by Lindsey Wilkinson Air Mobility Command SCOTT AIR FORCE BASE, Ill.—Air Mobility Command leaders continued operationalizing the new Command strategy during staff-tostaff discussions at Pacific Air Forces and U.S. Indo-Pacific Command, June 22-23, where they discussed a road map for readying Mobility Air Forces for Agile Combat Employment in the Indo-Pacific theater.

The strategy, which focuses the command on four mission imperatives for ensuring the MAF is postured to compete and win against its pacing threats, was presented through a Pacific lens to ensure future alignment and refinement with PACAF and INDOPACOM. Gen. Mike Minihan, who spent the last decade in the Indo-Pacific prior to taking command of AMC, reinforced the command’s significant role in the theater, as well as the challenges it must overcome.

“AMC is the meaningful maneuver force for the joint force in the Pacific,” said Minihan. “The MAF will be ready for any challenge and we will continue to drive with a laser focus on winning.”

DAF strengthens discharge process for sexual offenders ARLINGTON, Va. (AFNS)—The Department of the Air Force recently published DAF Instruction 36-3211: Military Separations, which outlines increased support to sexual assault survivors, strengthens sexual assault prevention and accountability efforts, and combines several discharge instructions.

Under the previous policy, Airmen and Guardians who committed sexual assault offenses were subject to mandatory initiation of discharge proceedings; the updated policy strengthens the criteria that may be considered for discharge.

These updates also ensure the discharge decision is objective and focuses decision makers on the relevant evidence of each case.

“Sexual assault is incompatible with our Core Values, the Guardian Ideal, and military service. These revisions will signifi- cantly improve our ability to discharge those unworthy of calling themselves Airmen and Guardians,” said Under Secretary of the Air ForceGina Ortiz Jones.

“Our policies must set clear expectations and consequences for the force.

Everything we do, and everything we say communicates the value that we place, or do not place, on one’s service.”

The department has a zero tolerance policy on sexual assault and sexual harassment, and it is responsible for providing a safe working environment for every Airman, Guardian and civilian.

The new departmental policy explicitly states members who commit sexual assault will face mandatory initiation of discharge and only, if cer-

tain limited circumstances exist, can a member be considered for an exception to the presumption of discharge.

Exceptions to discharge are now not allowed if the sexual assault was committed against a child, if abuse of authority is presumed to be present, or if a member has a prior substantiated allegation of sexual assault or sexual harassment. Additionally, the criteria that focused on how likely a member was to engage in a future act of sexual assault was removed having been determined to be subjective.

The separation authority and board members can no longer consider the following factors when determining whether a basis for a sexual assault discharge exists, whether a waiver is appropriate, and whether a member should be discharged if they have committed a sexual assault: - Personal, family, or financial circumstances - Good military character or service record - Medical or mental health condition The new policy also combines all previous discharge publications, providing a comprehensive and streamlined approach for policies impacting total force members.

In addition to these changes on the discharge policy, the department has proposed increased funding in its fiscal year 2023 budget to strengthen sexual assault and integrated violence prevention programs.

FEVS results allow managers to identify where improvements within a specific work unit may be necessary.

One example of change based on previous FEVS feedback is that a civilian senior leader now accompanies the commander of Air Combat Command on installation visits and holds town hall-style meetings with base civilian personnel. The goal is to foster open communication, reinforce service culture and help connect civilian Airmen to the overall mission.

Air Education and Training Command leaders track the FEVS top five positive, negative and neutral responses to identify challenges and areas to improve.

Eligible civilian employees employed as of Nov. 30, 2021, will receive a link for the survey via an email message from OPM. The survey invitation and OPM reminder emails will come from “Federal Employee Viewpoint Survey-AF <EVAF@opm.gov” between now and July 15. Employees are also reminded to check their spam and junk mail folders.

Employees may contact the OPM FEVS Helpdesk at EVAF@OPM.gov if they feel they are eligible but have not received the survey invitation.

The feedback civilian employees have given in previous years earned the service the No.10 ranking for large agencies by the Partnership for Public Service’s “Best Places to Work in the Federal Government” in 2020.

The FEVS is a government-wide Office of Personnel Managementadministered survey for federal civilian employees first available in 2002. The survey includes questions about employees’ work-life, job and organizational satisfaction, commitment, engagement, performance management and communication. It also measures employee perceptions of how organizations supported employee work needs during the pandemic and overall wellness.

“The FEVS is one of the most powerful platforms DAF civilian employees have to share their perceptions of how effectively we manage our workforce,” said Alex Wagner, assistant secretary of the Air Force

Airman Creates Patriotic Paint Scheme for NASCAR Race Car

by Katie Lange DOD NEWS If you’re a NASCAR fan, you may have seen the No. 31 Chevrolet Camaro SS zipping around the track at Charlotte Motor Speedway over Memorial Day weekend. If you’re a service member or history buff, you may have noticed its coloring was in line with the olive drab that was prevalent throughout the military for much of the 20th century.

There was a reason for that, and it’s all thanks to Air Force Staff Sgt. Sabatino DiMascio. The six-year veteran of the Air Force is passionate about history and racing. Thanks to his graphic design skills, he was the guy behind the No. 31 car’s paint scheme.

