Hello and a warm welcome to our final magazine of 2023 and I cannot believe how quickly the last year has gone. It’s all hands to pump now as we busily make our plans for the year ahead and the support we aim to provide to our members and the wider business community. Firstly, I am delighted to say that the Dorset Business Festival will return next year after an incredible week in October. This will again incorporate a conference, business expo and the prestigious Dorset Business Awards and planning is already underway and will be delivered over two weeks in 2024. We know that AI and the rapid development of technology is being considered both a huge opportunity

but also perhaps a threat in businesses and we’d like to thoroughly explore this as an issue and really help businesses understand the full implications of this. Additionally, we’ve highlighted ESG as an issue that businesses need to understand, and we know that many smaller businesses are finding this a challenge. Our aim will be to help businesses understand the benefits of embedding ESG within their principles, including the whole area of carbon reduction. This is rapidly becoming a major factor for businesses in tendering for new opportunities and both entering and remaining in supply chains. Over the last 12 months we have had a major focus on the LSIP programme – Local Skills Improvement Plan – ensuring training provision is aligned to the needs of businesses to support future growth. This has been a comprehensive and constructive consultation with all types of providers and employers across a wide range of sectors. Our role within this has been to lead as an ERB – being ‘Employer Representative Body’ – emphasising the LSIP must be businessled. This work will continue into next year and we would like to thank everyone who has supported this significant project to date.

On 7th December we are holding our AGM for our members and straight after, our Dorset Chamber Christmas Lunch, open to all and one of our best events of the year, sponsored by Cordoba Rewards. I do hope you can join us, and you can see more information on our website. The AGM will see Caron Khan finish her term of office as President and I’d like to say a huge thank you to the significant commitment, leadership and support Caron has shown both Dorset Chamber and me personally over the last two years, it is greatly appreciated. This day also marks my 10-year anniversary to the day as Chief Executive of Dorset Chamber. I feel very proud of our achievements over the years, and this is a role I still feel so privileged to have. A huge thank you to everyone who supported me on my journey over the last decade. Need More Skilled People in Your Team? Government Funded Training for Employers – Workforce Growth and Development One year on from the launch of the Dorset Local Skills Improvement Plan (LSIP) process there is a clear strategy in place to build employers’ influence over government funded skills development programmes and courses in the county. The Dorset LSIP is a Department for Education programme, delivered by Dorset Chamber. We work alongside the Dorset Local Enterprise Partnership, Local Authorities, schools, colleges and other training providers to refine, develop and simplify what employers need to know and do to maximise the benefits of the training and work placements on offer. Following a robust research process, the Stage 1 report was approved by the Secretary of State for Education in Summer 2023, providing the evidence for current activity. Nicola Newman, project lead for Dorset LSIP, said: “Dorset Chamber has worked with a wide range of employers and partners, education and training providers, and organisations who support learners and people not-in-employment. We have targeted and spoken to small and micro businesses who are typically unheard across the sectors and the county to understand the skills businesses needs. Our approach has been collaborative and focused on constructive partnership working. We know the Post 16 landscape can be hard to navigate for employers and learners – resolving this is a key objective now.”

The ambition to align skills provision with employer needs is not new. Training and Education providers are committed to responding to employer expectations, with ongoing communication and engagement. However, Net Zero targets, an increasingly rapid digital revolution, Covid and the longer-term repercussions of Brexit as well as new and changing qualifications and course options have highlighted different opportunities and challenges for employers, learners, providers and those organisations enabling employment like the Department for Work and Pensions. the next two years of the LSIP. “Dorset, like many other areas, has a rapidly shrinking workforce due to its aging population. So, we need to attract and retain more workers to build capacity. It’s a competitive market for working age people so we need to seek the best from across the globe, and for those that need to move here, create a lifestyle environment and welcome that’s better than elsewhere.” To address the capacity challenge, Dorset needs to inspire and enable more people to live and work here by showcasing the vibrant business community we have, the global sectors of excellence, and opportunities for all. Dorset also needs to be open to a more diverse and inclusive workforce. This could mean retaining, retraining and reskilling

