Esta edição da sua revista procura fugir um pouco à realidade das grandes metrópoles urbanas, para falar mais do interior do país. Facilmente chegámos à conclusão que as maiores cidades são, hoje, uma positiva afirmação de pujança municipal onde a qualidade de vida quase que faz inveja. Foram enormes as transformações nas últimas décadas. Como seria de prever, os últimos três anos, em que Portugal perdeu a soberania, criaram dificuldades extremas, de Norte a Sul. Muitos viram no Turismo e nas formas modernas de o desenvolver, uma porta de saída.

Mas não resultou, como pode aperceber-se nas primeiras páginas desta publicação. Ou seja, não foi só no litoral que a miséria e a pobreza se generalizaram. O resultado da tutela estrangeira não poupou ninguém.

Mas temos razões para não ficar desanimados porque as potencialidades do nosso Portugal e do nosso povo são extraordinárias. Há dezenas de projectos à espera de um sinal de competência para saírem da gaveta. Não podemos é esperar muito mais. É tempo dos agentes económicos privados fazerem valer-se do seu real valor e contribuírem, mais activamente, para uma solução nacional. A ideia de que temos de estar a espera dos governantes liquida-nos. Estes senhores não são para levar a sério, numa Nação que está cheia de gente séria e sabedora.

Acreditemos que os últimos anos foram só um pesadelo. Não atiremos a toalha ao chão.

This issue of your magazine aims to run away somewhat from the reality of the large metropolitan areas and to discuss more about the country’s interior. One can easily draw the conclusion that the large cities are, today, a positive affirmation of municipal success, where the quality of life almost inspires envy. The changes over the past decades have been huge. As could have been foreseen, the last three years, in

which Portugal lost its economic sovereignty, have created extreme difficulties from the north to the south of the country. Many turned to Tourism and in their modern forms of development, as a way out. But that didn’t work, as can be understood by reading the first pages of this publication. Put another way: It wasn’t just the coastal areas that were affected by the misery and poverty. The result of foreign governance spared no one.

But we’ve got reasons not to stay disheartened because the potential of our Portugal and people is extraordinary. There are scores of projects waiting for a sign of competence to get off the drawing board. We can’t have to wait too long. It is time for private economic agents to step up to the plate and contribute more actively towards a national solution. The notion that we’ve got to hang around and wait for politicians will get us nowhere. These Charlies can’t be taken seriously in a Nation that is full of serious-minded and wise people. We believe that the last few years were just a nightmare. We’re not about to throw in the towel.

Existe uma procura crescente, por parte do mercado internacional, de resorts ancorados em elementos naturais e rurais para regiões como o Douro e o Alentejo. Falta apenas que os promotores avancem com os vários projectos de resorts turísticos, que foram aprovados mas que não avançaram devido ao contexto económico do País.

There is a growing demand, from the international market, for resorts located in natural, rural areas such as the Douro and Alentejo. All that’s missing is for the developers to press ahead with various tourism resort projects that have been approved but haven’t advanced because of the country’s economic situation.

Eram dezenas os projectos de resorts turísticos previstos para o interior do País no início deste século. Contudo, as dificuldades na aprovação muitos deles localizados em zonas de protecção ambiental - por parte dos diferentes organismos públicos, atrasaram o seu desenvolvimento, e esbarraram, de seguida, com a crise financeira e a consequente dificuldade de financiamento.

E nem a criação, por parte do Governo da altura, do estatuto de projecto PIN (Potencial Interesse Nacional), salvou os empreendimentos considerados vitais para o desenvolvimento das regiões. Na opinião do presidente da Associação Portuguesa de Resorts, Diogo Gaspar Ferreira, “existem vários projectos aprovados de resorts em meio rural, especialmente no Alentejo, mas nenhum foi ainda desenvolvido”. Para este responsável, “foram criadas enormes expectativas em vários municípios interiores, os quais conseguiram aprovar vários projectos que geraram, na primeira década do século, enormes esperanças para as respectivas populações”.Adianta que, infelizmente, “a crise de 2008, veio a atrasar o desenvolvimento destes projectos, e em casos mais graves a levar ao encerramento de projectos que teriam enorme impacto na zona envolvente”.Uma das zonas, onde a crise acabou por ter reflexos muito negativos, foi no Alqueva, Alentejo. No início da última década estava previsto o avanço de três projectos turísticos, todos eles merecendo a categoria de PIN. Contudo, apenas um deles avançou, a Herdade de Roncão d’ el-Rei, mas também, neste caso, a construção parou em 2012, devido contencioso entre a Sociedade Alentejana de Investimentos e Participações (SAIP), promotora do investimento,

liderada pelo empresário José Roquete, e o banco financiador que acabou por cortar o financiamento do projecto. Neste momento apenas o campo de golfe está construído, ficando para trás o contrato com o reputado operador hoteleiro, a Alila Hotels & Resorts. Com uma área total superior a dois mil hectares, quando finalizado, o complexo previa a construção de mais seis hotéis, campos de golfe, aldeamentos turísticos, duas marinas, centro equestre, campo de férias e agricultura biológica, entre outras valências. Um projecto turístico que só por si mudaria os hábitos de vida em Reguengos de Monsaraz.Outros empreendimentos houve que não saíram sequer do papel. É o caso do FunZone Village – Douro, anunciado como o maior investimento turístico no Nordeste transmontano, no concelho de Alfândega da Fé. O empreendimento previa um investimento de 250 milhões de euros, que levavam à criação de 1300 postos de trabalho, estando prevista a construção de 200 moradias com duas mil camas, nove restaurantes, parques aquáticos e de estacionamento, edifícios de apoio, uma barragem privada e uma estação de tratamento de esgotos (ETAR).

Um outro empreendimento, anunciado como a “Florida portuguesa em Torres Novas”, o Boquilobo Golf Resort, pouco mais se viu que a polémica que envolveu os promotores e a autarquia, durante a fase de licenciamento. Destinado sobretudo a reformados oriundos de outros países da Europa, o investimento rondava os mil milhões de euros, destinados à criação de 7.200 casas, um campo de golfe, áreas de lazer e equipamento. Promovido pelo grupo espanhol Masa, representado em Portugal pela sociedade Maia & Maia, tinha

alguns obstáculos a ultrapassar, já que a zona de implementação é considerada Reserva Ecológica Nacional e, por essa razão, era necessário rever o Plano Director Municipal (PDM).

Um mercado com potencial Embora se contem pelos dedos de uma mão os empreendimentos bem-sucedidos e com qualidade a funcionar no meio rural, os profissionais do sector consideram que há espaço para o desenvolvimento de mais projectos com estas características.“Existe uma procura crescente, a partir do mercado internacional, de resorts que ancoram a sua oferta na potencialização do contacto com elementos naturais/rurais, de características singulares (como o Douro ou o Alentejo), podendo esta oferta complementar também circuitos mais estruturados, que passam por Lisboa e Porto, antes de uma experiência menos urbana e tradicional”, considera o partner da Neoturis, Eduardo Abreu. Na sua opinião, “terão que ser, necessariamente, projectos bem dimensionados são por norma clientes que procuram resorts de pequena e média dimensão - mas que consigam ter uma oferta consistente ao longo de todo o ano e um tema que consiga suscitar o interesse da procura (como é o exemplo do vinho)”, refere.Considerado no mercado como um dos empreendimentos mais bem-sucedidos, o L’ AND Vineyards vai avançar com um novo projecto no País. “A marca L’AND tem como missão desenvolver empreendimentos de marca própria, wine resorts, em ambientes rurais com paisagens extraordinárias, pelo que o Alentejo surge como uma localização natural para

desenvolver os projectos”, considera Marlene Tavares, directora de marketing e vendas.A responsável acrescenta que “o sector do turismo em Portugal tem vindo a crescer e acreditamos que o Alqueva se tornará um destino turístico único na Europa e, nesse sentido, estamos a desenvolver o empreendimento L’AND Reserve que será o contributo da marca L’AND para que o desenvolvimento do turismo desta região”.Diogo Gaspar Ferreira tem uma perspectiva menos optimista em relação à recuperação rápida do mercado. “Encaro-o de uma forma positiva mas conservadora”, diz. Isto porque “será uma tarefa dura, pois as expectativas dos promotores e agentes imobiliários são de que, em primeiro lugar, serão escoados os produtos actualmente existentes em locais já consolidados, e só após este momento os bancos estarão disponíveis para financiar novos projectos, em novos destinos, os quais são, na sua grande maioria, no interior do Alentejo e no interior do Algarve”.Assim, na opinião do gestor de Vale do Lobo, “dificilmente se pode esperar o lançamento destes projectos no interior, num período inferior a cinco anos”.

Os bons exemplos “Existem de facto alguns resorts que fazem a diferença em termos de desenvolvimento regional em espaço rural”, considera Eduardo Abreu. Na sua opinião, “estes projectos contribuem para a afirmação da região em termos de reconhecimento internacional, além de dinamizarem o emprego e a economia regional através da contratação de colaboradores e de parcerias com empresas locais

de animação turística e prestação de serviços”.

A Magazine Imobiliário foi à procura destes empreendimentos e identificou alguns que merecem destaque pela qualidade. São os casos do L’AND Vineyards, em Montemor-o-Novo; Vale Pisão, em Santo Tirso; e Ponte de Lima Golfe e Resort.

L’ AND Vineyards O mais destacado empreendimento em espaço rural é sem dúvida o L’ AND Vineyards, um resort que tem como âncora de inspiração o vinho. Fica localizado no coração do Alentejo, em Montemor-o-Novo, numa paisagem única definida pela vinha e por um grande lago.

A componente imobiliária do L’AND Vineyards está dividida em duas fases. A primeira fase composta por 75 moradias (30% vendidas e restantes em comercialização) e a segunda fase com 35 moradias, estando já em comercialização as moradias Lake Villas.

O promotor está a aproveitar o facto de o mercado estar com maior dinamismo para consolidar os investimentos já efectuados através de uma retoma das vendas de imobiliário.

Desenvolvido pelo grupo Sousa Cunhal Turismo resulta de um investimento de 44 milhões de euros e é composto por vertentes imobiliária e turística, em que se destaca um núcleo central do empreendimento onde está localizada a adega, o Wine Clube, o spa, o restaurante e o pátio lounge, a sala de estar, a biblioteca e a loja de produtos.

De acordo com Marlene Tavares, os números relacionados com a procura do L’AND Vineyards são muito encorajadores e os resultados têm sido

bastante positivos, quer para o empreendimento, quer para o Alentejo. “As taxas de ocupação do hotel L’AND Vineyards têm crescido ao longo dos últimos dois anos, trazendo cada vez mais visitantes ao Alentejo, principalmente oriundos do mercado externo”, refere. Assim, a responsável do marketing e vendas, concluí que “o ano de 2013 teve uma taxa de ocupação média próxima dos 60% e as previsões para 2014 são também positivas no que diz respeito ao crescimento da procura”.

Vale Pisão Vale Pisão é um projecto de grande amplitude e dimensão (150 hectares), localizado em Água Longa, perto de Santo Tirso. Está orientado para a preservação e para o convívio com o meio ambiente, desfrutando de um conjunto de equipamentos.

As Vilas Vale Pisão encontram-se espalhadas ao longo do empreendimento e constituem unidades autónomas de alojamento local. As Vilas T3 dispõem de amplos jardins, com piscina privativa e uma vista para o parque verde. O Campo de Golfe de Vale Pisão possui nove buracos e uma zona de treino. Existe um mini campo de futebol no local.

Ponte de Lima Golfe e Resort O campo de golfe de Ponte de Lima, de 18 buracos e que se estende por 114 hectares, é um projecto já com mais de duas décadas de existência. Funcionando através de um clube de sócios tem como clientes assíduos os vizinhos espanhóis da Galiza.

A componente imobiliária, que ladeia o campo de golfe, foi vendida com alguma facilidade na primeira fase do projecto. É constituída por 114 moradias, tendo a empresa vendido os lotes para posterior construção. Posteriormente foram construídos 98 apartamentos que ficam localizados na entrada do empreendimento, ao lado do hotel do golfe, uma unidade Axis, de três estrelas.

There were dozens of projects for tourism resorts planned for Portugal’s interior at the start of the Millennium. However, planning permission difficulties - many of these resorts were located in environmental protection areas - thrown up by the different public entities, delayed their development and they were then indefinitely put on ice by the financial crisis that followed and the consequent difficulty in obtaining financing. And not even the creation by the Government at the time of a PIN (National Potential Interest Project) status saved these developments seen as vital for regional development.

In the opinion of the president of the Portuguese Resorts Association, Diogo Gaspar Ferreira, “there are various resorts projects that have been given planning permission in rural areas, especially the

Alentejo, but not one has been developed.”

“Enormous expectations were created in various interior municipalities, which had managed to give planning permission for various projects in which they were involved in the first decade of the century, creating high hopes for the respective local populations,” he adds.

He points out that unfortunately “the 2008 crisis put the development of these projects on ice, and in more serious cases led to some projects being scrapped altogether which will have had a huge impact on the surrounding area”.

One of the areas where the crisis had negative repercussions was Alqueva in the Alentejo. At the start of the last decade three tourism projects were expected to go ahead, all of them earmarked as PIN projects. However, only one of them went ahead, Herdade de Roncão d’el-Rei, but in this case too work stopped in 2012 following disagreements between the Alentejan investments company Sociedade Alentejana de Investimentos e Participações (SAIP), which was developing the investment and led by José Roquete, and the financing bank which ended up by cutting the project’s finance. Now only the golf course is built, while the contract with the reputable hotel operator Alila Hotels & Resorts has been put on the back burner. With a total area of over 2,000 hectares, when completed, the complex foresees the construction of a further six hotels, golf courses, and tourism villages, two marinas, riding centre, and holiday and agro-biological camp among other facilities. A tourism project that in itself would change the lives of the inhabitants of Reguengos

de Monsaraz.

There were other developments that didn’t even get of the drawing board. A case in point was FunZone Village, Douro, heralded as the largest tourist investment in the Tras-os-Montes in the northeast of Portugal, district of Alfândega da Fé. The development foresaw a 250 million Euro investment which would have created 1,300 jobs, the construction of 200 residential properties with 2,000 beds, nine restaurants, aquatic adventure parks and parking, auxiliary buildings, a private dam and a sewage and waste water treatment plant (ETAR).

Another development, trumpeted as the “Portuguese Florida in Torres Novas”, the Boquilobo Golf Resort, almost sunk without a trace over controversies involving the developers and the municipal council during the planning permission phase.

Primarily aimed at the retired from other European countries, the investment stood at around a billion Euro, would have created 7,200 houses, a golf course and leisure facilities. Developed by the Spanish group Masa, represented in Portugal by the company Maia & Maia, it had some obstacles to overcome given that the project area is considered a National Ecological Reserve and, for this reason, it would have been necessary to review the municipal council’s Development Master Plan or PDM. A market with potential Although there are only a handful of successful quality developments in rural areas, sector professionals believe that there is room for the

development of more projects with these characteristics.

“There is growing demand from the international market for resorts located in rural/natural areas; ones with unique characteristics (such as the Douro or Alentejo), enabling this offer to also complement more developed tourist routes like Lisbon and Porto, and which are less urban and traditional,” says Neoturis Partner Eduardo Abreu. In his opinion, “these will necessarily need to be suitably-sized projects - as a rule the clients that seek out these resorts look for small and medium-sized ones - but resorts that succeed in providing a consistent offer throughout the year and a theme that can inspire interest in demand (wine being an example)”, he says.

Considered one of the most successful developments in the market, L’AND Vineyards will advance with a new project in Portugal. “The L’AND brand’s mission to is develop its own brand developments or wine resorts, in rural environments with extraordinary landscapes, so that the Alentejo as the natural location in which to develop its projects”, says Marlene Tavares, Director of Marketing and Sales.

Tavares adds that “the tourism sector in Portugal has grown and we believe that Alqueva will become a unique tourism destination in Europe and, in this sense, we’re developing the development L’AND Reserve which will complement the L’AND brand and tourism development in this region”.

Diogo Gaspar Ferreira has a less optimistic view in relation to a quick recovery of the market.

“I see it in a positive but conservative light”, he says. Because “it will be a hard task, indeed the priority of developers and real estate agents are, first of all, to offload products that already exist in consolidated locations, and only then will the banks be willing to finance new projects in new destinations, which are, for the most part, in the interior of the Alentejo and Algarve.”

So, in the opinion of the Vale de Lobo manager, “it would be difficult to expect the launch of these projects in the interior within a time-frame of less than five years”.

The good examples “There are some resorts that make the difference in terms of regional development in rural areas”, says Eduardo Abreu. In his opinion, “these projects contribute to putting the region on the map in terms of international recognition, in addition to boosting employment and the regional economy by contracting staff and partners with local tourism activities and service provision companies.”

Magazine Imobiliário went in search of these developments and pinpointed some that deserve being singled out for their quality. These are L’AND Vineyards in Montemor-o-Novo; Vale Pisão, in Santo Tirso; and Ponte de Lima Golfe e Resort.

L’AND Vineyards The rural development that most stands out is without a doubt L’AND Vineyards, a resort that is inspired by wine. It is situated in the heart of the Alentejo at Montemor-o-Novo, in a unique landscape defined by vineyards and a large lake.

The real estate component of L’AND Vineyards is split into two phases. The first phase is made up of 74 villas (30% sold and the rest being marketed) while the second phase with 35 properties, the Lake Villas, is being marketed The developer is making the most of the fact that the market is picking up in order to consolidate the investments already made, thanks to a recovery in real estate sales.

Developed by the Sousa Cunhal Turismo group in a 44 million Euro investment with real estate and tourism parts, the central nucleus of the development with the wine cellar, Wine Club, spa, restaurant and patio lounge, lounge area, library and products shop take pride of place.

According to Marlene Tavares, figures related to the demand for L’AND Vineyards are very encouraging and the results have been fairly positive, whether for the development or for the Alentejo, “the take-up rate for the hotel L’AND Vineyards has grown over the past two years, bringing more visitors to the Alentejo, principally from foreign markets”, she says. “Last year we had an average take-up rate of close to 60% and the predictions for 2014 are also positive in terms of demand” says Tavares.

Vale Pisão Vale Pisão is a large-scale project (150 hectares), located in Água Longa, close to Santo Tirso. It is designed for conserving and living in harmony with the environment, while enjoying a number of facilities.

The Vilas Pisão are spread out throughout the development and form independent local accommodation units. The three-bedroom T3 villas boast ample gardens, private pool and views over the green park. The Vale Pisão Golf Course has nine holes and training area. There’s also a mini football pitch.

Ponte de Lima Golfe & Resort This project has been around for 20 years, boasts an 18-hole golf course and extends to 114 hectares. It operates as a members-only club with many keen clients from Spain’s Galiza. The real estate component that is linked to the golf course was sold with some ease during the first phase of the project. It is made up of 114 properties with the company selling the plots for later construction. Later on, 98 apartments were built that are located at the entrance of the development by the golf hotel, a three-star Axis unit.

Segundo o Instituto Nacional de Estatística, as mulheres portuguesas existem em maior número em Portugal e são também as que vivem mais tempo. Casam cada vez mais tarde, são mães de menos filhos e continuam a ser as que asseguram a maioria das licenças de acompanhamento parental.

