Charles ‘Charlie’ B Haralson:

A legacy of service and commitment to service

From humble beginnings as the youngest of 15 children in Southern Georgia, to a life of service and adventure, U.S. Air Force retired Charles “Charlie” B Haralson has lived a life that’s nothing short of inspiring. A decorated veteran and dedicated educator, Haralson’s journey is a testament to committed service and hard work.

In 1951, at the age of 18, Haralson enlisted in the U.S. Air Force with dreams of becoming an aircraft mechanic. As he awaited an opening in mechanic school, Charlie met a recruiter seeking Airmen interested in refueling. He decided to give it a shot.

“The Air Force uses you where they need you most,” Haralson said. “I qualified as an aircraft mechanic. Being at the mechanic’s school, which was in Wichita Falls, Texas, my ASVAB score was a 94. Anyone with a 90 could apply to be a flight engineer or boom operator. Naturally, I wanted to fly, and I was happy with the flight pay, so I volunteered.”

NEWS/FEATURES Honoring past, promoting future with Navajo Nation by 2nd Lt. Dorian Neuendorf AIR MOBILITY COMMAND—Air Mobility Command organized a meet and greet event in Page, Ariz., where Air Force representatives and local Navajo veterans and community members came together to honor the past, develop the present, and promote the future.

The community event brought together approximately 30 Air Mobility Command (AMC) representatives and 50 Navajo veterans and community members. AMC showcased Mobility Air Forces and flew in two C-130 Hercules aircraft for the community to experience first-hand.

Civilian participants were given the unique opportunity to walk through the C-130 aircraft, connect with experienced aviators and mentors, and engage in professional development and networking opportunities.

“This is the beginning of a relationship where we can come here and let young people know what the Air Force and serving is all about, and also lower as many barriers as we can,” said General Mike Minihan, AMC Commander, at a lunch sponsored by the Navajo Nation’s Vice President, Richelle Montoya. “I am committed to See PAST, Page 12

In the continued pursuit of advanced capabilities and increased endurance, U.S. Army Air Service aviators pulled off the impossible on June 27, 1923. On that day, 1st Lt. Virgil Hine and 1st Lt. Frank W. Seifert, flying a DH-4B, passed gasoline through a gravity hose to another DH-4B piloted by Capt. Lowell H. Smith and 1st Lt. John P. Richter, accomplishing the first aerial refueling.

One hundred years later, the United States Air Force celebrates these Airmen, and looks to the next generation to bring diversity of thought, push boundaries and find solutions beyond the status quo.

This critical capability is essential for the Department of Defense’s most vital missions. To remain relevant in the current and future security environments, the Air Force is in the process of recapitalizing its tanker fleet. NEWS/FEATURES Airmen to see changes in deployment cycles with AFFORGEN Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS)—Big changes are underway for deployed Airmen as the U.S. Air Force transitions away from the expeditionary Air Force model of force presentation to the Air Force Force Generation model after more than 20 years of contingency operations.

What you need to know: The Air Force is changing the way it presents and generates forces for the first time in more than 20 years.

The changes are designed to improve Air Force readiness for the highend fight and to better communicate the capabilities that the service can provide to the Joint Force.

All Airmen, except those assigned to joint positions, will be assigned to one of four phases that deploy on a 24-month cycle, or possibly more frequently for units assigned to the air component to a Combatant Command.

Implementation of the new Air Force Force Generation model will evolve over time.

This change establishes a more structured and predictable cycle to better prepare Airmen for distributed, high-end combat operations by allowing focused time for individual and unit training and certification. The model also seeks to give joint leaders a more accurate picture of Air Force

readiness and how the service can better support joint operations while maintaining that readiness.

AFFORGEN and related concepts are some of the ways the Air Force is advancing its warfighter culture to ensure its ability to win tomorrow’s conflicts as part of the joint team.

“We have been able to get away with taking three Airmen from this base, five Airmen from this base, and two Airmen from that base, deploying them and expecting them to come together on day one and be a team,” said Lt. Gen. James Slife, headquarters Air Force deputy chief of staff for operations, during an AFFORGEN panel at the Air Warfare Symposium March 8. “We don’t actually think that’s the way the future operating environment is going to permit us to operate.”

