Youth Can Now Run for Local Council Elections: No more Legal Barriers! The parliament overwhelmingly voted for the amendment of law number 20 on allows youth to run for the upcoming local council elections by the age of 25 years whereas before they needed to reach the age of 35 October 24, 2011. After nineteen MPs proposed a motion submitted by SONYO Umbrella, 41 MPs that attended the parliament, 34 of them voted for the approval of the amendment of the law. The unexpected news delighted SONYO which was struggling for the last eight years and just by hearing the news the euphoria could be felt in front of the house’s premises The amendment of this law was a big milestone for SONYO umbrella according to t many Somaliland youth who described it as ‘historic victory’ for the benefit of Somaliland youth. Prior the approval of the law, SONYO raised a huge advocacy campaign targeting the MPs and also meeting with the president in order to get his endorsement on the law of which , thanks to his Excellency he did it. SONYO also conducted public debates on the proposed age for the university students in order to sensitize them and as well as get remove the public misunderstanding on youth to join in to politics by the age 25 years old and to run for a public offices. However, this victory was a beginning of a long arduous journey for the youth to get prepared from this golden opportunity and be part of the decision making bodies of Somaliland.

SONYO Staff greets the MPs that voted for the Law

The MPs voting for the Law took the same footsteps of their next-door law making neighbor , the House of Representatives. However, SONYO is grateful to both the upper and lower house of parliament who paid back the gratitude their youth had on them when they elected them and put MPs on the law making national seats.

After the parliament, the law was passed to the house of elders and after hug lobbying the Guurti also

Youth and the Test of Time ! “I am young and educated, and I’m politically disenfranchised. When I graduated from the University last year, I thought that I would assume certain social responsibility. But the conventional political system of Somaliland including the parties can’t give chance to me.” This is a statement which had shockingly grasped my attention and made me gaze at my friend while he was telling me about his personal feelings and chronicles. Today, the youth in Somaliland are shackled from the decisions intended to shape their future. A clear proof is the lack of substantial number of seats in the government. Though youth are the largest segment of this country’s citizens, but they are only used as a ladder to get the public office chairs once they only vote but not voted for them. In short, they vote and then wait a response from the one they elected.

to the clan interest and community leadership.

However, one might ask his or her self the reason behind this unjust exclusion of the youth from the platforms where their destiny is shaped. My personal view in response to this question as an author of the article is that the first reason is youth are legally marginalized! In fact, the constitution of Somaliland has clearly assured the fundamental right of ‘to-vote-and to-be-votedfor’ though it limits the eligibility age of candidacy for the parliamentarian, ministerial and presidential posts. Sternly! The electoral laws are harsher as they even pose obstacles which the constitution does not.

Under the leadership of the Somaliland National Youth Umbrella (SONYO), the youth had recently achieved what they called as the ‘halfway successes when the House of Representatives (HoR) overwhelmingly approved the amendment of Law No. 20. This paves the way for the youth to participate in the upcoming local councils. The amended law allows the youth of 25 years of age and above to run for the local councils—a tremendous reduction of the previous age requirement by ten years.

The age required to be a city councilor is not limited by the constitution. It is limited by the municipal electoral act which is known as the ‘Law No. 20’. Being under 35 years of age, you are not eligible to run for local council elections.

Moreover, they were seen as immature and unstable people who were lacking the leadership skills and knowledge—an attitude which hampered their energy for innovativeness and industriousness impelling them to be doomed and ill-fated. Let all what was mentioned above be an introductory point for the reader to be aware of what prompted youth to stand up for removing all barriers and attempting to promote youth participation in all levels of policy and decision-making processes. The central theme of this article is on answering to the question of “Will the halfway success towards youth political participation be the turning point that we all having been dreaming on?”

However, attempting to persuade the law-makers was not an easy job because it took eight long years for this exertion to turn out a historic triumph. Noticeably, this success is not yet fully realized unless the House of Guurti (HoG) ratifies the amended law by the HoR and proceeds to the signature of the president for its enforcement.

Imagine when you are so ambitious to contribute to your country, wanting to be part of the national leadership and you are not allowed to be an MP, a minister, a vice minister, a party leader and even a local councilor just because you are youthful in age wise. Apart from the legal barrier, the second reason why youth are put on the margins is the cultural attitude.

If this success is fully realized (as I am pretty hopeful it will be) the ball will be in the court of Somaliland youth. Because the removal of the legal margins and other impediments is merely the strategic means of ensuring young people are in the decision-making arena particularly in the local councils but rather what they will contribute to these public offices is still in question! Absolutely there is a long mile for the youth to lead up to a positive change.

For instance, back in the traditional context, the youth role was only confined to spheres of laboring for their families by rearing the livestock, fetching water from the wells and serving as clan’s defending warriors in times of conflict with enemies but was totally excluded from the leadership role and the space to give their opinions on family’s issues. Youth were perceived as not contributive

Turning the Tide Project In conclusion, to stand proudly in front of the people and praise the potential of our youth can only come when they show up that they are a power to reckon on and work on bringing the real change they are expected from. And this can be reached if the youth who are to be members in the future local councils become more competent, contributive, visionary and accountable to their constituencies than their elderly predecessors which I am optimistic that youth will be much better and will prove more useful and productive. But in order for the youth to succeed in their political and community leadership careers, they need to unite and stick to the principles of responsibility and accountability coupled with a strong sense of patriotism and allegiance to their nation. In a nutshell, if the youth continue to be visionaries and forthright, their participation in the coming local councils will bring about the change we were dreaming on!

