The 8th edition of the LuxFilmFest promises two weeks’ worth of festivities, with participant number having reached a record of some 29,300 in 2017, enabling the festival to consolidate its position as Luxembourg’s leading cinematic event. he National Museum of History and Art (MNHA) is hosting the exceptional Drama and Tenderness - Flemish, Spanish and Italian Art of the Baroque exhibition. The fruit of a joint initiative between Antwerp’s Royal Museum of Fine Arts and the MNHA, in partnership with two prestigious European private collections, this exhibition looks at the relationships that various Baroque artists had with their place of birth and the multiple interregional and indeed international influences that they were subjected to. The exhibition therefore highlights the long-unrecognised similarities between Flemish art, on the one hand, and Spanish and Italian art, on the other, through a series of thirty or so pieces spread between three rooms. The exhibition also masterfully illustrates the often-opposing trends for the dramatic presentation of a scene and the representation of poetic sentiments evoked by the use of harmonious colours. The display offers a preview of the new permanent exhibition to be staged at Antwerp’s Royal Museum of Fine Arts, which is set to reopen in 2019.

e Musée national d’histoire et d’art (MNHA) pré­sente l’exposition exceptionnelle Drama and Tenderness Flemish, Spanish and Italian Art of the Baroque.

Née d’une initiative commune du Musée royal des beaux-arts d’Anvers et du MNHA, en partenariat avec deux prestigieuses collections privées europé­en­­­ nes, cette exposition aborde le rapport qu’entretenaient diffé­ rents artistes baroques avec leur lieu de naissance, mais aussi les multiples influences interrégionales et internationales qu’ils subissaient. À travers une trentaine d’œuvres réparties dans trois salles, l’exposition met ainsi en avant des similitudes longtemps méconnues entre l’art flamand d’une part, l’art espagnol et italien de l’autre. Les tendances – souvent opposées – de la présentation dramatique d’une scène et de la représentation des sentiments poétiques évoqués par l’harmonie des couleurs sont magistralement illustrées dans l’exposition.

L’accrochage donne un avant-goût de la nouvelle présentation permanente au Musée royal des beaux-arts d’Anvers qui rouvrira ses portes en 2019.

Roberto Fani

À la tête du restaurant qui porte son nom, le chef Roberto Fani vient de décrocher une étoile au guide Michelin, à peine 18 mois après son ouverture.

Le guide Michelin a consacré la cuisine de Roberto Fani en lui accordant une étoile. Le guide souligne « une cuisine italienne très raffinée et généreuse ». Le chef recherche les meilleurs produits et puise dans la tradition pour l’amener à un haut niveau gastronomique. Tout est fait maison : les pâtes, le pain, les mignardises...

Roberto Fani a ouvert un premier restaurant dans les années 1990 en Ombrie, puis une trattoria.

Il travaillera ensuite comme consultant et c’est ce qui l’amène à Luxembourg en 2015, pour l’ouverture du Divino. La possibilité de lancer son affaire le fait rester au-delà de sa mission pour ouvrir Fani en avril 2016.

Chef Roberto Fani has recently been awarded a Michelin star for the restaurant bearing his name barely 18 months after it opened.

Roberto Fani’s cuisine has caught the eye of the Michelin guide team, who have awarded it a star.

The guide mentions its “very sophisticated and generous Italian cuisine”. The chef is seeking out the best produce and drawing on the culinary traditions to produce the very finest cuisine. Everything here is home-made: pasta, bread, petits fours...

Roberto Fani opened his first restaurant in Umbria in the 1990s, followed by a trattoria. He then went on to work as a consultant, which brought him to Luxembourg in 2015 when he opened Divino. The prospect of starting his own business led to him staying and opening Fani in April 2016.

The undercarriage enables the aircraft to roll along the ground and move around the runway, absorb the shock of landing and brake when on the ground.

Un train rétractable permet de diminuer la résistance à l’air de l’avion.

A retractable undercarriage helps reduce the aircraft’s air resistance.

Les pneus du train d’atterrissage s’usent et doivent être changés régulièrement, tout comme des pneus de voiture.

The tyres on the undercarriage suffer wear and tear and must be changed on a regular basis, just like the tyres on a car.

alling temperatures pose a serious threat to the homeless who risk freezing to death during winter. The Ministry of Family Affairs, Integration and at the Greater Region organises Wanteraktioun from ­­ 1 December 2017 to 31 March 2018 with the assistance of the Red Cross, Caritas and Inter-Actions, as well as over 100 volunteers. Luxembourg Airport gives Caritas access to operate a night shelter in Findel with 180 beds. Open from 7 p.m. to 9 a.m., it provides visitors with a place to sleep, an evening meal, breakfast as well as showering facilities. The Red Cross runs a day shelter in the capital that offers lunch, leisure activities and bi-weekly medical care, while Inter-Actions links people to appropriate support services where needed. For many, Wanteraktioun is a means to surviving winter: last year a daily average of 105-120 people were welcomed at the night shelter and 180-200 at the day shelter.

Du 1er décembre 2017 au 31 mars 2018, le ministère de la Famille, de l’Intégration et à la Grande Région organise la campagne Wanteraktioun avec l’aide de la Croix-Rouge, de Caritas, d’InterActions et de plus d’une centaine de bénévoles. L’aéroport de Luxembourg autorise Caritas à gérer un foyer de nuit de 180 places au Findel. Dans ce lieu ouvert de 19 h à 9 h, les sans-abri trouvent un lit, un repas chaud, un petit déjeu­­ ner et une douche. Dans la capitale, le refuge de la CroixRouge offre un repas à midi, organise des activités, et assure une assistance médicale bimensuelle. Inter­Actions oriente les personnes dans le besoin vers les services appropriés. Pour beaucoup, la Wanteraktioun est le seul moyen de survivre à l’hiver : l’année dernière, les foyers de nuit ont accueilli quotidiennement de 105 à 120 personnes, et les foyers de jour, de 180 à 200 personnes.

As long as it’s by the sea At which moment did you know you wanted to become an actor?

At a very young age, though I can’t pinpoint an exact moment. I was a very shy child who was often made fun of at school. When I’d get home, I would imagine I was someone else. I’d make up characters that were stronger and more assertive. That’s probably how the desire to become an actor was first born. But I didn’t tell my family any of this, it would have been frowned upon. So I had a number of other professions before becoming a full-time actor.

Which role would you have liked to play?

Maybe a role that Ventura, Noiret, Gabin, Serrault or De Niro might have played. And of course, King Lear, one of Shakespeare’s most demanding roles.

I’d really love that.

Do you prefer to be in front of the camera or on stage?

When I’m shooting a movie, I miss the stage and when I’m on stage, I miss the camera. But I like the big gap between the two.

What is your favourite movie and scene?

It’s hard to say, there are so many: La Strada, A Monkey in Winter, Coup de torchon… And then, there is Zorba the Greek. It’s a movie with poetry and hope, something we’re missing today.

From behind, the camera stops at her shoulders, which she bares, and then she undoes her hair and turns her head with that intense look. It’s beautiful.

I think what I say.

Which destination never fails to enthral you?

A place by the sea. I like taking off for somewhere far away without knowing exactly where I’ll end up or what awaits me there. But it has to be by the sea!

À quel moment vous êtes-vous dit que vous vouliez devenir acteur ?

Très jeune, mais il n’y a pas eu de moment précis. J’étais un enfant très timide dont on se moquait souvent à l’école.

Alors quand je rentrais, j’imaginais être quelqu’un d’autre, je créais des personnages plus forts, qui savaient tenir tête.

C’est sans doute ainsi que l’envie d’être acteur est née. Mais je n’ai rien dit de tout cela à ma famille, à l’époque ce n’était pas bien vu. J’ai donc exercé d’autres métiers avant celui d’acteur.

Quel est le rôle que vous auriez aimé incarner ?

Un rôle qu’aurait incarné Ventura, Noiret, Gabin, Serrault ou De Niro peut-être.

Et bien sûr, le Roi Lear, un des rôles les plus exigeants de Shakespeare – ça me plairait beaucoup.

Préférez-vous être devant une caméra ou sur scène ?