This means making sure the local provision for technical skills development meets employers’ constantly evolving requirements. Employers have shared their need for workers with both ‘traditional’ skills and modern skills, particularly in construction, agriculture and healthcare. Employers want staff to be able to meet the demand for the new skills which are emerging such as automation, coding and green skills. There is also an ongoing need for skills including maths, digital literacy, project management and administration. Frequently needed, above all others, are so called ‘soft skills’; communication, time management, teamwork, relationship management and resilience. The importance of training and development programmes for your workforce In 2022, the Employer Skills Survey (ESS 2022) showed that three-fifths (60%) of employers had provided training for their staff in the last 12 months, a decrease from 66% in 2017. Local Skills Improvement Plan (LSIP): LSIPs are a new employer-led initiative from the Department for Education in England. They are a vital part of achieving the aim set out initially in the Skills for Jobs whitepaper, which looked to put employers more firmly at the heart of the skills system to help ensure businesses and people have the skills they need to thrive and progress. Specifically, LSIPs aim to make technical education and skills provision more responsive to the changing needs of employers and the local economy. The Department for Education has designated 38 employer representative bodies throughout England as responsible for developing a 3-year LSIP for their area. /company/dorset-chamber/

Each 3-year plan will identify the courses that training providers should deliver to address the local skills need. Businesses, education providers and organisations can refer to the GOV.UK website to find the LSIP for their area and see the designated employer representative body responsible for leading its development and review. The published LSIPs can be found on the designated employer representative body websites. Statutory guidance sets out the process for developing, approving, and implementing an LSIP and subsequent reviews, as well as the duties placed on relevant providers in its development stage once an approved LSIP is in place. It also sets out the role employers, providers, local government, and other stakeholders can play in co-operating with the designated employer representative in developing an LSIP and supporting the delivery of its priorities, whether they have a specific statutory duty or not. Cyber firm takes youthful approach A Dorset-headquartered cyber security company is investing in the younger generation to drive its success even further. C3IA Solutions Ltd, based in Poole, is growing rapidly and has 150 members of its team working across the public and private sectors. The company’s expansion signifies a commitment to offering a wide range of employment opportunities. These include university placements, work experience and apprenticeship schemes. It has resulted in a crop of young talents joining C3IA’s cyber, marketing, compliance, and finance departments. Delivery and Security Director, Jim Hawkins, said: “There is huge value in recruiting younger people. We have welcomed some highly skilled and motivated individuals over the last few years. “We’ve had teenagers on work experience and are committed to developing the next generation of cyber professionals. “Through our relationship with the UK’s Cyber Security Council, we have shared a work experience programme that other companies may be able to employ.

Enhanced IT support Dorset Coding Day Enhanced IT played a key role in Dorset Council’s Dorset Coding Day initiative, which was hosted by Heatherlands Primary School in Poole. Dorset Coding Day took place for the second consecutive year, following the huge success of the inaugural event in 2022. Dorset Coding Day is about inspiring children around the potential opportunities in coding for their increasingly digital futures and engages students in years 5, 6 and 7 (Aged 9- 12) and covers elements of the programming topics in the Key Stage 2/3 computing curriculum. Representing Enhanced IT was Internal Sales Representative, Luke Longdon who had been invited along by BCP Council to speak with the 180 strong captive, young audience about potential careers in IT. Luke said: “As more and more of the world goes online, children see digital on a daily basis but don’t necessarily see it as an option for their future careers, especially in Dorset. Dorset Chamber Members “Sleep Out” in support of people vulnerably housed Over 70 members of Dorset Chamber are helping YMCA Bournemouth to make this Christmas a JOYous one. Great camaraderie and team building spirit was at its best, on Saturday 18th October at Talbot Woods School, where the YMCAB BIG Sleep Easy 2023 took place. Almost 80 businesspeople came together to spend one night in a cardboard box – to highlight the needs of people who sleep rough. There was a competitive edge as companies competed to have the

largest team. Long term main sponsors, Lester Aldridge’s team of 11, whose total fundraising over the years is close to £25K, were nearly pipped at the post by Steele Raymond’s team of 8. Ian Girling & Gareth Sherwood, CEO’s of Dorset Chamber and YMCAB deliberated long and hard, before declaring Barchester Care Homes as winners of the BIG Sleep 2023 for their amazing structure and presented them with their trophy and a voucher for dinner for 4 at Rick Stein’s. Sheena Dayman, Events Manager of