During the preceding of ten years, the youth of Somaliland architected illicit journey towards Europe with intend to acquire residential and job opportunities, because of the low job opportunity available in the country. This illicit migration fascinated many youngsters in Somaliland to put effort how they will cross in many hazardous borders and seas. Many of them die in the way to Libya, others were raped and tortured, and many of them die in the Mediterranean Sea, while the rest were detained in work detention. SONYO Umbrella has become aggravated from these painful events. It became too difficult to take in their hearts and wait till the last drop of tears dry on the check of many parents, Power distraction, brain drain, knowledge extermination, and economic distraction become hurricanes facing the future of the country. The youth has become center of this disaster those who are the leaders of today and tomorrow, those the development of the country is on their hands. The emigration of powerful, educated young generation from the country has become black clouds heading to the future of the country. In respond of this, SONYO formulated and drafted a proposal with the objective to resolve brain desert, unemployment, mass migration and economic lost heading to the country and the youth in generally with the help of DRC (Danish Refugee Council). DRC took the responsibility of getting a fund for this project. As you can understand from the name of this project, the

overall objective of the project is to divert the youth from doing evil actions, radicalism and inter youth conflict through advocacy, entrepreneurship skills and skill trainings. The advocacy program is airing for three activities interdependent with each other (sports, culture and conflict management education) by expecting to train 1000 youth as direct beneficiaries’ and more than 10,000 indirect beneficiaries. Turning the Tide is the name given to this project, because the project activities make an effort to turn the youth from emigration to inhabitation. This project started with well-organized youth festival congregated more than 2000 youth in crown hotel with the guest speaker of Nuur Dalacay (real nationalist), the most popular Somali poets, HAVAYO Circus group, KMC peace craven, minister of youth and sports, and other honorable guests provided memorable lectures about migration. The project is sixteen months project involving in Hargeisa and Ainabo, and it has four phases of intervention, three in Hargeisa and one in Ainobo. The first phase of intervention started the first week of September in SOCSA center, more than 250 participants will benefit the first phase of the project by capacitating them the skill of sports, culture and conflict management education, with the objective to educate them the methodology of Somali traditional conflict resolution. In addition to that, the project builds a key component between the youth and the traditional leaders, those involve the peace building and conflict resolution in Somaliland.

Khadan Owner of Masno Shop & Grocery Khadan Mohamed Mohamoud – a young motivated 22 years orphan girl – was born in Hargeisa in 1990 from a poor family. Her father has passed away during the civil wars in Somalia while she was young and she is the second eldest among three; one brother and two sisters. Sooner after the return from civil wars, she told that her mother became solely the family breadwinner and provided her the opportunity to go school along with her elder brother. Unfortunately, this lasted when she was at grade three of primary school due to financial problems. Since then, she used to help her mother in doing housework activities but never stopped thinking to school to reach her dream in the future. Luckily, she told that she became one out of one hundred thirsty (130) other beneficiaries that took a twomonth small business training under the turning the tide project – a newly eighteen (18) month youth project launched by DRC through the help of Danish National Collection [DANMARKS INDSAMLING] on June, 2011 – November, 2012. With the help of intensive two-months training under this project for capacity building plus a total grant of $ 500 to mind her business competency. Successfully, she established her own business on February, 2012 with just

Remarkably she joined Hagbad – a traditional Somali saving system. And just after three - four months, she told that she feels much more confidence & mature than the starting day. She also revived her dream and joined a private school for doing English and computer application part-time. While she pays a $10 rent and around $10 for electricity supply, she paid herself the fee of the school that totals $ 13 per month, (English $3 and computer $10). Occasionally, she also contributes food for her family. She has given a small reflection on her biography during her lifetime, how the project has helped, how her life has changed and her spirit towards achieving her dream in the future. “My name is Khadan Mohamed Mohamoud, am 22 years old with one brother and two sisters. My father has died away when I was young during the unrest period in Somalia. Solely my mother became the family breadwinner. Fortunately, I have got the opportunity to go to school along with my elder brother but later became unable to continue due to financial problems. Since after, I used to help my mother in doing housework activities. When doing housework activities, I usually entertain myself listening radio and fortunately one day I heard an advertisement from the radio. It was an open opportunity for all Somaliland youth to join a two-month programme. I saw this as a chance to reach my dream and decided to participate.

Luckily after some days, my phone has ringed while I was doing my day-today housework. Sooner as I answered a lady has asked me “are you Khadan Mohamed Mohamoud?” and I replied “yes, who are you?” “I am speaking from Doses of Hope Foundation and you have passed to join the programme that you have applied. Thus, to get more information would you please come to our office” she continued. Really, I became very excited when I was told this information and this led even to forget asking the location of her office. Just after I visited the office, I have seen also many young boys and girls of my age who are also there. Together, we have been given an orientation about the overall rationale behind the programme and told to get ready for starting the programme just after fifteen days and come-up with commitment during the programme period. I together with my other colleagues underwent interesting two-month training on how to start or plan a small business, how to manage and market business, how to do book-keeping…etc. After completing the training just like my colleagues, I was given a certificate and a total amount of grant ($ 500) to start my own business according to my initial business proposal. Really, it was my first time to think as a business person and there was a lot of fear during starting. Later, I feel adopted and now it is unbelievable, I own my own business. Al-hamdulilah, now I feel very happy and that I can do something difference in my life and the lives of my family in the near future.”

Success Stories under Turning the Tide Project Entrepreneurs in Hargeisa KAAH Primary School KAAH Primary School – locates in the east of Hargeisa – is one of the unique partnership businesses established by eight beneficiaries under the turning the tide youth project that is funded by Danish Refugee Collection through Danish Refugee Council (DRC). KAAH aims to provide primary education for young children and NFE programmes for the community as a whole in Hargeisa, Somaliland. Kaah partners have built their own structure; a manager, an accountant, a registrar and a governing board – consisting of the remaining five (5) owners. To avoid any conflict or inconvenience of roles and responsibilities, kaah partners made their own internal policy and procedures. Mr. Mohamoud A/shakur Omar – kaah manager – told me how they started KAAH Primary School. He told that after the completion of the training activities, options were giv-

en to all – either to come-up his/her own business proposal or just join together to form partners particularly for only those who are willing and

planning for bigger businesses that need capital. He told that the grant was too small to open business efficiently and that their instructors also encouraged cooperating together. Since then, he told that they internally themselves make lobby to form groups – as this is one of the best ways in realizing their dreams. He told that basically this is how they founded Kaah primary school. We all brought the five hundred dollar each (a total of $ 4000) and sit together to plan initiating what we have proposed. We continued to find a location from the area we have identified during our proposal. We bought all the school furniture materials, computers and other teaching materials accordingly. We also paid two months rent ($ 200 per month) in advance.