Quand je tourne, la scène me manque, et sur scène, la caméra me manque…

Mais j’aime le grand écart qu’il y a entre les deux.

Quels sont votre film favori et votre scène préférée ?

C’est difficile à dire, il y en a tellement : La Strada, Un Singe en hiver, Coup de torchon… Puis, il y a Zorba le Grec. Ce film a tellement de poésie et de rêve, et on en manque aujourd’hui. La scène où la veuve, jouée par Irène Papas, accepte d’accueillir Basil dans son lit est pour moi la scène la plus érotique du cinéma. De derrière, la caméra s’arrête à ses épaules, qu’elle dénude. On la voit dénouer ses cheveux, puis elle tourne la tête, et lance ce regard si intense… C’est magnifique.

Quelle destination vous fait rêver ?

Une destination où il y a la mer. Ce que j’aime, c’est partir loin, sans savoir où j’arrive ou ce que je vais y trouver.

e cinéma d’animation au Luxembourg a connu son heure de gloire en 2014 quand Mr Hublot, réalisé par Laurent Witz et Alexandre Espigares (Zeilt Production), remportait l’Oscar du meilleur court métrage d’animation. Les divers studios du pays n’ont cependant pas attendu cet événement pour produire une grande variété de films d’animation, que ce soit en 2D ou en 3D, des séries pour la télévision ou des longs métrages. « Quelque 200 à 250 personnes travaillent toute l’année dans le secteur de l’animation », commence Stephan Roelants, CEO de Melusine Productions et président de la Fédération des métiers de l’animation et de l’image virtuelle. « La réalisation d’un film d’animation exigeant une importante maind’œuvre, nous nous attelons à faire venir des talents à Luxembourg et les garder ici », confirme Régis Drujont, le manager du studio luxembourgeois Onyx. « Melusine Productions compte 45 employés, dont une trentaine depuis plus de 10 ans », ajoute son directeur.

Les films d’animation sont certainement les productions luxembourgeoises les plus vues dans le monde. C’est aussi un public qui se renouvelle de lui-même tous les cinq à six ans et pour lequel il faut toujours se réinventer. L’animation est un domaine particulier, puisque le travail peut être réparti entre divers studios dans divers pays, en fonction des compétences nécessaires et des coûts de main-d’œuvre. Luxembourg est actif dans toute la chaîne de fabrication, tant en 2D qu’en 3D. Préproduction, développement graphique

Un autre projet important a été lancé directement depuis Luxembourg par Bidibul Productions (en coproduction avec Superprod) : Croc-Blanc, d’après le classique de Jack London, avec ce chien-loup qui lutte pour sa survie sur fond de grands espaces sauvages, de vacarme des villes devenues prospères lors de la ruée vers l’or. C’est à Alexandre Espigares, un des réalisateurs de Mr Hublot, que la réalisation a été confiée. « Si le film est produit avec un partenaire américain (Big Beach), la liberté totale – autant sur les questions artistiques que techniques – a été laissée à l’équipe européenne », insiste le producteur, Lilian Eche.

Le film a été tourné en motion capture : de vrais comédiens évoluent avec des marqueurs sur eux – environ 50 chacun. Les 31 caméras enregistrent les trajectoires des points, et ces mouvements sont automatiquement « habillés » par les dessins des personnages, puis intégrés dans des décors.

Même le chien, Hermès, a eu droit à une combinaison avec des marqueurs. La musique du film a été en partie composée par Gast Waltzing, et l’enregistrement a été réalisé au Conservatoire de la Ville de Luxembourg par l’Orchestre philharmonique du Luxembourg.

Si le film fait déjà parler de lui parce qu’Angelina Jolie en est la productrice, il est avant tout une ode magnifique à la tolérance, la ténacité et le respect des femmes.

Coproduit entre le Canada, l’Irlande et le Luxembourg, The Breadwinner aura fait travailler les équipes luxembourgeoises pendant de longs mois, puisque les décors, réalisés en partie en aquarelles et sur papier, ainsi que les dessins des véhicules et le travail des ombres, mais surtout les 50 minutes de l’animation, ont été réalisés au Studio 352. Un travail qui a employé jusqu’à 40 personnes, échelonné sur un an et demi.

Modélisation et création d’objets, décors et personnages, travail des matières, ombrages, lumières, rendu… sont les étapes de travail qui ont été réalisées au Luxembourg dans les studios d’Onyx pour le film Drôles de Petites Bêtes, produit par Bidibul Productions. Inspiré par la série de livres éponyme d’Antoon Krings, le film s’adresse aux tout-petits autour des personnages qui leur sont familiers : Loulou le pou, Apollon le grillon, Mireille l’abeille et consorts. Le film a été

FÉDÉRATION DES MÉTIERS DE L’ANIMATION ET DE L’IMAGE VIRTUELLE Née en 2014, cette association œuvre à la promotion et à la défense du secteur de l’animation et compte une centaine de membres, tous métiers confondus. « L’animation luxembourgeoise a une bonne réputation pour la qualité des projets et du travail réalisé, notamment grâce au travail collégial des différents studios et à l’appui politique du Film Fund. » En effet, les films coproduits au Luxembourg connaissent d’excellentes carrières internationales, non seulement dans les festivals, mais également sur les grands et petits écrans. « La fédération, avec le Film Fund, s’attelle à construire un environnement efficace et fort avec une formation initiale pour les jeunes, à travers le BTS, et une formation continue pour les techniciens et artistes de studio », poursuit Stephan Roelants.

The various other animation studios around the country did not need any encouragement, however, they had been actively producing a wide variety of 2D or 3D animated films, television series and feature films for a while.

“Some 200 to 250 people work year round in the animation sector,” begins Stephan Roelants, CEO of Melusine Productions and chair of the Animation and Virtual Image Professionals Association. “The production of an animated film requires a large workforce so we are committed to bringing talent to Luxembourg and keeping it here,” says Régis Drujont, the manager of Luxembourg studio Onyx. “Melusine Productions has 45 employees, of which 30 have been with us for more than ten years,” adds its director.

Animated films are the most popular film productions to come out of Luxembourg. This sector’s audience changes every five or six years, so the sector has to keep renewing itself. Animation is very particular as a sector in which the work can be distributed between various studios in different countries according to the skills required and the costs of labour.

Melusine Productions has put the final touches to The Breadwinner, a stunning adaptation of Deborah Ellis’ novel directed by Nora Twomey. The film, which will be released in early 2018, follows Parvana, an 11-year-old Afghan girl who is forced to look after her family when her father is taken and imprisoned by the Talibans. The film has already been much talked about thanks to Angelina Jolie being its producer, but it is above all a magnificent ode to tolerance, tenacity and respect for women.

work to several Luxembourg teams for many months as the sets, created in part using watercolours on paper, as well as the drawings of the vehicles and the shadow work, but above all the 50 minutes of animation made here, were all created at Studio 352. This was a job that employed up to 40 people over a year and a half.

Everything, from the modelling and creation of objects, sets and characters to the work on materials, shading, lighting and rendering, was done in Luxembourg’s Onyx studios too in the case of the film Funny Little Beasts, a movie produced by Bidibul. Inspired by Antoon Krings’ series of eponymous books, the film is aimed at toddlers through familiar characters such as Loulou the louse, Apollo the cricket, Mireille the bee and others. The film was

also dubbed in Luxembourg and features the voices of Sascha Ley, Jules Werner and Leila Schauss and will be presented in the spring on Luxair flights destined for Cape Verde.

Another important project to come out of Luxembourg (co-produced by Bidibul and Superprod) is Croc-Blanc, based on Jack London’s classic tale of the wolf-dog fighting for its survival against a backdrop of large wild spaces and the bustling cities that had become prosperous during the gold rush. The project was entrusted to Alexandre Espigares, one of Mr Hublot’s directors. “ The film was produced with an American partner (Big Beach) but the European team had total freedom in terms of both artistic and technical issues,” says producer Lilian Eche.

