BEIJING -- A speech by Chinese President Xi Jinping at the opening ceremony of the 11th National Congress of China Federation of Literary and Art Circles and the 10th National Congress of China Writers Association has been published.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, delivered the speech on Dec. 14.

The booklet was published by the People's Publishing House and is available at Xinhua Bookstore outlets across the country.

Noting that China is both the world's largest developing country and a growing market with huge potential, Premier Li said China has vigorously implemented the innovation-driven development strategy and continuously inspired ideas of innovation and unleashed innovation vitality.

China will continue to deliver institutional tax and fee cuts, including extra tax deduction on research and development expenses and refund of overpaid value-added tax, to increase the share of total research and development spending in GDP, said Premier Li, adding that China will support business innovation and technology upgrading with market-oriented incentives that are equitable and inclusive.

Through technology innovation and cooperation, China will step up the new energy development and clean use of coal, strive for a green and lowcarbon transition while ensuring energy and electricity supply, and better meet the climate challenge, he said.

Premier Li pointed out that reform and opening-up is a sure path for China to achieve modernization.

In the face of new downward pressure, China will place steady growth in a more prominent place and pursue steady growth, structural adjustment and reform in a coordinated way, to keep major economic indicators within the proper range and maintain sound economic fundamentals in the long term, Premier Li said.

Noting that China's 150 million market entities are important underpinnings for employment and economic growth, Premier Li said that China will make every effort to help businesses overcome difficulties, unlock their vitality and the internal dynamism of development, and solidify the basis for steady growth and employment.

Stressing that the BRI is the common cause of all partners, the Chinese foreign minister proposed to improve bilateral, trilateral and multilateral cooperation mechanisms of the BRI global partnership.

"Following the principles of openness, inclusiveness and transparency, China welcomes more countries and institutions to join tripartite or multiparty cooperation under the BRI," he stated.

Third, Wang suggested that all partners should carry out high-quality and highstandard cooperation under the framework of the BRI. He vowed to align with the widely accepted international rules and standards more proactively, carry out more highquality projects, build up connectivity with other countries and welcome the participation of more countries on Green Development.

Fourth, China hopes that all partners will stay committed to embracing the vision of cooperation for common development around the world, Wang said.

He hopes that the BRI would become "a pathway to poverty alleviation for developing countries."

"Through Belt and Road cooperation, we seek to help other developing countries, especially the least developed ones, in their efforts to reduce poverty, and make the BRI a pathway to poverty alleviation for developing countries," he stated.
