Austin says 2023 budget built on new defense strategy

DoD News The fiscal 2023 Defense Budget Request was built on the bones of the new National Defense Strategy, and the request is adequate for today’s military and ensures the military remains strong in the future, Secretary of Defense Lloyd J. Austin III told the House Appropriations Defense Subcommittee today.

That strategy sees China as the pacing challenge for the United States. Russia, with its unprovoked invasion of neighboring Ukraine, is also a threat that must be taken seriously. Army Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff who testified alongside Austin, said this is the most uncertain time he has seen in almost 43 years in uniform.

Spotlight: Support for Ukraine “We are now facing two global powers, China and Russia, each with significant military capabilities, both who intend to fundamentally change the current rules-based order,” Milley said. “We are entering a world that is becoming more unstable, and the potential for significant international conflict between great powers is increasing, not decreasing.”

The rules-based order came into place at the end of the last great power war — World War II. That war killed between 70 million and 85 million people worldwide.

“We built this budget based upon our national defense strategy, … [and] we were very diligent and careful to make sure that we went after the capabilities that we needed to support that strategy,” Austin said. “ I’m confident that we were successful in doing that.”

region and in Europe. “This is a very healthy budget and provides a significant capability,” Austin said.

Spotlight: Focus on Indo-Pacific Still, inflation has caused problems. “When we built the budget, we had to snap a chalk line at some point in time, as you always do when you build a budget,” he said.

U.S. Special Operations commander visits Paraguay

U.S. EMBASSY ASUNCIÓN, Paraguay—Gen. Richard D. Clarke, Commander of U.S. Special Operations Command, and Commander of Special Operations Command South, Rear Adm. Keith Davids, visited Asunción today as part of a routine, regional circulation through South America.

Clarke and Davids met with the President of Paraguay, His Excellency Mario Abdo Benitez, the Minister of Defense Bernardino Soto Estigarribia, the Commander of the Military Forces General Eladio Gonzalez, and the Minister of Interior Federico Gonzalez Franco. Clarke and Davids also met with U.S. Embassy leadership and visited U.S. and Paraguayan service members training together.

“Partnerships are vital in addressing security interests regionally and around the world,” Clarke said. “I want to thank President Abdo Benitez, Minister of Defense Soto Estigarribia, Gen. Gonzalez, and Minister Gonzalez Franco for the opportunity to meet and grow in that partnership.

Paraguay is a great friend and we share many of the same security concerns including counterterrorism and addressing transnational criminal organizations. Working together with our Paraguayan teammates strengthens and builds on the already strong relationship to the benefit of both our countries.”

AMC’s longest flight yet: 24.2 hours in a KC-46A

by Airman Brenden Beezley 22nd Air Refueling Wing Public Affairs MCCONNELL AIR FORCE BASE, Kan. (AFNS)—The KC-46 is Air Mobility Command’s newest aerial refueling platform, and now after completing the 24-hour flight, holds AMC’s record for the longest duration flight in its history.

The flight was for more than just bragging rights and getting in the history books, this was a crucial test of the capabilities of aerial refueling, a key factor of the United States Air Force’s global reach.

This flight took several weeks of planning, requiring collaboration from AMC, Boeing and various squadrons around the 22nd ARW. In the weeks leading up to the flight, the planning teams had to remain flexible, balancing current operational needs, local extreme weather and logistical challenges that arose from the unprecedented nature of this flight.

Safety measures were at the forefront of the flight. The physical and mental well-being of the aircrew was closely monitored by an onboard physician assistant.

The Karolinska Sleepiness Scale, a detailed questionnaire on the crew members current fatigue levels, was administered to the crew throughout the flight in conjunction with the Psychomotor Vigilance Task test, a See RECORD FLIGHT, Page 6

A simple innovation makes a mighty difference in the fight

Noah Tancer 378 Air Expeditionary Wing Public Affairs PRINCE SULTAN AIR BASE, Kingdom of Saudi Arabia—A simple action like an apple falling onto an unexpecting scholar’s head or a scientist leaving his window open letting a microparticle of mold wisp in on the wind and land in a petri dish, can cause ripples in society that can change the lives of millions.

In the grand scheme of things Senior Airman Owen Monaghan, a flying crew chief with the 378th Expeditionary Aircraft Maintenance Squadron, only read a 101 word paragraph buried in a 48,527 word, 106 page Air Force technical manual. From those words however, the simple metal box he designed, both increased the efficiency of all fuels specialists stationed at Prince Sultan Air Base, Kingdom of Saudi Arabia, and increased the U.S. Ninth Air Force’s (AFCENT) readiness and capabilities in its area of responsibility.

test developed by NASA that monitors fatigue levels by measuring cognitive function in comparison to a preflight baseline. Additionally, the Fatigue Avoidance Scheduling Tool, a software that develops an optimal inflight schedule for the pilots, was implemented for this endurance mission to mitigate the effects of fatigue.

