Quando a segunda vaga da pandemia de Covid-19 eclodiu, e os números voltaram a disparar, veio-me à lembrança a obra “O quase fim do mundo” de Pepetela. “Chamo-me Simba Ukolo, sou africano, e sobrevivi ao fim do mundo.” Ele e um grupo muito restrito de animais, num pequeno e longínquo cantinho do mundo.

Não pretendo ser fatalista, até porque a líder do Banco Central Europeu, Christian Lagarde, já assegurou que a imunidade na Europa deverá ser alcançada até ao final de 2021.

Já a crise, só terminará em Março de 2022.

A vacina, qualquer que seja o laboratório, já chegou e está a animar os mercados.

Estamos em Janeiro, altura em que se renovam as esperanças.

Portugal assume a Presidência Portuguesa do Conselho da União Europeia (UE) até Junho. A quarta até ao momento. E vai ser profícua em eventos e decisões conjuntas, nomeadamente em matéria ambiental e direitos digitais. A democracia também vai a debate. Para nos proteger parece que vamos ter uma polícia nacional, termo que me faz tremer só de pensar em outros tempos.

2021 é o ano para analisar as reacções dos sobreviventes. De concretizar o que não foi feito, seja um negócio adiado, seja um hotel inaugurado que não abriu portas, seja um evento como as Personalidades do Ano da Magazine Imobiliário. Uma coisa é certa: Já estamos de olhos postos nos “Óscares” do Imobiliário.

When the second wave of the COVID-19 pandemic erupted and the number of cases shot up again, it reminded me of Pepetela’s “The Almost End of the World.” “My name is Simba Ukolo, I am African, and I survived the end of the world.”

It’s only him and a very small group of animals in a small, distant corner of the world.

I don’t mean to be fatalistic, especially since the leader of the Central European Bank, Christian Lagarde, has ensured the public that immunity should be achievedin Europe by the end of 2021.

This means the crisis will only come to an end in March 2022. The vaccine, whichever laboratory’s it may be, is here and it’s already sparking some activity in the markets.

We’re in January, a time of the year when hopes are renewed.

Portugal is taking over the Presidency of the Council of the European Union (EU) until June (its fourth time in the position to date), and it will play a decisive role in joint events and decisions, especially regarding environmental matters and digital rights. Democracy itself will also be up for debate. It seems like we’re going to have a national police to protect us, something that makes me tremble just thinking about times past.

2021 is the year to analyse the reactions of the survivors, to accomplish what was left undone, be it a deal that was postponed, a hotel that was finished but never opened its doors, or an event like Magazine Imobiliário’s Personalities of the Year. One thing is certain, though: we’ve already got our eyes set on the “Oscars” of Real Estate.

O imobiliário sempre atravessou crises, soube adaptar-se e inovar. É maleável e influenciável por tendências e circunstâncias. Em tempos atípicos, o sector reinventa-se mas há quem tema a perda das suas características tradicionais.

Casas são para as pessoas habitar, escritórios para trabalhar, centros comerciais para comprar bens e produtos e hotéis para pernoitar. Óbvio! Será? E se tudo isto fosse baralhado, como ficaria o imobiliário?

Já antes da crise pandémica derivada de Covid-19 sopravam ventos de mudança no mercado nacional de que são exemplo os conceitos de coliving ou coworking. A pandemia de Covid-19 veio acelerar outras realidades susceptíveis de serem materializadas através da tecnologia, tal foi o caso do teletrabalho ou da mostra e venda de imóveis online. Tudo isto são evoluções num cenário que empurrou os países para um plano B. Mas até os conceitos mais tradicionais estão a mudar, de outra forma não sobreviveriam.

O jornal The New York Times deu a notícia de que alguns centros comerciais norte-americanos, outrora “mecas do retalho”, perante a crise, não resistiram e tiveram de fechar portas.

Mas não foi por muito tempo, pois um novo uso foi-lhes dado.

“Não há como negar que uma grande quantidade de espaço de retalho esvaziou-se durante a pandemia do coronavírus”, afirmava John F. Wasik, autor do artigo, que dava conta da descida abrupta de 25.000 lojas que iriam encerrar até ao final de 2020. Do lado oposto, dava também conta de uma outra realidade marcada pela subida em flecha da população acima de 65 anos que aumentava cerca de 10.000 por dia. A combinação destes dois mundos era inevitável e do centro comercial nasceram residências para seniores. Como referia Wasik, embora os shoppings “nunca mais vejam outra loja da Sears, J.C. Penney ou Lord & Taylor”, não vão morrer e vão transformar-se em “algo mais interessante” como sejam os complexos de aposentadoria de elevados padrões.

O colapso imobiliário da Big Apple

The Big Apple’s Real Estate Collapse No início de 2020, o mercado imobiliário na cidade de Nova Iorque ainda ganhava força. Os preços de venda estabilizaram-se, mas o mercado de arrendamento encontrava-se forte.

Veio, então, a pandemia e virou tudo de cabeça para baixo.

No final do ano, o arrendamento médio em Manhattan tinha caído para um nível que já não era observado desde 2010, e centenas de milhares de inquilinos mais vulneráveis enfrentaram a perspectiva de despejo. As vendas, especialmente em Brooklyn e Queens, bem como nos subúrbios, aumentaram vertiginosamente antes de esfriar.

Ainda assim, os grandes descontos eram a norma e os novos empreendimentos em toda a cidade enfrentaram sérios obstáculos.

Os promotores e brokers viram, no entanto, esperança num mercado que começa a estabilizar-se, antecipando ansiosamente dias melhores em 2021.

At the beginning of 2020, New York City’s real estate market was still gaining steam. Sales had levelled off, but the rental market was strong.

Then the pandemic turned everything upside down.

By the end of the year, the median rent in Manhattan had fallen to levels not seen since 2010, and hundreds of thousands of the most vulnerable renters were facing the prospect of eviction. Sales picked up, especially in Brooklyn and Queens, and they skyrocketed in the suburbs before cooling off. Still, deep discounts were the norm at the high end, and new developments across the city faced serious obstacles.

Developers and brokers, however, saw hope in a market that was stabilising and eagerly awaiting brighter days in 2021.

Por cá, o presidente da APCC - Associação Portuguesa de Centros Comerciais, António Sampaio de Matos, afirma que “não cremos que para já faça sentido uma mudança similar em Portugal”, sublinhando que “o mercado norte-americano é muito distinto e extremamente flexível em vários aspectos, incluindo a capacidade de alteração profunda do uso em prazos muito curtos” em comparação com o nosso.

Ainda assim, como Sampaio de Mattos recorda, em Portugal o sector enfrentou “dificuldades em lidar com alterações aos horários” que foram impostos e que “provocaram prejuízos avultados, potenciaram perdas de emprego no sector e contribuíram para o desacelerar da economia”.

Tendo em conta que alguns centros comerciais poderão mesmo, como diz, “acumular prejuízos avultados e ter dificuldades no futuro próximo” nunca se sabe o que se poderá estar no horizonte deste sector no nosso País.

Paliativo

Se o cenário dos centros comerciais se enquadra numa visão mais hipotética, já os escritórios foram os primeiros a dar sinais reais das mudanças que se avizinhavam.

A prevenção e a meta de diminuir o risco de contágio levou ao distanciamento social e profissional e ao confinamento, por um lado, mas, por outro, a necessidade do negócio continuar em operação obrigou o escritório físico a ser substituído pelo trabalho em casa, para uns em regime de exclusividade, para outros intercalando entre casa e escritório. Os especialistas dizem que nada será como antes e que a tendência é para que tudo seja mais flexível nos espaços, horários, captação e retenção de talentos… apenas a higiene e segurança serão inflexíveis e sairão reforçadas desta crise pandémica.

Neste segmento a crise trouxe também um novo player improvável: a hotelaria.

Depois dos hotéis desocupados terem recebido os profissionais de saúde e os estudantes, a sugestão da AHP - Associação da Hotelaria de Portugal ganhou vida com o Decreto-Lei n.º 99/2020, que permite aos empreendimentos turísticos dar, de forma provisória, outros usos às suas unidades de alojamento, quer sejam quartos, suites ou apartamentos, até 31 de Dezembro de 2022.

Para a associação, “cada vez menos os hotéis servem apenas para alojamento de turistas, basta pensar nas múltiplas funções e serviços prestados”, defendendo que “não são funções estanques e incompatíveis” e que “há procura por usos mistos, no tempo e no espaço em todo o mundo”. Aliás, já existe oferta e procura por alojamento de longa duração com serviços hoteleiros associados.

Mas o aproveitamento dos espaços para outras utilizações prende-se com o “impacto directo na rentabilidade e garantir a sustentabilidade do negócio das empresas hoteleiras” e, na actual conjuntura, “vem abrir a porta a uma solução mais conjuntural: responder à ausência actual de procura turística, permitindo alguma ocupação de unidades de alojamentos com outros usos”, esclarece a associação.

Assim que o Decreto-Lei foi publicado multiplicaram-se as unidades hoteleiras a alargar o espectro dos seus serviços mas, como a AHP avança, “a maior oferta vai para as que aliam os momentos de lazer ao trabalho, onde a pessoa pode passar uns dias e, ao mesmo tempo, fazer do hotel o seu escritório”.

Exemplo disso é a Amazing Evolution que lançou o “Workation” um serviço que permite trabalhar num ambiente tranquilo, com vista para o mar e ainda usufruir de descontos em diferentes serviços dos hotéis como spa, ginásio ou restaurantes.

Também o Grupo Vila Galé lançou um programa que, das 8h00 e às 18h00, permite ter o quarto preparado para trabalhar e com internet wi-fi de alta velocidade, pequeno-almoço e almoço executivo, garagem, acesso ao ginásio e piscina interior e ainda desconto em massagens e tratamentos nos Satsanga Spa & Wellness. Já o Zmar, Eco Resort localizado perto da Zambujeira do Mar, apresentou uma campanha especial para estadas prolongadas e valores atractivos dirigida a profissionais em teletrabalho e nómadas mas onde é possível conjugar o teletrabalho com o contacto com a natureza e à família.

E muitos mais grupos e unidades poderiam ser citados, já que esta iniciativa multiplicou-se como cogumelos num esforço quase colectivo de sobrevivência perante um quadro em que, segundo a AHP, “as perspectivas para a Hotelaria são péssimas e foram agravadas com a segunda vaga”.

Estas medidas são “paliativas e úteis” mas também são uma “porta aberta para o futuro” que poderá passar por novos conceitos como hotéis-ensino, hotéis-saúde, hotéis-cultura, hotéis-centros de dia…

Também muito antes da pandemia já corria em toda a Europa a reivindicação contra a proliferação do alojamento local (AL) de curta duração para turistas, nomeadamente através de plataformas como a do Airbnb. Uns diziam que descaracterizava os bairros históricos, outros que colocavam a fasquia dos preços num patamar insustentável para os moradores locais.

O vírus fechou fronteiras e os turistas entraram em vias de extinção obrigando os proprietários a repensar o seu negócio e a equacionar a passagem dos seus imóveis para o mercado habitacional de média e longa duração. Para isso foi preciso mudar a legislação, a mesma que permitiu novos usos à hotelaria.

