Welcome to the October edition of Dorset Business Focus. Autumn is finally upon us after an incredible run of great weather and the evenings are now drawing in. It’s been an incredibly strange but busy 6 months and we are seeing businesses now return to work on a phased basis. Whilst trading conditions and the economic climate remain very tough, we are seeing many businesses report growth and there are some signs of recovery in some sectors. However the end of October will be a telling time with the end of furlough and there are of course concerns that we will see increases in redundancy when this occurs although we all hope this will not be the case. Looking forward, we need to focus on recovery and business growth. There are a broad range of programmes and initiatives for businesses from organisations such as ourselves, Dorset Local Enterprise Partnership (LEP) and the Dorset Growth Hub. These can all be accessed through the Dorset Gateway, a free information and signposting service, delivered by Dorset LEP in partnership with Dorset Chamber. Whether you are a new or established business, the Gateway team is on hand to discuss your business issues with you, whatever they may be, and help you access support for your businesses. Dorset Chamber has always been a strong advocate of supporting young people and we’ve been delighted to see the launch of the new Kickstart scheme, designed to provide unemployed young people with valuable work experience and help improve their opportunities for employment. Essentially employers will be funded to create 6-month paid work experience placements. The funding will be the equivalent of 25 hour per week at the relevant national minimum wage plus associated national insurance and pension costs. There will also be an additional £1,500 to fund any additional support the young person may require. We think this is a great scheme that could really make a huge difference to the young people that are eligible for this programme and we urge businesses and organisations to get involved. Employers creating less than 30 placements will need to work through a ‘representative’. Winning a public sector contract is easier than you may think Winning a public sector contract is not as unachievable as you may think. With a good understanding of how the system works and a clear strategy in place, the process can be completed within reasonable timescales, with minimal strain on resources. Using my experience of evaluating tender responses, I have put together a quick checklist of dos and don’ts to help you navigate the tender process. Good luck!
Don’t •
Go for contracts that you cannot fulfill
•
Confuse the Selection Questionnaire (SQ) and invitation to tender (ITT) phases. The SQ is about selection criteria and shortlisting. The focus is backward-looking, so you need to demonstrate your credentials as a company before getting the chance to bid. The ITT is forward-looking and focuses on how you will seek to perform the contract
Do •
Complete the tender in full and do exactly what is asked of you
•
Complete the tender in a particular format, if asked to do so
•
Contact the buyer if you are unclear of any aspects of the tender
•
Ignore the word count or fail to fill in any part of the tender document
•
Submit stock corporate sales material and standard copy
Be creative – work out your USP and make your response relevant to the requirement
•
Include bold statements that cannot be backed up with evidence
•
Introduce inappropriate or ill-prepared people. If you are invited to undertake or receive a presentation, your representatives should be well versed in the requirement and in your company, be presentable and affable
•
Submit your tender late, even by a minute
•
Forget to inform your nominated referees, as this gives a poor impression and you may even end up with a bad reference.

Submit your tender 24 hours prior to the deadline

Dorset Economic update:
Supply and Demand CURRENT SITUATION The world economy has bounced up from Q2’s Covid19 lows, but momentum is fragile. Much of the bounce is pent up demand for the short-term rather than renewed growth for the long run. The eurozone has seen consumer confidence wane as the ‘second’ wave of pandemic threatens. China is still doing reasonably well but Japan is soft (having fallen less than most previously). America is growing at a more moderate pace. US jobs are up 10.6 million from the nadir but fell by 22.2 million during the collapse: there is significant ground still to make up. The latest UK data for July showed: •

real GDP rose by 6.6% but was still 11.7% below the February 2020 monthly level. Roughly half of the ‘lost’ output came back: the V-shape recovery was underway but there is a long way to go and it may yet stall. Industrial production increased but was still 7% below February’s “normal”. Manufacturing and utilities were ‘better’, (led by transport equipment). Services (led by education) and construction (both new work and repairs and maintenance) climbed but were still 12.6% and 11.6% respectively less than February’s levels. The unusual trade surplus widened as low domestic demand cut imports more than weak overseas demand cut exports, especially for vehicles and fuels. Excluding precious metals, the surplus in July was £6.4bn compared with a deficit of £3.7bn in the same month a year earlier. Regional labour statistics showed the SW unemployment rate still held down to 3.8% in the three months to July compared with a UK average of 4.1%. (The north-south divide persists.) In the year to June 2020, about 24,000 workforce jobs were lost in our region. More locally, the claimant count rates in August were 6.6% for Bournemouth, Christchurch and Poole and 4.6% for Dorset County - up from 2.4% and 1.6% respectively a year ago. The expected climb in unemployment has started.
This quarter (Q3, July-September) is recording a bounce in UK economic activity from its predecessor. The SW Business Activity Index for August was 59.3, representing a second month of expansion, but the employment index was 41.1, indicating shrinkage. The question is whether this heralds a V-shaped recovery that can gather pace or is merely the second section of a W-shape which will see renewed slowdown through the winter (see Blog 2, June to explain these recovery shapes). Sadly, the next period of slowdown may be worsened by new trade barriers with the EU (tariffs and regulatory blockages) if the Brexit transition ends without a proper trade deal and with other (NI) internal market issues. CURRENT PROSPECTS The lockdown recession is instigating a range of structural changes that will take some time to play out through the economy. A transformation of many work and business practices suggests a full V-shaped recovery is implausible and a sequence of stops and starts (a series of Ws?) is possible, with certain sectors powering ahead even as others find it hard to kickstart activity. Given this background, the policy world is likely to remain volatile around the central tenets of: •
the Bank of England (BoE) supporting liquidity
•
the Treasury (HMT) supporting labour and productive capacity, and
•
the Business and Trade departments supporting investment and exchange.
In all cases, the aim is to maintain, sustain and promote capacity and capability for the benefit of long-term productive growth and competitiveness. At the recent, annual Jackson Hole central bank fest, (this year on-line of course) both the US Federal Reserve and the BoE stressed the need to stay loose on interest rates and money, and not to worry about inflation overshooting targets (currently still undershooting at 0.2% year to August – subdued by the eating out policy but underlying still under 1%) if that stops unemployment rising. Members of the BoE’s Monetary Policy Committee (MPC) have voiced concerns about the ending of temporary government support for employment leading to a winter drag on demand. Meanwhile, rumours speak of higher wealth (pension contributions and capital gains) and fuel taxes to come in the autumn budget and some spending cuts in the Comprehensive Spending Review. It seems too soon for these tightening measures to be applied now, but they will need to be applied in 2021/22 or later: an eventual constraint on future demand to be carried out when the private economy is functioning again. Timing is everything. This is particularly true for supply. It takes time to instigate new methods and develop new facilities and, thereby, to boost productivity, profits and jobs, and drive underlying growth potential upwards. It takes time to create the new and better trade and exchange links and competitive supply chains that can underpin well-being and living standards for the long run. This is especially so in a world of significant change to business and work practices as dictated by changing values and technologies: not least to encourage environmental and social sustainability as well as economic success. The challenge is to manage a fundamental transition, involving the more efficient and effective reallocation of resources across industries. For the long run health of the economy, this could turn out to be a strongly positive process towards better outcomes for productivity-led growth.

