Kendall says budget request meets current needs while opening path to the future

by Charles Pope Secretary of the Air Force Public Affairs WASHINGTON (AFNS)—Foreshadowing a message he’ll deliver to Congress beginning next week, Air Force Secretary Frank Kendall said April 19, in remarks at the National Press Club, that the Air and Space Forces are facing “hard choices” necessary to quicken the pace of change to “transform” and modernize the services to meet challenges from China.

In an appearance focused on the Department’s recently submitted $194 billion budget request for fiscal year 2023, Kendall acknowledged that the Air and Space Forces must modernize faster while also making a cultural shift in the face of competition from China and, to a lesser extent, Russia.

The budget request, he said, “is an appropriate balance between immediate or near-term capabilities and investments in the future. Those investments in the future are designed to transform the Department of the Air Force. … Transformations are not cheap, but the threat is increasing over time … so we have to make some hard choices [and] I want to make sure people are prepared.”

Kendall said he is comfortable that the budget proposal makes the proper investments in the nation’s nuclear deterrent by fully funding the transition to the new Sentinel intercontinental ballistic missile, as well as continued development of the B-21 Raiderstrike bomber and the Long Range Standoff (LRSO) weapon.

AFSOC, FWB Chamber host final Doolittle Raiders ceremony, aerial review

(AFNS)—The Greater Fort Walton Beach Chamber of Commerce, in partnership with Air Force Special Operations Command, hosted the final Doolittle Raiders Goblet Ceremony at the Mattie Kelly Arts Center at Northwest Florida State College in Niceville, April 18.

The ceremony marked the 80th anniversary of the Doolittle Raid and also honored the legacy of retired Col. Dick Cole, the last Raider to pass away April 9, 2019.

The Doolittle Raid was an air raid on April 18, 1942, by the U.S. on the Japanese capital of Tokyo to boost American morale and demonstrate Japan’s vulnerability to air attacks following the attack on Pearl Harbor on Dec. 7, 1941.

Secretary of the Air Force Frank Kendall; Air Force Chief of Staff Gen. CQ Brown, Jr.; Lt. Gen. Jim Slife, commander of AFSOC; and Lt. Gen. MacDill raises awareness during SAAPM Month

The MacDill Air Force Base Sexual Assault Prevention and Response office is conducting several events throughout April in support of national Sexual Assault Awareness and Prevention Month, which is recognized by military and civilian communities.

The Department of Defense observes SAAPM by focusing on creating the appropriate culture to eliminate sexual assault and requiring a personal commitment from all service members.

“At MacDill Air Force Base, we’re dedicated to supporting survivors of sexual assault every day of the year,” said Dr. Janet Jones, the installation SAPR program manager at MacDill AFB. “However, SAAPM is a great time to dedicate ourselves to our personal roles in preventing sexual assault through localized activities and the extension of the SAPR program” The SAPR office kicked off the month with a proclamation signing, signifying the support for eliminating sexual assault in the Air Force.

The body shop of the Air Force: Corrosion control by 2nd Lt. Kristin Nielsen 6th Air Refueling Wing Public Affairs

I

f you ask the service members stationed at MacDill Air Force Base what they love about the location, many of them might say the warm weather and proximity to the ocean. However, the maintainers who service 60-year-plus old aircraft might have a different opinion.

The corrosion caused by saltwater in the air begins to wear away at MacDill’s jets after every flight. The first step in stopping corrosion is through a wash in the “Bird Bath,” a plateactivated bath that rinses the jets. However, this is only the first line of defense against corrosion. What happens when the paint starts to crack?

The 6th Maintenance Squadron corrosion control unit is essential for keeping our aircraft mission-ready. This specialty shop is made up of only five airmen who are responsible for all of the stencils and paint seen on the KC-135 Stratotankers.

Tech. Sgt. Kurtis Geiger, noncommissioned officer in charge of the 6th Maintenance Squadron corrosion control unit, is responsible for ensuring that important aircraft components are preserved and protected from the elements.

“It’s like if you accidentally sand your car and the paint wears away,” said Geiger. “You’d have to send your car off to a body shop to get repaired and repainted; that’s what we do.”