Um estudo desenvolvido pelo DINÂMIA’CET Centro de Estudos sobre a Mudança Sócio-Económica e o Território e o ISCTE - Institu-

to Universitário de Lisboa, revelou que, no segundo trimestre de 2020, cerca de 80% dos titulares e gestores de AL registaram uma quebra na facturação na ordem dos 75% comparativamente ao período homólogo de 2019.

Mas ainda assim, apenas 17% dos inquiridos afirmou que irá apostar no arrendamento de média e longa duração no mercado privado.

A resistência ao arrendamento de longa duração tem, segundo a coordenadora do estudo e professora do ISCTE, Sandra Pereira, “múltiplas razões que se podem sobre pôr: a quebra de rendimentos; a falta de confiança no Estado e na legislação de arrendamento; motivos relacionados com a vida pessoal (possibilidade de usufruto da habitação ou receio de perda de uma ocupação gratificante) ou as especificidades dos imóveis que não se adequam ao arrendamento de longa duração; perda da licença de AL ou mais-valias de desafectação;

manutenção dos imóveis ou motivações associadas ao compromisso temporal desta solução, que não permite uma eventual mudança de planos”.

Recorde-se que em Novembro de 2020, os deputados aprovaram na Assembleia da República as propostas que acabam com a penalização fiscal dos contribuintes do regime simplificado que pretendam retirar os seus imóveis da operação de AL e os afectem ao seu património pessoal (desafectação) para posteriormente transitarem para o mercado de arrendamento ou, ao final de três anos, serem vendidos.

Se a esta medida se juntar a vontade da Câmara Municipal de Lisboa em captar imóveis no regime de AL para o mercado do arrendamento de longa duração. Tudo fazia crer que esta mudança iria provocar um boom no mercado.

Mas isso não está a acontecer.

No dia 4 de Dezembro de 2020, a autarquia anunciava que das 107 candidaturas apresentadas ao programa Renda Segura apenas 40 correspondiam a imóveis provenientes de AL. Se já havia alguma resistência por parte dos

proprietários e gestores de AL em deixar o seu negócio, o anúncio da vacinação à Covid-19 e a perspectiva do regresso dos turistas veio gorar as expectativas de uma mudança neste segmento habitacional.

Transformista

Assim que levantámos barreiras contra o coronavírus e nos enclausurámos dentro de casa, rapidamente percebemos que as nossas casas não estavam preparadas para ser algo mais do que um espaço de refeições e dormida e que os espaços de convívio entre amigos e famílias já não precisavam de ser tão amplos. Precisávamos também de áreas para trabalhar e para contemplar.

Se, por um lado, interiorizámos que é fácil mudar de casa ou de geografia através de sites de mediadoras, chatbots ou mundos virtuais; por outro, precipitámos mudanças ao nível da arquitectura e do design mais introspectivas, mais amigas do ambiente e com um toque de comunidade.

Mas ficámos também na vertigem de uma nova ordem social, onde empresas fecharam

portas e o desemprego conduziu a atrasos no pagamento das rendas e a inquilinos a entregar a chave da casa arrendada, muitos deles com regresso forçado a casa dos seus pais.

Uma casa nunca é só uma casa, é um lar, são memórias, é um amontoado de objectos, de almas, de passado e presente. O seu conceito tradicional mudou já há muito com a mutação dos núcleos familiares. A História mostra que as casas mudaram também em função das guerras e dos tempos de paz, das epidemias, do meio-ambiente e das mudanças climáticas, das crises e dos tempos de bonança. Tudo é cíclico, dizem.

Podemos questionar se um centro comercial metamorfoseado em residência sénior ou um hotel transformado em espaço de trabalho ou ensino não será “transvestir” o imobiliário. Mas a realidade é que sempre que muda, sempre que evolui, não deixa de ser um bem cobiçado, um bem seguro e um bom investimento. Se há sector que sabe ser transformista e continuar bem cotado é, seguramente, o imobiliário.

Homes are for people to live in, offices are for people to work in, shopping centres for them to purchase goods and products, and hotels are for them to spend the night in. Obviously!

Or is this actually so? If all this were shaken up, how would the real estate industry end up looking?

Even before the current crisis caused by the COVID-19 pandemic, winds of change were blowing in the Portugal’s domestic market, and the concepts of co-living and co-working are examples of these changes. The COVID-19 pandemic hastened the advent of new technologies such as telework and showing and selling real estate online. These are all developments of a pandemic scenario that has pushed countries to resort to an often haphazard Plan B. But even concepts that are on the more traditional end of the spectrum are changing, as they wouldn’t survive otherwise.

The New York Times has reported that some U.S. shopping centres – once “meccas of retail therapy” – have not been able to withstand the crisis and have had to shut their doors.

But this didn’t last long, as a new use has been found for them.

may close by the end of this year. Conversely, he writes, the over-65 population is increasing by about 10,000 a day. These two worlds were inevitably going to collide, and a number of shopping centres have been repurposed as senior housing. Wasik says that, even though “arena-like malls and strip shopping centres might never see another Sears, J.C. Penney or Lord & Taylor store,” they will not die; some are even being transformed into “something more interesting: comprehensive upscale retirement complexes.”

Just like a shopping centre that has practically everything, senior housing centres have places to shop, beauty parlours, and wellness services in addition to residents’ regular rooms. Some homes use the “continuing-care communities model, in which residents can move to assisted living or skilled nursing care as their needs change.” Placing senior housing close to libraries, bookstores, gyms,and recreation centres also helps “reduce costs.”

On this side of the Atlantic, António Sampaio de Mattos, President of the Portuguese Asso-

ciation of Shopping Centres, says that “we do not believe that it makes sense to make a similar change in Portugal right now,” highlighting the fact that, compared to Portugal, “the U.S. market is very distinct and extremely flexible in many ways, including its ability to change a facility’s use profoundly over very short periods of time.”

Nevertheless, as de Mattos explains, this particular industry in Portugal has faced “difficulties in dealing with the schedule changes” imposed. These curfews “have caused substantial damages, led to job losses in the industry, and contributed to the country’s economic slowdown.”

Keeping in mind that some shopping centres may indeed, as de Mattos says, “accumulate substantial damages and encounter difficulties in the near future,” one never knows what may be beyond the horizon in Portugal for this industry.

Os novos desafios dos Vistos Gold New challenges for the Gold Visas

Os Vistos Gold acabaram nas Áreas Metropolitanas de Lisboa e do Porto, bem como nas regiões do litoral.

Este processo terá um período transitório e deverá entrar em vigor em Julho de 2021.

Para a ministra de Estado e da Presidência, Mariana Vieira da Silva, este diploma visa “favorecer a promoção do investimento de estrangeiros nas regiões de baixa densidade”.

A Associação Portuguesa de Promotores e Investidores Imobiliários (APPII) condenou esta resolução e argumenta que é “uma forma muito importante de captação de divisas internacionais ao longo dos últimos anos, e assim uma forma muito directa de financiar a actividade económica em Portugal, apoiando e viabilizando a reabilitação do centro das cidades de Lisboa e Porto.”

Prevention and the goal of decreasing the risk of contagion brought about social and professional distancing as well as self-isolation, but businesses have needed to continue to operate, forcing the physical office to be substituted with working from home. Some now work exclusively from home, while others alternate between home and office. Experts say nothing will be like it was before and that everything – spaces, schedules, attracting and retaining talent, etc. – will tend to be more flexible.

Hygiene, safety, and security will be the only things that cannot be compromised, and they will come out of this pandemic even stronger.

The crisis has also seen an unlikely new mover and shaker rise to the occasion: hospitality.

After unoccupied hotels opened their doors

to health professionals and students, a suggestion made by the Hospitality Association of Portugal (AHP) gained traction and led to Decree-Law #99/2020, which allows tourismbased enterprises to use their properties – be they rooms, suites, or apartments – for other purposes on a provisional basis until 31 December 2022.

For AHP, “fewer and fewer hotels are operating exclusively to accommodate tourists. We must think about the multiple functions and services they provide.” AHP argues that “they are not immutable and incompatible functions” and that “there is demand for mixed uses, in time and space all over the world.” In fact, there is already supply and demand for longer-term accommodation that also provides hotel services.

Golden Visas ended in the Metropolitan Areas of Lisbon and Porto and in the coastal regions. This process will have a transitional period and should come into force in July 2021.

For Minister of State for the Presidency Mariana Vieira da Silva, this bill seeks to “incentivise foreign investment in regions with low population density.”

An example of this is Amazing Evolution and its recently launched its “Workation” service, which allows its clients to work in a quiet environment with a sea view while also giving them discounts on other services the hotel has, such as its spa, gym, and restaurants.

The Vila Galé Group has also launched a pro-

gramme that gives customers a serviced room to work in from 8:00 A.M. until 6:00 P.M. and includes high-speed Wi-Fi, breakfast, lunch, parking, and gym and pool access, as well as discounts on massages and treatments at the Satsanga Spa & Wellness Centre.

The ZmarEco Resort located near Zambujeira do Mar has announced a special campaign of their own for longer stays at attractive prices aimed at teleworkers and digital nomads. This particular hotel seeks to combine telework with contact with nature and time with family.

And many more groups and individual hotels could be listed here, since this initiative has gained a great deal of popularity. It has been an almost collective effort to survive in the face of a scenario that, according to AHP, “presents dire prospects for the hospitality industry, aggravated by the second wave.”

These measures are “palliative and useful,” but they are also an “open door for the future,” and we may see new concepts such as teaching-hotels, health-hotels, culture-hotels, and day centre-hotels spring up…

Resistant

Something else that Europe had strong feelings about long before the pandemic was the proliferation of short-term local lodging (AL) for tourists, namely against platforms such as Airbnb. Some said that AL caused historic neighbourhoods to lose their character while others considered the prices these places would charge to be unsustainably high for local residents.

The virus has caused borders to close, and tourists have gone extinct, forcing property owners to rethink their business and to consider shifting their properties to the medium- and long-term housing market. For this to happen, it was necessary to change the legislation, the same that allowed the hospitality industry to ascribe new uses to their properties.

A study conducted by the Centre for Studies on Socio-Economic Change and Territory (DINÂMIA’CET) and the Lisbon University Institute (ISCTE)showed that about 80% of AL owners and managers recorded a drop in turnover of75% year-over-year for Q2 2020. But, even so, only 17% of respondents stated that they will turn to medium- and long-term leases in the private market.

According to the study’s co-ordinator and ISCTE Professor Sandra Pereira, resistance to lease out properties for longer durations can be attributed to “many reasons that can overlap: the fall in rents (and thereby profitability); lack of confidence in the State and in leasing legislation; reasons related to the owner’s own personal life (some may want to enjoy the home themselves or fear of losing a rewarding occupation) or specific aspects of the property being unsuitable for long-term leases; loss of AL licence or capital gains from disaffiliation; maintenance of the properties; or motives associated with how long commitments made as part of this solution would last, as they may not allow for a possible change of plans.”

It ought to be remembered that, in November 2020, deputies in the Assembly of the Repub-

lic approved proposals that put an end to the tax penalties for taxpayers of the simplified regime who intend to remove their properties from the AL operation and allocate them to their personal assets (disaffiliation) so that they can later transition them to the rental market or, after three years, be sold.

If the ability to capture properties currently operating under the AL regime and transfer them to the long-term rental market (given Lisbon City Council’s willingness to do so) gets added to this measure, everything suggests that this change would bring about a boom in the market. But this is not happening.

On 4 December 2020, the municipal government announced that, of the 107 applications submitted to the Renda Segura programme, only 40 were from AL properties.

