EDITORIAL COMMENT As I prepare to retire as Town Clerk of Ferndown I hope that this magazine has been of interest to readers. The idea was to highlight to residents what the Town Council was doing within the town and to allow voluntary / charitable organisations to contribute short articles on what they provide for residents. As with every change in editorship there will be changes

RESIGNATION OF TOWN COUNCILLORS

Councillor Kevin Moore resigned as a member of the Town Council in November 2013 because of work pressures. Kevin has agreed to continue to Chair the Town Plan Steering Group until it submits its plan to the Town Council in March 2014 (see later article). In addition as we go to press Councillor J. C. Lewis one of the Councillors for Ferndown Central Ward and Mayor of Ferndown has also announced his resignation. If any reader is interested in standing as a Councillor for either the Ferndown Central or Ferndown Longham East Wards please read the advertisment which appears on page 17 of this magazine or telephone the Town Council Offices to obtain further information about what would be required.

TOWN COUNCIL BUSINESS PLANS In October 2013 some members of the Town Council attended a training session on the production of a Business Plan for each of the Town Council Committees i.e. Environment Committee, Grants Committee, Finance & General Purposes Committee, Personnel Committee and King George’s Field Charity Management Committee. The idea behind this approach is that the Town Council will have a structure to support the funds it seeks from residents and it will also take into accounting the emerging priorities which are being highlighted by the Town Plan Steering Group. It is hoped that a Business Plan for the 2015/16 year and the 4 years beyond will be produced later this year. In due course these plans will influence the way the Town Council seeks funding for projects and will help determine the precept to be sought from residents.

CONGRATULATIONS 1

F

erndown Matters would like to add their congratulations to Councillor Terry J Cordery, Mayor of Ferndown in 2012/13 who was awarded the MBE in the recent New Year’s Honours List. The citation reads “Services to the Dorset Fire Fighters Charity, Dorset Schools’ Football Association and to the community of Ferndown.” Terry has been involved with Dorset Schools Football Association and English Schools Football Association as an administrator and referee since 1977 and is currently the Treasurer of the Dorset Schools FA.

In addition Terry who is 75-year-old, is a former retained firefighter has also been a longserving officer with the Dorset Firefighters Charity. His involvement with the Charity came as a result of an incident when a former colleague died from his injuries in an accident. “The very next day, the charity kicked into action to support his family and I just knew this was a wonderful service that must be maintained” he recently recalled. Terry has been a member of the Town Council since 2009 and has in the past been a Chairman of the King George’s Field Charity Management Committee. Terry

currently is a member of the Town Council’s Planning and Finance & General Purposes Committee as well as continuing to be a member of the Field’s Committee. Later this year Terry will attend Buckingham Palace to be invested with his award.

CONGRATULATIONS 2 Cllr Mrs Joyce Little (Ferndown T C) and Councillor John Little (EDDC) were each recently presented with a medal in recognition of their 15 years service for the Royal Voluntary Service (RVS) - previously WRVS. They first started at St.Leonard’s Hospital where they served refreshments to visitors and out-patients and when that service was discontinued they volunteered with the Ferndown Home Library Service (which is organised by RVS). For more than 12 years they have, every three weeks, delivered library books and audio tapes to housebound clients within Ferndown. They also undertook the duties of Co-ordinators for several years. They were presented with their medals by Sylvia Fox an RVS Trustee who read out a Citation which described the significance of the Medal. “This medal is a true medal in every sense of the word. It is not easily won, nor lightly awarded. It represents 15 years of service faithfully carried out. The medal was originally struck by the Royal Mint and the presenter, for a few seconds whilst presenting it, represents Her Majesty, The Queen. It is a very beautiful medal, bearing on the one side the symbol of Rosemary, for remembrance. Remembrance of the service of our colleagues in the past, over 200 of whom gave their lives in the days of the Second World War, carrying out their duty to help those in desperate need. The Ivy leaves are the symbol of steadfastness, which is characteristic of the 15 years of devoted service given by our worthy medal recipients.

On the other side of the medal you will find the words “Service Beyond Self” which describes the whole concept of the service of our volunteers. The presentation of a long service medal is an honour shared by us all, and it is a privilege to celebrate along with our recipients on this outstanding achievement.” Joyce and John also operate the Ferndown NeighbourCars scheme and run a drop in coffee morning every Friday morning at the Barrington Centre.