Estão em maioria no ensino secundário e superior, têm vindo a aderir às novas tecnologias, nomeadamente às redes sociais, e integram o mercado de trabalho, mas têm as taxas de desemprego mais elevadas.

Face a este cenário algumas mulheres, profissionais, mães e algumas até avós, com uma agenda muito ocupa e ainda assim com vida social, deram o seu testemunho. Partilharam as suas experiências de vida em áreas como o Imobiliário, Arquitectura, Turismo/Hotelaria e Artes.

O mundo profissional na óptica das mulheres O seu sorriso é contagiante, possuindo uma energia que facilmente nos cativa. Ela é um dos rostos mais conhecidos do imobiliário mas curiosamente Patrícia Liz, managing partner da Aguirre Newman Portugal, defende que este não é “seguramente um meio muito hostil”, já que “em 15 anos vi o número de mulheres a crescer continuamente”. Aliás, diz não sentir uma responsabilidade acrescida por questões de género.

Na sua opinião, o sector imobiliário está “mais colorido com o crescente número de mulheres a trabalhar nele”. Embora confesse que inicialmente achava que era “um mundo um pouco cinzen-

to em que ao betão dos edifícios se juntavam as cores escuras dos fatos masculinos, mas com o tempo fui-me apercebendo que o universo do imobiliário é muito mais do que terrenos e betão e que abrange tantas áreas e tão diversificadas que dificilmente se torna monótono”. A panóplia de serviços oferecida pelas consultoras também foi crescendo e ter áreas como Arquitectura (uma das suas grandes paixões) e a Hotelaria também veio acrescentar cor e diversidade ao dia-a-dia.

E por falar em Arquitectura…, fomos encontrar a arquitecta Inês Lobo, recentemente vencedora de vários prémios, no seu atelier. As enormes vidraças e as maquetas em quase todas as salas mostram um espaço com boas vibrações, cheio de luz e muito familiar. Foi com algum regozijo que ouvimos que a “Arquitectura portuguesa atravessa um momento óptimo porque é conhecida em todo o mundo”. Mas como “não há bela sem senão”, vai dizendo que passa também momentos difíceis, que é preciso reestruturar a profissão mas que é preciso também que as pessoas que encomendam continuem a acreditar na Arquitectura”.

Quanto às questões de género, Inês Lobo considera que “são mais ou menos idênticas em todas as profissões, porque têm a ver com questões culturais e da sociedade”. Na sua opinião, “há coisas que são diferentes nas mulheres e outras nos homens, nomeadamente a maternidade que é algo que marca bastante a vida das mulheres, felizmente, e que nos obriga a tomar decisões entre o trabalho e a vida pessoa”.

ra, presidente da direcção executiva da Associação da Hotelaria de Portugal (AHP). Com um ar muito descontraído de quem sabe o que diz e como se faz, explica que a “indústria da paz”, como lhe chamou, “não é nada fácil”, mas “não faz mal porque eu gosto de coisas difíceis, de desafios”. Os sectores do Turismo e da Hotelaria “ainda são muito marcados por homens” mas “as mulheres já começam a dar cartas”; aliás, na associação são várias “as mulheres a trabalhar em cargos de responsabilidade”.

Com uma boa disposição inigualável e com muito talento à flor da pele, a artista Teresa Pavão, num tema ligado à condição feminina, diz sem rodeios: “Gosto de ser mulher!” Mas para os que julgam que basta ter talento para as Artes, desenganem-se porque como explica “não é fácil singrar no mundo da cerâmica, dos têxteis da Arte, não vou mentir não é fácil”.

Complexos de culpa e muito amor Cristina Siza Vieira tocou num ponto que para muitas mulheres continua a ser algo muito delicado de admitir: “Nós mulheres temos muitos complexos de culpa”. E que culpa é esta? A de “não termos tempo suficiente com os filhos e de sentimos que estamos em falha”.

Mas logo a seguir remata com uma outra realidade universal, é que também as mulheres “se conseguem dividir como mais ninguém consegue”. Para esta mãe de três filhos, o “milagre da multiplicação” passa por, “de um lado, as reuniões de pais e do outro as reuniões da Assembleia, de um lado uma reunião com um ministro e do outro uma reunião com um professor “ Patrícia Liz partilha da mesma realidade de Cristina Siza Vieira, considerando que conciliar a vida pessoal com a profissional “é muito difícil mas igualmente muito desafiante”. Também ela mãe de três filhos e apaixonada pelo seu trabalho considera que é “o maior e mais importante desafio que tenho e onde me sinto a falhar mais vezes, sobretudo no dia-a-dia”. Confessa que sente que “o tempo que estou com as crianças é sempre pouco”. O que procura para contrariar essa tendência “é ter com eles momentos de qualidade, acompanhá-los (ainda que seja a correr), criar rotinas familiares de que não prescindo e compensar aos fins-de-semana com actividades em que participamos todos”.

Teresa Pavão está agora numa fase mais calma da sua vida no que diz respeito à sua família.

“Os filhos já estão crescidos, já tenho netos lindos, e por isso tenho mais disponibilidade para a minha arte e tenho também mais tempo para ir para o meu refúgio no Alentejo”. E isso “faz toda a diferença”, afirma. Ainda assim, num regresso ao passado diz que “não era fácil tratar da vida

familiar quando eles eram mais pequenos e dedicar o tempo que precisava à minha arte, mas com muito amor tudo se consegue!”

A mulher que nos pareceu mais tranquila e feliz a este nível é Inês Lobo. É que, como explica, “quando abrimos o nosso escritório montámos uma creche como ponto de apoio às nossas vidas pessoais. Quisemos estar próximos dos nossos filhos e vê-los crescer”. Claro que, como diz, “isto é um privilégio e nem todas as mulheres têm essa possibilidade, infelizmente”.

Homens vs Mulheres Patrícia Liz considera que os homens do meio imobiliário da propriedade comercial, que é a área onde se encontra, “possuem uma cultura elevada, como tal, é natural que sejam pessoas com pensamento actual que não descrimina as mulheres quando se trata de valorizar as suas capacidades”. Também Cristina Siza Vieira, no desenvolvimento da sua carreira e na sua participação na vida pública e política ou na AHP, não achou que ser mulher lhe dificultasse ou facilitasse a vida profissional, “já que os princípios da competência são aqueles que me fizeram ser reconhecida”. E o mesmo se passa na carreira de Teresa Pavão, que sente ser “reconhecida como igual por mulheres e por homens.”

Fechamos este artigo com uma realidade incontornável e para a qual Inês Lobo pertinentemente chama a atenção: “As questões da igualdade ainda têm muito por resolver porque a vida não está montada para que as mulheres consigam conciliar os filhos, o marido e o lazer com um horário de trabalho de oito horas, nem podem, nem os homens o deviam fazer porque as crianças não são para estar nas escolas das 8h00 às 8h00”.

According to Portugal’s National Statistics Institute, Portuguese women are increasing in number, living longer, marrying later and having less children, and continue to be those who spend the most time looking after those children.

The vast majority have secondary or college/university education, have embraced new technology - particularly social networks - and are part of the work market, but suffer from high levels of unemployment.

Given this scenario, some professional women, mothers and some grandmothers, with a full schedule, manage to find time for a social life and tell us about their experiences. They come from a wide area of life, such as Real Estate, Architecture, Tourism/Hospitality and the Arts.

known faces in the Portuguese real estate business but strangely enough, Patrícia Liz, managing partner at Aguirre Newman Portugal, argues that this is not “a particularly hostile world for women” and that over the past 15 years “I have seen a continually growing number of women in real estate.”

She says that she doesn’t feel an added responsibility because she’s a woman.

In her opinion, the real estate sector is “more colourful with the growing number of women who work in it”. Although she does confess that at first she thought it was “a rather grey world in which the concrete of the buildings matched the dark colours of the men’s suits, but over time I came to realise that the real estate world was a lot more than plots of land and concrete and takes in so many and diverse areas that it’s difficult for it to become monotonous”. The raft of services offered by consultants has also grown to include areas like architecture (one of her great passions) while the hotel sector has also added variety to day-to-day life.

And while we’re on the subject of architecture... we ran across the architect Inês Lobo, at her atelier, who has recently picked up a number of awards.

The huge windows and the blueprints in almost all of the rooms reveal an office with a good energy - full of light and very relaxed. We were rather delighted to hear that “Portuguese architecture is going through an excellent phase because it is known the world over”. But since there’s ‘no sunshine without rain’ she also says that there have been difficult times, that the profession needs to

be restructured and also that those who contract projects needs to continue to believe in architecture.”

As to issues of sexual equality, Inês Lobo thinks that these issues are “more or less the same in all professions, since it has to do with cultural questions and society”. In her opinion, there are things that are different in women and men, specifically being a mother which is something that is “fairly important in women’s lives, thank goodness, and which makes us take decisions between work and professional life”.

We also went in search of Cristina Siza Vieira, the President of the Board of Directors of the Portuguese Hotel Association (AHP). With the very relaxed air of someone who knows what’s she talking about and how to run things, she explains that the “rest and relaxation industry” as she calls it “is no bed of roses” but “I don’t mind since I love a challenge”. The tourism and hotel sectors “are still rather dominated by men” but “women are already beginning to make an impact”, actually there are various “women working in positions of responsibility within the association”.

With a cheerful disposition and bags of talent, the artist Teresa Pavão has plenty to say about a topic linked to women and doesn’t go around the houses. “I like being a woman!” But for those who think it’s enough to have a talent for the arts, they’d be wrong since, as she explains “it’s not easy to shine in the world of ceramics, textiles… and the art world; I won’t lie, it isn’t easy”.

Patrícia Liz shares the same reality as Cristina Siza Vieira, saying that balancing her personal and professional live “is very hard and at the same time very challenging”. Also a mother with three children and in love with her work, she says that it is “the greatest and most important challenge that I have and one in which I feel I fail sometimes, particularly on day-to-day routines”. She admits to feeling that “the time when I’m with the kids is never enough”. What she looks for is to “share quality moments with them (even if they are on the run), spending time with them, creating family routines which I won’t sacrifice, and making up for my busy working schedule at the weekends with activities in which we all take part in”.

Teresa Pavão is now in a calmer phase of her life in respect to her family. “The children are already grown up, I already have lovely grandchildren, which is why I have more time for my art and also have more time to go to my getaway house in the Alentejo”. And this “makes all the difference”, she states. Even so, looking back to the past she says that “it wasn’t easy to balance my family life when they were smaller and dedicate all the time that I needed to to my art, but with a lot of love you can achieve everything!”

The woman who seemed to us to be most at peace and happy on this level is Inês Lobo. And as she explains, “when we opened our office we set up a crèche to support our personal lives. We wanted to be close to our kids and watch them grow up”.

Of course, as she says, “this is a privilege that not all women have, unfortunately”.

Complexes of blame and a lot of love Cristina Siza Vieira touched on a point that for lots of women is still a rather sore one to admit: “We women have a lot of guilt complexes”. And what does she mean by this guilt? It’s that “we don’t have enough time to spend with our children and we feel that we’re letting them down; failing in some way”.

But then she immediately comes out with another universal truth, and that is that women can “manage to divide their time in a way that men simply can’t”. For this mother of three, the “miracle of childbirth” means, “parents meetings on the one hand and General Assembly meetings on the other; a meeting with a minster one moment and a meeting with a teacher the next…”

Men vs Women Patrícia Liz thinks that men in the real estate business of commercial property, which is where she works, “have a high level of culture, and as such, means that they have an up-to-date thinking which doesn’t discriminate against women when it comes to valuing their capacities”. Cristina Siza Vieira too, in the development of her career and in her participation in public or political life or in the AHP, doesn’t think that being a woman creates difficulties or makes things easier in her professional life, “since the principles of being competent are those for which I am recognised”. It’s the same for Teresa Pavão, who feels that she is “recognised as an equal by women and men.”

We sign off this article with an unavoidable reality, one which Inês Lobo draws attention to: “Issues over equality still have a long way to go in terms of balancing time out, since life is not set up for women to be able to balance bringing up children, having a husband and having leisure time with an eight hour working day - they can’t; neither should men have to do so since children shouldn’t be at school from 8am to 6pm”.

A maioria das consultoras imobiliárias a operar no mercado português é unânime: 2013 registou a pior absorção de escritórios em Lisboa dos últimos 10 anos. Ainda assim, existiram escritórios que foram muito cobiçados por potenciais e efectivos clientes.

The majority of real estate consultants operating in the Portuguese market are unanimous: 2013 saw the worst take-up of offices in Lisbon in the past 20 years. Even so, there were offices that were highly coveted by potential and actual clients.

Após uma ligeira recuperação em 2012, onde foram registados 101.974 m², o mercado voltou a cair, marcando um valor mínimo histórico.

Os dados avançados pela consultora Aguirre Newman mostram que, em 2013, a área de escritórios contratada (77.802 m2) foi inferior em 24% à registada em 2012 (101.974 m2). E que a colocação de escritórios de 2010 a 2013 registou níveis médios anuais inferiores a 98.000 m², que comparam com a média anual superior a 160.000 m² entre 2003 e 2009.

No meio destes altos e baixos deste mercado na capital, em 2013, existiram escritórios que tiveram uma procura acima da média por parte de potenciais clientes mas só alguns é que acabaram por arrendar efectivamente os respectivos espaços, sejam salas, sejam edifícios completos.

O Edifício Atlantis foi considerado o segundo maior negócio na área de escritórios em 2013. Este foi também um dos espaços mais cobiçados por parte da procura.

Propriedade da Iosa Inmuebles, que em Portugal actua através da Monsanto Investment e da Sogiurbe Sociedade de Gestão Lda, está localizado na Avenida D. João II, junto ao centro comercial Vasco da Gama e à Gare do Oriente, no Parque das Nações.

Segundo a Jones Lang LaSalle, consultora responsável pela comercializaçção deste empreendimento, durante o ano de 2013 registou um total de cerca de 76 procuras, o que resultou em várias visitas ao edifício. O perfil de empresas que procurou o edifício e que acabou por se instalar no mesmo são sobretudo multinacionais e PME´s, isto porque o edifício apresenta características que respondem às necessidades de ambos os perfis.

Durante 2013 a JLL colocou 11 empresas no edifício Atlantis, num total superior a 4000 m², tendo sido o imóvel mais procurado na zona do Parque das Nações. Foi colocada a Sony (537 m²), Mylan (537 m²), Gfi Portugal (639 m²), Pharmexx (277 m²), NOV (1200 m²) e ADP (260 m²). Além destas, foram ainda colocadas no Business Center (piso 3) a Waters (77 m²), Cortex Intelligence (76 m²) Feedzai (179 m²) DB Aviation (30 m²) e Kapsch (180 m²).

Já o Head of Agency da Worx Real Estate Consultants, Pedro Salema Garção, revela que tiveram dois empreendimentos em particular que apresentaram uma elevada procura em 2013: Restelo Business Center e Parque Suécia. O primeiro recebeu seis pedidos por semana e duas visitas por semana e o segundo recebeu quatro pedidos por semana e uma visita por semana.

Segundo a consultora, no Restelo Business Center fixaram-se grandes empresas nacionais e estrangeiras; enquanto no Parque Suécia foram PME, startups e grandes empresas nacionais e estrangeiras. No primeiro o cliente final foi a Herdade da Comporta e Van Ameyde; enquanto que no segundo foi a Schneider.

Edifício Atlantis was considered the second biggest deal in the offices area in 2013. It was also one of the most coveted in terms of demand.

Owned by losa Inmeubles, which operates in Portugal through Monsanto Investment and Sogiurbe Sociedade de Gestão Lda, it is located in Avenida D. João II, next to Vasco da Gama and Gare do Oriente in Parque das Nações.

Há mediadores que desapareceram do mercado imobiliário, outros apostaram na profissionalização e nas novas tecnologias.

O mercado imobiliário mudou drasticamente nos últimos anos, resta saber se os mediadores souberam acompanhar essa mudança There are estate agents that have vanished from the market, while others have refocused on making their profession more professional through training and exams, and going in for new technology.

The real estate market has changed drastically in recent years, it now remains to be seen if estate agents have kept up with these changes...

Portugal assistiu durante décadas ao desenvolvimento de empresas de mediação que cresciam como “cogumelos” em cada esquina. Assistia-se ao boom da venda de habitações e existia mercado para todos os profissionais do sector.

Mas a realidade é que a mediação cresceu desorganizada, pouco conhecedora das fronteiras do profissionalismo e da ética.

Foi preciso uma bolha financeira para fazer rever a performance dos mediadores imobiliários e só os mais fortes resistiram. A oferta abundava mas a procura decrescia, até porque os bancos praticamente fecharam a “torneira” do crédito à habitação.

Com isso também o mercado tornou-se mais competitivo, onde as grandes redes imobiliárias passaram a dominar; aliás foram várias as empresas familiares e de menores dimensões que acabaram por aderir a essas mesmas redes para sobreviver e continuar a fazer negócio.

Entretanto, o mercado imobiliário entrou também num processo de autorregulação que, muito provavelmente, ainda não terminou. A nova lei n.º 15/2013, publicada em Fevereiro de 2013, veio estabelecer o novo regime jurídico na mediação imobiliária em Portugal. Com isso, pretendeu-se simplificar o acesso à profissão, eliminando processos e requisitos que até há bem pouco tempo existiam e que não traziam quaisquer benefícios ou garantias para os clientes.

Com o mercado de venda pouco rentável para as mediadoras, com excepção dos segmentos de luxo, estes profissionais começaram a virar-se para o arrendamento que, tudo indica, será um dos motores de dinamização do mercado imobiliário português.

Nesta fase surgiu também a grande problemática do crédito mal parado que, entretanto, começou a aumentar diariamente e a deixar nas mãos dos bancos uma carteira considerável de imóveis. Foi, então, que as instituições bancárias perceberam que necessitavam de recolocar esse portfolio no mercado e com isso os mediadores passaram novamente a ter uma maior manobra para operar no comércio de compra, venda e aluguer de casas.

No final de toda esta conjuntura de altos e baixos que afectou a profissão dos mediadores imobiliários, há quem se questione: Será esta uma profissão em vias de extinção?

Falámos com o representante máximo da mediadora Porta da Frente, Rafael Ascenso, que foi peremptório na resposta: “Não se pode falar de uma profissão em vias de extinção mas antes de uma profissão que passou por uma depuração”. Como explica, “durante muito tempo a mediação imobiliária, à semelhança de outras profissões, era exercida por pessoas sem qualidade e sem qualificação para o fazer. Essas pessoas foram sacudidas do mercado”. Rafael Ascenso salienta uma outra realidade: “Hoje coloca-se a questão de onde vêm os compradores. Vêm de geografias e classes sociais diferentes. O próprio mercado português mudou muito nos últimos anos mas conseguiu sobreviver e adaptar-se”.

Hoje, pode dizer-se, que os mediadores imobiliários fazem parte dessa mudança.

For decades Portugal has witnessed the development of estate agents that have popped up like mushrooms on every corner. They flourished with the boom in the housing market when there was room for all the people working in the sector.

But the truth of the matter was that the real estate business grew in an uncontrolled manner, paying scant attention to professionalism and ethics.

It needed a financial bubble to make estate agents change their ways and only the strongest survived. There was plenty of supply, but demand plummeted, and even the banks practically tuned off the home mortgage tap.

At the same time the market became more competitive, one in which the large estate agent chains dominated; and many smaller family businesses joined forces with these larger chains in order to survive.