YMCA Bournemouth, said: “Every year, the generosity and commitment of our local partners who participate in and fundraise towards the BIG Sleep Easy is a reminder of the kindness that exists within our community. PKF Francis Clark to create new trainee jobs in Dorset PKF Francis Clark is to create 80 new jobs for graduates, school leavers and career changers next year. The roles will be based at the accountancy firm’s offices in Poole, Bristol, Exeter, Plymouth, Salisbury, Taunton, Torquay and Truro. Applications are now open for 80 apprenticeship vacancies, including 11 in Poole, starting in January and August 2024. Candidates can choose between accountancy and tax pathways, with qualifications tailored to both graduates and non-graduates. College lecturer seeks international surfing glory Last month, staff and students at Bournemouth & Poole College cheered on lecturer Mark Hagger, along with Team England Para (Adaptive), who competed in the world’s largest adaptive surfing competition, the ISA World Para Surfing Championships (WPSC) and successfully took at 1 Gold, 2 Silvers and a world ranking of 4th overall. Mark successfully secured his position in Team England Para (Adaptive) after gaining a first-place title at the English Adaptive Para Surfing Open and second in the Welsh Para Surfing Championship earlier this year. Since the age of 14, Mark Hagger has been surfing at beaches across the south coast before having to stop due to a Multiple Sclerosis diagnosis. After a 10-year break, he returned to the sport as a para surfer in the prone two category, lying down on his surfboard. Mark Hagger said: “It’s incredibly exciting to continue to wave the flag for Great Britain, and all those with disabilities. “Not only have I had the privilege of meeting some incredible and inspirational people through the para-surfing community, but I also had the privilege of being team captain at the event, which saw us gain the highest ever position for any Surfing England team. “The College has been very supportive of my surfing achievements and when I compete many colleagues tune in to watch on television.” www.thecollege.co.uk

Greendale Construction announce new partnership with Dorset County Football Association Chartered Builders, Greendale Construction Limited, has announced its new partnership with Dorset County Football Association, which will see the building firm take on the naming rights of the Dorset Sunday Challenge Cup for the 2023-24 season. This year’s Greendale Construction Sunday Challenge Cup will see 25 teams compete to win the trophy, with the final due to take place at the County Ground on Sunday 19th May 2024. The latest developments in the UK’s transition to electric vehicles On 20 September 2023, the UK Prime Minister Rishi Sunak announced that the 2030 ban on sales of new petrol and diesel cars was being pushed back to 2035. Whilst rolling back the 2030 ban on new sales of petrol and diesel cars could risk the UK’s position as a world leader on electric vehicles, the good news is that, under the recently confirmed Zero Emission Vehicle (ZEV) Mandate, 80% of all new cars sold in Great Britain will need to be emission free by 2030. It’s well documented that the UK is on the cusp of making real headway in its transition to net zero tailpipe emissions for road transport, which is key to improved air quality and health outcomes. The ZEV Mandate provides a welcome degree of certainty to both industry and the driving community; businesses are investing heavily in electric car production, EV charging infrastructure, skills and training, and the supply chain. On the positive side, public appetite for battery electric cars is still growing with a new one being registered every 60 seconds (September 2023). Electric cars have lower running costs, are good

for the planet, and good for our health. And whilst buying a new EV may be more expensive, second hand electric cars can be great value. But it’s not only the upfront costs that matter. If we look at the total cost of ownership, then EVs are often better value, once all costs are considered. So whether you have already embraced EV, or are thinking about making the switch, here’s some food for thought around affordability, charging, and innovation in this space. Affordability: Business Leasing and EV salary sacrifice schemes are offering affordable access to electric cars, thanks to sustained low rates of Benefit in Kind. In parallel, second hand electric car sales are ‘soaring to new levels’, making EVs more affordable to more people across our communities. Public charging: The Government’s goal is to have a minimum of 300,000 public chargers rolled out by 2030). Reassuringly, the Government is implementing a series

