Luis Daza, Property Manager

• Building a strong sense of community.

• Being available to help residents with issues.

• Working within Allentown Housing Authority (AHA) and regulatory rules.

Those are the goals Luis Daza says are most important to his work as Property Manager of Cumberland Gardens. He wants the residents to feel comfortable with him as part of the solution to improving their community.

Luis was promoted from Assistant Property Manager to Property Manager in May to oversee the 200 Cumberland Gardens units and the 16 homes at Albert and Wyoming streets in south Allentown. An AHA employee since 2020, Luis is working with a new leadership team at Cumberland Gardens that includes Kiana Vidal, Management Aide, and Mio Delaurier, Clerk.

New Faces at Cumberland Gardens Guridy, Executive Director, AHA. “He worked for the Allentown Housing Authority for about four years, and they felt he proved himself capable of handling the Property Manager position at Cumberland Gardens. I asked Luis to develop a plan to maintain and enhance the living conditions of the residents in the community.”

Luis says his job goes beyond filling units and collecting rent. He works to provide a safe and healthy environment for the residents while complying with the U.S. Department of Housing and Urban Development (HUD) regulations and meeting investor expectations.

“We now have a full management crew at Cumberland Gardens, and we are working to solve issues within the community and the units while carefully following regulations and policies,” says Luis. “We will continue to be accessible in our offices and visible in the community at events like the Back-to-School Fair held in August.”

“Luis was highly recommended by the Director of Housing Management and the interviewing team,” says Julio A.

Sharon Fernández:

NSA/City Units Assistant Property Manager Sharon Fernández recently was promoted to Assistant Property Manager for the Allentown Housing Authority’s Neighborhood Strategy Area (NSA)/city units, of which there are 173 homes and apartments throughout Allentown.

Sharon served as Management Aide at Cumberland Gardens since 2015 before starting her new position earlier this summer. She has oversight of the NSA/city

units including rent, occupancy, renewals, transfers and maintenance work orders.

“Some of the NSA/city unit tenants know me from Cumberland Gardens, but for those who do not, I prefer one-on-one in-person meetings,” says Sharon.

“I want them to get to know me and know I am available to help them solve issues.”

HOTMA To Improve Fairness and Flexibility in Housing Assistance Programs The Housing Opportunity Through Modernization Act (HOTMA) is a federal law designed to modernize and streamline housing policies in the United States. The law’s goal is to make affordable housing more accessible and responsive to the needs of both residents and housing authorities.

The Allentown Housing Authority (AHA) is waiting for the U.S. Department of Housing and Urban Development (HUD) to set a date for implementing the new changes.

In the meantime, here is what you need to know about the upcoming changes.

Income Calculation Adjustments • Fairer Rent Calculations: HOTMA updates how we calculate your income to ensure rent is determined more fairly.

• Inclusion of Regular Contributions and Gifts: Regular financial support you receive, such as contributions from family or friends, will now be included in your income calculations. Please report any regular contributions you receive.

• Exclusion of Certain Income Types: Certain types of income, like student financial aid, will not be counted in your income calculations. If you are a student, your financial aid will not affect your rent.

Asset Limitation Adjustments

There are new limits on the value of assets you can hold without affecting your eligibility for housing assistance.

These changes ensure fairness by focusing on the actual income you receive from your assets.

• Counted in Rent Calculations: Only the income generated from your assets, such as interest from savings or dividends from stocks, will be counted in your rent calculations, not the total value of the assets.

Inspection and Property Standards

• More Frequent Inspections: You can expect more frequent and consistent property inspections, which help us ensure that your home meets higher safety and quality standards.

Flexible Use of Housing Assistance for Voucher Holders • Portability of Vouchers: Your vouchers can now be moved more easily across different areas. This flexibility allows you to relocate for better job opportunities or other reasons.

• Expanded Housing Eligibility: More types of housing are now eligible for assistance, giving you more options for where you can live. If you are considering a move, let us know if you need assistance as you explore your options.

Simplified Recertification Processes • Triennial Recertification: Residents with fixed incomes must recertify every three years instead of annually. This streamlined process lessens the administrative burden on both you and us.

