Prime Minister Chris Luxon has just announced, following coalition negotiations, that overseas buyers with an Active Investor Plus “Golden Visa” can now more readily purchase or build a home in New Zealand.
With the legislation expected to be amended before year-end, this change likely affects less than 1% of home buyers, targeting only high net worth individuals. There are tight restrictions with minimum investment threshold raised from $2 million to $5 million for higher-risk ventures over three years, or $10 million over five years for lower-risk options. This property value determines that luxury residential real estate (rural and farm land is excluded) is where the impact will be felt.
In practice, around 10,000 properties, mainly in Auckland and Queenstown, would qualify. The government is confident this move won’t inflate property prices but rather attract international investment and expertise, providing a controlled boost to the economy without undermining the aspirations of grassroots Kiwis wanting to own their own home. New Zealand’s openness post-Covid offers a well-regulated and attractive market for affluent offshore investors keen to settle here.

Describing the latest news as a “happy compromise” Prime Minister Chris Luxon announced an important property industry decision on the 1st of September after months of negotiation with coalition partner New Zealand First.
Overseas buyers holding an Active Investor Plus visa – a “Golden Visa” can now buy or build a home here. We’ve known for a while that this was coming and that now we have certainty around the timeframe and criteria, agents will be able to better serve those clients who fall into this special category.

and farms, the new change to legislation will ultimately affect a very small number of buyers and properties. Approximately 10,000 houses nationwide fall into this higher value category – mostly in Auckland and Queenstown.


The first thing we should acknowledge upfront is that 99% of home buyers are not going to be impacted by this imminent change to the legislation. As the negotiations continued behind closed doors there was talk of worst-case scenarios. Of open season for foreign buyers where the floodgates would potentially open and Kiwis could watch as their home ownership dream slid further out of reach. But the government has ensured that this initiative is being applied to a quite narrow demographic who will be subject to tight restrictions. This change to the Overseas Investment Act is a move aimed at the luxury end of the residential real estate continuum.
Now that the details have been hammered out and agreed to, the plan is to see this passed into law before the end of the year. Let’s dive into the details - because the good news is that they’re quite straightforward. Two pathways are available for overseas buyers who have a desire to invest in residential real estate here. Critically, the previous $2 million minimum threshold (agreed by all parties as too low in today’s market) has been increased to $5 million. The options require either a minimum $5 million investment over three years for higher-risk ventures, or a lower risk investment of $10 million spread over five years. The government is confident this move will not inflate prices or send the market into some kind of unchecked tailspin. Far from it. This is a circumspect step, easing restrictions brought in by the Labour government’s comprehensive ban in 2018. Data from New Zealand Immigration shows that to date there has been just over 300 golden visa applications with almost 40% of enquiries coming out of the USA. Once the rule change becomes embedded – the number of enquiries will doubtless rise. This move is likely to create more vigour in the overall property market (which we are all keen to see) but more critically it focusses on attracting high net worth overseas buyers, encouraging them to bring their money and perhaps their business know-how to benefit our country in the long term.
By smoothing the path to buying or building a luxury home here the government is signalling to buyers our willingness to welcome their investment and aspirations, growing an economy that’s ready for much needed outside stimulus.
The subject of immigration is not just under the spotlight in New Zealand - many countries are grappling with the movement of people and the associated impact to housing and infrastructure. Here in New Zealand we are fortunate that we have an abundance of space and enjoy a robust and well regulated property market. Our continuing willingness to open the door wider in a post-Covid world is a welcome move for those offshore folks who have the aspirations and resources to make this beautiful country their home.