Founded in 2014, this association works to promote and protect the animation sector and has 100 members across the different trades and crafts. “The Luxembourg animation community has a great reputation for the quality of its projects and the work carried out, most notably thanks to the collegiate work of the various studios and the political support of the Film Fund,” says Stephan Roelants, the Association’s current chair. In fact, the films co-produced in Luxembourg go on to have excellent international success, not only in festivals but also on the big and small screen.

The film made with motion capture saw real comedians performing while wearing sensors or markers (about 50 on each). Some 31 cameras recorded the actor’s movements and trajectories of the points and these were then automatically ‘dressed’ with drawings of the characters and integrated into sets. Even the dog, Hermès, was created through a series of markers.

hen Nicki Crush took over a s t he I nter n at ion a l School of Luxembourg’s director a little over two years ago, the plan was clear: to remain the first school of choice for families wanting an English-language education while strengthening ISL’s role as a centre of excellence. But even for an institution with a solid reputation like ISL, staying on top means constantly anticipating and adapting to new requirements. Through the recent years of structural development, during which a new lower school has been inaugurated and the upper school refurbished, the priority has therefore stayed the same: to offer students what they need to face a challenging and rapidly evolving world.

“The aim is to have happy, engaged and successful students,” says Nicki Crush, who was ISL’s upper school principal for over 20 years before she was appointed director. “We want them to be excited and

optimistic about the opportunities that await when they leave and not to be afraid of change. We want them to be well prepared for the future.” Last year, graduating students achieved a well above average 96% success rate for the challenging IB (International baccalaureate), a diploma that opens doors to the most competitive universities around the world. But long before the IB or the IGCSE exams, students are encouraged to explore all possibilities to their best advantage and develop their problem-­ solving skills. “We are fortunate to have a dedicated group of teachers who work every day on helping the students reach their full potential,” explains Nicki Crush. “Individualised and active learning is favoured and early on children are taught to think for themselves and ask the good questions. It’s important to offer a rounded education, where they also learn to be flexible and to make connections. These are skills they will take with them. And even when the students’

strengths aren’t all academic, we make the programme work for them.”

MODERNITY

This approach also entails offering an array of different opportunities for students to create and perform outside class and allowing them to participate in everything from international festivals for music, theatre and debate, to sporting events and maths competitions. Overall, ISL provides over 80 extracurricular activities that take place on campus. An offer widely appreciated by families, while also serving the school by maintaining the community spirit, despite ISL’s exponential growth.

The student body has increased rapidly throughout the years, and today 1,386 pupils of 51 different nationalities attend the school. Though it has not yet reached full capacity (1,416 students), there are waiting lists for most upper school classes and some lower school ones.

To cater for the growing number of students, ISL has expanded, redesigned and modernised its facilities extensively but has also introduced more languages in the curriculum (including an introduction to Luxembourgish in lower school and Spanish in the upper school) and has chosen to fully integrate ICT in the learning process.

Maker spaces can be found in the lower school, design technology has been introduced as a subject, an “#ISLConnects” area has been created where students can experiment with robotics and different design techniques, and in the upper school, a 1-to-1 programme has been installed, meaning that everyone comes to class with their laptop. “We want to give the children the opportunity to use technology in different ways and to feel safe in doing so,” tells Nicki Crush.

For first-time visitors, it is often the International School of Luxembourg’s premises that appeals and soften the blow of the rather high fees. It also has all you can wish for in terms of auditoriums, gymnasiums, libraries, cafeterias, music, art and theatre studios, design technology and science labs and classrooms with interactive whiteboards. However, the school community will tell you it’s the well-studied combination of educational approaches that makes ISL so special.

orsque Nicki Crush a pris la direction de l’International School of Luxembourg il y a un peu plus de deux ans, l’objectif était clair : rester l’école de premier choix pour les familles à la recherche d’une éducation internationale anglophone et asseoir l'ISL comme un centre d’excellence. Mais même pour une institution avec une solide réputation comme l’ISL, il faut sans cesse anticiper et s’adapter aux nouveaux besoins pour rester en tête. Durant les développements structurels des dernières années, qui ont vu l’inauguration d’un nouveau bâtiment pour l’école primaire et la rénovation de l’école secondaire, la priorité n’a donc pas changé : préparer les élèves à affronter un monde exigeant et en constante évolution.

« L’objectif, c’est d’avoir des élèves heureux, engagés et qui réussissent », dit Nicki Crush, qui était en charge de l’école secondaire à l'ISL pendant plus de 20 ans avant d’être nommée directrice. « Nous voulons qu’ils soient enthousiastes et optimistes quant aux possibilités qui les attendent lorsqu’ils partiront et qu’ils n’aient pas peur du changement. » L’année dernière, le taux de réussite au baccalauréat international – un diplôme qui ouvre les portes aux universités les plus prestigieuses dans le monde – était de 96 %. Mais les élèves sont déjà encouragés à explorer toutes leurs possibilités et développer toutes leurs compétences bien avant d’entamer les examens de l’IB et de l’IGCSE. « Nous avons la chance d’avoir des enseignants dévoués qui travaillent chaque jour pour les aider à atteindre leur plein potentiel, explique Nicki Crush. L’apprentissage individualisé et actif est favorisé et les enfants apprennent très tôt à penser par eux-mêmes et à poser les questions qui les font avancer.

Il est important de leur offrir une éducation globale et de leur apprendre à être flexibles et à établir des liens. Ce sont des compétences qu’ils emporteront avec eux. Et même lorsque leurs points forts ne sont pas seulement académiques, nous faisons en sorte que le programme fonctionne pour eux. »

MODERNITÉ

Cette approche consiste également à proposer aux élèves de nombreuses occasions pour se déployer en dehors de la classe et de participer par exemple à des festivals internationaux de musique, de théâtre et de débat ou encore à des compétitions sportives et de maths. En tout, l’ISL offre plus de 80 activités extrascolaires, qui ont toutes lieu sur le campus. Une offre largement appréciée par les familles et qui sert également l’école puisque cela contribue à garder un esprit de communauté, tandis que l’ISL s’agrandit.

Le nombre d’élèves a en effet augmenté en continu au fil des ans : on compte aujourd’hui 1 386 élèves de 51 nationalités différentes et bien que l’école n’ait pas encore atteint sa pleine capacité (1 416 élèves), il existe des listes d’attente pour la plupart des classes secondaires et certaines classes du primaire.

Afin de répondre au nombre croissant d’élèves, l’ISL s’est élargie, rénovée et a modernisé ses installations de façon conséquente, mais a également introduit davantage de langues dans les programmes (comme une introduction au luxembourgeois au primaire et l’espagnol dans le secondaire) et a choisi d’intégrer pleinement les TIC dans le processus d’apprentissage. Des maker spaces sont ouverts dans l’école primaire, la technologie du design a été introduite comme matière, un espace « #ISLConnects » a été créé pour que les élèves puissent expérimenter avec la technologie et dans l’école secondaire le pro-

here are many ways of making a difference. For several decades, TFC has done so by rendering flying safer for millions of unknowing passengers worldwide. Specialised in designing and producing training equipment for cabin crews, the company provides major airlines with custom-built simulators. The trainers allow pilots and flight attendants to practise safety procedures and emergency evacuations in a realistic setting and real-life conditions, which enhances the quality of practical training tremendously.

Founded more than 30 years ago, TFC has acquired a leading position in a niche market through innovation and constant adaptation, but also by keeping the family company spirit alive. “Within a small tight-knit company like ours, we all know each other. We are part of the same family, each with our own strengths and weaknesses. All departments work in close collaboration. Building on everyone’s strong points and always keeping communication open enhances the team spirit and provides us with what it takes to compete in an international market,” explains Mark Goossens, TFC’s current managing director, who joined the company in 2014.

UNIQUE SIMULATORS

Each simulator and trainer that leaves TFC’s production unit in Germany is unique, having been conceived to cover the specific needs of each airline. “Most of our customers just have a broad concept of what they require, as they only order such a device every 10 to 15 years”, tells Mark Goossens. “During the acquisition phase we provide various layout options and after open discussions with the customer, the It takes up to a year from design to final delivery of a simulator.