On January 1, 2012; they officially launched and opened the school. He told that they just started with a few students and now enrolled around 50 students in primary schools in the morning and around 120 non-formal educations in afternoon. For primary education, they charges $ 7 that is less than many primary schools in Hargeisa and for the NFE $3 per month except for those studying computer applications in which they charge $10 per month. Basically, he told that still they are striving-out and may need more investment to sustain. List of Kaah Partners: 1. Mohamoud A/Shakur Omar – Manager 2. Hafsa Ahmed Adan – Accountant 3. A Helping Hand for the Somali Youth Peace prevailing Somaliland, but for many young people this peace is hard to appreciate. Unemployment and lack of opportunities thrive and encourage dreams of better lives on the other side of the Gulf of Aden. In support of Somaliland’s youth the Danish Refugee Council has launched ‘Turning the Tide’ – a project offering vocational training and small grants as a means to stem increased migration. By Alexandra Strand Holm Regional Information and Communications Adviser Danish Refugee Council Horn of Africa & Yemen.

ways of surviving, because life is difficult here, says Ahmed Omar Ilyaas. 26-year-old Ahmed Omar Ilyaas knows what he’s talking about. In 2008, he set out on one of these trips, which cost many lives each year. A boat smuggled him and a larger group to Yemen. The trip was tough he recounts, and proves to be an experience that is difficul for him to talk about. The journey entails a story of harsh treatment and struggles without food or water for several days. It is for good reasonsthat this route is notorious and feared. Those who survive it bear witness to the ordeals and tell of true nightmares.

It is midday in the Somali capital, Hargeisa, in northern Somalia. A dry wind blows through the city, making people move around with their heads lowered, hiding behind scarfs and clothes to protect them from the mix of sand and air. The land is arid and barren. Greyishbrown is the color of the city and the landscape - the potholed roads, cars, houses, cows and goats– with alayer cementingall surfaces, including the homes scattered in the outskirts of Hargeisa. There, dusty shelter are made of everything from vintage clothing to tarpaulin and pieces of wood and tin – like the homes of many poor peoplein this part of the world.

Passengers Thrown Overboard Far from everyone survive the journey over the Gulf of Aden. Passengers risk being thrownoverboard by the smugglers, if the authorities show up or there are any problems with the boat. It happens regularly, not least with the ramshackle ships often being filled to the point of bursting.

Women’s scarves and some brightly colored clothes, a few green bushes and trees, along with countlessblue and white stray plastic bags, are theonly color.

At times, smiles seem rarer here in Somaliland. Even thoughrelative peace prevails in Somalilandhaving escaped two decades of devastating civil war in South Central Somalia and also largely the famine, threatening lives and having forced hundreds of thousands to flee.

Dangerous Dreams Hargeisa is not far from the coast, but a myriad of obstacles and a perilous journey are ahead for those who seek better lives on the other side of the Gulf of Aden.

It doesn’t matter what others may say about the dangers of venturingout to sea to get across to Yemen and beyond. Most people here are only dreaming about finding work and

Regardless of warnings and bad experiences with the smugglers and shark infested waters, many young people still believe in the chance of a better life somewhere out there - far from the Somali dust, the unemployment and hopelessness.

Turning the Tide Now, Ilyaas Ahmed Omar is trying to move into new directions. He is currentlyattendingtraining with one of the local NGOs in Hargeisaand hopes to improvehis employment opportunities in Somaliland. The training ispart of a series of initiatives launched through the Turning the Tideprogramme. The project has been created based on pub-

lic fundraising in Denmark where, in January 2011, money was collected in a national campaign in support of youths in Africa. At the time, the Danish RefugeeCouncil’s idea to work with young people in Somaliland was new. Today, the project is realityand aims to encourage young men and women in Somaliland to abandon the idea of migration. For the first time in Somali history, a youth festival was held in August 2011 tokick-off the Turning the Tide project. Later this year, there will be more similar events. Meanwhile, around 1,000 young people are offered trainings to improve their job opportunities and generally create more awareness about living conditions and possibilities in Somaliland. For some participants, it is a longawaited alternative to the perilous journeys through the Sahara or over the Gulf of Aden. Learn a craft and Get a Loan In a house located on the outskirts of Hargeisa, education begins every morning in newly decorated classrooms and workshops. In some rooms students are taught to use sewing machines, other places young women are engaged in hairdressing and traditional beautification using henna for paintingmeticulous floral patterns. There is a need forsuch skills andfor some this course may be what it takes to finally open the door to jobs or business opportunities. In a third room, hammering and hard work is part of the training to become an electrician. There is usually electricity in Hargeisa, but it is unstable and often difficult to get it to work. When it comes to both construction work and repair, electricians are in high demand. The group of young men knows this and seems to work even harder to learn the new skills. For most of them, this type of workisnew, but for all of them, it represents a dream of being able to support themselvesfinancially and to shape their own future. When Continued on page 12

A Helping Hand for.... the trainings are over, the participants will be able to apply for a loan. They need to prepare a businessplan and explain how they intend to use a financial grant to start up a small business based on their new skills. If only a few succeed, it may mean more jobs and better living conditions for others in Hargeisa. Empowering Youth 18-year-old HoodaAbdulahi has family members in Canada and Norwaywho went to Yemen and made their way from there. She herselfconsidered giving up on Somaliland and leaving the country. This plan has been put on hold for a while since she learned about the youth project and the offer of vocational training. To her, it was the tailoring classes that were the most appealing. She wanted to be among those learning how to usea sewing machine. Hooda Abdulahi applied for the project and she was admitted soon after. Now, she is engaged in the workshop during the week as her mother agreed to reduce her housework at home. Her mother is a widow with many mouths to feed. HoodaAbdulahi has 11 siblings. - It’s not that I do not want to help my mother at home, says HoodaAbdulahi, - but until now working at home has been my only option. Growing up as the family’s maid has long been a hurdlefor herto participate in activities outside the house. For years, commitments at home have kept her from learning new things and even meeting other people, getting an education and maybe even being lucky enough to get a job. HoodaAbdulahi has learned about the dangers of human trafficking and the risks related to engaging in journeys to Yemen or North Africa from television. Previously, it was a taboo and something rarely spoken of inHargeisa, but now campaigns informcommunities about the risks of migrating. The stories are told by people returning with gruesome stories about their ordeals andthose who did not make it through the desert or across the sea. Even with the short term training through the Turning the