Without corrosion control, various parts of the aircraft would begin to wear away in as little as 10 years. With aircraft built in the 1950s and 60s, the importance of corrosion control can’t be understated.

“Corrosion control is so important because of the salt. It destroys metal, breaking it down. This happens much more frequently at MacDill as opposed to other bases that are located in the central United States,” Geiger said.

As one part of the fabrication flight, the corrosion control section works every day to paint and refurbish landing gear, renovators, as well as air and ground equipment.

Senior Airman Cole Miller, 6th MXS aircraft structural maintenance journeyman, enjoys the work he gets to do every day.

“I get to come down here to paint,” said Miller. “It’s so rewarding to see a rusty, chipped aircraft part come in and a couple of hours later, it comes out looking brand new.”

“We repair the structural integrity of the aircraft,” Miller con. “That goes for all aircraft, Air Force-wide.”

Even though corrosion control is one small section of an even larger flight and squadron, the maintenance airmen work hard to contribute to the 6th Air Refueling Wing’s mission of providing rapid global mobility.

that’s a down payment on future capabilities.”

And to remove any doubt, Kendall quickly answered his own question about the logic driving his push to modernize and add a new mix of capabilities and operational doctrine.

“The U.S. bases its policies on the ability to deter aggression far away from the United States. … China learned from that. One of the things they learned are the things we are dependent upon to project power and that’s a small number of high value assets. … And they built the systems to attack those assets.”

The best counter to that trend for the Department of the Air Force, Kendall said, is embodied in what he calls his “Seven Operational Imperatives,” categories and concepts that “are organizing our work.”

In broad strokes, the seven imperatives begin with ensuring that the U.S. and its allies have freedom to operate in space. That means modernizing satellites, adding defense in depth and finding ways to better protect a network of satellites and related equipment that form the irreplaceable backbone of everyday communication (including for the military and for weapons targeting and identification) as well as global commerce, navigation and crucial early warning systems.

The importance of space in everyday life today is the reason the U.S. Space Force was created. In military terms, “Space Force is the great enabler. It also is the great protector; it protects the rest of the joint force, and it protects them particularly from targeting,” Kendall said.

Another imperative is improving the way vast information is collected, analyzed, fused and distributed. That effort in the Department of Defense is known as Joint All-Domain Command and Control and for the Department of the Air Force’s portion of the effort, Advanced Battle Management System, or ABMS. Linked to the need to share data quickly is another imperative focused on identifying and tracking numerous potential targets simultaneously; both stationary targets and, more importantly, mobile threats, Kendall added.

A prime recipient of that information is the fleet of tactical aircraft, and the newest component of it known as NGAD, or Next Generation Air Dominance, which is another imperative. Essentially it means a new fighter aircraft but, Kendall said, the new approach would possibly augment a piloted craft with a network of un-crewed craft.

NGAD is similar to another imperative that features the B-21 long range bomber and its “family” of support systems and in-flight “partners” that also included crewed aircraft and un-crewed.

Kendall identified another imperative as updating the traditional approach to basing so that operations traditionally conducted from

large, easily identified air bases could be shifted to smaller, more nimble bases that could be established in or near “hostile” areas. That concept is known within the Air Force as Agile Combat Employment, or ACE. The final imperative centers on logistics, being able to get personnel and equipment where it’s needed with as little friction and uncertainty as possible. That effort is expansive, including airlift as well as cyber security, ensuring medical support, Airmen and Guardian retention, and better “synergy” with the joint force and allies.

“That’s where the transformation will come from and it’s a pretty expensive list,” Kendall said after itemizing all seven imperatives.

Getting there requires innovation and ruthlessly combatting bulky bureaucracy. On that front, Kendall’s attitude is well known. He recounted a recent meeting in which he was told that a program requires “a 21-month study.”

“My reaction was that’s unacceptable. We cannot move at the speed of bureaucracy. We have to move at the speed dictated by the speed of operational realities,” he said.

He also asked for Congress’s help, especially when it comes to allowing the Air Force to thin aging aircraft. Currently, the average age of the fleet is 30 years.