The trouble is it requires painful adjustments in the near term, which will hurt some households and some firms. Recent small business closures will be reversed eventually, but it may take years. In pursuit of “Global Britain”, how the distribution of positive and negative effects is managed and mitigated will prove to be a crucial test for both political and commercial decision makers. One aspect of this adjustment is the enormous public and corporate debt burdens built up in response to the pandemic and its aftermath. The UK growing debt burden will come down over time via three mechanisms: •
Growth – the best way to pay off debt but seldom enough on its own, especially for a mature economy working with environmental constraints
•
Austerity – control of state spending and higher taxation that dictates incentives and alters the social distribution of impact
•
Repression – forcing savers’ returns below inflation to allow the public sector to access funds cheaply and to encourage funds into real activity now, (rather than saving for later – the proverbial rainy day is here). This requires potential adjustments through exchange rate competition, trade and other barriers, and price and market controls.
The danger is that austerity and repression affect inflation expectations more than, or before, growth prospects as low interest rates and abundant money supplies sustain the high debt levels. The ideal is that debt is used to invest in supply side capacity that boosts future productivity rather than in demand side consumption that threatens higher inflation and, thereby, future living standards. Meanwhile, the government should think about issuing very long-term bonds to finance itself. It will take years to rectify recent state borrowing, we might as well admit it by extending the length of the debt (to 50- or 100-year gilts?) at current low interest rates. The crisis has needed some demand side stimuli in the short term (furloughed workers, eating out subsidies etc) but a switch to more supply side actions *innovation, skills and infrastructure) will be needed as the UK moves to a blended future of new digital, personal and business contact behaviours. I will try to consider some of these actions and options for Dorset in my next blog. 5

The President’s Column by Liz Willingham
Without a doubt, this year has been one of the most challenging in a long time. While the 2008 recession was hard, the pandemic has impacted us differently and some could argue, harder. Business leaders will have gone through a full wheel of emotions; fear, adrenaline, anxiety, optimism, all fuelled by increased financial pressures and threats to our teams and business survival. Alongside all that we have the heavy cloud of concern hanging over us surrounding our health and that of our family and friends. We’ve been working towards an ambiguous future while working from home, reopening offices full of Perspex and sanitiser, meeting friends from a 2 metre distance, staying safe, staying alert, eating out and helping out, furloughing, pivoting, evolving, protecting and hoping the decisions we’ve been making are the right ones. I can’t write this column in confidence that we won’t have to live with the pandemic and the repercussions of it for many months and years to come. So, I want to focus this month on ‘resilience’. According to the dictionary, resilience is the ability to be happy and successful again after something difficult or bad has happened. In a more physical sense, it’s the ability of a substance to return to its usual shape after being bent, stretched or pressed. In terms of measuring my own resilience, I know the feeling of being bent, stretched and pressed in the past few months and I’m hoping to return to my usual shape soon (Battenburg cakes did become my lockdown Zoom call comfort)! But I know it’s important to remind myself that many, many business leaders across the globe and in our Dorset Chamber community will be feeling the same. Happiness and success WILL resume. It is so easy to lose track of the wins and forget to give ourselves a pat on the back from time to time. While our shoulders might feel like they’re carrying a heavy load, we know we have worked through challenges before and we have bounced back to where we need to be to continue successfully and happily. What are you proud of? How have you adapted? At the end of each working day make a note of the best thing that had happened that day – even if it had felt like a difficult one. There will be something, even small, that shines through. At the start of meetings with your teams, ask everyone in turn to tell you something good that occurred in the past 24 hours –
it could be personal or professional, large or small, it doesn’t matter. I can tell you the tone of those meetings will be more upbeat and productive as a result. Celebrate the wins. We have a tendency to fixate on the things we don’t feel good enough at, or the goal we didn’t quite achieve, rather than be excited about the challenge we managed to conquer. And we don’t often recognise the progress we make in the journey which has significant value in itself. As we approach the winter, one that is unlikely to be easy, we must remember we are resilient, so are our teams. Dorset’s businesses in my experience demonstrate enormous resilience and strength of character through tough times. They rise to the challenge, use their creativity, and adapt. The furlough scheme concludes this month and that could bring about some difficult conversations and undoubtedly the economy will take another hit. But we are resilient. The winter brings health challenges in any normal year without additional threats brought to us by COVID-19. How that will pan out and impact our businesses is hard to predict. Whatever happens, we ARE resilient. I talked heavily in my previous column about mental health and included a section on how to blow the clouds away. While we are resilient, we are all human. Here’s your reminder to take care of yourself, so you can continue to be resilient. At points where I question my own resilience, I have a little tool kit of things I know will help me bounce back. These include listening to podcasts, walking on the beach, swimming in the sea (although it might be a little cold for that now) and taking myself and the dog off to the countryside to sit among the trees. The next few months are daunting, but we must remember to celebrate the wins, acknowledge we are resilient and take care of ourselves and those closest to us. Sending positive vibes your way, Liz 11

