Rogers F. Starr, Jr. President of Jacobs Technology and a Group Vice President, Jacobs Technology President of Jacobs Engineering. He leads the company’s delivery of test and evaluation, technical operations, and engineering support to a wide range of aerospace, defense, and automotive acquisition, engineering, and development programs. The unit consists of 22 dedicated business segments, employing 15,000 personnel, supporting defense,NASA, energy and automotive customers. Previously, he served as General Manager of test operations at Arnold Engineering Development Center from 1997 to 2000. From 1994 to 1997, he led major programs supporting DoD, NASA, and automotive companies.

From 1990 to 1994, he was General Manager of the Technology Group with responsibility for the design, build, and activation of major ground testing facilities globally.

He is a member of the AIAA and of the National Society of Professional Engineers where he has held several offices and served on several committees. He was an NSPE Congressional Fellow. He is the author of more than 20 journal articles and conference papers. He received an MS degree in aerospace engineering from the University of Tennessee (1967) and a BS degree in aerospace engineering from Georgia Institute of Technology (1966).

Mr Timothy Marshall Deputy Director, Aeronautics Test Program, NASA Aeronautics Research Mission Directorate, USA Strategic Directions of the NASA Aeronautics Test Program, NASA Aeronautics Research Mission Directorate Ensuring mission readiness; maximizing infrastructure and personnel resources U.S. leadership in aeronautics depends on ready access to technologically advanced, efficient, and affordable aeronautics test capabilities. These systems include major wind tunnels and propulsion test facilities and flight test capabilities. The federal government owns the majority of the major aeronautics test capabilities in the United States, primarily through the National Aeronautics and Space Administration (NASA) and the Department of Defense (DoD). However, changes in the Aerospace landscape, primarily the decrease in demand for testing over the last 20 years required an overarching strategy for management of these national assets. Therefore, NASA established the Aeronautics Test Program (ATP) as a twopronged strategic initiative to: (1) retain and invest in NASA aeronautics test capabilities considered strategically important to the agency and the nation, and (2) establish a strong, high level partnership with the DoD. Test facility utilization is a critical factor for ATP because it relies on user occupancy fees to recover a substantial part of the operations costs for its facilities. Decreasing utilization is an indicator of excess capacity and in some cases low-risk redundancy (i.e., several facilities with basically the same capability and overall low utilization).

However, low utilization does not necessarily translate to lack of strategic importance.

Some facilities with relatively low utilization are nonetheless vitally important because of the unique nature of the capability and the foreseeable aeronautics testing needs.

Unfortunately, since its inception, the customer base for ATP has continued to shrink. Utilization of ATP wind tunnels has declined by more than 50% from the FY 2006 levels. This significant decrease in customer usage is attributable to several factors, including the overall decline in new programs and projects in the aerospace sector; the impact of computational fluid dynamics (CFD) on the design, development, and research process; and the reductions in wind tunnel testing requirements within the largest consumer of ATP wind tunnel test time, the Aeronautics Research Mission Directorate (ARMD). Retirement of the Space Shuttle Program and recent perturbations of NASA’s Constellation Program will exacerbate this downward trend.

Therefore it is crucial that ATP periodically revisit and determine which of its test capabilities are strategically important, which qualify as low-risk redundancies that could put in an inactive status or closed, and address the challenges associated with both sustainment and improvements to the test capabilities that must remain active.

This presentation will provide an overview of the ATP vision, mission, and goals as well as the challenges and opportunities the program is facing both today and in the future. We will discuss the strategy ATP is taking over the next five years to address the National aeronautics test capability challenges and what the program will do to capitalize on its opportunities to ensure a ready, robust and relevant portfolio of National aeronautics test capabilities.

Dr Stephen Wolf Business Development Manager, ONERA, France ONERA Testing Services Expand Customer Expectations of Wind Tunnel Tests ONERA (The French Aerospace Lab) has operated a suite of world-class wind tunnels for over 55 years, within its GMT division. ONERA’s objectives in the short term, mid-term and longer term are: 1) to best serve our clients as we have always done, utilizing improved instrumentation, test techniques and methodologies; 2) to serve a new purpose, to better understand the flow physics of wind tunnel models. The topics covered in our presentation will include development of global measurement techniques (PIV and lowspeed PSP), model improvements (automation, and miniaturization of components) on a commercial basis, to provide better value and

productivity per test. In addition, we explain how the expectations of our customers are expanded by the continual improvement of our services, which can be as comprehensive as the customer wishes. We are able to provide so much more than just global forces and moments, for example, global pressure distributions, local loading, flow mapping around the model, propulsion integration effects, etc. We will in fact, show how the wind tunnel is only a part of our services, and not the only reason a customer comes to, and returns to ONERA. This we are confident, is the best way to utilize wind tunnel facilities for the future, and to remain competitive in a world market.

