MAYOR’S MOMENT

This year marks the 250th anniversary of the United States’ Declaration of Independence, a significant milestone for one of the world’s longest standing republics Here in Madeira, we are embracing this quarter millennium anniversary by honoring our history while also investing in city-wide infrastructure that will shape our next century. Thank you for your continued patience as we enhance our streets and sidewalks.

Our Parks and Recreation Board is leading the way in our local America 250 celebration with the July 3rd Independence Day parade. This dedicated team of volunteers plans and delivers events throughout the year, with summer being our busiest season: the Memorial Day March and Ceremony, Independence Day festivities, and the beloved Street Dance. These community traditions reflect the best of American culture by creating moments where we come together to celebrate our rights, freedoms, and sense of belonging.

The City of Madeira is also proud to introduce Tracks Through Time, a walking history tour created in honor of America 250. Keep an eye out for new signage highlighting Madeira’s historic sites and the families who helped shape our community

Madeira’s progress over the last century is quantified in the table below. What stands out most is our community’s long standing commitment to public safety and infrastructure that form the foundation to support our success today and for years to come

I will conclude this newsletter with a reminder of how our great American experiment began two and a half centuries ago, using the opening words of the Declaration of Independence:

“When in the course of human events , it becomes necessary for one people to dissolve the political bands which have connected them with another , and to assume among the powers of the earth the separate and equal station to which the Laws of Nature and of Nature’s God entitle them , a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.”

Greetings from City Hall! With the 90+ degree temperatures summer is definitely here in full force, as once again City staff, Police and Public Works, and all our amazing Parks and Recreation Board volunteers gear up for the Friendly Fourth festivities this Friday - with special emphasis on the America 250 celebration. It's been a busy few months in the community, and with so much going on, we wanted to provide some updates (and maybe a bit of an “FAQ”):

Miami Avenue Construction Begins Again

As an analogy: If you own a classic car, there’s a very good chance that you don’t have all the information about its maintenance history You might have some records, but others may have been lost to time. The same could be said for infrastructure. Until you dig up the roadway, you don’t know what you ’ re dealing with. And there’s lots of history under 100-year-old roadways.

As this analogy relates to Miami Avenue, April brought renewed construction on Miami Avenue with Ford Development Corporation (hereafter “Ford”) embarking on the Phase 2 Streetscape Work. So far, Ford’s work has focused on installing stormwater infrastructure (i.e. catch basins, pipe, etc.); work complicated by the discovery of an AltaFIber conduit that was not where it was supposed to be. The conduit weaves under the street and is so shallow that it interferes with the catch basins in the approved plans However, to quote Ford’s construction foreman “ every project has some degree of ‘figure it out’ - Miami’s came just a little bit sooner than others.” Ultimately, that’s exactly what Ford did. They started by mapping the path of the conduit and then redesigned the catch basin network, building some from scratch in the field, continuing work in the rain and/or blazing heat to keep the project on track.

Miami Avenue FAQ: Why are they digging in the same place again?

The short answer is they’re not, although Ford is working sequentially down the street in a similar way to the previous phase Instead of thinking of Miami Avenue as one multi-year project, it’s more appropriate to think of it as five partial-year projects. The waterline replacement, stormwater culvert, relocating the electric and cable underground, Duke’s gas line replacement, and finally sidewalks and street resurfacing could each be their own individual projects. Incidentally, these infrastructure components run parallel to each other under the roadway, so work on each individual component impacts different roadway lanes

With all of these components past their predicted service lives (some by decades), it was safer, more cost-efficient, and better long-term to tackle them collectively rather than face the extreme likelihood of expensive emergency failures and/or replacement projects within a short period after this reconstruction project.

Laurel and Camargo Construction

Streetscape work on Laurel Avenue is largely complete with Adleta Construction beginning the asphalt work this week. The project faced a bit of a delay due to a shallow watermain (please reference the classic car analogy above), but overall the new paver sidewalks have been well-received by the community. On deck, Rack and Ballauer Excavating is primed to begin installing drainage, paver sidewalks and pavement on Camargo Road; this work is set to begin in July and will follow the one-way traffic model established by Laurel Avenue

Construction FAQ: Why do all this work at the same time?

The City of Madeira was fortunate to receive considerable amounts of outside support for these and other infrastructure projects throughout the community. In total, close to $20 million was contributed from SORTA, the Ohio Department of Transportation (ODOT), the Ohio Public Works Commission (OPWC), Hamilton County, the State of Ohio and the Ohio Kentucky Indiana Regional Chamber of Governments (OKI) These funds dramatically reduced the burden on the City’s taxpayers, both residents and businesses. However, “free” money often has strings, and in this case all the funders have set project completion periods which can overlap.

