FROM THE DESK OF

Dear Members, 2025 has been a successful year with the passage of our Energy Choice bill during the last legislative session—a meaningful win for our industry and for Maine consumers.

While the year has been positive in many respects, we continue to face strong headwinds from legislation that could cause significant injury to Maine’s liquid fuels industry if left unchallenged.

The heating season began with some uncertainty around LIHEAP funding due to the federal government shutdown.

Fortunately, those concerns have eased. LIHEAP funds are now available, and MaineHousing has fully opened the 2025–2026 LIHEAP season. Applications are being accepted through May 29, 2026, or until funds are exhausted. The Energy Crisis Intervention Program is also active, providing emergency heating assistance for eligible households throughout the winter.

Maine has received approximately $40 million in federal LIHEAP funding, released in early December after earlier delays. As winter progresses, MaineHousing and Community Action Agencies will continue to provide updates on local allocations, benefit levels, and the availability of crisis assistance.

As we look ahead to the next legislative session, there are two bills in particular that pose serious concerns for our industry and could lead to higher costs for both businesses and consumers.

LD 1507 – Oil Terminal Notification Requirements remains tabled but could return in 2026. If taken up again, it may introduce new requirements related to public notifications, emergency preparedness coordination, and information-sharing for oil terminal operations.

LD 1870 – Climate Superfund Cost-Recovery Act has been carried over to the next session. This proposal would allow the state to recover certain climate-related costs from fossil fuel producers and raises significant legal, financial, and policy concerns. Amendments are expected as the Environment and Natural Resources Committee revisits the bill.

While the passage of Energy Choice was an important victory, it does not mean we can take our eyes off the ball— either in Augusta or in Washington. Your MEMA team continues to work diligently on these issues and remains fully engaged in protecting our members, our customers, and the communities we serve.

MEET MTEC'S NEW INSTRUCTOR

I

f you’ve spent any time at the MEMA Technical Education Center (MTEC) over the past several months, chances are you’ve already crossed paths with Paul Spaulding. Whether you caught him in the lab working with students, saw him shadowing one of our seasoned instructors, or heard his name floating the building, Paul has quietly—but quickly—become a familiar presence.

What began as a contract role while he completed instructor training has now 8

MEMA MAG | Winter 2025

grown into something much bigger.

With his first full course as lead instructor—the Appliance Connection & Service Night Class—officially under his belt, and with glowing reviews from students to match, Paul is stepping confidently into his new permanent position.

Paul’s roots in the trades run deep, and his connection to MTEC is woven throughout his career story. A Richmond, Maine native, Paul found his footing early. At 16, while most

high schoolers were still figuring out what came next, he discovered his passion for HVAC at Capital Area Technical Center. That passion led him straight to MTEC after graduation, where he earned his oil license and launched into the field with Charlie Burnham Heating—starting the same week he turned 18. It was a fast-paced beginning that set the tone for the years to come.

And Paul didn’t slow down. Over the next several years, he advanced steadily, earning his Master Oil License in 2015 and expanding his credentials to include propane and natural gas. His drive, paired with hands-on skill, led him to a new challenge in 2014: founding Spaulding Heating. What began as a small venture soon grew into a respected HVAC and energy-efficiency service provider in the Topsham area, known for professionalism, reliability, and a genuine commitment to helping homeowners.

Now, Paul brings that same commitment—and decades of earned experience—to MTEC. His approach in the classroom blends real-world insight with an easy rapport that resonates with students. He’s already shown a knack for breaking down complex concepts, fostering confidence, and bringing enthusiasm to each lesson.

We’re proud to welcome Paul officially to the MTEC team. His leadership, technical expertise, and deep roots in the industry will strengthen our programs and support the next generation of HVAC professionals. Please join us in congratulating Paul and celebrating this exciting new chapter.

he spirit of camaraderie and commitment to Maine’s energy future was on full display at the 32nd annual J. Garrie Murray Golf Classic, held October 2 at the stunning Boothbay Harbor Country Club. What began more than three decades ago as a tribute to long-time MEMA member J. Garrie Murray of Webber Oil has grown into one of our most cherished traditions—one that continues to uplift the next generation of energy professionals.

$20,000 for the MEMA Technical Education Center (MTEC), pushing the event’s cumulative contributions to more than $300,000. Each dollar directly supports hands-on training and workforce development, helping ensure that Maine’s heating and energy sector remains strong for years to come.

The day opened with a crisp October breeze before warming into a bright autumn afternoon—perfect conditions for the thirty teams who took to the meticulously kept 18-hole course.

Beyond the friendly competition, the event offered a chance for members, friends, and industry partners to reconnect and reflect on the work we accomplish together.

We were especially honored to welcome Senator Trey Stewart, a steadfast advocate for Maine’s energy consumers and a key figure in the passage of LD 556, the Energy Choice Bill. We also extend our gratitude to the bill’s lead sponsor, Senator Matt Harrington, and its Senate co-sponsor, Senator Joe Baldacci.

Their leadership, combined with the

tireless efforts of MEMA members and staff, helped secure Mainers’ right to choose how they heat their homes and businesses.

