FollowingthedestructioncausedbyHurricaneMichael, aCategory5storm,in2018,theteamsinvolvedwithrebuildingTyndallAFBhavebeentaskedwithimplementingcutting-edgetechnologythatwillculminateinthecreationofthe‘InstallationoftheFuture.’
“We’reaprovinggroundforalotofthethingsthat we’reworkingonhere,” saidCol.TravisLeighton,Air ForceCivilEngineerCenterNaturalDisasterRecovery ProjectManagementOffice chief.“Someofitmaytake offandfindapplicationsthroughouttheentireAir Force andDOD.Weknowthatweowedata,lessonslearnedand allofthethingsthatwefindoutaboutthistechnologyto thebroaderAir Forceandourcommunitysothatwecan makewisedecisionsmovingforwardintermsofwhatis smarttoinvestin.”
Oneelementofthisinnovationinvolvesabase-wide systemcalledtheInstallationResilienceOperationCenter.
“TheIROCisthesystemofsystemsthatwillallowus totakeallofthesmarttechnology, allofthesensorsthat areoutinthefield,alloftheAirmenthatareoutmonitoringthingsanddoinggoodstuffandfeedthatback toa centrallocation,” saidLowellUsrey, NDRPMOintegrationbranch chief.
Initially, theIROC wassubmittedduringanAFWERX BaseoftheFutureinitiative.Thisinitiativeproposedsix challengesaimedatleveragingemergenttechnologyto createanintegratedbasewithoutcompromisingsecurity.
“Everysinglefunctionalcareerfieldandagencyon basehastheirownsoftwaresystemtheyuse, eitherfor emergencyresponseormonitoringpreventativemainte-
nanceandconditionsofthebuildings,” said2ndLt.NicholasCap,AFCECNDRPMOinnovationelementco-lead. “WhatIROCisdoingisattemptingtobreakdownthose stovepipesandbringallofthoselegacysensors, data,and real-timecommandandcontrolcapabilitiesintoonedashboardthatcanbeaccessed.”
Thisinformationanddataishousedinasinglelocation thatcanbeaccessedbycivilengineers, firstresponders andcommanders.
“Nowtheyareabletolookatamuchmoresophisticatedsetofdashboardstounderstandwhenequipment’sgoingtofailbeforeitfails,” Usreysaid.“You wanttogofrom preventativemaintenancetopredictivemaintenance.”
Inadditiontopredictivemaintenance, theIROCprovidesinformationformanyotherunitstobettercomplete themission.Thisdatafunnelsintoasecuresystemthat wouldallowcivilengineerstomonitorabuildingpower surge, whilebasedefenderssurveilthebuildingandensurelockeddoorsremainlocked.Shouldthesituationescalate firstrespondersalreadyhavea clearpictureofthe circumstanceswithaplanforintervention.
“Itcreatesthatsinglepaneofglass;thatsinglecommon operatingpicturetoenhancethesituational awareness forallemergencyresponders, anddecreasesthesituational awarenessforouradversaries,” saidMaj. JordanCriss, 325thSecurity ForcesSquadroncommander.“Whensecondsdeterminewhetheritmeanslifeordeathforpeople, orforthesafetyandsecurityofournation’smostcritical assets, that’swherethatinformationispower.”
Duringtheimplementationofthesenewtechnologies, TyndallAFBisworkingtoincorporatepreviouslyenabled toolsintotheIROCasopposedtousingall-newsystems.
“IROCwillnotberewritingsoftwarethatwe’vealready workedsohardtoprocure, it’sjustintegratingthemtogether, whichissavingtimeandmoney, sowedon’thave toredowhatwe’vedoneforthepastdecade,” Capsaid. “We’retryingtofindoutwhatinnovativetechnologiesand differentprocesseswecanstreamlineandimplementhere atTyndallsoitcanbeanexamplefortherestoftheAir Forceasawhole.”
AFWERXhadmanysubmissionsfortheirfuturizationinitiative, andTyndallAFBistestingseveralofthem throughouttherebuildingoftheinstallation. Partofthe intentbehindthathasbeentovetsomeoftheprojects, liketheIROC forwiderdissemination.

“Theinternationalcommunity isnotallowing thisunambiguous act ofaggressionbyRussiatogounanswered,” hecontinued.“Todosorisks theworldreturningtoanerawhenlargepowerfulcountriescaninvade smallercountriesatwill.Thatiswhattheinternationalcommunityisup against.Sincetheinitiationofhostilitiesinlate February, theglobalcommunityhasrespondedinanunprecedentedmanner.”
TheNATO nationsareresoluteinoppositiontothisRussian war. But the warstill changesthecalculusinEuropeandaroundtheworld.Russia isnottheonlynationseekingtooverturntherules-basedorder. China,too, wantstoreplacethesystemeventhoughthatsystemhasliftedChinaeconomically.AndAustinsaidthenewNATO StrategicConceptkeepsa wary eyeontheIndo-Pacific.

Still,thetalkoftheministerialconcernedUkraineandthe challenge Russiapresents.Theallianceislookingtobeefupdeterrenceanddefense intheEasterncountriesofthealliance,Austinsaid.
“DuringthisenormouscrisisinEuropeansecurity, we’reproudtostand togethertostrengthentherules-basedinternationalorderthatprotectsus all,” thesecretarysaid.
“Together, wehaverisentothe challengeof[PresidentVladimir]Putin’s warof choiceandRussia’sassaultontransatlanticsecurity,” Austinsaid.

TheallianceislookingtothefutureandNATO leadersaremakinglongtermplanstodeteranddefendeveryinchofNATO territory.ThisisespeciallyaimedattheEast,thesecretarysaid.
Manyoftheministers’recommendationswillbepresentedtoNATO leadersinMadrid.Thesewillincludebasingdecisions, thefootprintofforcesthroughoutthecontinent,alldomaincombatandmore.
