Community Announcement on behalf of the City of Buhl and Buhl Rural Fire Protection District
The City of Buhl had a fire department for many years and in 1993 the Twin Falls County Mutual Fire Insurance Company, which was a private company, ceased to provide service for the rural area that surrounded the City of Buhl. At that time the citizens in the rural area voted to form the Buhl Rural Fire Protection District. In 1995 the Buhl Rural Fire Protection District and the City of Buhl worked to establish the Joint Use, Ownership and Operation Agreement for Fire Protection. In the years since then a number of updates to the agreement have taken place and the last few have been through a Joint Management Agreements. Within the agreement the Buhl Fire Department has functioned through a joint budget for the annual operating and maintenance. Additional expenses have been paid by each entity for additional expenses for their individual service areas. In the years between 1995 and present the City of Buhl has administered the joint budget with the contributions from both entities. This has included payroll, human resources, accounts payable, accounts receivable, budget, grant administration, audit of the joint budget and research for agreements and joint meeting functions.
In the recent years a number of discussions have taken place between the Buhl Rural Fire Protection District and the City of Buhl on different options for funding and administering the joint budget. Those discussions have been affected by legislative changes in Boise in the last few years with major updates to property tax laws. The outcome of those discussions and many special meetings have resulted in a new Cooperation and Reciprocating Fire Service Agreement. With this new agreement the administering and overall management will shift to the Buhl Rural Fire Protection District. Within this agreement the City of Buhl will contribute funds based on a new formula that resembles the funding of an annexation but without a true annexation because of the overall affect the property tax law updates had on the annexation process. This also means the current employees will remain with the Buhl Fire Department but employment will change from the City of Buhl to the Buhl Rural Fire Protection District. These staff members have recently voted to create Local Union 5410. The process of collective bargaining with the union has begun with the City of Buhl but will shift to the Buhl Rural Fire Protection District for the budget year that will begin October 1, 2023.
Both the Buhl Rural Fire Protection District Commissioners and the City of Buhl Mayor and Council Members through the years have been passionate about the fire/EMS service provided to both the district and city residents. The outcome of recent discussions and the new agreement will not affect the fire/EMS services to either district or city residents. Also, the main office will remain at city hall at 208-543-5664 for any questions or concerns with services.

Back in the 1930’s, south/east of Hagerman on the family ranch, Florence Mary Jones loved riding horses. Her own mother worried about her (but that didn’t stop Flo). One day the horse she had just mounted spooked, taking off for its own

Xavier student accepted to NASAlinked summer intern program
Twin Falls student Anna Grace Aiello will join peers in Idaho and from around the country at this year's STEM Enhancement in Earth Science summer high school intern program.
A student at Xavier Academy, Aiello will work alongside NASA subject matter experts and engage with authentic NASA research data to better understand Earth and space systems.
For Aiello, it was Idaho's brilliant night skies that helped her to realize her passion for space.

Sarah Henson Skaar of Hagerman was inducted into the Eastern Idaho Agriculture Hall of Fame on March 17, 2023.
According to her award bio, “Sarah’s entire life has revolved around agriculture, livestock and ranching…”
That began with her farm experiences as a child and includes 4-H participation, university studies, employment and production agriculture partnerships with her father and husband. While attending Washington State University, Skaar milked cows at the university dairy and conducted oilseed research in WSU’s department of agronomy.
He was a founding member of the WSU Cooperative of University Dairy Students organization.
After earning her master’s degree, Skaar accepted a job with University of Idaho as an Extension agent in Caribou County and was later promoted to associate professor of agriculture. She later transferred to Bonneville County Extension, where she continued working with livestock and youth.
Skaar has been involved in the equine industry and has organized and continues to teach youth horsemanship clinics through-out southern Idaho.
According to her award bio, “Whenever the Skaars owned ranches in Idaho, the sustainability of natural resources has been the cornerstone of their operation.”
Those production strategies focused on improved soil health, water quality, end-use quality and financial returns.
Skaar is also an award-winning ag journalist and author, an inductee into the Eastern Idaho Horseman’s Hall of Fame and was honored as Latah County Cattleman of the Year.
She is now retired and back in Hagerman. In her spare time, she volunteers at the Hagerman Museum, teaches classes and writes family and other histories.

