As a reminder, this year marks a historic milestone for the USA —the 250th anniversary of our independence. On Tuesday, November 3rd, Americans across the country will head to the polls in the general election. This year, I am issuing a challenge to every eligible resident to set a new voter turnout record to honor our history and our semi-quincentennial. Over the last 15 years, the Madeira population has grown noticeably younger, with the median age decreasing by nearly four years. While welcoming new residents is exciting, data shows that a younger demographic often correlates with lower voter turnout (see Madeira Population Chart). We know what Madeira is capable of. In 2016, our city set a record with 83% voter turnout. Please consider accepting this year's challenge to exceed that benchmark by ensuring you are registered, planning your Election Day, and making your voice heard this November.

(Continued from Page 1) It is with mixed emotions that we announce the departure of City Manager Michael Norton-Smith, as he steps into his new role as the City Manager in Centerville, Ohio. Since succeeding Tom Moeller in October 2022, Mike has provided Madeira with exceptional leadership and dedicated service. During his tenure, he has overseen the generational renovation of McDonald Commons Park, made significant progress on updating the City’s infrastructure and has been a good steward of the City’s resources and services. City Council and our entire administration are deeply grateful for Mike’s professionalism and unwavering commitment to our community. Please join us in thanking him for his service and wishing him the absolute best in his next chapter. The search for a new City Manager is well underway and is being led by Council’s Administration and Personnel Committee (A&P), under the guidance of the committee chair, Vice-Mayor Ramzi Takieddine. The initial round of applications has been positive in terms of both quantity and quality. The screening process executed by A&P will result in the top candidates being interviewed by all of Council with a target to make an offer early this month.

So glad you
FROM THE DESK OF THE CITY MANAGER
MADE
By Michael Norton-Smith, City Manager
it here Hello from the City Building, the Police, and Public Works Department! As I approach the end of my tenure as City Manager for the City of Madeira and write my last letter to the community, I want to begin with gratitude. I have enjoyed my four (4) years with the Citygetting to know some exceptional leaders from our schools, faith community, businesses, and of course within Madeira’s government itself. I’m thankful to have met so many of our residents as well, citizens who actively participated in policy debates or proactively provided suggestions on ways to make this City better. I’m proud of the work we’ve accomplished, with significant investments in our parks, roadways and equipment, but most importantly, in our people. Madeira’s City staff and the volunteers who give their time to its boards and commissions are all exceptional individuals, and I consider myself privileged to have had the opportunity to lead and learn from them. While City Council works to narrow down the list of candidates for my successor, make no mistake, the successful individual is inheriting a high-performing organization, with a dedicated professional staff (with only one Assistant City Manager), committed to serving the people of Madeira. To you all, my sincerest thanks. And with that… let’s talk about construction. I realize four (4) sentences ago I was talking about pride in what’s been accomplished. I think it is equally fair to simultaneously share the community’s general fatigue over construction. As I’ve said before, these once in a generation projects will transform Madeira’s downtown, making it safer for drivers and pedestrians, and with the brick pavers already in place on Laurel Avenue and Miami Avenue, we are seeing a glimpse of the final streetscape- and with that vision comes new business investment, like Kirk Jewelers, Hobii House and the Neighborhood Coffee Shop. Luckily, we are coming to the end of some of these projects, with Laurel Avenue finished, Camargo Road set for completion by the end of the year, and the east side of ODOT’s Miami Avenue projected for completion mid-November. Continuing with the theme of gratitude, these projects would not be possible without almost $20 million in outside funding. We appreciate our funding partners: the Hamilton County Commissioners, the Southwest Ohio Regional Transit Authority (SORTA), Federal Transportation funding, ODOT, and the Ohio Public Works Commission (OPWC). More importantly, we are sincerely thankful for the patience of all our residents, motorists, customers and businesses. With the break in construction at the holidays, we encourage everyone to shop locally and support your Madeira businesses. (Continued on Page 4)

