“Nobodyisgoingtocarewhatourplansareforfiveto10yearsifwe losetomorrow,” Minihansaid. “Ourtoys, ourtraining, ourdesiresare meaninglessunlesswemaneuverthemtounfairadvantageandunrepentantlethality.”

“Wemustdoitnow,” Brownsaid,referringtothefiveareas, “because ouradversarieswillnot waitforustoperfecttheseconcepts.”
Brownreinforcedthepremisebytakingtheaudiencealongforaride throughhistory.
In1948,whentheSovietUnionattemptedtostrangle WestBerlinby blockadinglandroutesintothecityoftwomillion,theAir Forcecommencedamassiveairlifttosustainthecityandproveacriticalgeopoliticalpoint,that U.S. airpowercouldbedeliveredanywhereatanytime.
“Withoutfiringashot, we embarkedonthelargestaerialresupply missioninhistoryduringOperation Vittles, landingat TempelhofAirport every45secondsanddeliveringmorethan13thousandtonsofcargoin onesingleday,” Brownsaid.
Inthe1950s, whenfearsoftheSovietUnion’snuclearcapabilityrose, theAir Forcelockedarmswithindustryandacademiatodesign,test, buildandlaunchanAtlasintercontinentalballisticmissileinjusttwo years.
Thetrendcontinuedinthe1970sand1980s, Brownsaid,whentheAir Forceagainplayedamajorroleindevelopingstealthtechnology.
Thetangible–ifnotalwaysvisible–resultofthateffort,Brownsaid, was“abrandnewandrevolutionarycapability, theF-117Nighthawk,in recordtime(and)pavingthe wayforthestealthtechnologyweseetoday.”
Therecordisuninterrupteddecadebydecade Inthe1990sduringthe 78-dayaircampaign wagedtoend Yugoslavia’sethnic cleansingof KosovarAlbanianssaw“multiplefirstsforourAir Force,” Brownsaid.Among themostprominent wasthefieldingofthefirstMQ-1Predator, thefirst operationaluseoftheB-2bomber, andthefirsttimetheCombinedAir OperationsCenter wasemployedasaweaponsystem.
Andin2001,ofcourse, aftertheattackson U.S. soil,theAir Force, alongwiththeUnitedStates“weroseasAmericansandsawthestrength ofournationwhen challenged.”
“Ateverystage, witheverynewtrial,nomatterhowuncomfortable itfeltweprovedthatwecouldriseaboveany challenge. We provedthat wewerewillingtotaketherisks Andweprovedthatwecouldsolveany problembycollaboratingacrossourAir Forceandwithin(theDepartmentofDefense),withalliesandpartners, industry, academia,” hesaid.
Inthoseexamplesandmore, theAir Forcedistinguisheditselfandprotectedthenationby“drivingoutcomes; challengingthestatusquoand not waitingfortheperfectconditionstoact,” hesaid.
It wasfueled“throughexperimentation,rapidprototyping, adapting newideas, andhavingabiasforaction,risk-taking, andcreativedisruptionacrossalllevelsofAirmen,” hesaid.
Inordertosucceedthistime, BrownsaidtheAir Forcemustharness
those samequalitiesandculturebutrefineitformodern challenges. Foremost,hesaid,istheneedtomaximizecollaboration.
Brownhasdubbedthisapproach“IntegratedbyDesign,” asitrelates toworking closelywithalliesandpartnersatthebeginning“withtheend inmind.”
Brownalsoemphasizedapointhehasmadebefore–thatsuccessis drivenbycreativeanddeterminedAirmenwhoarethepowerbehindthe changestheAir Forceneedstosucceed.
“Wemustharnessanyinnovationthatcanputmeaningfulcapability inthehandsof warfighters. We can’tlet‘perfect’tobetheenemyof‘good enough.’”
Turningtotheaudience, Brownputtheonusdirectlyonthem.“You aretheheartofourinnovation,andIamconstantlyremindedthateach ofyoudrivethepotentialofourtechnologyandthepotentialofourideas; botharelimitless.
“OurAirmen,theonessittinghereinthisroom,theonesgettingthe J-O-Bdoneeverydayonourbasesallaroundtheglobe–active, Guard, Reserve, andcivilian–andourvastandincrediblepartnersinindustry andacademia,” Brownsaid.
“Thesearenotnew challenges,” Brownsaid.“Butthecomplexityand combinationaremorethaneverbefore… We knowstrategiccompetition, andweknowwhatitmeanstoaccelerate change.”
Brown closedwithanoteofoptimism.

