. Companies have adapted and explained the change to clients,” Hengen noted.

This was just the first of a range of regulations that the industry has had to deal with.

There was a major change with the roll-out of new financial stability rules from the start of 2016. These concern primarily the amount of capital that EU insurance companies must hold to reduce the risk of insolvency. As well, new complex rules on client information documents and how financial advisors are remunerated came into force at the start of this year. Then this year, the insurance distribution directive will be implemented in order to boost competition and consumer protection. All of this has cost time, effort and money but the industry is seeking to make a virtue out of necessity.

“The main aim is to give the client better and more comprehensible information, and this is a good reason to support these new regulations fully,” said Hengen.

Digital transformation is a preoccupation of most financial sector businesses, and insurance is no exception. “Digitalisation is a reality, and there are two aspects that affect insurance companies: improved services and functionality for clients, and our ability to provide services cost effectively,” noted Hengen. A recent ACA survey conducted by the agency Vanksen pointed to substantial desire to move in this direction and much work to be done. For example, only 20% of firms give clients the ability to sign policies electronically. The majority of firms claim that the cost of regu-

lation has slowed their scope to make the changes they want.

NO BREXIT IMPACT FOR NOW Brexit has had little impact on Luxembourg’s life insurance sector. So far, Hengen has seen 12 UK-based insurance companies choosing the Grand Duchy as their post-Brexit hub, but all have been in the non-life sector.

Dublin, Brussels, Paris and Amsterdam have attracted life companies seeking to make plans in case the UK leaves the EU internal market. So far, none of these dozen firms have yet opened an office in Luxembourg, as all are in the process of gaining regulatory approval. They will be ready to transfer activity if the political weather changes in the UK. Luxembourg is an attractive option, because as well as the experienced network of service providers and the skilled staff, one of Luxembourg’s main attractions is the specialised insurance regulator. It is internationally minded, with the bonus of being able to operate in

English as well as French, German and Luxembourgish.

Luxembourg’s investment fund sector has expressed its concern that the UK leaving the EU’s decision-making and regulatory structure might negatively affect the way regulations are made and enforced. So far, ACA has no direct concerns of this nature, although they will be keeping an eye on the project to review the workings of the European supervisory authorities, including the body dedicated to insurance, European Insurance and Occupational Pensions Authority (EIOPA).

Life insurance is a relatively small part of Luxembourg’s financial sector. ACA calculated that 2,631 full time equivalent employees were employed in life insurance in 2016. This accounts for less than 5% of all financial sector employees in this country. Nevertheless, it adds an extra element to the broad ecosystem of know-how and capabilities in the country, as well as providing a useful, niche service to international clients.

From cash dispensers to credit cards and to online banking, technology has transformed the financial sector. fintech is the buzzword around which the next breakthroughs are being developed. Luxembourg is seeking to become a hub for digital transformation in financial services.

utting costs and boosting functionality are priorities for all financial services players. Clients are increasingly aware of the fees they pay for products and advice, and this coincides with an era of low investment returns. Moreover, we are now used to being able to run our affairs from our phones, with highly sophisticated tools having become commonplace.

This concerns Luxembourg directly, as much of the work carried out here are back-office functions that make the financial system function. Ideally, much of this would be automated in order to cut costs, reduce errors, and facilitate online services.

HUB COMPONENTS The next generation of fintech will boost financial sector efficiency, as well as being a lucrative growth industry in its own right. This is why Luxembourg has positioned itself as a hub to bring together local and international financial services businesses, IT developers, investors, regulators, public authorities and academics. More than 140 international banks have a presence in Luxembourg, and the country is the world’s leading domicile for cross-border investment funds, a major player for international insurance and rein-

surance, and securities processing.

Many of these operations have considerable scope to act in an entrepreneurial fashion, investigating and helping to develop innovative ways of working in a more cost effective fashion.

It is government policy to promote these developments through its Digital Lëtzebuerg strategy.

As well as funding and facilitating physical infrastructure (including high-end data centres and a power­f ul internet backbone), it works in partnership with local industry groups including the Chamber of Commerce and financial sector trade associations, particularly those representing the banking, investment fund, and insurance industries. Complementary to these efforts is the Luxembourg House of Financial Technology (Lhoft), public/private initiative established in 2016.

MAKING CONNECTIONS “We’re not just focused on attracting businesses to Luxembourg, but also delivering added value to players who are already here,” commented Lhoft CEO Nasir Zubairi.

The national strategy is to reinforce and expand the existing ecosystem of financial sector service providers. Encouraging interaction between, and the growth of existing players, while attracting new

activity locally and from abroad.