In the meantime, the real estate market also began a process of self-regulation which, in all probability, is still going on. The new Law No 15/2013 which came into force in February 2013 established a new legal framework governing the estate agency market in Portugal. The aim was to simplify entry into the profession, eliminating processes and requirements which, until fairly recently, hadn’t even existed and didn’t bring any benefits or guarantees for clients.

With a sales market which was no longer that profitable for estate agents, with the exception of the luxury market, these professionals began to turn to the rental market where all the signs are that it will be one of the drivers boosting the Portuguese real estate market.

At this time the big problem of credit default began to be felt which meanwhile increased on a daily basis and left a considerable amount of properties on the books of the banks.

It was then that the banks realised that they needed to put this portfolio onto the market, and through this, estate agents once again had room for manoeuvre in the buying, selling and renting of homes.

At the end of this roller-coaster of ups and downs which affected the estate agency profession, there are those who are asking: “Is this profession becoming a thing of the past?”

We interviewed the top man at the estate agents Porta da Frente, Rafael Ascenso, who issued a swift rebuttal: “I wouldn’t say it’s a profession on the way out, rather a profession that had a wake-up call”. “For a long time estate agency, like other professions, was carried out by people who weren’t professional or qualified to do so. These people were eliminated from the market”.

Rafael Ascenso stresses another reality: “Today the question on the table is: “where are the buyers from?” They’re from different countries and social classes. In the Portuguese market itself, much has changed in recent years, but the market has managed to adapt and survive”.

Today it can be said that estate agents are part of that change.

A reforma do arrendamento urbano foi, sem dúvida, uma das reformas estruturais mais relevantes levadas a cabo por este Governo. O efeito potenciador da reforma, na economia e na reabilitação das nossas cidades, será certamente muito significativo.

Os pessimistas do costume dirão que esta reforma só foi possível por causa da troika, que nós, sozinhos, nunca conseguimos fazer nada, que nenhum Governo teria a coragem necessária para implementar uma reforma com repercussões sociais tão marcantes. Eu sei, por experiência própria, que neste caso não foi assim. E não foi assim porque o actual Governo, ainda antes de ser Governo (ainda antes de existir a troika, mais precisamente) pensou e estruturou a reforma que iria implementar e essa reforma corresponde exactamente (com uma ou outra alteração de pormenor) ao regime que hoje temos. Foi portanto uma reforma estrutural pensada e estruturada para ser implementada como foi, com a consciência clara de que só por este caminho se ultrapassaria o desequilíbrio profundo em que o nosso mercado de arrendamento vinha vivendo há décadas.

A reforma veio, de uma forma equilibrada e sensata, quebrar o paradigma do passado, com contratos virtualmente eternos e rendas virtualmente congeladas, reintroduzindo o princípio jurídico básico da relacção arrendatícia: o contrato de arrendamento é um contrato temporário, que não se confunde com o direito de propriedade, devendo o senhorio, esse sim proprietário, poder terminar o contrato e actualizar as rendas nos termos acordados entre as partes.

Com as novas regras, os senhorios passaram a poder iniciar processos negociais com vista à actualização das rendas, no âmbito dos quais, na falta de acordo, o senhorio pode fixar a renda anual em 1/15 do valor patrimonial do locado ou, em alternativa, denunciar o contrato, pagando uma indemnização de valor correspondente a

sessenta vezes o valor correspondente à média entre a renda proposta pelo senhorio e a renda proposta pelo arrendatário. É um mecanismo justo e com garantias suficientes para os arrendatários, que em nenhuma circunstância são obrigados a sair do locado sem uma compensação razoável que lhes permita encontrar uma outra solução de habitação ou uma outra solução de localização para o seu estabelecimento comercial.

Acresce que o regime foi construído com uma preocupação central de protecção das situações mais vulneráveis, nomeadamente os arrendatários mais velhos, portadores de deficiência ou com menor capacidade financeira, no caso do arrendamento habitacional, e os arrendatários com estabelecimentos comerciais mais pequenos, no caso dos arrendamentos não habitacionais. Os mecanismos introduzidos criaram moratórias entre os cinco e os sete anos, garantindo assim o período de tempo necessário para que os arrendatários se possam adaptar às novas circunstâncias e possam encontrar novas soluções de habitação ou localização dos respectivos estabelecimentos comerciais. É evidente que, apesar de todas as preocupações do Governo com o equilíbrio das soluções estabelecidas e com a introdução de mecanismos de protecção dos mais vulneráveis, uma reforma desta magnitude, que altera décadas de políticas erradas, não pode deixar de trazer consigo situações socialmente preocupantes. Situações que nos afligem a todos (e todos temos familiares ou amigos que estão a passar por momentos difíceis resultantes da aplicação da reforma do arrendamento). Mas essas situações, na medida em que mereçam protecção, terão que ser resolvidas pelo Estado, que é quem tem a obrigação constitucional de garantir o direito à habitação, e não pelos senhorios, que não podem ver o seu direito de propriedade limitado por o Estado se alhear das suas obrigações constitucionais.

uma atitude retrógrada, demagógica, irresponsável e populista vieram qualificar a reforma da lei do arrendamento como “criminosa e “de extrema-direita”, alegando que deveria ser suspensa ou modificada. Mas será que estas pessoas não se dão ao trabalho de ver o que se passa nos outros países da Europa? Será que estas pessoas acham que a Inglaterra, a Alemanha, a França ou a Espanha, que há muito implementaram soluções do mesmo tipo, são regimes criminosos e de extrema-direita? Será que estas pessoas pretendem vender a ilusão de que é possível fazer uma reforma desta dimensão sem custos sociais?

Será que estas pessoas não conseguem pôr a realidade à frente dos seus preconceitos ideológicos datados e passar a ver a relação de arreamento como ela deve ser, temporária e de acordo com a vontade expressa pelas partes no contrato de arrendamento? Será que estas pessoas não conseguem perceber que as suas ideias têm um custo e têm que ser financiadas por alguém, não sendo jurídica nem eticamente razoável exigir aos senhorios que financiem o que o Estado não consegue financiar?

Os resultados da reforma, apesar de o tempo de aplicação ser ainda curto, são claros e evidentes: a activididade de aquisição para arrendamento habitacional voltou a ser vista como uma actividade comercial normal, o número de casas para arrendamento tem vindo a aumentar sustentadamente, o investimento em reabilitação (nomeadamente em prédios arrendados) vem vindo a aumentar de forma clara, o mercado tende a regularizar-se, com o fim dos contratos antigos e a redução de rendas nos contratos novos, o que significa maior acesso ao mercado de arrendamento, quer para as famílias, quer para as empresas. Existe um ou outro aspecto formal a melhorar (particularmente no que se refere ao funcionamento do Balcão Nacional do Arrendamento), mas de uma forma geral a reforma está a produzir resultados muito positivos. É importante resistir à tentação demagógica e populista de acreditar que as reformas se fazem sem consequências negativas. Este Governo teve a coragem política de implementar a reforma. Agora é importante que tenha a coragem política de não alterar o regime.

Portugal’s urban rental reform has been, without a doubt, one of the most relevant structural reforms achieved by this Government. The positive effect of the reform on the economy, in rehabilitating our cities, will certainly be very significant.

The usual pessimists will say that this reform was only possible because of the troika, and that we alone never would have been able to do anything, and that no Government would have

had the necessary courage to implement a reform with such far-reaching social implications. I know, from my own experience, that this wasn’t the case. And it wasn’t - because this Government, before it even came to power (and before the troika to be more exact) had already thought about and structured the reform it planned to implement and this reform corresponds exactly (with one or two alterations to the detail) to the regime that we have today. It was therefore a structured and well thought-out reform to be implemented as it was, with the clear notion that only by going down this road would the profound imbalances that our rental market had suffered from for decades would be corrected.

The reform has, in a balanced and sensible way, broken with the paradigm of the past, with virtually eternal contracts and frozen rents, reintroducing the basic legal principle of the rent relation: the rent contract is a temporary contract, which should not be confused with the right to own the property, it falling to the landlord as the owner to have the right to end the contract and update the rents under the terms agreed between both parties.

With new rules, landlords can now begin negotiation procedures with a view to updating rents, as part of which, in the absence of agreement, the landlord can set the annual rent at 1/15 of the property value of the rented space or, alternatively cancel the contract, paying compensation to a corresponding amount 60 times the corresponding value between the proposed rent suggested by the landlord and the rent suggested by the leaser. It is a fair mechanism with sufficient guarantees for leasers, whereby in no circumstances are they forced to leave a property without a reasonable compensation that would enable them to find alternative housing or alternative premises from which to run their commercial establishments.

It should be added that the regime was constructed with the overriding concern to protect those most vulnerable, namely pensioners and old leasers, the disabled or those with restricted financial means, in the case of housing; and smaller commercial traders in the case of nonresidential leasers. The mechanisms introduced created a phased window period of between five and six years, thereby ensuring the period of time necessary to enable renters to adapt to new circumstances and be able to find new places to live or alternative premises from which to run their businesses.

It is evident, that despite all the Government’s concerns with balancing the established solutions and with the introduction of protection for the most vulnerable, a reform of this magni-

tude, which changes decades of wrong policies, cannot but bring with it socially worrying situations. Situations that affect us all (and we all have families or friends that are going through difficult times as a result of this rent reform. But these situations, in the sense that they warrant protection, will have to be resolved by the State, which should have the constitutional obligation to guarantee the right to housing, and not leave the responsibility up to the landlords, who should not have their property rights limited by the State in order to fulfil the State’s constitutional obligations.

Recently, a group of people with a backward looking, demagogic, irresponsible and populist attitude labelled the rent reform law as “criminal” and of the “extreme right”, calling for it to be suspended or modified. But haven’t these people bothered to do their homework to see what’s going on in other European countries? Do they really think that England, Germany, France or Spain, which a long time ago implemented solutions of the same type, are “criminal” and “far-right” regimes? Could it be that these people intend to sell the illusion that it is possible to carry out a reform of this dimension without social costs?

Is it that these people can’t put reality ahead of their own outdated ideological prejudices and see the true rental relationship as it should be seen, a temporary one and in accordance with the wish expressed by both parties in the rental contract? Could it be that these people can’t understand that their ideas have a cost and have to be paid for by someone, it not being legally or ethically reasonable to demand that landlords to subsidise what the State can’t?

The results of the reform, despite the time that it has been applied time still be brief, are clear and evident: the activity of acquiring residential property to rent has returned to be seen as a normal commercial activity, the number of houses for rent has grown in a consistent and sustained way, investment in rehabilitation (namely in rented buildings) has clearly increased, the market has normalised, with the end of old contracts and the reduction of rents in new contracts, which means greater access to the rental market, both for families and companies. There is another formal aspect which needs improving (particularly in respect to the way that the National Rental Bank works), but generally speaking the reform is producing very positive results.

It is important to resist the demagogic and populist temptation to believe that reforms can be carried out without negative consequences. This Government had the political courage to implement the reform. Now it is vital that it has the courage to not change it.

Workplace Options is based in London but has operations in over 200 countries and territories. Portugal is no exception. CEO Dean Debnam explains the success and imension of the company, why it chose to be based at Quinta da Fonte and what it can offer the Portuguese market.

Workplace Options possui 30 anos de actividade. Como descreve a evolução da empresa que actualmente é líder de mercado?

Na Workplace Options começámos por fornecer serviços de consultoria e formação a nível laboral a empresas. Em 1997, lançámos um novo modelo de negócio focado exclusivamente no fornecimento de recursos e encaminhamento de soluções para EAP e organizações de terceiros.

Posteriormente adquirimos uma empresa nos Estados Unidos, antes de nos expandirmos globalmente, de termos adquirido um Programa de Assistência ao Empregado (EAP) no Reino Unido e de fornecermos serviços de trabalho designados por Resource Advisory Employee (Serviço de Apoio ao Empregado). Estes foram os primeiros passos dados no sentido de expandir o nosso negócio, sendo que hoje atendemos mais de 42 milhões de funcionários em mais de 32 milhões de organizações sedeadas em 200 países e territórios. Percorremos um longo caminho e continuamos a crescer.

Workplace Options has 30 years of activity.

How would you describe the evolution of the company that has now become a market leader?

Workplace Options started by providing work-life consulting and training to corporations. In 1997, we launched a new business model that focused exclusively on providing resource and referral solutions to EAP and third-party organizations.

Eventually, we acquired a company in the United States, before expanding globally and acquiring a UK-based Employee Assistance Program (EAP) and work-life services provider called Employee Advisory Resource. Those were the first steps in

expanding our reach, and today we serve more than 42 million employees in over 32 million organizations across 200 counties and territories.

We have come a long way and we continue to grow.

You deliver employee support services all around the world. How similar or distance are the services you offer in these countries?

We extend all of our services to all of the countries we serve, but every region and every client has different needs. In some countries, issues like child or elder care are more popular. In others, wellness coaching or resilience training are more common. Our goal is to provide totally customized, locally-centric services to the people we serve.

Why the company decided to be present in Portugal?

Whenever we consider expansion, we look at where a presence is needed. We offer support 365/24/7, so it is important that we consider time zones and also languages. Keeping those in mind, Portugal made sense as the next move for Workplace Options.

In Portugal you are present in the office center of Quinta da Fonte, in Oeiras. This is a strategic geographic location for your company in our country?

We knew that we wanted to be in Lisbon, the capital. Quinta da Fonte is ideal not only because of the beauty of the buildings, but its proximity to

services such as health clubs, restaurants, banks and other amenities. Those are all very helpful in attracting the top talent to work for Workplace Options.

What kind of services do you offer to the Portuguese clients?

Workplace Options is a global employee effectiveness and work-life services provider. We offer employee support and work-life services including information, resources, referrals and consultation on a variety of issues ranging from dependent care, legal and financial issues to stress management and wellness.

Portugal and all across Europe there is an economic and financial crises that has a major impact on the employment. We understand the crises affecting employment in Portugal and Europe. In your opinion what are the challenges of today’s workplace?

Today’s workforce faces many challenges. More households have both parents working, which creates child and elder care concerns. Work-life balance is often a discussion, as more employees are stressed about balancing work and personal priorities. In addition, wellness is becoming a bigger focus, as there is a larger focus on keeping employees healthy and productive.

“Apostar na investigação, não com o objectivo puramente benemérito, mas em prol da nossa competitividade é o ‘casamento perfeito’ para fazer evoluir o sector da construção em Portugal”, afirma a presidente da Plataforma Tecnológica Portuguesa da Construção (PTPC), Rita Moura.

“Investing in research, not purely for the merit of it, but for our competitiveness, is the “perfect match” to encourage the construction sector in Portugal to develop”, says the President of the Portuguese Construction Technology Platform (PTPC), Rita Moura.

A PTPC foi criada em Novembro de 2011 e reúne grandes construtoras como a Teixeira Duarte, Edifer, Somague e Mota-Engil em conjunto com o InCI e a Universidade do Minho.

Esta é uma plataforma virada para a investigação e desenvolvimento tecnológico que visa promover a competitividade da fileira da construção portuguesa - nomeadamente das empresas da construção, projectistas e entidades do sistema científico e tecnológico nacional -, pela via tecnológica, garantido a melhoria da competitividade global do sector, no contexto de internacionalização, assim como o seu crescimento e construção sustentável.

Para a presidente da PTPC, “a construção precisa acompanhar a evolução da civilização, as mudanças que têm a ver com a utilização dos recursos e principalmente dos recursos energéticos”. Por isso, considera que “as grandes construtoras, juntamente com as universidades, com os centros de conhecimentos, e agora com as Pequenas e Médias Empresas (PMEs) e startups, estão a posicionar-se para responder aos desafios que a sociedade vai colocando ao longo da sua evolução”.

Para já, 2014 fica marcado como o ano da aproximação da plataforma às PMEs, depois de no primeiro ano ter sido junto das universidades.

Na opinião de Rita Moura, as PMEs inovadoras podem “funcionar em outsorcing, respondendo a situações muito concretas, específicas e inovadoras, que permitam que as empresas de construção consigam dar uma resposta estruturada e diferenciada no mercado global onde estão a operar”. Desta forma “aumenta a competitividade das empresas portuguesas relativamente a outras construtoras de outros países que não dispõem desta rede de inovação ao nível das PMEs”.

Mas a realidade é que ainda “são poucas” as PMEs a

aderir à plataforma pelo que esta pretende “intensificar essa aproximação”.

Out of the paper No passado, a investigação fazia-se de uma forma fechada nas universidades e os resultados das investigações não tinham repercussão prática. “Era o conceito ‘idea to paper’, ou seja, a ideia era desenvolvida na universidade e acabava num artigo que era publicado num congresso”, esclarece Rita Moura.

Aquilo que a plataforma está a fazer, neste momento, é “inverter essa situação”. Na prática, “as empresas identificam necessidades de desenvolvimento ou identificam factores de diferenciação ou vectores de investigação, depois transmitem essas necessidades às universidades que, por sua vez, juntamente com as empresas, estudam esses “temas” para que exista um aproveitamento económico dos estudos que são feitos. De há dois anos para cá, julgamos estar a resolver essas situações”.

Refira-se que a PTPC integra um conjunto de sete Grupos de Trabalho, cuja investigação tem vindo a ser desenvolvida nas mais diversas áreas. Building Information Model (BIM); Reabilitação; Pavimentos Rodoviários; Sistemas de Informação na Construção (SIC); Barragens; Geotecnia; e Infra-estruturas Marítimo-Portuárias são os grupos formados até ao momento.

“Identificámos cinco áreas temáticas principais em Portugal: Edifícios, Reabilitação, Hidráulica, Infra-estruturas e Geotecnia. Mas depois existem áreas transversais como o BIM cuja acção toca em todos os grupos de trabalho”, informa.

Nestes grupos de trabalho participam cerca de 90 representantes dos sócios da PTPC, entre os quais alguns dos maiores peritos nacionais de empresas, universidades e outras entidades. “Isto funciona

do seguinte modo: um sócio faz-se reunir de outros sócios que se constituem num grupo de trabalho.

Têm um regulamento ‘espartano’, com objectivos tangíveis a um ano (susceptíveis de serem renovados) e dentro desse tempo têm de dar uma resposta ao repto lançado (houve um grupo que foi fechado, precisamente, porque não estava a conseguir dar respostas). São grupos que reúnem periodicamente, têm objectivos muito concretos e um plano de actividades muito bem definido e que depois têm de dar um report à comissão executiva. Como todos reúnem sempre um dos maiores peritos na respectiva área em foco, consideramos que este é o ambiente ideal para que se gere ideias altamente inovadoras, criativas e que, aliás, já estão a gerar muitos bons resultados”.

No âmbito destes grupos, existe já um projecto de investigação aprovado em que estão duas empresas construtoras em consórcio com várias universidades e que surgiu do grupo de trabalho de Pavimentos Rodoviários. Designado por “Tropical PAV” vai ser financiado ao abrigo do QREN. Face a estes projectos, Rita Moura termina dizendo que devemos desmistificar o clima pessimista que envolve o sector da construção. “Sei, através das universidades, que houve um decréscimo de alunos universitários o que poderá traduzir-se, daqui a cinco/seis anos, em algo crítico pois poderá haver falta de recursos humanos nas empresas de construção, projectistas, arquitectos, etc. Ainda assim as nossas universidades, as nossas empresas, os nossos engenheiros, os nossos arquitectos são reconhecidos lá fora, por isso temos um potencial de capital humano que não podemos perder e isso é também, um pouco, a função da PTPC: manter vivo o centro de conhecimento que temos no País”.