Next, everyone’s other favorite topic - garbage collection. The City’s current five-year contract for waste hauling services with Republic expires in December. The City is currently soliciting bids for the next fiveyear contract which will cover 2027 through 2031. We are acutely aware of the reliability issues Madeira residents have faced over the past few years and have expressed those concerns to Republic. These concerns and the quality of service will likewise be a consideration when evaluating vendor proposals. If the City were to elect a new vendor, that contract would become effective January 1, 2027. Finally turning to a somewhat unique topic, the City has an issue on the November ballot with proposed revisions to the City Charter (Issue 16). The City mailed the proposed revisions to the Charter to the community on September 25th, but in the event you would prefer a more concise summary of the changes, the City has materials available at the links below: Main Information Page with FAQs: Proposed Charter Amendments Complete Ordinance with full proposed text changes: Ordinance 26-05 Ordinance/Proposed Change Summary: Proposed Charter Summary There are 150 individual proposed edits throughout the Charter document, approximately 79% concern updating items including: gender references (57), removing citations and renumbering (31) and simple grammatical issues- capitalization, commas, etc. (30). The remaining 32 changes fall into the following buckets (descriptive language as provided by the Hamilton County Board of Elections): Allow electronic notice of special Council meetings while increasing the minimum notice from 24 to 48 hours; Clarify Council vacancy language; Move without changing, the rule requiring three readings of ordinances and resolutions having the force of law; Allow Council to appoint a qualified person to perform the Manager's duties when the Manager cannot perform those duties for an extended period; Eliminate the appointed Treasurer office created by the Charter (replaced with a full-time Finance Director); Require Council members and the Manager to agree annually on an administrative threshold for signing contracts and purchases (currently capped at $10,000 which was set in the 1990s); Revise public contracting notice and bid selection provisions; Remove the Planning Commission’s duty to submit an annual five-year capital improvement list (a function performed currently by City staff); Allow the Planning Commission and Board of Zoning Appeals not to meet when they have no business; Replace the Charter's automatic protection of the Hosbrook House, Muchmore House, and Railroad Depot with Charter protection only for properties listed on the National Register of Historic Places or designated as historic by City ordinance. Qualifying properties would be preserved and maintained under applicable federal, state, and local guidelines to the greatest extent practicable. (The depot was added to the National Register of Historic Places in 2022.) MADEIRA INDIAN HILL JOINT FIRE DISTRICT By Stephen Oughterson, Fire Chief
Madeira & Indian Hill Joint Fire District placed a new medic unit in service at the Madeira Fire Station on Miami Rd. We were budgeted to spec and build an ambulance in 2025 and we delayed the purchase by a year due to cost and build time. We sought ways to save money when we learned that the medic unit we purchased in 2020 for $225,000 was now going to cost up to $490,000 for the same specification of ambulance. We looked at demo units available and found a Ford E450 / Lifeline Medic unit on display at a fire instructor conference in Indianapolis in April of this year. The unit met our needs and our board of trustees approved to purchase the unit a week after the conference from our local dealer, Pfund Superior Sales, for $290,000. The unit was delivered after it was wrapped in our graphics package and sent for radio installation. Capt. Kevin Scheuerman took the lead on the project to purchase needed equipment and prepare it for service with the JFD. At five o’clock on the afternoon of September 14th, the unit was “Pushed” into service before our Board of Trustees meeting. The “Push-in” ceremony is a tradition of the fire service that occurs when new fire / EMS apparatus is placed into service for the first time. The tradition dates back to when fire pumps and ladder carts were pulled by horse teams. Horses weren’t able to back the carts into the station, so they were unhitched and the firefighters would push the steam pump back into the station. The unit will be in service at the Madeira fire station until November 1st, then it will go into service at the Indian Hill station so all crews can give the new unit a proper shake-down. This unit is built on a Ford E450 chassis instead of the F-series truck chassis. The E-series is known for a better patient ride experience as opposed to the heavier duty truck chassis. Our paramedics asked to try this chassis, and it provided significant cost savings for our taxpayers. Since we purchased the unit as a demo, we didn’t have to wait for the unit to be built. Since COVID, build times have dramatically increased – reaching up as high as three years for ambulances.