FERNDOWN TOWN COUNCIL

GRANTS TO VOLUNTARY OR CHARITABLE BODIES FOR THE 2013/14 YEAR At the meeting held on Monday 25th November 2013 the following grants were awarded to groups operating within the town:(a) Ferndown Community Association

(j) Hampreston Bell Ringers

A grant of £10,000 per annum for three years starting in April 2014 will be made to the Community Association towards the running of the Barrington Centre. The Barrington Centre provides social, education and leisure activities and that a large number of voluntary / charitable organisations use the facilities for their meetings / activities.

The sum of £500 has been awarded to the Association towards the costs associated with entertaining etc. twinning visitors from Segré in May 2014.

An award of £1000 has been given to the group to help with the restoration of one of the bells at the church.

(b) East Dorset Citizens Advice Bureau

(f) Victim Support Dorset An award of £250 has been given to this group to provide “safety packs” for pupils from local schools who may become victims of crime.

(g) Ferndown in Bloom

A grant of £7000 per annum for the next three years starting again in April 2014 has been awarded to this organisation to help with the cost of running a Ferndown Office. And dealing with queries from Ferndown residents.

£300 has been awarded to this group towards the costs associated with running the Ferndown in Bloom competition in the summer of 2014.

(c) Ferndown Air Training Corps

A grant of £400 has been awarded to the club to help with providing temporary floodlights for coaching sessions on the courts during the winter period.

A grant of £600 was awarded to the Corps to help with the purchase of educational computer equipment.

(d) 1st Ferndown Scout Group An award of £500 has been given to this group to help meet the costs of running their meeting hall.

(h) Ferndown Tennis Club

(i) Ferndown Phoenix Musical Society An award of £500 has been made to this Society to help with the costs of royalties etc. for a musical to take place at the Barrington Centre in 2014.

(k) Ferndown Sports Football Club A grant of £600 was given to the club to help with the costs of running three football teams and for the purchase of new kit.

(l) Ferndown Jitzu Club An award of £200 was made to the Club to help with the travel costs etc. associated with participation in National Championships.

(m) Dorset Blind Association £500 was awarded to the group to help cover the costs associated with providing a Social Club and a Home Visiting / Support Service for those who are blind or are visually impaired and who live within Ferndown.

(n) Heatherlands Art Week An award of £500 was made towards the costs in running an Arts week in the Summer 2014 at the Heatherlands Centre.

The Town Council wishes to financially support voluntary / charitable or not for profit groups who operate within Ferndown and who are engaged in providing services etc. for residents. Priority will be given to organisations which have a base in the town. Any organisation interested in making an application for grant aid and who missed the deadline for applications in November 2013 have until Friday 7th March 2014 to make an application. A

s readers will know the Town Plan Working Party produced a report on the answers which came from the questionnaire which was completed in 2012. A meeting was held in the Barrington Centre in November to obtain feedback from members of the public to the conclusions which had been reached. The Committee is now in the process of completing the

Action Plans which is the final stage of the Reporting process. A formal Town Plan Launch event is being held at the Barrington Centre on Friday 7th March 2014 starting at 1900hrs (7.00pm). The event will include refreshments as well as some entertainment as part of the formal proceedings where the Steering Group will present the Plan to the Town Council for further action. The Steering Group

would like to take this opportunity of thanking everyone who has responded to replying to the original questionnaire as well as those who have attended further consultation meetings. We hope that residents of Ferndown will feel that the final Report and Action Plans properly reflect their opinions about the future of the town and what improvements need to take place.

FERNDOWN CHRISTMAS LIGHTS

This year the Town Council concentrated on providing Christmas Lights in the centre of the town i.e. Penny’s Walk and Victoria Road. Unfortunately it was not possible to provide lights in Wimborne Road East or in Ringwood Road as the majority of lighting displays needed to be renewed. For Christmas 2014 the Town Council is working with the Chamber of Trade to see if we can extend the displays and to this end the Chamber is arranging to hold some fundraising events to raise money for new displays. Readers are asked to support these events so that further improvements to the displays can be made.

Mrs E Norman who was the Chairman of the Queen’ s Jubilee Celebration here on the Fields in June 2012 is leading a group to arrange a Fete on the Fields which would raise money for maintenance and improvements. The Fields are run by a Charity of which the Town Council is the Sole Trustee. If you would like to join the organising Committee for the event, please telephone Mrs E Norman on 01202 872133 for an informal chat.

WORLD WAR ONE COMMEMORATIONS The Town Council will be planting a number of flower beds with poppies this year to mark 100 years the start of World War 1 in August 1914. Sites near to the Library and at Longham Lay by have been identified and the site at Longham has been planted. Appropriate plaques have been purchased and will be put on display nearer the time. We are grateful for the ideas which have been put forward to mark this event over the next 4 years and the Environment Committee will be following the suggestions up to see what is feasible. It is hoped that some kind of sensory garden will be created in the Millennium Park given that many soldiers from the First World War had their eyesight affected from mustard gas etc. Further information on this subject will appear in the next edition of the Magazine.