If there was any resistance from owners and managers of AL properties to leave their business model behind, the COVID-19 vaccine announcement and the prospect of tourists returning to Portugal has frustrated expecta-

Transforming

As soon as we raised barriers to the coronavirus and cloistered ourselves, we quickly realised that our homes were not prepared to be anything more than a space for meals and sleeping and that spaces for entertaining friends and family no longer needed to be so large. We also needed areas where we could work and contemplate.

While we internalised that it’s easy to move from one home or city to another using real estate agencies’ websites, chatbots, and other virtual tools, we also precipitated changes in architecture and design that are more introspective, more environmentally friendly, and slightly more community-focused.

But we’ve also been left bewildered with a new social order wherein businesses have closed their doors and unemployment has led to delays in rent payments and to tenants

handing over the keys to their homes, many being forced return to live with their parents.

A house is never just a house. It’s a home.

It’s memories. It’s a heap of objects, souls, a collection of the past and present. The traditional concept of a home changed a long time ago as families became more diverse in their configurations. History shows us that houses have also changed due to wars and times of peace, epidemics, the environment and climate change, crises, and times of plenty. Everything is cyclical, they say.

We may wonder whether a shopping centre that has undergone a metamorphosis and come out a home for seniors or a hotel transformed into a workspace or space for teaching is truly “diversifying” real estate. But the reality is that, whenever it changes, whenever it evolves, it remains a secure, desirable asset and a good investment. If there’s any industry that knows how to transform itself and remain highly valued, real estate is certainly it.

A segunda vaga está a ser ainda mais dura e é expectável uma terceira vaga. Ainda assim, a vacinação trouxe uma luz ao fundo do túnel que nos permite lançar um rasgo de esperança e até arriscar palavras como “retoma” ou “recuperação”.

Nevertheless, vaccines have been regarded as a light at the end of the tunnel, casting ripples of hope throughout the world and causing people to even dare to use words like “resumption” or “recovery”.

Quando o primeiro lote da vacina contra Covid-19 chegou a Portugal, a ministra da Saúde, Marta Temido, afirmou que era “um marco histórico para todos nós, é um dia importante depois de um ano tão difícil.”

Já o Primeiro-Ministro António Costa, recorrendo à rede social Twitter, lembrava que “temos pela frente vários meses de trabalho bem planeado” e que, apesar de declarar que “agora temos a certeza de que há luz ao fundo do túnel”, reconheceu que “ainda não saímos do túnel”. E alertou para o facto de que “ainda é cedo para baixar a guarda e relaxar nas medidas de protecção” que devem ser mantidas “com determinação reforçada por este momento de esperança”.

O primeiro lote continha 9750 doses da vacina e até ao dia 28 de Dezembro chegou o reforço de mais 70 200 doses. Todas para os profissionais de saúde que estiveram na linha da frente no combate à pandemia. Seguem-se os mais vulneráveis.

Portugal vai adquirir 22 milhões de vacinas.

Sendo nós cerca de 11 milhões de habitantes, parece que não temos muito com que nos preocupar, mas, como António Costa advertiu, “os 22 milhões não chegam no primeiro dia, vão chegando escalonadamente ao longo de todo o ano de 2021” e a operação de vacinação “vai desenvolver-se ao longo do ano”.

Há quatro marcas de vacinas para um plano que o Governo assegura ser para “todos”, “facultativo”, “gratuito” e “distribuído de acordo com os critérios de prioridade cientificamente definidos”.

Os melhores prognósticos apontam o Verão de 2021 como o período em que haverá um número já mais elevado de pessoas vacinadas de forma a prevenir o desenvolvimento da doença no nosso País. O turismo certamente agradece.

A concretizar-se este cenário, ao qual se junta a injecção dos apoios de fundos europeus e portugueses, no nosso País, pode-se acreditar num recobro, longe de ser milagroso, da economia.

Pandemia não foi igual para todos

As gerações presentes não vão esquecer tão depressa esta pandemia. Dizem que foi uma cabala contra os idosos, pois foram os que mais padeceram com esta enfermidade, e contra os mais desfavorecidos, os menos protegidos. Na realidade, o vírus não teve dó nem piedade sobre novos e velhos, ricos e pobres, fechados em casa ou na rua.

Os especialistas vão colocar este episódio da história da humanidade lado a lado com a peste negra, varíola, gripe espanhola, SIDA ou ébola. Todos sabíamos que “mais dia, menos dia” uma desgraça ia acontecer. Há duas

lições a tirar: Somos muito vulneráveis e o mundo fica bem melhor quando estamos limitados.

Crónicas e narrativas à parte, a realidade é que houve sectores, como a hotelaria, a restauração, os bares, a aviação, o alojamento local, a cultura, só para dar alguns exemplos, sujeitos a restrições severas que obrigou a entrar em lay-off, a proceder a despedimentos, a fechar portas. Houve também quem se reinventasse em regime online, take-away, delivery.

De acordo com a Iberinform, as 4.695 insolvências registadas nos primeiros onze meses de 2020 traduzem um aumento de 2,2% face ao período homólogo de 2019, sendo que os reflexos da actual situação epidemiológica sentiram-se mais acentuadamente na criação de novas empresas uma vez que baixaram de 3.607 em 2019 para 2.841 em 2020, isto é, baixaram 24,6% face a 2019.

Houve também quem saísse quase incólume desta crise sanitária. Se em 2008 a construção e o imobiliário sentiram na pele os efeitos da crise económica, na presente crise não

parou, está de boa saúde e recomenda-se.

Dizem, até, que continua no radar dos investidores (há sempre liquidez por esse mundo fora). Nem todos os segmentos, claro, uns mais que outros.

A habitação está de pedra e cal, embora a Comissão Europeia tenha lançado um relatório no qual refere que o preço das casas no nosso País vá continuar a desacelerar no curto prazo. O regresso ao espaço físico do escritório, sobretudo nos meses de Setembro, Outubro e Novembro, veio dinamizar o mercado de escritórios, tendo-se verificado inclusivamente empresas a tomar a decisão de expandir os seus espaços. Mau grado, nos 93 conjuntos comerciais representados pela Associação Portuguesa de Centros Comerciais (APCC) verificaram-se quebras de 20,9% nas vendas em Outubro e fizeram adivinhar um Natal menos próspero para o comércio e para o bolso dos portugueses. Multifamily, industrial & logística e living parecem ser as novas apostas dos investidores, fazendo antever nestes segmentos algum dinamismo nos próximos tempos.

Foi com estas palavras que o Primeiro-Ministro Boris Johnson anunciou, no Twitter, o acordo entre o Reino Unido e a União Europeia no pós-Brexit, que entra em vigor no dia 1 de Janeiro de 2021.

A presidente da Comissão Europeia, Ursula Von der Leyen, recordou que as negociações percorreram uma “estrada” que foi “longa e sinuosa” mas cujo final foi “justo” e “equilibrado”. Não deixando de dizer que, apesar da “satisfação e alívio”, a “separação é uma doce tristeza”. Boris Johnson, por seu lado, afirmou categoricamente que o país retomou o “controlo das nossas leis e do nosso destino”. Recorrendo também à rede social Twitter, o Primeiro-Ministro português, António Costa, recordou que o Reino Unido “permanecerá, além de nosso vizinho e aliado, um importante parceiro”. Resta esperar para verificar os reais impactos do “deal” na economia europeia.

Foi curioso notar que Portugal registou uma forte recuperação ao longo do terceiro trimestre de 2020, com cerca de 619 milhões de euros transaccionados. Segundo a consultora JLL, este volume supera em quase sete vezes os residuais 90 milhões de euros investidos no 2º trimestre do ano, o primeiro a reflectir o impacto da pandemia Covid-19.

Já em Janeiro, a Cushman & Wakefield avançou que o ano transacto fechou com um valor de 2.800 milhões de euros em investimento em imobiliário comercial mas mostrou-se “moderadamente optimista” uma vez que afirma que a performance do sector e da economia em geral dependerá da vacina contra Covid-19.

Lá fora e cá dentro

Existem, no entanto, outras questões que vão ter, seguramente, impacto na economia.

Desde logo, o facto de as acções europeias terem entrado em queda livre, no dia 21 de Dezembro, depois de ter surgido uma nova estirpe do coronavírus na Europa. Aliás, vários países decidiram suspender os voos de e

para o Reino Unido precisamente por ter sido detectada uma nova estirpe em Inglaterra.

E por falar no Reino Unido, o “deal” finalmente chegou. Nas palavras do Primeiro-Ministro António Costa, este país é um “parceiro estratégico” para Portugal mas ainda estamos longe de saber quais serão as consequências reais deste Brexit, nomeadamente para o nosso País.

Saber se os investidores vão continuar cautelosos ou mais afoitos tendo em conta os novos desenvolvimentos em torno do coronavírus e da vacina, em particular da maior economia europeia. Assim como saber que caminhos vão ser seguidos pelo eleito presidente dos EUA, Joe Biden, nomeadamente em matéria de política externa e com a Europa.

Por cá, Portugal é chamado, no dia 24 de Janeiro, a ir a votos para as Eleições Presidenciais e a balança equilibrada, até agora, com o Governo pode (ou mais provavelmente não) ter um volte face. Seguem-se depois as autárquicas.

Há, pois, muitas incógnitas, muitas variáveis.

Será que as tábuas de salvação vão chegar para todos?

European Commission President Ursula von der Leyen reminded the public that both sides had travelled a “long and winding road” during the negations whose end was “fair” and “balanced.”Despite the “satisfaction and relief” the deal has brought, von der Leyen has said that the “separation is bittersweet.” Boris Johnso categorically affirmed that his country finally regained “control of its laws and its destiny.” Portuguese Prime Minister António Costa took to Twitter saying that the United Kingdom, “in addition to being our neighbour and ally, will remain an important partner.”

The real effects the “deal” will have on Europe’s economy are yet to be discovered.

When the first batch of COVID-19 vaccines reached Portugal, Minister of Health Marta Temido stated that it was “a historic moment for all of us, an important day after such a difficult year.”

For his part, Prime Minister António Costa took to Twitter and reminded the public that “we have several months of well-planned work ahead of us” and that “we’re now certain there’s light at the end of the tunnel, even though we’re not out of it quite yet.” Costa also warned that “it’s still too early to let our guard down and ease up on our protection measures,” which must be maintained “with a sense of determination strengthened by this moment of hope.”

The first batch contained 9,750 doses of the vaccine, and, by 28 December, more than 70,200 doses had reached Portugal’s borders.

All of them were to be administered to health professionals that have been on the frontlines combatting this pandemic. The most vulnerable will be next in line.Portugal will seek 22 million doses. Given that Portugal has around 11 million inhabitants, it seems like we have little to worry about, but, as Costa warned, “all 22 million doses won’t arrive on the first day. They will arrived in batches staggered

throughout 2021. [And the vaccination campaign] will run all year long.”

There are four brands of vaccines for a plan that the Government promises is “for everyone,” “voluntary,” “free,” and “distributed according to scientifically defined priority criteria.”

The best forecasts point to Summer 2021 as the point at which the number of people vaccinated will be high enough to prevent the disease from developing much further in Portugal. The tourism industry will certainly be grateful.

If all this comes to fruition (in addition to the injection of European and Portuguese support funds in to the country), we may be able to see the economy begin its choppy recovery.