If you own a property, chances are you’re hoping it will one day be worth more than you paid for it. While much about a property’s value relies on location, population growth, infrastructure and the mercy of a fluctuating market, many aspects within your control can make it more attractive to buyers and increase your home’s value.
Often, the smallest changes have the biggest impact, so don’t feel as though you have to undertake a full-scale renovation to make a return. When renovating for profit, it’s essential to avoid overcapitalising.
Here, we run through five affordable tasks you can do to make your home more appealing to buyers as well as increase its value.
How to increase the value of your home...
1. Improve exterior appeal
How your home looks from the street influences desirability. Adding a fence can be expensive, but it will attract potential families and pet owners to the property. It would also be worth fixing and painting any existing fences around the property.
Additionally, replacing or painting your front door a different colour will boost your curb aesthetic for little cost.
Painting the exterior of your home in a trending colour is a great way to catch the attention of potential buyers. This will add both street and market appeal and add value to the property. As for the colour, ivory is said to be the one colour that will add value to your home.
2. Modernise key interiors


It’s possible to create a completely new bathroom look without undergoing a renovation. Small, but modern updates (such as replacing handles and tapware) are simple ways to elevate the appearance of this room. If tiles look old or grubby, consider a flick of paint or grout replacement. Replacing an older vanity would also make a remarkable difference to the feel of the room.
Unless you adopt a hardcore minimalist approach, zero storage space will be a significant shortfall for potential buyers. Think open shelves in the kitchen, bathroom and laundry. Additionally, installing hooks on the back of doors is another simple convenience often overlooked.
3. Boost outdoor appeal
An outdoor space perfect for entertaining will increase the desirability of your home. If you don’t have a deck, this should be on your priority list for your outdoor space. A deck can increase home value by up to 30%, as it expands the home’s usable space. While these can be costly, they are likely to provide a greater return on investment.


Shade and shelter are also essential, and fire pits have become a popular addition to many backyards.
Also consider a garden. Whether you have raised garden beds housing seasonal vegetables or borders blooming with flowers, a colourful outdoor space will enhance your home’s appeal. Otherwise, opt for a garden full of native plants, such as flax or pōhutukawa, for low-maintenance landscaping.
4. Improve insulation and energy features
Whether the future owner of your home will be renting to tenants or living in the house themselves, ensuring your home is up to the healthy homes standards is crucial. The regulations for healthy homes include standards for heating, insulation, ventilation, dampness, and draught stopping. This means ensuring your home is warm and dry throughout the year will add value, so be sure to invest in these areas if need be.
5. Seek advice from your local experts
Inviting a local real estate agent into your home can help to define exactly what will and won’t add enough value to make it worth doing. Ask them exactly what they would recommend. They see things through the eyes of a buyer and can make recommendations about finishes, how to add privacy, walls to remove, areas to upgrade and more. You can ask them exactly how much value it could add, as they will have comparable properties to use as a reference.
Once your home is ready to be put on the market, be sure to stage it right. Fresh pillows and linen on beds, clutter-free cupboards and surfaces and sparkling clean rooms will attract those unwilling to exert themselves towards a makeover as soon as they move in.
Essentially, staging your home is all about selling the idea of life there to prospective buyers. Perhaps people can look past a little dodgy paintwork and a few easy fixes, but if you do the work for them, they’ll focus instead on the possibilities of a life to be enjoyed in your home.
Flash-roasted salmon on lentils

INGREDIENTS
LENTILS
• 180 grams puy lentils
• 2 bay leaves
• 1 tablespoon red wine vinegar
sea salt and ground pepper
• 3 tablespoons olive oil
• 1 small onion, sliced
• 1 stick celery, chopped
• 1 leek, halved and sliced
• 1 small carrot, finely chopped
sea salt and black pepper
• 2 cloves garlic, crushed
• 1⁄4–1⁄2 teaspoon chilli flakes
• 2 cups baby spinach leaves
SALMON
• 1 tablespoon olive oil
• 1 teaspoon finely grated lemon zest 2 cloves garlic, crushed
• 2 x 180-gram salmon fillets
BASIL YOGHURT
• 3⁄4 cup Greek natural yoghurt 1 clove garlic, crushed
• 1 cup packed basil leaves
SERVES: 2
METHOD
EQUIPMENT:
Line an oven tray with baking paper.
LENTILS:
Put the lentils in a saucepan and cover with cold water by at least 6–7cm. Add the bay leaves, bring to the boil then reduce the heat to a simmer and cook for 20–25 minutes. Drain well, rinse under cold running water and stir through the vinegar. Heat the olive oil in a large, deep frying pan. Add the onion, celery, leek and carrot, and season with salt and pepper. Cook for 8 minutes over a gentle heat until the vegetables are softened. Add the garlic and chilli and cook together for 5 minutes. Stir through the lentils along with the spinach and set aside.
SALMON:
Preheat the oven to 200°C fan bake. Mix the olive oil with the zest and garlic and brush on the flesh side of the salmon. Put on the prepared oven tray and cook for 8 minutes. Change the setting to grill and cook a further 2 minutes, positioned in the middle of the oven.
BASIL YOGHURT:
While the salmon is cooking, whiz the yoghurt, basil and garlic with a stick blender until smooth.
TO SERVE:
Serve the salmon on the lentils and top with a good dollop of basil yoghurt.