Tide project,HoodaAbdulahihas gained courage for the future. She hopes to find work soon, and even continue to work when she gets married. The women who are lucky enough to find jobs in Somaliland’s capital Hargeisa are in general not constrained by norms or traditions restrictingfemales from employment. Instead, the women’s struggle is related to gaining afoot hold in the job market. Unemployment No accurate facts exist onthe scale of unemployment in Somaliland, but estimates rateseven out of 10 people as jobless. Prospects of unemployment and virtually no options form the reality and basisof everyday life for the majority of people in Somaliland. Further south, the situation is even worse. In South Central Somalia, ongoing conflict and the recent drought have affected millions of people. People have fled seeking refuge elsewhere in the region. In Hargeisa, drought is not felt as much as it is elsewhere in the Horn of Africa. Still, despite the relative peace and accessibility in northern parts of Somalia, many young people are trapped waiting for development and progress. Most families in Somaliland have members who have traveled to Yemen or through the Sahara to the north, drawn by the dream of a better life far from the Horn of Africa. The dream is one of finding a place where labor is needed or where there could be a chance to move onwards, maybe even to Europe, USA or Canada. Forced into the war zone 26-year-old Ilyaas Ahmed Omar is still traumatized by the journey to Yemen and what he thought would be the answer to the hopelessness in Hargeisa.

managed to find work, but after awhile I was arrested again because I was living in the country illegally and without a work permit. After four months in prison, I was put on a plane to Mogadishu, and landed in the middle of a civil war and a whole lot of problems, says Ilyaas Ahmed Omar, with a look of fear in his eyes. Many of those forcibly sent back to their country of origin land in Mogadishu, the capital of Somalia, where civil war rages, and a frontline cuts through the city. They are easy prey for the rebel movement al-Shabaab who recruits children and adolescents. Ilyaas Ahmed Omar toofell victim to the rebel’s recruitment. He could only leave Mogadishu after three weeks as an involuntary participant in a civil war far from his home town of Hargeisa in Somaliland. New hope in Hargeisa Both 18-year-old Hooda Abdulahi and 26-yearold Ahmed Omar Ilyaas have gained skills and expectations from the project,Turning the Tide. But it takes more than optimism to create the prosperity which the Somali youth are waiting for impatiently. For a start, they have been given a helping hand and something new to believe in. Now, hope has yet to prove itself to young women and men like Hooda Abdulahi and Ahmed Omar Ilyaas in Somaliland.

I was arrested and thrown in prison in Yemen, and was only released after two months, but I went on to Saudi Arabia to find work, says Ilyaas Ahmed Omar. It is expensive to venture out on the perilous trips over the Gulf of Aden. And for many, it is a journey that has cost a family their entire savings, and often with loans that need to be repaid. I

The Social Networking Sites:

F

In Expensive Medium for the Youth to Reflect on the Issues that Concerns their Lives!

ive years ago, the use of social networking sites like the Facebook and Twitter were uncommon among the youth of Somaliland. Now, it is rare to see a young man who is sitting an internet café whom the interface of the computer he or she is using shows up other than the blue color of the Face book page. One student from Hargeisa University believes that it’s becoming a taboo for someone especially a youngster not to have a Face book account. He argues that a non-Face book user is an outdated, non-social and old-fashioned type of individual who is completely blind of the modern world. In a nutshell, the above statements are clear testament on how the use of social networking sites is almost a necessity among this young generation in Somaliland. The fact is, before the unprecedented mass Face book-mania, the reality was that a youngster would go into an internet café and open a web browser for the aims of either checking an email —If he or she is good at e-communication; or visit a news website—If he or she is among the few who love to be updated on events in and around his or her locality; or peek on the daily sports—If he is the type of youngsters who are addicted to sports). All these net activities would consume less than an hour of the user’s time. However, the situation is entirely different now. You will meet someone (mostly youngsters) spending hours navigating through the social networking sites. However, coming to the gist of the article, the question is what kind of opportunity and space the youth received from these new medium of communication? Firstly, the emergence of social networking sites particularly the Facebook has provided a free-offcharge communication medium where by youngsters can easily be

free and a critical way. Prior that,, the youth didn’t that,, the youth didn’t have a space like this of which they are able to reflect and give their opinions on the things that occur in and around their vicinities that affects their lives. Thanks to the recent Arab revolution which inspired the youth and showed them that they are a great power to reckon with when there is a need of social changes by just posting a small effectual statements on a these social networking pages.

By Adnan A. Hassan, SONYO Programs Coordinator

able to connect to friends and families when ever and where ever they are in the world as long as they have a computer and acquire its basic knowhow skill. And as a result of that, the social networking connected many youngsters with the same needs who are scattered around the world. Furthermore, these sites facilitated for the youngsters to easily mobilize one another. A noteworthy event was the preparation and mobilization activities initiated by the Face book users of which they asked every Somalilander of Facebook user to put the country’s flag in their profiles resulting the page turns into green and red and bringing the attention not only the Somalilanders but also the wider global community to wonder what was going on; then making possible to hold the biggest and most well-organized national 18 May event ever.