They work with everyone, from established practitioners seeking to innovate and make partnerships, to start-ups taking their first steps.

Then, there are local, regional and international connections with the wider environment, including venture capitalists seeking projects to support, other fintech hubs around the world, and academics with knowledge of potential practical benefit.

Not forgetting introductions with the government, business support agencies and EU authorities, which may be able to grant financial or material assistance in certain circumstances. The Lhoft also know the people to talk to at the local regulatory authority.

TARGETED ASSISTANCE “Our incubator is unique in Luxembourg because it is an environment that matches our vision of being a specialised financial technology hub,” he added. Start-ups receive tailored incubation, co-working and soft-landing services, and also assistance meeting potential partners. So as well as short-lease office space and related facilities, there are mentoring services, networking and marketing opportunities, training, workshops and working groups. These are similar services as found in Luxembourg’s other start-up incubators, but geared to the specific needs and EU fintech ecosystem.

Lhoft’s temporary facility became full just six months after taking the first tenant in June 2017.

There are currently 15 companies in situ, with 40 members in total, most of which have come to Luxembourg from abroad. They will hav­e capacity for 40-50 resident firms after moving to the new facility in the House of Start-ups, which is due to open near Luxembourg city centre in April 2018. “Resident firms naturally graduate out of our facility within 12-18 months once they have settled into the ecosystem and reached the point where they feel comfortable enough to be in their own office space,” added Zubairi. Most resident firms have 3-6 people, with the maximum currently being 10.

EMBEDDING REGULATION In particular, the engagement of the regulator is especiallly import-

ant for innovative fintech firms. It makes sense to embed sound regulatory compliance early in the development of new solutions. It would be a waste to produce a tool which performs well technically but fails to meet consumer protection and good practice requirements. Hence the Financial Sector Surveillance Commission (CSSF) has a dedicated innovation, payments, market infrastructures and governance department.

Working under an “authorise and regulate” principle, the CSSF works to encourage innovation, while keeping practitioners onside with current and future supervisory rules. Consumer protection is the number one concern, but not at the price of stifling innovation which will benefit consumers directly and indirectly. Luxembourg has a track record of making sure innovation and regulation complement each other. Being one of the EU’s political capitals gives Luxembourg close access to the decision-making and enforcement processes in the single market.

MAKING PROGRESS Thus, for example, the CSSF was the first supervisory authority in Europe to take an official position on virtual currencies (such as bitcoin), and regulate virtual currency service providers. This reputation has spread, helping to encourage investment in the Grand Duchy. For example, in January 2018, the world’s largest bitcoin exchange Bitflyer received regulatory approval to open its EU operation in Luxembourg. This utility will enable people to convert their digital currency holdings into traditional money. This Japanese firm has also regulated exchanges in Japan and the USA, and this will be the first exchange in Europe to give access to the Japa­nese market. Its Luxembourg

operation is based in the Lhoft’s premises. It competes with Bitstamp, which received its Luxembourg licence in 2016.

Other exploratory projects are on-going. For example, work using blockchain is seeking to streamline investment funds processing procedures. Called FundsDLT, this service is being driven and develo­ ped by three local players, creating practical solutions using this potentially revolutionary techno­ logy. Others are using big data mining techniques to help speed up “know your customer” procedures, which seek to exclude crimi­nals from using the international financial system.

It remains to be seen if tiny Luxembourg can compete with the world’s leading tech hubs in this area. A tight, vibrant, and well-­ connected ecosystem helps, even if size is lacking. But at the very least, this drive projects an image of a forward-thinking country that actively encourages innovation.

Each liquid container cannot exceed 100ml and all containers must fit in the closed bag. Only one bag per passenger is allowed. Containers over 100ml are not allowed in the aircraft cabins but may be carried in the luggage hold.

Luxair operates a young fleet with constantly optimised flying procedures.

SAFETY COMES FIRST For your own safety, we would like to inform you about applicable rules on our flights and to remind you that the instructions of the crew have to be followed.

Please, note that: - all Luxair flights are strictly non-smoking (including electronic cigarettes); - the use of handheld games, media players, hearing aids, pacemakers or cameras is authorised during all flight phases (take off, landing and in flight); - the use of remote control toys, personal air purifiers, two-way radios or transmitters is prohibited during all flight phases (take off, landing and in flight); - the use of all laptops is prohibited during take off and landing; - devices that transmit or receive calls or texts must remain switched off during the flight.

Exception: Devices equipped with a flight mode, which must be enabled prior to departure. Devices not equipped with a flight mode must be switched off. Following captain instructions, the crew can ask to stow away and/or switch off your electronic devices at any moment due to specific operational requirements.