Colour-coded system supports staff in workplace
Staff at A-One Insurance Group (AOIG) are settling back into the office reassured by a colour-coded personal comfort zone system incorporating wristbands. All 132 employees, several of whom celebrate 25 years with the company in 2020, have been working seamlessly from home during lockdown and the ensuing months. Whilst this option continues, all staff have returned to the Covid Secure offices on a rota system, in order to maintain its strong staff culture and family values in its familiar way. However, still concerned for the mental well-being of our staff, we introduced green, amber and red wristbands in order to immediately identify how someone is feeling about the situation each member of staff makes their choice depending on how they feel and this allows everyone to gauge how people feel in the workplace, so staff can adjust and react to persona preferences in an instant. Red shows someone is less confident about getting too close and anxious about others that may get too close, even within the requisite safe distance, and helps to encourage others to practise stronger social distancing for the sake of their colleagues. Yellow is I’m a little nervous but relatively comfortable with the required social distancing measures. Green is I’m personally feeling in a good place, I am comfortable with interacting and I feel safe here at work, but also as a highlight to others may on occasion forget to practise social distancing, which allows the more cautious to be aware of any personal barriers being overlooked. Each coloured band allows colleagues to appreciate how a person feels as they adjust to being back in the office and are now mixing with those that are not in their immediate family. What we have found more importantly, is how they feel in general about the Covid pandemic, and how they are coping with the new normal. The new system has been well received because it is straightforward, very visual and easy to alter 14

New Test and Trace app for businesses The Government has launched a new Test and Trace app to help prevent further spread of the COVID-19 virus. We are lucky to still have a relatively low infection rate here in Dorset and the app will help this trend continue. Everyone who downloads the app is helping to prevent the spread of the virus by notifying users if they have come into contact with someone who may later test positive for coronavirus. You can now go to your usual app store on your smartphone and download the app – search for NHS COVID-19. Some features of the app include risk alerts by postcode, a symptom checker and test booking. Please be assured that the app tracks the virus, not the individual. It is also now mandatory for some businesses and organisations to have a system in place to collect visitor data and keep it for 21 days. We have contacted Dorset’s businesses, our town and parish councils and our own local council services about this new legal requirement and have asked them to display NHS QR code posters in their properties ahead of the app launch. National Lottery Funding allows MYTime Young Carers online programmes, born in lockdown, to continue MYTime Young Carers’ Charity has received £26,500 of National Lottery Funding which has ensured that new online services, born in lockdown, are able to continue. Executive Director, Krista Sharp said, “We are absolutely delighted to receive this financial support from the National Lottery. During lockdown, we worked extremely hard to continue providing support to young carers across Dorset. We created a brand new online provision, the MYTime Youth Group, which enables young carers to come together on a weekly basis, allowing them to spend time with one another and to take a break from their caring responsibilities. There has never been a service 26
like this previously because of the enormous distances young carers from Dorset would have had to travel to attend. “The funding will mean that our online MYTime Youth Group can continue. The Carers Trust conducted a survey of young carers across the UK about the impact of Covid, 69% reported feeling less connected and 66% feeling more stressed. The MYTime Youth Group has enabled them to spend time with other young carers, take part in a huge range of activities from circus skills to creative writing and has enabled them to take a break from their caring responsibilities. have reported feeling less stressed and less lonely as a result of taking part. “Finally, we have also been able to run several Making Memory Days with the young carers. HSBC UK funds Bournemouth exporting amid Covid-19

