SECAF issues proclamation, outlines updates during Sexual Assault Awareness and Prevention Month

(AFNS)—Secretary of the Air Force Frank Kendall signed a proclamation reaffirming the Department of the Air Force’s commitment to preventing sexual assault and sexual harassment, as well as supporting sexual assault survivors during a ceremony at the Pentagon, April 27.

In conjunction with the proclamation, he also announced a new provision to the Department’s leave policy that enables sexual assault survivors to take up to 30 days of non-chargeable leave as they seek resources to support their recovery.

“There is no higher priority than taking care of our Airmen, Guardians and their families,” Kendall said. “April’s observance of Sexual Assault Awareness and Prevention Month offers an opportunity to take stock of our efforts and recommit ourselves to ending sexual violence and supporting survivors. Our core values require it, and we have to stay focused on this topic year-round to meet the obligations we share with those whom we serve alongside.”

The Department’s year-round efforts include implementing FY22 National Defense Authorization Act requirement to establish an independent Office of Special Trial Counsel to oversee the investigation and prosecution of sexual assault and other victim-based offenses. Additionally, Department experts are focused on research-informed prevention strategies and ensuring comprehensive support for survivors.

DAF recognizes Days of Holocaust Remembrance Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS)—In honor of Holocaust Days of Remembrance, which is observed April 24 to May 1, the Department of the Air Force hosted a discussion April 19, featuring U.S. Army Chaplain (Col.) Laurence Bazer and retired U.S. Navy Chaplain (Capt.) Irving Elson on the theme of “Past Reflections for an Inclusive Future.”

Bazer is the Army National Guard Director of Religious Affairs and the Deputy Director of the Joint Chaplain’s Office of the N a t i o n a l Guard Bureau. He is the senior-ranking Jewish Chaplain in the United States Armed Forces. Elson is the director of the Jewish Chaplains Council and heads the Armed Forces and Veterans Services Committee, both part of the Jewish Welfare Board, and was also formerly the highest-ranking Jewish chaplain in the U.S. armed forces.

Gen. Minihan drives AMC towards Pacific, accelerates Mobility Guardian 23 planning Air Mobility Command Public Affairs SCOTT AIR FORCE BASE, Ill.—At his most recent commander’s call, Gen. Mike Minihan, commander of Air Mobility Command, hosted a Rehearsal of Concept drill with the AMC headquarters staff gathered around a massive map of the Pacific theater sprawled across the floor of a hangar April 5.

“We’re tapping into the legacy of military leaders before us and taking a page from their playbook in how we come together to think and talk about the problems we’re facing,” said Minihan. “I need my team here with me, gathered around, so we can walk through and understand this together.”

“We don’t have to be perfect,” Minihan added. “We’ve just got to be one step ahead.”

A “ROC” drill, a technique that originated in the United States Army, allows a unit to meticulously walk through complex operations to identify potential obstacles or issues for mitigation prior to execution.

Before the days of digital presentations, military tacticians around the world used everything from maps and models to rock and dirt sketches on the ground to organize troops and prepare operations.

MacDill displays readiness with aircraft arresting system

by Airman 1st Class Hiram Martinez 6th Air Refueling Wing Public Affairs U.S. Air Force Airmen from the 6th Air Refueling Wing alongside two F-16C Fighting Falcon aircraft from the 482nd Fighter Wing, Homestead Air Reserve Base, Fla., completed the annual certification on the BAK-12 aircraft arresting system here April 22.

Although fighter aircraft are not assigned to MacDill, its geographical location makes it a perfect candidate to support nearby bases including Eglin AFB, Shaw AFB, Tyndall AFB, Homestead ARB and Seymour Johnson AFB, N.C. “It’s a service not many Air Mobility Command bases provide,” said Link Collier, 6th Operations Support Squadron airfield manager. “However, the 6th Air Refueling Wing’s multi-capable Airmen continue to display why MacDill Air Force Base is trusted with providing a unique type of support.”

such as an in-flight emergency or when aircraft lose hydraulic fuel in the brakes.

“It’s simple but effective,” said Allen Raysor, a 6th Civil Engineer Squadron power production mechanic. “Once the aircraft reports the IFE, it will prepare to land and catch a cable with a hook until it slows down and comes to a full stop.”

Once the cable is engaged by an aircraft, the 6th CES Fire and Rescue Airmen respond to the aircraft to ensure it is safe. It is then handed over to transient alert personnel, where it is unhooked from the cable and it will either taxi back or be towed to a parking spot.

The successful completion of the BAK12 certification exercise reflects the 6th ARW’s readiness and compliance with U.S. Air Force standards.

“We’ll be ready,” Collier said. “From the mechanics to the pilots, we will maintain our readiness and standards in order to keep the mission going.”

USCENTCOM dawn service commemorates ANZAC Day U.S. Central Command Public Affairs

S

ervice members and families from U.S. Central Command (USCENTCOM) and U.S. Special Operations Command (USSOCOM) gathered pre-dawn at Macdill Air Force Base to commemorate ANZAC Day alongside of both command’s Australian, New Zealand, and Turkish representatives, April 25.

The day commemorates when Australian and New Zealand soldiers formed part of the allied expedition that set out to capture the Gallipoli peninsula during the First World War. ANZAC stands for Australian and New Zealand Army Corps.

“The soldiers in those forces quickly became known as Anzacs, and the pride they took in that name endures to this day,” said Royal Australian Air Force Air Commodore, Harvey Reynolds. “More than 8,000 Australian soldiers had died in the campaign. Gallipoli had a profound impact on Australians at home, and 25 April soon became the day on which Australians remembered the sacrifice of those who died in the war.”

