NEWS/FEATURES NATO leaders set stage for alliance decisions at Madrid Summit

by Jim Garamone DOD News Secretary of Defense Lloyd J. Austin III joined 29 other NATO defense ministers in Brussels to set the stage for the alliance’s Madrid Summit that will start June 29.

NATO Secretary General Jens Stoltenberg said the Madrid Summit of NATO heads of state and government will be a transformative event “at a pivotal time for our security.”

Spotlight: NATO The Russian invasion of Ukraine is certainly a transformative event. The international rulesbased order set up after World War II was designed to resolve issues peacefully. The order respects sovereignty and is based on the rule of law.

It has been successful. There were still small wars, but there was nothing approaching the great power wars that killed more than 40 million people globally in the 20th century. NATO was instrumental in preventing a great power war with the Soviet Union, and it adjusted after the fall of the Berlin Wall and the dissolution of the Soviet Union to “export” peace.

Russia’s unprovoked invasion of Ukraine is a direct challenge to this rules-based order, and NATO must adjust and respond.

DOD preparing for climate change impacts, official says

by David Vergun DOD News Climate change has serious implications for national security, said the Defense Department’s chief sustainability officer and senior advisor for climate.

Joe Bryan joined a panel discussion yesterday on “U.S. Climate Security Investments: Changing Plans into Actions” at a virtual Center for Climate and Security event.

“Climate change is dramatically increasing the demand for military operations and, at the same time, impacting our readiness and our ability to meet those demands while imposing unsustainable costs on the department,” he said.

Among the global effects of climate change are a warmer climate; changing precipitation patterns; and, more frequent, intense and unpredictable extreme weather.

Besides climate impacts on the physical environment, climate change is altering technology and markets as the world adjusts to the reality and a rapidly advancing energy transition, he said.

Climate change also affects the militaries of allies and partners, as well as competitors and adversaries. The nations that are most resilient and best able to manage the effects of climate change will secure an advantage, See CLIMATE, Page 11

Summer weather hazards

WRIGHT-PATTERSON AIR FORCE BASE, Ohio—Summer is a great time to be outside and enjoy the weather. But don’t let the sunny days and warm nights fool you. Summer also holds significant weather hazards.

Thunderstorms produce dangerous lightning and heavy rain. Heat waves can be lengthy and deadly.

Let’s take a look at some of the hazards that summer weather can bring and what you need to do to stay safe and be weather-ready.

Thunderstorms and Lightning Strikes Thunderstorms are dangerous storms that produce heavy rain and lightning, and are capable of producing powerful wind gusts and flash floods. According to National Weather Service Storm Data, an average of 182 people are injured and 33 people are killed each year by lightning in the U.S. If you hear thunder, lightning is close enough to pose an immediate threat. When Thunder Roars, Go Indoors! Many lightning victims are caught outside during a storm because they did not act promptly to get to a safe place, or they go back outside too soon after a storm has passed. Find a safe, enclosed shelter when you hear thunder. Safe shelters include homes, offices, shopping centers, and hard-top vehicles

Lightning can also injure individuals who are inside their home during a thunderstorm; approximately one-third of lightning-strike injuries occur indoors. Lightning has the ability to send electricity through the plumbing and wiring if your building is struck. Avoid showering, bathing, or washing dishes during a storm. Do not use electronic equipment connected to an electrical outlet. If you are driving, try to safely exit the roadway and park.

Stay in the vehicle and turn on emergency flashers until the heavy rain ends. Avoid touching metal or other surfaces that conduct electricity in and outside the vehicle.

Flash Flooding A flash flood is a rapid rise in water levels along rivers, creeks, arroyos, or even normally dry land areas. Flash flooding is most often due to extremely heavy rainfall from thunderstorms. It occurs so quickly that many people are caught off-guard. Their situation may become dangerous if they encounter high, fast moving water while traveling.

Each year, more deaths occur due to flooding than from any other thunderstorm related hazard. The Centers for Disease Control and Prevention report that over half of all flood-related drownings occur when a vehicle is driven into hazardous flood water. Turn Around Don’t Drown!

