






WASHINGTON(AFNS)—Foreshadowingamessagehe’lldeliverto Congressbeginningnextweek,Air ForceSecretary Frank Kendallsaid April19,inremarksattheNationalPressClub, thattheAirandSpace Forcesarefacing“hard choices”necessarytoquickenthepaceof change to“transform”andmodernizetheservicestomeet challengesfromChina.
InanappearancefocusedontheDepartment’srecentlysubmitted $194billionbudgetrequestforfiscalyear2023, Kendallacknowledged thattheAirandSpace Forcesmustmodernizefasterwhilealsomaking aculturalshiftinthefaceofcompetitionfromChinaand,toalesser extent,Russia.
Thebudgetrequest,hesaid,“isanappropriatebalancebetweenimmediateornear-termcapabilitiesandinvestmentsinthefuture.Those investmentsinthefuturearedesignedtotransformtheDepartment oftheAir Force. …Transformationsarenot cheap, butthethreatis increasingovertime…sowehavetomakesomehard choices[and]I wanttomakesurepeopleareprepared.”
Kendallsaidheiscomfortablethatthebudgetproposalmakesthe properinvestmentsinthenation’snucleardeterrentbyfullyfunding thetransitiontothenewSentinelintercontinentalballisticmissile, as wellascontinueddevelopmentoftheB-21Raiderstrikebomberandthe LongRangeStandoff(LRSO)weapon.

Thecorrosioncausedbysaltwaterintheairbeginstowear away atMacDill’sjetsaftereveryflight.Thefirststepinstoppingcorrosionisthrougha washinthe“BirdBath,” aplateactivatedbaththatrinsesthejets. However thisisonlythe firstlineofdefenseagainstcorrosion.Whathappenswhenthe paintstartstocrack?
The6thMaintenanceSquadroncorrosioncontrolunitisessentialforkeepingouraircraftmission-ready.Thisspecialty shopismadeupofonlyfiveairmenwhoareresponsibleforall ofthestencilsandpaintseenontheKC-135Stratotankers.
Tech Sgt.KurtisGeiger, noncommissionedofficerin charge ofthe6thMaintenanceSquadroncorrosioncontrolunit,isresponsibleforensuringthatimportantaircraftcomponentsare preservedandprotectedfromtheelements.
“It’slikeifyouaccidentallysandyourcarandthepaint wears away,” saidGeiger.“You’dhavetosendyourcaroffto abodyshoptogetrepairedandrepainted;that’swhatwedo.”
Withoutcorrosioncontrol,variouspartsoftheaircraftwould begintowear away inaslittleas10years.Withaircraftbuilt inthe1950sand60s, theimportanceofcorrosioncontrolcan’t beunderstated.
“Corrosioncontrolissoimportantbecauseofthesalt.Itdestroysmetal,breakingitdown.ThishappensmuchmorefrequentlyatMacDillasopposedtootherbasesthatarelocated inthecentralUnitedStates,” Geigersaid.
Asonepartofthefabricationflight,thecorrosioncontrol sectionworkseverydaytopaintandrefurbishlandinggear, renovators, aswellasairandgroundequipment.
SeniorAirmanColeMiller 6thMXSaircraftstructural maintenancejourneyman,enjoystheworkhegetstodoevery day.
“Igettocomedownheretopaint,” saidMiller.“It’ssorewardingtoseearusty, chippedaircraftpartcomeinanda coupleofhourslater, itcomesoutlookingbrandnew.”
“Werepairthestructuralintegrityoftheaircraft,” Miller con.“Thatgoesforallaircraft,Air Force-wide.”
Eventhoughcorrosioncontrolisonesmallsectionofaneven largerflightandsquadron,themaintenanceairmenworkhard tocontributetothe6thAirRefueling Wing’smissionofprovidingrapidglobalmobility.

