FERNDOWN ANNUAL TOWN MEETING

The Annual Town Meeting was held on Wednesday 6 March 2018 at 7.00pm in the Barrington Centre, Pennys Walk, Ferndown. With our highest turn out in over 4 years it shows that Ferndown Town Council is becoming more visible in the local community. The Mayor welcomed all those present to the meeting and thanked everyone for attending. This year, guest speakers Ms Liz Bourne, along with her colleagues from ‘Planet’, Mr Jim Ryan and Ms Becky Hopkinson came to talk about the benefits, limitations, costs and timescales for neighbourhood planning. Mayor, Cathy Lugg spoke briefly about her time in office saying how much she had enjoyed this year and would have carried out around 70 engagements with a lot more to come before her official time finishes in May. She also thanked all council staff and commented that every one of them was an asset to the Town Council. She congratulated the Town Clerk on recently having been awarded a Fellowship of the Society of Local Council Clerks. It has been a busy year for the Town Council, with two major projects being undertaken; the redevelopment of King George V facilities and the re-opening of the Youth Centre ‘Riffs’. The King George V re-development is well under way with car parking being tackled first. The first phase includes work to the KGV Pavilion where the changing rooms will be refurbished. The whole project should be finished in approximately 18 months. With regard to the Youth Centre, Town and Parish Councils across the County have been faced with the choice of taking on youth provision or losing their Youth Centres. This comes as another cost to residents as the Town Council had to raise the precept to fund and run the service. It is possible that more services like this will be devolved following the local government reorganisation. The Chairman of the Environment, Youth Services, Policy and Resources and Planning

Committees informed the residents of the issues the various Committees had considered during the year. Topics covered included: footpath inspections, water supply to Longham allotments, safety bollards at Ferndown Middle School, ecology information including becoming members of the Dorset Wildlife Trust from the Environment Committee; the reopening of the ‘Riffs’ youth centre funded by the Town Council and two appointments, a full-time ‘Youth Worker in Charge’ and a part-time Youth Worker from the Youth Services Committee; matters of legislation have been reviewed and local policies amended as well as close monitoring of the budget and management of the accounts. Grants have been issued to various local organisations (please see article on grants for more detailed information) from the Policy and Resources Committee; 155 planning applications were considered and commented on this year, seven appeals as well as assisting with enforcement actions from the Planning Committee. A presentation was provided on Neighbourhood Planning. A Neighbourhood Plan sits beside the Local Plan and it is important to be mindful that with the impending Unitary Authority there will already be a Local Plan. The plan can influence the numbers and types of houses, however it cannot stop housing developments taking place. At the end of the meeting the Mayor thanked everyone for attending.

FERNDOWN FETE on the FIELD This year – 2018 - Ferndown Rotary Club invites you to the annual Fete on the Field which is taking place on Saturday 23rd June at the King George V playing fields off Peter Grant Way. It promises to be a fabulous action packed event with loads of things happening throughout the day. Entrance into the fete is Free. The day will start at 11am and will include live entertainment throughout the day from the bandstand, a varied selection of stalls to peruse at your leisure, the classic and custom car show, a fun dog show and demonstrations at various times in the arena. The well-established 10K & 5K races take place at 11:00am from the grounds and for the second year the exciting John Thornton Obstacle Pram Race will start in the afternoon. There will be lots of children’s

entertainment, including magic shows, bouncy castles, and a fancy dress competition for the kids. For those of you who might get a bit peckish, there will be plenty of food stalls, for both hot and cold refreshments throughout the day, including a fine selection of local beers & ciders. Ferndown Rotary Club would like to thank Ferndown Town Council and companies Mondo Marketing and Hearne’s Estate Agents for sponsoring the event this year. SPEAKER EVENINGS 2018 | THURSDAY 3RD MAY AT 7.45pm

THE DAMBUSTERS RAID This is the 75th anniversary year of the Dambusters Raid on the Ruhr dams, Operation Chastise. In an extremely hazardous operation on 17th May 1943, nineteen specially modified Avro Lancaster Mark III bombers were flown with tremendous skill and daring by 133 British, Commonwealth and allied airmen of 617 Squadron RAF to breach two of the dams. The talk will cover the background, elaborate preparations, the key personalities, the events during the raid, and the results. Our Speaker, Robin Miller, is Chairman of RBL Shaftesbury and a frequent presenter at the Wessex Military History Group based at The Keep Museum in Dorchester.