MADEIRA POLICE DEPARTMENT ADDS SERGEANTS TO ITS RANK STRUCTURE The Madeira Police Department is pleased to announce the addition of the rank of Sergeant to its organizational structure. The creation of this rank will provide direct supervision for each road patrol shift and further strengthen the department’s leadership and operational structure. The selection process for the new Sergeant positions was comprehensive and designed to identify officers who demonstrated strong leadership, knowledge, judgment, and communication skills. The process included a written examination featuring video-based scenarios, requiring officers to explain and demonstrate their response to various situations. Candidates also participated in a panel interview conducted by Madeira residents and business partners, followed by an interview with the City Manager and Chief of Police. Each component of the selection process was individually assessed, and candidates were ranked based on their cumulative scores. All the officers who participated in the process performed exceptionally well and demonstrated a high level of professionalism and commitment throughout the process.

City of Madeira REDUCES Tax Burden for Residents Who Work in Another Taxing City The Madeira City Council has authorized an increase to the municipal tax credit from 60% (.06) to 70% (.07), effective beginning with tax filing year 2027. What does this mean for taxpayers? This change will not affect your 2026 tax return. However, when planning and estimating your 2027 tax liability, you'll receive a 70% credit on wages taxed by another municipality instead of the current 60% credit. Example Let's say you earn $100,000 and work in a city that charges a local income tax. Current Credit (Tax Years Through 2026) Madeira gives a 60% credit on wages taxed by another city. You would owe Madeira an additional 0.40% tax. Amount owed to Madeira: $400 New Credit (Beginning with Tax Year 2027) Madeira will give a 70% credit on wages taxed by another city. You would owe Madeira an additional 0.30% tax. Amount owed to Madeira: $300 Your savings: $100 on $100,000 of taxable income. The increased credit helps reduce the tax burden for residents who work in municipalities that impose an income tax, allowing them to keep more of their hard-earned money while continuing to support local services in Madeira.

BUILDING DEPARTMENT Leland (Lee) Rosato, City of Madeira Building Official / Architectural Review Officer
October is Fire Prevention Month, so let’s talk about smoke alarms. I’m often asked, “How do I know if my home smoke detectors are ‘up to code’?” This actually depends on when your home was initially built and/or last altered. The building code is not proactive, meaning buildings do not have to be updated with each new code edition – as long as everything (including smoke alarms) remains unaltered from the time of its original construction, it is allowed to remain as it exists. But if you’re still interested, here are the current code requirements for smoke alarms for new construction, additions, and alterations (Residential Code of Ohio Section 314): Must be located in every sleeping room and outside each sleeping area in the immediate vicinity Must be located on each additional story including basements and habitable attics Must be interconnected (when one sounds, all smoke alarms sound) Must be hard-wired with battery backup Also note that both photoelectric and ionization type smoke alarms are required on each floor (separate or combination units are permitted). Photoelectric technology utilizes light beams that are refracted by smoke particles, which is ideal for detecting slow, smoldering fires. Ionization technology utilizes an electric field to detect smoke and gases (which are often invisible), thus ideal for detecting fast-flaming fires. The one caveat with ionization smoke alarms is that they often trip easily when located near cooking operations resulting in false or nuisance alarms. Building code requires at least 20 feet of clearance from a cooking source. NFPA reports indicate that the death rate per 1,000 home structure fires is approximately 60% lower in homes with working smoke alarms, and more than half of all smoke alarm failures are attributed to missing, disconnected, or dead batteries (among all power sources) – it is a substantial risk reduction for you and your family to put down this newsletter RIGHT NOW and go check your smoke alarms! Until the next newsletter, be good, be safe, and be sure to get your building permits!