The pandemic wasn’t the same for all

Today’s generations won’t forget this pandemic quickly. Some say it was a conspiracy against the elderly, since they were the ones who suffered the most from this disease, and the most disadvantaged, the least protected.

In reality, this virus has had no pity or mercy on anyone, be they young or old, rich or poor, living at home or homeless.

Historians will write about this time in history the same way they do with the black plague, smallpox, the Spanish flu, HIV/AIDS, and Ebola. We all knew that a disaster was bound to happen “one day sooner or later.” There are two lessons to be learned here: we are very vulnerable, and the world is much better when we are limited.

Chronicles and narratives aside, the reality is that there were a large number of industries (e.g., hotels, restaurants, bars, aviation, local lodging) that were subject to severe restrictions that forced them to make employees redundant and/or close their doors. There were also businesses that reinvented themselves and became focused on conducting business online or via take-away or delivery.

According to Iberinform, bankruptcies went up 5.7% during the first 10 months of 2020, with the effects of the current epidemiological situation felt most sharply in the crea-

tion of new companies, which plummeted by 22.4% compared to 2019.

There have also been industries that have escaped this health crisis virtually unscathed.

Although the economic crisis of 2008 hit construction and real estate extremely hard, the current crisis hasn’t stopped them. Indeed, they are healthy and even come recommended. It’s even said that they remain on investors’ radars (there’s always liquidity out there somewhere). This hasn’t been true for all, of course; some have fared better than others.

Housing is rock solid, even though the European Commission recently published a report stating that house prices in Portugal will slow down in the short term. Returns to physical office spaces – especially in September, October, and November – have caused that segment of the market to be abuzz with activity, with some businesses even deciding to make their spaces even larger. Despite this, sales

fell in October by 20.9% in the 93 commercial complexes represented by the Portuguese Association of Shopping Centres (APCC), signalling a less prosperous Christmas for businesses and for Portuguese pocketbooks is to come. The multifamily, industrial &logistics, and living segments seem to be investors’ new darlings, so look for activity in these segments in the coming months.

According to consulting firm JLL, this number is almost seven times larger than the mere €90 million EUR invested during Q2 2020, the first quarter to really reflect the effects of the COVID-19 pandemic. In January, Cushman & Wakefield stated that €2.8 billion EUR were invested in commercial real estate over the course of 2020 but projected

a “moderate [amount of] optimism” for 2021, since the industry’s performance and that of the economy in general will depend on the COVID-19 vaccine.

Outside and inside

There are, however, other issues that will undoubtedly have their own effects on the economy. Most notable is the free-fall that European stocks entered into on 21 December after it was announced that a new strain of the coronavirus had been found in Europe.

In fact, several countries decided to suspend flights to and from the United Kingdom precisely because this new strain had been detected in England. Speaking of the UK, the “deal” we’ve all been waiting for has finally arrived. In the words of Prime Minister Costa, the UK is a “strategic partner” of Portugal’s,

but we’re still far from knowing what Brexit’s real consequences will be, especially for Portugal.

We will soon find out if investors will remain cautious or if they’ll become a bit more daring given the new developments surrounding the coronavirus and the vaccine, especially those coming out of the largest economy in Europe. We will also see what choices U.S. President-elect Joe Biden will make with regard to Europe and foreign policy.

On 24 January, Portugal will go to the polls for its own Presidential Election, and the delicate balance that has been struck with the Government up to now could (but most probably won’t) make an about-turn. The municipal elections will then come afterward. So, there are a great deal of unknowns, lots of variables. Will salvation arrive for all?

As avaliações imobiliárias desceram, já o mercado de Non-performing loan (NPLs) recuperou no final de 2020. José Covas, director-geral da AURA, revela a sua natureza optimista para um sector que terá muito que fazer nos próximos anos.

A última vez que a Magazine Imobiliário esteve no escritório da AURA, a empresa estava a expandir a sua actividade e até o espaço de trabalho. O que mudou com a pandemia derivada de Covid-19?

Depois de um período de expansão muito grande da nossa empresa ao nível da consultoria das avaliações, muito embalado pelo crescimento do mercado imobiliário, 2020 apresentou-se como um grande desafio, sobretudo do ponto de vista de gestão de recursos humanos no período de confinamento.

Mas como sempre fomos uma empresa muito hi-tech, a adaptação da nossa empresa à situação de teletrabalho foi uma questão de horas.

No tipo de trabalho que a AURA faz, muito focado em advisory, carteiras de NPLs e REO’s (Real Estate Owned), teve no ano passado uma ligeira quebra em função do desenvolvimento do mercado mas isto significa também que haverá muito mais trabalho a fazer nos próximos anos.

Sou um optimista e gosto de olhar sempre para o lado positivo de tudo pelo que considero que 2020 foi um ano para repensar e reorganizar a AURA. Com menos actividade, é um facto, mas que, face ao futuro, vai continuar a crescer bastante dentro daquilo que faz. Aliás, atrevo-me a dizer que os próximos anos vão ser importantes para a actividade da AURA em Portugal.

Entrevista Interview: Carla Celestino

Nesta conjuntura, como têm sido os desafios à avaliação e aos NPLs? Do ponto de vista da avaliação houve, de facto, desafios. O confinamento reduziu a actividade e as transacções imobiliárias e os NPLs reduziram também um pouco.

No caso dos NPLs a redução surgiu por questões específicas do mercado em si e não por causa do coronavírus. Posso dar o exemplo do Novo Banco que ia lançar uma carteira que se atrasou com os temas políticos. Ou seja, reduziram mais por questões políticas e estratégicas dos bancos do que propriamente por causa do mercado imobiliário ou das avaliações ou do Covid-19.

O que é certo é que, no final de 2020, o mercado de NPLs ficou bastante animado e vai, seguramente, continuar muito activo.

Como tem decorrido a vossa actividade nos NPL’s?

O “karma”, como costumo dizer, de sermos líderes de mercado nos NPLs faz com que estejamos em todas as carteiras que saiam para o mercado e com os clientes todos a fazerem quase “leilão” para estar connosco e isso é muito gratificante e positivo.

Apesar de termos uma percentagem no mercado nacional, que tem a ver com os fundos imobiliários que têm de fazer avaliações periódicas, mesmo com o Covid-19 foram obrigados a fazer avaliações, o nosso core business é uma área muito específica dos activos com problemas de financiamento na banca, etc..

Foi neste nicho que a actividade parou um bocadinho derivado das transacções terem também parado, no entanto, assim que retomaramderam-nos outra vez imenso trabalho e com coisas mais complexas.

Complexas? Em que medida?

Acho que os bancos deixaram para o fim os activos mais desafiantes.

São caso disso, por exemplo, muitas carteiras na área da hotelaria, cuja avaliação é um

desafio grande em momentos de pandemia face aos hotéis fechados e a situações futuras, pois acho que ainda vai sofrer bastante. Mas também são exemplo as carteiras na área industrial, com muitas fábricas de variadíssimos produtos, nomeadamente do têxtil e de utensílios para restauração.

Até do ponto de vista dos NPL’s são desafiantes, pois são o tipo de activo mais difícil uma vez que envolvem os recursos humanos, despedimentos, são mais complexos do ponto de vista legal e vão reflectir-se no preço que, dado a actual conjuntura, são mais conservadores pelo que vamos ver se os bancos vão ter capacidade para absorver esses cortes no seu balanço.

Já o residencial puro e duro e os terrenos, que eram algo muito tradicional nas carteiras, neste momento, já quase não aparecem.

Já foram todos escoados?

No início os bancos colocaram o residencial nas carteiras para atrair procura, porque os activos residenciais são os mais “sexy” para os investidores. Mas agora esses produtos foram escoados, inclusivamente os próprios bancos conseguiram resolver alguns desses problemas e não por via das carteiras.

Apesar de todas as incertezas, há a esperança da vacina. Como perspectiva 2021?

Acho que o timing da vacina é que vai ser crítico. Se resvalar para o Verão será mais complicado, mas se em Maio/Junho uma grande fatia da população estiver vacinada então 2021 tem tudo para ser um dos melhores anos turísticos porque considero que a primeira coisa que as pessoas vão querer fazer é tirar férias e viajar e com isso bater recordes em todos os alojamentos turísticos quer portugueses, quer estrangeiros. Isto também é válido para as lojas e tudo o resto.

O final das moratórias de rendas e créditos também vai ser um teste ao mercado em 2021.

Obviamente que há empresas que não vão sobreviver e outros projectos que vão ter de ser ajustados. Com certeza haverá alguns promotores que estão contentes por outros terem parado as suas decisões de investimento pois isso cria-lhes oportunidades de poderem vender melhor do que numa altura com concorrência maior.

A minha esperança é que isto vá passar rápido.

The last time that Magazine Imobiliário visited AURA’s offices, the company was growing, both figuratively and in terms of

its physical workspace. What has changed for you with the COVID-19 pandemic?

After experiencing a great deal of growth at our company in terms of appraisal consultancy which precipitated from the growth in the real estate market, 2020 came as a large challenge, especially when it came to managing our human resources during the isolation period.

But, as we’ve always been a high-tech company, we were able to adapt our company to telework in a matter of just a few hours.

In the type of work that AURA does (e.g., advisory-related assignments, real estate owned asset [REO] and NPL portfolios), we did experience a slight drop last year because of how the market acted, but this also means that there will be much more work to do in the coming years.

I’m an optimist and like to always look at the positive side of things, so I believe that 2020 was a year to rethink and reorganise AURA. While, yes, things did slow down for us, but, as we look to the future, the company will continue to grow significantly in its market. In fact, I dare say that the next few years are going to be important for AURA’s business in Portugal.

What have the challenges for appraisals and NPLs been during this time?

For appraisals, there were in fact a number of challenges. Self-isolation and quarantines impeded this kind of activity, and real estate transactions and NPLs also went down slightly.

In the case of NPLs, the slump came about because of specific reasons that were related to the market itself and not because of the coronavirus. One example is Novo Banco, which was going to launch a portfolio. This was delayed because of political issues. In other words, these saw decreases more due to political reasons and banks’ strategic choices than due to the real estate market itself or appraisals or COVID-19. What is certain is that, at the end of 2020, the NPL market was very active and will surely remain so.

How has your business with NPLs gone?

The “karma,” as I like to say, of our being leaders of the NPL market means that we are involved with every portfolio on the market, and it’s rather gratifying and positive to have everyone competing to be with us.

Although we have a considerable percentage of the domestic market, which is largely because of real estate funds that have to make appraisals periodically (even with COVID-19, they were obliged to perform some apprais-

als), our core business deals with very specific kinds of assets with financing problems, etc.

It was in this niche that business stopped a little bit due to transactions having also stopped.

However, as soon as they resumed, they gave us a lot of work once again and even brought with them more complex issues.

Complex? How so?

I think the banks left the most challenging assets til the end. Examples of this include any number of portfolios in the hospitality sector whose valuations are extremely challenging to perform during a pandemic given the closed hotels and uncertain futures (I believe this area will still suffer a great deal). Yet other examples are industrial portfolios, with lots factories that make any number of products, namely textiles and utensils for catering. Even from the point of view of NPLs, they are challenging, as they are the most difficult type of asset to deal with since they involve human resources and

redundancies, are more complex legally, and are going to have more conservative prices because of the current situation. So it remains to be seen whether or not the banks will be able to absorb these cuts in their balance sheet.

