AMC, allies kickoff Mobility Guardian 23 in Indo-Pacific

by Air Mobility Command Public Affairs JOINT BASE PEARL HARBOR HICKAM AIR FORCE BASE, Hawaii (AFNS)— Exercise Mobility Guardian 2023, Air Mobility Command’s largest full-spectrum readiness exercise in the command’s history, began July 5 in the Indo-Pacific region.

This year’s MG23 reflects an evolution from the exercise’s previous three U.S.-based iterations and aims to understand and overcome distance to deliver the mobilization, deployment and sustainment functions that the Joint Force, allies and partners depend on to respond to challenges worldwide.

“It should be evident by now that success of the Joint Force requires a capable and integrated Mobility Air Force,” said Gen. Mike Minihan, AMC commander. “MG23 will turn planned integration into operational integration within the theater, stretching MAF capabilities to meet future demands and protect shared international interests with our allies and partners.”

JOINT BASE PEARL HARBOR-HICKAM, Hawaii (AFNS)—Innovation across the Air Force can involve anything from work processes to physical assets and often include policy updates to long-standing Air Force regulations. For Airmen, Air Force innovation and the respective unit offices that support the innovation efforts, known as Spark Cells, should be nothing new.

But where does innovation start?

“Being innovative in the Air Force means when you see a challenge, you say, ‘Okay, how do I now get around this challenge?’” said Maj. Raymond Hill, Pacific Air Forces innovation lead. “Is it just getting leadership’s attention, is it getting funding, or is it policy changes on either side of the problem?”

Whether creating things in their garages they think will be more efficient or bringing ideas they’ve seen somewhere else into discussions, people are the driving force behind change, Hill explained.

Air Force delays some PCSs, bonuses Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS) —The Air Force is experiencing a shortfall in the FY23 Military Personnel Appropriation driven by higherthan-projected personnel costs.

Headquarters Air Force is directing actions to be taken now to avoid exhausting funds. AFPC is currently approving PCS orders for Airmen with projected departure dates in July.

For all other Airmen awaiting PCS orders with projected departure dates of August or later, orders are being reviewed and approved on a priority basis. Some PCS order authentications will be delayed.

Effective July 11, 2023, the Air Force will suspend the FY23 selective reenlistment bonus program but will allow Airmen who would have been eligible after the deadline to extend their current enlistment into fiscal year 2024. This allows most Airmen to still access an SRB program with the FY23 rules until the FY24 program starts. Airmen who reach their maximum extensions by law on their enlistment can also be accommodated through constructive re-enlistment. Airmen should be

on the lookout for AFPC messaging and work with their servicing MPF. The Air Force is also temporarily pausing the Aviation Bonus program that opened on June 6, 2023, to restructure the program to continue offering bonuses to aviators. Within the next 14 days, the Air Force expects to reopen a restructured AvB, at which time officers who did not already elect to sign the AvB contract will be able to do so as long as funds remain.

Additionally, the Air Force is pausing new Assignment Incentive Pay; this includes Airmen signing contracts or initiating new pay at non-contract locations until the beginning of FY24. Airmen already receiving AIP will continue to receive that pay.

Finally, Airmen on overseas long tours with a DEROS between October – December 2023 will have their DEROS extended to January – March 2024.

AFPC will continue to prioritize and authenticate orders for mandatory moves and will consider ETP requests on a case-by-case basis.

The Air Force continues to work through additional options to avoid the funding shortfall and will provide more information when available.

KC-135 serves as platform for multiple missions over Germany, Netherlands

Allison Payne 52nd Fighter Wing Public Affairs SPANGDAHLEM AIR BASE, Germany (AFNS)—Aeromedical Evacuation technicians with the 86th Aeromedical Evacuation Squadron assigned to Ramstein Air Base, sharpened their skills during a routine refueling flight in a KC-135 Stratotanker assigned to the 93rd Expeditionary Air Refueling Squadron, June 27, over the skies of Germany and the Netherlands.

The 86th AES provides critical medical care to forces operating throughout Europe and Africa. They are responsible for treating patients for a variety of illnesses and injuries, using assessment skills during contingency operations to save life and limb, and providing essential care to patients of all ages.

“We are that segment between transporting patients from one place to another while still giving them the care they need,” said Capt. Jordan Klein, 86th AES flight nurse. “If we couldn’t be there for them, they are more likely to undergo harm that could have been otherwise preventable.”

The mission of the Air Force Aeromedical Evacuation system is to provide time-sensitive, mission-critical care to patients being transported between medical treatment facilities. AE forces operate anywhere air operations occur in support of the full range of military operations, humanitarian assistance and disaster response.

“In-flight training ultimately makes us more prepared for future fights and anything we may see or experience with a patient,” Klein said. “We don’t always have the ability to fly on the KC-135, so building a cohesive working relationship with the 93rd EARS is definitely important to us.”

AE crews execute patient movement primarily on Mobility Air Forces aircraft, including the C-130J Super Hercules, C-21 Learjet, C-17 Globemaster III and the KC-135.