All RBL Speaker Evenings are open to all, free entry, with donations to the Poppy Appeal. 4

Baby Shower Launch Ferndown Library was the first Dorset Library to hold a Baby Shower Information Day with Cllr Cathy Lugg attending in her role as Ferndown Mayor. As well as showcasing the services the library can offer expectant and new parents, there was an opportunity to find out about goods and services in the local area. Dorset Registration Service, the Childrenâ€™s Centre and Family Information service were amongst those who joined Paradox photography, Confetti and Cakes and Water babies. As well as a chance to win a box of baby goodies, or a Bookstart Bear, attendees were given a bag of freebies including board books.

RIFFS OPENING CEREMONY Ferndown Youth Centre (Riffs) has opened its doors to young people after a year’s closure. Following public consultation, Members of the Town Council approved the Youth Centre project in March 2017 as previous County funding had been withdrawn. The Mayor, Cllr Mrs Cathy Lugg said, “Youth centres have been part of the fabric of communities for decades and bring a wide range of benefits to young people, families and communities. Ferndown

Youth Centre has three key objectives; helping young people gain self-confidence and self-esteem, reducing the risk of young people becoming involved in unsafe activities and to provide a safe and positive environment where all young people are welcome. The centre is also looking to start a ‘Youth Club Council’ giving its young members an active voice in the running of the youth centre whilst helping the involved members to develop important personal and interpersonal skills.”

The Centre has different sessions on offer catering for a diverse range of young people. During the evening youth club sessions, the centre provides a planned programme of activities which include inflatables, cooking and football competitions to name a few. The youth centre will open during half terms, either in the form of evening sessions or drop-in sessions during the day. If you wish to find out more please call 01202 874448.

KING GEORGE V The evenings are lighter and, as per every year, the opening hours for King George’s Fields will revert to summer times from 1 April. Please note that due to the Charity’s risk of traveller incursion we will be operating the width restriction bollard and this can be deployed whenever we hear of a threat.

These times are in force from April to September Monday – Friday 8.00am – Dusk | Saturday and Sunday 9.00am – Dusk Any cars remaining in the Charity’s car park after closing time will be locked in and will not be able to be removed until the following morning. We would also like to take this opportunity to politely remind residents that the Charity’s car parking spaces within the gates are for those people using the facilities at King George’s field.

People visiting the Lower and Middle Schools for evening activities should park outside the gates to avoid being locked in after closing. Pedestrian access to the fields will remain open 24 hours for those wishing to attend the evening sessions at Ferndown Tennis Club or merely walking the fields.

Please note there will be a 5 minute clearance for the tennis courts and playground area.

This year the Ferndown 10K Run is supporting the Fletcher Foundation which is a Ferndown based, independent Charity. Its main focus is raising awareness for those who are suffering with Prostate or Breast Cancer, and also provides help and support to the families affected. The course takes the runners on a 5k circular route through various terrains, both on and off road, starting and finishing at the KGV fields – races start at 11:30am. The race is a runbritain-licensed event and your time is included in calculating your free runbritain handicap score. More than 75,000 runners of all standards have now claimed their runbritain handicap score and there is a downloadable training schedule to improve your score next time you race.

So…. enter the 10k or 5k race to get another time recorded or you could donate just £2 to show your support to the Fletcher Foundation. Looking forward to seeing you there!

SILENT SOLDIERS ON PARADE AT FERNDOWN RBL Two Silent Soldiers, representing the Fallen of World War One have been installed in the Ferndown Garden of Remembrance at the Royal British Legion in Church Road, as part of the 2018 commemorations of the end of the ‘war to end all wars’. The soldier figures will keep a silent vigil throughout the year and all seasons of the garden which is open to those who wish to spend a few moments of calm remembering friends and family no

longer with us or just far away. Ferndown Town Council will also be installing a further 10 silent soldiers around the town at various locations.

