Problematic

This is where we did the interview with Priscilla L’intelligente with her famous phrase, “Riviere Noire dans Nwar.” A very brave woman who welcomed us in front of her house told us about the situation of these villages on the South West Coast in all honesty. They are worried about inflation and also about the future of their children in the face of the lack of employment, opportunity for entrepreneurship and land for housing.

The majority of men work either as construction workers, gardener and there is only one registered fisherman. The ladies work part-time as nannies or housekeepers. 25% of the time he does not work, on the one hand because the job is often part-time and the industries present face seasonalities. Current economic activities are not sustainable in the long term. It does not offer financial stability to these inhabitants. On the other hand, there is the lack of training of these inhabitants to be able to really integrate the hotel industry.

CONTEXT IN RELATION TO LAND USE

The Flood Problem

SCHEMA OF CATCHMENT AREA OF PETITE RIVIÈRE NOIRE DANS RIVER The site has a vast catchment area of ​​nearly 1,000 HA. This catchment area also includes Domaine de Palmyre which is the subject to concreting of the mountain and which also justifies the presence of mud banks near the village. The downside is that the environmental impact studies are done only on the plot limits and as long as the developer releases the water from his plot onto the river, he is not legally responsible for the consequences downstream. In the future, 35% of this catchment area could be further impermeablised. A closer analysis shows us that this village can no longer expand, delimited by the coastal road (in red), the coastline and river banks (in blue) and also by flood plains (in pink). My first intentions were to build a series of wet retention basins at the convergence of the affluents and natural land drainage paths of the river. The red boundary demonstrates the river reserves (16m), which is common property. Circled in black are areas that will become retention basins. Their objective is to solve the problem of flooding by also connecting it to a network of drains which will flow into the sea to the south of the village. On the other hand, pedestrian and cycle connections in orange through existing green spaces to achieve better social cohesion and use of common spaces. This landscape intervention is divided into 4 sequences.

Myself living in a village that also suffers from floods, I find this situation really frustrating. It is irrevocable that the authorities are aware of these problems, I would even say since 2008 even, 15 years already but there are still no actions to solve this problem definitively.

CONCEPT

INTERVENTION

The beauty of this project for me was to take a simple construction technique, the gabion as a singular idea to express myself and make very clear statements, without dilution in the face of constraints, compromises or negotiations.

It is a project that will act as a trigger, through the storage of water and by making lands no longer flood prone. This produces a field of possibilities for collective action and intelligence, such as the possibilty of market gardening on the edge of road reserves and the extension of the village on the other side of the road.