Things are getting better, but the outlook remains bleak for some sectors.
One of the five surveys I run each month asks consumers about their spending plans for the next three to six months. During the depths of the recession last year, a net 42% of people said that they planned to spend less.
This reading improved to a net 10% positive just before Christmas as people responded positively to interest rate cuts. However, the cuts haven't been the economic panacea many were hoping for, and the survey reading fell back to a net 18% planning to spend less in April.
Since then, things have been slowly improving, and the results of my latest survey show that a net 1% of consumers plan to curtail their spending in the months ahead. That won’t save many in retail who have been holding on for a recovery in consumer spending, but the direction of travel is what really matters, and things are getting better.
We should approach with caution any talk of an economic revival. When we look at individual categories of spending, the outlook is still quite bleak for some sectors. For instance, a net 14% of people say they plan to spend less on furniture and appliances – the market which Smiths City Market and Kitchen Things played in.
A net 16% of people also plan to spend less on eating out. That means hard times continuing for cafes and restaurants, though one’s profitability in this sector depends strongly on two things. The demographic one serves and one’s ability to control costs. Some operators who mainly service the older age group seem to still be doing quite well.

I ask two questions about housing in my spending surveys. The first is about whether people will spend more or less on a house to live in. This measure was firmly positive from my first survey in June 2020 until February 2022. Since then, it has been in negative territory, with the worst reading being a net 9.8% of people in June last year saying they planned to spend less.
The most recent reading is a net 3.1% planning to spend less, which is still negative and tells us that the market will take time to fire up as we head into spring. But the trend for three months has been towards the positive, which suggests summer will bring some stronger housing market conditions. That is something important for home builders and developers of residential subdivisions.
I also ask people if they plan to buy an investment property. This measure was positive from June 2020 until April 2021 and has been net negative ever since.
The worst reading was again in June last year, with a net 18.7% saying no (net selling in other words). The measure has improved over the last three months, but still sits at -9.4%.
Much is being written in newspapers regarding investors doing more buying and I can tell from my other surveys that there definitely are old hands out there buying and newbies making purchases as well.
But my survey also captures those who already hold property and the message from this survey as well as the one I run of existing investors with Crockers Property Management is that many probably older investors are looking to sell to help finance their more-expensive-thanexpected retirement.
That includes money to buy scones and corn fritters in their favoured cafes where they and their friends tend to meet these days.

Here’s how to use florals to create a bed of roses in your home.
Floral interiors have a timeless charm that can breathe life into any space, but they can be polarising.
Too much of the wrong type of floral design or the wrong colour combination can put some of us off and lead us to think that all floral designs are too busy, or too oldfashioned.

Loan Market Lending Update

BNZ has reduced its one-year fixed mortgage rate by 26 bps to 4.49%, now the lowest rate available in the market. This follows TSB’s two year rate cut last week and signals more banks may follow.
For context, someone rolling from last year’s average 1-year rate of 5.19% onto BNZ’s new 4.49% could save over $5,088 pa on a $1,000,000 mortgage over 12 months.
This is welcome relief for borrowers, and is the sharpest 12 month pricing currently available.
So competition is heating up and other banks are likely to follow. Negotiation is still worthwhile, though discounts are harder to secure —meaning cashbacks and incentives now play a larger role in determining overall value.
For seasoned Investors - interest only borrowing remains available for upto 10 years which continue to provide more certainty and takes away the need for loan reassessment every 5 years.