A Christchurch company which has designed, engineered and tested a state-of-the-art electric fireplace has secured a six-figure finance package from HSBC UK to help it export the product into international markets for the first time. British Fires, which belongs to the Focal Point Fires group, has used the funding to support cash flow and make critical stock investments amid the coronavirus crisis, allowing the business to progress a critical five-year distributor deal for the North American and Canadian markets. British Fires has spent the last three years developing its unique New Forest Electric Fire; a modern take on the traditional electric fireplace, which it currently sells at selected distributors across the UK. The funding, secured as part of the government-backed Coronavirus Business Interruption Loan Scheme (CBILS), has enabled the business to finalise the development of the new product and export the stock to both North America and Canada ahead of the winter season. Carl Richards, Chairman of British Fires, said: “Just before Covid took hold, our New Forest Electric Fire had just won a significant industry award at the New Orleans expo, presenting us with many opportunities to partner with well-connected distributors. Over recent years, we’ve seen a dramatic shift away from solid fuel appliances to electric fires as an alternative source of heat, so we knew we had to move fast to get the product finalised and shipped ahead of the crucial winter months but were nervous about making a big investment at such an uncertain time. HSBC UK’s support, led by our relationship director Richard Hoyle, came at just the right moment and has been instrumental in getting our chosen distributor deal over the line.” Gareth Evans, Area Director for Hampshire and Dorset at HSBC UK, added: “We knew British Fires had a small window of opportunity to get its new product out into the international market before its competitors, so we moved quickly to put a funding facility in place to make its 2020 ambition a reality. Innovation - a route out of crisis
The last six months have been devastating to a huge number of businesses, but we have also seen real innovation - either out of necessity or responding to opportunity. Going forward, securing funding to maintain or kickstart innovation will be critical to SMEs across the UK. Since the pandemic has swept into the UK, we‘ve seen brewers switching production to hand sanitisers, Formula One specialists helping develop ventilators, the Army supporting NHS supply chains, and all sorts of manufacturers producing PPE. Innovation didn’t have to mean huge change - delivery companies responded to customer concerns by introducing contactless procedures where they ring the bell and leave the package at the door. Our gradual return to normality will bring challenges as well as opportunities for those UK businesses which have managed to weather the storm. Phones will begin to ring again; website traffic will pick up and trading volumes will increase. ABGI has been here to support our clients throughout the lockdown. As well as helping them, we’ve listened and learned from them, and identified some common themes emerging out of their experience. What happened? Businesses need to think about the first half of this year. We all know about the big picture - but what happened to your business in terms of employees, premises, cash position, invoices? What action did you take, what impact did it have and how quickly can you respond to whatever your world looks like now? What happened to your suppliers and, most importantly, your customers? Behaviours and needs have changed. What now? Many companies haven’t experienced business as usual over the past few months – some will have been closed while others may have switched production. They must now consider whether demand is still there for the products they produce and if their employees are able to return to the workplace or proceed by working remotely. It’s possible that customer needs have changed, and a firm’s goods and services are no longer required in the post-pandemic environment. Premises are another issue – are they ready to open and fit for purpose going forward? Are suppliers still trading and are they still suitable for what might be the changing needs of a business? One thing that is top of mind for many of our clients is finance. Securing short-term working capital to get up and running again will be the first challenge for many. Beyond that, they can begin to look at a medium term, and the challenges of attracting capital investment - which was already at a historic low before the Covid-19 shutdown. There are, fortunately, many options including government support schemes which are, for now, still available. Banks and other lenders will listen to the needs of business, but they will be cautious about new lending in an uncertain economic climate. Eco Sustainable Solutions plans new energy recovery facility Recycling and renewable energy company Eco Sustainable Solutions is celebrating a quarter of a century in business with a new multi-million-pound investment that will allow it to process more local waste and generate more green energy for local residents and businesses. Eco has announced plans to build an Energy Recovery Facility (ERF) at its Eco Park site in Parley that would help it to process an extra 60,000 tonnes of waste – up to a fifth of that would be recycled and the rest would be used to generate more low-carbon energy. The planned facility would play a key role in helping local authorities tackle the region’s waste in the years to come, as well as having the potential to provide low carbon electricity and heat for local homes and businesses. The plant would join Eco’s existing clean energy portfolio – a combined heat and power plant, 77MW of solar panels (both in Parley) and its 1.6MW anaerobic digestion facility at Piddlehinton near Dorchester, and add to the 250,000 tonnes of local waste the company already recycles. Tackling climate change is a growing priority both nationally and locally, with the UK government setting a target to achieve net zero carbon emissions by 2050 and BCP and Dorset councils both declaring a climate emergency. BCP Council has set out 153 measures they will take to reduce the impact of climate change, which include tackling waste by reducing items such as single use /dorsetchamber
plastics, increasing recycling and avoiding landfill. At 60,000 tonnes, Eco’s proposed ERF will provide less than half of the capacity that the councils’ joint waste plan says it could build at the Parley site. That is because the company believes that much more can be done to reduce waste and increase recycling rates even more. To encourage this, Eco is planning to create a visitor centre and education programme to support the local councils' efforts to encourage everyone to reduce their waste, reuse and recycle more. “Reducing waste is also tackling climate change,” said chief operating officer Justin Dampney. “There is still a huge amount of waste going to landfill, which is having to be transported out of the county because all of Dorset’s landfills have shut. This increases emissions and ‘waste miles’ and goes against the ‘proximity principle’ that local communities should manage their own waste not only to reduce the burden on neighbouring authorities, but also to create local economic growth and employment. Our plans are at an early stage, and we are keen to hear the views of local residents, community organisations and businesses as we prepare to submit a planning application. Historic Poole to benefit from £1.2 million investment to reinvigorate the high street Following a successful bid by BCP Council, Poole High Street has been selected as one of 68 high streets to receive government funding to restore their local historic character and provide them with a new lease of life. The Poole High Streets Heritage Action Zone (Poole HSHAZ) will receive £625,000 from Historic England, with BCP Council match-funding this amount to create a project fund of £1.2 million over four years. The government funding is part of a £95m High Streets Heritage Action Zone programme being delivered across the country by local authorities in partnership with Historic England in order to transform dilapidated buildings into new homes, shops and work or community spaces, and to fuel economic, social and cultural recovery following the impact of Covid-19. Poole has long been recognised for its unique architectural and historic character. Once a small medieval fishing harbour, Poole developed into a major commercial port by the late 17th century and its high street features a mix of Georgian houses, fine Victorian commercial buildings and 1930s art deco shopfronts. Regeneration will focus on improving four key zones by restoring external features of historic buildings around Poole Museum, Old Orchard, Carter’s/Weston’s Lanes and the Lagland Street junction at Beech Hurst House.
The key objectives of the Poole High Streets Heritage Action Zone are:

To improve the understanding of local heritage by focusing on significant sites and areas within the high street and revealing their hidden histories; • To transform the physical appearance of key nodes of Poole High Street by restoring the distinctive and historic character of specific areas; • To repair and revitalise the historic built environment to better reveal heritage assets; • To engage with partners and the community to engender a spirit of cooperation and pride of place, and to produce a legacy for the future care of the high street. As part of the project, a complementary cultural programme of events and creative installations will also be introduced to tell the story of the high street and of those families, businesses and characters who’ve been part of its story. Councillor Mark Howell, Portfolio Holder for Regeneration and Culture, said: “This is great news for the people of Poole and anyone else who values its history and potential. “Like high streets across the country, Poole High Street has experienced reduced footfall over recent years, a situation worsened by the Covid-19 crisis. Attack of the Instagram clones
Here is how the conversation went:

Could your social media account be spoofed, why would anybody do it, and what can you do to avoid having a doppelgänger? Social media has some great advantages, such as keeping in touch with loved ones and sharing experiences with friends, but like almost anything on the internet, it can be easily abused. With some creative thinking and a little luck on the side, it is possible for it to be used as a vehicle to steal money from unwitting victims. I had heard stories of account cloning, but I always assumed people would check with the account holder via another form of communication or at least think twice before sending money to an account they only recently connected with. Sadly, people are still being caught out with this scam and I want to help reach those who may be unaware of how the con works. As with all my ways of getting a security message across, I needed to conduct a little experiment to test this scam in the real world and see first-hand the ease with which it can work. It’s easier to get your message across about the risks when they’re shown a real example of the scam working and then they want to better protect their accounts and themselves. All I needed was a volunteer who would be willing to allow me to set up a cloned account and then attempt to dupe their friends. However, wow am I quickly running out of friends to con! I looked far and wide, but no one wanted to play ball on this one. Therefore, having failed to find someone happy for me to clone their account for the test, I decided I would have to clone my own Instagram. I follow nearly 900 accounts on Instagram and I am usually posting the same old seascape photos or pictures of me prancing around at the beach to my 1400 followers. I decided to make a new account on my spare phone and took four screenshot copies rather than uploading the originals to make it as authentic as possible just like someone else would have done it. It was easy to duplicate these images but the only thing that could have been a difficulty is that when copying the profile picture, it would have needed to have been posted in the feed to make a quality replica. I decided to follow 30 of my friends to see if they would follow me back and let the
experiment begin. Ten were private accounts, therefore they required approval, and 20 were public accounts. Within moments I had three private account owners accept my request and two followed me back. This was a good start. I was expecting someone to contact me via a different communication method and question this request, particularly due to my line of work and the embarrassment that I could have been subjected to, understanding that even I am susceptible to an account compromise! But no one did. In fact, the numbers increased. Thirteen accounts followed me back on the same day and by the evening I decided to message these people and see what sort of responses I would receive. Initially, I mentioned the account compromise and thanked them for accepting the new follow request and then went in with a request to catch up. This received 8 replies from my 13 new followers. The goal of the test was to create a good enough back story to quickly request money without raising suspicion. This would be particularly rare if the contact had been unsolicited but when the victims believes they know who they are talking to they are far more likely to part with their cash. One of my contacts replied with a hopeful message. She clearly felt bad for me and agreed how frustrating it would be. Social engineering at its best requires believability, confidence and a little luck to make it all plausible and make sense. Simply asking people to wire money to a random bank account in the first message would have most likely raised the alarm bells, so I planned to divert the conversation to discuss my cashflow situation as soon as the thread allowed me. Prior to the test, I created a new PayPal account in my name to make it seem more legitimate than a bank account number, which is similar to what a fraudster would do with a similar sounding email address as my name in the PayPal account. I chose this as it was available – jakemooreuk@xxxxxx.com

What I found most disconcerting was how quickly it all escalated and I was able to trick the target into thinking it was genuine with no extra checks required. I was even able to make her be the one to offer to help me which was a nice little twist. This is usually a clever technique used by professional social engineers reversing the psychology to avoid the request of the money. NB: I was able to get in touch with my contact before she deposited any money into this new PayPal account, but it proved one simple thing – this scam is easy to carry out when such a mass of information is offered online. All that is really needed is an account to clone and a set of contacts. So how can people keep their social media accounts safe? It is vital to try to reduce the amount of personal information and photos of ourselves online where possible. Although this is a huge task, it is important to teach the next generation of social media users to try to limit the amount of information that is posted online before it is out in the open forever. This scam won’t work if accounts are private. Saying that, however, many people whose accounts are private still allow people they do not necessarily know to follow them due to minimal vetting. It is extremely important to think about what you post as well as accepting only followers you don’t mind knowing more about you. Being completely public has the potential of creating dangers such as this. Users should also be reminded to never take anything at face value when money is requested. Asking for validation in another form of communication before any money is sent to a new payee is paramount. If the victim had called the real me, then “scammer me” would have been foiled. Had that happened, however, I would have just abandoned that attempt and moved on to the other 7 replies I received, and targeted them instead. This scam is not solely limited to Instagram – I have also seen this occur on Facebook, Twitter and LinkedIn – so make sure you keep an eye out for cloned accounts. credits scheme, which has granted relief of £26.9bn in tax relief since the scheme began and is much broader in scope than many are aware. The scheme is most popular for an annual cashback, even when a business has been in loss and non-tax paying. A business that incurred costs for unique innovation activities, may be entitled to up to 33% of those costs as a cashback. The average SME tax credit is £53k for one year, often in the form of a cash injection straight to the bottom line, and potentially double that amount for a first time claimant. Peer Networks Programme Ambitious businesses in Dorset can come together and work collaboratively as part of our new Peer Networks programme. Peer Networks is a national peer-to-peer networking programme for SME leaders that want to grow and develop their organisation. The programme is being funded by the government in response to the 2019 Business Productivity Review (BPR) and to help businesses recover from the impacts of the COVID-19 pandemic. Dorset Local Enterprise Partnership (LEP) successfully secured funding to run the programme locally, via its growth hub, Dorset Gateway. Why Peer Networks are required The UK has a longstanding productivity challenge with labour productivity on average 13% lower than in the rest of the G7 countries. The UK's overall future productivity growth will, to a large extent, be determined by the performance of individual businesses and whilst the UK has some of the most productive businesses in the world, we also have many low productivity businesses. The current effects of the COVID-19 pandemic combined with the transition into a new trading environment with the EU has the potential to further disrupt UK productivity but also presents an opportunity as businesses adapt their business models, create new ways of working and access new markets. Why peer networks work Peer networks are integral for trusted advice. They help businesses navigate multiple stages in the business change cycle, can be called on time and again, and, through structured conversations, they can be focused to support specific issues. The 2019 BPR found that those businesses that adopt formal management practices are more likely to achieve higher turnover, 40