One will require a lot of technical features, another special colour or lighting requests. There are differences in size, layout, configuration for example of the galleys, location of fire/smoke simulations, etc. Beyond that there are different types of aircraft too: Airbus (A320/321, A330/340, A350 and A380), Boeing (B737, B747, B757, B767, B777 and B787 Dreamliner)…”

Luxair received its impressive trainer from TFC – made from a Boeing 737600 NG cockpit which used to belong to Scandinavian Airlines and a Boeing 373600 NG fuselage formerly operated by Austrian Airlines – at the end of last year. “The Luxair Cabin Emergency Evacuation Trainer (CEET) is very special as it combines safety

It has all the advanced features for emergency training and can be used as a service trainer with functional ovens, coffee makers and so on at the same time,” says Mark Goossens. “Among other special trainers we’ve designed is the Bombardier CSeries for Swiss, as it was made while the real aircraft was still on the drawing board, which was also the case with the first A380 trainer we built for Airbus nine years ago.”

The key for TFC’s success lies not only in its capability to adapt to various demands. The company also makes sure to always stay ahead when it comes to the newest technolo­gies. “Everything in the trainers is controlled by software – more so than in a normal aeroplane,” notes Mark Goossens.

Grâce au développement permanent dans ce domaine, les compagnies aériennes disposent aujourd’hui de scénarios de formation plus souples et mieux adaptés à leurs types d’avions et leurs procédures spécifiques. » La prochaine étape que TFC s’apprête à franchir sera d’introduire des simulateurs 3D virtuels pour tablettes et ordinateurs, afin que les équipages navigants puissent se familiariser avec le fonctionnement des portes et des toboggans, l’emplacement des extincteurs, les équipements d’urgence, les procédures de communication, etc. avant les exercices d’entraînement réels. « Un tel repérage au préalable de l’appareil et des procédures à effectuer permettra de gagner du temps dans les simulateurs et d’améliorer la connaissance de l’avion et le niveau de la formation. L’e-learning combiné à une formation pratique, c’est l’avenir. Toujours avec le même objectif : rendre le transport aérien encore plus sûr. » 

heck out the Museo de Historia de Madrid with its beautiful Baroque entrance to a rose-coloured museum, the cavernous slightly stuffy space was once an orphanage and gives an excellent overview of the history of Madrid from the time of the Moors up to the end of the 19th century. For a more contemporary vibe, the Conde-Duque cultural centre housed in the massive 18th-century royal barracks holds fashion shows, dance, concerts and avant-garde art exhibitions. Just around the corner the stunningly stylish Museo ABC which specialises in graphic art and illustration is housed in the former Mahou brewery.

Located in the Arganzuela district in the south of Madrid, Mercado Matadero is the city’s former slaughterhouse built between 1910 and 1924. The complex, an outstanding example of industrial architecture, is now one of the city’s cultural hotspots hosting cinema, photography and theatre events and an important attraction point on the newly redeveloped riverfront, Madrid Rio.

RANKING LUXEMBOURG ATTRACTIVE FOR TALENT

AIR FREIGHT HORIZON CLEARED FOR CARGOLUX

The air cargo company has reported a bullish business environment and higher business volumes, allowing it to return to growth (an increase of $100 million with respect to 2017 budget estimates has been announced) and to envisage hiring 59 new pilots and 40 ground staff. Cargolux currently employs 469 pilots and some 950 people on the ground in Luxembourg.

Global rules now ensure that savings information is sent to each client’s home tax office. Most Luxembourg banks have made a successful transition to the post fiscal-secrecy world. There are now new pressures from rising consumer expectations and fresh regulatory demands.

espite pure banking secrecy having come to an end, Luxembourg’s private banks have managed to thrive, continuing to serve their wealthy clientele. First, an EU savings directive was introduced in 2015, introducing an automatic exchange of savings information with tax offices. Then, the OECD’s Common Reporting Standard arrived in 2016, requiring similar procedures on a global level. Ending fiscal secrecy hit some banks hard, but a majority has been able to adapt. The Luxembourg Bankers’ Association’s (ABBL) Private Banking Group points to a near 20% increase in the amount of assets being managed here by private banks over the last ten years.

This figure is broadly in line with inflation.

CHANGE OF FOCUS Greater focus is now on serving the wealthiest clients. Basic tax avoidance was generally practised by savers with relatively moderate wealth of a few hundred thousand euros. Mostly, these people were motivated by the desire to keep their savings hidden from tax inspectors. The very wealthy, on the other hand, have wider concerns of organising their internationally held assets as efficiently as possible. These assets need managing in the most efficient way possible, keeping taxes to a minimum, and maximising investment returns.

Luxembourg also offers geographical diversification. Clients may already have accounts elsewhere around the world, but they may want a base in the eurozone.

Also, banking secrecy remains in force. There are no longer any secrets from the tax office, but many people have all kinds of reasons for holding their wealth privately.

Smaller savers have either left Luxembourg private banks on their own, or have been actively encouraged to leave. Conversely, more effort has gone into attracting and retaining wealthy resident, regional and international clients.

So-called high net worth individuals (with assets of €1m or more) now account for 88% of all private banking clients in Luxembourg, say the Private Banking Group. This is up from 76% in 2011.

The country’s private bankers are being helped by a global increase in the number of high net worth clients, rising from 10.9m in 2010 to 15.4m in 2015 said the World Wealth Report by the consultancy Capgemini. About a quarter of this growth came in Europe, but with the largest increases seen in the Asia/Pacific and Middle East regions. Respectively, assets from these regions rose by 9.5% and 8.1% in 2016, said the Boston Consulting Group. These figures approach three times the growth rate seen in Europe. Luxembourg private banks are feeling this effect, with wealth from clients

based outside the EU now representing nearly a third of all assets in 2016, 11 percentage points more than in 2011. But clearly, the EU remains the main market.

MORE COST AND COMPLEXITY The sector had years to adapt to the fiscally transparent environment, but at a cost of substantial expense and effort. “The only ‘surprise’ if any, is the complexity of the combined changes to the data processing systems,” noted Alain Hondequin, General Counsel Business Clusters with the ABBL.

Exchanging information with international tax offices, and the US FATCA anti avoidance regime are technically tricky to comply with. “The complexity of managing data has been, and will continue to be, a challenge,” Hondequin added.

As well as making strategic changes, banks have had to adapt to a world of low interest rates that make it tougher to produce investment returns for clients.

At the same time, banks are challenged by new rules on antimoney laundering, data protection, payment services, and consumer protection, as well as regulations to make banks more financially resilient. Regulation accounts about a third of all investment by Luxembourg banks, or half for smaller banks. This is a conclusion of a recent study by the ABBL and the consultants EY. “One of the most costly regulations is Mifid II. It is a dramatic game changer and has a major impact on the securities trading value chain, trade execution, investor protection, reporting and product distribution,” noted Hondequin about the second version of the EU’s Markets in Financial Instruments Directive. The 1.4 million paragraphs of this regulation are designed to increase competition and boost investor confidence, but they have many in the industry scratching their heads.

Changing rules on how financial advisers charge for their services is the aspect of Mifid II which will affect most how private banks interact with clients.

Currently, fees are wrapped up with commission on the sale of financial products recommended to clients. Given the potential for conflict of interest, the EU decided to act. Thus, from January 1 next year, these “inducements” will be

banned. All financial advisers will instead have to charge fees akin to those levied by lawyers or real estate agents. This will apply across Europe, including Switzerland. This will knock a dent in how private banks make their money, but the industry is relatively relaxed. The UK, the Netherlands, Sweden and Switzerland have already introduced similar rules, and there was broad success in preparing clients for the new arrangements.

So far no clear strategy has emerged in Luxembourg, with some advisers considering charging by the hour, while others are eyeing performance fees on investment returns. “While some clients may frown on the process of another review of their investment profile, the benefits they derive are considerable,” commented Hondequin.

More, regular information on investments and costs could help clients feel in control if these advantages are explained well.

“There will be enhanced transparency per transaction on all costs and charges incurred,” he added.