Don’t drive into flood waters. The road may have collapsed under that water.

DALLAS—As the National Oceanic and Atmospheric Administration predicts a seventh consecutive year of above-normal hurricane activity, military families can rest assured that the Army & Air Force Exchange Service has their storm preparedness needs covered.

Exchange merchandising teams have boosted distribution centers’ inventory of high-demand supplies, including water, flashlights, batteries, generators and extension cords, ensuring storm essentials are ready to ship to Exchanges at a moment’s notice.

Managers at locations prone to severe weather, meanwhile, monitor forecasts and coordinate with local commands to ensure PXs and BXs are fully prepared to support the community should a major storm occur.

Stores have also prepared lists of items they can have shipped to their stores to ensure adequate stock ahead of severe weather.

“The Exchange works around the clock to ensure Soldiers, Airmen, Guardians and their families have everything they need to weather the storm this hurricane season,” said Air Force Chief Master Sgt. Future technology for maintenance now

by Tech. Sgt. Charles Dickens Airman Magazine Firefighters zip toward the scene of an alert that a building’s temperature has risen exponentially fast. Upon arrival, the first responders notice the scene appears normal. After minutes of further investigation, maintenance professionals, who simultaneously saw that same alert, pinpoint a faulty temperature sensor and begin to replace it.

Though there was no actual fire, the fire protection team was able to respond within seconds, not minutes. In a real-world emergency, minutes are oftentimes the difference between a small repair and structural damage or even an injury and a fatality.

The broad spectrum of technologies the Air Force is currently fielding at Tyndall Air Force Base, Florida, is aimed at cutting down on emergency response times, improving quality of life for Airmen and reducing maintenance costs for military installations worldwide.

Following the destruction caused by Hurricane Michael, a Category 5 storm, in 2018, the teams involved with rebuilding Tyndall AFB have been tasked with implementing cutting-edge technology that will culminate in the creation of the ‘Installation of the Future.’

“We’re a proving ground for a lot of the things that we’re working on here,” said Col. Travis Leighton, Air Force Civil Engineer Center Natural Disaster Recovery Project Management Office chief. “Some of it may take off and find applications throughout the entire Air Force and DOD. We know that we owe data, lessons learned and all of the things that we find out about this technology to the broader Air Force and our community so that we can make wise decisions moving forward in terms of what is smart to invest in.”

One element of this innovation involves a base-wide system called the Installation Resilience Operation Center.

“The IROC is the system of systems that will allow us to take all of the smart technology, all of the sensors that are out in the field, all of the Airmen that are out monitoring things and doing good stuff and feed that back to a central location,” said Lowell Usrey, NDR PMO integration branch chief.

Initially, the IROC was submitted during an AFWERX Base of the Future initiative. This initiative proposed six challenges aimed at leveraging emergent technology to create an integrated base without compromising security.

“Every single functional career field and agency on base has their own software system they use, either for emergency response or monitoring preventative mainte-

nance and conditions of the buildings,” said 2nd Lt. Nicholas Cap, AFCEC NDR PMO innovation element co-lead.

“What IROC is doing is attempting to break down those stove pipes and bring all of those legacy sensors, data, and real-time command and control capabilities into one dashboard that can be accessed.”

This information and data is housed in a single location that can be accessed by civil engineers, first responders and commanders.

“Now they are able to look at a much more sophisticated set of dashboards to understand when equipment’s going to fail before it fails,” Usrey said. “You want to go from preventative maintenance to predictive maintenance.”

In addition to predictive maintenance, the IROC provides information for many other units to better complete the mission. This data funnels into a secure system that would allow civil engineers to monitor a building power surge, while base defenders surveil the building and ensure locked doors remain locked. Should the situation escalate, first responders already have a clear picture of the circumstances with a plan for intervention.

“It creates that single pane of glass; that single common operating picture to enhance the situational awareness for all emergency responders, and decreases the situational awareness for our adversaries,” said Maj. Jordan Criss, 325th Security Forces Squadron commander. “When seconds determine whether it means life or death for people, or for the safety and security of our nation’s most critical assets, that’s where that information is power.”