employment levels and productivity growth. Evidence collected as part of the BPR also found that businesses are most likely to look to trusted peers and professional networks for advice first, often leveraging their networks and existing relationships with intermediaries to signpost and help them to navigate the business support market. These peer networks will typically meet fortnightly as part of a series of 2-3 hour sessions, totalling 18 hours of action learning altogether. When this extension was announced in February 2020, only around 70% of the original funding had been claimed, leaving almost a third still available.

Grants do not need to be paid back and provide valuable funds to invest in the training of staff which till ensure organisations continue to trade seamlessly from January 1, 2021. How? Greendale Construction continue conservation works at Christchurch Priory Church Chartered Builders, Greendale Construction Limited’s Small Works Division have been awarded the contract to repair, rebuild, stabilise and refurbish a number of walls around the historic Christchurch Priory Church. The project, for BCP Council (Bournemouth, Christchurch and Poole Council) commenced at the end of July 2020, with a completion date scheduled for the end of October 2020. BCP Council is working with Columba Cook Architects and the Council’s Senior Conservation Officer to ensure all works are carried out within ancient monument guidelines . The stone and brick walls cover a wide area around the quay and Priory, with the contract including rebuilding works adjacent to the mill
stream. As works continue, Greendale will be removing vegetation and tree growth within the walls, and dismantling cappings for a careful rebuild using like for like materials. Shoring and underpinning may also be required on various walls. Rob Hooker, Director, Greendale Construction Limited, said: “We are very pleased to be the main contractor on this wonderful historic project in a beautiful location. The works will save these walls for future generations to enjoy, and we look forward to working with the team to achieve a successful hand over at the end of October.”

Deafness or hearing loss can affect anyone at any age and has been called the invisible disability. Owner Astrid Saunders quickly realised that the biggest issue experienced by the hard of hearing when dealing with people in masks was the inability to be able to lip read or pick up on facial expressions. Understanding the difficulties faced and to mitigate the feelings of isolation and anxiety, she designed a clear panel face mask and found a local seamstress to manufacture. Calling all small businesses… have you realised that apprentices are for YOU? Throughout my extensive career in HR, I have developed a passion for people and employed many apprentices. Since the introduction of the Apprenticeship Levy, I truly believe that it is small businesses that stand to gain the most from employing apprentices. With all the challenges small businesses face, you’d be forgiven for feeling a little overwhelmed and frustrated right now. But, there is a largely untapped resource available that you could benefit from. In a nutshell, here are the facts: As a small business, employing less than 50 people, the government will pay 100% of the costs of the apprentice training, up to the funding band maximum. This in fact means that you could utilise up to £27,000 worth of training for a member of your team for free! If you hire an apprentice before the 31st January 2021 you can claim an additional incentive payment of up to £2000 if they are aged 16-24, and up to £1,500 of they are aged 25+, with an extra £1000 available if you employ a 16 – 18 year old or someone with additional needs. These payments apply even if you employ an apprentice that has been made redundant from another company due to the Coronavirus, so they would be joining you already with skills you can use. Apprentice salary expectations are lower than those of people coming into your business that still may require training to get them up to speed. It is well known that you can pay apprentices a very low wage, but this really should be reviewed against the job they are doing, not just regarded as ‘cheap labour’. You will develop skilled, homegrown employees that know your business from the ground up. The training that your apprentice does is adapted to suit your
company and your ways of working. You will gain fresh, new approaches and opinions, especially if you recruit from the technology savvy ‘generation Z’. You can use the recruitment of an apprentice to upskill other members of your team by completing knowledge transfers based on the training they are receiving, introduce reverse mentoring, as well as use the opportunity to allow someone with management potential to take the lead on managing the apprentice. You will experience increased productivity from the addition of the apprentice, as 78% of employers asked by the government reported improved productivity after recruiting an apprentice.