CONSUMPTION OF ALCOHOL Consumption of alcohol aboard a Luxair aircraft is only allowed if beverage is delivered and served by Luxair crew. Alcohol that has been purchased in the Tax Free Area of the departing/transit airport has to be kept within the sealed transparent Security Tamper Evident Bag (STEB) delivered at the counter of the tax free shop until arrival at destination airport. The crew will refuse and prohibit the service of alcoholic beverages to passengers aged under 16 as they are not allowed to order or consume alcohol.

LA CONSOMMATION D’ALCOOL La consommation d’alcool à bord d’un avion Luxair est uniquement autorisée si la boisson est fournie et servie par le personnel navigant Luxair. Des boissons alcoolisées achetées dans l’espace hors taxes de l’aéroport de transit ou de départ doivent être conservées à l’intérieur des sacs transparents scellés (STEB) fournis au comptoir du magasin hors taxes jusqu’à l’arrivée à l’aéroport de destination. The passengers’ rights: If your flight is cancelled or significantly delayed, or if you are denied boarding on the flight you have reserved, the transpor­t ing air carrier is required to respect your rights under the European Regulation (EC) No. 261/2004 of 11 February 2004 (“the Regulation”).

Scope The Regulation applies to passengers: • departing from an airport in the EU, and to passengers departing from an airport located outside the EU to an airport situated in the EU if the operating air carrier of the flight concer­ ned is an EU carrier; • who have a confirmed reservation on the flight concerned; • who present themselves for check-in, except in the case of cancellation, as stipulated and at the time indicated on the ticket, or if no time is indicated, not later than 45 minutes before the published departure time; • who hold a ticket at a fare available to the public.

Delay

Delay is taken into consideration in the fol­ lowing cases: • a delay of four hours or more in the case of flights of 3,500km and more; • a delay of three hours or more for intra-com­ munity flights of more than 1,500km and for all other flights between 1,500 and 3,500km; • a delay of two hours or more in the case of flights of 1,500km or less.

In these cases, passengers are entitled to care as described below: • meals and refreshments in a reasonable rela­ tion to the waiting time; • accommodation with transfer if necessary; • two telephone calls, or two telex/fax mes­ sages or two emails.

The operating air carrier has no obligation of care if this would give rise to a greater delay.

In the event of a delay of more than three hours, passengers have the right to compensa­ tion as described under “Denial of boarding”.

Nonetheless, financial compensation is not due if the delay has been caused by extraordi­ nary circumstances which could not have been avoided even if all reasonable measures had been taken (e.g.: political instability, meteoro­ logical conditions incompatible with the oper­ ation of the flight concerned, security risks, unexpected flight safety shortcomings, stri­ kes, air traffic management decisions).

When the delay is at least 5 hours, passengers have the right to reimbursement, within 7 days, of the ticket for the part or parts of the journey not made, and for the part or parts already made if the flight is no longer serving any purpose in relation to the passenger’s original travel plan, together with, when rele­ vant, a return flight to the first point of depar­ ture, at the earliest opportunity.

Denial of boarding

the right to financial compensation:

• for flights of 1,500km or less: €250 reduced to €125 in the event of rerouting to the final des­ tination which does not exceed the scheduled arrival time of the flight originally booked by more than 2 hours; • in respect of all intra-community flights of more than 1,500km and for all other flights between 1,500 and 3,500km: €400 reduced to €200 in the event of rerouting to the final desti­ nation which does not exceed the scheduled arrival time of the flight originally booked by more than 3 hours; • for all other flights: €600 reduced to €300 in the event of rerouting to the final destination which does not exceed the scheduled arrival time of the flight originally booked by more than 4 hours.

This financial compensation shall be paid by electronic bank transfer or vouchers.

This financial compensation is not granted to passengers who have voluntarily surrendered their reservations in exchange for benefits.

Passengers who are denied boarding for rea­ sons under their own responsibility or of their own doing, or for reasons of health, safety or security, or inadequate travel documentation (absent or invalid) are not entitled to the bene­ fits described above.