New Zealand opens doors to foreign buyers

New Zealand has partially lifted its foreign buyer ban, allowing “golden” visa owners to purchase a single residential property valued at $5 million or more.
This represents a significant policy shift from the blanket foreign buyer ban implemented in 2018. The change follows revisions made to New Zealand's 'golden' visa, also known as the Active Investor Plus (AIP) visa, in April 2025.
To attract additional investment, skills, ideas and connections to New Zealand, the government made the AIP visa more accessible by lowering minimum investment thresholds from $15 million to $5 million for growth category investments and $10 million for balanced category investments, removing English language requirements, and reducing residency time obligations. As part of this broader effort to encourage high-value investment, AIP visa holders will be permitted to purchase residential property by late 2025.
Who is affected?
The eligibility rules, although loosened, still intentionally target a very small segment of the housing market. Given the broader investment requirements of the AIP visa, foreigners must first commit $5-10 million in qualifying investments before potentially another $5 million for property, creating a total $10-15 million entry threshold. First-home buyers and mainstream market participants face virtually no additional competition since these properties are well beyond typical New Zealander purchasing power.



This ultra-luxury focus is reflected in both the sales volumes and geographic distribution. Over the last three years, only 515 sales recorded a value above $5 million (0.2 per cent of all sales), and its impact is geographically concentrated with 72 per cent of all sales above $5 million coming from Auckland and 15 per cent coming from the Queenstown-Lakes District. The final 13 per cent of sales above $5 million is spread across Tauranga, Christchurch, and other regional areas of New Zealand.
Among suburbs, Remuera led with 69 sales above $5 million, followed by Wanaka with 24 sales. The top 10 suburbs account for 44 per cent of all $5 millionplus sales and are dominated by Auckland locations (Remuera, St Heliers, Herne Bay, Epsom, Takapuna, Omaha, and Milford) alongside two Queenstown-Lakes District suburbs (Wanaka and Arrowtown) and Mount Maunganui in Tauranga.
What is the expected outcome?
The main reason for lifting the ban is to attract capital and stimulate economic growth by bringing additional investment, skills, ideas and connections to New Zealand.
By allowing foreigners to purchase residential property valued at $5 million or more once they have met eligibility requirements for the AIP visa, Immigration New Zealand (INZ) is expecting a potential injection of $1.875 billion in minimum investment commitments.

Creamy lemon risotto meets peas, asparagus and stracciatella in this vibrant seasonal dish.

INGREDIENTS
• 20 slim asparagus spears
TO SERVE
• 180 grams stracciatella
HERBY PEA SWIRL
• 2 cups frozen peas
• ½ loosely packed cup each mint and basil
• ⅓ cup olive oil
• sea salt and ground pepper
RISOTTO
• 2 tablespoons olive oil
• good knob of butter
• 1 large leek, white and pale green parts thinly sliced
• 2 cloves garlic, crushed
• 1 bay leaf
• pinch sea salt
• 2 cups risotto rice (e.g. arborio or vialone nano)
• 1 cup white wine
• 5–6 cups vegetable stock, warm
• 1 tablespoon finely grated lemon zest
• 1 cup freshly grated parmesan
• sea salt and ground pepper

SERVES: 4
METHOD
Cook the asparagus in a pot of salted boiling water for 1–2 minutes or until just cooked. Lift out with a slotted spoon and refresh in cold water.
PEA PURÉE:
Add the peas to the same pot of salted boiling water for 1 minute. Drain, then immediately place in a food processor with the herbs and olive oil and season generously with salt and pepper. Process until smooth, scraping down the sides of the processor as needed. Set aside.
RISOTTO:
Heat the oil and butter in a large pot and add the leek, garlic and bay leaf with a good pinch of salt. Cover and cook until the leeks are soft but not coloured.
Stir in the rice and cook for another minute until the rice is warm. Add the wine and stir until most of the liquid has been absorbed.
Begin adding the stock a ladle at a time, stirring and allowing the liquid to be absorbed before adding the next quantity. When the risotto is tender to the bite and has a creamy consistency, about 20 minutes, stir in the lemon zest and the parmesan. Season to taste with salt and pepper.
TO SERVE:
Spoon the risotto into warm shallow plates and swirl through the pea purée. Top with the asparagus and stracciatella, a drizzle of olive oil and a grind of pepper.