Slife’s comments reinforced comments made by Air Force Chief of Staff Gen. CQ Brown, Jr., during his keynote address on the state of the Air Force during the September 2022 Air, Space and Cyber Conference.

“We need an approach that serves our national security and defense strategies, our joint warfighting concept and recognizes the changing threats and tendencies in the character of warfare,” Brown said, emphasizing the need to accelerate the adoption of new operational concepts. “Adoption is making the concepts part of our DNA, part of our culture.”

Haralson’s career led him to fly missions in seven countries, including the United States, England, Iceland, Thailand, Greenland, Morocco, and Spain. As a senior boom operator, he flew on multiple tankers, including the B-29, C-97, KC-97, and KC-135, and refueled aircraft ranging from the F-4 to the B-52.

“The refueling of the F-84 fighters taking them overseas without them having to stop for gas. To get to England, we had to refuel them over the Atlantic Ocean. I had never seen one before, and it really was a small hole to hit.”

Haralson reflected on the general public’s perception of his job as a boom operator during that time.

“I think they accepted it, but they didn’t know how we did it,” Haralson said. They couldn’t believe two planes could get that close together in the air and transfer fuel in minutes without hitting each other. People couldn’t believe it really.”

One of the Georgia native’s notable missions involved refueling planes from Greenland in radio silence. The only communication came from a single light used to signal between the planes. The F-84, with a receptacle the size of a hand, was the most exciting aircraft to refuel, requiring incredible precision and skill.

“I just hope I wasn’t going to goof up,” recalled Haralson. We had to descend slightly to keep up ahead of the receiving aircraft, otherwise he’d stall out. That’s how the jet tanker came about to get something to keep up with the heavy receivers,” Haralson explained.

Despite the pressures of aerial refueling, Haralson was a dedicated and skilled Airman known for his ability to keep calm under pressure. He was chosen to become an instructor and train other Airmen on how to perform inflight refueling.

“I was an Airman and had a technical sergeant as an assistant,” Haralson said. “He was a gunner and had been through the war. He had more time in the airplane than I did. I had to teach him how to refuel which was no problem.”

After his time as a boom operator, Haralson continued his service in the Air Force as an Officer Training School recruiter in the Kansas City area. His dedication and achievements were rewarded with two air medals, the Na10

tional Defense Medal, the Vietnam Service Medal, Senior Combat Air Crew Wings, and more.

Throughout his military career, Charlie’s life was enriched by his loving family. He married his wife, Hazel, and raised five daughters together. One of their daughters would go on to serve 28 years with distinction in the U.S. Army, and several grandchildren have also proudly served in the military.

Today, at the age of 90, he looks back on his service with pride, remembering the friendships he made along the way, and the sense of camaraderie that is shared among service members.

“I had three officers who looked after me,”

recalled Haralson. “If we landed at a foreign base, they made sure I had orders and food before they went home and that impressed me. They used to say boom operators had the best job in the Air Force. You have three college graduates who drive you to work, you only work 15 minutes and you lay down to do that,” he said with a reminiscent smile.

With two careers behind him, Haralson has enjoyed traveling the globe on Space Available flights. They have visited over 30 countries on four continents, using the military flights spending time with their children, grandchildren, and great-grandchildren scattered across the world.

AFFORGEN From Page 5

Brown considers AFFORGEN as one the drivers for culture change, particularly in the way the Air Force presents and deploys forces — others are agile combat employment, mission command, multi-capable Airmen and the wing A-staff construct.

Brown instituted his strategic approach of “Accelerate Change or Lose” when he became the Air Force’s Chief of Staff because he saw uncontested air dominance was not assured, and AFFORGEN, along with other drivers for change, are a way for the service to maintain its dominance in a changing operational environment.

AFFORGEN establishes a 24-month rotational cycle broken into four, six-month phases: Prepare, Certify, Available and Reset. Airmen and units build readiness through the prepare and certify phases, deploy during the available phase and reintegrate and reconstitute during the reset.