MADEIRA PUBLIC WORKS The summer months are one of the most visibly busy times of the year for the Madeira Public Works Department including events and park maintenance, but many of their activities are underground or behind the scenes. Here are some of the highlights: Preparing for Winter - Following a busy 2025 winter season, the salt dome was restocked with 500 tons of road salt. The City of Madeira participates in an equipment sharing program to have as-needed use of a salt conveyor which allows for maximum filling of the City’s Salt Dome. Replacing a deteriorated curb on Shawnee Hills Dr Removal of fallen trees and an old shelter at McDonald Commons Park Installation of new benches, pull-up bars, and concrete bleacher pads at McDonald Commons. Removal and reconstruction of a catch basin, plus adjacent grate and gutter work. Installation of new street signs in portions of Madeira. Signs in a different section of the City will be replaced each year.
Thank you to the Madeira Woman’s Club and Ely Friedman for their respective donations of a bench and pull-up bar station for McDonald Commons Park!

CONSTRUCTION UPDATES The City of Madeira is working hard to bring several major road construction projects to completion in the near future. Current information on each project is included below; however, for more precise updates, please subscribe to the weekly e-newsletter at Madeiracity.com/Flash
LAUREL AVENUE Beginning in the spring, Adleta Construction has been installing a new streetscape on Laurel Avenue - between Miami and Euclid. The project included new sidewalk, new street lighting including pedestrian level lighting, curb & gutter work, and repaving of the road. SORTA grant dollars were used to offset 80% of the cost of this project. The project was completed in early October.
SHEWANGO SIDEWALKS The City of Madeira applied for Safe Routes to School funding in 2023 to add sidewalks to Shewango Way and was awarded a grant for construction in 2026. The ODOT grant is covering over 90% of the construction cost with the City of Madeira contributing the balance of $26,330. The project is adding sidewalks from Miami Ave to Hosbrook Road along the full length of Shewango Way. The construction contract was awarded to Prus Construction and is scheduled for compeletion in October.
2026 RESIDENTIAL PAVING The 2026 residential paving program includes Cherokee Drive, Charlesfield Lane, and Arnett Street. Work will include new pavement and repairs as needed to the adjacent curbs and drainage. A contract has been approved with Barrett Paving Materials and work is in progress on curb and drainage items. Paving is anticipated for early October which will complete the project.
12
CONSTRUCTION UPDATES CAMARGO ROAD
Addition of defined sidewalks and curbs.
Camargo Road is undergoing a once-in-a-generation reconstruction project to replace aged infrastructure and upgrade safety & usability. In 2025, Howell Construction replaced the 100 year old water main which included a complex railroad crossing. This work was followed by Duke Energy proactively replacing service laterals along the corridor. In July 2026, Rack and Ballauer began work on stormwater system replacements and upgrades, curbs to better define the roadway, designated on-street parking, separated sidewalks, and streetscape elements. This portion, which will end with full repaving, is anticipated to be completed in late October. SORTA grant funding is anticipated to cover 80% of the project cost. Please note - all businesses/residences remain fully accessible via one-way westbound access down Camargo - entering at Euclid.
MIAMI AVENUE Improvements to the stormwater collection.
From late 2023 to late 2025, Miami Avenue was virtually entirely reconstructed under the surface including replacement of a 15' wide stormwater culvert, 100 year old water main, gas main/laterals, and installation of underground utility duct banks. This work, plus the replacement of three intersections of signals, allowed for the above ground work in 2026. In 2026, the aerial utilities have been shifted underground to the previously installed duct bank, along with the construction of new storm sewers along the corridor. Sidewalks, driveway aprons, and curbs have been reconstructed along a large portion of the east-side of Miami including initial portions of the streetscape. An intermediate layer of asphalt has also been laid on most of the eastern portion. All of the east-side work, except for a section of railroad-adjacent roadway, is anticipated to be completed in 2026. In 2027, the west side of Miami Avenue, along with railroad crossing improvements, will be completed to bring the project to full completion. Specific dates may vary, please sign up for our e-newsletter or follow us on Facebook for up-to-date information.