NO BREXIT EFFECT YET One area where little change is expected is Brexit. Although the Luxembourg financial industry as a whole is seeing new jobs being created in the Grand Duchy, private banking appears unlikely to see much change. “According to our research, direct impact for UK resident clients booked in Luxembourg would appear to be relatively limited since most wealth management clients are operating on an international basis anyway,” Hondequin noted. Indeed, he sees evidence that Brexit is encouraging some international groups to upgrade their operations in the UK to service UK-based clients. Still,

he doesn’t rule out UK providers increasingly using Luxembourg as a eurozone hub. Indeed, in October Citigroup announced that it would move its private banking booking centre to the Grand Duchy in the event of a “hard” Brexit.

Years of adaptation to international rules have been costly, and a continual, substantial adjustment in strategy and policies is required. However, the industry is hopeful that these changes will send a positive signal to clients about how private banks are seeking to provide value for money. 

No matter the size of the business, CYBERSECURITY cannot be ignored. Although they may have more limited resources, SMEs should not overlook risks and, as Securitymadein.lu CEO Pascal Steichen explains, there are simple measures SMEs can take to get the support they need.

n 13 May, the main online source for cybersecurity in Luxembourg, Securitymadein.lu, issued a warning about WannaCry, a ransomware that affected an estimated 300,000 computers in some 150 countries worldwide, including in Luxembourg.

Experts in Securitymadein.lu provided concrete measures local companies could take to prevent the ramifications of the malicious software, including alerting employees not to open unknown senders’ attachments, encouraging IT to perform regular backups and make sure patches were installed, among other tips.

The warning was issued for a good reason: the ransomware--which demanded a $300 to $600 payment per infected computer in exchange for the data held ransom--hit the internal network of Britain’s National Health Service (NHS) particularly hard, resulting in cancelled operations, unavailable records, even patients being diverted. At the time of writing, law enforcement authorities were still trying to track the owners of the £108,000 withdrawal of bitcoin paid by the ransomware’s victims, according to The Guardian.

ging,” says Pascal Steichen, CEO of Securitymadein.lu, adding: “With increased digitalisation, the impact is more physical than before.”

THE HUMAN FACTOR In 2016, Securitymadein.lu dealt with around 1,000 cybersecurity cases, according to Steichen, and the mix was broad when it came to the impact of each case. While some cases were the result of technical vulnerabilities, many were related to human vulnerabilities.

Criminals, as Steichen points out, are increasingly trying to trick humans, not computers: “They try to manipulate people through social engineering: emotions are tricked to make the intrusion or hack possible.”

Small- and medium-sized enterprises (SMEs) tend to have more limited resources (human, financial, etc.) than larger companies, and the result is that they may not as effectively be able to establish procedures or invest in IT protection--in rare cases, SMEs “don’t think they could be targeted”.

While Steichen says SMEs are more prone to “opportunistic attacks”, they nevertheless have at least one main advantage: in smaller companies, people tend to know each other better, meaning it’s less likely criminals will succeed in impersonating, for example, a general manager to call an accountant and request an urgent payment. He says titles are being abused to a greater degree in larger companies, where more complex hierarchical structures and simply more people can make it difficult to authenticate an identity.

might need to be analysed, although this generally only happens in official cases, e.g., when a complaint is filed at the police level. But filing a complaint still is the responsibility and decision of the victim.

SIMPLE MEASURES FOR SME S In addition to serving as a response centre for cyber threats and incidents, Securitymadein.lu also provides cyber awareness and security enhancement services to help mitigate risks and develop internal policies and safeguards, mainly per international references such as ISO 20001.

“We train and empower companies after an incident is managed so they know how they can train [employees],” Steichen says.

But it goes beyond that; prevention is, of course, key. SMEs can, for example, take advantage of Luxinnovation’s Fit4Digital programme, which helps companies through their digital transformation.

As Steichen says, “there are a lot of opportunities for becoming more digital, and we do security diagnoses, which is a free, two-hour discussion based on a questionnaire where we try to identify the status of the company with respect to cybersecurity, [after which] a company gets a report [on the findings which they] can use as a sort of handbook”.

The service, supported by the Luxembourg Ministry of Economy, is available in English, French, Luxembourgish or German, depending on the company’s requirements. Steichen says they wanted “to get companies to get away from fear and break the ice, with a few practical recommendations that can be done relatively fast without a lot of investment”.

From there, companies can address the existing market and find consultants or service providers relative to their needs in order to delve deeper into a particular area or to assist them with the implementation of a strategy.

LUXEMBOURG’S FIRST CYBERSECURITY WEEK Over the course of 16-21 October, key players in Europe gathered in the Grand Duchy for new and enforced opportunities at both the national and international level to further position the country as a key cybersecurity player and attract start-ups, investment and talents.

The week took place within the framework of the European Cybersecurity Month and was combined with the Hack.lu conference, which had been taking place for over a decade prior to this year’s event.

Steichen says, “we chose to give the audience from abroad a full week of events, conferences and workshops, and all these initiatives [so they could] have a good overview

of what’s happening in Luxembourg”.

Topics ranged from privacy and technical security aspects to HR and new talents in cybersecurity.

October was exciting for Securitymadein.lu as well, when it kicked off the C3 competence centre, aimed more on the human aspect--training and awareness, for example.

C3 has three pillars: to observe ongoing threats by collecting data and helping businesses protect themselves; extensive cybersecurity training; and a test space for new products and prototypes, which should be ready by 2018.

In the latter, companies have the chance to simulate “real” attacks in a safe environment.

“What we want to achieve with this C3 competence centre is to make it all more usable for companies which themselves don’t have expertise internally,” says Steichen. “ The idea is to define different scenarios based on what we have seen, to validate or test their setups and then, of course, to foster continuous improvement.”

There is a widespread perception that some international businesses do not pay enough taxes. Global action seeking to regulate the tax environment has resulted.

This has had implications for countries, such as Luxembourg, that specialise in cross-border business. How are these rules working and what lessons can be drawn?

very country has its own detailed tax law, and when businesses operate internationally, managing the different tax liabilities becomes complicated.

Companies generally seek to pay as little tax as possible, as this boosts profits (which can be used for future investment) and it helps to keep prices lower. Several countries around the globe have become favoured destinations for corporate headquarters, with Luxembourg, the Netherlands and Ireland often chosen by businesses that need an EU base.

The view has grown that such activity is unfair. Some argue that by operating on an international scale, large businesses are put at an advantage by being able to avoid tax that smaller firms are obliged to pay. Others argue, however, that tax is not actually avoided, but is delayed. An international firm may acquire reserves, but eventually these will be devoted to new investment or will be paid as dividends to shareholders.

In both these cases, taxes will be generated, as well as investment being injected into the global economy.

Whatever the nuances of this complicated argument, the G20 group of the world’s largest economies called for action designed to counter so-called “base erosion and profit shifting” (BEPS).

A regulatory framework was agreed in 2015 by the OECD club of rich nations. This plan was designed to prevent firms from “artificially shifting profits to low or no-tax locations”. These guidelines have since been adopted by more than 100 countries and jurisdictions, including Luxembourg.

We spoke to Wim Piot, managing partner and tax leader with the consultancy PwC Luxembourg to gauge the implications.

What has been the effect of BEPS in Luxembourg?

Generally speaking, multinational companies have become more strict in their tax planning, and more conscious of the need to put in place more substance [i.e., activity that has an economic and organisational purpose aside from reducing tax liabilities].

Of course this was of interest before BEPS, but this has risen in importance. Thus after reviewing their operations, some firms have decided to withdraw from Luxembourg. Others have increased their activities here.

In a way, this is akin to Brexitrelated activity, which is also leading to firms bringing activity into the EU27. We have no direct figures on how many businesses have left, or how much new activity has been generated.

But indirectly, we can see that

our tax consulting activity within PwC has grown considerably in recent years.

How do firms know what amount of substance will satisfy regulators?

This is a very important question to which there is still no clear answer. There are no official guidelines or rules in any of the BEPS action points, nor has there been guidance from the OECD or the European Commission.

However, there has been some national case law. On this basis we generally advocate having qualified people working in Luxembourg who fully understand the company and the risks it is taking. These people need to be able to take important, informed decisions. This would normally include the company board meeting in the Grand Duchy at least once every quarter. We think this is probably enough to satisfy substance tests, so there is no need to put dozens of new staff on the payroll. That said, several large companies have established major offices here, with dozens of staff working in operational departments. However, for companies where Luxembourg doesn’t fit their strategy, then they close.

