Brown cites Air Force history as fuel for accelerating change, meeting today’s complex security challenges

CQ Brown, Jr.urged the Total Force Sept. 19 to focus intently, to move fast and “accelerate change” in reshaping the service to meet modernday threats that are fundamentally different – and more complex – than those of the previous 30 years.

And while the emerging security threats, particularly those posed by our “pacing, acute, and unforeseen challenges,” Brown told Airmen during his keynote address at the Air Force Association’s Air, Space and Cyber Conference he is confident the moment will be met.

“We have done this before, and we can do it again,” Brown told an audience of more than 2,500 Airmen, government and industry officials and assorted airpower advocates, using specific moments from the service’s 75-year history to validate his confidence.

“We now find ourselves in a pivotal period, one that is fundamentally reshaping the international security landscape,” Brown said. “And while our nation was focused on countering violent extremists for two decades, our competitors focused on matching our way of war.

Bass announced the release of the new Purple Book, while illuminating people, readiness, and culture at the Air and Space Forces Association’s Air, Space and Cyber Conference Sept. 20.

Bass, who represents the highest enlisted level of leadership, took pride in introducing the “The Joint Team,” commonly known as the Purple Book, which aims to help Airmen become better joint-minded service members.

Win or die: AMC commander presents Mobility Manifesto

NATIONAL HARBOR, Md. (AFNS)—Gen. Mike Minihan, commander of Air Mobility Command, presented his case for the state of air mobility to a packed audience of Airmen at the 2022 Air, Space and Cyber Conference, Sept. 21.

His problem statement was direct, if provocative: the joint force is not as ready as it thinks it is, and the time to act is now.

“Nobody is going to care what our plans are for five to 10 years if we lose tomorrow,” Minihan said. “Our toys, our training, our desires are meaningless unless we maneuver them to unfair advantage and unrepentant lethality.”

During the 40-minute talk, Minihan laid out the role of the mobility air forces in projecting, connecting, maneuvering and sustaining the joint force. He cited both historical and recent examples, including AMC’s role in Operation Allies Refuge, that showed the need to rapidly employ lessons learned and strategically invest in mobility.

In doing so, he highlighted four critical gaps AMC has focused on closing to be ready for a pacing challenge: command and control, navigation, maneuvering under fire, and tempo.

He left no ambiguity about the urgency of the challenge faced.

6th MDG Airman represents MacDill during Air Force Marathon

U.S. Air Force Tech. Sgt. Marisa Onofrio recently tested her limits, by representing Team MacDill in the 2022 Air Force Marathon at Wright-Patterson Air Force Base, Ohio, Sept.

Running the Air Force Marathon was truly surreal,” said Onofrio. “I could not have asked for a better way to show support for my branch, as well as run for all of those who cannot.”

The thought of stepping over the finish line was a leading motivator for her throughout the weeks of training. She recalled many hard lessons, tough days and above all, those who reminded her of her true capabilities.

meet the challenges we will face in the future. In many ways, today’s security environment parallels our past,” he said.

Brown told Airmen that the service’s culture must adapt along with policies, practice and tactics. In that regard, he said there are “five areas that will drive culture change:” u Mission Command u Force Generation u Agile Combat Employment u Multi-Capable Airmen u The Wing A-Staff construct “We must do it now,” Brown said, referring to the five areas, “because our adversaries will not wait for us to perfect these concepts.”

Brown reinforced the premise by taking the audience along for a ride through history.

In 1948, when the Soviet Union attempted to strangle West Berlin by blockading land routes into the city of two million, the Air Force commenced a massive airlift to sustain the city and prove a critical geopolitical point, that U.S. airpower could be delivered anywhere at any time.

“Without firing a shot, we embarked on the largest aerial resupply mission in history during Operation Vittles, landing at Tempelhof Airport every 45 seconds and delivering more than 13 thousand tons of cargo in one single day,” Brown said.