Rita Moura acredita que “na convergência das boas opiniões é que estão as boas soluções”.

PTPC was set up in November 2011 and brings the large construction giants Teixeira Duarte, Somague and Mota-Engil together with the InCI (Institute of Construction and Real Estate) and the University of Minho.

This is a platform that is aimed at technological research and development which aims to promote the competitiveness of the Portuguese construction sector - namely national construction companies, architects, and scientific and technological system bodies - through technology, ensuring an improvement in the overall competitiveness of the sector, within the context of internationalisation, as well as its growth and sustainable construction.

For the PTPC president “construction needs to keep pace with the development of civilisation, changes that have to do with the use of resources and particularly energy resources”. Which is why she believes that the “big construction companies with the

universities, knowledge centres, and now with the Small and Medium Enterprises (SMEs) and start-ups, are positioning themselves to meet the challenges that society will throw up as it develops.”

For now, 2014 is the date set aside for bringing SMEs closer to the platform, after it was linked in the first year to the universities.

In Rita Moura’s opinion, innovative SMEs can “work in outsourcing, responding to very concrete, specific and innovative situations, which will enable construction companies to step up the plate in a structured and differentiated way in the global market in which they are operating. In this way “it increases the competitiveness of Portuguese companies relative to other construction companies in other countries which don’t have this innovation network at the SMEs level.”

But the reality is that there are still “few” SMEs that have signed up to the platform so that the PTPC aims to “step up adherence”.

From paper to practice In the past, research was done in a closed way at universities and the results of research did not have a practical application. “It was the ‘idea to paper’ concept, in other words, the idea was developed at universities and ended up in an article that was published at a congress,” explains Rita Moura.

What the platform is doing now is “inverting this situation”. In practice, “companies identify development needs or identify factors of differentiation or research vectors, then they pass on these needs to universities which, in turn, with companies, study these “themes” to see if an economic application exists for the studies undertaken. Within two years from now, we think we’ll be able to resolve these situations”.

It should be mentioned that PTPC forms part of seven Working Groups whose research has been developed in the widest areas. Building Information Models (BIM); Rehabilitation; Road Surfacing; Building Information Systems (SIC); Dams; Geo-technics; and Maritime-Port Infrastructure are the groups set up at the present.

“We’ve identified five main theme areas in Portugal: Buildings, Rehabilitation, Hydraulics, Infrastructure and Geo-technics. But then there are transversal areas like BIM whose action cuts across all the working groups,” she says.

There are 90 representatives of PTPC partners in these working groups including some of the most important experts from national companies, universities and other entities. “This works in the following way: a partner calls a meeting with all the other partners who make up the working group. There are Spartan regulations with yearly tangible targets (which can be renewed) and within this time they have to come up with an answer to the challenge

that’s been thrown down to them (a group was shut down recently precisely because it couldn’t step up to the plate and find solutions). They are groups that meet up periodically, have very concrete objectives and a well-defined plan of activities which then have to present a report to the executive commission.

Since all of these meetings involve one of the most important experts in the respective field in focus, we think that this is the ideal environment to generate highly innovative and creative ideas, moreover, they are already creating very good results”.

As part of these groups, there is a research project that has been approved in which two construction companies in consortium with various universities are involved from which the working group Road Surfaces has arisen. Called “Tropical PAV” it will be financed on the back of the EU supported strategic development fund QREN (National Strategic Reference Framework).

Rita Moura ends by saying that we should demystify this climate of pessimism that envelopes the construction sector. “I know, from the universities, that there has been a decrease in university students which could mean, in five or six years from now, a critical situation since there could be a lack of human resources in construction, architectural and project development companies, etc. Even so, our universities, companies, architects and engineers are recognised abroad, which is why we have a human capital potential that we mustn’t lose and this is also, in part, the PTPC’s job to make sure that we don’t and we keep up the knowledge centre that we do have in the country”.

Rita Moura believes that it’s “in the convergence of good opinions that there are good solutions”.

O aglomerado de cortiça expandida é considerado um material sustentado para a construção. Tem um processo industrial 100% natural e possui características técnicas únicas. O director geral da Amorim Isolamentos, Carlos Manuel Oliveira, mostrou-nos como.

Expanded cork composite is considered a perfect material for building. Its industrial manufacture is 100% natural and it has unique technical characteristics. The CEO of Amorim Isolamentos, Carlos Manuel Oliveira, showed us how.

O Magazine Imobiliário deslocou-se à unidade industrial da Amorim de Vendas Novas. Campos de arrozais e sobrados imperam na paisagem circundante da fábrica mas há algo a que ninguém fica indiferente mal chega: ao chilrear dos pássaros que esvoaçam em torno desta unidade fabril e às cegonhas que fazem ninhos mesmo ao lado de uma chaminé que lança um espesso fumo. E interrogamo-nos “como é isto possível?”, a “poluição não os afecta?”

Seguimos caminho com o privilégio de ter como guia pessoal Carlos Manuel Oliveira. Um homem que está há 40 anos na Amorim e que fala com uma grande paixão sobre a cortiça. Vê-se que respira e vive este material como se de um “filho” se tratasse.

Aqui todos o conhecem e entre “bom dia” e “o benfica vai ser este ano campeão” (ele é do FCP), percebe-se um ambiente familiar e de dedicação à arte da cortiça.

Esta fábrica foi construída em 1966 e adquirida pela Amorim é 1985. Nessa altura estava parada e completamente degradada, pelo que o layout é praticamente o mesmo, embora tenha crescido e modernizado. Aliás, tudo é muito automatizado e os recursos humanos não são muito elevados.

Saltamos a primeira fase da produção dos blocos de cortiça, ou seja, do corte dos sobreiros, e também da segunda fase, a trituração da matériaprima que depois é transformada em granulado e que será utilizado na fase seguinte da produção dos blocos de cortiça. É nessa fase que entramos para assistir a todo o resto do processo.

Produção dos blocos de cortiça Carlos Manuel Oliveira vai explicando que “este granulado é introduzido no autoclado durante cerca de 20 minutos a uma temperatura de vapor sobreaquecido de 350 a 370 graus. Devido a esta temperatura a cortiça muda de cor, por isso é que é negra, e expande-se, ou seja, como está fechada dentro do autoclado há uma pressão de dentro para fora e os grânulos de cortiça acabam por se aglomerar a si próprios e fazem-no sem qualquer tipo de aditivos, apenas com a própria resina da cortiça (suberina)”. No final saem os blocos.

E de onde vem a energia para produzir estas elevadas temperaturas necessárias para a produção do bloco? Somos informados que é gerada numa caldeira cujo combustível é biomassa e que resulta do desperdício da trituração da cortiça, do pó da cortiça, etc., que é canalizada para um silo que depois abastece a caldeira e que por fim produz as temperaturas e os vapores necessários para todo o processo de produção.

Aliás, nesta fábrica, 90 a 93% da energia consumida é proveniente da própria biomassa.

(Agora percebemos por que razão vimos as cegonhas, é que o fumo é branco, é natural, é respirável.)

No final dos 20 minutos, um carrinho vai buscar automaticamente os blocos de cortiça que seguem para o arrefecimento. Como saem a elevadas temperaturas são injectados no miolo do bloco pequenos jactos de água, de uma forma doseada e homogénea, a 100 graus, para acelerar um pouco o processo de arrefecimento. Este processo dura

cortiça pode ser reciclada”. Por isso acredita que “eficiência energética sem durabilidade não é sustentabilidade”.

Fim da viagem Esta fábrica produz aglomerados de isolamento acústico e térmico que têm um elevado desempenho técnico. O facto de a sua durabilidade ser quase ilimitada é por si só um factor a considerar, mas ainda o é mais quando se fica a saber que as suas características mantêm-se ao longo da vida útil do produto. É resistente ao fogo e não liberta gases tóxicos. Acresce ainda a maisvalia de ser um produto natural e reciclável.

Damos por finda esta viagem ao mundo dos isolamentos em cortiça rendidos de que este material é uma escolha 100% natural e ideal para o sector da construção e de um País que se quer mais sustentável.

apenas alguns segundos. Esta água é depois reaproveitada, ou seja, aqui “nada se desperdiça, tudo se transforma”.

Segue-se a fase de cura em que o bloco estabiliza, de uma forma absolutamente natural, e que, em média, dura 10 dias. No final desse período está pronto para ser cortado.

Na secção seguinte imperam as serras que variam consoante a espessura que se deseja dos blocos de cortiça. Antes de dar esta fase como finalizada, os blocos passam ainda por uma segunda avaliação para calibrar a espessura dos mesmos.

Aqui é também feito um controlo visual, retirandose os blocos que não estejam adequados para ir para o mercado. Existindo ainda outro tipo de controlo que é feito de acordo com as normas de certificação nacionais e internacionais.

O processo termina com a fase de embalagem e transporte para o mercado.

Arquitectos apostam na cortiça A cortiça é sempre um nicho de mercado, ainda que em crescendo. “Em Portugal, curiosamente, tendo em conta a actual conjuntura, aumentámos, nos últimos três/quatro anos, as vendas, o que significa que estamos a ganhar quota no mercado português”, esclarece. “Reforçamos também as nossas exportações, sobretudo para fora da Europa, nomeadamente para o Médio Oriente e a Ásia”. Neste momento, têm uma estratégia “tranquila” e a “confiança” de que vão continuar a crescer de forma sustentável.

A unidade de isolamentos está no mercado com as marcas: Amorim, que é institucional; Corkpan para

o mercado italiano; Corktherm 040 para a Áustria, Alemanha e Suíça; e Corkisol para a França.

Durante a visita vamo-nos cruzando com um grupo de estudantes de Arquitectura e a propósito da sua presença, Carlos Manuel Oliveira diz que “se, neste momento, estamos a crescer no mercado português isso deve-se muito aos arquitectos.

Porque são eles que acreditam e conhecem este produto e que convencem o dono da obra a utilizálo”.

Refira-se que foi graças aos arquitectos e também aos designers que a cortiça deixou de ser encarada como mero isolante térmico ou acústico para passar a fazer parte da beleza interior e exterior dos edifícios.

Recentemente no evento Moda Lisboa a cortiça ocupou o palco principal do evento. Foi também uma das escolhas de Joana Vasconcelos para a Bienal de Veneza. Mas foram Siza Vieira e Souto Moura os grandes impulsionadores da cortiça nas fachadas dos edifícios, basta recordar os Pavilhões de Portugal na Expo Hannover e na Expo Xangai.

O Ecorkhotel de Évora é talvez dos expoentes máximos da cortiça na arquitectura portuguesa. E muitos outros exemplos há.

Quando questionado com o facto de a cortiça ser muitas vezes preterida por outros materiais porque é mais dispendiosa, o “amor à camisola” fala mais alto e sai logo em defesa: “a cortiça custa mais dinheiro mas não é mais cara, porque tem a garantia de que passados 70 anos o isolamento está perfeito. O material dura o tempo que durar o edifício”. Acrescentado, “que mesmo que deitem abaixo o prédio, como já aconteceu, a

Rice paddies and two-storey houses dominate the landscape around the factory, but there’s something that no one can ignore as soon as they arrive: the chirping of the birds that circle over this factory and the storks that make their nests right by the chimneys that spew out a thick smoke. And we ask ourselves: “how is this possible?”, “doesn’t the pollution affect them?”

We continue on our way with the privilege of having as our personal guide Carlos Manuel Oliveira, a man who has been with Amorim for 40 years and who speaks with great passion about cork. You can see that he lives and breathes this material as though he was talking about a ‘son’.

Everyone knows him here and between “good morning” and “Benfica will be the Champions this year” (yet he actually supports Porto Football Club), one can see that this is a family environment, one that is dedicated to the art of cork.

This factory was built in 1966 and acquired by Amorim in 1985. Then it was stagnant and run down, and although the layout is practically the same, it has grown and been modernised.

However, everything is highly automated and human resources aren’t that high.

We move on to the first phase of cork block production, in other words cutting the cork into strips, and then to the second phase, the grinding up of the raw material which is then turned into granules which will then be used in the second phase in the production of the cork blocks. And it’s in this phase that we come in to see the rest of the process.

“granules are put into the pressure tank for around 20 minutes and exposed to superheated steam at a temperature of 350 to 370 degrees. Due to this temperature the cork changes colour which is why it turns black and expands, which means that since it is enclosed within a pressurised tank, this creates a pressure from within to the outside of the granules which is why they end up sticking to each other (becoming a composite) and do so without any type of additives; just the actual cork resin (suberin)”. It’s at the end of this process that the blocks emerge.

And where does the energy come from to produce the high temperatures necessary to produce the blocks? We’re informed that it is generated in a boiler fuelled by biomass which is the result of the waste left over from crushing the cork and from the cork dust, etc., which is fed to a silo which then feeds the boiler and finally produces the temperatures and steam necessary for the entire production process. Indeed, in this factory, 90 to 93% of the energy consumed comes from the biomass itself.

(Now we can see why we saw storks, and that the smoke was white and breathable).

After 20 minutes, a van automatically comes to pick up the blocks of cork which are taken to cool off. Since they come out from high temperatures, small jets of water are injected into the blocks in measured and phased amounts at 100 degrees to speed up the cooling process. This process lasts just a few seconds. This water is then used again, in other words “nothing is wasted and everything is transformed”.

There then follows the curing stage in which the block is stabilised in a wholly natural way and which lasts on average 10 days. At the end of this period it is ready for cutting.

The next section is dominated by saws which vary according to the thickness required for the blocks of cork. Before signing off this phase, the blocks also go through a second check to set the thickness of the same. At this stage a visual quality control check is carried out, removing those blocks which aren’t adequate for the market. There’s a further type of control which is carried out according to national and international certificate standards.

The process ends with the packaging and transporting it off to market.

Architects bank on cork Cork is always a niche market, even though it’s growing. “In Portugal, curiously enough, taking into account the current economic situation, we’ve increased sales over the last three to four years, which means that we’re picking up share in the Portuguese market”, he explains.

“We’ve also beefed up our exports, particularly outside of Europe, namely the Middle East and Asia. At the moment we’ve got a steady and confident strategy where we’re aiming to grow in a sustainable manner.

The insulation factory has various brands on the market including: Amorim, the institutional brand; Corkpan for the Italian market, Corktherm 040 for Austria, Germany and Switzerland; and Corkisol for France.

During our visit we came across a group of architecture students and explaining their presence, Carlos Manuel Oliveira said that “now we’re growing in the Portuguese market and this is substantially down to architects.

This is because they know and believe in this product and convince the owner of the works to use it”.

It was mentioned that thanks to architects and designers cork is no longer seen as mere thermal or insulation, but is now used to beautify the interiors and exteriors of buildings.

Recently at the Moda Lisboa cork took centre stage at the fashion event. It was also once of the choices used by Portuguese artist Joana Vasconcelos at the Venice Biennial, but it was the architects Siza Vieira and Souto Mouro who were the trailblazers in using cork on building façades as was seen in the Portugal Pavilions at Expo Hanover and Expo Shanghai. Évora’s Ecorkhotel is perhaps the best advert for using cork in

Portuguese architecture. And there are lots of other examples... When presented with the fact that cork is often relegated to second place by other materials because it is more expensive, pride in the material talks louder and he jumps immediately to its defence: “Cork costs more but it isn’t more expensive because its lifespan as an excellent insulator stands at around 70 years or more. The material lasts as long as the building does.” And he goes further: “Even if the building is pulled down, as has been the case, the cork can be recycled”.

Which is why he believes that “energy efficiency without durability isn’t sustainability”.

End of the tour This factory produces heat and sound-proof cork composite which has a high technical performance. The fact that its long-lasting properties are almost limitless is, in itself, a factor to take into consideration, but even more so when one discovers that its characteristics remain intact throughout the product’s useful lifetime; it is fire resistant and doesn’t give off toxic gases. And another asset of the product is that it’s natural and recyclable.

At the end of our tour around the world of cork insulation we’re sold on the fact that this is a choice which is 100% natural and ideal for the construction sector and a country that aims to be more sustainable.

Quem observe o traço do seu trabalho facilmente adivinha que há ali uma origem que o ultrapassa.

Anyone who studies the outlines of his work can easily guess that here there is here an origin that he has gone beyond.

João nascera, por acaso, em Mora, mas foi em Casabranca, perto de Estremoz, que cresceu. Entre as brincadeiras de criança, adorava observar o pai, Ângelo quando este pintava, nos intervalos do trabalho. Eram horas a fio que marcariam o seu subconsciente. Naquela povoação aprendeu muito e ouviu muitos concelhos. Em casa todos lhe prepararam o caminho para que pudesse “emigrar” para Portalegre, onde fez o Liceu. Beneficiou por ser filho único.

Margarida, sua mãe, nunca andava tranquila com o filho e mais preocupada ainda ficou quando a Fundação Abreu Calado, de Benavila, lhe concede uma bolsa para vir estudar para Lisboa.

João parte para a capital onde se matricula no Técnico. A intenção era ser engenheiro, disseram-lhe sempre que a arquitectura era uma profissão para aristocratas.

Chegado à capital, no ano lectivo de 62/63, o jovem estudante deslumbra-se. Era o Café Roma, o Londres, o Pote, as raparigas o ambiente universitário, tudo ajudava a uma fase de vida maravilhosa que haveria de nunca esquecer. Três anos depois de andar a estudar matemáticas aplicadas, a sua vocação fala mais alto e muda de curso e de vida. Matricula-se na Escola Superior de Belas Artes e assume que quer ser é arquitecto, como “Cassiano Branco ou Pardal Monteiro”. Tem a sorte de ter uma turma de apenas 24 colegas e professores como Formosinho Sanches e Nuno Portas. Na altura, tudo tinha de ser apreendido nas aulas porque eram raros os livros e as revistas sobre o tema. Em 1970 estava formado. À época, realizou-se um Congresso de Arquitectos em Aveio e para pasmo de colegas e professores ele fez uma brilhante intervenção pública: ”afinal ele fala”, foi o comentário mais ouvido.

Este pacato arquitecto alentejano nunca mais deixa de dar cartas. Trabalha com Nuno Portas e com Nuno Teotónio Pereira – que chegariam a ser presos pela PIDE. Com a Revolução de Abril de 1974, integra o Fundo de Fomento da Habitação onde colabora, entre outros, com Vassalo Rosa e Silva Dias. Faz a arquitectura possível, “22 escolas e muitos pré-fabricados”. Mas, … em Janeiro de 75, viaja até à Suécia, para conhecer, de perto, o país do malogrado Olof Palme.

Finalmente, em 1982 abre atelier próprio com Manuel Maia, José Amorim e Victor Coelho da Silva. Uma das primeiras encomendas é a Frente Urbana do Parque da Cidade.

Nunca mais parou. Trabalhou para os principais promotores e construtores do país, afirma que o arquitecto é como o fiambre numa sandes, está entre os desejos do cliente e as regras das autoridades e por isso nunca se pode dar mal com nenhuma delas. Faz parte do produto final.

Prémio Valmor, ainda teve tempo para dar aulas

durante dez anos da Faculdade de Arquitectura de Lisboa e na Lusíada.