Finance Department Update

The beginning of the year is always a busy time for the Madeira Finance Department- made more so this year by the vacancy of a part-time Tax Clerk position The Tax office processes 4,700 personal and business tax returns, while completing the City’s annual financial audit and preparation of the 2025 Annual Comprehensive Financial Report (ACFR). In general, the City’s financial position through the first half of the year is on target, with earnings and property taxes matching the FY2026 budget; these two (2) categories make up 80% of the City’s annual revenue.

Finance FAQ: Were quarter bills delayed this year?

Sometimes decisions made in Columbus are not practical for local governments. As an example, the State of Ohio moved up the earnings tax quarter bill deadline to June 15. With the processing of the aforementioned 4,700 tax returns, switching gears to mailing in time to meet this state-imposed deadline was unfeasible. So, while bills went out at the same time as previous years, taxpayers (especially those with accountants who are very aware of changes in state statute) felt a bit of a time crunch Luckily, the City’s home rule authority gives the Finance Department the ability to extend the deadline to June 26 for our residents, thereby avoiding any “late” charges.

POLICE DEPARTMENT

The Madeira Police Department has observed an increase in incidents involving the reckless operation of electric scooters and other electric mobility devices, including violations of traffic laws that create safety hazards for pedestrians, motorists, and construction workers.

To ensure the safety of everyone in our community, the City of Madeira reminds residents and visitors that the operation of all electric motorized devices within the designated "Central Business District" is prohibited This prohibition includes electric scooters, electric bicycles, electric skateboards, and any other electric-powered mobility devices on sidewalks located along Miami Avenue between Euclid Avenue and Camargo Road. These devices may, however, be walked within the "Central Business District".

Additionally, the operation of electric mobility devices is prohibited on the walk/run loop surrounding the athletic fields at McDonald Commons Park, as well as on the trails leading to and from the park.

Additional signage has been installed throughout the Central Business District and at McDonald Commons Park to remind the public of these restrictions.

For operators under the age of 18, a protective helmet with a securely fastened chin strap is required when operating an electric mobility device in areas where such operation is permitted.

We encourage parents and guardians to educate their children, as well as others, about the safe operation of electric mobility devices and the restrictions in place within the Central Business District and McDonald Commons park These regulations are intended to protect the safety and well-being of all residents and visitors.

Operation of electric mobility devices in restricted areas is a violation of Madeira Ordinance 72.060, which authorizes the city to prohibit the operation of electric personal assistive mobility devices on designated public streets, highways, sidewalks, and pathways

MADEIRA INDIAN HILL JOINT FIRE DISTRICT

Fireworks Safety for Madeira Residents

This is going to be a great summer as we celebrate our country’s 250th year anniversary As families and friends gather to celebrate, I want to remind everyone that fireworks can cause serious injuries and fires in just seconds. If you choose to use legal consumer fireworks, please put safety first, use them responsibly, and be considerate of your neighbors. There are several laws regarding 1.4G fireworks in Ohio. This year, consumers can display fireworks on Friday, July 3 through Sunday July 5th. Please be cognizant of the restrictions including when, where and how to use fireworks

To help keep our community safe, please remember these basic precautions:

Only use fireworks outdoors and away from homes, garages, vehicles, dry grass, and other flammable materials.

Never allow children to handle fireworks, and always provide close adult supervision around sparklers and novelty items

Wear eye protection, light one device at a time, and never hold a lit firework in your hand.

We’ve had fires as a result of fireworks and / or ashes disposed in the trash, be careful and wet down unexploded fireworks.

Never try to relight a firework that does not go off. Wait, then soak it thoroughly with water before disposal

Do not use fireworks if you have been drinking alcohol or using drugs

Let’s work together to make every celebration in Madeira safe, respectful, and enjoyable for all. When in doubt, leave the pyrotechnics to the professionals and attend the Independence Day Celebrations in Madeira on July 3rd.

Did You Know? Did You Know?

The Madeira & Indian Hill Joint Fire District operates a non-profit community service campaign to offer address signs to the residents of Madeira and Indian Hill. Too often in an emergency, valuable time is lost because street numbers are hard to find or hard to read, especially at night.

Reflective address signs are not only helpful to FIRE, EMS, and POLICE, they are also helpful to delivery people, friends, and business acquaintances

Address signs are $15.00 each, which includes installation by the Fire Department. If the sign requires a separate post for mounting, the cost of the sign/post combination is $25

Signs can be ordered in person at either the Madeira Fire Station or the Indian Hill Fire Station, or by calling 513-561-7926.