“If we are the only jet available to medically evacuate a patient, our job as boom operators gain more responsibility,” said Senior Airman Carson Wilberg, 93rd EARS boom operator. “Everything from the beginning of the flight to the end becomes a collaborative effort,

theUnited Kingdom, and the United States – operating approximately 70 mobility aircraft across multiple locations spanning a 3,000 mile exercise area through July 21. MG23 will employ 3,000 personnel in direct support of the exercise and expects to support more than 15,000 U.S. forces, and allied and partner participants associated with other exercises this year, seven times that of MG21 and nearly three times that of MG19.

This year’s MG23 reflects an evolution from the exercise’s previous three U.S.-based iterations and aims to understand and overcome distance to deliver the mobilization, deployment and sustainment functions that the Joint Force, allies and partners depend on to respond to challenges worldwide. Dalton Williams) Planning began in the spring of 2022 for the Pacific endeavor involving more than 200 planners from across AMC, including the headquarters staff, 18th Air Force, the 618th Air Operations Center and the U.S. Air Force Expeditionary Center. AMC exercise planners partnered with planners from dozens of additional Air Force, joint and international units to ensure the exercise delivers on its intent to demonstrate interoperability across joint and combined international forces.

“The collaboration and connection formed alongside our DoD teammates and our allies and partners during planning and execution will pay dividends today, tomorrow and into our unquestionably complex future,” said Lt. Col. Jake Parker, MG23 exercise director.

Concurrently to MG23, Parker said the MAF will also serve as the “cohesive glue” for a series of other exercises occurring across the Indo-Pacific this summer. AMC’s role in enabling the meaningful maneuver of forces throughout the theater underscores the necessity of logistics and realistic interoperability in the region.

Each participating country has the opportunity to hone vital readiness skills and enhance interoperability in operationally limited environments among multiple mission areas to include airlift, aerial refueling, aeromedical evacuation, the Global Air Mobility Support System, command and control and humanitarian and disaster assistance.

“This is not a pass or fail scenario,” Parker said. “This is a proving ground for the MAF’s new status quo tested through the application of flexible and agile concepts.

The MAF will do its part to ensure the Joint Force and our allies and partners can overcome transnational security challenges by redefining what MAF readiness looks like.”

“It always starts with the Airmen,” Hill said. “They do the work to try and figure out how their ideas will actually make sense for the Air Force.”

Once Airmen have an idea or create something they want to bring to the Air Force, it is recommended they reach out to their local innovation cell for further refinement and mentorship.

“Spark Cells have at least one lead that’s really great at being able to say, ‘Here’s how we take your idea, ensure it makes sense, and make it into a very solid pitch that will convince leaders we need to fund this,’” Hill said.

From there, Spark Cell leads can help with routing the project to whoever is appropriate for further coordination. Spark Cells can also help Airmen who want to support other innovation initiatives that have already started by connecting them to projects that may want or need a specific expertise.

“Additionally, anyone who has a [Common Access Card] can access ‘Vision’,” Hill said. “The website is a collection of submitted and ongoing innovations. People can find a project, see who’s working on it and ask to join their team to collaborate and work together.”

Even though it’s always a good time to innovate, Airmen who are looking to get ideas submitted for competition should be aware the Air Force Spark Tank will start collecting submissions in July and stop in August.

PACAF typically takes submissions in January to compete in the major command. Some recent innovations from PACAF have made quite a bit of headway in larger Air Force channels.

“Last year the top innovation, Project Kinetic Cargo, was a deployable automated cargo measuring system that has been dramatically successful during Cope North in February where they took 96 hours of processing time down to 14 hours,” said Hill. “The project won the People’s Choice Awards at the larger Air Force Spark Tank, where [Air Force Chief of Staff Gen. CQ Brown] said that he would support them in getting needed policy changes. And now we’re at a point where kinetic cargo has the appropriate policy changes to be enacted Air Force-wide.”

The KC-135 flew above northeastern Europe to conduct routine refueling for Royal Netherlands Air Force F-16s and F-35s from Volkel Air Base, Netherlands. Together, the flight enabled the training missions of the 86th AES, 93rd EARS and the RNLAF. “As the aircraft commander, I’m in charge of essentially the wellbeing of the jet and everyone on board,” said Capt. Nathan Armes, 93rd EARS KC-135 pilot. “ It’s my job to maintain a smooth, steady aircraft so the medical team can accomplish their mission as we accomplish ours.”

When the boom operators weren’t refueling aircraft, the 86th AES team was busy practicing various medical scenarios they may encounter, such as mental health care, musculoskeletal injuries, anaphylactic reactions and other patient emergencies.

“Running through these training scenarios helps us learn what to do during potentially stressful situations,” said Senior Airman Zachary Vedder, 86th AES aerospace medical technician. “Being able to manage stress is really important because we need to be able to make quick decisions to ultimately save a life.”