Dr Edward Duell Sr. Aeroacoustics Engineer, BMW/Jacobs Engineering, Germany Wind tunnel infrastructure; latest and greatest from the auto industry Ensuring mission readiness; maximizing infrastructure and personnel resources The new BMW Aerodynamisches Versuchszentrum (AVZ test center features two 300kmh, open-jet, wind tunnels capable of full-scale vehicle tests and a 32,000m2 support building with space for workshops, vehicle preparation, and offices. The AVZ center incorporates several new aerodynamic technology features. These features include a single-belt rolling road and a five-belt rolling road for underbody aerodynamic simulation.

Each rolling road type has distinct advantages that can be leveraged for particular test goals. To accurately simulate “on-road”; aerodynamic forces, a novel collector / flow stabilizer was developed that produces a very flat axial static pressure (dCp/dx) distribution. The flat static pressure

distribution represents a significant improvement relative to other openjet wind tunnels.

Additionally, Helmholtz resonators were planned into the design and tuned to passively and effectively reduce low frequency open-jet plenum pressure fluctuations. A unique test capability to study vehicle drafting and dynamic overtaking maneuvers is possible with the use of two overhead traverses in one test section. Additionally, the effect of the circuit design on producing low levels of turbulence is discussed. The wind tunnels are considered by the automotive industry to be “next generation”; due to the significant technical developments that provide design engineers with new tools for aerodynamic optimization of vehicles.

Dr. Gary Elfstrom Business Development, University of Ontario Institute of Technology, Canada University of Ontario Institute of Technology Development of the UOIT Climatic Wind Tunnel The University of Ontario Institute of Technology (UOIT) climatic wind tunnel (CWT) is described from its genesis, through design, construction and initial operation. The primary need of the CWT was to provide an independent, full test capability, for car and truck thermal operation testing in support of the automotive industry in Canada. Design and cost tradeoffs were conducted to maximize the test fidelity within the anticipated user vehicle spectrum. A key

requirement was to provide advanced aerodynamic aspects of vehicle thermodynamic testing. Unique features thus include a 7-14.5m2 variable nozzle concept to enable a wide range of vehicle sizes and wind speed combinations, and a turntable with chassis dynamometer to enable vehicle tests at yaw.

Construction is complete, and start-up and integrated testing underway, with commissioning expected to be complete in by late 2010.

NASA GRC Icing Research Tunnel (IRT) & Cooling System Upgrade Funding from the American Recovery and Reinvestment Act (ARRA) of 2009 has made it possible for NASA’s Aeronautics Test Program (ATP) to promote significant upgrades to the capabilities of some of its test facilities. As one of its largest, most used facilities the Icing Research Tunnel (IRT) at the Glenn Research Center (GRC) in Cleveland, Ohio has been selected to receive an increased operating envelope by replacing the refrigeration plant system. The competitive selection process resulted in Jacobs Technology Inc. being contracted by NASA to replace the existing refrigeration system, which was originally installed

in 1944, with a modern system with increased capacity and enhanced operability. To minimize the risks to this highly utilized national asset the NASA management has elected to deviate from the standard owner managed design/bid/build procurement method and use a turnkey design/build contract. Jacobs is providing NASA with innovative solutions to both the technical and construction challenges whilst minimizing the facility down time.

The presentation will focus on replacement of the refrigeration plant, replacement of the wind tunnel heat exchanger, and the design/build delivery of the upgrades.

Acquisition and Application of Wind Tunnel Test Data for Aircraft Training of Upset/Loss of Control Wind tunnel testing of aircraft at unusual attitudes, stalls, and spins and the accurate modeling of these effects in flight simulation can better prepare pilots for in-flight conditions. Much of this research has been attributed to military aircraft development but is now becoming more important for commercial

aircraft as well. This paper will discuss this importance, the test methods employed to collect these data and provide specific applications, including Bihrle Applied Research’s effort to model the effects of in-flight icing on the flight dynamics of the DH-6 aircraft.