“Who do you know who has a 30-year-old car?” Kendall asked.

“We need the cooperation of Congress,” to succeed, Kendall said. “In identifying the things that ensure the future and provide [for] the defense of the country and the things we really need; one of them isn’t hanging on to old airplanes.”

In closing, Kendall offered a personal aside to explain his urgent nature and also his, at times, unvarnished assessments.

“I think I have a different perspective than a lot of people. … I spent 20 years as a Cold Warrior. I graduated from West Point in 1971 and spent the next 20 years working in some facet of national security in uniform and as a civilian. … I know what it’s like to have a peer competitor who’s actively trying to defeat you. Most people in uniform today don’t have that experience,” he said.

“It gives you a different mindset. If there’s one thing I want to inculcate in the Department of the Air Force, it’s a sense of urgency. … We have to move forward. We can’t stand still. We have a capable adversary who’s studying us every day. They will move forward. They’ve shown the ability to be strategic in their investments; they’ve shown the ability to be strategic in the type of force they create.

“We have to be willing to do the same. I’m confident that if we do … we will prevail,” he said.

and information domains,” said Chief Master Sgt. of the Air Force JoAnne S. Bass. “The Blueprint consolidates resources otherwise populated in various electronic locations to highlight pathways, resources and opportunities for all Airmen to be successful during their career.”

The 32-page document was created with the assistance of subject matter experts, diverse ranks and specialties – with representation from across the Total Force – and captures concepts in a visually appealing way. Importantly, it will help Airmen better understand how they fit into the bigger picture and allows them to appreciate what other wingmen bring to the fight.

It falls under the EFD-AP Front-Line Leader Development focus area, which is dedicated to creating deliberate leadership development for Airmen as they take on increased responsibilities supervising others at the

tactical edge.

It also serves as a guide for open dialog among supervisors and peers and may be used during feedback sessions, professional development, goal setting and career planning.

“Front-line supervisors play a crucial part in developing the Airmen that will replace them,” Bass said. “New supervisors deserve proactive coaching, mentorship, and quality resources to support the growth of both them and their people.

In addition to The Blueprint, the Air Force is developing a validation process for new supervisors, creating a modern toolkit for front-line leaders and creating a standardized Air Force writing guide – all of which are scheduled to be accomplished by December 2023.

The team hopes to raise awareness and share resources through unit visits, a “dorm rush” to deliver goods for dormitory residents, a base gate outreach and a denim day challenge.

“We want to concentrate our efforts this month,” said U.S. Air Force Capt. Brittney Gosserand, the Deputy Sexual Assault Response Coordinator at MacDill. “It’s a chance to meet the Airmen where they’re at and show them what kind of resources are available to them at this installation.”

Service members stationed at MacDill AFB who are victims of any sexual assault have access to a 24/7 sexual assault safe hotline, Military Criminal Investigation Organization, medical care, chaplain services, victim advocacy, victim counsel, Victim or Witness Assistance Program, the 6th Medical Group Mental Health squadron and the Equal Opportunity office.

“You are allowed to take up space,” Gosserand said. “You are allowed to come to my office and take up time and space. Our door is always open for those who need anyone to talk to, need to have a conversation, or simply ask a question.”

WRIGHT-PATTERSON AIR FORCE BASE, Ohio—Relationships impact all aspects of our lives, including home, work, and leisure activities.

Friends and family are important for your health and overall well-being.

They can help you celebrate good times and provide support during challenges. Many adults find it hard to develop new friendships or keep up existing ones. Relationships may take a back seat to other priorities, such as work or caring for children or aging parents. Or, maybe you’ve moved to a new community and haven’t found a new way to meet people yet.

Developing and maintaining good relationships takes effort – they aren’t static- they are living, dynamic aspects of our lives that require attention and care. The first and most important factor to building and maintaining healthy relationships is communication. Make time to connect with those that matter the most to you. Spend time together, let little grievances go, and express love and compassion to one another.