TAX AND FINANCE

Following the close of each fiscal year in December, the Finance Department prepares the Annual Comprehensive Financial Report (ACFR). After various reviews and the annual audit, the ACFR is available July 1st of each year. As implied by the name, the ACFR is a comprehensive look at the finances of the City - including financial statements for each fund, relevant statistics, municipal assets & liabilities, and more As of the 2024 report (issued in July 2025), the City of Madeira has received the Certificate of Achievement for Excellence in Financial Reporting for 30 consecutive years. Issued by the Government Finance Officers Association, this prestigious award recognizes an easily readable and efficiently organized ACFR. The City believes that the 2025 ACFR continues to meet the Certificate of Achievement program requirements, and it has been submitted it to the GFOA to determine its eligibility for another certificate

As Summer heats up, the Madeira Public Works Department has been working hard on road/facility maintenance and many other outdoor tasks. Here are some of the highlights:

Sink Hole - Repairing a sink hole that developed at Camargo and Camargo Woods Drive

Conducting Roadway Maintenance - Repainting stop bars, cross walks, and arrows at the Miami/Euclid and Miami/Camargo intersections.

Enhancing Pedestrian Safety - Installing a RRFB (Rectangular Rapid Flashing Beacon) device at Euclid/Fowler to aid pedestrian crossings

Spring Park Work - De-winterizing facilities at Sellman and McDonald Commons Parks. Recreational field upkeep and maintenance during the Spring season.

Catch Basin Work - Repairing/rebuilding catch basin at Miami Hills and Hosbrook Road These repairs ensure stormwater can flow correctly and roadways retain integrity. Brush and Limb Pickup - Regular spring (April) and emergency (May) collections.

MADEIRA PUBLIC WORKS

CONSTRUCTION UPDATES

The City of Madeira is working hard to bring several major road construction projects to completion in the near future. Current information on each project is included below; however, for more precise updates, please subscribe to the weekly e-newsletter at Madeiracity.com/Flash

LAUREL AVENUE

Since early March, Adleta Construction has been installing a new streetscape on Laurel Avenuebetween Miami and Euclid The project included new sidewalk, new street lighting - including pedestrian level lighting, curb & gutter work, and repaving of the road SORTA grant dollars are being used to offset 80% of the cost of this project. As of July 1, all work is completed except for pedestrian and street lighting to be installed by Duke Energy and a final coat of asphalt.

MIAMI AVENUE

Over the winter, the last pieces of major utility work wrapped up with Duke Energy completing the gas line replacement and various utilities finishing removal of above ground utility cabling on Miami. In mid-April, an important milestone was reached with the removal of utility poles along the corridor Ford Construction returned in late April to begin this final phase - starting with stormwater catch basin replacements. Other elements in this last phase include: widened paver sidewalks, streetscape, safer aligned lanes, and wrapping up with new pavement Specific dates may vary, please sign up for our e-newsletter or follow us on Facebook for up-to-date information.

CONSTRUCTION UPDATES

CAMARGO ROAD

In 2025, crews from Howell Construction completed the first portion of the Camargo Road project by replacing a 100 year old water main - laying the foundation to complete above ground work. Remaining work will consist of stormwater repairs, gutter, sidewalk, parking, streetscape improvements, and pavement The business district hardscape design from Miami and Laurel Avenues will be continued on Camargo Road Duke Energy has completed gas line work along the road to prevent additional work in the near-future. A contract has been awarded to Rack and Ballauer with construction scheduled to begin around July 6 and finish mid-November. SORTA grant funding is anticipated to cover 80% of the project cost.

Please note - all businesses/residences will be fully accessible via one-way westbound access down Camargo - entering at Euclid.

SHEWANGO SIDEWALKS

The City of Madeira applied for Safe Routes to School funding in 2023 to add sidewalks to Shewango Way and was awarded a grant for construction in 2026. The ODOT grant is covering approximately 93% of the construction cost with the City of Madeira contributing the balance of $26,330. The project will add sidewalks from Miami Ave to Hosbrook Rd along the full length of Shewango Way A contract has been awarded to Prus Construction and construction is anticipated to begin in early July with completion this fall.