ThebestcountertothattrendfortheDepartmentoftheAir Force, Kendallsaid,isembodiedinwhathecallshis“SevenOperationalImperatives,” categoriesandconceptsthat“areorganizingourwork.”
Inbroadstrokes, thesevenimperativesbeginwithensuringthatthe U.S. anditsallieshavefreedomtooperateinspace.Thatmeansmodernizingsatellites, addingdefenseindepthandfinding waystobetter protectanetworkofsatellitesandrelatedequipmentthatformthe irreplaceablebackboneofeverydaycommunication(includingforthe militaryandforweaponstargetingandidentification)aswellasglobal commerce, navigationandcrucialearly warningsystems.
Theimportanceofspaceineverydaylifetodayisthereasonthe U.S. Space Force wascreated.Inmilitaryterms,“Space Forceisthegreat enabler. Italsoisthegreatprotector;itprotectstherestofthejoint force, anditprotectsthemparticularlyfromtargeting,” Kendallsaid.
Anotherimperativeisimprovingthe wayvastinformationiscollected,analyzed,fusedanddistributed.ThateffortintheDepartmentof Defenseisknownas JointAll-DomainCommandandControlandfor theDepartmentoftheAir Force’sportionoftheeffort,AdvancedBattle ManagementSystem,orABMS.
Linkedtotheneedtosharedataquicklyisanotherimperativefocusedonidentifyingandtrackingnumerouspotentialtargetssimultaneously;bothstationarytargetsand,moreimportantly, mobilethreats, Kendalladded.
Aprimerecipientofthatinformationisthefleetoftacticalaircraft, andthenewestcomponentofitknownasNGAD, orNextGeneration Air Dominance, whichis anotherimperative. Essentiallyitmeansa newfighteraircraftbut, Kendallsaid,thenewapproachwouldpossibly augmentapilotedcraftwithanetworkofun-crewedcraft.
NGADissimilartoanotherimperativethatfeaturestheB-21long rangebomberandits“family”ofsupportsystemsandin-flight“partners”thatalsoincludedcrewedaircraftandun-crewed.
Kendallidentifiedanotherimperativeasupdatingthetraditional approachtobasingsothatoperationstraditionallyconductedfrom
large, easilyidentifiedairbasescouldbeshiftedtosmaller, morenimblebasesthatcouldbeestablishedinornear“hostile”areas.That conceptisknownwithintheAir ForceasAgileCombatEmployment, orACE.
Thefinalimperativecentersonlogistics, beingabletogetpersonnel andequipmentwhereit’sneededwithaslittlefrictionanduncertainty aspossible.Thateffortisexpansive, includingairliftaswellascybersecurity,ensuringmedicalsupport,AirmenandGuardianretention,and better“synergy”withthejointforceandallies.
“That’swherethetransformationwillcomefromandit’saprettyexpensivelist,” Kendallsaidafteritemizingallsevenimperatives.
Gettingthererequiresinnovationandruthlesslycombattingbulky bureaucracy Onthatfront, Kendall’sattitudeiswellknown.Herecountedarecentmeetinginwhichhe wastoldthataprogramrequires “a21-monthstudy.”
“Myreaction wasthat’sunacceptable.Wecannotmoveatthespeed ofbureaucracy.Wehavetomoveatthespeeddictatedbythespeedof operationalrealities,” hesaid.
HealsoaskedforCongress’shelp, especiallywhenitcomestoallowingtheAir Forcetothinagingaircraft.Currently, the averageageof thefleetis30years.
“Whodoyouknowwhohasa30-year-oldcar?” Kendallasked.
“WeneedthecooperationofCongress,” tosucceed, Kendallsaid.“In identifyingthethingsthatensurethefutureandprovide[for]thedefenseofthecountryandthethingswereallyneed;oneofthemisn’t hangingontooldairplanes.”
In closing, Kendallofferedapersonalasidetoexplainhisurgentnatureandalsohis, attimes, unvarnishedassessments.
“IthinkIhaveadifferentperspectivethanalotofpeople. …Ispent 20yearsasaCold Warrior Igraduatedfrom West Pointin1971and spentthenext20yearsworkinginsomefacetofnationalsecurityin uniformandasacivilian.…Iknowwhatit’sliketohaveapeercompetitorwho’sactivelytryingtodefeatyou.Mostpeopleinuniformtoday don’thavethatexperience,” hesaid.
“Itgivesyouadifferentmindset.Ifthere’sonethingI wanttoinculcateintheDepartmentoftheAir Force, it’sasenseofurgency We havetomoveforward. We can’tstandstill. We haveacapableadversary who’sstudyinguseveryday. Theywillmoveforward.They’veshownthe abilitytobestrategicintheirinvestments;they’veshowntheabilityto bestrategicinthetypeofforcetheycreate.
“Wehavetobewillingtodothesame. I’mconfidentthatifwedo… wewillprevail,” hesaid.

“JimmyDoolittleoncesaid,‘Nothingisasstrongastheheartofa volunteer’,” Brownsaid.“TheDoolittleRaidersaretheperfectexample ofvolunteerswiththestrongestofhearts Iamincrediblyhumbledtobe heretopaytributetoColonelCole.Thesemenvolunteeredtoflyoffthe deckofaNavycarrierintotheunknown,neverknowingiftheywouldsee theirlovedonesagain.”