Another important plus-point for the youth is that these social networking sites became an inexpensive channel they can raise charity funds aimed helping for the needy and the poor people. Notably, the members of Facebook group by the name of Somaliland First succeeded to collect money through the page and feed for the poor people in the State House during Ramadan who couldn’t afford to break their fast. In conclusion the social networking sites provided the youngster a golden opportunities other media out lets did not provide if its a free communication, exchange of information, mobilization, being updated on both world and local events, connecting to the global world and many more! However, the youth must recognize this opportunity and make sure to utilize it the best possible way yet, the youth should keep in mind the adverse negative influences that can be obtained from being obsessed with the use of these sites.

Moreover, the networking sites also has provided the youngsters a platform to discuss and analyze the daily hot issues that happen in the country in a free and a critical way. Prior that,, the youth didn’t analyze the daily hot issues that happen in the country in a

Bitter & Sweet: Qaasimi Flavor of Leadership Macaan iyo Qadhaadh, Somali

Literature, according to some, is an honourable appreciation of tragedy. Leaders inspire their followers not only away from tragedy but also into utopia. Hamse helps us to appreciate Qaasim’s poem in light of the duality of unity or, maybe, the multiplicity of unity. More importantly, he unshackles us from the mental incarceration of a dominant interpretation, poking us to seek meanings beyond the original use.

INTRODUCTION The fact that Somalis have rich oral tradition is largely agreed upon by Somalis and researchers, past and present, who visited their home in East Africa. Some writers, for example, referred Somalis as the ‘nation of poets’. The contents and substance of this oral literature was unrecorded due to absence of a script, which limited access to very few. Thus, no significant effort was spent on reflecting on what lessons that could be learned. Apart from the introduction of the Somali orthography back in the seventies by the military regime, no other initiative, at national level, has been made to write Somali poetry in a way that is appealing to contemporary Somali youth. Furthermore, the link between modern education and the Somali way of life, as embodied in its oral wisdom, was never given its deserved attention. As a result, some question the relevance and value of the lessons learnt in the past. Here, I will be introducing Somali poem ‘Macaan & Qadhaadh’ or “Bitter and Sweet,” whose relevance in other domains of life was not appreciated at the time. It was composed by Axmed I. Diriye Qaasim, a legendary Somali poet who served under the British Colonial Administration as an officer in Odwayne District1. (Click here for the complete poem and translation). I will be connecting it to a widely researched organizational behavior phenomena – leadership – to inspire other fellow Somalis to look back to their past and work out a common denominator

with their formal education and our unique context. It also attempts to highlight poet’s appreciation and grasp of leadership in a holistic approach, balancing demands of followers and situations. A GLIMPSE OF LEADERSHIP THEORIES Leadership was defined in many ways, but few disagree that leadership is about influencing, motivating and enabling others to contribute to the common purpose and success of an enterprise they belong2. Since time immemorial, people have been trying to reduce leadership to few traits. The Chinese philosopher, Lao-tzu, in the 6th BCE, described as effective leaders self-less, honest, fair, and hardworking. The Greek philosopher, Plato, on the other hand, attributed leadership to sound logical thinking and wisdom. All these attempts to construct a profile of a great leader miserably failed and many scholars gave up their search for distinctive competencies that assist in the identification of leaders. Organizational behavior scholars learned from their decade long endeavors that leadership as concept is too complex to be reduced to a checklist. A second wave of research started late 1940s. The focus shifted from the trait to the behavior of the leader. As result of this, two broad clusters

were identified: task-orientation and people-orientation. People-oriented behaviors consider personal matters such as doing favors to followers, listening to their suggestions and concern for their needs over the needs of the work. The task-oriented leaders are the opposite. The one million dollar question is: which of the two behaviors is recommendable? Or what is the best mix of the two styles of leadership? In their answers, researchers and academicians took sides. The demise of the behavioral era became obvious when they prescribed high levels of both styles. This prescription failed to account for another key factor which determines the style, namely – the situation. In other words, the best style of the two is a function of the situation. Again, researchers faced the challenge to think twice and seek another paradigm. The third wave started from where the second stopped. A new movement came up with the idea of contingency. Among them was Fred Fiedler3 and associates who suggested that the effectiveness of a leader depends on whether the person’s natural leadership style is matched to the situation. Do we change the leadership style or the situation in order to match the two? Fiedler believed leaders have default styles, which is linked to personality and stabilizes over time. He contends that the situation should be engineered. More recent scholars confirmed his argument and even proposed that leadership styles tend to be more “hardwired” than most contingency leadership theories assumed. Other theories of leadership have been proposed by researchers. Some have questioned whether leadership matters at all. They argued that leadership is in the eyes of the follower. In other words, this latter theory emphasizes the role of people’s perception in the effectiveness of leadership. People do have preconceived beliefs about leadership performance. Unlike others, this theory reduced leadership

Bitter & Sweet: Qaasimi..... Macaan iyo Qadhaadh, Somali

to a relative concept that exists only in people’s perception. It highlights that leadership, like beauty, is in the eyes of those following. According to this perspective, leaders who fail to fit these leadership prototypes will have difficulty in leading.

MACAAN IYO QADHAADH: QAASIMI FLAVOR Leadership literature reveals the bipolarity of the researchers on the concept – labelling as black or white: trait or behavior, task-oriented or people-oriented, leader or situation etc. It is considered as ‘water or oil’ and torn apart into a sea of ‘eitherors’. It is this view where Qaasim’s ‘Macaan & Qadhaadh,’ in contrast, challenges the views of both classical and contemporary organizational behaviorists to consider the possibility of such duality in an effective leader: “…Dacartuba marbay malab dhashaa ood muudsataa dhabaq’e Waxan ahay macaan iyo qadhaadh meel ku wada yaalle Midigtayda iyo bidixdu waa laba mataanoode..” ..Consider the aloe – how bitter is its taste! Yet sometimes there wells up a sap so sweet That it seems like honey in your mouth. Side by side the sweet and bitter run Just as they do, my friends, in me, As I switch from sweet to bitter And back to sweet again.) As translated by B. W. Andrzejewski with Sheila Andrzejewski. What makes this poem unique is not only that it magnifies and brings forth an extreme elemental truth about the ability of human beings to harbor multiple contradictory characters, but what Russ Moxley of the Center of Leadership and Creativity said to be fundamental to the development of well-rounded leaders, “…the competence to combine what appear to be opposites: toughness and compassion, self-confidence and humility, strong individuals and good team players.” On this front, Qaasim is able to think the holistic nature of the subject – a quality that leaders cannot