In my experience, all apprentices that I have employed have benefited the organisation and all recruiting line managers have requested more apprentices to join their teams year on year. 90% of the apprentices that I have hired have secured full-time permanent jobs with the companies and the other 10% have benefited from identifying their next career step externally from the company which they completed their apprenticeship with. The belief that it is the duty of big companies to employ apprentices because they have the capacity to do so, is out of date. Apprentices really do add value and the list of additional benefits outlined above highlights only a small number of reasons why small businesses really should be looking to employ
apprentices to fill their skills gaps and build a resilient workforce for the future of their company. Dorset Community Foundation is marking the set-up of The Paul Cornes Fund, established by his partner, Tom Flood and supported by friends and loved ones in memory of Paul and his fondness for Dorset. Sharp lines and new face for the Audi A3 The all-new A3 Sportback may look sleeker but it’s actually the same height and length as the previous model. However Audi have widened the new car by 3cms to improve elbow room especially in the rear. You can’t miss the new honeycomb grill which dominates the front of the new A3 along with far more angular lines which make the revised model look striking. This is the S Line variant from Poole Audi has upgraded matrix LED lights and Alloy Wheels, the result is a car that looks like the
upcoming S3 model without the running costs. Inside there is an extensive level of standard specification, Audi Virtual Cockpit, MMI Navigation Plus, a 10.1” touch screen and new safety features including Audi pre-sense front and Lane departure warning. These days the dashboard is more of a cockpit which is dominated by the screens and air vents, yet remains practical and well laid out. On the road this 1.5 TSFI Petrol model is nippy and economical; I managed 44mpg during mixed driving which is in line with Audi’s claims. 0-60 is a reasonable 8.4secs and when coasting the new technology cuts from 4 to 2 cylinders to help MPG. There are three driving modes although I didn’t really notice a great difference between them. The Dynamic mode does tighten the otherwise light steering, but I

imagine most owners will leave in comfort mode. It’s worth noting the S Line model is fitted with sports suspension as standard. For business users company car tax for this year is 31%, but with a mild hybrid version using a 48volt battery on the way this is likely to be a big company car seller. Overall this is a striking looking hatchback (sorry Audi Sportsback!), full of the latest driver aids and features with good economy and a peppy engine, what’s not to like?

Dorset solicitor duo reunite at local firm to continue 30-year relationship Two of Dorset’s most experienced solicitors have teamed up again to continue a working relationship spanning more than three decades. Planning and licensing specialists, Sandra Graham and Lionel Fynn, are heading up the planning department at leading Bournemouthbased law firm, Trethowans. Acting as colleagues for 33 of the last 36 years, the pair began their working relationship at a prominent international firm in 1984, later moving to a Bournemouth-based organisation, followed by other local practices. Redundancy: What you need to know Your rights as a Director, the protection that is available to you and Advice on What to do if Redundancy Does Happen. As the easing of lockdown continues and the true cost to businesses becomes apparent, it is inevitable that redundancies will increase. Indeed, that increase has already started as companies tighten their belts and prepare for the future. Some, sadly, will not be able to avoid insolvency and with this will come redundancies with high costs, both human and financial, to all involved. The process can be very complicated. In this article we look at just 3 areas of redundancy: directors’ rights if their employer is insolvent; the Coronavirus Job Protection Scheme and redundancy payments; and how to make yourself employable if redundancy does strike. Directors and Redundancy: Directors Often Do Not Consider Themselves to be Employees Government legislation covers the rights of employees who are made redundant if their employer is insolvent, and these rights are covered in detail in this article: But what about company directors? Is a company director entitled to redundancy pay if their company is insolvent? The answer, which is not widely known, is yes directors are entitled to the same redundancy payments at insolvency as normal employees, providing they can prove their status as an employee of the company, and fulfil more than an advisory or non-executive role. In more detail, the eligibility criteria – which will need to be proven to the liquidator – comprise: •
Does the director have a contract of employment?
•
Has the director worked for at least 16 hours per week?
•
Has the company been incorporated for over two years?
•
Was the director genuinely carrying out a practical role for the company?
If the above criteria can be proven, and if the director has been paid a salary through PAYE then it is likely they will be eligible for a range of statutory payments at insolvency. These payments include: •

These statutory payments are claimed through the Redundancy Payments Service and are paid from the National Insurance Fund. Can the Coronavirus Job Retention Scheme be Used for Redundancy Payments? The Coronavirus Job Retention Scheme has seen over 1.2 million employers put more than 9.5 million workers on furlough at a cost to the government of more than £30 billion. The scheme undoubtedly ensured there was not a massive wave of redundancies during the lockdown, but that is now changing, and it has been reported that employers who are planning mass redundancies of furloughed workers cannot use ‘furloughed money’ for redundancy pay. Indeed, the Treasury has reworded the purpose of the Coronavirus Job Retention Scheme to say it is “integral” that the money is “used by the employer to continue the employment of employees.” This led to calls for clarity from the Treasury, causing HMRC to comment: “This change is just setting out the intended purpose of the scheme ... employees remain eligible while on their statutory notice period." Further, the law firm Lewis Silkin has pointed out that HMRC has said that the furlough scheme can be used during both redundancy consultation and notice periods, but not for redundancy pay. It is thought that if companies do use furlough payment monies to fund redundancy pay, they could well be forced to pay it back to HMRC. It is the Role That is Being Made Redundant, not the Person Being made redundant can be a devastating blow to the individual and his/her family and coming to terms with it and planning to recover from it is difficult but vitally important. We asked Susannah Brade-Waring, Managing Director of Bournemouth based business consultants, Aspirin Business for her thoughts on how redundant employees can work to make themselves employable. “My view is that unwanted redundancies are incredibly painful, and a massive knock to both confidence and sense of identity. remind clients that it is the role that’s being made redundant, not the person. Let me explain it another way. Given Lockdown, it is unlikely we will travel abroad this year, and so we have just bought a VW Camper Van. It’s 10 years old with 126,000 miles on the clock. However, it has been well-maintained and updated. We are like VW Camper Vans – we can keep ourselves updated and relevant, or we can become outdated. There are core skills that will never go out of date, and these include problem-solving, people skills and flexibility. In the old days, employees relied on their employers to provide training. Nowadays, high-quality knowledge is available 24/7, anywhere and often for free. It is our own responsibility to keep ourselves updated and relevant. In that way, whilst our role might be made redundant, we will always be confident of being highly employable. Please use this time to upskill yourself, be flexible, be responsive, communicate, and challenge yourself to be the best employee you can be – then you’ll get to choose your employer.” So, the message from Susannah is that whilst the coming redundancies are inevitable and will be painful, a positive mindset and a commitment to being as employable as possible will make a difference. And finally, although we will see a spike in insolvencies, and therefore redundancies, it is the job of insolvency practitioners and restructuring specialists such as us to save businesses (and jobs) as well as implement insolvency procedures. As the most recent R3 survey shows, where insolvency practitioners were involved, 40% of insolvent businesses were saved. And that is certainly something that is needed right now. Considering business travel? Here’s what you need to know It’s true to say that things are definitely picking up. People are increasingly on the move. Last month we arranged business travel for 48 crew members over a two week period for our client who operate oil survey ships off Norway. It was great to be busy, it was great to be back doing what I love. International travel is possible, even to places where you’re not allowed to go for leisure travel – there’s an understanding that companies involved with providing services to global infrastructure need to be able to travel. So, channels are opened up so that people can go about their business in a Covid safe way. Covid-19 Testing & Quarantine Is business travel as straightforward as it once was? In a word, no! •
Some countries are still fairly restricted. Negative Covid-19 tests are usually required and can vary from between 48 hours and 72 hours prior to arrival so this has an impact on when and how the business traveller get tested.

