Defenders memorialized during police week, DAF expands SF training USAF Personnel Center Public Affairs JOINT BASE SAN ANTONIORANDOLPH, Texas (AFNS)— Air Force officials selected 4,998 Air Force technical sergeants for promotion to master sergeant out of 28,831 eligible for a selection rate of 17.3% in the 23E7 promotion cycle, which includes supplemental promotion opportunities.

Senior raters will be granted access to the select lists via the Virtual Enlisted Promotion Release application on May 24.

The master sergeant promotion list will be publicly available on the Air Force Personnel Center Public Affairs home page May 31 at 8 a.m. CDT. Members will also be able to access their score notices on the virtual Military Personnel Flight via the AFPC Secure page.

NEWS/FEATURES Exploring community collaborations and extending outreach

by Senior Airman Lauren Cobin 6th Air Refueling Wing Public Affairs Endorsing community collaborations and extending outreach, MacDill Air Force Base hosted the Tampa Bay Military Advisory Committee, led by the Tampa Bay Chamber, for a base tour and the signing of a proclamation May 18.

With a shared vision for strengthening their longstanding partnership, the tour promoted communication between service members and community stakeholders, seeking to understand military careers and how that how the community can support them.

The tour commenced with opening remarks from the Hillsborough County Commissioner, Donna CameronCepeda, who presented a proclamation to the 6th Air Refueling Wing leadership team. The proclamation, recognizing May as Military Appreciation Month, highlighted the committee’s commitment to promoting the well-being of military families in the Tampa Bay area.

During the visit, committee members had the opportunity to gain a deeper understanding of the roles and responsibilities involved in base operations.

Under the Wings JROTC cadet mentorship program launches

by Christian P. Hodge Air Force Junior ROTC Public Affairs MAXWELL AIR FORCE BASE, Ala. (AFNS)—The Jeanne M. Holm Center for Officer Accessions and Citizen Development formally launched a new mentorship program May 15, that will link Airmen, Guardians, Guardsmen, and Reservists with Air Force/Space Force Junior ROTC cadets in high schools at their units across the nation and some places abroad.

The Under the Wings Mentorship Program can trace its beginnings to September 2020 during the throes of the COVID-19 pandemic as a one-of-a-kind mentorship endeavor that develops Airmen/Guardians and JROTC cadet citizens of character through community service and work-based learning, according to the program’s handbook.

“Our nation’s youth are eager to learn about the values of citizenship that make America strong. What better mentors could we ask for than Airmen and Guardians who are willing to share their experiences in the service of our nation,” said Col. NEWS/FEATURES Air Force’s Enlisted Swap Assignment Program starts June 1

ARLINGTON, Va. (AFNS)—Announced at the September 2022 Air and Space Forces Association’s Air, Space and Cyber Conference, the Air Force Enlisted Swap Assignment Program goes live June 1 for senior master sergeants and below with a current assignment. This new policy provides Airmen with more control and new flexibilities in their assignment process.

The Air Force Enlisted Assignment Working Group, which was charged with holistically reviewing the enlisted assignment program, recommended the program. This program applies only to Airmen, as the Space Force continues to explore flexible and tailored assignment options for Guardians.

Through the MyVector discussion forum, Airmen will be able to post their assignments and leverage discussions to determine interest in swapping assignments. Currently, Airmen will be able to apply through the My Application link on MyVector.

“The program application on MyVector isn’t perfect, but it will evolve throughout the year,” said Alex Wagner, assistant secretary of the Air Force for Manpower and Reserve Affairs. “We understand the frustrations with our IT infrastructure, which is why it’s important for you to

provide feedback to the team to make them better.”

Airmen must initiate assignment swaps within 90 days from their assignment selection date. Additionally, both Airmen cannot have any adverse quality force indicators and must possess the same permanent change of station eligibility, such as time on station, tour length and retainability.

Airmen must also be in the same career field with the same: - Control Air Force Specialty Code - Skill level - Grade or projected grade - Special Experience Identifier (as required) - Vector (as required) - Security Clearance (as required) Once the application is submitted, it will flow to the Air Force Personnel Center for eligibility checks, consideration and processing. Applicants will be notified of approval/disapproval through MyVector.

“We aren’t waiting for the perfect system to be built and I’m glad to see this program come to fruition,” said Chief Master Sgt. of the Air Force JoAnne S. Bass. “Just like our recent policy change authorizing retraining, this is one of the many initiatives we are rolling out to ensure See SWAP, Page 12

509th Weapons Squadron tests cargo loading crane ;goal to expand KC-135 capabilities story and photos by Staff Sgt. Lawrence Sena HURLBURT FIELD, Fla.—Airmen from the 509th Weapons Squadron tested a new prototype Pack and Transport Reloader (PATR) crane during an integration training at a special operations forces exercise at Hurlburt Field, May 7-12.

The 509th WPS partnered with Fairchild Air Force Base’s innovation cell to create the crane with a goal of expanding the KC-135 Stratotanker’s ability to load and unload various types of cargo.

“The goal is to retrofit the fleet of KC-135s with this capability to allow them to operate in more places with a smaller footprint,” said Tech. Sgt. Nicholas Sowder, 509th WPS Advanced Instructor Training cadre and inflight refueling specialist. “The KC-135 can only load and unload cargo with the support of a K-loader or a forklift. With this crane we will be able to take cargo to locations that would not be able to give us support.”