In the 1950s, when fears of the Soviet Union’s nuclear capability rose, the Air Force locked arms with industry and academia to design, test, build and launch an Atlas intercontinental ballistic missile in just two years.

The trend continued in the 1970s and 1980s, Brown said, when the Air Force again played a major role in developing stealth technology.

The tangible – if not always visible – result of that effort, Brown said, was “a brand new and revolutionary capability, the F-117 Nighthawk, in record time (and) paving the way for the stealth technology we see today.”

The record is uninterrupted decade by decade. In the 1990s during the 78-day air campaign waged to end Yugoslavia’s ethnic cleansing of Kosovar Albanians saw “multiple firsts for our Air Force,” Brown said. Among the most prominent was the fielding of the first MQ-1 Predator, the first operational use of the B-2 bomber, and the first time the Combined Air Operations Center was employed as a weapon system.

And in 2001, of course, after the attacks on U.S. soil, the Air Force, along with the United States “we rose as Americans and saw the strength of our nation when challenged.”

“At every stage, with every new trial, no matter how uncomfortable it felt we proved that we could rise above any challenge. We proved that we were willing to take the risks. And we proved that we could solve any problem by collaborating across our Air Force and within (the Department of Defense), with allies and partners, industry, academia,” he said.

In those examples and more, the Air Force distinguished itself and protected the nation by “driving outcomes; challenging the status quo and not waiting for the perfect conditions to act,” he said.

It was fueled “through experimentation, rapid prototyping, adapting new ideas, and having a bias for action, risk-taking, and creative disruption across all levels of Airmen,” he said.

Foremost, he said, is the need to maximize collaboration.

Brown has dubbed this approach “Integrated by Design,” as it relates to working closely with allies and partners at the beginning “with the end in mind.”

Brown also emphasized a point he has made before – that success is driven by creative and determined Airmen who are the power behind the changes the Air Force needs to succeed.

“We must harness any innovation that can put meaningful capability in the hands of warfighters. We can’t let ‘perfect’ to be the enemy of ‘good enough.’”

Turning to the audience, Brown put the onus directly on them. “You are the heart of our innovation, and I am constantly reminded that each of you drive the potential of our technology and the potential of our ideas; both are limitless.

“Our Airmen, the ones sitting here in this room, the ones getting the J-O-B done every day on our bases all around the globe – active, Guard, Reserve, and civilian – and our vast and incredible partners in industry and academia,” Brown said.

“These are not new challenges,” Brown said. “But the complexity and combination are more than ever before … We know strategic competition, and we know what it means to accelerate change.”

Brown closed with a note of optimism.

“Last year I told you that I don’t believe in impossible,” Brown said.

“We have done this before, and we will do it again.”

Limited public service loan forgiveness waiver nearing end

Defense Department personnel with student loan debt might be able to benefit from temporary changes made to the Public Service Loan Forgiveness program.

The Limited PSLF Waiver allows borrowers to receive credit for past periods of repayment, making it easier to have their loans forgiven.

Those who have not already applied for this waiver must submit a PSLF form and consolidate their non-direct federal student loans by Oct. 31 to receive the benefit.

The waiver allows borrowers to gain additional PSLF credit, even if previously told they had the wrong loan type or repayment plan.

Those interested can learn more about the limited waiver and who qualifies on the Federal Student Aid Site.

“If you have a federal student loan and are eligible, I encourage you to take advantage of the PSLF waiver benefit today,” said Deputy Defense Secretary Kathleen H. Hicks. “A few minutes of your time may save you thousands of dollars on your student loans. Remember, you need to take the steps necessary to qualify.”

L

eadership throughout the 6th Air Refueling Wing traveled alongside Airmen from the 6th ARW Bolt Cell to the University of South Florida in Tampa Sept. 16, after agreeing on an educational partnership agreement with USF alongside a blank purchase agreement with the University’s Institute of Applied Engineering.

With innovation becoming a priority across the Air Force, the 6th ARW Bolt Cell shifted its focus to help accelerate the process, after realizing that Airmen across the wing were working around the clock, with a limited number of resources available to them.