What do you anticipate will be the next moves by legislators and regulators?

It’s hard to say because we are currently in the implementation phase. BEPS has yet to be translated into EU law, with the Anti-Tax Avoidance Directive (ATAD) due to come into force on 1st January 2019. It contains legally-binding anti-abuse measures. As well, the illegal state aid decisions by the Commission are being tested in the courts.

[Several countries have been penalised in recent years for allegedly taxing companies too little under EU anti-state-aid law.

These decisions are being appealed at the Court of Justice of the European Union.] We have no indication whether there will be more of these cases in the future, but companies are aware of the potential risks and are planning accordingly.

The early signs are that BEPS is having little effect reducing tax planning. Do you see any thoughts among decision makers that it may be counterproductive?

There’s little sign of that at the moment. But it is true that BEPS has

created substantial complexity and a mass of paperwork. There are 15 action points, rules on hybrid structures, permanent establishment and so on. This complexity is bad for large companies, but it is particularly difficult for smalland medium-sized companies looking to grow and invest internationally. Also, BEPS is actually having the effect of increasing tax competition, one of the initial motivations for the policy. BEPS is increasing effective tax rates, and because countries are keen to attract private investment, this is driving countries across the globe to cut corporation tax.

What would you advocate in the short term to ease the situation?

If the law makers insist on more complexity then they need to offer the option of more transparency to businesses. There needs to be dialogue between international businesses, regulators and tax offices. Firms need to be able to describe their intentions and then the authorities should be able to give a view of whether what is being planned is acceptable, or suggest changes. Mandatory

binding arbitration would also be a positive step. Two countries might claim a right to tax a company, and a quick arbitration procedure would give more certainty and transparency.

We are seeing moves towards this, but so far they are baby steps.

Do you think governments understand the economic implications of BEPS? Our economies need new investment, and BEPS is making it more complicated for companies to take the steps which will grow economies and create jobs.

Perhaps the most illustrative case is that every government talks about the need to grow the digital economy and boost efficiency through technology. Yet there has been a lot of talk recently in the EU about finding ways to tax international internet companies.

Yes, these companies have a lot of activity where they are not present, but to a large extent that is why they are able to generate efficiency gains. But we understand this is a politically sensitive issue, so it is difficult for legislators to steer a clear path. 

How do you define high-end property nowadays: is it the finishing of apartments and quality of individual homes? Or the quality of life and a way of living, like being able to avoid congestion? Thomas Fairfax-Jones, founder and CEO of Fare Real Estate, weighs in.

homas, how has demand for high-end property in Luxembourg changed over time?

Luxembourg used to have a purely agricultural economy with many nationals emigrating to the US, for instance, until the discovery of iron in the 1870s triggered the first positive migration toward Luxembourg. In 1985, with the signing of the famous Schengen Agreement and the consequent joining to the euro, the proportion of foreigners grew to 30%. I remember a lot of development in the 1970s, which has continued to this day. From 1999 until about 2010, we went from around 30% to 43% of foreigners in Luxembourg, and now, we’re at nearly 50% in 2017, which in my view is quite phenomenal growth.

Up until around 2000, you had normal, little houses with a garden and so on, but after 2010, there was an issue with density and managing the available space. Now, for example, you can see the first towers rising for residential purposes around Luxembourg City.

How does Luxembourg compare to other cities or countries when it comes to high-end property?

If we compare it to Britain, I think Luxembourg has better quality construction. For example, some builders still use singleglazed windows – this is also true

if you compare with properties just across the border.

With Luxembourg City, you have to compare like-for-like.

Luxembourg is similar to Dublin, Frankfurt or London, but without a metropole: we don’t have skyscrapers, although they’re slowly coming, and that’s where the history of Luxembourg is important.

Luxembourg is considered by some to be expensive, but in fact, some parts of Berlin or central Rome are more expensive. Compared with Zurich, Luxembourg is a blessing!

If you look at London and someone working in an average job, they can’t afford to live in central London, they may spend at least two hours on the Tube each day. It’s difficult for authorities to keep prices under control because people want to live close to their workplace or near the centre, where they can walk to get their bread or milk – but residents must pay a price for that.

Having high-end houses with large properties isolated somewhere is reasonably rare in Luxembourg.

Except in the agricultural business, you don’t get authorisation nowadays to build a house in the middle of nowhere. High-end, secluded properties are therefore very rare on the market.

Another interesting phenomenon is that houses built in the steel area, in Limpertsberg for example, are today luxury homes, like the mews in London. Owners have benefited from significant increases in valuation over the last ten years.

There’s plenty of development on Kirchberg and the Cloche d’Or. What other developments or phenomena are you witnessing?

There’s very strong residential development all around Luxembourg City, ongoing as we speak. In Gasperich, they are building upward, while in Belair, there is a growing mix between family houses and apartments. Bonnevoie and Howald are other areas to consider when purchasing here in the city.

And on the construction front?

Luxury will not necessarily be about the size of land anymore. In the end of the 1960s and 1970s, people were buying plots of about 15 ares, now you are lucky to get a piece of land of 3 or 4 ares, especially in town – and it’s really high-end if you get anything between 4-7 ares.

If an expat is moving to Luxembourg, what other considerations should be taken into account?

I do believe people coming into Luxembourg need to change their vision of the ideal place to live.

One of the first questions we ask expats is where they are going to work and where their kids are going to school. We’ve actually seen people leave Luxembourg again because they couldn’t get their kids into an international school here. Congestion is also becoming an increasingly important consideration when buying a place. What normally takes 20 minutes to get into town could take an hour or longer. People should think about where they are going to work and also check with their employers that the workplace won’t move within a year.

Are you witnessing new trends then as a result?

For Luxembourgers, there is a strong culture of owning your house. Renting has grown as housing has become less accessible.

When we look at the 1960s-1980s, it was normal for parents to give their children a plot of land when they got married. Today, it is quite a struggle to get a plot of land if you don’t have it in the family, and it can be even more of a struggle to get authorisations for construction. So we’re shifting into denser buildings with more peo-

ple – an apartment culture – and the leasehold concept is slowly settling in.

Leasehold exists a lot in the UK but not so much in the Grand Duchy. I remember talking about leasehold ten years ago, and people were looking at me, wondering what I was talking about.

Don’t forget, aristocrats had all this land and so on, but suddenly they didn’t have enough money in the bank, so they were clever and invented leasehold.

It’s not a habit for general promoters in Luxembourg because it isn’t yet part of the thinking, but I believe it’s on its way.

You also see more flat-sharing: although many landlords are still afraid of it because of issues with bank guarantees. Legal protection provided by the law needs to be developed in line with the growth in this sector.

What about services related to high-end property?

Statistics show that energy in Luxembourg is about 40% cheaper than it is in Denmark and Germany, but around the same as Norway and Finland. In terms of furnished accommodation, Luxembourg is more expensive than Switzerland, France and Ireland, but cheaper than Belgium or the Netherlands.

For restaurants, we are cheaper than Scandinavia, but around the same price as the UK, Ireland, Austria and France.

All this is only pertinent if you look at purchase power. Our purchase power is high; we are close to Ireland, but well above our three neighbouring countries.

All in all, Luxembourg is a comfortable place: we are modernising constantly, and politicians are doing their best to keep up the good work, but of course there is

still more to be done. If Rome wasn’t built in a day, certainly Luxembourg wasn’t either!

So you’re optimistic about the future? And is development keeping pace with the international appeal to attract new business?

A lot is happening here, and we have the big advantage of being a small country. It isn’t too bureaucratic either. Luxembourg has a lot going for it: it will be a good change when the tram is connected to the main railway station, and I think Bonnevoie all the way to Howald will see the next big developments.

Luxembourg’s prosperity is also based on many new people coming into Luxembourg and therefore, the government is unlikely to slow down the pace of population growth. I think the next ten, even five years, will be quite exciting because so much is in the pipeline. 

Boeing-Luxair : 40 ans d’histoire !