of improvements to public charging under the Public Charge Point Regulations 2023, including covering reliability, enforcing a 24/7 helpline, and pricing must be transparent. Contactless payment must also be available. Innovation: There’s lots of neat innovation especially in the on-street charging space, with cable gully companies emerging, so that people can charge using their own electricity supply, rather than paying more for public charging. Forthcoming changes to fire safety legislation From 1 October 2023, new fire safety legislation came into effect which imposed new duties on businesses and buildings owners. The Fire Safety Order is the primary fire safety legislation in England and Wales, and it applies to all non-domestic premises as well as the communal parts of residential buildings. Changes to this legislation have been introduced through the Building Safety Act 2022 and represent the next phase of the government's fire safety reform programme. Thankfully, the significance and importance of addressing mental health is not seen as a sign of weakness but a crucial aspect of overall well-being. Workplace conflict is not just problematic for the parties directly involved; it is disruptive to those around them. It can impact staff morale, productivity and lead to an increase in sickness absence, turnover of staff, and difficulties recruiting. Conflict can create a negative culture which detracts from your business’ aims. Employers should have policies and procedures in place that employees can use for guidance when conflicts arise. For example, can they raise matters informally or formally through the company’s grievance procedure, or in more extreme cases where the conflict may amount to bullying and harassment, should they pursue this through a separate procedure? Within their policies and procedures, employers can build alternative processes allowing mediation between parties or additional soft skills training on management and leadership. Processes should allow time for issues to be actively listened to and for both parties to be supported. The focus should not necessarily be on finding who is to blame but on how the conflict can be overcome and how the parties can move forward. Instead of waiting for issues to be raised, employers should proactively look to address potential issues by monitoring for warning signs. This can be done through holding regular appraisals, identifying development needs, monitoring sickness absences in departments and their reasons, monitoring turnover in departments, and holding exit interviews. CDS Exports – Are you ready?

Tom Bennett, specialist in Dorset Chamber’s International Team, shines a light on HMRC’s call for exporters to subscribe to CDS as exporters enter the transition phase. The government has called on all exporters to subscribe to the Customs Declaration Service (CDS) in preparation for the final switchover. HMRC extended the deadline for all export declaration to be completed on CDS with two stages of migration in place. In stage one, those completing a high volume of declarations will need to migrate by the earlier date of with stage two applying to all other 38

exporters, with the deadline in force and the legacy system currently in use, Customs Handling of Import and Export Freight (CHIEF), being fully retired. HMRC has encouraged traders to continue using CHIEF while it ensures the new system accommodates all export routes and export declaration types. In the meantime, it recommends businesses contact their software /company/dorset-chamber/

providers as soon as possible to find out whether the software they’re currently using is compatible with CDS for making export declarations and whether it will allow them to begin practicing via the Trader Dress Rehearsal Service on gov.uk. The service enables traders to prepare for the migration by simulating the online CDS environment, allowing users to submit export declarations in a variety of scenarios.

What are the differences between CDS and CHIEF? There are some differences between export declarations in CDS compared to CHIEF and more information is required on a CDS export that businesses will need to factor in when submitting a declaration or providing instructions to a customs clearance agent submitting on your behalf. CDS has been built on unique Declaration Categories, which means that you are not able to mix customs regimes on the same export declaration. For example, you cannot declare a Permanent Export together with an Outward Processing export on the same declaration. As the exporter, you, or your agent would have to complete two separate customs declarations. There are changes to the Customs Procedure Codes (CPC) for the movement of our goods both in layout and codes themselves. With CDS, the export Procedure Code and the Additional Procedure Code are now split into two separate Data Elements (DE) changing xxxxxxx to xxxx plus xxx. A small change you may think but look at the current code for a permanent export has changed from 1000001 to 1040 plus 000. Exporters will now need to know who the carrier of the goods are and provide this information in the completion of the

declaration. This may mean you have to speak to your agent, haulier or customer to obtain this information. You will also need to be aware of how transportation costs are paid for as this information is also to be declared. Another new addition required relating to the transporting of goods is inputting the routing countries now must be completed on the export declaration. This falls in line with this information being completed on a T1 transit document with the only difference being that only the dispatch and destination countries are mandatory on the customs declaration if that is only the extent known. Are the goods being exported temporarily for an exhibition, or for loan or hire? Are the goods being shipped for processing or to be repaired? As an exporter, these are considerations you need to make because you will need to state the Nature of Transaction. The Nature of Transaction tells CDS what is happening to the goods. Permanent exports of free circulation goods can generally be zero-rated for VAT, if the correct evidence is held. With CDS, the claim to VAT zero-rating at export must be stated within the export declaration for compliance purposes. With these changes in mind exporters will