afford to miss. Like his contemporaries (and I say so because some of these early studies are not more scientific than his poem)4, he rightly places himself among the leadership contingency theorists. Qaasim, takes ‘situational factors’ into account and signals its change by using the phrases “at times”, “Sometimes”, “as morning alters to evening” and etc. Depending on time and space, the speaker swings from “ a holy saint” to a “master satan”, from “one color” to “another” as morning turns to evening and back once more to morning. This thinking is clearly in line with Fiedler’s contingency model where he postulated that leader’s effectiveness is based on what he referred as ‘situational contingency’ which as a result of two factors – leadership style (satanic or saint style) and situationalfavorableness (morning, one color and etc). …Marbaan ahay muftiga saahidnimo mawlacaw gala’e Marna Mukhawi waashoo xumaha miista baan ahaye Marbaan ahay nin xaaraan maqdaxa aan marin jidiinkise Marna tuug mu’diya baan ahoon maal Rasuul bixinne Marbaan ahay maqaam awliyaad maqaddinkoodiiye Marna mudanka shaydaanka iyo maal jinbaan ahaye (….I have my place among the holy saints, I am one of the foremost of their leaders, But at times I hold high rank in Satan’s retinue, And then my lords and masters are the jinns.) Similarly, Qaasim alludes that personality traits has low explanatory and predictive power and, hence, cannot be of any use in selecting effective leaders: Miisaanna ima saari karo nin i maleeyaaye (…It’s no good trying to weigh me up – I can’t be balanced on a pair of scales) Finally, Qaasim diverges from Fiedler and other contingency theorists when

it comes to answering the question – which is easy to change: situation or person’s leadership style? Fiedler suggested that it is easy to engineer the situation because leadership style becomes stable over time. Contrary to Fiedler, Qaasim depicts himself so adaptable. He is able to recognize different circumstance and adjust his style accordingly. Differentiating one circumstance from another, however, takes a fundamental ability, called ‘Emotional intelligence”5. If this is the case, then isn’t Qaasim implying the necessity of some permanent, must-have, leadership trait? How then is his thought different from those early trait seekers like Plato? Neither the answer to that questions nor establishing a comprehensive link between Qaasim’s “Bitter and Sweet” and the vast leadership literature is my aim in this short article. Rather, I set out to link two seemingly unrelated pieces of intellectual work just to expend a generous offer from Qaasim when dealing with him or his work: …ninkasta halkii kuula mudan ee ay muhato laabtaadu Ee aanad madadaaladeed ugala maarmaynin Iska soo mar waa kuu bannaan marinkad doontaaye ( …And now, my friends, each man of you – If either of the paths I follow Takes your fancy and delights your heart, Or even if you cannot bear to lose The entertainment I provide, Then come to me along the path You’re free to make a choice! ) Indeed, I chose to delight my heart and entertain thyself. You also can make your choice and may associate to ‘Bitter and Sweet’ with rocket science. Enjoy.

Where Is Your Head At? By: Mustafa A. Awad

Although it was certainly one pathetic way to go, I can’t say I sympathize with Gaddafi for getting toppled like that. For decades, Gaddafi and likeminded Arab leaders of his era – i.e. Egypt’s Hosni Mubarak and Ben Ali of Tunisia – ruled their respective nations with an iron fist which they used to cringe all sort of opposition. It’s been dubbed the “Arab Spring” as the “come-outto-depose-tyranny” campaign spread across the Arab world like wildfire. Yet, the youth riots that ensued and swept across the UK as well as the ongoing “Occupy Wall Street” in the US demonstrate that angst and despair are clearly not experiences unique to Arab youth. That tyranny comes in all shapes and sizes – for some, it comes in the form of imprisonment and murder for dissent; for others, it means an unlevelled playing field amongst the classes, which, for a society like America that prides itself as classless, is terribly ironical. Nevertheless, this shows exactly how collective discontent has increasingly come to symbolize the parlance of our times. Youth have generally been crucial to any social transformation that has occurred at the global scale since time immemorial. But, after having remained startlingly quiet for the past two decades, the world’s youth population is once again asserting itself as a powerful and dynamic change agent. As a force-to-be-reckoned-with, they are establishing, at once, “the powers that be” will not continue to be without a reexamination of the prevailing status quo. And, despite all the challenges, it is happening. Now!For years, tension remained pent up and synergy misplaced. But, the inadvertent convergence of social media and the wider and cheaper availability of IT re-

sources have revolutionized the way youth across the world make sense of their world. Instead of the strong proclivity to remain passive, which has persisted among the world’s youth since the collapse of the Berlin Wall, the ongoing IT revolution gave way to active participation on their part. The “Wi-Fi” generation has a greater notion to make a difference as the emergence and widespread availability of wireless technology brings them closer – thereby rendering their concerted effort ever more imposing. But, oh the youth of Somaliland, where’s your clout?! With the availability of means that make it much easier and cheaper for you to try and have your two-cents heard, why the prolonged silence? Everything in Africa, Somaliland in particular, begins and ends with politics. And, so, before the politick engines start revving, let it be made clear that this isn’t a campaign to provoke a revolt against President Silanyo—he certainly is no Gaddafi, nor frankly his predecessor Rayale for that matter. However, this is more accurately an attempt to get a better handle on where your cause lies – if at all, there’s a cause. There is something extremely unsettling about the great divergence which you seem to be undergoing at the moment. On the one hand, you are the first generation of youth in this country to have such remarkably unprecedented accessibility to resources for peaceful societal transformation. Yet, while IT has certainly sped up your exchange of information and social networking through email and Facebook, little connectedness is evident amongst you. Equally astounding is the fact this has meant little for the sheer dormancy that has predominantly characterized you as a social group since the advent of peace and stability in this country. The generation before you brought to its knees the second most powerful military state in Africa of its time. The generation before that spearheaded the ousting of the British, freeing Somaliland from colonial rule. Even though there is no tyrannical dictator to depose of or foreign intruders to oust, there is still so much to be concerned about for you—so much at stake! From widespread unemployment and poverty to illegal migration, you have shown little initiative in taking up a cause. Information technology has given the youth across this increasingly smaller globe a voice and the means to stimulate change. It seems that your time has come!