Cancellation In case of cancellation of a flight, passengers with a reservation on this flight shall enjoy the following rights: • the right to care described under “Delay” and “Denial of boarding”; • the right to reimbursement or rerouting described under “Denial of boarding”; • the right to financial compensation as described under “Denial of boarding”; none­ theless, there shall be no right to financial compensation in the following cases: • the cancellation of the flight has been caused by extraordinary circumstances which could not have been avoided even if all reasonable meas­ ures had been taken (e.g.: political instability, meteorological conditions incompatible with the operation of the flight concerned, security risks, unexpected flight safety shortcomings, strikes, air traffic management decisions); • the passenger is informed of the cancellation at least 2 weeks before the scheduled time of departure; • the passenger is informed of the cancellation between 2 weeks and 7 days before the sched­ uled time of departure and is offered re-routing, allowing him to depart no more than 2 hours before the scheduled time of departure and to reach his final destination less than 4 hours after the scheduled time of arrival; • the passenger is informed of the cancellation less than 7 days before the scheduled time of departure and is offered re-routing, allowing him to depart no more than 1 hour before the scheduled time of departure and to reach his final destination less than 2 hours after the scheduled time of arrival.

Les droits des passagers : Si votre vol est annulé, retardé de manière conséquente ou si vous ne pouvez embarquer sur le vol que vous avez réservé, le transporteur aérien effectif est tenu de respecter vos droits découlant du règlement européen (CE no 261/ 2004 du 11 février 2004 (« le Règlement »).

Retard Le retard est pris en considération dans les cas suivants : • retard de minimum 4 heures pour les vols de 3 500 km et plus ; • retard de minimum 3 heures pour les vols intra­­communautaires de plus de 1 500 km et pour les vols de 1 500 à 3 500 km ; • retard de minimum 2 heures pour les vols jusqu’à 1 500 km.

Dans les cas cités ci-dessus, les passagers ont droit à une prise en charge telle que décrite ci-après : • rafraîchissements et possibilités de restaura­ tion en fonction du délai d’attente ; • hébergement avec transfert si nécessaire ; • deux appels téléphoniques, ou deux envois de fax ou deux courriels.

Le transporteur aérien effectif n’a pas d’obli­ gation de prise en charge si celle-ci devait pro­ voquer un retard plus important.

En cas de retard de plus de trois heures, les passa­gers ont droit à une indemnisation financière telle que décrite sous « Refus d’embarquement ». Néanmoins, l’indemnisation financière n’est pas due si ce retard est dû à une circonstance extraordinaire qui n’aurait pas pu être évitée même si toutes les mesures rai­ sonnables avaient été prises (exemples : instabilité politique, conditions météorologiques incompa­ tibles, risques liés à la sécurité, défaillances impré­ vues pouvant affecter la sécurité du vol, grèves, décision relative à la gestion du trafic aérien).

En cas de retard de minimum 5 heures, les pas­ sagers ont le droit d’obtenir le remboursement, dans un délai de 7 jours, des coupons non utili­ sés ou des coupons déjà utilisés mais devenus inutiles par rapport au plan de voyage initial, ainsi que, le cas échéant, un vol retour dans les meilleurs délais vers le point de départ initial.

Before denial of boarding, air carriers shall call for passengers to surrender their reservations voluntarily in exchange for benefits under con­ ditions to be agreed.

Volunteers who surrender their reservations will have a choice between: • reimbursement, within seven days, of the ticket for the part or parts of the journey not made, and for the part or parts already made if the flight is no longer serving any purpose in relation to the passenger’s original travel plan, together with, when relevant, a return flight to the first point of departure, at the earliest opportunity; • or rerouting, under comparable transport con­ ditions, to their final destination at the earliest opportunity, or at a later date at the passenger’s convenience, subject to availability of seats.

Passengers who do not surrender their reserva­ tions and who are denied boarding have the fol­ lowing rights:

In the event of upgrading (an operating air car­ rier places a passenger in a class higher than that for which the ticket was purchased) it may not request any supplementary payment. In the event of downgrading (an operating air carrier places a passenger in a class lower than that for which the ticket was purchased) it shall within 7 days reimburse: • 30% of the price of the ticket for all flights of 1,500km or less, or; • 50% of the price of the ticket for all intra-com­ munity flights of more than 1,500km and for all other flights between 1,500 and 3,500km, or; • 75% of the price of the ticket for all flights outside the European Union of more than 3,500 kilometres.

Les passagers à qui l’embarquement est refusé pour des raisons dépendantes de leur propre responsabilité ou de leur propre fait, pour des raisons de santé ou de sécurité, ainsi que des raisons liées aux documents de voyages inadé­ quats (manquants ou non conformes) n’ont pas droit aux prestations ci-dessus décrites.