Silent Soldiers are available to individuals and companies from the Royal British Legion with all profits going to the Poppy Appeal. More information

Community Connectors Wednesday 24th January 2018 saw the Ferndown Community Connectors Event take place at the Barrington Centre. Ferndown Councillors Jean Reed, Sarah Byrne and Mayor Cathy Lugg came to the event giving their support to the PramaLIFE initiative organised by Carol Davies from East Dorset PramaLIFE. It was also great to see Ferndown Upper School 6th form students lending a hand helping with the refreshments. Various group, clubs and services came together providing an introduction to the idea of becoming a befriender with full training and support, as there are many people in the local community who have become socially isolated and suffer from loneliness. An interesting fact supplied by Friends of Penny Hill’s Practise - 660 lifts were given to patients for trips to the surgery and local hospitals - St. Leonards, Wimborne, Bournemouth and Poole - an increase of 24% over the previous year.

We’re very happy to announce that local business owner, Stuart Fleetham, kindly offered to join the FIB committee at our recent AGM. Stuart is also Vice President of the Ferndown Chamber of Commerce and hopes to engage other business owners in the vision of Ferndown in Bloom which is to lobby everyone to improve the look and feel of Ferndown and many thanks go to Haskins for their continued sponsorship. The committee is still small, but we will extend the competitions a little this year. We would be very happy to hear from anyone else who wants to join us. (For example, we could reintroduce the schools’ competition.) This year, we will include a separate category for previous winners and re-instate the patio garden/balcony category to encourage entries from retirement apartments, flats and park homes. Ferndown North Neighbourhood Watch Neighbourhood Watch desperately needs help for committee members, contacts & coordinators. Over the last few years it has been difficult to maintain our membership, through members passing on, moving, or age has caught up with them. We have noticed quite a decline; possible thoughts are that the public consider Ferndown is a safe haven to live in. Do not be fooled by appearances, as there are a lot of incidents happening within our area that are quietly sorted out by our police force and help sometimes from the Neighbourhood Watch. What we are asking for is a little help from you as a Ferndown resident sparing some of your time to keep our Watch moving forward. Unfortunately, if this does not happen we will cease to exist. To be a committee member you would join our committee and sit at the meetings to discuss various situations that require addressing. There are only four meetings per year and one AGM usually held in May. As a Contact, you would be expected to look after a road or part of; this would include delivering our newsletter which comes out three times a year and collecting membership money. The Co-ordinator’s job is to look after a set number of Contacts by supplying them with newsletters and any relevant information. None of these jobs are too onerous, ideal for a retired person with a little time on their hands and would like get to know people. KGV Improvements started Feb 2018 In early 2017, Ferndown Town Council committed to making significant improvements to the King George V Playing Field facilities. Following a public consultation the Town Council was delighted to have agreement for the necessary design and planning requirements reaching the stage where the various phases of the project are able to take place over an 18 month period. Phase one has been to improve the car parking on KGV land in Peter Grant Way providing additional car parking spaces and a safer environment for future users. Recognising the impact for all the groups that use the KGV facilities there will be a phased approach to work commencing on improvements to the Pavilion building starting on 1st May and they will be completed in stages to accommodate the various seasonal sporting requirements. To ensure outdoor facilities such as the children’s play area and tennis courts remain operational during the summer months, when they receive the highest use, the work on these will commence early 2019 with a view to full completion by early Autumn 2019. Cllr Mike Parkes, Chairman of the Project Delivery Group said “We fully understand that the improvement works will cause disruption to all users of the KGV facilities and we have spent a considerable amount of time trying to ensure minimal disruption. We would like to thank everyone for their continued cooperation over the forthcoming months which will result in fantastic improvements to the sports and recreation facilities for the use of all Ferndown residents.”

Proposed Temporary Traffic Regulation Order Church Road, Ferndown The Highways Service will be temporarily closing the Church Road, Ferndown between 4th June 2018 and 8th June 2018. The road will be closed between the hours of 19:00 and 06:00 daily to enable the team to carry out maintenance work, but will be re-opened during the day and at weekends. The diversion route for drivers is marked in blue on the attached plan. In the current financial 22

climate, the Highways Service has had to focus on targeting the most damaged sections of road and areas. They will be repairing sections of road within the area marked in red on the map. While the road closure is in place an appropriate diversion route will be signed - as set out by Government regulations. Traffic will be diverted onto the same classification of road as the one which has been closed.