Utilizing this innovation can also improve the KC-135s ability to support its already robust core air refueling and aeromedical evacuation mission capabilities.

“With the [PATR] crane operating on the KC-135, it will strengthen Air Mobility Command’s toolbelt and allow a faster larger fleet of tankers to move cargo and equipment to more locations in the world,” Sowder said. “The crane will also allow for more efficient aeromedical evacuation missions by adding the ability to load patients onboard the aircraft using a litter.”

Initial testing for the crane took place at Fairchild AFB in April, and included the crane lifting multiple litters, a 250-pound Versatile Integrating Partner equipment Refueling (VIPER) refueling kit, and 300 pounds of aircraft equipment to include a tow bar.

“The crane is currently a stage one prototype with a capability of loading nearly 2,000 pounds and configured to be easily portable and changeable to meet the needs of the mission,” Sowder said. “The use of the crane on the KC-135 could play a critical role part in Agile Combat Employment and the ability for a KC135 crew to operate with minimum support anywhere around the globe.”

Through innovations like the PATR crane, Team Fairchild and the 509th WPS continue to work together to improve the KC-135 mission and capabilities to sustain rapid global mobility anytime, anywhere.

mentals of the position in an accelerated two-week training course.

“Our commitment [to honor guard] starts with two weeks of training before we take part in any ceremonies,” said U.S. Air Force Airman 1st Class Jimmy Montero, 6th ARW honor guardsmen. “Those two weeks, however, are just the fundamentals. Whenever we aren’t performing we’re in here practicing our craft.”

Honor guard, like most careers in the Air Force, requires extreme attention to detail. According to Montero, prior to every ceremony the team thoroughly cleans and polishes the bugles and holsters, in addition to a full uniform inspection.

“We stress about every detail because the families we’re performing for deserve it,” said Montero. “It’s important for all of our Airmen to understand that whichever ceremony we’re performing may be the first or last impression a family member will have with the Air Force as a whole.”

The honor guard team works with families to schedule military honors any time and any day. Their dedication to honoring their fellow Airmen motivates them to perform when most won’t.

“We are here to support the family always,” said U.S. Air Force Staff Sgt. Joseph Baldwin, 6th ARW honor guard non-commissioned officer in charge. “When the family wants a service, we provide it. No days off.”

According to Montero, among the ceremonies honor guard perform, the military funeral is the most important.

The military funeral provides them with the opportunity to honor and commemorate fellow Airmen who faithfully served their country.

“I feel a deep connection with every ceremony I conduct,” said Montero. “Whether it be a young Airman whose journey was cut too short or an old veteran whose long history is coming to an end, we serve them with dignity and respect.”

As a pillar of the military community, MacDill AFB extends its gratitude to all service members who have dedicated themselves to their country and to the Tampa Bay community for their ongoing support.

portunity to inspire our next generation of citizens and leaders... they will have a meaningful impact on the future of our country.”

Under the Wings also creates a virtual or in-person mentoring tool for Air Force JROTC and Space Force JROTC instructors to utilize yearround, which affords them a volunteer service member that cadets can relate to, but more importantly, look up to.

“Under the Wings provides an exceptional opportunity for AF/SF JROTC cadets to interact with Airmen and Guardians who are performing missions they learn about in the classroom,” McGonigal said.

Volunteer mentors in many cases will be providing presentations about their jobs and slice of the military to cadets in coordination with the units’ officer and senior enlisted aerospace science instructors, who are retired service members. The UTW staff will also review and approve the presentations, which can be in-person or virtual.

“We all have someone that we look up to, regardless of the position and rank. My role model has allowed me to increase my desire for success and stay accountable to the things that make me be a better person/member of the profession of arms,” said Chief Master Sgt. Gilda M. Alexander, the Holm Center command chief.

“It would be difficult to achieve those things without the guidance and support of a mentor,” said Alexander, who has been a driving force behind UTW. Alexander thinks all should seek mentorship, and UTW provides this opportunity to the future of our nation. She feels the program provides an endless opportunity to be part of the development and mentorship of the future leaders of this country.

“Our goal has been set – ‘accelerate, change or lose.’ Under the Wings

is changing how we do mentorship, creating a new platform for development and connectivity. I think Under the Wings is only in the beginning stages and will soon evolve into a diverse and far-reaching mentorship program,” Alexander said.

The creator of UTW could not agree more.

“The role models I have had have helped me set goals for myself, and in a way, have provided me with competition. I have always strived to be better than my best mentors,” said Staff Sgt. Nicolas J. Koerber, senior emergency actions controller, 325th Fighter Wing Command Post, Tyndall Air Force Base, Florida, and the architect of the program. “For me, the success of Under the Wings will be determined by one goal having been met: If a cadet has listened to a mentor’s story and thinks to themself, ‘I can do it better,’ then all the work that has been put into this program is worth it.”

Koerber credits his experience as a JROTC cadet as the reason he had the idea for Under the Wings in September 2020.

“As a JROTC alumni, I understand the need. Not only does the program allow for invaluable mentorship to take place, it inches us towards a total force and gives today’s cadets a brand new, one-of-a-kind opportunity. Mentoring will help Airmen and Guardians discover their strengths and establish goals to achieve their full potential through a structured, trusting mentoring relationship and program,” Koerber said.