“In flight medicine, our goal is to preserve not only the health and safety of the aircrew, but also to preserve the safety of the missions those aircrew perform,” said Maj. Cory Henderson, 349th Air Refueling Squadron aeromedical physician assistant. “For this mission, we’ve tried to do that from the start of planning and now through the execution phase.”

The aircrew consisted of six pilots, three boom operators, a photojournalist, and a physician assistant. Two pilot teams rotated on and off for 4-hour shifts. A backup pilot team, ready to step in as needed, focused on gathering data and taking extensive notes. The rotating shifts ensured time for rest and the safety of the mission.

During the 24 hours in flight, the McConnell AFB KC-46 performed dry contacts with another McConnell AFB KC-46, refueled four Marine F-35s, and was refueled by another McConnell AFB KC-46. The flight flew along both of the U.S. international borders as well as along a majority of both of the coasts before ultimately landing back at McConnell AFB, traveling over 9,000 miles, and completing the longest duration flight in AMC history.

The data collected from this will be used to determine the feasibility, limitations, potential risks as well as unique benefits of the KC-46 for long-duration flights.

“This 24-hour sortie is a critical step in the operational evolution of tankers, and the role the KC-46 plays in that,” said Col. Nate Vogel, 22nd Air Refueling Wing commander. “This sortie helps mobility forces identify how best to operate on long-duration sorties from human, to machine, to mission aspects. Long-duration flights are inherently full of risk, and conducting this operation now allows us to identify those risks, and then build and apply mitigations in a more controlled environment. The joint force, our allies, and our partners rely on our capability to project combat power globally ... we need to be ready to execute anytime, anywhere. This 24-hour sortie is a huge step in realizing that vision.”

JOINT BASE SAN ANTONIO-RANDOLPH, Texas (AFNS)—The U.S. Air Force plans to unveil its latest commercial titled “Own the Sky” in theaters during moviegoers’ long-awaited release of Top Gun: Maverick.

The heart-pounding, adrenaline inducing ad gives the audience a sense of what it might feel like to be on the receiving end of the Air Force’s might and accentuates the importance of airpower in America’s security.

In the new ad, some of the Air Force’s 5th Generation Fighters and their Air Force pilots are seen pulling Gs and doing maneuvers civilians might only see at an air show. “Own the Sky” can also be viewed on www.airforce.com.

Fun for the whole family: MacDill community enjoys new playground story and photos by Airman 1st Class Lauren Cobin 6th Air Refueling Wing Public Affairs

C

onstruction of the new all-inclusive Eagle Park Playground completed May 2022, at MacDill Air Force Base, Florida.

“This park represents our ongoing commitment to bettering our community,” said Dawn Sousa, community director for Harbor Bay family housing.

The staff ’s main priority was to meet the needs of the Exceptional Family Member Program and the Americans with Disabilities Act, which ensured that children of all abilities have a safe experience using the playground.

“This playground has been situated near some of the base’s new ADA homes,” said Sousa. “For us project managers, it was important to ask the community what they would like to see in a park.”

Nearly five years since the last playground addition, Harbor Bay designed the new area to stimulate the imaginations of children of all ages with new features as well as some familiar favorites.

“I like to play on the swings!” said Finley Dixon, (age 3), daughter of Sarah Dixon and U.S. Coast Guard Petty Officer Christian Dixon, assigned to Air Station Clearwater.

The new playground is conveniently located across from Bayshore’s waterfront walking path and has served as a central location to help bring together members from across the community.

“This is my favorite playground to take my kids to,” said Sarah Dixon. “The shade and turf make it extra comfortable to spend time outside.”

Incorporating scenarios to influence teamwork and boost community morale, the Harbor Bay team hopes the design will attract families to spend their day at the waterfront park.

“Our vision here is for this park to be a destination,” said Kurt Wicker, facilities director at Harbor Bay. “Instead of just a playground, this is a place where people want to take their whole family to hang out together.”

this commercial, among others, over several days at Edwards Air Force Base, California. Multiple Air Force demo teams came together and were filmed air-to-air by a Hollywood jet equipped with cutting-edge cameras to make this footage possible.

The release of Top Gun in 1986 generated excitement about careers in military aviation, something recruiters hope to see again with the release of the newest film that takes viewers into the “Danger Zone” and immerses them into the thrill of military flying.

Asked if he thought the Navy-centric film would benefit the Air Force as well, the general said he expects Top Gun: Maverick will generate a buzz about military service in general.