More traditional assets such as homes and plots of land now hardly appear at all in these portfolios.

Have they all been disposed of already?

At the beginning, the banks put residential assets into portfolios to attract demand because such assets are the “sexiest” for investors. But, now, those products have been disposed of.

Even the banks themselves have managed to solve some of these problems, and it wasn’t through portfolios that they did so.

Despite all the uncertainties, there is the hope of the vaccine. What do you think 2021 will be like?

The timing of the vaccine will be critical. If

things get delayed until summer, the situation will be more complicated, but, if a large chunk of the population is vaccinated by May/June, then 2021 has the potential to be one of the best years ever for tourism because I believe the first thing that people will want to do will be to go on holiday and travel, breaking records for every tourism-based lodging establishment in Portugal and elsewhere in the process. This should also hold true for stores and the like.

The end of the moratoria on rent and credit payments will also be a test for the market in 2021. Of course, there are businesses that won’t survive, and other projects will have to be adjusted.

There will surely be some developers that are happy that others halted their investment decisions, as that creates opportunities for them to be able to sell more effectively than at a time with more competition.

My hope is that this passes quickly.

O ministro das Infraestruturas e da Habitação tem mostrado ser um verdadeiro guarda-freio dos caminhos ferroviários do País. Quer parecer que a agulha está apontada para o carril certo. Mau grado, a carruagem do desenvolvimento da ferrovia nem sempre conseguiu cumprir horários.

Despite this, the railway development carriage hasn’t always been able to keep to the schedule.

Os comboios sempre encurtaram distâncias, aproximaram comunidades e economias.

Impediram o isolamento. Além disso, sempre houve, e haverá, algo de romântico nas viagens sob os carris da nossa terra.

Apesar desta realidade, os últimos governos portugueses foram mais apologistas da rodovia do que da ferrovia. Com isso, assistiu-se, sobretudo no interior, ao encerramento de estações, ao crescer da relva por entre os carrilhos e algumas populações tiveram de deslocar-se ou dar uma volta maior para chegar aos empregos, aos hospitais, às escolas… No litoral a vida também não ficou mais fácil. Os comboios, com frequência, encontram-se sobrelotados e atrasados.

Aliás, como o próprio ministro das Infra-estruturas e da Habitação, Pedro Nuno Santos, afirmou, aquando da apresentação do Programa Nacional de Investimentos 2030 (PNI 2030): “Portugal achou que a ferrovia era um investimento do passado”, com “sucessivos governos a fazer aposta quase exclusiva na rodovia”. Mas, como salientou, a ferrovia é hoje “uma prioridade europeia”, sublinhando as “mais-valias do ponto de vista ambiental”.

Refira-se que, no âmbito do PNI 2030, foi anunciado que os transportes e a mobilidade vão poder contar com uma verba de 21600 milhões de euros, sendo que à ferrovia vai caber a maior fatia deste investimento.

No próximo Orçamento de Estado de 2021 a aposta vai passar pelo transporte de passageiros, pela electrificação de toda a rede ferroviária e pela resolução de estrangulamentos à mobilidade das Áreas Metropolitanas de Lisboa e Porto.

Neste último ponto, está previsto a quadruplicação de vias. O argumento prende-se com a intenção de reduzir drasticamente o número, que chega aos milhares, de automóveis que circulam diariamente nas estradas destas duas áreas e, com isso, melhorar a qualidade de vida e ambiental dos seus habitantes.

Encurtar as distâncias parece ser o mote, pelo que o Governo recuperou uma aspiração antiga que, outrora, já dividiu partidos com assento parlamentar mas que, agora, parece reunir algum consenso político: as linhas de comboio de alta velocidade.

A começar pela nova linha prevista para a ligação Porto-Lisboa que, por um lado, colocará as duas áreas metropolitanas a cerca de uma hora de viagem e, por outro, reduzirá a viagem entre Lisboa e Leiria, que passa de quatro horas para 30 minutos, e entre Coimbra e o Porto, que passa para 30 minutos.

A ligação Porto-Vigo também está em cima da mesa. Agora, esta viagem tem a duração de 2h30m mas após concretizar-se o novo troço previsto para Braga-Vigo ambas as ci-

dades vão ficar à distância de apenas 35 minutos, ou seja, a viagem vai demorar menos uma hora do que actualmente.

Embora o comboio de alta velocidade esteja longe de reunir o consenso nacional, estas duas ligações encontram-se inscritas no novo PNI e deverão avançar até 2030.

Depois da Infraestruturas de Portugal (IP) ter lançado o concurso para a requalificação da Linha do Oeste entre Torres Vedras e Caldas da Rainha, no distrito de Leiria, agora é a vez da modernização entre Mira Sintra-Meleças e Torres Vedras. Para quem desconhece, trata-se de uma ligação que muito raramente conseguia cumprir horários, tinha frequentemente avarias e era servida por uma automotora completamente desactualizada mas que era utilizada por muitos utentes na ligação de Lisboa a Sintra pelo facto de ser um comboio que não pára em todas as estações deste percurso e com isso encurta a viagem.

Esta intervenção faz parte do programa Ferrovia 2020 que prevê a electrificação integral do troço, a beneficiação de cinco estações e seis apeadeiros e a criação e melhoria dos acessos às plataformas de passageiros para pessoas com mobilidade condicionada. Mas a bem da verdade, a esmagadora maioria dos projectos traçados ao abrigo deste programa não ficaram concluídos até ao final de 2020 e tudo leva a crer que deverão resvalar até 2023.

A aquisição de material circulante é outra das prioridades do actual Executivo. A informação oficial avança com a compra de 129 novos comboios, dos quais 62 são urbanos, 55 regionais e 12 longo curso.

Recorde-se, no entanto, que no dia 15 de Janeiro de 2020 foi inaugurada a oficina de Guifões, em Matosinhos, com o objectivo de

recuperar carruagens para voltarem a ser novamente utilizadas. “Do velho se faz novo”.

As primeiras carruagens vão ser utilizadas na inauguração da electrificação da Linha do Minho e, embora a prioridade da sua utilização seja nos serviços InterRegionais e Regionais desta linha, não está excluída a sua utilização no reforço de outros serviços Regionais ou de Longo Curso (Intercidades).

Mas a grande aspiração para este “centro tecnológico ferroviário”, na designação de Pedro Nuno Santos, é, pois, fazer comboios novos em Portugal em vez de os adquirir no estrangeiro. Aliás, segundo o secretário de Estado das Infra-estruturas o Governo encontra-se a preparar um concurso para aquisição de mais 100 composições para a CP, a realizar em Março, que irá “privilegiar os candidatos

que queiram construir em Portugal”. A este propósito, em declarações à Lusa, o presidente da CP, Nuno Freitas, afirmou que “o desafio é trazer uma fábrica de comboios para Portugal”.

Trains have always shortened distances and brought communities and economies closer together. They have prevented isolation. In addition, there has always been – and always will be – something romantic about trips on Portugal’s rails.

Despite this, the country’s governments in recent years have been apologists more for our motorways than our railways. Because of this, we have seen stations close (especially in inland Portugal), grass grow between the rails, and some people have to move or

take a longer way to get to work, hospitals, schools… Life on the coastline hasn’t gotten much easier either. Trains are frequently overcrowded and behind schedule.

In fact, Infrastructure and Housing Minister Pedro Nuno Santos even said himself during the presentation of the2030 National Investment Programme (PNI 2030) that “Portugal has believed railways were an investment of the past,” with “successive governments prioritising roadways almost exclusively.” But, he explains, rail is now “a European priority,” with emphasis placed on its “environmental advantages.”

In the framework of the PNI 2030, it was announced that the transportation and mobility budget will be €21.6 billion EUR, and rail will receive the largest share of this investment.

In the 2021 State Budget, the focus will be on passenger transport, electrifying the entire railway network, and solving bottlenecks in Lisbon’s and Porto’s transportation networks.

To tackle this last point, the number of lanes is planned to quadruple. It is hoped that this will help drastically reduce the number of cars that use these two areas’ motorways(which reaches the thousands on a daily basis) and thereby improve the environment and the quality of life for the cities’ inhabitants.

Shortening distances seems to be the goal, so the Government has taken back up an old aspiration that, in the past, divided parties with parliamentary seats but which now seems to attract some political consensus: high-speed train lines.

Let’s begin with the new line that is planned to link Porto with Lisbon. A trip between these two metropolitan areas will be about an hour each way. Getting to Leiria from Lisbon will go from a four-hour trip to 30 minutes, and Coimbra and Porto will also be only about half an hour from each other.

A line linking Porto and Vigo is also on the table. Currently, this trip takes 2h30m, but, af-

ter the section of rail planned between Braga and Vigo is built, both cities will be only about 35 minutes from each other. In other words, the trip will take an hour less than it does currently.

Although high speed rail is far from garnering national consensus, these two connections are found in the new PNI and should move forward by 2030.

After Portugal’s Infrastructure Agency (IP) launched the tender for the West Line rebuild between Torres Vedras and Caldas da Rainha in the district of Leiria, it is now time to modernise the line between Mira Sintra-Meleças and Torres Vedras. For those unfamiliar with this part of the rail network, trains along this line rarely arrive on schedule, faults and breakdowns are frequent, and it is served by railcars that are woefully outdated – despite being used by many riders going from Lisbon to Sintra due to the fact thatthis train doesn’t stop at all stations on this route, thereby shortening the travel time.

This project is part of the Railway 2020 programme which provides for the electrification of the entire section, improvements at five main stations and six smaller stops, and improvements to passenger platform access

for people with disabilities. But, in reality, the overwhelming majority of this programme’s projects were not finished by the end of 2020, and it looks like things might slip into 2023 before they are done.

Made in Portugal

Acquiring rolling stock is another priority for the current Executive Branch. Official information states that 129 new trains will be purchased, 62of which will be destined for urban lines, 55 for regional lines, and 12 for long-distance lines.

Remember that the Guifões workshop was inaugurated in Matosinhos on 15 January 2020; its goal is to refurbish carriages so that they can be used again. “Making new from the old,”

as they say. The first carriages will be used on the Minho Line once it is electrified, and, although the priority is to use them for this line’s InterRegional and Regional services, they could also be used on other Regional or LongDistance (Intercidades) services.

For Santos, the great hope is for this “railway tech centre” to eventually produce new trains that are made in Portugal instead of purchasing them from abroad. In fact, the State’s Infrastructure Secretary says that the Government is preparing a 100-unit tender for Trains of Portugal (CP). This tender will be held in March and will “prioritise candidates who want to build in Portugal.” Speaking on this topic, CP President Nuno Freitas told Lusa that “the challenge is to bring a train factory to Portugal.”

No parque habitacional português gasta-se muita energia, poupase pouca e está longe de ser eficiente. Mas alguns portugueses já começaram a meter a “mão na massa” para reverter esta realidade.

Portuguese homes, by and large, waste lots of energy, save little, and are often rather inefficient. Some in our country, though, have begun working on disrupting this reality.

Quando o Novo Regime do Arrendamento Urbano (NRAU) foi criado em 2006 fazia antever uma corrida às obras nos edifícios com os olhos postos na actualização (aumento) das rendas. Muito se fez de lá para cá, na construção nova e na reabilitação, embora, a bem da verdade, em muitos casos, o parque habitacional tenha apenas recebido um lifting.