An overview of the technical features and capabilities of this wind tunnel has been widely presented, including at this forum in 2008. This presentation will address the engineering based approach that was implemented by Jacobs Technology, to launch the facility and enable the commercial multi-client testing. Now in it’s third year of operation, Windshear Inc. has played host to testing a wide variety of products, including vehicles from NASCAR Cup, Nationwide, and Truck, Indy

Car, Formula One, ALMS and Grand Am prototypes and GT cars, and others. This wide customer base has presented some rather unique technical and operational challenges, which will be discussed in some detail. MechNet Inc. is starting a new and innovative service to allow Schools and Universities to operate research grade wind tunnels via the Internet. Multiple FLOTEK wind tunnels manufactured by GDJ Inc. will be equipped with a wide range of models such as wind turbine blades, different NACA profile airfoils, venturis, golf balls, and so on. The wind tunnels will interface to a state-of-the-art system based on National Instruments hardware and LabVIEW, which will control the wind tunnel and display performance data. The application was developed by Viewpoint Systems. Students will be able to conduct comprehensive experiments remotely. Interactivity

will include adjustable test section velocity and airfoil angle attack, real time updates of data and set points, and audio and video to enhance realism. This system will provide a hands-on approach to teaching math and science. Coupling an aerodynamics curriculum with an actual test system will enhance the class work by providing real-world feedback to the theoretical foundations. Operating the wind tunnels remotely allows access to expensive research grade equipment at a very affordable cost. Schools will not have to maintain the equipment or change models.

Dipl Ing Joost Hakkaart Principle R&D Manager, National Aerospace Laboratory NLR The smartest tiltrotor / tiltwing model developed so far The European rotorcraft industry and its partners are currently working on various research aspects of ERICA (Enhanced Rotorcraft Innovative Concept Achievement), a hybrid tiltwing /tiltrotor concept. This research is funded in the sixth framework programme, the NICETRIP project. The ERICA design is intended to overcome many of the operating and performance limitations associated with traditional tiltrotor designs.

The planned 10 tons transport aircraft will have small diameter prop rotors to allow running takeoffs, outer wing sections that will tilt independently of the nacelles to reduce rotor downwash, and a continuous tubular structural connection between the prop rotors. To reduce future risks on one of the

critical technologies, being the tiltrotor aerodynamic interaction and rotor performance, a complex large scale research model has been developed on scale 1:5 by NLR for future wind tunnel testing in strategic European wind tunnels. Both outer wing and nacelle of the research model can be tilted independently, consistent with the ERICA configuration. To enable efficient tunnel operation, without the need to stop wind tunnel testing because of model configuration changes, all control surfaces; Flap (2), Flaperon (2), Rudder and Aileron are remotely controlled by advanced compact units developed at NLR. The level of complexity of this research model is far beyond any wind tunnel model developed so far.

Mr Eric Paciano Researcher, California Polytechnic State University The Design and Testing of a Next Generation Regional CESTOL Airliner California Polytechnic State University, San Luis Obispo, is currently working on a NRA, collaborating with Georgia Tech Research Institute to develop and validate predictive capabilities for the design and performance of a next gen (N+2), regional, subsonic, CESTOL aircraft with 25% reduction in fuel consumption and progress towards -52 dB lower noise levels than current aircraft. A 10 ft span model with circulation control wings, blended wing body, and over the wing engine locations was designed and manufactured. The Advanced Model for Extreme Lift and Improved Aeroacoustics (AMELIA) is outfitted with dual radius flaps, cross correlation rake, and nickel plated surfaces for FISF testing. The testing will be conducted at the NFAC at

NASA Ames during summer of 2011. The NFAC was chosen for its ability to mount the model on a sting allowing for cleaner aerodynamic measurements, an existing high and low pressure air supply necessary to run the TPS and CCW, and the 40x80 ft test section which ensures no downwash impinges on the tunnel floor. The NFAC is also acoustically treated allowing aerodynamic and acoustic measurements to be performed simultaneously. The results of this test will be compiled into a database tailored to CFD analysis of the complex flows associated with CCW, a blended wing body, and over the wing engine locations. The database will be comprised of pressure, skin friction, aeroacoustic, and boundary layer interaction measurements.