New Zealand Army Lt. Col. Jason Hutchings explained the sense of unity that the Gallipoli campaign fostered between New Zealanders and Australians.

“Up and down New Zealand at memorials big and small, New Zealanders will be gathering together to remember loved ones who have served their country in times of war. The same will be true in Australia. Australians will gather as the dawn breaks there,” said Hutchings. “New Zealanders have stood with Australians in every theatre of conflict in the 19th, 20th and 21st Centuries. Neither country has faced an enemy without the other.”

Senior leaders representing partner nations presented wreaths to commemorate sacrifices made, and a two-minute moment of silence concluded the ceremony.

“On this ANZAC Day, on this base, with our friends and allies, it serves to remind us that none of our countries fight alone,” said Reynolds.

The commander’s call was hosted one week after Minihan released the updated AMC strategy. The commander previously hosted a ROC drill at Phoenix Rally, an AMC total force leadership summit, where the team identified areas for improvement in “fight tonight” scenarios including refinements to policy and guidance, education and training, tactics, and material solutions.

The ROC drill was presented at the commander’s call by the newly established AMC “Fight Club,” a cross-functional team appointed by Gen. Minihan to conduct critical analysis of the pacing threat, close potential gaps, and posture mobility air forces to win under any conditions.

“We conduct ROC drills to better understand, visualize, describe, and direct the operational-level problem set our mobility forces will likely encounter across the competition continuum,” said Lt. Col. Brian “Cabby” Thomasson, Deputy Division Chief of AMC’s Joint Exercise Division.

Using iterative joint planning processes, the team consists of subject matter experts from across AMC, the 618th Air Operations Center, 18th Air Force, the USAF Expeditionary Center, and key partners and stakeholders from across the Indo-Pacific Command and other major commands.

“Each participant had their own piece of the AMC mission to accomplish, and this drill gave each agency a descriptive representation because you could walk the model and tell the story of the tactical operator at the proper time and place,” Thomasson said.

AMC Airmen leveraged a large map produced by the National Geospatial Intelligence Agency and 3D printed models of threat systems and Mobility Air Forces aircraft printed by AMC’s Innovation Lab on Scott Air Force Base.

Equipped with these resources, Airmen from across every mobility mission area delved into plans, operating guidance, tactics, techniques

and procedures.

“This is the first time we’ve executed a ROC drill of this size and scope,” said Capt. Derrick “Sensei” Do, an AMC planner. “This conceptual planning synthesized strategic guidance with adversary capability and intent using specific time slices from an operation plan execution.”

“In turn, the Airmen participating facilitated a dialogue with the commander while exposing known deficiencies to the entire staff, ultimately proposing viable and initial approaches to narrow gaps,” Do added.

Laying the groundwork for Mobility Guardian 2023 The ROC drill also kicked off the first of several deliberate planning events for Mobility Guardian 2023, AMC’s flagship and milestone training event.

“This is just the beginning of our relentless drive toward innovative approaches to demonstrate combat readiness and lethality within the [INDOPACOM] theater,” said Lt Col Curt “Cinco” Haase, Deputy Division Chief of AMC Future and Sensitive Operations Division.

Mobility Guardian is AMC’s largest full-spectrum readiness exercise which includes scenarios designed to emulate the highly contested, degraded, and operationally-limited environments mobility forces face now and in preparation for in the future.

A series of future planning events will prepare AMC for this servicelevel field training exercise within INDOPACOM alongside joint, coalition, and commercial partners.

The next Mobility Guardian is set to take place in the summer of 2023.

“Our efforts are focused on identifying areas where we can unleash and empower our incredible Airmen to advance our warfighting capabilities, and Mobility Guardian is a great way to showcase these capabilities,” Haase said.

where these tragedies can no longer take place,” said Chaplain (Maj. Gen.) Randall Kitchens, the DAF’s chief of chaplains, in his introduction of the event.

The DAF’s Office of Diversity and Inclusion (SAF/DI) sponsored the event as an opportunity to encourage thought and discussion among military and civilian personnel about exclusionary views and behaviors that can lead to atrocities if left unchallenged, said Lt. Col. Kimberly Champagne, chief of the Education and Training Directorate of SAF/DI, and the moderator for the event.

“These leaders were the ideal individuals to have the discussion we wanted to have during this observance event,” Champagne said. “Their different experiences and depth of knowledge in both the Jewish community and the Department of Defense faith communities helped us to have an engaging and meaningful conversation about how understanding the past can make us all better at leading those around us in creating a brighter future for our local communities, our nation, and our world.”

Bazer shared in his intro that he fears active forgetfulness, and he called for those who travel today to be new eyewitnesses for what happened during the Holocaust.

“Our task is to remember, to learn, to hear and to share,” Bazer said.

“When that time comes of the obituary of the last witness to the horrors of the holocaust, a new generation will come up and say, ‘No, I may not have been there, but I will remember, and I will actively seek for good that we should never forget.’”

He further shared some of the story of Rena Finder, a former congregant of the Rabbi, who was one of those individuals saved by Oskar Schindler’s list and sent her story in a letter along with Jewish youth and adults who would take a pilgrimage to Kraków, Poland.

“Stop and see. Be a new eyewitness, and share what you saw for a new generation. The conversation must continue; we must actively remember, to bring hope for people,” Bazer added.

During the talk, and in discussing the need for interfaith understanding, Elson gave an example of a friend and colleague chaplain serving