Annulation En cas d’annulation d’un vol, les passagers qui avaient une réservation sur ce vol bénéficient des droits suivants : • le droit à une prise en charge tel que décrit sous « Retard » et « Refus d’embarquement » ; • le droit au remboursement ou au réachemine­ ment tel que décrit sous « Refus d’embarque­ ment » ; • le droit à une indemnisation financière tel que décrit sous « Refus d’embarquement » ; néan­ moins, il n’y a pas de droit à l’indemnisation financière dans les cas suivants : • l’annulation du vol est due à une circonstance extraordinaire qui n’aurait pas pu être évitée même si toutes les mesures raisonnables avaient été prises (exemples : instabilité politique, condi­ tions météorologiques incompatibles, risques liés à la sécurité, défaillances imprévues pouvant affecter la sécurité du vol, grèves, décision rela­ tive à la gestion du trafic aérien) ; • le passager a été informé de l’annulation au moins 2 semaines avant l’heure de départ prévue ; • le passager a été informé de l’annulation entre 2 semaines à 7 jours avant l’heure de départ prévue et un réacheminement lui permettant de partir au plus tôt 2 heures avant l’heure de départ prévue et d’atteindre sa destination finale moins de 4 heures après l’heure d’arri­ vée prévue lui est proposé ; • le passager a été informé de l’annulation moins de 7 jours avant l’heure de départ prévue et un réacheminement lui permettant de partir au plus tôt 1 heure avant l’heure de départ prévue et d’atteindre sa destination finale moins de 2 heures après l’heure d’arrivée prévue lui est proposé.

Surclassement et déclassement En cas de surclassement (le passager est placé dans une classe supérieure à celle pour laquelle le billet a été acheté), aucun supplé­ ment ne peut être réclamé au passager.

En cas de déclassement (le passager est placé dans une classe inférieure à celle pour laquelle le billet a été acheté), un remboursement, dans les 7 jours, doit intervenir selon les conditions suivantes : • 30 % du prix du billet pour tous les vols de 1 500 km ou moins ; • 50 % du prix du billet pour tous les vols intra­ communautaires de plus de 1 500 km ainsi que pour tous les autres vols extracommunau­ taires de 1 500 km à 3 500 km ; • 75 % du prix du billet pour tous les autres vols extracommunautaires de plus de 3 500 km.

VÉRONIQUE DE LA BACHELERIE Votre toute première expérience de vol…

J’étais très jeune lors de mon premier voyage en avion, et la seule image que je garde de cette expérience est celle de mes deux frères jumeaux dans leur couffin durant le trajet. En revanche, je me souviens de mon deuxième voyage en avion : un LyonParis, à l’âge de 10 ans, que j’ai réalisé seule, sous la surveillance d’une hôtesse de l’air, avec fierté et excitation.

Auriez-vous une anecdote de vol à raconter à nos lecteurs ?

Ma meilleure expérience fut un Singapour-Paris en juin 2013. Alors que j’avais une infection qui commençait à se propager dans les veines d’un pied, j’ai été reclassée par chance de business en première, où j’ai pu dormir parfaitement allongée.

Qui choisiriez-vous pour concevoir l’avion de vos rêves, et à quoi ressemblerait-il ?

Pour moi, l’avion du futur s’inspire de Solar Impulse, l’avion de Bertrand Piccard.

Je pense qu’il faut être en harmonie avec la planète, s’inspirer du merveilleux livre scientifique que constituent l’univers, la planète, la nature, les êtres qui s’y sont développés au fil des siècles pour innover.

Pourriez-vous vous imaginer en pilote d’avion ?

Non, mais je rêve d’aller dans le cockpit lors d’un voyage en avion, car, comme je l’ai constaté en hélicoptère ou simplement en voiture, les sensations et le champ de vision d’un copilote sont sans comparaison avec celles d’un passager.

Your very first flight experience ever...

I was very young when I took my first flight on an aeroplane and the only memory I have of this experience is the image of my twin brothers in their Moses basket during the flight. I do remember my second flight, though: I was only 10 years old and was proud and excited to be flying alone from Lyon to Paris under the watchful eye of a female flight attendant.

Please tell our readers an anecdote during a flight!

My best experience was a flight from Singapore to Paris in June 2013. I had an infection at the time that was starting to spread through the veins of one foot and luckily managed to get upgraded from business to first, meaning that I got to stretch right out and enjoy a perfect sleep.

Who would you choose to design the aeroplane of your dreams and how would you expect the plane to be?

For me, the aeroplane of the future would have to be inspired by Bertrand Piccard’s plane Solar Impulse. I think we have to respect the planet and take inspiration from the wonderful living science book that the universe, the planet, nature and the beings that have evolved here over the centuries represent when it comes to innovation.

Could you imagine yourself as a pilot?

No, but I do dream of visiting the cockpit during a flight because, as I have observed when travelling in a helicopter or even just by car, the sensations and the range of vision you experience as a passenger pale in comparison to those you get as a co-pilot.