FERNDOWN TWINNING ASSOCIATION The Ferndown Twinning Association is looking for new members from the Ferndown area to join us in a celebration of all things French as we host our French friends one year and stay with them the next. Our hosts come from the delightful market town of Segré situated in North-West France, part of the region of Pays de la Loire and close to the ancient city of Angers. In 2019 we will be celebrating our 25th anniversary of the twinning so why not join us in 2018 to help us prepare. Our friends from Segré

will be joining us here in Ferndown for a few days in August 2018 – we welcome all ages and you don’t even have to speak French! All we ask is - Have you spare accommodation in your home where you can host 1 or 2 of our continental friends for a few days? The following year we swap round and we all travel across the Channel to stay in the homes of our fellow twinners in Segré. My name is Sara Ison and I am part of a job share role that provides Customer Services for Ferndown Town Council. My usual working days are Mondays and Tuesdays and if you come into our office in The Barrington Centre I will be your first point of contact and will be able to provide you with the information you require, or at the very least signpost you to someone who can help you. I have previously worked as a Civil Servant for over 30 years and am a passionate believer in working for the public sector serving and helping the community. I look forward to seeing you in the office when you next pop in.

My name is Susan Denton and I was born and bred in Yorkshire but have lived and worked in a variety of places. Perhaps one of the most exciting was when I worked in a busy Families Medical Centre in Berlin (prior to the wall coming down). Since then I’ve worked for West Berkshire Health Authority, in CID at Cambridgeshire Constabulary, as a Community Development Worker for a disabled people’s charity and more recently in Student Wellbeing at the University of Derby. In fact prior to joining Ferndown Town Council I had only two employers in the previous 26 years! My partner was born in Poole and one of his first questions to me was “When I retire will you move to Dorset with me?”. I tentatively said yes and here we are and enjoying every minute. Ferndown is a lovely town and I am proud to live and work here.

My name is Tina Dudley and my role within Ferndown Town Council is Committee Clerk. My working days are Mondays to Friday 8am to 4pm. If you require any information concerning the Councils Planning and Environment Committee or the democratic procedures, come into our office in The Barrington Centre and I will be pleased to help you or point you in the right direction. I have previously worked within local government for 17 years the previous 5 years have been within the democratic services department administering and clerking committee meetings of the Council, a role that I very much enjoy.

My name is Trudy Sollazzo and I am the Finance Officer for Ferndown Town Council and also the treasurer for the King George’s Field Charity. I ensure that the Council meets all of its financial obligations, working closely with the Town Clerk/ RFO to achieve this. I have a lot of experience working in the Finance field as I worked for a local Water Company for over 25 years before joining the Council carrying out various different finance roles and duties.

Ferndown and District Horticultural Association Ferndown and District Horticultural Association meet on the 2nd Friday each month in the Village Hall, Church Rd, Ferndown. Our programme of events can be found on the Ferndown Town Council website http://www.ferndown.gov.uk/ community/hobbies-and-interests where we are listed as the Ferndown & District Horticultural Association. We are excited to announce that following a successful bid to the Ferndown Town Councillors ward budget, we have been able to produce a Children’s Activity Book. This little book is full of funny facts, educational facts, puzzles and dot to dot - lots of useful information for the ‘budding green fingers’ in the family. Since 2016, our aim has been to encourage children aged 10 and under, and those aged 11 to 16 to enter our Spring and Summer Shows. This year our Spring Show is 7th April 2018 and the Summer Show is 16th June 2018. There is no entry fee to the show and entry to the children’s competitions are free. Our activity books have instructions on how to create three of the classes. We would love everyone to have a go. There are also classes for ‘The Adults’ so everyone can get competitive.

On Show days we have stalls, plants, books, raffles and refreshments. All children entering the competitions are recognised and go away with something (just what that might be – you will have to come along and find out) and there are cups for most points in the shows.