Assinou obras emblemáticas um pouco por todo o lado mas mantêm-se, inalteravelmente, tímido a falar dos seus projectos. Lá deixa escapar o trabalho do Atrium Saldanha e do Sheraton do Porto.

Muito crítico do actual momento político-social do país, “tem duas filhas formadas e desempregradas”. Ele próprio procurou o que fazer no estrangeiro e como se adivinha não teve grandes dificuldades. Está a realizar um mega projecto de 170 mil metros quadrados em Boughezoul, na Argélia, associado ao Grupo Lena. Projectou também a sede da EPAL em Luanda e o Museu de África em Argel. Cá, a encomenda mais importante que tem entre mãos é o que vai resultar do antigo Hotel Atlântico, no Monte do Estoril.

Epicurista assumido, gosta de rir-se de si próprio porque acredita que a vida é curta e que é preciso dar a volta à pedra. É um prazer estar com João Paciência.

João was born, as it happens, in Móra, but it was in Casa Branca, in the district of Sousel, close to Estremoz, where he grew up. Between playing his childhood games, he used to love watching his father Ângelo at his painting, during his work breaks. These were hours on end that left an imprint on his subconsciousness. Amongst those local people he learnt a lot and heard much advice. At home, everyone paved the way for him to be able to “emigrate” to Portalegre where he attended college. He benefitted from being an only child.

While still a teenager, his parents moved to Benavila, in the district of Avis, the place where his father managed to get him a study scholarship through the Abreu Callado Foundation so that he could pursue a university career.

João left for the capital Lisbon where he did a degree in Technology. The intention was to become an engineer, since they always told him that architecture was a “career for aristocrats”.

Arriving in the capital in the academic year of 1962/3, the young student was fascinated by the buildings that he discovered in the city. He was at the Lisbon Higher Technical Institute, but there was the Império Cinema, São Jorge, the hours of study in the cafés in the area (Roma, Mexicana, Pote) the intense city life that was then lived in that area of Lisbon. Discovering Lisbon and those buildings packed with forms, shapes and rythms that he would study, and get to know more about them than their authors did.

Two years passed among future engineers, but his vocation got the better of him and he changed the course of his life. He enrolled at

the Escola Superior de Belas Artes (Lisbon Fine Arts Academy) in order to train as an architect like “Cassiano Branco or Pardal Monteiro”. He was lucky enough to have a class with only 24 colleagues and top calibre lecturers such as Formosinho Sanches, Bartolomeu Costa Cabral, Manuel Alzina de Menezes and later Nuno Portas. At the time, everything had to be presented in the lectures because books and magazines on the subject were hard to come by. In 1970 he graduated and began his career with Nuno Portas and Nuno Teotónio Pereira, in the atelier that they then had in Rua da Alegria, joining the team with Pedro Botelho for the Alto do Restelo Project that these architects began developing.

There he also got to know Gonçalo Byrne, António Reis Cabrita, Cabral de Melo, Miguel Aragão, Lobo Antunes, Manuela Fazenda and others who made that atelier into a second school and a place of great architectural debate.

With the 1974 Revolution, he joined the Fundo Fomento da Habitação, a housing fund where he collaborated with, among others, Luís Vassalo Rosa who headed up the Integrated Plan for Almada Monte Caparica. It was truly an enormous

and interdisciplinary team.

In January 1975 he went to Sweden to discover up close the country of the late Olof Palme.

Finally, in 1982, he opened his own atelier with Manuel Maia, José Amorim and Victor Coelho da Silva.

They did small projects for bank branches and lots of public architecture tendering competitions.

One of the first competitions where he picked up his first award was the Frente Urbana do Parque da Cidade at Boavista, a large urban residential estate in Porto.

Others followed, many won, some materialised and others didn’t go ahead.

But he never stopped from then on. He worked for the main developers and builders in the country. He states that architecture is like the ham in the sanwidge, it is between what the client wants and the rules set down by the authorities which is why it can never go wrong with any of them. It is part of the final product.

Despite winning the Valmor Award, he still had time to give lectures for 10 years at the Lisbon Architecture Faculty and Lusíada University.

He has designed emblematic works all over the place, but remains unalterably shy on talking about his projects. He does mention his work on Atríum Saldanha and the Sheraton in Porto.

Very critical of the current social-political climate in the country, he has “two daughters with degrees who are unemployed”. He himself spread his wings to look for opportunities abroad too and as might be guessed, didn’t find difficulties. He’s doing a 170,000 metre mega project in Boughezoul, Algeria, associated with the Lena Group, in a development headed by an Algerian company who invited him to be the architect. He also designed the EPAL headquarters (a water utility company) in Luanda, Angola and continues to tender for international competitions (The Africa Museum and a 12,000 seat concert and show hall in Algeria). Here in Portugal the most important order that he has on his books is the renovation of the former Hotel Atlântico, in Monte do Estoril.

An admitted epicurean, he likes to laugh at himself because he believes that life is short and one needs to make the best of it.

Um número de transacções relevantes até o final do ano veio confirmar o apetite renovado de investidores institucionais Europeus.

A number of significant transactions at the end of the year has confirmed the renewed appetite of European.

Os números vieram confirmar as expectativas criadas e no último trimestre de 2013 assistimos a uma inversão do cenário de escassa actividade em que se debateu o mercado de investimento nos últimos anos. A conclusão de um número de transacções relevantes até o final do ano veio confirmar o apetite renovado de investidores institucionais Europeus de países adversos ao risco como a Alemanha e a Suíça. O volume total de investimento em 2013 subiu para cerca de € 300 milhões, três vezes mais quando comparado com o ano anterior, e o dobro do valor de 2011, embora ainda longe da média dos últimos 10 anos de cerca de €600 milhões.

Esta mudança deveu-se em parte a razões internas nomeadamente, uma maior estabilidade política, a melhoria de alguns indicadores econômicos, operações bem sucedidas no mercado da dívida pública e uma boa conformidade, em geral, com o programa de ajustamento da Troika; tendo todos contribuído para a credibilidade e recuperação do mercado que beneficiou também de um aumento da procura de rentabilidade e risco por parte dos investidores internacionais, considerando atraentes as condições do nosso mercado.

Como consequência os yields desceram na maior parte dos sectores. No mercado de escritórios o yield prime de 7,50% no final do ano, evidencia já em 2014 uma diminuição para 7,25%. Igualmente, o comércio de rua continuou a beneficiar de uma forte procura fazendo antever para valores abaixo da barreira dos 7,00% do final de 2013.

Se adicionarmos ao retorno dos tradicionais investidores europeus, o reforço dos novos segmentos que emergiram nos últimos anos de países como Brasil, Rússia e China (com o promissor papel desta 2ª fase de investidores institucionais); em minha opinião, podemos estar na perspetiva de um ano em cheio para o investimento imobiliário em Portugal e poder afirmar no final que voltámos a ultrapassar a fasquia dos €600 milhões; e mais interessante ainda, com uma base de cobertura geográfica muito mais ampla e diversificada permitindo uma exposição e

acesso a um mercado potencial bastante maior do que o que havia antes da crise.

The numbers have confirmed the expectations created in the last quarter of 2013 in that we’re seeing a turnaround in the lack of activity which has dogged the investment market in recent years. The completion of a number of significant transactions at the end of the year has confirmed the renewed appetite of European institutional investors from risk-shy countries such as Germany and Switzerland. The total turnover of investment in 2013 increased to around €300 million, three times more when compared to the previous year, and double the amount in 2011, although still a far cry from the average seen over the last 10 years of around €600 million.This change is owed in part to internal reasons, namely to greater political stability, an improvement in some economic indicators, successful sales of Portuguese treasury bonds and an overall adherence to the Troika’s Programme of Adjustment having all contributed towards the credibility and recovery of the market that also benefited from an increase in demand for profitability and venture by international investors who consider the conditions in our market attractive. As a consequence yields have gone down in the vast majority of sectors. In the offices market the prime yield stood at 7.50% at the end of the year, falling to 7.25% this year so far. Equally, high street commerce has continued to benefit from strong demand, with yields expected to fall to below the 7% barrier seen at the end of 2013.

Added to this is the return of traditional European investors, the strengthening of new segments that emerged in recent years (in countries like Brazil, Russia and China) with the promising role of this second wave of institutional investors). In my opinion, we could be on the threshold of a year full of real estate investment in Portugal, one in which we may be able to finally climb above the €600 million mark; and even more interesting, with a much wider and diverse base of geographical coverage, enabling an exposure and access to a market that is potentially greater than the one that existed before the crisis.

Há apenas uma década o País despertava conscienciosamente para o tema da sustentabilidade. O Estado redigia estratégias, os produtores de energia lançavam-se nas renováveis e a sociedade preocupava-se com a sua pegada ecológica.

O sector da construção não foi excepção e procurou materializar o desígnio traçado. Criaram-se ferramentas de avaliação (LiderA) baseadas em programas internacionais (LEED e BREEAM), assim como metodologias de classificação reguladas pela ADENE. Para benefício de todos, as construções tornaram-se hierarquizadas quanto à sustentabilidade. Pouco tempo depois, o País caiu em recessão e a preocupação perdeu destaque.

Nos últimos anos a reabilitação urbana tornou-se protagonista, transportando-nos para novas problemáticas e orientando-nos para um tema vital à qualidade urbanística assim como à economia nacional. Este dinamismo no acto de encontrar novos temas, mesmo que reavivados do esquecimento, só ganha sentido se os mesmos não forem estanques para que possam criar correlações eficazes.

Sendo verdade que a reabilitação das construções já é promotora de sustentabilidade pelo facto de reduzir o consumo de recursos, é também verdade que existem variáveis específicas às quais responder. Destas, podem destacar-se a gestão de resíduos decorrentes das demolições, as declarações ambientais dos produtos aplicados e a eficiência energética do edificado.

São exemplo desta abordagem as coberturas verdes, as quais melhoram o desempenho térmico, possibilitam um eficaz aproveitamento das águas pluviais e promovem novos usos para espaços descurados de vivência.

Assentará sobre a Arquitectura a responsabilidade de encontrar soluções coerentes para a qualidade do ambiente urbano, tanto estética como tecnicamente, para garantirmos uma reabilitação sustentável a longo prazo.

Only in the last decade or so has the country woken up to the theme of sustainability. The State has realigned strategies, energy producers have got into renewables and society has become concerned with its ecological footprint.

The construction sector was no exception and sought to get onto the path that has been traced out. Evaluation tools were created (LiderA) based on international programmes (LEED and BREEAM), as well as classification methodologies regulated by the Portuguese building energy efficiency watchdog ADENE. For the benefit of everyone, building projects became prioritised as to their sustainability. A sort while after that, the country fell into recession and the concern over sustainability went onto the back burner.

In recent years urban rehabilitation has taken centre stage, transporting us to new problems and directing our attention to a theme that is vital for quality urban development as well as being vital for the national economy. This dynamism in the act of finding new themes, even dusting off forgotten existing ones, only makes sense if the same are not impermeable to creating effective correlations.

If it is true that the rehabilitation of buildings in itself promotes sustainability by the fact it reduces consumption of resources, it is equally true that there are specific variables that need to be addressed. From among these one can highlight the management of waste resulting from demolition works, the environmental declarations of the products being applied and the energy efficiency of the building project. Rooftop gardens are an example of this approach, which improve thermal performance, make effective use of rainwater and promote new uses for spaces overlooked when it comes to socially interactive experiences.

The responsibility of finding cohesive solutions for the quality of the urban environment falls to Architecture, both in aesthetic and technical terms, for us to ensure sustainable rehabilitation in the long term.

A expensas de umas quantas previsões revistas em alta e de algumas transacções concluídas no final do ano passado, juntamente com o crescente interesse de investidores estrangeiros pelo imobiliário português, 2014 começou com um optimismo, quiçá um pouco exacerbado. É verdade que o Banco de Portugal prevê que o PIB cresça 1,2% em 2014, quando no Verão do ano passado achava que esse mesmo crescimento seria de 0,3%. É verdade que há um número significativo de investidores, de várias nacionalidades, à procura de bons activos em Portugal e que alguns já (re)começaram a comprar no nosso País. Agora só precisamos de ver o regresso do mercado de arrendamento, nomeadamente de escritórios, que registou uma absorção de 78.000 m2, a mais baixa de sempre desde que há estatísticas. Ou seja, da troika de ingredientes que compõem o mercado, a saber: edifícios, capital e inquilinos, já só nos falta este último. De facto, existe capital para investir e até já se começa a ver alguma actividade no que diz respeito a financiamento. Alguns bancos estão novamente receptivos a analisar investimentos imobiliários, sempre e quando o produto tenha qualidade e de preferência rendas asseguradas a médio-longo prazo. Há muitos e bons edifícios de escritórios em Lisboa, mas, no entanto, estes tardam em ser ocupados, o que não se deve somente às rendas que estão a ser pedidas (altas em alguns casos), mas também ao dinamismo da nossa economia, em que faltam novas empresas ou o crescimento das que já existem o que implicaria mais e melhor espaço. É imperioso que a actividade económica melhore, o

que aparentemente já irá começar a ser uma realidade este ano, e que essa melhoria se vá consolidando a partir de 2015, ano em que se prevê um crescimento do PIB de 1,4%. No entanto, é também fundamental que cada vez mais se faça uma verdadeira promoção do nosso País como um destino privilegiado para as empresas multinacionais se instalarem. As nossas rendas são competitivas, os nossos edifícios têm qualidade, temos boas ligações aéreas a quase todas as grandes cidades Europeias, temos segurança e boas infra-estruturas e os portugueses têm este “defeito” de terem jeito para falar línguas, para não falar do encanto que cidades como Lisboa ou Porto têm para viver. Qualquer estrangeiro, depois de viver aqui uns anos (e tenho conhecido vários) tem muita resistência em ir-se embora. Estes argumentos são já um pouco rebatidos, mas numa altura em que grandes cidades como Londres ou Paris voltam a ver os custos de ocupação subirem, está na altura de agarrar a oportunidade de uma forma clara. As empresas estão atentas a estas questões, mas é fundamental estar na linha da frente para vencermos nesta liga que é bastante competitiva. É obrigatório voltar a promover Lisboa e Porto em feiras internacionais onde é incompreensível não estar, em publicações especializadas e não só, num esforço concertado de todos os actores do mercado e das agências de investimento. Como se costuma dizer, o “timing” é tudo na vida e o “timing” é agora.

If the release of the handful of economic forecasts which have been reviewed upwards, and of some transactions completed at the end of last year, together with growing interest from foreign investors in the Portuguese real estate market are anything to go by, then 2014 got off to a good start - if the optimism hasn’t been somewhat overstated. It’s true that the Bank of Portugal has predicted that GDP will grow 1.2% in 2014 when in the summer of 2013 it was thought that this growth would only achieve 0.3%. It’s true that there is a significant number of investors, of various nationalities, looking for good assets in Portugal and that some have already started buying again in our country. Now we just need to see the recovery of the rental market, namely offices, which registered

a take-up of 78,000m2, the lowest recorded ever since statistics began. In other words, from the ‘troika’ of parts that make up the market: offices, capital, and tenants; only the last is lacking. n fact, there is capital to invest and we’re even starting to see some activity with respect to financing. Some banks are once again receptive to analysing real estate investments, whenever the product is good quality and preferably has assured rents for the medium-long term. There are many good buildings and offices in Lisbon, but, however, they are not quick to be occupied, which isn’t just down to the rents being demanded (high in some cases), but also down to the dynamism of our economy, where there is a lack of new companies, or growth in the ones that do exist which would mean more and better space. It is imperative that economic activity improves, which apparently is already beginning to become a reality this year, and that this improvement will consolidate from 2015, a year which expects to see GDP growth of 1.4%. However, it is also increasingly vital that proper marketing of our country is carried out as a privileged destination for multinational companies to set up in. Our rents are competitive, our buildings are good quality, we have good air links with almost all the large European cities, we have a low crime rate and good infrastructure while the Portuguese have this ability to speak foreign languages not to mention the charm of cities like Lisbon and Porto to live in. Any foreigner, after living here a few years, (and I’ve known several) finds they just can’t up sticks and leave. These arguments have already fallen flat somewhat, but at a time when the big cities like London or Paris have once again seen their occupancy costs rise, now is the time to step up to the plate and grab the opportunity. Companies are aware of these issues, but it is fundamental to be in the front line in order to win in this fairly competitive league. What’s necessary is to promote Lisbon and Porto at international fairs where it is incomprehensible that they not represented with stands or in specialised publications and not only this - a concerted effort is needed from all players in the market and investment agencies. As the old saying goes, “timing” is everything in life and the “time” is ripe now.

O contraste de condições de vida e de equipamentos entre o litoral e o interior do País tem vindo a aumentar ao longo das últimas décadas apesar das políticas públicas de desenvolvimento regional e dos fundos europeus canalizados para muitas regiões do interior.

A inversão desta tendência pode passar pela industrialização. A indústria é o sector da economia que mais influencia a cadeia produtiva e os restantes setores e é também a principal difusora do progresso tecnológico. A indústria tem, assim, um efeito de propagação impressionante gerando um movimento de base que é necessário para impor um ritmo de mudança e de crescimento mais generalizado. A indústria dá lugar a maiores oportunidades de desenvolvimento económico e de progresso social, essenciais para a instalação de empresas e actividades e, consequentemente, para a procura e ocupação de todo o tipo de espaço. As regiões são dinâmicas. Ou produzem efeitos de polarização através do crescimento, iniciado, por exemplo, pela indústria, ou facilitam a desertificação e o abandono pela falta de oportunidades e soluções. Se as regiões do interior não aumentarem a competitividade e atractividade, os contrastes vão continuar a aumentar. Ou passam a ganhar ou perdem ainda mais. Não há um meio-termo.

Mais do que meras despesas de investimento e

aplicação de fundos europeus, as políticas públicas de desenvolvimento regional devem procurar definir estratégias que levem à abertura das economias regionais ao investimento industrial. A localização das empresas não depende essencialmente dos benefícios fiscais e do custo simbólico de terrenos. É sim influenciada pela atractividade das regiões que, por sua vez, é definida, não só, pela formação e disponibilidade de mão-de-obra, pelos custos de transporte e acessibilidades, pelas economias de escala e pela existência de vantagens comparativas regionais, mas também e cada vez mais, pela integração em diferentes redes internacionais de investigação, de distribuição e de “lobbying”.

A economia e a sociedade portuguesa acabam de sofrer uma viragem de ciclo muito significativa que terá repercussões, a todos os níveis, durante muitos anos. O País, genericamente, está a reinventar-se procurando novas soluções. Interior incluído.

Por isso, essa responsabilidade não poderá ser apenas nacional ou do governo. Terá acima de tudo, de vir de dentro e ser promovida pelo poder local. Porque senão, o enquadramento das regiões no desenvolvimento do país corre o risco de ficar ainda mais oculto sob o enquadramento igualmente desequilibrado de Portugal no contexto europeu e global.

The contrast in living conditions and facilities between the coastal areas and the interior of Portugal has increased over the last few decades despite public policies aimed at regional development and European funds channelled to many interior regions.