If you have grown disconnected from an old friend, think of a memory that makes you laugh, and text or email it to your friend. A quick message that brings nostalgia and connection about the good old days will let your friend know that you are thinking of them, even when you haven’t been in touch. Without strong relationships, it is possible to feel as if you are alone.

The National Institutes of Health offers the following tips on how to nurture your relationships: Be kind: This most-basic behavior remains the core of successful relationships. Expect others to treat you with respect and honesty.

Be a good listener: Ask what’s going on in your family and friends’ lives. Let the other person know that you are paying close attention through eye contact and body language. Listen to others without judgement or blame. Be caring and empathetic.

Disagree with others respectfully: Misunderstandings can happen, and that can lead to people being upset, hurt or confused. Conflicts should not turn into personal attacks.

Show that you can be trusted: Being responsible, reliable and dependable is key to forming strong relationships. Follow through on commitments you’ve made to family and friends.

Protect yourself from violent and abusive people: Set boundaries with others. Decide what you are and aren’t willing to do. It’s okay to say no.

The workplace has its own uniqueness in how we build relationships and relate to each other. Building healthy workplace relationships is important for career success, and the key to a positive work environment.

Many full-time employees spend more of their waking hours with fellow staff than they do with their families or friends. Co-workers rely on each other to contribute support, expertise and other resources to fulfill the Air Force mission. Benefits of establishing positive workplace relationships include enhanced teamwork, improved morale, increased productivity and higher employee retention rates.

Encourage positive workplace relationships: Be friendly and approachable to co-workers.

Clarify roles: knowing everyone’s role and being familiar with the responsibility of those roles creates efficiency and flexibility. Review responsibilities when action planning.

Recognize contributions: sometimes a simple “thank you” can go a long way in building any relationship. A culture of appreciation from both the leader and the team will make people want to put in discretionary effort since they know it is recognized.

Wait before you push send: be professional and don’t let a careless email ruin a workplace relationship.

Respect others: treat others as you wish to be treated. Be courteous, use non-offensive language, and respect people’s time.

Positive workplace relationships = increased employee engagement.

Engaged employees are more productive, take fewer sick days, and less likely to leave the organization.

It’s never too late to reconnect with family, old friends, or develop new friendships. Investing time in strengthening your relationships can pay off in better health and a brighter outlook for years to come.

special occasion,” Kendall said. “The Raiders led the way, and many have followed. For the past 75 years, we see that the selfless spirit that the Raiders flew with has passed from generation to generation and still exists today in our Air and Space Forces. Like many of the greatest generation, they saw it as their duty and accepted it without any regret.”

During the ceremony, 16 local active duty members and veterans were honored to represent the legacy of each Doolittle crew and the contributions of an untold number of fellow Airmen to recognize the 75th anniversary of the Air Force.

“For many years, Airmen, Soldiers, Sailors, Marines, and many retirees have called the greater Fort Walton Beach area home,” said Ted Corcoran, president and chief executive officer of the Greater FWB Chamber of Commerce. “During that time, our local military community has participated in combat operations spanning the globe. So today, in honor of the 75th anniversary of the Air Force, we would like to recognize the significant contributions they’ve made to our national defense.”

Brown spoke about how Cole and his brothers laid the foundation for what it means to serve in the United States armed forces.

“Jimmy Doolittle once said, ‘Nothing is as strong as the heart of a volunteer’,” Brown said. “The Doolittle Raiders are the perfect example of volunteers with the strongest of hearts. I am incredibly humbled to be here to pay tribute to Colonel Cole. These men volunteered to fly off the deck of a Navy carrier into the unknown, never knowing if they would see their loved ones again.”

Cole’s son, retired Lt. Col. Richard Cole, and daughter, Cindy Cole Chal, performed the ritual of turning over their father’s goblet – the final goblet to be turned.

“On behalf of the Cole family and all the Raider families, we want to extend our deepest appreciation to all of you for your love and support over the years,” Coles aid. “Thank you for always taking the time to remember the Raiders and helping to carry out the legacy of this historic mission.”

After the ceremony, an aerial review took place over Okaloosa Island featuring 30 vintage and current U.S. Air Force aircraft, including a B-25