FLOODING WITHIN FERNDOWN

O

ver the Christmas and New Year period Ferndown was, in parts, affected by flood water. In particular this year flooding occurred at the Gladelands Caravan Park. The Town Council is not specifically involved in Flood Prevention or in dealing with the various flood alerts which will be issued from time to time by the Environment Agency. It is the responsibility of the District Council, working closely with the County Council, Environment Agency, Police and other emergency services to deal with the effects of flooding. It is important to remember that flooding can come from a variety of sources such as rivers, groundwater (springs) or from surface water which cannot escape via drains (e.g. blocked drains on roads, water coming from fields onto highways.

We often get requests of how an owner or potential owner of a property will know whether their home / potential home could be at risk from flooding. We explain that the Environment Agency’s website www. environment-agency.gov.uk/homeandleisure/floods contains information which is of help to homeowners. The Environment Agency also provides flood warnings for main rivers and if you feel you are at risk you can sign up to receive flood warnings issued for your area via the Floodline Warnings Direct service (either by email, text message, telephone, fax or pager). To sign up for that service you will need to go to the Environment Agency Website (details given above) or phone the Floodline number on 08459881188. The Met Office website also provides details of severe weather warnings (www.metoffice.gov.uk/weather/uk/advice.)

If you become aware of flooding from highway drains or public sewers then you will need to contact one of the following organisations:-

The East Dorset District Council can supply sandbags to residents in emergencies when property is at risk of flooding. The Council will prioritise any requests for sandbags according to the greatest need i.e. residential properties first, then business properties. The supply of sand bags is free of charge and does not extend to clearing up after flooding and recovering sandbags after the event.

BRITAIN IN BLOOM

The 2014 Britain in Bloom launch theme is “Growing for Gold” to celebrate Bloom’s special golden anniversary. Over the country groups will be sowing sunflowers to celebrate the event but there are also a number of other golden flowers which groups will be using. Wildflowers are also making an impact in parks and gardens and the Groundstaff here at the KGV Fields are hoping that during 2014 we will be able to sow seeds of “meadow mixes” etc.in certain parts. Those who visit us here will be aware that an area near to the walkway next to the Bowling Green is currently “cordoned off” to allow grass to grow following the ground being “dug up” during some construction work to a nearby property. We are hoping that some wild flowers will be able to be grown in the area and that it will become an area where walkers will appreciate something different from the normal grass.

FERNDOWN TWINNING ASSOCIATION Members of the Twinning Association will be welcoming some of the residents of our twinned town of Segré for a visit to Ferndown over the weekend of the 1st to 4th May 2014. Plans for the weekend include a visit to Portsmouth to see some of the commemorations for the 70th anniversary of the D Day landings. This will also possibly include a visit to the Mary Rose, HMS Victory and the Naval Museum. A trip to the Moors Valley Country Park and a communal dinner at which the town of Segré will be making a presentation to the town of Ferndown will also be part of the visit.

Ferndown in Bloom

The Town Council has taken the decision to once again enter the town in the South and South East in Bloom competition in 2014. We received a Silver Award in 2013 and we believe that we can gain the necessary 20 points to gain a Silver Gilt award in 2014. The Town Council is working with the Chamber of Trade and Ferndown in Bloom to try and boost the number of shops in the town who are willing to display hanging baskets or other flowers. It is likely that the Town Council will be able to obtain a number of hanging baskets at £20 each and any business interested in taking advantage of this scheme should make contact with the Town Council Offices on 01202 892249 or the Chairman of Ferndown in Bloom, Councillor Mrs Jean Read on 01202 875926. Please give the competition your support as we wish to try and emulate Wimborne in showing that our town is an attractive place to visit in the Summer. In the autumn volunteers helped plant many daffodil and other bulbs on the verges in Ringwood Road so we hope that the displays in the Spring will be appreciated by residents.

FORD LANE RECREATION GROUND

Football matches have begun to take place on the new football playing surface. New signage is in place and it is hoped that arrangements will be made to move the pre-school play area from its current position to a new site near to the Playing Field itself in March or later in the year. There is a need for new drainage system to be installed where the play area is to be re-sited and currently costs for the work are being explored to see if it is feasible.