During the implementation of these new technologies, Tyndall AFB is working to incorporate previously enabled tools into the IROC as opposed to using all-new systems.

“IROC will not be rewriting software that we’ve already worked so hard to procure, it’s just integrating them together, which is saving time and money, so we don’t have to redo what we’ve done for the past decade,” Cap said.

“We’re trying to find out what innovative technologies and different processes we can streamline and implement here at Tyndall so it can be an example for the rest of the Air Force as a whole.”

AFWERX had many submissions for their futurization initiative, and Tyndall AFB is testing several of them throughout the rebuilding of the installation. Part of the intent behind that has been to vet some of the projects, like the IROC, for wider dissemination.

“The IROC dashboard provides a window into all of the concerns on the installation that the commander is monitoring to make sure they can answer that call to project power; that is a universal requirement,” said Lance Marrano, U.S. Army Corps of Engineers Engineer Research

DeCA supports veteran family featured in Military Makeover TV show

by Kevin L. Robinson DeCA public affairs specialist FORT LEE, Va.—The Defense Commissary Agency (DeCA) joined a host of retailers in supporting a wife and husband, both disabled veterans, featured in the “Military Makeover with Montel” TV series on Lifetime.

Military Makeover is led by Montel Williams, a TV talk show host and

Marine Corps and Navy veteran. The series honors veterans by bringing together retailers, designers, contractors, landscapers and other home improvement companies to help transform their homes and lives.

The show’s milestone 30th makeover featured Justin and Kristie Ziegler and their family. Justin and Kristie are Air Force veterans, childhood sweethearts from South Florida, who both deployed to Afghanistan.

The Atlantic hurricane season runs from June 1 through Nov. 30. The Exchange remains vigilant throughout the season through its Disaster Support Group, a team of Exchange leaders worldwide that stays connected 24/7 to ensure every level of the organization is informed of and prepared for approaching storms. The team can meet at a moment’s notice to coordinate a response should severe weather affect any installation.

The Exchange has long supported military communities affected by severe weather. In August 2021, Exchange teams worked together to en-

sure emergency supplies were available at the Keesler BX, including a freezer trailer in case of a power outage, ahead of Hurricane Ida, which prompted two days of road and facility closures at the installation.

In addition to shipping supplies to stores, the Exchange’s Waco Distribution Center houses mobile field Exchanges—stores on wheels stocked with snacks, beverages and hygiene products—that can be deployed to storm-stricken communities in support of military rescue efforts.

“Since Russia’s indefensible invasion of Ukraine, we have had to face events that we all hoped would never come to pass,” Austin said at the conclusion of the second day of the NATO Defense Ministerial. “And this alliance has met the challenge with determination, with resolve and, above all, with unity. Together, we have responded swiftly and decisively to Russia’s baseless, lawless and reckless invasion of Ukraine.”

Army Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff, said the rules-based order was successful in preventing a great power war and in preventing large powers from conquering smaller countries with military force.

But now, “Ukraine is under threat. They are at war, and we will continue to support them,” Milley said following a meeting of the Ukraine Defense Contact Group in Brussels, June 15. “But the rules-based international order is also under threat due to the actions of Russia in the Ukraine.

Spotlight: Support for Ukraine “The international community is not allowing this unambiguous act of aggression by Russia to go unanswered,” he continued. “To do so risks the world returning to an era when large powerful countries can invade smaller countries at will. That is what the international community is up against. Since the initiation of hostilities in late February, the global community has responded in an unprecedented manner.”

The NATO nations are resolute in opposition to this Russian war. But the war still changes the calculus in Europe and around the world. Russia is not the only nation seeking to overturn the rules-based order. China, too, wants to replace the system even though that system has lifted China economically. And Austin said the new NATO Strategic Concept keeps a wary eye on the Indo-Pacific.

Spotlight: Focus on Indo-Pacific Still, the talk of the ministerial concerned Ukraine and the challenge Russia presents. The alliance is looking to beef up deterrence and defense in the Eastern countries of the alliance, Austin said.