Ali’s Bar and Grill has been named by the City of Madeira as the recipient of the 2026 Great Lives Made Here Award. Ali’s Bar and Grill has become synonymous with connection, generosity, and the spirit of belonging, especially through support for civic causes. CITY OF MADEIRA CELEBRATES AMERICA 250 BY: LINDSAY GROME, PARKS AND RECREATION BOARD CHAIR
On July 3rd, the City of Madeira came out in their largest showing of red, white, and blue yet as they celebrated the semi-quincentennial — or 250th birthday — of America. Wearing "Small Town, Big Spark" custom tie-dye shirts, parade-goers lined the streets drenched in candy (and sweat!) as young and old celebrated the July 4th holiday. This year's Grand Marshals included two Police Auxiliary Officers, Tom Synan and Keith Lewis, retired Madeira Library Children's Librarian Debbie Hall, and Nurse Amy Mueller, MES School Nurse and winner of the T-shirt design contest. The party continued at McDonald Commons Park as residents enjoyed music by The Sly Band and a spectacular fireworks show by none other than Rozzi Fireworks. We'll see you all again next July 3rd!

MADEIRA FARMERS MARKET
Dust off your reusable bags and get your sweaters ready! After navigating last year’s construction, Madeira Farmers Market is back in its groove and excited to welcome the community back for the last month of the 2026 season! Mark your calendars for Thursdays, May through October, 4-7pm, on Dawson Rd at Miami Ave by the fountain!
More than Just Produce: It’s not just about shopping directly from our hardworking farmers, bakers and makers. The farmers market is one of Madeira’s favorite gathering spots where friends and neighbors connect and families spend time together. You’ll find our next generation of CEOs (ages 618) showcasing their handmade goods and growing their business skills in our Young Entrepreneurs Booth. The market also features a Community Booth and Kids Activity Booth hosted by local businesses and organizations, giving customers the opportunity to learn what these businesses have to offer while also enjoying a free activity each week for the kids. Giving Back: Through our partnership with the Society of St. Andrew, unsold food is gleaned to feed our neighbors in need. You can even purchase items to donate directly! Shopping for Everyone: We believe fresh foods should be accessible to all and proudly support SNAP, Produce Perks, and the Senior Farmers Market Nutrition Program. Get Involved: Founded by residents in 2010, we thrive as a nonprofit with people like you! We are currently looking for a paid Market Day Assistant Manager, energetic volunteers, and business sponsors to join our team. If you have a passion for community and want to get involved, email us at madeirafarmersmarket@gmail.com.

MADEIRA WOMANS CLUB Happy Fall from the Madeira Woman’s Club!
Madeira Street Dance—What can be said other than it was a success! Want to know who made it possible? The wonderful folks in Madeira! The Club could not have asked for a better outcome. A special thank-you goes to Ali’s Bar and Grill for ticket presales and Lt. Roy of the Madeira Police Dept for selecting the winning ticket. Hopefully Kathy C. enjoys her winnings! Madeira Maddie was with us again today, and your generosity will help us fund several of our projects. Thank you! The Madeira Woman’s Club is just getting started with fall and winter fundraisers. On November 6th, we will be at Ali’s for the 5th annual basket fundraiser. There will be several baskets including a Backyard dinner with blue tooth speaker & a surprise, ice cream basket, breakfast basket, Woman’s Hair Products basket, Just for Him basket and a basket from Activate Brian and Body. Tickets are available from any clubwoman and at Ali’s Bar and Grill - if you would like to purchase them in advance. As always, tickets are $5.00 each or 5 for $20.00. Club proceeds from the raffle will help support meals at Joseph House for veterans, victims of domestic violence, and the backpack project for PROKIDS. At the Light Up Madeira event on November 21, we will host our bake sale and help children make cute reindeer ornaments! Community service is at the heart of what we do, and every fundraiser gives us another opportunity to lend a hand where it is needed most. We are grateful for the support that allows us to help others, and we look forward to finding even more ways to serve our neighbors in the months ahead. The Madeira Woman’s Club is a service organization dedicated to making a difference. Our projects include providing meals to Joseph House, awarding scholarships through our Art Fair, filling backpacks for children at ProKids, creating Christmas bags for domestic abuse survivors and their children, and more. We also host monthly game days and value the lifelong friendships that grow through our club. We would love to have you join us!