Turning around this situation could involve industrialisation. Industry is the economic sector that most influences the production chain and other sectors and is also the main means of dissemination for technological progress. Industry therefore has an impressive propagative effect, generating a base movement which is necessary for an across

the board rhythm of change and growth Industry fosters the greatest opportunities for economic development and social progress, essential for companies and activities to set up and, as a consequence, for the demand and take-up of all kinds of premises. Regions are either dynamic; or produce effects of polarisation through growth, spurred, for example, by industry, or they facilitate the desertification and abandonment through lack of opportunities and solutions. If the interior regions don’t increase in competitiveness and attract industry, these contrasts will continue to grow.

Either they attract or they’ll out lose even more.

There’s no in-betweens.

More than just being mere investment expenses and the handing out of European funds; regional development public policies should seek to define strategies that lead to the opening up of regional economies to industrial investment. The locating of companies does not essentially depend on tax benefits and the symbolic costs of parcels of land.

It is rather influenced by the attractiveness of the regions which, in turn, is defined not only by the training and availability of manpower, transport costs and accesses, economies of scale and the existence of comparative regional advantages, but also increasingly more from integration in different international research, distribution and ‘lobbying’ networks.

Both the Portuguese economy and society have undergone a very significant change in cycle that will have repercussions at all levels for many years.

The country is generically reinventing itself and seeking new solutions. And this includes the interior. Which is why this responsibility cannot just be merely national or governmental. It will above all have to come from within and be promoted by local government. Because if not, the role and position of the regions in the development of the country run the risk of being even more obscured within the equally unbalanced position of Portugal within the European and global context.

A actividade do mercado imobiliário no ano que passou e indicadores económicos que mostram uma País mais e melhor preparado para o futuro, permite-nos lançar o ano que agora chegou com bastante optimismo.

Esta nova dinâmica no mercado permitiu desalavancar muitos projectos que estavam dependentes da procura interna sem acesso a financiamento, revitalizando muitos promotores imobiliários e dando um importante contributo para a reabilitação urbana das cidades, em particular Lisboa, devido, não só a estes programas, como também ao aumento dos turistas e da procura de apartamentos turísticos.

Se muitas vezes a discussão sobre esta nova procura deriva para matérias sociológicas e fiscais, importa destacar a capacidade de Portugal captar o interesse destes novos investidores pelas características intrínsecas do nosso País – a nossa história, a nossa cultura, a nossa gastronomia, o nosso clima e a segurança e beleza do nosso País.

Hoje, Portugal é visto não só como uma entrada no espaço Schengen ou um instrumento de eficiência fiscal, mas um local onde muitos consideram gozar as suas férias e/ou mesmo residir com as suas famílias.

Importa aprender com os erros do passado, construindo o futuro com equações sustentáveis, concertando estratégias com parceiros certos com retornos a médio/longo prazo, para que o sucesso do imobiliário não fique dependente de bolhas de capital criadas pela pressão da liquidez do mercado institucional.

Last year’s real estate activity and Portugal’s economic indicators which show a country more and better prepared to face the future, enable us to look forward to a 2014 with some optimism.

The commercial property investment turnover, which were close to the total turnover for the two preceding years, and the amounts achieved through the Authorisation of Residence Programme (ARI) or Golden Visa, are important indicators of recovery in a sector which survived on investment turnover that had been timid and worrying.

The Golden Visa programme looks set to stay in Portugal, maintaining a focus on residential real estate assets, mostly being bought by the Chinese. Also the tax benefits for non-habitual residents should continue to attract to the same market segment, European foreign investors, namely French and Scandinavians.

This new dynamic in the market has enabled the de-leveraging of many projects that had been dependant on internal demand without access to capital, revitalising many real estate developers and making an important contribution to the urban rehabilitation of cities, in particular Lisbon, due, not only to these programmes, but also the increase in tourists and demand for tourist apartments.

If often the discussion about this new demand drifts to sociological and fiscal matters, it is important to point out Portugal’s capacity to attract the interest of these new investors because of intrinsic characteristics in our country - our history, culture, cuisine, climate, security and the beauty of our country.

Today, Portugal is seen not only as an entry point to the Schengen area or a model of fiscal rigor, but a place where many choose to enjoy their holidays or live with their families.

It is important to learn from the mistakes from the past, building a future based on sustainable equations, concerted strategies with the right partners and with medium to long-term returns, so that the success in the real estate market is not dependant on the capital bubbles created from the pressure of liquidity in the institutional market.

We have to seize the moment and make the best of it to change our destiny, stop believing in miracles and score some goals, because, for many, Portugal is all about Fun, Food and Family!

Os mercados lusófonos são, desde há um par de anos, o destino mais óbvio para a exportação do know-how português nos setores da construção e imobiliário, pela proximidade e afinidade cultural e da língua mas, sobretudo, porque são mercados que estão numa fase do ciclo completamente diferente do português, um mercado em maturidade com as vantagens e desvantagens naturais que este estágio aporta.

Por comparação, Brasil, Angola e Moçambique, obviamente que com ritmos e escalas diferentes, são mercados em emergência, com um crescimento económico robusto, classes médias em expansão e ausência de produtos imobiliários adequados a uma nova procura e as novas necessidades.

Cabo Verde, noutro registo e com um ritmo menos exponencial, tem também muito para ofe-

recer. Oportunidade, potencial, expansão são palavras de ordem nestes mercados, que muito têm atraído empresas portuguesas. Mas, e apesar das empresas portuguesas estarem bem posicionadas nestes mercados, apenas o facto de o mercado ter grande potencial de crescimento e a proximidade cultural não são garantias de sucesso. É necessário conhecer muito bem estes mercados, estudá-los de forma aprofundada, procurar sempre os melhores parceiros locais e perceber, acima de tudo, que apesar de afinidades que possam existir, cada país tem a sua identidade e forma de fazer negócios.

A velha máxima de que não existem em imobiliário modelos replicáveis a todos os mercados aplica-se à Lusofonia, mais do que muitas empresas poderiam pensar. Este é o melhor conselho que podemos dar a todos aqueles que estão ou planeiam vir a estar nos mercados lusófonos.

The Portuguese speaking market have been, for some years now, the most obvious destination for the export of Portuguese know-how in the construction and real estate sectors. This is down to cultural proximity and affinity, the shared language and, above all, because these are markets undergoing a completely different economic phase of development to Portugal, which is a mature market with the natural advantages and disadvantages that this strat-

egy carries with it. By comparison, Brazil, Angola and Mozambique, obviously with different scales and rhythms, are emerging markets, with robust economic growth, middle classes that are expanding and a lack of real estate products adequate to meet new demand and necessities.

Cape Verde, on another level and with a less outstanding rate of growth, also has a lot of potential to offer.

Opportunity, potential, expansion are the watchwords in these markets that have attracted many Portuguese companies. But despite the fact that Portuguese companies are well positioned in these markets, the fact that the market has great potential for growth and that there is cultural closeness are not in themselves guarantees of success.

One needs to know these markets very well, study them thoroughly, always seek out the best partners on the ground and realise, above all, that whatever affinities may exist, each country has its identity and way of doing business.

The old maxim that there aren’t models in real estate that can be replicated in all markets applies in the Portuguese speaking market, more than many companies might think. This is the best advice that we can give to all those who are planning to operate in these Portuguese speaking markets.

We have an across-the-board presence in the Portuguese speaking markets, with offices in Lisbon, Luanda, São Paulo, Maputo and Praia, with a positioning to be able to know each market locally, be physically and structurally present and adjust the company to the specificities of the market. Os responsáveis de ambos os sectores (reabilitação urbana e turismo) têm obrigação de discutir e reflectir em conjunto sobre o desenvolvimento da cidade.

The movers and shakers in both sectors (urban rehabilitation and tourism) have an obligation to reflect together about the city’s development.

No âmbito da Semana de Reabilitação Urbana, em Lisboa, foi possível aprofundar o tema da sua relação com o sector do turismo. De forma necessariamente sucinta é hoje possível afirmar que o tradicional círculo vicioso “sem reabilitação não existe turismo e sem turismo não é fácil sustentar um processo estrutural de reabilitação” já foi ultrapassado. Investimentos e iniciativas no Chiado, Terreiro do Paço ou Martim Moniz são apenas alguns dos exemplos que o demonstram.

Nestas zonas, um percurso que em 2000 um turista realizava em 2/3 horas, obriga e merece hoje uma visita bastante mais prolongada; deste facto decorre uma estada de maior duração na cidade, assim como a um gasto médio por turista mais significativo.

A este nível, os principais desafios da cidade, para que o “perigoso” sucesso do efeito moda não seja adquirido para o futuro passam por: • Uma integração entre residentes e turistas, não se sentindo os primeiros “invadidos” e para que os segundos usufruam de experiências genuínas; • Um investimento, publico e privado, em infraestruturas de suporte, entretenimento e lazer – estes últimos com renovação anual – mantendo a atractividade das zonas históricas; assim como a aposta no alargamento progressivo dos horários de usufruto destes espaços; • A integração imobiliário de utilização turística, com retalho, escritórios e residências; • A aposta numa ‘must see attraction’ de visibilidade mundial que, a título de exemplo, poderia ser um importante Museu das Descobertas e dos Oceanos; • A valorização do potencial existente no tecido étnico da cidade, integrando na experiencia turística as várias nacionalidades que, por motivos de trabalho ou estudo, residem hoje em Lisboa; Num período onde é clara a necessidade de reabilitar e não aumentar a oferta com base em construção de raiz, os responsáveis de ambos os sectores têm obrigação de discutir e reflectir em conjunto sobre o desenvolvimento da cidade.

Through Urban Rehabilitation Week in Lisbon it was possible to discuss and debate in detail the topic and its relation with the tourism sector. In a nutshell one can state that the traditional vicious cycle of “without rehabilitation there’s no tourism and without tourism is isn’t easy to sustain a structural process of rehabilitation” has now been overcome.

Investments and initiatives in Chiado, Terreiro do Paco or Martim Moniz are just some of the examples that show this. In these areas, a walk that took a a tourist 2/3 hours to complete in 2000, today requires and deserves a much longer visit; which means a much longer stay in the city as well as a more significant average spend per tourist.

At this level, the city’s main challenges, in order that the “dangerous” success that’s in fashion doesn’t become taken for granted in the future are: • An integration between residents and tourists, not for the first to feel “invaded” and for the second to enjoy genuine experiences; • An investment, public or private, in support infrastructure, entertainment and leisure - the latter two being renewed on an annual basis - maintaining the attractiveness of historic areas; as well as focusing on the progressive extension of the opening hours when these spaces can be enjoyed.

• The real estate integration of tourist use, with retail, offices and residences; • The investment in a ‘must see attraction’ of world visibility, which a very good example could be an important Museum of the Discoveries and Oceans; • Making the most of the existing potential in the city’s ethnic make-up, integrating in the tourist experience the various nationalities, who for reasons of work or study, live in Lisbon today; In a period where the necessity to rehabilitate is a clear one and not to increase the range of offer based on building from scratch, the movers and shakers in both sectors have an obligation to reflect together about the city’s development.

As recentes evoluções e intenções que se fazem sentir ao nível da Reabilitação Urbana (RU), no que concerne às estratégias de planeamento, à simplificação dos procedimentos e à legislação que lhe é afecta, promovem uma reflexão sobre qual o melhor posicionamento do arquitecto nos tempos que se aproximam.

Nos dias de hoje procuram-se cidades, edifícios e modos de habitar mais preserváveis e de manutenção mais económica. Ao longo dos anos as cidades foram estendendo os seus limites descuidando o seu núcleo original, o que conduziu a uma expansão urbana pouco sustentável. Este facto teve como consequência a desertificação dos centros históricos, repletos de edifícios devolutos e com muitos outros a precisar de manutenção. Neste sentido a RU surge como roda motriz do ajustamento da organização da cidade e dos programas urbanos em funcionamento, sendo uma ferramenta essencial no desenvolvimento de estratégias de revitalização dos núcleos urbanos em degradação.

menor consumo. É importante que os imóveis reabilitados respondam às exigências legais mas sobretudo que se tornem competitivos face à construção nova e vão ao encontro dos requisitos da procura e ao retorno aos centros das cidades, que se tem vindo a demonstrar ao longo dos últimos anos. Só assim será possível que os centros das cidades voltem a ter uma vivência urbana qualificada.

Nos últimos anos tem-se vindo a sentir uma maior apetência para a reabilitação e existem bons exemplos de edifícios que foram reabilitados, adaptados e reconvertidos em novas unidades hoteleiras, novos edifícios de habitação e de escritórios.

O papel da Arquitectura hoje caracteriza-se pelo desafio de se poder fazer um trabalho profundo e abrangente, da escala urbana até ao edifício ou à fracção e na capacidade de “agarrar” estruturas consolidadas e com rotinas próprias estabilizadas, transformando-as e adaptando-as, tornando-as mais modernas, eficazes, económicas e sustentáveis.

The recent developments and intentions that are being felt at the Urban Rehabilitation level (UR) regarding planning strategies, the simplification of procedures and the legislation affecting them, has been encouraging reflection on what is the best position for an architect to take for the near future.

These days cities, buildings and ways of living that are more economical and require less maintenance are what people are after. Over the years cities were extended out to their outskirts while the original centre was left run down, which led to urban expansion that was not very

sustainable. This fact led to the abandonment of historic centres; full of boarded up buildings and many others badly in need to maintenance.

In this sense UR has appeared as a motor for changing the way cities and urban programmes are organised and work, acting as an essential tool in the development of strategies for revitalising urban centres that have fallen into degradation.

If we turn to the scale of the building, UR promotes the modernisation and maintenance of our architectural heritage, enabling less economic and more polluting materials and equipment to be replaced by others that are more ecological and use less consumption. It is important that rehabilitated properties meet legal requirements but most of all, that they are competitive compared with new construction and meet the requirements of demand and the return of residents to city centres which has been seen in recent years. Only then will it be possible for city centres to once again have a genuinely vibrant life of their own.

In recent years a greater appetite for rehabilitation has been felt and there are good examples of buildings that were renovated, adapted and reconverted into new hotels, new housing and offices.

The role of architecture today is characterised by the challenge of being able to do an all embracing and thorough job on an urban, building or even fractional scale in the sense of “getting ones teeth” into consolidated structures with their own stable routines and transforming and adapting them, making them more modern, effective, economic and sustainable.

Worx has the capacity to come up with integrated proposals in the UR field which range from evaluating the economic potential for the development of an architectural project, its management and accompanying the works being carried out.

O MIPIM fez 25 anos. Diríamos que nada mudou, tudo melhorou. Sobreviveu a todas as crises mas continua com um alto nível de organização e dinamismo.

MIPIM’s 25th Anniversary. We would say that nothing’s changed, everything’s improved. It has survived all crises but continues to have a high level of organisation and dynamism.

Esta Primavera quase que nos sentimos envergonhados. Os super iates que estavam ancorados na marina ao lado do Palácio dos Festivais, em Cannes, e que são alugados pelas multinacionais para as reuniões mais confidenciais, tinham bandeira portuguesa (às dezenas) na popa. Com matrícula da Madeira. Ou seja, estamos iguais a uma qualquer “república das bananas” que dá isenções fiscais aos milionários.

Stands nacionais no interior do certame: Um, de nove metros quadrados.

Num local onde estão 21 mil profissionais de 93 países, com milhares de investidores, nós estamos ausentes. A única figura pública nacional que encontrámos, foi Manuel Salgado, anónimo, entre tanta gente importante.

A reportagem fotográfica que publicamos dá uma pequena imagem da grandeza do evento e do interesse que ele continua a despertar junto dos profissionais do imobiliário. Cannes voltou a revelar todo o seu charme e foi pequena para

acolher tanta gente. Geraram-se contactos, decorreram conferências e eventos sociais, foi um frenesim durante três dias.

Os países de “honra” deste ano - Brasil, Turquia e Rússia - estiveram à altura dessa designação e mostraram todas as suas potencialidades. É verdade que são estados com alguns problemas próprios, mas nem por isso deixaram de merecer a atenção dos investidores. Destaque, aqui, para uma referência especial à antiga Pátria dos Czares cuja marca foi indisfarçável. A pujança desta geração de russos é impressionante.

O leitor mais atento saberá que a organização deste encontro também organiza, há muitos anos, o MIPIM Ásia, em Hong Kong. Daí que a presença dos asiáticos não fosse tão forte.

Na próxima edição do Magazine Imobiliário, vamos dedicar um espaço especial aos MIPIM Awards que continuam muito interessantes.

De volta ao quotidiano, uma nota de tristeza.

This spring we almost felt ashamed. The super yachts that were anchored in the marina next to the Palais des Festivals, in Cannes, and which are rented by multinationals for more confidential meetings, had the Portuguese flags (by the dozen) on their sterns. With a Madeira registration number, we are, in other words, the same as any other “banana republic” which gives tax exemptions to millionaires.

And how many national stands did we have inside the exhibition area: One - nine metres square!

In a place where 21,000 professionals pass through the turn-styles, with thousands of investors, we’re nowhere to be seen. The only national public figure that we ran into was Manuel Salgado, who paled into insignificance amongst so many important people.

The photo report that we’ve published gives a small snapshot of the grandeur of the event, and the interest that it continues to attract from real estate professionals. Cannes once again showed its charm and seemed small to host

so many people. They were networking, there were conferences and social events - it was a three-day property professional frenzy fest.

The countries of “honour” this year - Brazil, Turkey and Russia - rose to the occasion and showed all their potential. And the truth of the matter is that all these states have their own problems, but that didn’t mean they merited any less attention from investors. I highlight here, a special reference to the former Country of Czares whose brand couldn’t been disguised. The force of this generation of Russians is impressive.

The more attentive reader will know that the organisation of this event also has been organising MIPIM Asia, in Hong Kong for some years.

The presence of the Asians wasn’t so strong here though.

In the next issue of Magazine Imobilário we’ll dedicate a special space to the MIPIM Awards which continue to be interesting.

Returning to the day-to-day, a note of sadness.

A Consultan percebeu que a Rússia tinha grandes potencialidades para as empresas portuguesas mas precisava de ser “trabalhado”. Para tal liderou um evento que poderá marcar o ponto de viragem de Portugal no mercado russo: o “Portugal Invest’2014”.

Consultan has realised that Russia has a lot of potential for Portuguese companies but that potential needs to be “worked”. To this end it organised an event that could mark a turning point for Portugal in the Russian market: ‘Portugal Invest 2014’.

Há três anos a Consultan iniciou um primeiro contacto com o mercado russo. Nessa viagem foi acompanhada pelo Grupo André Jordan com o objectivo de realizar uma feira de imobiliário específica para as áreas do imobiliário turístico e golfe. Segundo o partner da Consultan, Guilherme Grossman, “foi uma experiência que foi além das nossas expectativas, já que fizemos contactos e sentimos que havia um potencial de mercado muito grande”. Depois disso, já fizeram mais três feiras imobiliárias, uma das quais na principal feira de imobiliário da Rússia, a Domexpo. Mas a realidade é que, nessa altura, “Portugal ainda não estava na rota de investimentos”, explica.

Para se ter uma noção do mercado da Rússia, Guilherme Grossman refere que neste país existem dois tipos de mercado: “quem tem muito dinheiro compra casas em Nova Iorque, Londres, Paris, de seis a 30 milhões de euros; e depois existe uma classe média que compra casas no Chipre, Grécia, Turquia, países bálticos ou Espanha a partir de 30 mil euros”. Para Portugal “é difícil competir com estes mercados, daí também não ser visto como um destino de negócios a sério”, além de que os russos também “não conhecem onde fica, como é e o que tem para oferecer o nosso País”.