As mudanças climáticas e os termómetros revelaram também as dificuldades de adaptação das casas às variações térmicas, sobretudo nas mais antigas. O mês de Julho, de acordo com o Instituto Português do Mar e da Atmosfera (IPMA), foi o mais quente em Portugal dos últimos 89 anos e o mês de Outubro foi o mais frio dos últimos 17 anos.

Nos lares portugueses ora se abrem janelas para ventilar, ora se bate o dente de frio e acendem-se lareiras e aquecedores porque as casas não estão preparadas nem para Invernos mais rigorosos, nem para Verões mais quentes e secos.

Os dados do gabinete estatístico europeu Eurostat corroboram esta realidade: Mais de 15% da população da União Europeia (UE) vive em condições inadequadas de habitação; Portugal encontra-se abaixo da média europeia no que toca a eficiência energéti-

ca em edifícios; e aproximadamente 75% do parque imobiliário da UE é ineficiente a nível energético, ou seja, grande parte da energia consumida é desperdiçada.

Algumas das mais relevantes ameaças à saúde que podem ser encontradas nas habitações, segundo o Eurostat, vão desde a qualidade do ar interno ser insuficiente, ruído, humidade e crescimento de mofo, temperaturas internas inadequadas e falta de equipamentos. Esta realidade torna-se mais notória nas famílias de baixo rendimento com filhos e em estado de pobreza. E, como se sabe, a habitação inadequada insere-se num círculo vicioso que aumenta o risco de pobreza e exclusão social.

Num País que pretende cumprir as metas ambientais traçadas pela UE urge reverter este cenário.

Foi assim que o Governo lançou, em Setembro, o “Programa de Apoio Edifícios Sustentáveis” para os cidadãos particulares proprietários de fracções ou edifícios de habitação, construídos até ao final de 2006.

Desenvolvido no âmbito do Fundo Ambiental, disponibiliza uma verba de 4,5 milhões euros, sendo que 1,75 milhões de euros vão ser atribuídos em 2020 e 2,75 milhões de euros em 2021. Esta iniciativa, que conta com o

apoio técnico da ADENE – Agência para Energia, tem por objectivo promover intervenções que visem a reabilitação, descarbonização, eficiência energética, eficiência hídrica e economia circular em edifícios.

O que procuram os portugueses?

O ministro do Ambiente e da Acção Climática, João Pedro Matos Fernandes, afirmou que processo como o do Programa de Apoio Edifícios Sustentáveis “mais simples não há”.

E explicou como: “Faça-se a obra, envie-se a factura e a prova de que se é titular da casa, e recebe-se o dinheiro”. Mas advertiu, claro, que “haverá inspecções” para verificar se as obras foram realmente concretizadas.

Cerca de dois meses depois de ter sido lançado, o ministério do Ambiente anunciava que já tinha atribuído um milhão de euros em pagamentos para tornar os edifícios mais eficientes.

Desde 7 de Setembro, data em que abriram as candidaturas na plataforma do Fundo Ambiental, foram submetidos 4.234 formulários, dos quais já foram pagas 890 candidaturas, a que correspondem 1,75 milhões de euros. O programa foi encerrado no final de Dezembro mas o Executivo já garantiu que as candidaturas vão ser reabertas em Março de

2021, com montantes do Plano de Recuperação e Resiliência.

Com um valor médio do incentivo atribuído por candidatura de 1.900 euros, os portugueses recorreram a este apoio, sobretudo, para instalar painéis fotovoltaicos (50%), bombas de calor e painéis solares (38%) e janelas eficientes (10%).

João Pedro Matos Fernandes salientou que em Portugal “existe pobreza energética e muitos edifícios estão muito longe dos padrões de eficiência energética significativa”, defendendo que através deste programa será possível reduzir o gasto em energia.

Como sublinhou: “A energia mais barata é a que não se gasta”.

Falta visão de longo prazo

Apesar da eficiência energética ter sido integrada no Fundo Ambiental, a par dos novos programas e verbas de apoio, a realidade é que continua a não existir uma estratégia de longo prazo em matéria de combate à pobreza energética.

Aliás, recorde-se que já foi emitida uma Recomendação Europeia 2020/1563 para todos os Estados-membros relativa à implementação da Directiva 2019/944 que entra em vigor no dia 1 de Janeiro de 2021 e cujo artigo 29º

Num ano atípico a associação ZERO identificou alguns factos positivos de 2020: • Demonstração que os cidadãos estão disponíveis para a transição para a sustentabilidade investindo na melhoria da eficiência energética, tal como ficou expresso na sua adesão ao Programa de Apoio a Edifícios Mais Sustentáveis do Fundo Ambiental; • Aumento muito significativo da procura de bicicletas no seguimento da disponibilização de incentivos a soluções de mobilidade suave por parte de algumas autarquias; • Experiência resultante da paragem da economia mundial que permitiu vivenciar uma qualidade ambiental como há décadas não era possível; • E persistência da União Europeia na sua visão assente na sustentabilidade, não obstante todas as pressões para atrasar a transição para um modelo de desenvolvimento circular e centrado na promoção do bem-estar de todos.

Este programa é, pois, apenas uma medida de apoio de um país que se quer mais eficiente em termos energéticos. Mas não chega. E nem sequer chega a todos. Mau grado, está a acordar os cidadãos e as famílias para a importância do seu papel enquanto promotores de uma economia mais circular e mais sustentável.

When the New Urban Leasing System (NRAU) was created in 2006,it foresaw a rush to begin projects on buildings with the goal of updating (i.e., increasing) rent prices. Much has been done since then in terms of both new construction projects and renovations, although, in truth, in many instances, the homes concerned have received not much more than a facelift.

also revealed how difficult it has been to adapt homes – especially older ones – to temperature variations. According to the Maritime and Atmospheric Institute of Portugal (IPMA), the month of July was the hottest Portugal has seen in the last 89 years, and the month of October was the coldest of the last 17 years. Throughout the year, people have been opening their windows to ventilate their homes or setting fires in their fireplaces or turning on heaters because their homes are unprepared for both harsher winters and hotter, drier summers.

The data from European statistics office Eurostat corroborate this reality: more than 15% of the European Union (EU)’s population lives in housing conditions that are considered “inadequate,” and approximately 75% of buildings in the EU are not energy efficient.

In other words, a large part of the energy consumed here is wasted.

Eurostat says that some of the most pressing health concerns found in the home include poor indoor air quality, noise, humidity and mould growth, inadequate indoor temperatures, and a lack of equipment. These concerns become more dire in low-income families that have children and are living in a state of poverty. And, as we know, inadequate housing is part of a vicious cycle that increases the risk of poverty and social exclusion.

If this county wants to meet its environmental goals set by the EU, Portugal must take action now.

million EUR had already gone out as payments to make buildings more efficient.

Since applications went live on the Environmental Fund’s platform on 7 September, 4,234 have been submitted; 890 of these candidates have received payments worth a total of €1.75 million EUR. The programme ended in late December, but the Executive Branch has promised that applications will be reopened in March 2021, with monies coming from the Recovery and Resilience Plan.

Each applicant who received a payout received an average of €1,900 EUR. The Portuguese used these monies most often to install photovoltaic panels (50%), heat pumps and solar panels (38%), and energy efficient windows (10%).

Fernandes explained that “Portugal lives in ‘energy poverty,’ and many buildings are very far from being meaning fully energy efficient,” arguing that it will be possible to reduce energy spending through this programme. As he stated, “The cheapest energy is that which is not wasted.”

Lack of a long-term vision

Because of this, the Government launched the “Sustainable Buildings Support Programme” in September for private citizens who own apartments or kinds of housing built by the end of 2006.

Developed as part of the Environmental Fund, the initiative has a total budget of €4.5 million EUR; €1.75 million EUR will be distributed in 2020, while the remaining €2.75 million EUR will be awarded in 2021. With technical support coming from the Energy Agency of Portugal (ADENE), this programme has been designed to promote projects that seek to renovate, decarbonise, and increase energy and water efficiency and the use of the

circular economy in the country’s buildings.

What are the Portuguese looking for?

Environment and Climate Change Minister João Pedro Matos Fernandes has gone on the record saying that “there is nothing simpler” than the Sustainable Buildings Support Programme and explained how: “You do the work, you send in the bill and proof that you own the house, and then you receive the money.” Fernandes cautioned, of course, that “checks will be done” in order to verify that the projects were actually completed.

It’s worth mentioning here that European Recommendation 2020/1563 has already been issued to all member states regarding the implementation of Directive 2019/944, which will come into force on 1 January 2021 and whose Article 29 focuses precisely on energy inefficiencies.

According to a statement, environmental association ZERO is of the opinion that the current Sustainable Buildings Support Programme “will surely be insufficient and will very likely fail to help those most vulnerable to energy poverty, given the programme’s lack of monitoring that appropriate financial instruments (grants, subsidised loans) are used and the fact that its funds are given out via reimbursements. The expenses in question are far too costly for the vast majority of those who most need the support.”

This programme is, thus, just one support measure for a country that wants to be more energy efficient. But it’s not enough. And it doesn’t even reach everyone. Despite this, it is waking up citizens and families to the importance of their role as promoters of a more circular, more sustainable economy.

À conversa com Marcus Fairs, Editor in chief da Dezeen, estiveram as arquitectas Yvonne Farrell e Shelley McNamara co-fundadoras da Grafton Architects, um atelier de arquitectura internacional com sede em Dublin, Irlanda.

Estas poderiam ser mais duas mulheres no mundo da Arquitectura mas merecem o destaque por terem sido, em 2020, as primeiras mulheres a compartilhar o Prémio Pritzker, a maior homenagem na profissão de arquitecto.

Questionadas por Marcus Fairs sobre o facto de serem mulheres nesta área e se faz a diferença, Yvonne Farrell responde prontamente que “a arquitectura é um desafio e não é algo baseado no género”. “Não fomos discriminadas por sermos mulheres arquitectas”, disse, mas reconhece, com pesar, que “há mulheres que ainda não têm essa oportunidade”.

E como fazem arquitectura? Shelley McNamara usa uma expressão muito curiosa: “Dançar cada vez como se fosse a primeira vez”, fazer, criar sempre com um novo olhar.

No processo de concepção de um projecto considera que é importante e enriquecedor compreender os “territórios”, ou seja, “entender as pessoas, a dimensão dos negócios ou

as tecnologias” mas também é vital recorrer a “ferramentas de aproximação” e à “co-criação entre vários especialistas” que podem ser arquitectos, designers ou de outras áreas mas que trazem um importante contributo e um ângulo diferente a cada obra. Acrescenta ainda que “temos de ter ética” e “ser responsáveis no uso dos recursos”.

Neste ponto Yvonne abre-nos a mente para o todo da arquitectura de hoje e do amanhã.

Por um lado, tentam “encontrar o ADN das pessoas (clientes)”; mas, por outro, incluem a “cultura local, a geografia, os materiais locais…”. E vão mais longe, englobam também a Terra: “Este planeta frágil é, em última instância, o nosso cliente final”.

Para a dupla de arquitectas a “arquitectura é a nova geografia”, é “espaço livre para os clientes mas também para a comunidade”.

Como sublinha Yvonne, “o público em geral percebe que estamos todos ligados e estão mais informados sobre o valor da arquitectura”. Com isso, ganhamos todos!

Architects, an international architecture studio headquartered out of Dublin, Ireland.