WingtraveledalongsideAirmen fromthe6thARWBoltCelltotheUniversityofSouthFloridain TampaSept.16, afteragreeingonaneducationalpartnershipagreementwithUSFalongsidea blankpurchaseagreementwiththeUniversity’sInstituteofAppliedEngineering.
WithinnovationbecomingapriorityacrosstheAir Force, the6thARWBoltCell shifteditsfocustohelpacceleratetheprocess, afterrealizingthatAirmenacrossthe wingwereworkingaroundthe clock,withalimitednumberofresources availableto them.
“Let’sfaceit,innovatingisextracredit,” saidMasterSgt.TrevorNaismith,the6th ARWBoltCellflight chief. “That’ssomethingthatmostpeoplearedoingintheiroff time, inprivate, gettingthingsdonewithwhattheyhaveathand.Therearebrilliant AirmenintheAir Force, whojustneedaplatformtoenablethemtoinnovate.”
However, theBoltCellfoundnotonlyonebuttwonewplatformsthatgiveMacDill Airmenaccesstoworld-classresourcesfromUSF.
Thefirstofthetwo, anEPA,givesAirmenaccesstoPh.D levelexpertisetohelpfurthereducationalopportunities, todiscuss, brainstormandproblemsolve. Airmenwill haveacademicsupport availablefromfull-timeresearchersandfaculty, tounderand post-graduatestudents. USFwillalsoprovideprofessionaldevelopmentofferingsthat aretailoredtomission-specificneedsthroughonlineorin-persontraining, seminars, bootcampsanddedicatedprograms.
Thesecondoption,accordingtoSarahLain,theDirectorofCustomerEngagements atUSF, aBPA,includesaccesstoallthethingstheEPAcovers, butadditionallyoffersoperationalsupport, includingoptimizeddecisionmakingandpredictiveanalytics, datasciencesupport,studiesandanalysessupport,rapidprototypingsupport, including3-Dandlaserprinting, Academiasupport,andevenincludesaccesstoasensitive compartmentedinformationfacility.
“TheBPAisreallygoingtohelpempowerAirmenacrossthewing,” saidNaismith. “Airmencannowpresenttheirinnovativeideastoanentireinstitutiondedicatedto providingMacDillwiththesolutionsitneeds.”
Recently, Airmenfromthe6thCivilEngineeringSquadronExplosiveOrdnanceDisposalunithavealreadybeguntoinnovateviathisnewpartnership.
TheAirmenworkedalongsideengineersfromUSF’sIAEtoenhancethe JointCounterRadio-ControlledImprovisedExplosiveDeviceElectronic Warfarebackpacksystem afterencounteringaproblemwithitsdeploymentonthebattlefield. Withinamatterof days, USFengineersprovidedtheAirmenwithamechanicalverticalstabilizationsystemthatwillenableoperatorstodeploytheJCREWsystemmoreefficiently.
“Thispartnershipisexactlythetypeofcollaborationweneedtomaintainsuperiorityovernear-peeradversariesaroundtheglobe,” said U.S. Air ForceCol.AdamBingham,the6thARWcommander. “ThisagreementwillallowustoInnovateandprovide customresourcestotheMacDill warrior.’
Bothagreementsareeffectiveimmediately, withtheEPAlastingthreeyears, and BPAlastingfive.

“Whenitcomestotheinformationdomain, wecannolongerbepassiveobservers,” shesaid.“Itisabattlespace, andouradversariesare weaponizinginformationatspeed,scale, andscope. Theyareableto leveragesocialmedia,digitalmedia,andtheinformationenvironment todirecttheimpactofpeople, readiness, andthecultureofourAir Force.”
ShespecificallycitedChinaandRussia,andhowthedisinformationmodel–whichhasbeenrelativelyunchangedfornearlyacentury –keepsworking. Meanwhile, Chinahasbeenkeepinga watchfuleye andlearning. Shestressedtheneedfordigitalandsocialmedialiteracyhasneverbeengreater. Airmennowmustbecriticalthinkers, but shehasnodoubttoday’sAirmenareuptothe challenge.
“AsyourfellowAirman,whatIremainencouragedaboutisthatno matterthe challengesthatmaycomeour way, theycannevercompete withyou,” shesaid.“Infact,themostlethalandadvancedweapons systemsthatwehavewouldsimplybeastaticdisplayifit wasn’tfor you.”
Bassdiscussedthelevelofeducationamongtheenlistedforceand notedthisyearalone, nearly1,000enlistedAirmenjoinedwithadegree;makingmore than33,000enlistedAirmeninpossessionof a bachelor’sdegreeandmorethan6,000inpossessionofapostgraduatedegree. Sixty-eighthaveaPh.D. –threeofwhomareAirmen1st Class.
SheacknowledgedtheAirmenfromthePuertoRicoAirNational Guard,whoarecurrentlymobilizedinresponsetoHurricane Fiona.

“There’sjusttoomuch waterandtoomuchdistancefor anyoneelsetodelivermobilityatpace, atspeed,andat scalelikewedo,” Minihansaid.“I’mnotinterestedinbeingthebestAir Forceontheplanet.I’minterestedinbeingthemostlethalforcetheworldhaseverknown.MobilityGuardianwillbethecrownjewelwherewerehearse thewinningschemeofmaneuver.”
To getaftertheproblemhepresented,Minihancited theneedforaMobilityManifesto, whichhedescribedas apublicdeclarationofintentions, opinionsandobjectives ofmobilityasanorganization.Hearguedthedocumentis neededtobestpositionmobilityAirmenandtheirtoolsto presentaschemeofmaneuverforthejointforcetowin.
“Lethalitymattersmost,andI’mcomingat you likean Airman,” Minihansaid.“Thisisaboutusandaboutour culture–it’s aboutAirmen. We’vebeenherebefore. Youwill getzerosympathyfrommeabouthavingtodobigthings quicklyandabout thesignificant challengesthatexist.”
Thepresentation wasapreviewofthemanifestothatwill bemade availabletomobilityAirmenattheendofOctober.

Operations, activitiesandinvestments haveallbeenfocusedonextractingmaximumvalueout ofexistingcapabilitiesandexploringhowthemobilityair forcescanaddressgapsacrosscommunication,survivabilityandagility.