Apesar deste cenário, a Consultan sentiu que existia um mercado com grandes potencialidades mas que tinha de ser “trabalhado”. O problema é que apesar de existirem algumas associações do sector, estas não operam em conjunto nem têm uma concertação de actividades, pelo que a Consultan chamou a si essas funções em torno de um mesmo objectivo: divulgar os serviços e produtos portugueses no mercado russo. Apesar do negócio da Consultan ser “fazer vendas e prestar serviços”, como diz Guilherme Grossman, “a maioria dos investidores nacionais estão descapitalizados e não têm capacidade de investir neste tipo de eventos”, por isso “nós decidimos investir num evento que tivesse massa crítica e que chamasse a atenção”.

Daqui resultou o evento “Portugal Invest’2014”, que decorreu entre o dia 1 e 3 de Abril de 2014, no Centro de Exposições “Expocenter”, de Moscovo. Esta iniciativa foi organizada pela empresa de mediação imobiliária Consultan em parceria com a consultora portuguesa Grolik, com a empresa russa Expocentre e o jornal russo Kommersant, contando ainda com o apoio da AICEP. Presentes estiveram 45 empresas de diversas áreas de actividade como: turismo; advocacia; produção de azeite, vinho, presunto, café e outros produtos alimentares; design; tecnologia; software; calçado; textéis; pedras naturais; metalomecânica; mobiliário; investimentos em projectos e empresas; e uma vasta oferta imobiliária. A Herdade do Esporão, Nobre, Baía do Tejo, Câmara

Municipal de Lisboa através da Invest Lisboa, Câmara Municipal de Sintra que leva 15 empresas, o Millenium BCP e o Banif, são algumas dessas empresas de prestígio nacionais.

Ao nível da montra de projectos imobiliários, este certame permitiu apresentar uma vasta oferta de imóveis de vários tipos em todas as regiões de Portugal e dar informações sobre o programa dos Visa Gold, nomeadamente sobre a nova legislação associada à compra de imóveis em Portugal e que permite a obtenção de um visto de residência para Portugal com acesso a toda zona do espaço “Schengen”.

No dia 31 de Março, antes do “Portugal Invest”, a Consultan organizou um seminário imobiliário, em conjunto com a Cushman & Wakefield de Moscovo (C&W), “não para os Visa Gold mas para projectos maiores virados para investidores prime de Moscovo”. Cerca de 30 a 50 empresários russos top foram convidados para um pequeno-almoço no Hotel Intercontinental no qual a Consultan, o Millenium, o Banif e a C&W de Moscovo mostraram “onde fica Portugal, que é um País bonito, que tem um povo simpático e que gosta de receber, que tem uma boa gastronomia…”, mas mostraram sobretudo “os projectos portugueses e a realidade de que Portugal está a começar a dar sinais positivos de retoma”.

Da Rússia para Israel As datas de realização do “Portugal Invest” - de 1 a 3 de Abril de 2014 - foram escolhidas para coincidir com a realização da 20ª edição da Feira Internacional de Construção “Mosbuild”. Refira-se que este evento foi considerado o maior da especialidade na Europa de Leste e um dos cinco mais importantes do mundo, sendo de assinalar que a edição de 2013 da “Mosbuild” registou 174.249 visitantes oriundos de 68 países. Por isso, foi escolhido o mesmo parque de exposições de forma a aproveitar a enorme afluência de visitantes que se deslocaram ao “Expocenter” por essa altura.

Em relação ao “Portugal Invest-2014”, Guilherme Grossman afirma que “as expectativas são de médio e longo prazo”, já que não espera “ter uma resposta rápida porque o mercado ainda não está maduro”. O mercado russo “não é como o mercado chinês que aderiu muito rapidamente ao Visto Gold”, acrescenta. Ainda assim, “temos as melhores expectativas para as empresas portuguesas neste evento”.

Na nossa conversa, adiantou ainda que a Consultan já está a programar um evento nos mesmos moldes dos da Rússia mas para Israel, já que este é um mercado onde já têm muitos contactos e parceiros, tanto a nível privado como do Governo, que vão apoiar esta iniciativa. “Israel, apesar de ser um país pequeno tem muita riqueza e a ne-

On March 31st, before “Portugal Invest”, Consultan organised a real estate seminar with Cushman & Wakefield Moscow (C&W), not for Golden Visas, but for projects more aimed at prime Moscow investors”. Around 30 to 50 Russian business leaders were invited to a breakfast at the Hotel Intercontinental in Moscow at which Consultan, Millennium, Banif and C&W Moscow showed “where Portugal is on the map, how lovely it is as a country, what a friendly people it has, its hospitality and excellent cuisine...” but most of all the seminar showcased “Portuguese projects and the reality that Portugal is starting to show positive signs of recovery”.

Three years ago Consultan made its first contact with the Russian market. On this trip it was joined by the André Jordan Group with the aim of organising a real estate fair aimed at the specific areas of tourism and golf real estate. According to Consultan partner, Guilherme Grossman, “it was an experience that went far beyond our expectations; we made contacts and feel that there is a huge potential in the market. After this they attended another three real estate fairs, one of which was the most important Russian real estate fair, Domexpo. But the reality is that at that particular time, “Portugal was not on the investments route of Russians,” he explains.

To have a notion about the Russian market, Guilherme Grossman states that in this country there are two types of market: “Those Russians with lots of money who buy houses in New York, London and Paris, from six to 30 million euros; then there is the middle class that buys homes in Cyprus, Turkey, the Baltic countries and Spain from €30,000”. For Portugal “it’s difficult to compete in these markets, and Portugal is not seen as a serious business investment destination”, plus the fact that “they don’t know where the country is and what it has to offer”.

Despite this scenario, Consultan feels that there does exist a market with huge potential but that

it needs to be “worked”. The problem is that despite there being some sector associations, they don’t work together and don’t coordinate their activities, so that Consultan has taken these functions on itself with a single objective: showcasing Portuguese products and services in the Russian market. Despite Consultan’s business area being “sales and service supply”, as Guilherme Grossman says, “the majority of national investors are de-capitalised and don’t have the means to invest in this type of event”, which is why we decided to invest in an event that enjoyed critical mass and attracted attention”.

From this “Portugal Invest 2014” came about, which ran between April 1st and 3rd in Moscow’s Exhibition Centre “Expocenter”. This initiative was organised by the real estate agency Consultan in partnership with the Portuguese consultant Grolik, the Russian company Expocenter and the Russian newspaper Kommersant, counting too with the support of Portugal’s export bureau AICEP. There were 45 companies present from sector areas as diverse as: tourism, olive oil production, wine, cured ham, coffee and other food products; design, technology, software, footwear, textiles, natural stone; metal-mechanics, furniture, project and company investments; and a wide range of real estate. Herdade do Esporão, Nobre, Baía do Tejo, Lisbon City Council via Invest Lisboa, Sintra Municipal Council which brought 15 companies, Millennium BCP and Banif, were some of the prestigious national companies at the fair.

In relation to “Portugal Invest 2014”, Guilherme Grossman states that “the expectations are in the medium to long-term, since one can not expect to have “a rapid reaction since the market isn’t mature yet.” The Russian market “isn’t like the Chinese market which rapidly signed up to the Golden Visa Programme”, he adds. Even so, “we had high hopes for Portuguese companies at this event and it looks promising for the future”.

In our interview he added that Consultan is already preparing an event of the same kind as the one in Russia, but this time in Israel, since this is a market where there are lots of contacts and partners, both at a private and Government level, which are going to support the initiative.

“Israel, despite being a small country, is a very rich one and needs to have capital invested outside the country, which is why from a ‘Business to Business’ point of view it could be interesting”. He also says that in the real estate area there are already Israelis investing in Portugal, just as there are also Israeli real estate developers that are interested in diversifying their portfolios in various areas”, he concludes.

Como já vos tenho dito, trabalho na gestão de projectos de construção, em grande medida ligada à promoção imobiliária, quer pública quer privada, e tenho tido por isso uma relação permanente com empresas que fornecem serviços de Arquitectura e Engenharia em Angola, normalmente empresas estrangeiras, maioritariamente portuguesas mas não só. Na maior parte dos casos falamos de empresas que exportam serviços a partir dos seus países de origem, tendo em Angola, na maior parte dos casos, unicamente um escritório de apoio.

Vou falar-vos de um assunto com que tenho lidado nos últimos cinco a seis anos de trabalho continuado em Angola, assunto este que me tem preocupado e a maior parte das vezes entristecido.

Sei que me vão bater, mas vou falar-vos do modo muitas vezes pouco profissional como algumas

empresas abordam este mercado.

O que é normal para as empresas estrangeiras, quer de Arquitectura quer de Engenharia, é ter a maior parte dos seus colaboradores fora de Angola. Isto compreende-se perfeitamente por razões não só da falta de recursos humanos de qualidade, como também pelo seu custo. É compreensível que, com a quantidade enorme de trabalho que há para fazer em Angola, seja completamente impossível preparar quadros de qualidade à medida das necessidades do mercado, o que faz com que os bons técnicos angolanos, que os há não tenhamos dúvidas, sejam logo absorvidos pelas maiores e melhores empresas, com salários que não se comparam com os que existem na Europa, muito menos com os que se praticam em Portugal.

A utilização em Angola de expatriados também é uma solução cara pois aos salários, que já por si são mais elevados que no país de origem, há que somar os custos de expatriamento como a habitação, o transporte, as viagens, os custos de saúde e outros.

Este facto, que é por todos conhecido, faz com que seja muitíssimo mais económico e fácil fazer projectos de Arquitectura e Engenharia fora do país, nomeadamente em Portugal, do que fazê-los em Angola.

Esta situação faz com que, para muitas empresas, o mercado angolano seja um mercado importantíssimo, muitas vezes o seu principal mercado.

E agora vem a parte que me entristece e espanta.

Sendo o mercado angolano tão importante para as empresas projectistas, especialmente as portuguesas, é difícil entender e aceitar algum desleixo e falta de profissionalismo com que muitas vezes vejo serem tratados os clientes angolanos.

Há situações pontuais mais caricatas, como a de um colega que, ao receber um projecto de Arqui-

tectura de um condomínio de moradias que tinha sido apresentado com lareiras nas salas, coisa essencial em Luanda como devem calcular, ligou para o arquitecto a dizer do seu espanto pois em Angola sempre tinha visto colocar a churrasqueira no quintal, como aqui se diz. Não é disto que falo obviamente.

Já passei pela experiência de apoiar clientes que receberam projectos sem a qualidade que seria de esperar tendo em conta as empresas contratadas, coisa que não consigo entender nem explicar.

Vi projectos feitos por empresas a quem reconheço qualidade e capacidade, que seria impensável serem tratados da mesma maneira na Europa, nos Estado Unidos, no Brasil ou na África do Sul (para falar dos locais de onde é mais corrente virem os projectos que aqui chegam). E estou a falar quer de falta de qualidade técnica quer de falta de adequabilidade ao mercado, por incompetência ou desconhecimento que, na maior parte das vezes não seria expectável, quanto mais aceitável.

Quando falo de falta de qualidade não estou a dizer que os projectos sejam um risco para o utilizador, não. O que quero dizer é que são um enorme risco para o Dono de Obra pois implicam sobrecustos perfeitamente desnecessários e muitas vezes bastante significativos, além de, muitas vezes, não servirem os propósitos de quem os encomendou.

Mais do que a falta de qualidade de alguns projectos, espanta-me a falta de apoio que estas empresas depois dão aos seus clientes.

Quem quer exportar tem de se preparar para isso, especialmente quando está a lidar com um mercado tão importante como o angolano.

As empresas não podem estar à espera de trabalhar em Angola sem que a sua gente tenha de se levantar da cadeira nas suas sedes. O mercado é demasiado importante para ser tratado com distância e sobranceria. A continuar assim estas empresas vão ser corridas.

Como atrás referi não estou só a falar das empresas portuguesas. O mal não é só nosso, mas com o mal dos outros podemos nós bem. Empresas que vêm de mercados muito maiores não estão dependentes do mercado angolano como estão as empresas portuguesas e, por isso, estas devem ter um cuidado acrescido.

O mais preocupante não é que o mercado corra com as empresas que não sabem corresponder.

O pior é que, por causa destas, outras empresas com a mesma origem, que se encontram no mercado há mais ou menos tempo, que o conhecem e tratam com o devido respeito, sejam conotadas com práticas que não são as suas e que por isso venham a sofrer.

O mercado angolano está a crescer, a organizar-se e a profissionalizar-se a uma velocidade que todos

os dias me espanta e as empresas portuguesas que queiram ser competitivas têm de pensar não só nas relações comerciais e no preço mas, cada vez mais, na qualidade do serviço que prestam.

Os promotores e os Donos de Obra começam a recorrer a especialistas para gerir os seus projectos e a exigência relativamente aos projectistas contratados mudou rapidamente, sendo cada vez maior, muitas vezes até pela dimensão dos projectos em causa.

Quem quiser trabalhar em Angola não pode pensar que o vai continuar a fazer, quase exclusivamente, a partir das suas sedes no estrangeiro, terá de se instalar no país. E com instalar não quero dizer ter um representante comercial, não, quer dizer ter técnicos competentes que possam compreender as particularidades deste mercado de modo a poderem apresentar projectos perfeitamente adaptados e, acima de tudo, poderem dar resposta rápida e profissional aos clientes.

Algum sobrecusto que possa vir a existir será bem entendido pelos clientes pois será também mais que compensado pelo reflexo que o aumento da qualidade, dos projectos e dos serviços, terá na redução do valor final das obras.

A meu ver, as empresas que assim não fizerem serão, com certeza, corridas.

As I’ve already told you, I’ve been working in construction project management, to a large extent linked to real estate development, both public and private, and with a permanent relationship with the companies that provide architectural and engineering services in Angola, normally foreign companies, mainly Portuguese ones, but not exclusively. Generally speaking we’re referring to companies that export services from their countries of origin, having in Angola in the vast majority of cases just a support office.

I’m going to tell you about a matter that I’ve had to deal with over the past five to six years in which I’ve been continuously working in Angola, something that has worried me and very often saddened me too. I know that I’m going to get heaps of criticism, but I’m going to tell you about the rather unprofessional way in which some companies approach this market.

The normal thing for foreign companies, whether architectural or engineering, is to have most of their staff outside Angola. This is perfectly understandable for reasons which have to do not only with a lack of quality human resources but also cost.

It is understandable that with the huge amount of work that there is to be done in Angola, it is utterly impossible to prepare teams of quality staff to meet market needs, which means that good Angolan staff, of which we have no doubt there

are, are immediately hired by the largest and best companies with salaries that cannot be compared to those that exist in Europe, let alone those practised in Portugal.

The use of expats in Angola too is an expensive solution, since these salaries are already much higher than in the country of origin and that you have to add relocation package costs such as housing, transport, plane tickets and health insurance, etc.

This fact, which is know by all, means that it is a lot more cost effective and easier to undertake architecture and engineering projects outside the country, namely in Portugal, than to do them in Angola.

This situation means that for lots of companies the Angolan market is an extremely important market, very often its main market.

And now comes the part of the story that amazes me and makes me sad.

Since the Angolan market is so important for project-based companies, especially Portuguese ones, it’s hard to fathom and accept the sometimes indifferent and cavalier lack of professionalism that I sometimes see in the treatment of Angolan clients.

There are more specific and mind-boggling situations, such as a colleague who on receiving an architectural project for a condominium of houses that has been presented with fireplaces in the lounges, an essential thing in Luanda as you might imagine, phoned the architect to express his surprise since he’d always seen the “barbecue in Angola put in the backyard!” I’m not talking about this obviously.

I’ve already gone through the experience of helping clients who received projects that weren’t of the quality they had been expecting, taking into account the companies contracted, something that I can’t understand or explain.

I’ve seen projects done by companies in which I recognise quality and capacity, where the manner of their dealings would have been unthinkable in Europe, the United States, Brazil or South Africa (to speak of the places from where it is most common to see projects here). I’m referring to the lack of technical quality and suitability for the market, incompetence and indifference, which in the vast majority of cases wouldn’t be expected, let alone acceptable.

When I say lack of quality, I’m not saying that the projects represent a risk to the user or not. What I mean is that they are a huge risk for the Owner of the Work since they imply perfectly unnecessary and quite significant surcharges, not to mention the fact that they are very often not fit for the purpose of the person ordering them.

More than the lack of quality of some projects,

what amazes me is the lack of support that these companies provide for their clients afterwards.

Those that want to export must be prepared for this, especially when dealing with such an important market as the Angolan one.

Companies can expect to work in Angola if their people are prepared to get up out of their office chairs in their headquarters. The market is too important to be dealt with at arm’s length and in a condescending manner. And if they continue to behave like this they will be sent packing.

As I mentioned earlier I’m not just referring to Portuguese companies. The fault doesn’t lie with us alone, but our reputations can be harmed by the bad examples set by others. Companies that come from much larger markets are not as dependant on the Angolan market as the Portuguese ones are, which is why they should take extra care.

The most worrying thing of all isn’t that the market will react badly to companies that don’t step up to the mark. The worst thing of all is that other companies from the same origin which have been in the market for more of less the same time, who know it ad treat it with due respect, could be tainted with the same bad brush over practices which aren’t theirs and will suffer as a consequence.

The Angolan market is growing, and is organising and professionalising at a speed which surprises me every time, and Portuguese companies that want to be competitive have to think not just about commercial relationships and price, but increasingly about the quality of the service they provide too.

Developers and Owners of Works have begun to seek the services of specialists to manage their projects and the demands required from contracted companies have changed rapidly, and the demands are greater, often in proportion to the size of the projects in question.

Anyone who wants to work in Angola cannot think that they can continue to work exclusively from their offices abroad; they will have to set up in the country. And when I mean setting up, I don’t mean having a delegation office; no, I mean having the technical staff who are competent enough to understand the particularities of this market so that they are able to present projects that are perfectly adapted and, above all, can quickly and professionally meet client demands.

Some surcharges that could crop up may be understood by clients, indeed they will be more than compensated for as a reflection of increased quality and services and the impact this will have on the final cost of the works.

As far as I can see, companies that don’t bother to do this will, without a doubt, be shown the door.

Hoje a realeza e a fina flor não deixa de passear nestas paragens mas parece que a mesma foi suplantada por uma nova vaga de designers, cantores pop e actores de Hollywood.

These days royalty and the crème-de-la-crème no longer stop off at the stations of these resorts; instead they’ve been replaced by a new wave of designers, pop singers and Hollywood actors.

Quando questionado para onde foi o “glamour de Cascais”, o vice-presidente da Câmara Municipal de Cascais e detentor do pelouro do Turismo, Miguel Martinez de Castro Pinto Luz, fica perplexo pois no seu conceito considera que “Cascais nunca teve tanto glamour como hoje, já que nunca teve tanta oferta de hotéis de cinco estrelas como agora”. É que o conceito de glamour anda de mãos dadas com o luxo e, nessa perspectiva, nos últimos anos foram inaugurados vários hotéis de cinco estrelas, nomeadamente o Grande Real Villa Itália Hotel & Spa, Onyria Marinha Edition Hotel & Thalasso – Luxury Boutique Hotel, Hotel Quinta da Marinha Resort, Hotel – The Oitavos e o Pousada de Cascais – Cidadela Historic Hotel.