While Airmen in joint assignments do not typically support Air Force deployments, they could be tasked worldwide and should ensure they remain ready. Airmen assigned to the air components of combatant commands, such as Indo-Pacific Command or European Command, may deploy for operations and exercises within their specific CCMD’s area of responsibility. However, in some cases they may also be tasked to deploy outside of that AOR. AFFORGEN will continue to evolve as Airmen deploy and provide lessons learned to their units. The Headquarters Air Force Lessons Learned Directorate, along with the Headquarters Air Force Directorate of Operations are the focal points for AFFORGEN-related lessons learned, studies, analyses, assessments, modeling, simulation and policy. In addition, the Air Force Expeditionary Center is responsible for developing a standardized way for commanders to coordinate training, share lessons and mentor their successors.

Force elements Under AFFORGEN, the Air Force presents capabilities as force elements made up of multiple unit type codes. Each type of FE provides a specific operational capability: Mission Generation: Provides combat, combat support (those that are specifically identified on the aviation/operational UTC’s mission capability statement) and combat service support capability. There are multiple types of MG FEs: Mobility, Air Superiority, Global Precision

Attack, Suppression of Enemy Air Defenses, Long Range Strike, HighAltitude Intelligence, Surveillance, and Reconnaissance, Air Refueling, Intra-Theater Airlift and Combat Search and Rescue.

Open the Airbase: This FE provides capabilities to open an airbase, regardless of follow-on mission(s), including command and control, force protection, cargo and passenger handling, logistics, airfield operations, force accountability, finance and contracting, host nation support, reception and bed-down of follow on forces.

Command and Control: This FE provides the capabilities to establish an Air Expeditionary Wing C2 structure and includes initial wing operations, maintenance, mission support and medical group commanders as well as the Air (A) and special staffs.

Establish the Airbase: This FE provides sufficient forces to support most missions or weapon systems. It integrates with the Open the Air base and C2 FEs as required and provides the earliest capability to enable and sustain the generation of missions.

Operate the Airbase: This FE enhances combat support and combat services support capabilities beyond what the Establish the Airbase FE provides and brings it to full operational capability.

Robust the Airbase: This FE provides additional combat support and combat service support to increase the robustness of the capabilities already in place.

Demand Force Teams: DFTs are units or capabilities with unique or highly specific combat, combat support, or combat service support capabilities. Examples include the Expeditionary Medical Support System, Rapid Engineering Deployable Heavy Operations Repair Squadron – Engineer, or Combat Camera squadrons.

In addition to being part of an FE, USAF-funded active-duty Airmen are assigned to deployment phases A, B, C, or D, which replace the previous P-and X-bands. Airmen will begin deploying under AFFORGEN in October, with phase C followed by D, A, and B phases every six months.

These phases then repeat every 24-months.

AFFORGEN FEs are intended to be tailorable but not divisible. This means if a joint force commander only requests a specific subset of UTCs from a FE, the remaining UTCs will remain unavailable for use during that AFFORGEN cycle.

working with the Air Force and any other service on how we can…make sure that if there’s a kid dreaming about being in the Air Force, I want to work as hard as they are to help them come in.”

The C-130 aircraft provided a backdrop for the event, and Air Force representatives showcased the capabilities of the aircraft, explaining its pivotal role in modern-day military operations and humanitarian efforts. Navajo community members shared stories of their ancestors’ invaluable contributions during WWII, efforts that proved the Navajo Nation’s dedication, courage, and resourcefulness during the war.

Discussions between Air Force personnel and Navajo veterans and community members touched on various topics, including education, career opportunities, and cultural exchanges. By fostering these relationships, AMC and the Navajo Nation are paving the way for a brighter future.

“Coming from a family of veterans who have served -- having a sense of a seat at the table, being seen, and being honored -- having General Minihan come to the Navajo Nation, my home state, was an honor in itself,” said Staff Sergeant Anastacia Rodriguez, who initiated the event. “To me, it portrays a new beginning, a new relationship, and it’s exciting! Myself, my family, and other participants are excited, because they know that something bigger will come from this visit.”

Munro processed 26 initial flying class physicals for the 6th ARW, U.S. Special Operations Command, Joint Communications Support Element, and Reserve Officers Training Corps. He is on the AFWERX evaluation team and dedicated over eight hours to reviewing proposals for qualification totaling $8.5 billion.