The celebration continued into the evening with a festive awards reception and silent auction. Guests enjoyed hors d’oeuvres, conversation, and spirited bidding on items ranging from heated jackets to golf rounds at some of Maine’s finest clubs. The generosity of our auction donors helped elevate the event’s success and added an extra touch of excitement to the day.

s the holiday rush reaches its peak, warehouses, ports, and distribution centers across the country are operating in overdrive to meet surging demand. Behind the scenes, propane-powered equipment is working nonstop to keep goods moving efficiently, safely, and reliably to ensure gifts and essential products 16

hen Maine lawmakers return to Augusta on January 7 for the Second Regular Session of the 132nd Legislature, they will confront a crowded agenda filled with major tax proposals, labor debates, environmental initiatives, and a series of politically sensitive bills carried over from 2025. Person Selling It Why the salesperson matters more than the solution they’re offering

often ask business owners, which part of a ‘sales’ equation do you feel is the most important. Is it the company itself, the actual product/ service, the price they are charging for you, or the person who is selling it?

There are certainly different scenarios that would put one part of this equation above another, i.e. if budgets are tight, then cost/investment may be the greatest priority.

Business owners are pulled in multiple directions (sound familiar?). You have a skill and a trade, and know how to build, design, and repair, but the ‘business’ side of running your business isn’t always easy. After decades of talking

with business owners, I would argue that the agent who is sitting in front of the business owner and hoping to “sell” them, is the most important part of the sales equation.

Owners work long hours, struggling to keep up with technology changes, employee shortages, higher costs and so much more. Oftentimes, they end up relying on others for referrals and recommendations to purchase and secure products and services for their businesses. This means that asking the ‘right’ questions and receiving the ‘right’ advice from those who are in the know is crucial.

I work in the payments and payroll space, generally both are conversations people like to avoid. They’re busy, they may have had negative experiences, and they don’t always know who the good players are. Credit card sales agents and payroll representatives who work for a large company often must fulfill monthly quotas (while lining the pockets of company shareholders). They may sell a product such as a new POS system or gateway for customer invoicing, because that’s the only one they have to offer, not because it’s right for their business.

Selling simply to sell is not a true partnership. Sales agents who put their customers first—before the sale and their own commissions—make all the difference.

SIX QUESTIONS TO ASK THE NEXT TIME YOU’RE TALKING WITH A SALES REP

1. Can you show me one of your statements/invoices, is it easy to read?

2. Is your equipment leased, and how much do you mark it up?

3. Will my fees creep up down the road? Will they change, and if so, when?

4. If you have one POS or gateway to sell, how do you know it’s the best one for my business?

5. Is your support 24/7 and US-based.

6. Would your customers tell me that you answer their calls when they need help?

It’s important to do your due diligence and know about the companies you’re aligning yourself and your business with.

What may be even more important, is to ‘screen’ that agent/salesperson. Because ultimately, they are the ones who will submit your pricing for a product/service, install and then train you on it, fight for you if any issues arrive, and then continue to service your account for as long as the business partnership lasts.

Don’t hold back from asking the questions you should, because your company may be the most important piece of your life, outside of health, home and family.

Federal Heating Aid Flows While Congress Advances "Energy Choice" Bills

ith winter setting in across much of the country, the federal government has released more than $3.6 billion in Low Income Home Energy Assistance Program (LIHEAP) funds, ending weeks of uncertainty for states, tribes, and the millions of households that depend on the program for heating support. The money, held up during the recent federal shutdown, is now being distributed by the U.S. Department of Health and Human Services, allowing states to begin issuing benefits immediately.

In Maine, one of the nation’s most heating-fueldependent states, the release totals nearly $40 million, with more than $38 million directed to state LIHEAP operations and roughly $1.5 million earmarked for tribal governments. MaineHousing, which administers the program, has already begun moving payments to preapproved applicants and expects a surge in demand as colder weather intensifies fuel costs. Other northern states are reporting similar spikes as families seek assistance for everything from heating-oil deliveries to electric-heat bills and emergency crisis benefits.

While LIHEAP dollars begin flowing, Congress is simultaneously advancing a politically charged set of “energy choice” bills that could reshape how states and cities regulate home-heating systems. The most prominent measure, the Energy Choice Act (H.R. 3699), cleared the House Energy & Commerce Committee’s Energy Subcommittee via voice vote, signaling bipartisan interest—and some industry momentum—behind the proposal.

At the center of the debate is whether local governments should be allowed to restrict or ban certain heating fuels or appliances, particularly those that rely on fossil fuels such as heating oil, propane,

and natural gas. Supporters of the legislation, including national and regional fuel associations, argue that consumers should have the right to choose their heating source free from what they view as restrictive local bans aimed at accelerating electrification.

They say the bills are necessary as a growing number of cities consider requirements for electric heat pumps in new construction or look to phase out fossil-fuel-powered systems over time.

Opponents, including climate groups and lawmakers from states with ambitious emissions-reduction targets, warn that the legislation could undercut local authority and slow the transition to cleaner energy systems.

They argue that the bills preempt state and municipal innovation at a time when federal climate goals depend heavily on reducing emissions from buildings.

Though the package has cleared its first major House hurdle, its path forward remains uncertain. House leadership has not yet scheduled a full floor vote, and even if the bills pass the Republican-led chamber, they face an uphill climb in the Senate, where Democratic lawmakers have signaled strong resistance.

For now, the federal government’s twin energy developments — renewed LIHEAP funding and the revival of energy-choice legislation — highlight a widening national divide over how Americans heat their homes. One debate focuses on immediate financial relief for low-income families; the other on the long-term shape of the country’s energy landscape. Both will play out over the coming months as winter demand peaks and Congress navigates an election-year policy agenda.