Mr. Dennis Booth Manager, Hi-Capacity Balances for future wind tunnel testing / Triumph Innovations in measurement techniques ”The High Capacity Force Balance continues to prove itself as a high performance balance that is capable of maintaining the accuracy across the full load envelope. The ability to redefine the allowable loads based on test requirements enable a single balance to fill the requirements that would usually take multiple balances to meet.

The Hi-Capacity Force Balance greatly increases the load capacity and improves the state of the art performance.

The Transition of the Hi-Cap balance from concept, development to the current production status is complete. The balances have reached full maturity of design in just a few years; Since 2005 we have completed nearly a dozen balances to a wide range

of customers, including government and industry.

Each of the balances has successfully met the stated performance goals. The reports from wind tunnel testing on the balances are very positive.

We have great confidence in the balances as they have been developed on a foundation of successful predecessors. The high capacity design is now a proven dependable balance that is ideal for meeting the demanding wind tunnel test requirements of today and the future. The presentation will cover design, fabrication and calibration results from a number of the various sizes of balances that have been completed over the previous 5 years. We will also discuss the future direct of balance development for the aerospace industry”.

Dr Michael Hemsch Aerospace Technologist, NASA Langley Evaluation and Control of Wind Tunnel Measurement Processes In 1998-2000, NASA Langley adopted a new framework for statistical evaluation and control of its wind tunnel measurement processes over time.

The framework was implemented in five major tunnels at Langley: (1) the National Transonic Facility, (2) the Unitary Plan Wind Tunnel, (3) the 14-ft x 22-ft Subsonic Wind Tunnel, the (4) Transonic Dynamics Tunnel and (5) the 16-Foot Transonic Tunnel (now closed).

The methodology is adapted from elements of the Measurement Assurance Plans developed by the National Bureau of Standards (now the National Institute of Standards and Technology) for standards and calibration laboratories. The methodology is based on the notions of statistical quality control (SQC) from manufacturing and metrology together with check standard testing. The results over time of the check standard repeat-run sets are analyzed using the statistical control chart methods of Walter A. Shewhart long familiar to the SQC community.

Each tunnel’s check standards typically consist of a suitable wind tunnel model and a calibration probe, among others. Using control charts, the output from the check standards is monitored for backto-back repeatability, within-test repeatability and across-test repeatability.

Our experience suggests that back-to-back repeatability is essentially a function of the instrument chosen and the test section used. However, the subgroup-to-subgroup variation, i.e. within-test and across-test, can include significant effects of test personnel decisions and facility activities, making it important to monitor such variations.

In the presentation, the details of the SQC methods used in the NASA Langley wind tunnels are described and force balance and calibration probe control charts obtained over the past decade are presented. In addition, SQC methods and control charts results are presented for various other measurement processes as well. Those processes include test section flow angularity measurements, instrument calibration, and tracking of balance zeros during a test.

sensitivity and resolution while PIV lasers routinely deliver pulse energies up to 400m . With the use of various seeding materials we consider the maximum FOV and volume that may be measured by Planar PIV and Tomographic PIV respectively.

Ms. Nina Tortosa Aerodynamicist – Co-author Kenneth Karbon, Staff Engineer, General Motors, NA GM – Aerodynamic Development of the Chevy Volt Integrating CFD modelling with wind tunnel testing This paper will present some of the challenges and successful outcomes of developing the Chevy Volt in the wind tunnel with the help of computational fluid dynamic (CFD), focusing more on the wind tunnel and CFD tools used. The Chevy Volt is an electric vehicle with an extended-range capability.

While the Volt’s propulsion system doesn’t directly affect its aerodynamic efficiency, it does make aerodynamics much more important than in tradition vehicles. Aerodynamic efficiency is the second largest contributor to electric range. Therefore, it was critical to reduce aerodynamic drag as much as

possible while maintaining the key styling cues from the original concept car. This presented a number of challenges during the development of the Volt, such as evaluating drag due to wheel design, balancing aerodynamics verses wind noise and cooling flow, and interfacing with other engineering requirements.

These issues were resolved by spending hundreds of hours in the wind tunnel and running numerous CFD analyses. The end result is an attractive electric vehicle that, at start of production, will have the lowest coefficient of drag of any other GM vehicle currently on the market.