2026 RESIDENTIAL PAVING

The 2026 residential paving program will include Cherokee Drive, Charlesfield Lane, and Arnett Street. Work will include new pavement and repairs as needed to the adjacent curbs and drainage. A contract has been approved with Barrett Paving Materials and work is anticipated to begin in August 2026 with approximately a two month schedule to completion

We are pleased to welcome Public Works Service Worker, Austin Oglesby, to the team, bringing three years of well-rounded experience in public and park maintenance, die-cast operations, and construction. Austin’s diverse background has equipped him with strong technical skills, a solid work ethic, and a commitment to maintaining safe and efficient public infrastructure A graduate of Laurel Oaks, Austin developed a foundation of practical knowledge and hands-on training that will contribute immediately to our operations. We look forward to the positive impact he will make as he supports our mission of delivering high-quality service to the residents.

We also welcome our newest Service Worker, Eric Lautenslager, to the Public Works team. Eric brings nine years of extensive public service experience, including roles as a Roads Foreman, Service Worker, and in water distribution. He has also served as a foreman overseeing concrete finishing, asphalt work, and catch basin maintenance, demonstrating strong leadership and technical expertise. Eric is highly skilled in operating a wide range of equipment and holds both a CDL and OSHA certification, underscoring his commitment to safety and professionalism. A graduate of Reading High School, Eric’s depth of experience and dedication make him a valuable addition to the team, and we look forward to his contributions in supporting our community

Please join us in welcoming Ben Miller as the new Finance Manager for the City of Madeira. Ben brings nine years of experience and a strong background in the public sector, most recently serving as a Payroll Analyst with expertise in payroll processes, standard operating procedures (SOPs), workflow development, expense management, and invoice processing. His professional experience also includes roles in logistics and operations, where he developed strengths in management, financial oversight, compliance, and account optimization. A graduate of the University of Cincinnati with a Bachelor of Business Administration in Operations Management, Ben combines technical knowledge with practical experience In his new role, Ben will oversee clerical, accounting, and tax functions within the Finance/Tax Department, helping to ensure accurate, efficient, and compliant financial operations for the City.

BRUSH AND LIMB RESULTS

Madeira Public Works crews collected brush and limb yard waste from around Madeira during the April 13-April 24 timeframe. During that period, the crews made multiple passes through both zones - collecting, chipping, and delivering the resulting mulch. Following a severe storm in May, a supplemental collection was done for storm debris These combined pickups resulted in over 3 times as much material being collected as in 2025!

Modeled after successful events from area communities and aligning with Madeira’s 2023 Comprehensive Plan, the Parks and Recreation Board hosted the Second Annual Upcycle Day on May 2. Building upon the success of the inaugural 2025 event when an estimated 18,500 lbs was collected and diverted, the 2026 event diverted over 30,000 pounds of material for reuse, recycling, and safe disposal! Work is already underway to continue these great results in 2027.

MADEIRA PRIDE RECAP

Now in its 6th year, Madeira Pride Saturday has continued to thrive, and the 2026 event (held on June 13th) was another resounding success. Continuing to build on the amazing collaboration between the City, the Madeira Chamber of Commerce and the local business community, we were again able to collectively celebrate our LGBTQ+ residents, neighbors, and business owners. For a second year, the 2026 festivities include three distinct events in one: the Pride edition of Madeira Stories Live, followed by the Pride Festival along Dawson Road, and ending the night with a Pride Anthems Dance Party.

We had another record year for sponsor support, with 27 local organizations contributing to Madeira Pride, the majority of which are found right in our central business district. What’s even more significant is that 12 of these businesses were contributing for the very first time! Whether it was donating food and drinks to our volunteers, sponsoring a kids activity table, assembling a raffle basket, or donating space to host the event, the breadth of local support is a testament to the on-going generosity of our community.

A few well-deserved shoutouts:

Thanks to the Madeira Chamber of Commerce, we were able to incorporate a DJ at both the outdoor Festival and the indoor Dance Party, providing entertainment for all ages. We are so grateful for our food and beverage vendors! Thanks to MPH Brewing for having tasty beers on tap, to Megan’s BBQ for providing delicious meals, and to A Tavola and Honey Child Pops for our sweet treats!

NELLE V. HOSBROOK BIRD

SANCTUARY RE-DEDICATION

Donated by Miss Hosbrook in 1975, the Nelle V. Hosbrook Bird Sanctuary reached its 50th anniversary in 2025. To celebrate, the Madeira Parks and Recreation Board and Madeira Public Works have been working on additional upgrades and improvements to this special oasis just outside of Madeira's downtown Board members and community volunteers replanted numerous sections of the Sanctuary during events in October 2025 and April 2026, while Madeira Public Works cleared out dead wood and conducted substantial maintenance efforts. Replacement fencing was installed as part of the City's capital improvement program.

These efforts culminated in a special "Stories at the Sanctuary" event on May 9 with special guest - author Will Hillenbrand Mr Hillenbrand conducted a reading and numerous activities from his new book "Light as a Feather", while board members led fun craft activities for the crowd.