“Let’s face it, innovating is extra credit,” said Master Sgt. Trevor Naismith, the 6th ARW Bolt Cell flight chief. “That’s something that most people are doing in their off time, in private, getting things done with what they have at hand. There are brilliant Airmen in the Air Force, who just need a platform to enable them to innovate.”

However, the Bolt Cell found not only one but two new platforms that give MacDill Airmen access to world-class resources from USF. The first of the two, an EPA, gives Airmen access to Ph.D. level expertise to help further educational opportunities, to discuss, brainstorm and problem solve. Airmen will have academic support available from full-time researchers and faculty, to under and post-graduate students. USF will also provide professional development offerings that are tailored to mission-specific needs through online or in-person training, seminars, boot camps and dedicated programs.

“The BPA is really going to help empower Airmen across the wing,” said Naismith.

“Airmen can now present their innovative ideas to an entire institution dedicated to providing MacDill with the solutions it needs.”

Recently, Airmen from the 6th Civil Engineering Squadron Explosive Ordnance Disposal unit have already begun to innovate via this new partnership.

The Airmen worked alongside engineers from USF’s IAE to enhance the Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare backpack system after encountering a problem with its deployment on the battlefield. Within a matter of days, USF engineers provided the Airmen with a mechanical vertical stabilization system that will enable operators to deploy the JCREW system more efficiently.

“This partnership is exactly the type of collaboration we need to maintain superiority over near-peer adversaries around the globe,” said U.S. Air Force Col. Adam Bingham, the 6th ARW commander. “This agreement will allow us to Innovate and provide custom resources to the MacDill warrior.’

Both agreements are effective immediately, with the EPA lasting three years, and BPA lasting five.

“One lesson I’ve learned through all my training is that it is ok to not always be perfect,” she emphasized.

Looking beyond fitness, Onofrio integrates these values into her daily life as a physical therapy technician with the 6th Medical Group. Oftentimes, reminding her patients that recovering from injuries is similar to achieving any goal.

Onofrio believes that progress is not always linear, stating that some days will feel better than others, but that doesn’t mean progress isn’t taking place.

“I am well aware that long-distance running isn’t for everyone,” said Onofrio. “I hope that others who see me can be inspired to achieve any fitness goal.”

Airmen from the Personnel Recovery Task Force, special tactics and other major commands partnered to help evacuate Afghans, provide 1.5 million meals and 1.2 million bottles of water and administered 33,000 vaccines, constructed 552 tents, and delivered 38 newborns.

“When I think of ‘One Team, One Fight,’ I think of Airmen from across the Air Force,” she said. “Every major command came together to produce effects greater than themselves and their respective parts.

That is interoperability and that is integrated by design.”

Noting recent accomplishments and works in progress, Bass highlighted leadership development, publication of the first Enlisted Force Development Action Plan, updated The Enlisted Force Structure and The Profession of Arms: Our Core Values, more commonly known among Airmen as the “Brown” and “Blue” books.

Bass also mentioned updates to professional military education with some updates beginning this fall. Upcoming changes include: Improvements to the MyEval evaluation system. u A shift in bullet writing to a narrative structure, beginning in October. u Digital WAPS promotion testing. u Changes to assignment priority codes for military training instructors, military training leaders, and recruiters. u Removal of time on station requirements for expedited transfers and the inclusion of acquitted Airmen in expedited transfers. u Better alignment of assignment report dates so Airmen will not have to report to a new duty station within 120 days of their return from a deployment. u A new assignment swap policy, citing more details to come.

“How we develop and retain our Airman is paramount to winning the future fight,” she said. “Our strategic competitors are deterred by a strong NCO corps and even more so when we come together with our allies and partners. That is our strategic competitive advantage!”

“When it comes to the information domain, we can no longer be passive observers,” she said. “It is a battle space, and our adversaries are weaponizing information at speed, scale, and scope. They are able to leverage social media, digital media, and the information environment to direct the impact of people, readiness, and the culture of our Air Force.”