Completing the Challenges

Poem: Turning The

Through An ‘Integrated Approach:

Nation’s Wheel in to Success

By Nasir Osman Sh. Hassan Youth are an integral part of society in any dimension. Youth power in terms of development lies within the youth aged between 20 and 35 years. However, in many post-conflict societies, the power of the youth is always undermined when it comes to the social development and political participation. Generally, cultural practice holdsa back the mental and physical capacity of youth. This is one reason why youth are considered dormant within Somali society. In the Somaliland context, young people always try to have a role in bringing about a tangible change in the society. They try first to remove barriers that bock their rehabilitation and reintegration, resettlement, health care, educational, leisure, employment and participation needs. In the process of removing such barriers, youth have made great progress in the education sector by building their capacity of knowledge. Meanwhile, youth have taken one more step forward in removing barriers in the political decision making participation. Non-violently, they removed one legally binding barrier to the participation of youth in politics: Law No. 14 for the Local Councils Election. In this way, the Somaliland youth seem that they are only valuing their role in political participation. However, they also need to implement an integrated approach, which recognizes that, the resource that young people are, which in a supportive environment can provide a platform for young people to cope with multiple challenges that they face and to make a contribution to society. In doing an integrated approach, however, youth should come up with good strategy. This integrated approach will help youth to have one vision of solving the challenging matters to them mainly the unemployment and the roaming out of the country with uncertainty.

Composed by: Mohamed Farah Abdi Somaliland was turtle-like train targeting very far region I was disbelieving this train to convey it’s desperate legion I understood that the nation’s wheels were entirely missing Hindering us to attain our progressive aims in the long listing I saw disabled forces of youth refused to be in the leaders Restricted them to be in the country’s footers not in the headers SONYO is like tree producing golden fruits for our fragile nation

SONYO is like tree producing golden fruits for our fragile nation Inspiring youth to share dreams of leadership with sense of elation SONYO turned our nation’s train from tortoise into hunting eagle Aroused everyone to be along with the act of amending a legal I saw enlightenment inducing aspects of changes to be in active I feel steps forward awakening our youth to be freed from passive SONYO is like tree producing golden fruits for our fragile nation Inspiring youth to share dreams of leadership with sense of elation

Inspiring youth to share dreams of leadership with sense of elation

I always wish out great GOD to bless Somaliland with his kind Providing excellent choices based on the fortunes in our mind

I saw completely disappearing crops without replacing seed Where rulers are going to pass away without legacy to weed

I saw mounting consequences flourished from intellectual order I thank our GOD for guiding them to revise the rule into not be older

Disregarding our resourceful youth made me very pessimistic But the gleaming light from SONYO changed us into optimistic

SONYO is like tree producing golden fruits for our fragile nation Inspiring youth to share dreams of leadership with sense of elation

The Salient Role of Youth in the Contemporary History of Somaliland are victims for what this country had undergone, policymakers prefer to extend the age of youthfulness up to 35 or 40 years. There is an interesting perspective here. For instance, there is a lack of available information on people’s births as most of the people— who are in their thirtieth— were not born in conventional hospitals. Therefore, it may be difficult even to identify one’s exact age unless that one shows responsibility and avoids misinforming his or her age.

By: Saeed M. Ahmed, SONYO ED The article is blunt: it is an account on the role of youth in the contemporary history of Somaliland. It is scrutinizing the substance of involvement shown by Somaliland’s youth society in the successive stages of freedom fighting, peacemaking and reconstruction and democratization. Somaliland is a vastly growing young nation whose population is almost youthful. Though there are no comprehensive studies or censuses conducted on the demography of Somaliland, most of the social researches conducted reveal that youth aged below 30 years constitute around 65% of the population. However, the participation of the youth in the decision-making processes is limited. In Somaliland, the age of youthfulness and adolescence might be longer than the normal range that is globally considered as common range. The reason is that policy-makers who often draft laws and policies pertinent to the young community resort to reasoning related to the historical background of Somaliland. Because the society had undergone severe and tough times, the majority of the people spent their youthful age without having the opportunities to learn, work and improve. To avoid neglecting this segment of the society who

A former British protectorate in the Horn of Africa, Somaliland reclaimed its independence from the Republic of Somalia in May, 1991, after the Somali National Movement (SNM) contributed to the armed struggle that led to the collapse of the military regime of Siad Barre. Since declaring its independence from Somalia, Somaliland has established government institutions, written its own laws and constitution, and held credible elections. No state in the world has yet recognized Somaliland’s independence for the two decades of its existence, though some countries, for example USA has indicated a “greater engagement” with the country. A national plebiscite held on May, 2001, overwhelmingly approved the constitution, setting the pace for the establishment of democratic rule in Somaliland. The constitution declared Somaliland an independent republic, established a bi-cameral national assembly, judicial system and local governments. Looking back to the history of this nation presents wonderful lessons which if learnt from can be useful for planning the future of Somaliland. The youth of Somaliland have been long victims of the acts of their elders. They were never part and parcel of the national decisions in both the primitive and the contemporary histories of Somaliland. Diagnosing the typical role by the