On 2 December, Luxair and Boeing celebrated 40 years of collaboration. In 1977, Luxair received its first Boeing 737, named Prince Guillaume and registered as LX-LGH. The first flight was operated on 18 December 1977 to Las Palmas and Tenerife. Since then, Luxair has operated flights in Boeing 737-200, 737400, 737-500, 747SP, 767-300 and 707 aircraft. Today,

Various special events have been organised to celebrate this partnership, including an exhibition at Luxembourg airport, and a special anniversary flight to Tenerife in the presence of Hubert Descharrières, pilot in command when the very first Boeing 737-200 was flown from the Seattle Boeing factory to Luxembourg.

Le 2 décembre dernier, Luxair et Boeing ont célébré 40 ans de collaboration. En 1977, Luxair recevait son premier Boeing 737 baptisé Prince Guillaume et immatriculé LX-LGH. Le premier vol commercial fut opéré le 18 déce­mbre 1977 vers Las Palmas et Tenerife. Depuis lors, Luxair a opéré des Boeing 737200, 737-400, 737-500, 747SP, 767-300 et 707. Transport of liquids in aircraft cabins: liquids, creams, aerosols, perfumes, sprays, pastes, gels… must be presented at security check-points in a trans­ parent plastic bag (ex: freezer bag) of a maximum capacity of one litre (around 20cm×20cm). Each liquid container cannot exceed 100ml and all containers must fit in the closed bag. Only one bag per passenger is allowed. Containers over 100ml are not allowed in the aircraft cabins but may be carried in the luggage hold.

Luxair operates a young fleet with constantly optimised flying procedures.

SAFETY COMES FIRST For your own safety, we would like to inform you about applicable rules on our flights and to remind you that the instructions of the crew have to be followed.

Please, note that: - all Luxair flights are strictly non-smoking (including electronic cigarettes); - the use of handheld games, media players, hearing aids, pacemakers or cameras is authorised during all flight phases (take off, landing and in flight); - the use of remote control toys, personal air purifiers, two-way radios or transmitters is prohibited during all flight phases (take off, landing and in flight); - the use of all laptops is prohibited during take off and landing; - devices that transmit or receive calls or texts must remain switched off during the flight.

Exception: Devices equipped with a flight mode, which must be enabled prior to departure. Devices not equipped with a flight mode must be switched off. Following captain instructions, the crew can ask to stow away and/or switch off your electronic devices at any moment due to specific operational requirements.

CONSUMPTION OF ALCOHOL Consumption of alcohol aboard a Luxair aircraft is only allowed if beverage is delivered and served by Luxair crew. Alcohol that has been purchased in the Tax Free Area of the departing/transit airport has to be kept within the sealed transparent Security Tamper Evident Bag (STEB) delivered at the counter of the tax free shop until arrival at destination airport. The crew will refuse and prohibit the service of alcoholic beverages to passengers aged under 16 as they are not allowed to order or consume alcohol.

Suite aux instructions du commandant de bord, le personnel de bord peut vous demander de ranger et/ou d’éteindre vos appareils électroniques à tout moment en raison d’exigences opérationnelles spécifiques.

LA CONSOMMATION D’ALCOOL La consommation d’alcool à bord d’un avion Luxair est uniquement autorisée si la boisson est fournie et servie par le personnel navigant Luxair. Des boissons alcoolisées achetées dans l’espace hors taxes de l’aéroport de transit ou de départ doivent être conservées à l’intérieur des sacs transparents scellés (STEB) fournis au comptoir du magasin hors taxes jusqu’à l’arrivée à l’aéroport de destination. Le personnel navigant refusera et interdira le service de boissons alcoolisées aux passagers de moins de 16 ans, ces derniers n’étant pas autorisés à en commander ou à en consommer.

The passengers’ rights: If your flight is cancelled or significantly delayed, or if you are denied boarding on the flight you have reserved, the transpor­t ing air carrier is required to respect your rights under the European Regulation (EC) No. 261/2004 of 11 February 2004 (“the Regulation”).

Scope The Regulation applies to passengers: • departing from an airport in the EU, and to passengers departing from an airport located outside the EU to an airport situated in the EU if the operating air carrier of the flight concer­ ned is an EU carrier; • who have a confirmed reservation on the flight concerned; • who present themselves for check-in, except in the case of cancellation, as stipulated and at the time indicated on the ticket, or if no time is indicated, not later than 45 minutes before the published departure time; • who hold a ticket at a fare available to the public.

Delay

128

Delay is taken into consideration in the fol­ lowing cases: • a delay of four hours or more in the case of flights of 3,500km and more; • a delay of three hours or more for intra-com­ munity flights of more than 1,500km and for all other flights between 1,500 and 3,500km; • a delay of two hours or more in the case of flights of 1,500km or less.

In these cases, passengers are entitled to care as described below: • meals and refreshments in a reasonable rela­ tion to the waiting time; • accommodation with transfer if necessary; • two telephone calls, or two telex/fax mes­ sages or two emails.

The operating air carrier has no obligation of care if this would give rise to a greater delay.

In the event of a delay of more than three hours, passengers have the right to compensa­ tion as described under “Denial of boarding”.

Nonetheless, financial compensation is not due if the delay has been caused by extraordi­ nary circumstances which could not have been avoided even if all reasonable measures had been taken (e.g.: political instability, meteoro­ logical conditions incompatible with the oper­ ation of the flight concerned, security risks, unexpected flight safety shortcomings, stri­ kes, air traffic management decisions).

When the delay is at least 5 hours, passengers have the right to reimbursement, within 7 days, of the ticket for the part or parts of the journey not made, and for the part or parts already made if the flight is no longer serving any purpose in relation to the passenger’s original travel plan, together with, when rele­ vant, a return flight to the first point of depar­ ture, at the earliest opportunity.

Denial of boarding

the right to financial compensation:

• for flights of 1,500km or less: €250 reduced to €125 in the event of rerouting to the final des­ tination which does not exceed the scheduled arrival time of the flight originally booked by more than 2 hours; • in respect of all intra-community flights of more than 1,500km and for all other flights between 1,500 and 3,500km: €400 reduced to €200 in the event of rerouting to the final desti­ nation which does not exceed the scheduled arrival time of the flight originally booked by more than 3 hours; • for all other flights: €600 reduced to €300 in the event of rerouting to the final destination which does not exceed the scheduled arrival time of the flight originally booked by more than 4 hours.

This financial compensation shall be paid by electronic bank transfer or vouchers.

This financial compensation is not granted to passengers who have voluntarily surrendered their reservations in exchange for benefits.

Passengers who are denied boarding for rea­ sons under their own responsibility or of their own doing, or for reasons of health, safety or security, or inadequate travel documentation (absent or invalid) are not entitled to the bene­ fits described above.

Cancellation In case of cancellation of a flight, passengers with a reservation on this flight shall enjoy the following rights: • the right to care described under “Delay” and “Denial of boarding”; • the right to reimbursement or rerouting described under “Denial of boarding”; • the right to financial compensation as described under “Denial of boarding”; none­ theless, there shall be no right to financial compensation in the following cases: • the cancellation of the flight has been caused by extraordinary circumstances which could not have been avoided even if all reasonable meas­ ures had been taken (e.g.: political instability, meteorological conditions incompatible with the operation of the flight concerned, security risks, unexpected flight safety shortcomings, strikes, air traffic management decisions); • the passenger is informed of the cancellation at least 2 weeks before the scheduled time of departure; • the passenger is informed of the cancellation between 2 weeks and 7 days before the sched­ uled time of departure and is offered re-routing, allowing him to depart no more than 2 hours before the scheduled time of departure and to reach his final destination less than 4 hours after the scheduled time of arrival; • the passenger is informed of the cancellation less than 7 days before the scheduled time of departure and is offered re-routing, allowing him to depart no more than 1 hour before the scheduled time of departure and to reach his final destination less than 2 hours after the scheduled time of arrival.

Les droits des passagers : Si votre vol est annulé, retardé de manière conséquente ou si vous ne pouvez embarquer sur le vol que vous avez réservé, le transporteur aérien effectif est tenu de respecter vos droits découlant du règlement européen (CE no 261/ 2004 du 11 février 2004 (« le Règlement »).

