SCOTTAIRFORCEBASE,Ill.—AirMobilityCommandleaderscontinuedoperationalizingthenewCommandstrategyduringstaff-tostaffdiscussionsat PacificAir Forcesand U.S. Indo-PacificCommand, June22-23,wherethey discussedaroadmapforreadyingMobilityAir ForcesforAgileCombatEmploymentintheIndo-Pacifictheater.

Thestrategy, whichfocusesthecommandon fourmissionimperativesforensuringtheMAF isposturedtocompeteandwinagainstitspacingthreats, waspresentedthrougha Pacificlens toensurefuturealignmentandrefinementwith PACAFandINDOPACOM.

DAFstrengthensdischargeprocessforsexualoffenders

ARLINGTON, Va. (AFNS)—TheDepartmentoftheAir Forcerecently publishedDAFInstruction36-3211:MilitarySeparations, whichoutlines increasedsupporttosexualassaultsurvivors, strengthenssexualassault preventionandaccountabilityefforts, andcombinesseveraldischargeinstructions.

Underthepreviouspolicy, AirmenandGuardianswhocommittedsexual assaultoffensesweresubjecttomandatoryinitiationofdischargeproceedings;theupdatedpolicystrengthensthecriteriathatmaybeconsidered fordischarge.

Theseupdatesalsoensurethedischargedecisionisobjectiveandfocusesdecisionmakersontherelevantevidenceofeachcase.

“SexualassaultisincompatiblewithourCore Values, theGuardianIdeal,andmilitaryservice Theserevisionswillsignifi-cantlyimproveourabilitytodischargethoseunworthyofcallingthemselvesAirmen andGuardians,” saidUnderSecretaryoftheAir ForceGinaOrtiz Jones “Ourpoliciesmustset clearexpectationsandconsequencesfortheforce. Everythingwedo, andeverythingwesaycommunicatesthevaluethatwe place, ordonotplace, onone’sservice.”

Thedepartmenthasazerotolerancepolicyonsexualassaultandsexual harassment,anditisresponsibleforprovidingasafeworkingenvironmentforeveryAirman,Guardianandcivilian.

Thenewdepartmentalpolicyexplicitlystatesmemberswhocommit sexualassaultwillfacemandatoryinitiationofdischargeandonly, ifcer-

ARLINGTON, Va. (AFNS)—The FederalEmployee ViewpointSurvey isnow availableforeligibleDepartmentoftheAir Forceemployeesand willcontinuethrough July15.

Thefeedbackcivilianemployeeshavegiveninpreviousyearsearned theservicetheNo.10rankingforlargeagenciesbythe Partnershipfor PublicService’s“BestPlacesto Workinthe FederalGovernment”in 2020.

TheFEVSisagovernment-wideOfficeof PersonnelManagementadministeredsurveyforfederalcivilianemployeesfirst availablein 2002.Thesurveyincludesquestionsaboutemployees’work-life, joband organizationalsatisfaction, commitment,engagement,performance managementandcommunication.Italsomeasuresemployeeperceptionsofhoworganizationssupportedemployeeworkneedsduringthe pandemicandoverallwellness.

“TheFEVSisoneofthemostpowerfulplatformsDAFcivilianemployeeshavetosharetheirperceptionsofhoweffectivelywemanage ourworkforce,” saidAlex Wagner, assistantsecretaryoftheAir Force

tainlimitedcircumstancesexist,canamemberbeconsideredforanexceptiontothepresumptionofdischarge.

Exceptionstodischargearenownotallowedifthesexualassault was committedagainsta child,ifabuseofauthorityispresumedtobepresent, orifamemberhasapriorsubstantiatedallegationofsexualassaultor sexualharassment.Additionally, thecriteriathatfocusedonhowlikely a member wastoengageinafutureactofsexualassault wasremovedhavingbeendeterminedtobesubjective.

Theseparationauthorityandboardmemberscannolongerconsiderthe followingfactorswhendeterminingwhetherabasisforasexualassault dischargeexists, whethera waiverisappropriate, andwhetheramember shouldbedischargediftheyhavecommittedasexualassault:

Personal,family, orfinancialcircumstances

-Goodmilitary characterorservicerecord

-Medicalormentalhealthcondition

Thenewpolicyalsocombinesallpreviousdischargepublications, providingacomprehensiveandstreamlinedapproachforpoliciesimpacting totalforcemembers.

Inadditiontothese changesonthedischargepolicy, thedepartmenthas proposedincreasedfundinginitsfiscalyear2023budgettostrengthen sexualassaultandintegratedviolencepreventionprograms.

“Thesenewobjectivecriteriareflectourcommitmenttojusticeforsexu-

forManpowerandReserveAffairs. “Themoreemployeeswhotakethe survey, thebetterequippedwe’llbetotakecareofourpeopleandmake ourorganizationstronger.”

FEVSresultsallowmanagerstoidentifywhereimprovementswithin aspecificworkunitmaybenecessary.

Oneexampleof changebasedonpreviousFEVSfeedbackisthat acivilianseniorleadernowaccompaniesthecommanderofAirCombatCommandoninstallationvisitsandholdstownhall-stylemeetings withbasecivilianpersonnel.Thegoalistofosteropencommunication, reinforceservicecultureandhelpconnectcivilianAirmentotheoverall mission.

AirEducationandTrainingCommandleaderstracktheFEVStop fivepositive, negativeandneutralresponsestoidentify challengesand areastoimprove.

EligiblecivilianemployeesemployedasofNov. 30,2021,willreceive alinkforthesurveyviaanemailmessagefromOPM.ThesurveyinvitationandOPMreminderemailswillcomefrom“FederalEmployee ViewpointSurvey-AF<EVAF@opm.gov”betweennowand July15.Employeesarealsoremindedto checktheirspamandjunkmailfolders. WhentheAir Forceopenedacontest lastfallforairmentosubmitdesignsfor thepaintschemeforaNASCARCupSeriescar, thestaffsergeant wasallabout it.ThisyearistheAir Force’s75thanniversary, andDiMasciosaidhepicked agreenpaintschemethatpaidhomage totheC-47SkytrainsthatflewoverNormandy, France, duringtheearlyhoursof D-Dayin World WarII.

“WhenI wastryingtothinkofwhatdesignI wantedtodo, theC-47’shistoryand thedynamicdesignthatIcoulddoreally sticksout,” DiMasciosaid.“I wantedto designacarthatstoodoutandsignified agreatpartofourhistory bothAir Force andArmyAirCorps.”

Hisdesigndidn’twinthecontest,but

hispublicaffairsconnectionsandprowess didhelpbringhiscreationtolife. DiMasciocontacted JordanAnderson,whoowns theNo. 31Camaro, andaskedifhisteam wouldconsiderusingapatrioticpaint schemeduringaMemorialDayweekend race

“Itturnsoutthat[Anderson’s]grandfather, Maj.RalphCliftonAndersonSr., flewintoD-DayonaC-47,” DiMasciosaid. Anderson wasinterestedintheidea, sothepairreworkedthedesignDiMascio hadsubmittedfortheAir Forcecontest. Asidefromtheolivedrabcolorscheme, theyaddedgoldplating, aswellasblack andwhite“invasion”stripesliketheones thatwerepaintedonAlliedaircraftduring World WarII.Thestripeswerecrucial forcrewsreturningtotheirbasestobe identifiedasfriendlyaircraft.