They may be just two more women in the world of architecture, but they deserve special recognition because, in 2020, they were the first women to share the Pritzker Prize, the highest honour in the architectural profession.

When asked by Fairs about the fact that they are women in this field and whether it makes a difference, Farrell responded promptly that “architecture is a challenge and not something based on gender.” “We’ve not been discriminated against for being women architects,” she says, but she does laments the fact that “there are women who still this kind of opportunity.”

And how do they do architecture? McNamara uses an interesting expression: “To dance each time like it were the first,” to do, to always create with a fresh perspective.

While conceptualising a project, she believes that it’s important and enriching to understand the “land,” that is, “to understand the

people, the size of the business, or technologies” and that it is also vital to use “approximation tools” and to “co-create with various specialists.” These other specialists could be architects, designers, or from other fields but who can make important contributions and bring a different perspective to each project.

She further adds that “we must be ethical” and “responsible in the use of resources.”

At this point, Farrell opens our minds to all that architecture is today and can be tomorrow. They seek to both “understand people’s (our clients’) DNA” and include “local culture, geography, and local materials” in each project. But they go further and also encompass the Earth. “This fragile planet is, ultimately, our final customer,” she stresses.

For this pair of architects, “architecture is the new geography,” it is “a free space for both customers and the community.” As Farrell points out, “the general public understands that we are all connected, and they are better informed about the value of architecture.”

With that, we all win!

Em 2018 e 2019 a zona Oriental da cidade do Porto deu nas vistas pelo número de operações de aquisições de imóveis concretizadas, superando, em certos períodos, outras zonas que apresentavam grande procura, como era o caso do seu Centro Histórico.

O aumento da procura por parte dos investidores de imóveis para reabilitar e terrenos disponíveis, sobretudo na freguesia de Campanhã - onde os preços da habitação eram dos mais baixos, em comparação com as restantes freguesias da Invicta – deve-se ao facto de a zona do Porto Oriental ter sido considerada um eixo estratégico para o crescimento da cidade, sobretudo por parte do executivo camarário liderado por Rui Moreira.

O potencial que esta zona da cidade apresenta não está, por isso, alheio ao conjunto de projectos de grandes obras públicas idealizadas para esta zona, como é o caso da requalificação do Matadouro Municipal, da Praça da Corujeira e zona envolvente, do Terminal Intermodal de Campanhã e da zona ribeirinha do Freixo.

Cerca de dois a três anos depois do lançamento de alguns destes projectos - e apesar do actual momento estar a ser marcado pelo surto pandémico -, são já visíveis alguns si-

nais das mudanças que vão alterar o ‘rosto’ desta zona do Porto Oriental.

Pedro Baganha, vereador do Urbanismo da Câmara Municipal do Porto, numa apresentação recente sobre as grandes linhas do novo PDM (Plano Director Municipal do Porto), que se encontra em fase final de aprovação, destacava que “onde existe espaço para criar um ‘Porto novo’, para sonhar com uma cidade nova, é precisamente no Porto Oriental, na freguesia de Campanhã. Com escala urbanística e onde se joga o futuro desta cidade”.

Do Matadouro até à nova Ponte no Freixo

Na verdade, são vários os projectos estruturantes para Campanhã, alguns em construção, outros em fase avançada de promoção.

Podemos começar pela nova ponte, à cota baixa, que vai atravessar o Douro, cujo concurso de concepção e construção está para breve, e que permitir novas acessibilidades à zona ribeirinha do Freixo. Esta que é a última zona da marginal do Douro que falta renovar, parece ter agora “uma oportunidade inegável”, nomeadamente através da criação de “um museu da indústria e de um novo pólo cultural”, nos terrenos da antiga central eléc-

trica da EDP, de acordo com o responsável da autarquia.

Contudo, o projecto do Matadouro - cujo início das obras está previsto para breve - é considerado a “pedra de toque” para o desenvolvimento desta zona de Campanhã. Trata-se da criação de um novo pólo empresarial, cultural e social, num investimento de 40 milhões de euros, suportados por um investidor privado, a Mota Engil, que ganhou o concurso de concepção, construção e gestão, lançado pela autarquia.

Também a Praça da Corujeira está a ser objecto de um projecto para a valorização do seu jardim e de todo o tecido urbano envolvente. Bem como os terrenos das antigas instalações da STCP (Transportes Colectivos do Porto) e de uma fábrica que, neste momento, tem uma ocupação reduzida – que fica em frente ao Matadouro - que a autarquia, no

actual PDM, prevê a sua total reconversão.

Um dos projectos em fase mais avançada é a construção do Terminal Intermodal de Campanhã, um interface que reúne o comboio e o metro, e contará também com um terminal rodoviário, que se prevê esteja concluído em 2021.

Investidores responderam ao apelo

De acordo com o responsável do urbanismo, a autarquia elaborou um ‘master plano’ para esta zona cidade, com as grandes linhas de intervenção previstas – que precederam a revisão do PDM do Porto – que permitiu que vários investidores tivessem concretizado investimentos, que, neste momento, começam a ser conhecidos. É o caso do projecto da Krest, uma promotora belga liderada por Claude Kandiyoti, que está a desenvolver um projecto de uso mis-

to, junto às estação de Campanhã que será um espaço multifacetado e agregador de dinâmicas ecológica, criativas e colaborativas. “Acredito que a zona da Campanhã é o sítio que responde às necessidades existentes na cidade. É um ‘mix’ entre escritórios e residencial”, destacava o CEO, em Março, numa antevisão dos projectos da cidade presentes no MIPIM 2020, que não se concretizou por causa da pandemia.

parish of Campanhã, whose housing prices were amongst the lowest in the city) is owed to the fact that Porto’s Eastern Zone has been a cornerstone of the city’s growth strategy, especially for the city council executive led by Rui Moreira.

The great civil engineering projects being designed for this part of the city are, thus, ensuring it is used to its highest potential. One such project includes the repurposing of the Municipal Slaughterhouse, Corujeira Square and surrounding area, Campanhã’s Intermodal Terminal, and the Freixo riverside area.

About two to three years after some of these projects were launched (and despite the current pandemic), signs of some of the changes that will alter the ‘face’ of this area of Eastern Porto are already visible.

Pedro Baganha, a Porto city councilman in charge of urban planning, stated during a recent presentation on the main points of Porto’s Municipal Master Plan (PDM), which is in its final stages of approval, that “Eastern Porto’s Campanhã is clearly where space exists to create a ‘new Porto,’ to dream up a new city. It is just the right size, and this city’s future rests there.”

From the Slaughterhouse to the new Freixo Bridge

There are actually a number of significant structural projects coming to Campanhã.

Some are under construction while others are in the late stages of development.

Let’s start with the new, low-elevation bridge that will cross the Douro and provide better access to the riverside area of Freixo. The design and construction tender is coming soon.

This is the last area of the Douro riverside that remains to be renovated, and it now seems to be “an undeniable opportunity,” namely through the creation of “an industry museum and a new cultural centre” on the grounds of the old EDP power station, according to the councilperson responsible.

However, the Slaughterhouse project, construction on which is slated to begin soon, is considered to be the “touchstone” for development in this area of Campanhã. The project will bring a new business, cultural, and social hub to the area for a price tag of €40 million EUR and is being supported by private investor Mota Engil, which won the city’s design, construction, and management tender.

Corujeira Square is also the subject of a project that seeks to enhance its garden and the surrounding urban environs. Other projects include one on the land on which the the former facilities of the Porto Public Transportation Company (STCP)once stood and that of a factory located in front of the Slaughterhouse; this factory currently has reduced occupancy, and the municipality plans to completely renovate it as part of the current PDM. One project that has made the most progress is Campanhã’s Intermodal Terminal, which joins the train station with the metro station.

The terminal will also include a bus station and is expected to be finished in 2021.

Investors responded to the call

According to the person in charge of urban planning, the city council drew up a ‘master

plan’ for this part of the city, with major projects planned for this area before the broader Porto PDM was revised. This allowed several investors to make investments, which are currently beginning to be made known.

Such is the case of the project taken on by Krest, a Belgian developer led by Claude Kandiyoti. Krest is working on a mixed-use project located next to the station of Campanhã. The space will be multifaceted and designed to support ecology, creativity, and collaboration. “I believe that Campanhã is one of the places that is best responding to the city’s current needs. It is a mix of offices and residential buildings,” Krest’s CEO said in March in a preview of the city’s projects that was to be presented at MIPIM 2020, which did not materialise because of the pandemic.

No meio de tantas tabletas a dizer “fechado”, eis que se abrem novas portas para o conforto, para a fuga da realidade. Serão estes hoteleiros corajosos ou lunáticos?

Amongst all the signs that say “Closed,” behold, new doors are opening for comfort, to escape reality. Are these hoteliers courageous geniuses or just crazy?

Na altura em que escrevemos este artigo a Associação da Hotelaria de Portugal (AHP) revela o mais dramático cenário para o sector: 45% dos inquiridos no inquérito “flash” previam encerrar até ao final de 2020 e os grupos hoteleiros com várias unidades admitiam encerrar 56% dos seus estabelecimentos também no mesmo período.

Em tempos de crise, ainda mais numa sem precedentes, há sempre quem não sobreviva.

Mas também há quem seja timoneiro.

Em plena pandemia foi inaugurado o hotel Moxy Lisboa Oriente promovido pela Krest Real Estate Investments e que terá a gestão do grupo Hoti Hoteis. É certo que ainda não abriu ao público mas o projecto não parou e concretizou-se. À semelhança deste, outras novas unidades hoteleiras concluíram também as suas obras no ano passado, tal foi o caso do Vila Galé Alter do Chão e Vila Galé Serra da Estrela, do Hotel Ivens 14 e Bairro Alto Hotel em Lisboa, do Mercure Porto Centro Aliados ou NEYA Porto Hotel na Invicta, do The Lodge Wine & Business Hotel em Vila Nova de Gaia, só para citar alguns.

Mas houve também unidades que iniciaram a exploração hoteleira em plena crise pandémica, de que é exemplo o Hotel Campanile Caldas da Rainha pertencente ao Grupo Flagworld.

Como foi isso possível? Porque o CEO Luís Roll acreditou que “apesar do momento difícil, o Turismo vai continuar a se desenvolver”.

A isto acresce o facto de o grupo estar “permanentemente a adaptar-se mediante o mercado”, o que lhes tem permitido ser “cada vez mais ágeis na nossa gestão para fazer face às diferentes mudanças do mercado”. Esta agilidade, como destaca, “tem-nos ajudado a continuar o nosso projecto, desenvolvimento e a olhar o futuro como um novo desafio.”

A operar em Portugal, Espanha e Cabo Verde, Luís Roll avança que, apesar do contexto restritivo derivado da pandemia de Covid-19, “temos todas as unidade abertas mas com uma clara diminuição da actividade” e “continuamos com o trabalho efectuado ao nível da gestão e adaptação dos recursos face à procura actual”. Esta estratégia permitiu ao grupo “limitar os prejuízos.”

Na opinião de CEO do Grupo Flagworld, “os próximos meses vão constituir um grande desafio para o mercado nacional” mas também vão ser uma possibilidade de negócio.

Como explica: “Vão surgir oportunidades no mercado nacional em hotéis localizados em todo o continente e ilhas, nomeadamente em hotéis com algumas dificuldades e que irão recorrer a grupos hoteleiros para os ajudar na comercialização e gestão”. Acrescentando

emissores turísticos, nomeadamente o Reino Unido e a Alemanha, salientando que essa campanha deve estar alinhada com os planos de vacinação dos respectivos mercados.