Depending on where business travellers are travelling to, and via, it can be possible to be tested “mid journey” at the transit point. A Health Declaration Form is to be completed prior to travel and is also often required on return depending on where they travelled from. Anybody returning to the UK (including UK citizens) must complete a Passenger Locator Form.

Some countries are imposing a quarantine period varying between 7-14 days even if they have a negative Covid-19 test. This then requires staying in a regulated (usually by the local government) hotel that are being called “Quarantine Hotels”. They offer a quarantine floor/s where the guest must stay in the room 24/7; all meals are brought to them and included in the pre-agreed rate. Not all hotels offer this quarantine service, so research is needed for each new country I’m booking travel for. I booked a business trip for a client to Taiwan last week, they face a 15 day stay in a Quarantine Hotel after testing negative for Covid. Covid-19 testing for the purposes of international travel is not available on the NHS. Pre-travel Covid-19 tests may be available in the private sector; however, private testing processes and accuracy of results may vary. This should be discussed with the test provider before payment. It all can be very confusing, even for us, as the restrictions vary greatly between countries and are changing very rapidly too. All of this of course is in addition to the safety measures in place at the airports and during flights. Visa Assistance Assisting clients with their visa applications is a complex process as each embassy has their own system, approach, and ideas. It’s changing rapidly and it’s tricky to keep up with. I can’t imagine having to do this alongside your usual day job! Airlines In my business I work with UK based clients, but also clients from overseas travelling worldwide. This brings a further complication. Every individual airline has its own system to deal with providing a ‘Covid safe’ operation. • This varies country to country, if the traveller is transiting, where they are transiting, and if using the same airline/through ticket all the way to end destination. • Most airlines are observing the wearing of face masks, but some planes can still be pretty full, so social distancing is not really possible. • Some of my clients are opting for Business Class seats, particularly across Europe as it offers more space for their employees –

demonstrating Duty of Care – and Premium Economy Class for longer haul. Both are of course more expensive, but employers are aware of the need to keep their employees safe while still operating their businesses. Health checks are the norm now and as I talked about earlier, Covid-19 testing prior to travel too. The airlines are responsible to allow passengers to board if their destination permits them to enter (or show relevant paperwork if they are exempt) otherwise they will be refused boarding.
It’s clear to me that businesses who are reinstating their business travel plans need some help. I can’t imagine a ‘do it yourself’ approach to business travel at the moment. Police and Crime Commissioner funds FREE mental health sessions
Emergency services personnel and members of the public who experienced stress and other issues during the pandemic are to benefit from free mental health workshops. The interactive sessions were be delivered online by Dorset Mind from 14-19th September. These were be funded by a Safer Dorset Fund Covid-19 grant, provided by the Office of the Police and Crime Commissioner (OPCC) for Dorset. The charity wanted to introduce the sessions after noticing a substantial increase in issues such as anxiety, panic, grief, stress, isolation, depression and anger during the Covid-19 outbreak, among people working for blue light and frontline services as well as members of the public. The sessions were be provided virtually by an expert practitioner and will enable people taking part to recognise symptoms of mental health problems and provide them with coping skills to support wellbeing in their daily lives. Each session focused on a different area, including anxiety, stress, depression, grief and loss, anger, and loneliness. Dorset Mind's Chief Executive, Marianne Storey comments, “We’re grateful to the Office of the Police and Crime Commissioner for funding
our series of mental health workshops. This funding is extremely timely as we come out of an incredibly challenging few months of lockdown. Even before the Covid19 situation, evidence stated that 1 in 4 people live with a diagnosable mental health condition. Mind recently reported that the coronavirus pandemic has caused ‘a mental health emergency.’ As we move past Covid-19, we know that the number of people affected in Dorset is high as we’ve witnessed a considerable rise in demand for our services. The size of the problem is extremely concerning – and we don’t believe we’ve seen the worse yet. Those especially affected are those on the frontline - emergency service staff and key workers. We believe the key is to educate people at an early stage of their concerns – before if possible. By doing so, there is a chance that we can stop small issues becoming considerable problems. being delivered. Sadly, many people have lost loved ones because of this virus, and yet most do not get support for that grief and loss. “These free online courses have been invaluable to many people at a time that they need it most. As Patron for Dorset Mind I am grateful to the Dorset Police and Crime Commissioner for funding this vital service.” The Covid-19 grants were set up by the OPCC to enable charities to launch projects to help Dorset residents during the lockdown period.