DiMascio, 26, of Middletown, Delaware, works in public affairs at Joint Base McGuire-Dix-Lakehurst in New Jersey. It’s a role he swapped into last year after previously working as a C-17 Globemaster III aircraft maintainer.

When the Air Force opened a contest last fall for airmen to submit designs for the paint scheme for a NASCAR Cup Series car, the staff sergeant was all about it. This year is the Air Force’s 75th anniversary, and DiMascio said he picked a green paint scheme that paid homage to the C-47 Skytrains that flew over Normandy, France, during the early hours of D-Day in World War II. Commemorating World War II “When I was trying to think of what design I wanted to do, the C-47’s history and the dynamic design that I could do really sticks out,” DiMascio said. “I wanted to design a car that stood out and signified a great part of our history, both Air Force and Army Air Corps.”

His design didn’t win the contest, but

his public affairs connections and prowess did help bring his creation to life. DiMascio contacted Jordan Anderson, who owns the No. 31 Camaro, and asked if his team would consider using a patriotic paint scheme during a Memorial Day weekend race.

“It turns out that [Anderson’s] grandfather, Maj. Ralph Clifton Anderson Sr., flew into D-Day on a C-47,” DiMascio said.

Anderson was interested in the idea, so the pair reworked the design DiMascio had submitted for the Air Force contest.

Aside from the olive drab color scheme, they added gold plating, as well as black and white “invasion” stripes like the ones that were painted on Allied aircraft during World War II. The stripes were crucial for crews returning to their bases to be identified as friendly aircraft.

Previous When Anderson got approval from his sponsor to make the design happen, the wrap was printed at the race shop and the team applied it to the car. The cars aren’t painted with a paintbrush or airbrush; they’re covered in a vinyl, decal-like wrap that’s cut to precision and then applied to the car like wallpaper.

The finished product included a decal dedicating the car to Army Sgt. 1st Class Jeremy W. Griffin, a Green Beret who was killed in September 2019 in Afghanistan.

DiMascio, who did some racing of his own when he was stationed in Washington State, said he would love to see more opportunities like this going forward for other airmen — and, of course, for himself.

“If it was up to me, I would be doing not only my normal job on active duty, but if I could get the Air Force to pay me enough money, I would be out there racing myself,” he said.

sion of Ukraine and AMC’s role in helping to move $6.3 billion in security assistance to Ukraine, as well as last summer’s Operation Allies Refuge where more than 124,000 Afghan civilians were evacuated on AMC aircraft during a 17-day period.

Throughout those contingencies, AMC leaders still kept their eye on the other side of the world.

Next summer, AMC will conduct their premier bi-annual Mobility Guardian ’23 from locations throughout the Indo-Pacific, where the command will present an updated mobility scheme of maneuver for ACE. The meetings in Hawaii laid the groundwork for the MG23 rehearsal as AMC begins its series of planning conferences.

“ACE is all about interoperability between commands and across our sister services,” said Gen. Ken Wilsbach, Pacific Air Forces commander. “ACE is critical to maintaining the strategic initiative and present lethal credible combat power in unpredictable ways. Sharing lessons learned and coordinating like we’re doing during this visit ensures our agility and readiness, allowing us to outpace our adversaries and provide airpower anytime, anywhere in support of a free and open Indo-Pacific.”

In addition to discussions on MG23, PACAF provided mobility insights in the preparation for upcoming operations in the Indo-Pacific, while AMC presented classified briefs on the Command’s ‘Fight Club’ and air refueling in a contested environment to USINDOPACOM as well as its air component.

This visit was part of a series of staff-to-staff visits with AMC’s counterparts across the Air Force and joint force. Command leadership visited Air Force Special Operations Command in February and will meet with Air Force Global Strike Command in the coming months.

Minihan and Chief Master Sgt. Brian Kruzelnick, AMC command chief, also spent time with Airmen from the 515th Air Mobility Operations Wing, based on Joint Base Pearl Harbor-Hickam, June 22. The wing is one of two responsible for running the Global Air Mobility Support System worldwide.

During their visit, they received wing mission briefs, recognized several stand-out performers and conducted an All Call with approximately 150 Airmen.

“We’re going to win because of you,” said Minihan at the All Call. “You’re the experts [in the Pacific] and you display exactly the culture I want across the AMC echelon.”

“You are appreciated, every single one of you,” added Kruzelnick. “We care about you and we’ll do everything we can to remove barriers in your way.”

by Dan Hawkins Air Education and Training Command Public Affairs JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS)—Beginning June 23, Total Force Airmen and Guardians will have the capability to learn anywhere, anytime, and on any device, with the help of a myLearning username and password.

Air Education and Training Command officials announced the addition of the new identity access management tool to the learning system, which will give personnel with a Common Access Card the ability to create a username and password to log into myLearning and myTraining on personally owned devices (e.g., phone, tablet, laptop, etc.), with the aid of a third-party authentication application.

This also allows units who have missions outside the office environment, such as maintenance, security forces, or logistics readiness, to complete their training away from a government owned computer, Oakland said.

To create a username and password, log into m5 yLearning with your CAC. Airmen can use a mobile device with the security authentication applications FreeOTP or Google Authenticator.