Mr. Nigel Corby Business Development Executive, Aircraft Research Association Ltd / Aerodynamic Simulation through Computational Fluid Dynamics and Wind Tunnel Testing ARA has for many years advocated the use of both CFD and wind tunnel testing in support of new aircraft projects. CFD can be used to undertake development work associated with novel concepts in the early stages of a research project to optimise the wind tunnel test programmes. ARA also believes that CFD can be used to better understand wind tunnel corrections and support interference. A recent project addressed the concept of rear fuselage mounted engines integrated with an innovative empennage design. It was considered that this type of novel configuration would be outside the current scope of knowledge of wind tunnel support aerodynamic interference effects and so a CFD study was performed to investigate these effects. This was important in order to interpret the wind tunnel test results, including the comparison with CFD, and to understand the need for any wind tunnel data

corrections. CFD was used to assess support sting interference through comparison of both surface and field data, the latter in the form of flow conditions at specified positions. This analysis showed that the interference effects of the wind tunnel support system were negligible over the rear fuselage. The wind tunnel test was carried out to determine the aerodynamic performance of the configuration and to validate the numerical simulations. The test technique used for this configuration was the live rear fuselage concept, where the model is supported using a twin sting arrangement, the sting booms being attached to the wings. The paper will describe the CFD analysis and wind tunnel work carried out to analyse the interference effects of the rig on the rear fuselage and empennage. ARA’s long-term vision of the complementary use of CFD and wind tunnel testing will also be discussed.

Mr George Sydnor Capital Investment Projects Manager, NASA ATP, USA Status of NASA’s Recovery Act Wind Tunnel Upgrade Projects Ensuring mission readiness; maximizing infrastructure and personnel resources The National Aeronautics and Space Administration’s (NASA) Aeronautics Test Program (ATP) is implementing five significant ground-based test facility projects across the nation with funding provided through the American Recovery and Reinvestment Act (ARRA). This investment initiative for NASA’s wind tunnels is the largest and most ambitious in the past twenty years.

The projects are: 1. The re-activation of a large compressor to provide a second source for compressed air and vacuum to the Unitary Plan Wind Tunnel at the Ames Research Center; 2. T he addition of a high-altitude ice crystal generation capability at the Glenn Research Center Propulsion Systems Laboratory Test Cell 3; 3. A new refrigeration system and tunnel heat exchanger for the Icing Research Tunnel at the Glenn Research Center; 4. Technical viability improvements for the National

Transonic Facility at the Langley Research Center; and 5. Modifications to conduct Environmentally Responsible Aviation and Rotorcraft research at the 14x22 Foot Subsonic Tunnel at Langley Research Center.

The technical description and status of each project are given here, including benefits and challenges of the ARRA funded projects. It is envisioned that improved facilities will attract a larger customer base, offer revenue growth, and maintain future operations stability by providing capabilities that are needed for current and future research.

The chosen projects will maximize wind tunnel reliability and maintainability by using newer, proven technologies in place of older and obsolete equipment and processes. The projects will meet NASA’s goal of integrating more efficient, environmentally safer, and less energy consuming hardware and processes into existing tunnel systems.

Mr E Allen Arrington Engineering Manager / Sierra Lobo, Inc. Aerodynamic Testing Capabilities of the NASA Glenn 10- by 10-Foot Supersonic Wind Tunnel The 10x10 SWT at NASA Glenn is currently the largest supersonic wind tunnel within the agency.

While it was designed to provide testing of propulsion systems, the 10x10 is also fully capable of supporting other test types, including aerodynamic testing such as force and moment testing. The aerodynamic testing capabilities of the 10x10 SWT are often overlooked or even discounted due to the belief that the facility is only for propulsion testing. Over the past 20 years, there have been several flow quality tests conducted in the 10x10 SWT that indicate the facility has excellent flow characteristics and can support aerodynamic testing. These tests include transition cone studies, PIV measurements, force and moment comparison testing to the NASA Langley

Unitary Plan Wind Tunnel and detailed calibration and flow quality surveys. A summary of these tests and the results will be presented. Other concerns that have been raised by the wind tunnel community regarding the test support systems and equipment and the experience of the 10x10 SWT test personnel in aerodynamic testing. Much of the concern is focused on an assumed lack of experience with internal strain gage balances that are integral for force and moment testing. The fact is that the test engineering staff supporting the wind tunnels at NASA Glenn are well versed in the use and calibration of balances and have successfully used balances in many test programs. The presentation will address each of these points.