TREE SEEDLING PLANTING AND TREE CITY

The City of Madeira celebrated Arbor Day on April 11 with a seedling planting at McDonald Commons. Coordinated by the Madeira Tree Board, over 50 community volunteers planted 119 seedlings in the natural areas at the south end of the park. These seedlings will help stabilize the soil in this space where volunteers removed invasive species back in Fall 2023 In addition, these efforts contribute to a balanced eco-system, provide shade cover, and help in efforts to contain regrowth of the non-native invasive plants. This activity, driven by community volunteers, is a major component of Madeira’s annual Tree City requirements.

Honeysuckle Removal Event - November 7

On April 23, the City of Madeira received their 5 annual recognition as a Tree City USA! Represented by Mayor Henning, Councilmember Whitted, and Tree Board Member Cindy Swift, the City celebrated this accomplishment with numerous Southwest Ohio communities at a gathering sponsored by the Ohio Department of Forestry and the City of Forest Park.

Tree City USA recognition is based on an annual application that demonstrates sound tree management practices, a commitment to urban tree canopy growth, and public tree awareness

The Ladies of Charity at St Gertrude’s Church will host its 44th annual “Treasure Mart” on Saturday, July 18 from 9 am- 2 pm in the Parish Center, 6543 Miami Avenue, Madeira. All funds raised provide much needed support to the very poorest of our neighbors. Buyers will find great bargains - just in time for outfitting college housing!

Happy Summer from the Madeira Woman’s Club!

The Madeira Woman's Club would love to thank all who participated in the Art Fair whether as a vendor or shopper The proceeds from that event enabled our organization in give out $5,00000 between two individual and one shared scholarships. The two Nancy Klapproth scholarships from the Madeira Woman’s Club were awarded to Wade Woscher and George Aziz. The Club also awarded a scholarship in partnership with the Madeira Chamber of Commerce which went to Ben Reed. Beyond the local awards, we were pleased to have Luke Feldman receive the Ohio Federation of Woman's Club Elaine Weinman scholarship

We hope to see you at the end of summer "Street Dance" for our wreath raffle.

The Madeira Chamber is proud to announce our 2026 scholarship recipients. Each year, we provide two $2500 Entrepreneurial Scholarships and one $2000 scholarship in partnership with the Madeira Woman's Club to outstanding and deserving seniors. Best of luck and well wishes to this year’s recipients!

MARISSA JORDAN has been actively involved in academics, athletics, and community service throughout her high school career. She is a four-year varsity cheerleader, serving as captain and helping lead her team to a CHL championship and the program’s first appearance at the state competition. Marissa also served as Co-President of the Stang Hype Crew and the first female leader of Millionaire’s Club, and as Historian for NHS. She has also excelled academically, becoming an Ohio Personal Finance Challenge State Champion and helping her team place third in the nation at the National Personal Finance Challenge. Marissa is passionate about giving back to her community She helped co-found mAED for More, a student-led nonprofit that raised $13,000 to increase access to AEDs and training in local schools and community spaces. She has also spent time mentoring younger students and volunteering through community outreach efforts. Marissa will attend the University of Alabama this fall, where she plans to major in Accounting on the Pre-Law track. She looks forward to continuing to challenge herself academically while building a career that allows her to make a positive impact on others.

BEN REED plans to pursue degrees in Finance and Accounting at the University of Georgia with aspirations of becoming an entrepreneur and working in corporate finance or private equity. Ben was recognized as a National Merit Commended Scholar and an AP Scholar with Distinction. He competed in the Personal Finance Challenge hosted by Voya, where his team placed third nationally He also won the Junior Achievement Stock Market Regional Challenge.

Ben participated in both varsity soccer and basketball and served as co-captain of the basketball team, earning team MVP, All-League, and All-District honors. He serves as co-president of the Madeira Millionaires Investment Club and as a cofounder of mAED for More, a nonprofit dedicated to raising funds to purchase automated external defibrillator devices for student-athletes in the Cincinnati area. He also works for the City of Madeira as a member of the Parks Department.

HARRISON WOOLWINE is a three-year varsity football starter at Madeira High School and a two-year member of National Honor Society He has volunteered with Habitat for Humanity for the past three years and founded HUSTLE Window Cleaning & Landscaping during his junior year, alongside running multiple ecommerce businesses.

Through Madeira’s entrepreneurship class, Playbook Project, Harrison helped lead a student-run initiative that raised nearly $4,000 for the One Shot Foundation. He will attend The University of Alabama this fall to study finance and entrepreneurship in the Honors College.