• Verification Frequency: Fixed-income sources require verification every three years. However, non-fixedincome sources will still need annual verification.

• Residents with Fixed and Non-Fixed Income: If you have a mix of fixed and non-fixed income sources, we will verify and adjust the non-fixed income annually, while the fixed income will follow the three-year verification cycle.

• COLA–Cost of Living Adjustment: The COLA is an annual adjustment to your income based on inflation and other factors. For example, if you receive Social Security benefits, the COLA applied to your benefits each year will be used to adjust your income.

Rent Adjustments • Consistent Calculations: Rent calculations are now more consistent and predictable, ensuring fairness for all residents.

• Caps on Rent Increases: There are caps on how much your rent can increase, protecting you from sudden, large hikes.

• Stability: These changes provide greater stability in your housing costs. Reach out if you have any concerns or questions about rent adjustments.

The AHA’s goal is to be transparent and support you through these changes. Please know we won’t have more details until we receive word from HUD, and we will share information at that time.

A Friendlier Experience

When you click on the Allentown Housing Authority (AHA) website address, allentownhousing.org, you will notice a refreshed site that provides a more seamless experience for residents and other visitors.

The new website still has familiar features, such as forms, pay rent, resident portal, housing applications and the ability to livestream the AHA Board meetings. Besides having a fresh look, the new site is mobile-friendly (to access on a phone or pad), offers more internet security

and allows for more frequent updates from the AHA staff and management team.

The AHA team began conceptualizing the new site in 2023, and it will go live this November.

“It’s been about 10 years since the AHA’s old website was launched, so it was time for an update to provide a fresh look and make accessing information easier,” says Melissa Aclo, Director of Social Services, AHA. “The website team at Strategic Solutions helped us strategize about the site’s design and functionality. The new site was created so residents and community members have an easier time learning about and submitting information to the AHA.”

Job Opportunities through AHA’s S3 Program If you are a resident in the Public Housing or Housing Choice Voucher Program, you may be eligible for job opportunities as they become available with our vendors.

Work specialties include: • Painting • Cleaning • Junk removal • Landscaping • Construction • General contractors • HVAC, electrical system and other utility upgrades Residents interested must complete a brief application that will be kept on file for up to one year and will be used for future opportunities. There is no guarantee of work.

National Health Center Week

Ecumenical Food Bank A special thank you goes to Amy Hitch of the Allentown Area Ecumenical Food Bank for bringing fresh fruits, vegetables, eggs, milk and other goodies to 60 Gross Towers and Towers East residents once a month.

The on-site food bank is only for registered residents.

Neighborhood Health Centers (NHC) of the Lehigh Valley and Valley Health Partners brought a fun and informational National Health Center Week event to the 700 Building and Gross Towers in August.

Residents took part in chair yoga and BINGO and received wellness information from a chiropractor, dentist, eye doctor and other presenters.

The Cumberland Gardens Back-to-School event, held before the start of school in August, featured a backpack giveaway, face painting, a moon bounce and much more. Participating were Community Services for Children, Inc., Neighborhood

Centers of the Lehigh Valley, Baum School of Art, Funtastic Faces, Highmark Wholecare and the Allentown Public Library.

Capital Improvement Updates High Rises: 700 Building, Central Park, Gross Towers, Towers East, Walnut Manor • Appliance replacement: The replacement of refrigerators and stoves begins with Central Park, starting fall/winter 2024.

• Kitchen remodeling: The replacement of cabinets, sinks and countertops currently takes place in vacant units during resident turnover. A plan is in development for the remodeling of kitchens in occupied units.

Central Park & Towers East

• Fire alarm system upgrades and carbon monoxide detectors in each residence are expected to be completed by the end of 2024.

Central Park

• The exterior rehabilitation will include replacing the wall cladding system, windows and patio doors, and rehabilitating exterior concrete porches at residents’ units.

The project will begin late 2024 and extend into 2025.

The Montrone Building

• Repairs to the building’s façade (masonry work) and window replacements are expected to begin fall 2024.

Towers East

• The Elevator Modernization is ongoing through 2024.

Landscape Upgrades:

• Projects to be awarded fall 2024 and completed in spring 2025.

Luis Daza, Property Manager