Retard Le retard est pris en considération dans les cas suivants : • retard de minimum 4 heures pour les vols de 3 500 km et plus ; • retard de minimum 3 heures pour les vols intra­­communautaires de plus de 1 500 km et pour les vols de 1 500 à 3 500 km ; • retard de minimum 2 heures pour les vols jusqu’à 1 500 km.

Dans les cas cités ci-dessus, les passagers ont droit à une prise en charge telle que décrite ci-après : • rafraîchissements et possibilités de restaura­ tion en fonction du délai d’attente ; • hébergement avec transfert si nécessaire ; • deux appels téléphoniques, ou deux envois de fax ou deux courriels.

Le transporteur aérien effectif n’a pas d’obli­ gation de prise en charge si celle-ci devait pro­ voquer un retard plus important.

En cas de retard de plus de trois heures, les passa­gers ont droit à une indemnisation financière telle que décrite sous « Refus d’embarquement ». Néanmoins, l’indemnisation financière n’est pas due si ce retard est dû à une circonstance extraordinaire qui n’aurait pas pu être évitée même si toutes les mesures rai­ sonnables avaient été prises (exemples : instabilité politique, conditions météorologiques incompa­ tibles, risques liés à la sécurité, défaillances impré­ vues pouvant affecter la sécurité du vol, grèves, décision relative à la gestion du trafic aérien).

Before denial of boarding, air carriers shall call for passengers to surrender their reservations voluntarily in exchange for benefits under con­ ditions to be agreed.

Volunteers who surrender their reservations will have a choice between: • reimbursement, within seven days, of the ticket for the part or parts of the journey not made, and for the part or parts already made if the flight is no longer serving any purpose in relation to the passenger’s original travel plan, together with, when relevant, a return flight to the first point of departure, at the earliest opportunity; • or rerouting, under comparable transport con­ ditions, to their final destination at the earliest opportunity, or at a later date at the passenger’s convenience, subject to availability of seats.

Passengers who do not surrender their reserva­ tions and who are denied boarding have the fol­ lowing rights:

Upgrading and downgrading

In the event of upgrading (an operating air car­ rier places a passenger in a class higher than that for which the ticket was purchased) it may not request any supplementary payment. In the event of downgrading (an operating air carrier places a passenger in a class lower than that for which the ticket was purchased) it shall within 7 days reimburse: • 30% of the price of the ticket for all flights of 1,500km or less, or; • 50% of the price of the ticket for all intra-com­ munity flights of more than 1,500km and for all other flights between 1,500 and 3,500km, or; • 75% of the price of the ticket for all flights outside the European Union of more than 3,500 kilometres.

Cette indemnisation financière n’est pas octroyée aux passagers qui ont volontaire­ ment renoncé à leurs réservations en échange de certains avantages.

Les passagers à qui l’embarquement est refusé pour des raisons dépendantes de leur propre responsabilité ou de leur propre fait, pour des raisons de santé ou de sécurité, ainsi que des raisons liées aux documents de voyages inadé­ quats (manquants ou non conformes) n’ont pas droit aux prestations ci-dessus décrites.

Annulation En cas d’annulation d’un vol, les passagers qui avaient une réservation sur ce vol bénéficient des droits suivants : • le droit à une prise en charge tel que décrit sous « Retard » et « Refus d’embarquement » ; • le droit au remboursement ou au réachemine­ ment tel que décrit sous « Refus d’embarque­ ment » ; • le droit à une indemnisation financière tel que décrit sous « Refus d’embarquement » ; néan­ moins, il n’y a pas de droit à l’indemnisation financière dans les cas suivants : • l’annulation du vol est due à une circonstance extraordinaire qui n’aurait pas pu être évitée même si toutes les mesures raisonnables avaient été prises (exemples : instabilité politique, condi­ tions météorologiques incompatibles, risques liés à la sécurité, défaillances imprévues pouvant affecter la sécurité du vol, grèves, décision rela­ tive à la gestion du trafic aérien) ; • le passager a été informé de l’annulation au moins 2 semaines avant l’heure de départ prévue ; • le passager a été informé de l’annulation entre 2 semaines à 7 jours avant l’heure de départ prévue et un réacheminement lui permettant de partir au plus tôt 2 heures avant l’heure de départ prévue et d’atteindre sa destination finale moins de 4 heures après l’heure d’arri­ vée prévue lui est proposé ; • le passager a été informé de l’annulation moins de 7 jours avant l’heure de départ prévue et un réacheminement lui permettant de partir au plus tôt 1 heure avant l’heure de départ prévue et d’atteindre sa destination finale moins de 2 heures après l’heure d’arrivée prévue lui est proposé.

Surclassement et déclassement En cas de surclassement (le passager est placé dans une classe supérieure à celle pour laquelle le billet a été acheté), aucun supplé­ ment ne peut être réclamé au passager.

En cas de déclassement (le passager est placé dans une classe inférieure à celle pour laquelle le billet a été acheté), un remboursement, dans les 7 jours, doit intervenir selon les conditions suivantes : • 30 % du prix du billet pour tous les vols de 1 500 km ou moins ; • 50 % du prix du billet pour tous les vols intra­ communautaires de plus de 1 500 km ainsi que pour tous les autres vols extracommunau­ taires de 1 500 km à 3 500 km ; • 75 % du prix du billet pour tous les autres vols extracommunautaires de plus de 3 500 km.

Parlons tout d’abord de votre toute première expérience de vol…

Ma première expérience de vol était involontaire et malheureusement en urgence absolue. Lors de vacances en Sardaigne avec mes parents quand j’avais trois ans, j’ai attrapé un virus, et sans retour en avion, je ne serais plus de ce monde.

Auriez-vous une anecdote de vol à raconter à nos lecteurs ?

Lors d’un vol LuxembourgLondres, au moment où nous aurions dû arriver, et alors que je lisais un documentaire sur les châteaux d’eau dans un quotidien luxembourgeois, j’ai jeté un œil à l’extérieur et me suis rendu compte que nous survolions le château d’eau de Leudelange, dont la photo était dans le journal ! On m’a informé que sur la Manche, nous avions dû faire demi-

tour pour des raisons techniques, et je ne m’en étais pas rendu compte parce que j’écoutais de la musique.

Quelle est votre destination de voyage préférée en ce moment ? Avez-vous un coup de cœur à partager avec nos lecteurs ?

La destination coup de cœur est et reste certainement le sud de la Sardaigne, et surtout l’Isola di San Pietro, mon père étant Sarde.

Imaginons que vous soyez libre de choisir la personne que vous voulez pour concevoir l’avion de vos rêves : de qui s’agirait-il et à quoi ressemblerait-il ?

Je pense qu’avec Richard Branson et Elon Musk, le monde de l’aviation est en train d’être révolutionné. Si je pouvais choisir entre les deux, j’aurais envie d’accompagner le projet d’Elon Musk, qui me semble le plus intéressant.

First of all, let’s talk about your very first experience of flying...

My first experience of flying was unintentional and unfortunately an absolute emergency. I was on holiday in Sardinia with my parents when I was three and I caught a virus and would have died had I not been brought back by air.

Do you have any flying anecdotes to share with our readers?

When I was flying from Luxembourg to London once, at the point where we were supposed to be landing and as I was reading a piece on water towers in a Luxembourg daily, I glanced out of the window and realised we were flying over the Leudelange water tower, of which there was a photograph in the paper I was reading! The crew informed me that we had had to turn around over the Channel for technical reasons and I hadn’t realised it because I’d been listening to music.

What is your favourite travel destination at the

moment? Is there anywhere you’ve fallen in love with and that you’d like to share with our readers?

The one place I’m in love with and will no doubt stay in love with is Southern Sardinia, and Isola di San Pietro in particular, since my father is Sardinian.

Imagine that you are free to choose anyone you like to design the plane of your dreams. Who would you choose and what would the plane be like?

I think that, between Richard Branson and Elon Musk, the world of aviation is being revolutionised. If I could choose between the two, I’d like to support Elon Musk’s project, that interested me the most.