She specifically cited China and Russia, and how the disinformation model – which has been relatively unchanged for nearly a century – keeps working. Meanwhile, China has been keeping a watchful eye and learning. She stressed the need for digital and social media literacy has never been greater. Airmen now must be critical thinkers, but she has no doubt today’s Airmen are up to the challenge.

“As your fellow Airman, what I remain encouraged about is that no matter the challenges that may come our way, they can never compete with you,” she said. “In fact, the most lethal and advanced weapons systems that we have would simply be a static display if it wasn’t for you.”

Bass discussed the level of education among the enlisted force and noted this year alone, nearly 1,000 enlisted Airmen joined with a degree; making more than 33,000 enlisted Airmen in possession of a bachelor’s degree and more than 6,000 in possession of a postgraduate degree. Sixty-eight have a Ph.D. – three of whom are Airmen 1st Class.

She acknowledged the Airmen from the Puerto Rico Air National Guard, who are currently mobilized in response to Hurricane Fiona.

“I do not know when the next conflict will arise or when the next humanitarian disaster might occur, but I do know whenever our nation calls, Airmen will respond,” she said. “It is because of you that Americans sleep well at night and will continue to do so for generations to come.”

Similarly, he left no doubt about America’s resolve to face challenges now, even with work still to do.

“We have to make the best of what we have,” Minihan said. “If [my intelligence team] were to walk in my office tomorrow and say ‘[an adversary is] getting ready to go,’ what am I going to do now? I’m going to take roll of who we’ve got, we’re going to take roll of the toys we have, and we’re going.”

He presented the challenges of geography through the lens of his joint experience in the Pacific, which AMC is preparing for on the road to Exercise Mobility Guardian 2023, set to take place next year within the Indo-Pacific region.

“There’s just too much water and too much distance for anyone else to deliver mobility at pace, at speed, and at scale like we do,” Minihan said. “I’m not interested in being the best Air Force on the planet. I’m interested in being the most lethal force the world has ever known. Mobility Guardian will be the crown jewel where we rehearse the winning scheme of maneuver.”

To get after the problem he presented, Minihan cited the need for a Mobility Manifesto, which he described as a public declaration of intentions, opinions and objectives of mobility as an organization. He argued the document is needed to best position mobility Airmen and their tools to present a scheme of maneuver for the joint force to win.

“Lethality matters most, and I’m coming at you like an Airman,” Minihan said. “This is about us and about our culture – it’s about Airmen. We’ve been here before. You will get zero sympathy from me about having to do big things quickly and about the significant challenges that exist.”

The presentation was a preview of the manifesto that will be made available to mobility Airmen at the end of October.

Over the last year, AMC has taken a deliberate approach to rapidly prepare for a high-end fight with a pacing challenger. Operations, activities and investments have all been focused on extracting maximum value out of existing capabilities and exploring how the mobility air forces can address gaps across communication, survivability and agility.

“In order to generate the tempo required to win, I’d rather check things out now,” he said. “Victory language comes into sharper contrast – the stakes are incredibly high.”

Minihan had words of advice for the audience: “Generate your courage, point the pointy end at the scary place, and execute.”

He concluded the discussion by putting the challenge ahead in contrast with Air Force Chief of Staff Gen. CQ Brown, Jr.’s readiness charge.

“When he says accelerate change or lose, we say we win or die.”

Gen. Martin visits Team MacDill

U.S. Air Force Maj. Gen. Corey Martin, 18th Air Force commander, recognizes Airman 1st Class Sabin Venable, a marine patrolman assigned to the 6th Security Forces Squadron during a tour at MacDill Air Force Base Sept. 15. Martin rode with the patrolmen to better understand the roles and responsibilities involved with providing base security for a large coastal perimeter. The 6th SFS Marine Patrol unit is the only fully operational, 24/7 unit in the Air Force, and is responsible for protecting one of the largest coastal restricted areas in the Department of Defense.