“During this enormous crisis in European security, we’re proud to stand together to strengthen the rules-based international order that protects us all,” the secretary said.

“Together, we have risen to the challenge of [President Vladimir] Putin’s war of choice and Russia’s assault on transatlantic security,” Austin said.

“Our allies have activated NATO’s defense plans. They’ve deployed elements of the NATO Response Force. And they’ve placed tens of thousands of troops in the eastern areas of the alliance, along with significant air and naval assets under direct NATO command, supported by allies’ national deployments.”

The alliance is looking to the future and NATO leaders are making longterm plans to deter and defend every inch of NATO territory. This is especially aimed at the East, the secretary said.

Many of the ministers’ recommendations will be presented to NATO leaders in Madrid. These will include basing decisions, the footprint of forces throughout the continent, all domain combat and more.

The secretary said he was pleased with the work the ministers did during the ministerial but could not elaborate on the decisions. Those will be ratified later. “See you in Madrid,” he told reporters.

As such, the department’s portion of President Joe Biden’s fiscal year 2023 budget request makes significant new investments that will make installations and operations more resilient to climate change and increase operational capability, he said.

Extreme Heat In most of the U.S., an extreme heat wave is a period of at least 3 days of high heat and humidity with temperatures above 90 degrees. Extreme heat is the most dangerous type of severe-weather event in the U.S., and kills more people than any other weather event. The CDC reports that during 2004-2018, an average of 702 heat-related deaths occurred in the U.S. annually. When an Excessive Heat Warning/Advisory is issued- Take Action! This

warning is issued within 12 hours of the onset of extremely dangerous heat conditions. Take precautions immediately to avoid heat-related illness. Here are some tips to handle the heat from the CDC: n Stay in air-conditioned buildings as much as possible. n Do not rely on a fan as your primary cooling device during an extreme heat event. n Drink more water than usual and don’t wait until you are thirsty to drink.

DeCA Director and CEO Bill Moore and his senior enlisted advisor, Marine Sgt. Maj. Michael R. Saucedo, traveled to Jupiter, Florida, where they stocked the Ziegler’s pantry with $500 worth of groceries donated from EURPAC, a distribution group that delivers products to the military supply channel.

“What an experience this has been with the cameras, the soundmen, the director – just wrapped up on the set of Military Makeover delivering groceries to the Ziegler family, a family of veterans,” said Moore at the Ziegler home.

“The show has a noble track record of supporting deserving military veterans, and we saw this season as an opportunity to help two deserving veterans, Justin and Kristie Ziegler, and their family,” he added. “It’s an added bonus that we can also use this show as a platform to help spread the word to other disabled veterans that they are authorized to use the commissary, a benefit they’ve earned through their selfless service.”

During the show’s production, DeCA worked with the Zieglers to place an order for their groceries through Commissary CLICK2GO, the agency’s online ordering/curbside pickup service. They ordered products from the nearest commissary at Patrick Space Force Base near Cocoa Beach, Florida, and store associates there picked the products and processed their order for pickup. DeCA’s audio-visual team, on site to film the agency’s role with Makeover, picked up the groceries from Patrick and delivered them to the Ziegler home.

“This is just an example of the daily collaboration we have with our suppliers, manufacturers and vendors who work with us to provide quality groceries in commissaries worldwide at significant savings to our patrons,” Moore said.

DeCA views the Military Makeover show and other events as prime opportunities to help ensure many eligible patrons like the Zieglers are aware of the 20-25 percent savings available at their commissary along with the benefits of dietitian-approved meal solutions, and free online order and pickup services.

“The Zieglers are typical of most commissary patrons,” Saucedo said. “They served their country with honor. Both Justin and Kristie deployed to Afghanistan. They survived a traumatic ordeal over there and went on to build a loving home with their two children. We are proud to help connect them with their commissary benefit.”

“This is a day full of goodness,” Saucedo added. “Being able to educate our veterans about the newly authorized benefit is just fantastic. I’m looking forward to getting out in communities just like this, more frequently, and educating veterans about this benefit.”