Gaining speeds she had never ridden before, the pounding of hooves became louder against the hardened dirt road. Blackie’s nostrils flared in and out with every breath. He did not respond to the pulling of reins or of Flo yelling “Whoa”! She tried to maintain control.
Florence’s eyes watered until she could barely see. The only thing left to do was pray and depend on the riding skills she had acquired throughout her young years. It didn’t look like there would be any slowing up soon as they approached a distant highway. It was only a matter of a few moments that they could end up on the paved road and possibly hit by a vehicle.
At more than a fast gallop they flew by the irrigation ditch, up a small incline and around a curve by an old shadowy apple orchard. It felt like she was riding a racehorse getting ready for the Kentucky Derby!
Blackie ran the last stretch to the farm boundary and past the high ditch bank where Florence Mary and her family had often picked asparagus. They would soon come to the edge of the ranch. “What was their fate?”, she thought, pressing her knees firmly against Blackie’s sides. Through wet eyes she was barely able to see, “Could it be real? It was too good to be true! Maybe it was a mirage!” Directly, in full view, the field gate was shut!
Her imaginative thoughts ran wild, still wondering, “Would the horse try to jump over the gate? Would they get tangled in the side fence? Would either of them survive?” She shook off the negative thoughts, “I’m trusting you, Blackie!”, she shouted through the wind.
As her ride flew down the last stretch, suddenly and as quickly as it all began right in front of the closed gate, everything came to a sudden halt. There was an eerie silence, except for Blackie’s heavy breath-
ing. Air rushed in and out through his nostrils as if there was an oxygen shortage. He seemed a bit confused by the barrier in front of him and froze for a moment in time. Flo put her hand gently on the side of Blackie’s silky black neck and whispered, “That’s okay, we can do this. Let’s walk back.”
Now Flo could think clearly. She pulled the reins, backed him up and turned him around, “Now, let’s walk slowly," she suggested with a couple of clicks. However, Blackie had another plan. Seeing from whence he came, Blackie’s head bobbed up and down, as if not finished. Like an arrow shot from a bow he bolted off toward his place of refuge, the barn which was about a mile away. With the saddle cinched well in place, Florence bent herself forward and prepared herself for another wild ride!, “Yeehaw!”
As Flo’s light blond curls floated behind her head, she held on for dear life, taking the opportunity to imitate a jockey whose profession is riding horses. Holding on to the reins, saddlehorn and long black mane, her feet were planted firmly in the stirrups.
Young Blackie was determined to not let up speed, his hooves kicking up dirt. He ran straight by the high ditch where the family had picked asparagus, back around the old apple orchard, down a short incline, continuing by the long stretch of irrigation furrows. Springing over a giant red ant mound he then dashed by the farmhouse. Then slowing down to a trotting/slide on the steep gravel farm road, he was a bit more careful.
Just a little ways farther to go along another curve and to his destination; that red barn with all the familiar sights, sounds and smells Blackie had longed for. There, the saddle would be removed, knowing he would get to munch on sweet

feed with molasses, then return to his horse corral.
The Basque Sheepherders ran down hill to the barn to see how Florence fared, with her mama not far behind. Flo’s blond curls were a tangled mess. She hopped out of the saddle down to the straw floor. “Are you okay?” The Basque workers inquired as Florence’s mother was obviously still shook. Flo brushed and patted the dust
off her wide tan riding pants with a pair of light leather gloves. After a few seconds, she looked up. To their surprise Florence Mary had a big wide smile on her pink windswept face. Her sparkly blue eyes were shining brighter than usual. “Oh Yes Yes indeed!” She declared, “I am more than okay! Isn’t it a wonderful day?!” Then giggling she added, “That was the Best Ride I’ve ever had!!”