“The Navy, the Air Force and the other services benefit when America gets to see such positive and realistic depictions of what we do and what our lives are like serving the country,” said Thomas, whose uncle, Rear Adm. Bill Harris helped stand up the Navy’s “Top Gun” Fighter Weapons School in the 1950s. “Whether viewers want to ‘Fly Navy’ or ‘Aim High’ we just want them to think about serving and the exciting life and tremendous opportunities we can offer.”

Thomas said this has been the toughest recruiting market in well more than two decades.

“It’s a math problem,” he said. “The national labor shortage is driving millions of unfilled jobs. The nation is bigger. The military is smaller. Few people today know someone who has served. Eligibility to serve has dropped to just 23% due to obesity, medical or other issues, and less people are generally knowledgeable enough about the military to know what a great way off life serving in the military can be.”

Austin said the department had to “snap the chalk line” in 2021 — a time when gross domestic product inflation was around 2% and rising.

“We saw that that was increasing, and we doubled it basically to … 3.9% for ‘22 … and going forward,” said Michael McCord, DOD’s comptroller/chief financial officer. “If you look at the last six months of data — which we did not have then but have now — that number is now 5.3%. So, we are a little under, but as secretary said, we did the best we could with the information we had. We recognize that things have changed a little since then.”

The defense leaders were asked about Ukraine and U.S. support of the embattled democracy. Austin listed the systems and supplies the United States is providing Ukraine including artillery pieces, anti-tank and antiair weapons. He spoke about the deployment of U.S. troops to the frontline states within NATO, and the U.S. vow to defend every inch of NATO territory.

Spotlight: NATO Austin thanked the House members for passing a $40 billion aid package for Ukraine and urged the Senate to speedily pass the legislation.

He also spoke of how important it is that the NATO nations stick together in the face of Russian President Vladimir Putin’s unnecessary war. Intelligence sharing has been a part of that solidarity. “What we did, in terms of sharing intelligence with our allies and partners, was very, very helpful to demonstrate that we wanted to be transparent and this is a tribute

forces. A simplified way of saying that is, the KC10 is a big aircraft meant to carry a lot of fuel, not only for itself but for the rest of AFCENT’s airpower in the sky.

To avoid static electricity discharge during refueling, all equipment must be grounded. The R11 fuel trucks, with a 60,000gallon aluminum baffled tank, needs approximately two to three points of ground contact, and the KC-10 normal-ly needs more than one truck to refuel both itself and the fuel tanks it uses for its aerial mission.

The inconvenience arose from the fact that there were not enough grounding points in the flightline for multiple fuel trucks to refuel a single aircraft at the same time. The 908th Expedi-tionary Air Refueling Squadron’s KC-10s turned out to be simply too big an airframe for multiple truck’s grounding cables to reach everywhere they needed. A multiple receptacle junction box fixed all that and it all came about by the innova-tion and initiative of Monaghan.

“In my job, if there’s an issue I identify it and come up with a solution,” said Monaghan.

“If I can fix it on the spot, I fix it on the spot, if it re-quires more help, then I figure out which shop I need and ask for help.”

In a more built-up base in a non-expeditionary environment, there would be refueling pits that carry fuel through underground pipes to where it needs to go. Only a single refueling truck is needed to tap directly into that line to refuel an aircraft.

Whereas in an expeditionary environment, the truck has to be refueled off site, then carry its load to the aircraft. That takes time or multiple grounding points for multiple trucks.

Or if you’re Monaghan, just a little ingenuity is needed.

Monaghan followed three simple instructions from the technical manual to make the box: it had to be made out of a highly conductive metal, it had to have specific grounding jacks and it could not exceed 10-ohm resistance.

“It’s in the technical manual, you just have to do a little reading and it will tell you what to do,” said Monaghan. “But it doesn’t exactly tell you how to do it, so that’s kind of the thing you have to figure out. I drew one up myself and went to the fabrication shop.”

The 378th EAMXS aircraft metals technology specialists made what Monaghan put on paper and through the process he found the other parts that would be required for the box. The outcome was a multiple receptacle junction box necessary for refuelers and other services to safely ground the aircraft during operations.

“Having the box eliminates needing to cut into the flight line to install more grounding points or just doing one truck at a time,” said Monaghan.

Finally to top the tank off, Monaghan’s multiple receptacle junction boxes are not aircraft specific. They can be used on any airframe in AFCENT’s arsenal, meaning PSAB is now capable of quickly refueling any other large military aircraft that may visit or be stationed at PSAB in the future.

In March, more than half-way through Monaghan’s deployment, nobody would have blamed him for laying low and doing his job for the remainder of his time at PSAB. The KC-10 squadron had just moved from Al Dhafra Air Base in the United Arab Emirates to a base still being built-up, after all. Taking the time to scour a bunch of technical jargon for a problem that wouldn’t have been his much longer, might have