youth in Somaliland in the TWO critical decisions that determined the past destiny of this nation seems very worthy of note and therefore are grasped in the article . In 1884 and 1960, Somaliland made significant decisions in an attempt to determine people’s and country’s future fate. In 1884, youth were not having voice in the negotiations with the British colony. Wonderfully, they were demanded for taking up guns and becoming worriers with the British protectorate—a ramification of the very decision exclusively made by the elderly traditional leaders at that time. In 1960, soon after Somaliland was emancipated by the intrepid struggles of the youth, Somaliland went for uniting with the Italian colony Somalia. Surprisingly, the Youth including those who were even leading the bloody battles against the protectorate were not part of the Unification decision. Again, youth were those who stood up for fighting against the oppressions of Siyad’s regime. This culture of excluding youth from the entire decisions on determining national-level destiny and transferring the resulting misfortunes of these non-participatory decisions to the youth for them to assume costs and fight for solutions brings about deep disappointment and timidity in the hearts of this country’s young generations. Therefore, the ordeals of illegal emigration and out-of-action by the youth in Somaliland can be basically referred to as the effects of these underlined grass root causes. There is a question here “is this a division of labor which is preferable in Somaliland?” or “is this because youth are not physiologically capable to make smart decisions”. In the article , I vote for the judgment of the late Professor Gaarriye; that growing leaders are distorted by the unfair socio-economic and political arrangements which promote the wrong ones and hamper the ambitions of the competent ones. (Mooralkaana laga dilay,Danabyadii u

The Salient Role of ..... kici laa, Markii geela loo diray Ninkii maqasha daayacay). The article is also arguing that if there are currently weaknesses or capacity gaps youth are suffering and are not consequently qualified to take over the leadership roles of this country, the elderly leadership which Somaliland used to have during its contemporary history were ever responsible for this unappreciated ramifications—which some people often note down whenever they hear about a favor/ sympathy for the youth. In my point of view, it is not the age what gives one the opportunity to be authentically capable and effective. On the contrary, it is the stamina and the aptitude (caliber) what stamps one with the credit of assuming national-level responsibilities. The concept of putting youth at the front by including them in the political and socio-economic mainstreams of Somaliland is voted for in this Paper as an effective mechanism by which a fundamental change and social transformation can be attained.

The Hilly City of Hargeisa

Contemporary History of Somaliland The hilly city of Hargeisa, capital of the breakaway republic of Somaliland, was the venue of a youth gathering that brought together 36 youth from across 7 regions of Somaliland. The 5 day leadership training course pioneered the first batch of Global Citizens Corps (GCC) peace ambassadors in the East and Horn of Africa.Under the Somaliland chapter, the Global Citizen Corps (GCC) is a Mercy Corps youth-led project funded by the USAID within the Somali Youth Leaders Initiative (SYLI). The program connects Somaliland youth to other GCC youths around the world determined as well encourages youth within Somaliland to network in a bid to address perennial problems and encourage cohesion and friendship among the youth. The GCC is already being implemented in the United States, the United Kingdom, Indonesia, Haiti, Iraq, Jordan, Pakistan, Palestine, Tunisia and Lebanon. In these countries the youth have left their mark by implementing impact projects that have already made a difference in their communities. Since the training just a few days ago, the new GCC Somaliland page– http://www. globalcitizencorps.org/somaliland - has already received over 700 hits. There have been a whopping 2,468 posts -- the biggest since the introduction of the GCC program in 2003 -- in response to the first post from Somaliland youth introducing the new GCC youth members to the rest of the GCC global family. The GCC seeks to inspire and equip an expanding international network of young leaders to take informed action that build secure, productive and just communities around the world. GCC hopes to achieve this goal by connecting young people globally using the latest social networking tools in order for the young citizens to share ideas as well

as equip themselves with the necessary leadership and civic responsibilities to become better and productive members of their society and ready to work together to spread the word about root causes of critical global issues and by mobilizing others in their locality to make a difference in their communities. Two experienced GCC and Mercy Corps facilitators from the United States, Amie Wells and Gilberto Corral imparted the GCC knowledge to the 36 youth ToT’s or Training for Trainers including 7 ladies. The training incorporated the use of live video conferencing with youth in Tunisia and Indonesia which went well with the Somaliland youth many of who have never left their homes and were really interested to learn more from their peers in Tunis and Jakarta. The 36 youth received tips and knowledge on or about life skills, personal and leadership development, citizenship and civic responsibility, advocacy, fundraising, communications and media skills, cross-cultural communication, listening, discussion, dialogue, empathy and understanding, action-planning, community mobilization, community mapping and Monitoring and Evaluation. The GCC Learning took place both in-person and online, providing the necessary foundation for active community involvement for the youth who are expected to train their peers in the regions and villages across Somaliland. Many of the youth were simply elated with the arrival of the GCC project in Somaliland and the prospect of connecting them with their global peers as well as the opportunity to meet their local peers within Somaliland. Somaliland youngsters introduced to their global peers. The Somaliland National Youth Organization (SONYO) which is the main part-

The Hilly City... ner for Mercy Corps in Somaliland was also well represented at the training. Abdisamad Hassan, the SYLI Project Officer for SONYO led a strong team of three other colleagues of the youth umbrella. Rahma Abdillahi Elmi, who spoke on behalf of the youth during the closing ceremony attended by Chief of Guest Mustafe Mohamud Qodah, Director General of the Somaliland Ministry of Youth, Sports and Culture, hailed Mercy Corps and the GCC team for the training and urged her peers to seize the rare opportunity offered to them. “It is my pleasure to stand here on behalf of the youth to pass our gratitude to Mercy Corps, the GCC and the Ministry for availing the training to us. I wish to urge my colleagues to take advantage of this opportunity in order to better our communities and serve our people diligently,” She said, amid claps from her peers. For other youth, the mere opportunity to meet and share ideas with their peers in Tunisia and Indonesia was very appealing to them. “I learnt a lot during the 5 day training and am confident of leading other youths from my region in order to address pertinent issues that affect us. I was really impressed by the GCC project which seeks to connect the youth globally through social online tools like Skype and Facebook. It was fun chatting and learning from our peers in Tunisia and Indonesia because I had never used a video conference before,” Abdirizak Abdillahi Shire from Erigavo town of Sanag region said with a smile