Além disso, para breve haverá mais unidades hoteleiras onde o luxo vai imperar já que o novo Atlântico Estoril Residence encontra-se em fase de conclusão e o Sana Estoril Style Concept Hotel está a fazer um upgrade da sua unidade para cinco estrelas. “Também os hotéis de quatro estrelas estão a fazer upgrades, como é o caso do Hotel Quinta da Marinha propriedade de José Carlos Pinto Coelho que era de quatro estrelas e que foi transformado numa unidade de cinco estrelas apenas com investimento próprio”, avança.

O vice-presidente destaca ainda que “esta região possui dos poucos “Leading Hotels of the World’ que existem em Portugal e que são: o Cascais”Cidadela Historic Hotel e o Grande Real Villa Itália Hotel & Spa”.

Zona privilegiada e valiosa Esta é também uma região que continua “avaliada em milhões” e deter uma propriedade ou um imóvel nesta zona é sempre algo valioso. Como Miguel Luz explica, “mesmo na crise do imobiliário, os valores de Cascais desceram menos do que o resto do País, e isso vê-se pelo IMT que a câmara foi absorvendo”. Por outras palavras “continuouse a vender empreendimentos de luxo em plena crise imobiliária”.

“Hoje estamos a vender casas em Cascais como nunca antes vendemos, sendo que esta região possui o metro quadrado mais caro do País”.

Acrescentando que “cada vez mais pessoas compram vivendas em Cascais e toda a zona da Quinta da Marinha, do centro de Cascais, na zona costeira e até mesmo no interior, como na Penha Longa, temos das casas mais caras do País. O ‘real estate’ está, de facto, muito inflaccionado”.

Cascais subiu não só ao nível da hotelaria de luxo, como também no imobiliário de luxo. Aliás, “os hotéis não constroem unidades de cinco estrelas desalinhados com a tendência do imobiliário e, de facto, este mercado aumentou muito o seu valor”.

Basta referir o empreendimento que se encontra a

paredes meias com o Palácio Estoril Hotel que foi todo vendido em plena crise e o mesmo se passou com o Estoril Sol Residence também no mesmo período e agora com o Atlântico Estoril Residence que tem 25 apartamentos de topo nos últimos andares e que, segundo o autarca, estão já todos vendidos.

Elevada taxa de repetição A Câmara Municipal de Cascais implementou uma estratégia que pretende fazer de Cascais o melhor sítio para viver seja por um dia, enquanto turista sazonal, seja por uma vida inteira, enquanto comprador ou arrendatário de uma casa onde pode ficar a viver confortavelmente até ao resto dos seus dias.

Esta campanha tem vindo a surtir efeito já que para se concretizar teve de se “renovar as escolas locais, apostar nas escolas internacionais, reabilitar centros de saúde e o hospital, cuidar do parque natural e das praias…” Este é, pois, um plano comum que tanto serve o turismo como o imobiliário.

Outra estratégia foi apostar no turismo de negócios e eventos que hoje representa cerca de 50% e 7/8% respectivamente do turismo local.

Apesar do Centro de Congressos ser limitado a 600 lugares, “pelo que não concorre com Lisboa”, a realidade é que se direcciona a um nicho específico que são “os congressos de excelência mas que estão disponíveis para pagar quartos de hotel mais caros”. O mesmo sucede nos eventos que são apenas premium, como seja o golfe, a vela e a equitação.

Este posicionamento no mercado turístico leva a que muitas dessas pessoas que se deslocam ao Centro de Congressos, aos eventos desportivos ou artísticos e outros, “gostem tanto da experiência que voltam para visitar este destino” esclarece o autarca. Cascais tem, pois, uma taxa de repetição considerável. Taxa esta que se reflecte também ao nível da aquisição e arrendamento de casa, numa fase posterior a esses eventos e congressos. Por isso mesmo, “a segunda habitação e o turismo de habitação são mercados nos quais estamos a apostar”.

Destino sustentável e glamoroso O grande problema com que esta região turística se debate actualmente prende-se com os mercados emissores internacionais. Espanha e Inglaterra continuam a dominar mas a realidade é que “não podemos funcionar só com a Europa até porque atravessou uma grave crise”. Ainda assim, o Norte da Europa é um dos alvos a atingir, a par de outros continentes onde “já nos encontramos a fazer prospecção de mercado”.

Feira de Turismo de Berlim, na Alemanha, o prémio “Destino Sustentável” a nível mundial, entre mais de mil destinos. “Um prémio que nos enche de orgulho e que nos vai permitir publicidade em 450 mil agentes de turismo em todo o mundo”.

Refira-se que muitas das casas vendidas foram já adquiridas ao abrigo da difusão do programa dos Golden Visa, mas existem também os que apenas querem obter esse título e isso “é algo que temos de estudar pois interessa-nos mais que comprem casas e fiquem aqui a viver e a promover a economia local, do que quem compra e depois não se fixa nesta zona, apesar, é claro, de entrar sempre IMT na autarquia mas é algo efémero e pouco sustentável”.

O turismo em Cascais tem vindo a crescer, a oferta de camas tem vindo a aumentar e vai continuar a ser ampliada, por isso tudo indica que, nos próximos anos, as estatísticas deste destino serão as melhores. Até porque como o vice-presidente da câmara avançou, “existem novos hotéis na calha”, como é o caso do Hotel na Costa da Guia com projecto aprovado e cuja obra vai começar dentro em breve e outros dos quais não posso ainda falar porque depende dos promotores privados”.

O luxo continua e vai continuar em Cascais. Mas a ‘red carpet’ é agora estendida a outras figuras públicas. Há quem diga que Bruce Springsteen adquiriu um imóvel nesta zona e há quem diga também que o actor Johnny Depp vive nos confins desta região. Verdade ou não, é bom saber que o “Mónaco de Cascais” ou a “Côte d’Azur” de Portugal, como Cascais já foi apelidada, não perdeu o seu glamour

When asked where the “glamour de Cascais” vanished to, the vice-president of Cascais Municipal Council, who also is head of Tourism here, Miguel Martinez de Castro Pinto Luz, looks perplexed since as far as he is concerned “Cascais has never been so glamorous as it is today, since it’s never had so many five-star hotels as it does now”.

Today the concept of glamour goes hand-in-hand with luxury and, from this perspective, various five-star hotels were opened, namely the Grand Real Villa Itália Hotel & Spa, Onyria Marinha Edition Hotel & Thalasso - Luxury Boutique Hotel, Hotel Quinta da Marinha Resort, Hotel - The Oitavos and the Pousada de Cascais - Cidadela Historic Hotel.

In addition to these, there will shortly open more hotels where luxury will reigns with the new Atlantic Estoril Residence almost complete and the Sana Estoril Style Concept Hotel being given an upgrade to a five-star hotel. “The four-star hotels too are being upgraded, as is the case with the Hotel Quinta da Marinha, owned by José Carlos Pinto Coelho which had been a four-star hotel and has been transformed into a five-star through his own investment,” he says.

The vice-president also highlights that “this region has some of the few ‘Leading Hotels of the World’ that exist in Portugal and which are: Cascais Cidadela Historic Hotel and the Grande Real Villa Itália Hotel & Spa”.

A privileged upmarket area The Estoril/Cascais Riviera is a region that continues to be “worth millions” and owning a

property in this area is always a good investment.

As Miguel Luz explains, “even in the real estate crisis, Cascais property prices fell less than the rest of the country and this can be seen in the property transfer tax IMT that the Council has netted.” In other words “luxury developments are continuing to sell well even in the grip of the real estate crisis”.

“Today we’re selling houses in Cascais like there’s no tomorrow and this region is the most expensive area in the country in terms of square metres,” he adds. “There are more and more people buying villas in Cascais and all over the Quinta da Marinha area, in the centre of Cascais, along the coast and even further inland with properties at Penha Longa the most expensive in the country. Real estate is, in fact, rather over inflated,” he observes.

Cascais has sky-rocketed not only in terms of luxury hotels and but also in terms of luxury real estate. Moreover, “the five-star hotels that have been built are in line with the real estate trend and, actually, this market has upped its value considerably.

One only has to mention the development right by the Palácio Estoril Hotel which was snapped up right in the middle of the crisis and the same thing happened with the Estoril Sol Residence at the same time and is now also happening with the Atlântico Estoril Residence which has 25 penthouse apartments on the top floors which, according to the Council officer, have all been sold.

High return rate Cascais Council has implemented a strategy that intends to make Cascais a better place to live, even if that’s for one day, during the seasonal period or for an entire life, where a buyer or leaser of a house can live in comfort for the rest of their days.

This campaign has already begun to be felt in that in order to make this a reality the “local schools had to be upgraded, investing in international schools, modernising health centres and hospitals, tidying up the Cascais Natural Park and the beaches... ”Indeed this is an overall plan which benefits tourism as much as it benefits real estate.

Another strategy has been to concentrate on business and events tourism which these days represents around 50% and 7/8% respectively for local tourism. Despite the Estoril Congress Centre only having a capacity for 600, “so that it doesn’t compete with Lisbon”, the reality is that it is directed at a specific niche which are the “top congresses where delegates are prepared to pay for five-star hotel rooms”.

The same goes for events which are top-class or premium ones, as is the case with golf, sailing and riding.

This tourism market positioning means that many of these people attending events at the Congress

Centre, sports and arts events, among others, “love the experience so much that they come back to visit the destination” explains the vice-president.

Indeed, Cascais has a considerable return rate.

This rate is also reflected in the acquisition and rental rate of properties which goes up in the wake of these events and congresses.

Which is why, “the second home and tourism housing market are the ones in which we’re investing”.

A sustainable and glamorous destination The big issue that this region is tackling and debating at the moment has to do with the international markets where tourists come from.

Spain and Great Britain continue to dominate but the reality is that “we can’t just count on Europe for our stock of tourists because of the crisis”. Even so, Northern Europe is one of the target markets, along with other continents where “we’re already carrying out marketing campaigns”.

Recently Cascais received the “Sustainable Destination Award” at the Berlin Tourism Fair out of more than one thousand destinations. “An

award that made us feel very proud and which will give us publicity through 450,000 travel agencies all over the world.”

Many of the houses that were sold were bought on the back of the Golden Visa Programme, but there are also those who don’t only want this visa to go elsewhere and this is “something that we have to look at as it’s more in our interest that they buy a property here and opt to live in the area which will benefit the local economy, since although the property transfer tax obviously benefits the Council, it’s rather ephemeral and not sustainable in the long-term.

Tourism in Cascais has grown, the supply of beds has increased and will continue to be so, which is why that all the statistics seems to point to this being one of the best destinations in the coming years. Even more so when one considers, as pointed out by the Council vice-president that “there are new hotels in the pipeline”, a case in point being the Hotel na Costa da Guia which has received planning permission and on which work will begin shortly, and others which can’t be revealed yet because they depend on private

developers”. Luxury continues in Cascais and will continue to do so. But now the red carpet has been rolled out to include other public figures. It’s said on the grapevine that Bruce Springsteen and Johnny Depp have bought a properties in the area.

True or not, it’s good to know that the ‘Monaco of Cascais’ or Portugal’s ‘Côte d’Azur, as Cascais has been known, hasn’t lost its glamour...

Rita Antonieta Neves, of Unusual Travel Advisors, explains how it is possible to “design tailor-made travel experiences”.

O Travel Advisory é um serviço que parece estar a despontar em Portugal. Na sua opinião a que se deve esta tendência?

A proliferação das companhias aéreas aliada ao acesso massificado à internet e a toda a informação que esta acarreta, tem pautado a forma como as empresas do sector comunicam num mercado cada vez mais global e a forma como o turista ou viajante se inspira e se deixa inspirar na escolha dos destinos de férias.

Os conteúdos sobre as opções disponíveis à cerca destinos, alojamentos, experiências, etc., tomaram uma dimensão quase caótica, o que leva o turista/viajante, com menos tempo, pouca paciência e maior poder de compra, a procurar alguém disposto a ouvir as suas motivações específicas e a dedicar tempo e conhecimento à pesquisa e desenvolvimento de planos de viagem a medida.

Em que consiste efectivamente este serviço?

O serviço de planeamento de viagens à medida da Unusual Travel Advisors implica conversar muito com o cliente, delinear o seu perfil de viajante e o

perfil das pessoas que o acompanham, entender o que os motiva, desenhar e entregar um plano de viagem único com recomendações específicas sobre o que visitar, onde ficar, o que experimentar, o que comprar, etc.

Qual a diferença entre os Travel Advisors e os operadores turísticos/agências de viagens?

No caso da Unusual Travel Advisors, o cliente procura apenas um serviço de taillor made travel planning, onde é realizado todo o planeamento da experiência no destino sem compra efectiva dos diferentes serviços. Isto é, o serviço de travel advisory não inclui intermediação, logo nenhum dos custos referentes à logística da viagem que vão fazer e que terão de contratar directamente com os diferentes operadores. Trata-se de um serviço que é feito de uma forma muito pessoal e individualizada, conforme os inputs que o vai cliente fornecendo.

São experiências de viagem desenhadas à medida, isto é, pensadas nas motivações e necessidades individuais de cada viajante.

Travel Advisory is a service that seems to be beginning to take off in Portugal. In your opinion what is behind this trend?

The proliferation of airline companies together with mass access to internet and all the information that this has, has dictated the way in which companies in the sector communicate in an increasingly global market and the way in which a tourist or traveller inspires and is inspired in their choice of holiday destinations.

The information on the available options for destinations, places to stay, experiences, etc., has taken on an almost chaotic proportion, which has led the tourist/traveller with less time, little patience and greater purchasing power to seek out someone willing and able to listen to what specifically motivates them and dedicate time and knowledge in researching and developing tailor-made travel plans.

What does this service consist of?

Unusual Travel Advisors’ bespoke travel service implies talking a lot with the client, tracing out their profile as a traveller and the profile of the people accompanying them, understanding what drives them, designing and delivering a unique travel plan with specific recommendations on what to visit, where to stay, what to try and what to buy, etc.

If one of the reasons for holidays is a well-deserved rest, then for these travellers it makes sense to hand over all of the work in researching and selecting the details of the journey to people who know the destinations, be that directly or through personal contacts that one has on the ground there.

It is a service based on the human component of business guided by a process of relational communication. The people that seek our services want a customised service, one that is simplified and exclusive.

Using this type of service is rather like going to Saville Row to get a tailor-made suit or buying a custom-made piece of furniture.

What is the profile of clients and what motivates them in the main?

Second, they are clients that place a high premium on the time they have and want a personalised and flexible raft of services. Third, they are clients that place a high value on individuality.

What is the difference between Travel Advisors and tour operators/travel agents?

In the case of Unusual Travel Advisors, the client only looks for a tailor-made travel planning service, were the planning of the experience is carried out by the consultants without the effective costs of the trip and different services themselves. The travel advisory does not include the agency and travel fees, hotel costs, or the various activities and tours which have to be contracted separately from the different operators.

What is your “design tailor-made travel experiences about”?

These are tailor-made travel experiences and that means designed according to the individual motivations and needs of each traveller.

Que me perdoem os Pink Floyd, com quem cresci e ainda passo tempo a ouvir, mas “I wanna be another brick in the wall”.

Acontece que passamos muito do nosso tempo em casas. A nossa casa, a casa dos pais, a casa do pai, a casa da mãe, a casa dos avós, casa dos amigos. Casa da cidade… Casa de campo… Casa de praia…

Ao longo da vida vamos trocando de tectos e soalhos e o nosso sono continua entregue a paredes que nos vão sobreviver e continuar a proteger outros sonos, outras sestas, amores felizes e amores infelizes, vidas de pessoas que precisam de casas para fazerem nelas grande parte das suas vidas.

Dizem que as nossas casas reflectem a nossa personalidade. Dizem que as nossas casas são os nossos ninhos, a nossa muralha, mas também dizem que se abrirmos as portas das nossas casas estamos a abrir a porta do nosso coração a quem por elas entra.

Dizem que as casas têm uma determinada energia, pergunto: Quando lá chegamos e ficamos, será que foi por causa dessa energia?

Dizem tudo isto e dizem bem, mas às vezes esquecem-se também de dizer que não são precisas áreas muito grandes nem ginásios, piscinas, pátios ou jardins. Porque eu vivi numa casa

Grande de Família, onde a Família era muito maior do que a casa. E coubemos sempre todos e nunca sentimos frio nem muito calor e gerações assistiram a outras gerações lá morar, lá namorar, na casa. Os bebés tornaram-se crianças, as crianças cresceram. Esta casa que só tinha uma casa de banho nunca viu ninguém em aflição.

Era a nossa casa de férias. E a casa de fins-de-semana. De sempre e para sempre. Era a Ericeira toda nela. Hoje já não está na nossa família, mas está no nosso coração, na nossa pele, e nas outras casas onde tentamos todos reproduzir os capítulos simples e/ou intensos do sítio onde almoçavam quatro ou quarenta e nunca ninguém ficava zangado, pelo menos muito tempo.

Dizem até que a vida não é “um amor e uma cabana”. É, é! E cada casa é construída, pensada, virada a Norte ou a Sul, com vista de mar, céu ou terra, para ser vivida em amor. Com amor. Por amor.

Os imóveis são móveis que viajam connosco nas lembranças, nas saudades ou no bolso do casaco… numa poloroid.

I hope Pink Floyd will forgive me for the pun and I grew up with their music and still listen to them - but I actually “wanna be another brick in the wall!”

As it happens we spend a lot of time in homes; ours and other peoples. Our house, our parents’ house, our mother and father’s house, our grandparents’ place, our friends’ homes... House in the city...house in the country... beach house...

Throughout our lives we’re likely changed roofs and floors, moved house several times but our dreams are absorbed by the walls we’ve left behind and survive, continuing to protect other sleepers and their dreams; the happy in love and unhappy in love, the lives of people who need houses in which to lead a large part of their lives.

It is said that our houses reflect our personality. It is also said that our houses are our nests,

our castles, but it is equally true that when we open the doors to our homes, we’re also opening a window into our hearts for those who cross the threshold.

And they say that houses have a particular energy, but my question is: When we move in and set up home there, was our choice of house down to that energy?

That said, this is all well and good, but sometimes one forgets to mention that you don’t always needs very large rooms, or gyms, patios, swimming pools or gardens to feel at home. Because I lived in a house which housed a big family in which the family was so much more than the house itself. And there was room of everyone and we never felt cold, or too hot; a house where the older generations helped the younger and vice-versa, and where we lived and loved.

Babies grew into children and children grew up.

This house only had one bathroom, yet I never saw anyone desperate to use it.

It was our holiday home. And our weekend home. Ever since I can recall and always will be.

It seemed like the whole of Ericeira came to call on us. We no longer own it today, but it is still in our hearts, in our DNA, and in the other houses where we’ve tried to reproduce the simple and/ or intense chapters of our lives and the place where we fed four or forty and where no one fell out with anyone for a very long time.

It is even said that life isn’t “love in a shack”. IT IS, it really is! And each house is built, thought out, North or South facing, with seaward, skyward or landward views, built to live in and love in. With love. For love.

The properties in which we’ve lived and loved go with us when we move, in our fondest memories, longings, like souvenirs or a Polaroid snapshot in the pocket of an overcoat...

What’s important isn’t so much the bricks and the mortar of the house but the experiences and memories that we shared there... in a palaroid.