Voltamos à questão inicial: Serão os hoteleiros em actividade arrojados ou insensatos?

Acima de tudo são empresários muito experientes e com alguma escala que lhes permite atravessar tormentas sem recorrer a lay-offs ou subsídios. Não podemos, pois, deixar de os admirar por conseguirem concretizar os seus feitos no pior cenário alguma vez imaginado. São sem dúvida hoteleiros destemidos.

que é “aí, penso, que o Grupo Flagworld terá uma oportunidade de ajudar”, uma vez que “claramente é no mercado nacional que vejo o crescimento do Grupo.”

Luís Roll reconhece que o sector sofreu em 2020 “uma forte quebra”, a qual deverá “prolongar-se até Outubro 2021”. Mas é um optimista e um beliver de que “após esse período assistiremos a uma recuperação lenta que

se estenderá ao longo dos próximos anos.”

Os especialistas mais positivos antecipam a recuperação do sector, defendendo que se até Maio a esmagadora maioria da população estiver vacinada os turistas vão chegar. Aliás, na sessão online da AHP, a presidente executiva Cristina Siza Vieira lançou o repto ao Turismo de Portugal para reforçar a imagem de Portugal junto dos principais mercados

As this article is being written, the Hospitality Association of Portugal (AHP) is publishing some dramatic data for the industry: 45% of their “flash” survey participants expected to close by the end of 2020, and hotel groups that have several units in their portfolios admitted they would close 56% of their establishments during the same period.

In times of crisis, even more so in such an unprecedented one, there are always those who don’t survive. But there are also those who are able to weather the storm.

The Moxy Lisboa Oriente Hotel, developed

by Krest Real Estate Investments and managed by Hoti Hotels, opened in the middle of the pandemic. While it hasn’t yet opened its doors to the public, the project has kept moving forward and become a reality. Similar to this one, other new hotels have also seen construction finish within the past year, such as the Vila Galé Alter do Chão; Vila Galé Serra da Estrela; Ivens 14 Hotel and EPIC SANA Marquês in Lisbon; the Mercure Porto Centre Aliados and the NEYA Porto Hotel in Porto; and

The Lodge Wine & Business Hotel in Vila Nova de Gaia, just to name a few.

But there have also been hotels that have begun operating in the midst of the pandemic, such as the Hotel Campanile Caldas da Rainha, which belongs to the Flagworld Group.

How has this been possible? It’s because CEO Luís Roll believed that, “despite this difficult moment, the tourism industry will continue

to develop and evolve.” He also adds to this the fact that the group is “constantly adapting itself to the market,” which has allowed them to be “increasingly agile in how we manage our business in the face of different changes in the market.” This agility, Roll explains, “has been helping us continue with our projects, our development, and has even helped us look to the future as a new chal-

lenge.” Operating in Portugal, Spain, and Cabo Verde, Luís Roll says that, despite the restrictive environment brought about by the COVID-19 pandemic, “all of our units are open but have suffered a clear decrease in activity” and that “we are continuing with our work, managing and adapting our resources in view of current demand.” This strategy has allowed the group to “limit [its] losses.”

The Flagworld Group CEO is of the opinion that “the coming months will be quite challenging for the domestic market,” but they will also be a business opportunity. Roll explains, “Opportunities in the domestic market will emerge in the form of hotels located throughout the continent and the islands, namely hotels that have had some difficulties recently. These hotels will ask hotel groups for help marketing and managing themselves. It is there, I believe, that the Flagworld Group will be able to help,” since “it is clearly in the domestic market that I see the most opportunity for the Group to grow.”

Roll recognises that the industry has suffered “a heavy blow” in 2020, which may endure until October 2021.” But Roll is an optimist and a believer that, “after these trying times, we

will see things recovering slowly, and this will extend over the next few years.”

More positive experts anticipate that the industry will recover more quickly, arguing that, if the overwhelming majority of the population is vaccinated by May, tourists will come back. In fact, during an online session of the AHP, Executive President Cristina Siza Vieira challenged the National Tourism Agency of Portugal to reinforce the country’s image in the largest markets that send tourists to the country, namely the United Kingdom and Germany, stressing that this campaign must be aligned with the respective markets’ vaccination plans.

Let’s go back to our initial question: are the hoteliers who are currently operating bold or foolish? They are, above all else, very experienced entrepreneurs whose businesses are the right size to have allowed them to weather this storm without resorting to layoffs or subsidies. So, all we can really do is look upon them with admiration for being able to achieve what they have in the worst scenario imaginable. Without a shadow of a doubt, it is safe to say that these hoteliers are fearless.

Perspectivas para 2021 Looking to 2021

A época natalícia proporcionou um período para reflectirmos sobre o ano que passou e para almejar uma conjuntura melhor em 2021. Ao longo do ano, tentei dar algumas perspectivas sobre a crise de saúde e da economia, os vencedores e perdedores nos mercados, a perspectiva da China, mas neste caso, vou deixar estes temas em 2020. Passadas as férias, proponho-vos algumas das tendências que vislumbro para os investidores imobiliários em 2021.

Estes são alguns dos temas que suspeito virão à tona no próximo ano:

Distress

Mais capital para o Imobiliário

Investimentos nos mercados domésticos

Recentemente, um terço da dívida considerada “investment grade” passou a linha das rentabilidades negativas, incluindo Portugal e Espanha, que recentemente, nas obrigações a 10 anos, passaram a render 0%. Associado à expansão massiva das respectivas políticas monetárias, muitos investidores questionam se o actual estado de coisas se poderá tornar hiper-inflacionário. Não só buscando o refúgio duma rentabilidade positiva, a exposição a activos reais, onde o imobiliário é o mais representativo, permite uma protecção a estes excessos monetários. Dependendo qual o relatório sobre os fluxos de capital mundiais que se consulta, os objectivos declarados de investidores institucionais sobre a sua exposição ao imobiliário situam-se entre os 10% e 14% do total dos activos, sendo que, alguns investidores buscam exposições de até 30% a 40%. Para gestores e operadores que procuram expandir os seus activos sob gestão, os ventos manter-se-ão favoráveis.

Os retornos do imobiliário têm sido favoráveis aos investidores e, num contexto de retornos de 0% ou de retornos negativos, 5% a 6% é um patamar muito saudável. Embora as rentabilidades deverão sofrer no curto prazo, em particular em sectores como o retalho ou hotéis, rentabilidades modestas serão, ainda assim, melhores que as rentabilidades negativas da dívida.

As estratégias de distress normalmente levam, após a ocorrência de uma crise, dois a três anos a tornarem-se viáveis. Mesmo assim, devemos ver um aumento nas estratégias de distress.

Provavelmente não NPLs ou REOCs numa primeira fase, antes, estratégias de reposicionamento do retalho e hotéis em dificuldades, já que são os activos mais prejudicados com os confinamentos. Os escritórios são um pouco mais resilientes devido a contratos mais longos e investidores que estão mais propensos a esperar por dias melhores.

Seja devido a restrições nas viagens, seja devido ao aumento dos riscos geo-políticos, imaginados ou reais, investir além-fronteiras tornou-se uma tarefa ainda mais difícil. Muitos gestores beneficiam de equipas locais, mas a maioria dos investidores institucionais têm, na melhor das hipóteses, escritórios regionais.

E se acharem que um investimento fora do mercado doméstico, não irá melhorar o perfil de risco versus retorno dos seus portfólios, leverá a um recuo do investimento para os mercados locais ao investidor.

Não quero com isto afirmar que os investidores evitarão os mercados considerados “seguros” na América do Norte e na Europa, ou que deixarão os mercados em crescimento na Ásia ou América do Sul, mas muito provavelmente o farão através de gestores ou operadores especializados com os quais já tenham familiaridade.

Vou arriscar alguns outros temas para 2021:

• Crescimento do segmento residencial para arrendamento em mercados onde este sector não tem sido parte integrante das carteiras de investidores institucionais; • Uso mais intenso de tecnologia para gerir e monitorizar activos, assim como, casos sucesso do proptech; • Amálgama funcional do escritório e do escritó-

rio de casa, associado ao êxodo dos centros das cidades para os subúrbios ou para as pequenas cidades; • Transformação massiva do retalho, sendo que, as tendências do comércio electrónico continuam, mas as necessidades de lojas próximas do consumidor se manterão, embora num formato diferente. A questão será quais os bens e serviços que fornecerão?; • Impostos mais altos sobre o imobiliário - alguém tem que pagar os subsídios e os lay-offs que os governos têm concedido a empregados e empregadores.

The holiday season was an opportunity to look back to the year we are about to conclude and hope for generally better times in 2021. Over the year, I have tried to provide some perspective of the health crisis and the economic crisis, the winners and losers and the perspective from China, but I will not delve further on this very atypical year. With the holidays behind us, I would like to look at what I think will be some of the trends for institutional real estate investors for 2021.

These are some of the themes I suspect will come to the forefront in the year to come:

Increasing flows to the asset class

Just recently, one third of the world’s investment grade debt moved into negative yield territory, including Portugal, followed by Spain, who’s 10-year bond went below a 0% yield. Associated with a fear of too much money being printed and where a precipice might be, where too much quantitative easing could turn hyperinflationary, institutional investors seek refuge in yielding, real assets of which real estate is the most prevalent. Average target real estate allocations for global institutional investors are somewhere between 10% and 14%, depending on the survey provider, with a number of mainstream, multi-asset investors targeting allocations as high as 30% to 40%. For managers and operators looking to expand their businesses, they will continue to have tailwinds supporting their efforts.

Real estate returns have been strong and, in the context of 0% or negative returns, a 5%-6% return is very attractive. While returns are likely to suffer, in particular in sectors like retail and hospitality, even more modest overall returns will continue to be attractive.

Distressed strategies

While distressed strategies typically take 2-3 years to play out in the market after a crisis occurs, we should see an increase in strategies targeting very specific distress. Probably not NPLs or REOCs in an initial stage, more likely strategies targeting retail conversions or distressed hospitality assets, as the lockdowns take their toll on owners in these sectors. Offices are somewhat more resilient due to longer leases, and investors more willing to wait out the current downsizing of space requirements, in hope for better days ahead.

Home bias

Whether due to travel restrictions, or due to increased global geo-political risks, perceived or real, investing cross-border has become an even more difficult undertaking. Many managers are equipped with local teams and can surpass these complications but most end institutional investors have, at best, regional offices. And if they believe that international allocations will not enhance their overall riskreturn profile, I suspect there will be a slight retreat to home markets. Not to imply that investors will shun “safety” markets in North America and Europe, or, pursue growth markets in Asia or South America, but most likely will do so mostly through third party fund managers or operators with whom they already have familiarity.

A few other bullets I will chance for 2021:

• Continued growth of residential / multi-family in markets where this sector has not been mainstream. Investors will look to this diversified, stable strategy; • More intense use of technology to manage, report and monitor assets – emergence of proptech success stories; • Blurring of lines between the office, the home office – move out of the city centres to the suburbs or small towns; • Massive transformation of retail – e-commerce trends proceed but people will always require local shops. The question is what goods and services will they provide?; • Higher taxes on property – someone needs to pay the stimulus and furloughs/layoff subsidies governments everywhere have been handing out to employees and employers.