TOWN COUNCIL WINTER WEATHER POLICY So far this year we have been affected by rainwater rather than snowfall or ice. As the Town Council Policy on Winter Weather has recently been amended I have set out below the current situation:1. Co-ordinator Ferndown Town Council will co-ordinate their local winter management plan with Dorset County Council who have agreed to share meteorological information with the Town Council. This will mean that some precautionary salting work can be carried out prior to any forecast snowfall. The contact point will be the Town Clerk who will decide on action to be taken by the Town Lengthman or KGV Groundstaff. 2. Roads The Town Council has decided that not all minor road surfaces will be treated with salt / grit. The work which staff carry out is in addition to that provided by the County Council (Highways Section) which has already identified key roads within the town which will receive attention. Salt / grit will only be applied to minor road surfaces which meet one or more of the following criteria:(a) Steep Hill (b) Areas where it is clear that the gradient causes the majority of vehicles to skid. (c) Tight bends (d) Locations where surface water commonly accumulates (e) Access points to key facilities such as doctors’ surgeries, health centres, residential / nursing homes The following areas have been identified by the Town Council as meeting this criteria:-

4. Salt Bins No salt bins will be provided within Ferndown. The KGV Charity has provided a locked Grit Bin at the entrance to the Upper School / Leisure Centre Car Park for use in the Car Park only. 5. Bulk Bags The Town Council have agreed to store 5 one tonne bags within the King George V Covered Storage area. These salt / grit bags are for use in gritting the network identified above. 6. Spread Rates The Town Council will apply salt to the road / pavement surface at the rate set out by Dorset County Council Highways Section. 7. Method/Equipment used to treat identified areas The Town Council / KGV Charity has a limited amount of equipment to enable gritting etc. to take place. These are the 4x4 Gator Vehicle and a push along grit / salt spreader machine which can be used for pedestrian areas. Until a large Snow Plough is available, the KGV Tractor will not be used. The KGV Gator vehicle can be fitted with a small snow plough. Prior to commencing work on gritting an area staff must ensure that they are properly dressed for the work e.g. wear suitable clothing and footwear. Staff need to be acquainted with the way the grit / salt spreader machine operates.

This is to ensure that salt / grit equipment will be able to leave the store area. It is expected that Peter Grant Way will be gritted by County Council equipment up to the Middle School entrance / exit.

8. Staff Available The following staff are available to assist in the Local Winter Maintenance Plan and have been trained accordingly.

The Town Clerk, after discussions with the Head Groundsman, will decide on which staff are to be used taking into account the weather conditions, salt / grit available, weather forecast etc. He will also assess the Health and Safety issues affecting staff to ensure that they are properly equipped for the tasks expected of them. Any vehicle in use will operate with the Amber Beacon Light illuminated when carrying out gritting work.

If an reader believes there are other roads which have not been identified as meeting the criteria set out in Section 2 above then they should make contact with the Town Council Office on 01202 892249 and an assessment will be made to see whether the road should be included.

Moors Valley Railway and Play Trail top public vote

T

he Moors Valley Railway and Play Trail have been voted joint first in a poll to discover the public’s favourite activity at the third most visited country park in England. Throughout the year visitors have been voting for the things they love most at Moors Valley Country Park and Forest near Ringwood. Their top 25 have now been announced marking the culmination of the Park’s 25 year celebrations. Top of the list, Moors Valley Railway was the first attraction at the Park to be opened to the public and clearly remains a firm favourite more than 25 years on. It offers visitors the chance to enjoy a ride on an authentic steam train, travelling along the lakeside, through tunnels and over a bridge. Tieing with the railway, in joint first place, the mile-long Play Trail offers hours of outdoor family fun aschildren enjoy healthy activity and build their confidence scrabbling on its exciting wooden play structures.

Value for money also made it into the top five, with parking charges not deterring families looking for a great day out with no admission fees. Countryside Interpretation Ranger Katie Davies said, “As we reach the end of our 25 year celebrations we are really pleased to know that people appreciate the family-friendly focus of the Park. It’s great to see a wide range of different experiences in the top 25, ranging from the ‘paying’ attractions like Go Ape and the Segways to more simple activities such as the lakeside walks and enjoying an ice cream.” Looking to the future, 25 commemorative trees are to be planted around the Park’s newest play structure, the house of Baba Yaga. And the fun will continue in 2014 with lots more family-friendly activities, including the arrival of a very special visitor to Moors Valley Country Park in the New Year. Please be aware that during the winter months Moors Valley Railway runs only at weekends and that other features may be closed for essential maintenance. The Visitor Centre and Tree Top Trail will be closed between 13th and 17th January 2014.
