“This 50thanniversaryof Vietnam VeteransDayisan importantmilestone,” Kendallsaid.“It’sfarenoughforhistorianstorenderobjective observationsbut closeenoughthatthose ofuswhotookpartinorwere touched by the warstillvividlyfeelitseffects.”

“Ourjobistomakesurethatthelawsprotectingthem[thevictims] are beingfollowed,” saidMaj. ContessaMonroe, Victims Counselattorney“Forexample, rapeshieldlawsensurethatcertain characteristics suchaspastrelationshipsand clothing choicearen’tconsideredincourt. We’retheretomakesurethatthistypeofinformationisn’tpulledoutillegallyduringlegal meetings.”
TogetherMonroeandStaffSgt. Jammell Jefferson, VictimsCounsel paralegal,handlecasesnationwide withprimary clientsatMacDillAFB, PatrickSpace ForceBaseandHomesteadAirReserveBase. Militarylifeisknowntocomewith changeandre-locations, however forSeniorAirmanDustin Pace, this changehasfueledhispassionforthe arts.
Paceisa6thMaintenanceSquadronmetalstechnicianbydayandan artcollectorbynight. Hisinterestinthearts beganwithhis childhood andevolved as he pursuedacareerinthemilitary.
“Myinterestsinthe artsallstartedwithmymother,” Pacesaid.“She wrotepoetryallthetimewhenI wasgrowingup. Shewouldhelpmewith writingassignmentsinschool,and I’d get a glimpseofherstyle.”
As Pacegrew, hispassionforartdevelopedintoanoutlettosharehis emotions, work, ideas andperspective withthose around him,connecting himwith acommunity of like-mindedindividuals.
“Arthelpedmetomeetpeoplewithsimilarinterests,”Pacesaid.“For peopleintheartcommunity, sharingartis almostlikeplayinginaband. We eachhaveindividualstylesandwheneverweshareprojectsit’slikea collaborationbyplayingdifferentinstruments.”

Pitsenbargerwasposthumouslyawarded theMedal ofHonorforhisactionsasanAir Force pararescueman,mortallywoundedwhile aidingand defendingwoundedSoldiersfroma pinned-downArmyinfantryunit.Hewas initiallypost-humouslyawardedtheAirForce Cross,which waslaterupgradedtothe MedalofHonor.Hewasthefirstenlisted recipientoftheAirForceCross,awardedin 1966forextraordinaryhero-ism.
“Hebelievedhecouldmakeadifferenceifhe could makeittotheground,”Kendallsaid. “Hewasright andsavedlivesthroughhis heroicef-fort.”
Smithwasacombatengineerunitcommanderkilledinactionduring ahelicoptercrash. KendallreceivedanawardinSmith’shonor up-onhisgraduationfromthe U.S.Military Acad-emyatWestPointin1971.
Ericsonwasaninfantryplatoonleader. His platoon’sposition wasattackedbyan enemy forceofunknownsize.Ericsonwasthe firstto detectenemy movement andalerted hispla-toon,causingtheenemyto prematurelyinitiatetheassault.Followingthe assault,Ericsonledapatroltolocatethe withdrawnenemyforce,dur-ingwhich,his platooncameunderfireagain. Ericson chargedtheenemypositionaloneandwas fatallywounded.EricsonwasKendall’sregimentalcadetcommanderduringhisfirstyear attendingtheacademy.
“Irecognizedfellow West Pointgraduatesat the wall,” Kendallsaid.“Mymemoriesofthese teammatesareetchedintome, aswellasthe moment whenwelearnedof theirfullsacrifice.”
Sijan,a pilotwho wasthefirstandonlyAir ForceAcademygraduatetoreceivetheMedalof Honor, wasalso awardedposthumously.
“Fiftyyears agotoday, thelastAmerican troopsleft Vietnam,” Brownsaid.“Capt.Lance Sijan evadedcapture, plotted escape, battled illnessandunderwenttorture–heneverquit, nevergaveupbuthedidnotreturnhome. His incrediblespiritwillforeverserveasaninspiration.”
Klinker wasposthumously awardedtheAirmen’sMedalandMeritoriousServiceMedal. She wastheonlymemberofthe U.S. Air Force NurseCorpsandonlyfemale Airmantobe killedinthe Vietnam War. Klinker wasparticipatingin“OperationBabylift,” assistingwith theevacuationof Vietnamese children,includingorphans HerflightoutofSaigoncrashed dueto amechanicalmalfunction,killingher andmany of theothersaboard.Childrenthat shehelped evacuatesurvivedthecrashand wererelocatedtothe U.S.
Bannistersaid shecoincidentallymetone oftheevacuated children, nowanadult,atthe Vietnam Veterans Memorialona separateoccasion.Theevacuee wastheretopayherrespects toKlinker, whomshepersonallycreditedwith her rescue.
“Therearefewopportunitiesassacredasthis one,” Bannistersaid. “Thisisnotonlya wayfor ustostayconnectedandcarry on the legacyof thosewelost.It’sone waywecanhonorallthe menand women whopaidtheultimatesacrifice whileserving our countryin Vietnam.”
BannisteralsoetchedthenameofRusch,her father, anF-4EPhantomIIpilot,who wasshot
downduringagroundstrikemission.
“[Maj.]Gen.Bannistersharedherstoryand experiencewithme,” Kendallsaid.“Herresilience atsuch ayoungage wasmoving. Herdedicationtoherfather’slegacyisanexampleforus tostudyandappreciate. AsMaj.Gen. Bannister preparesforretirement,shecanbeproudofher path. Shetreatedandhealedmanythroughher dentalskillsandsustainedthememoriesofthe fallenthroughhervolunteerismandcommunityservice.”
“Aswemarkthisimportantanniversary, let usremembernotonlythefallenbutthesacrificeofallwhoservedandourcontinuedeffortstoaccountforthemissingandbringthem home,” Kendall said.

“Whatmakesmesopassionateishownobleofacraftitis,” hesaid. “You’redoingitwithyourownhands, you’recreatingit.Owningthat piece[ofart]issospecialbecauseitdoesn’texistanywhereelseinthis world.”
Throughout Pace’smilitarycareer, hehashadseveraloverseasassignments, beingstationedinTurkey, Guam, England and Japan. Pace embracedthe changeasanopportunitytoexperiencedifferentcultures, findingtheirstoriesthrough theirart.
Collectingartbecamea wayfor Paceto connectand embracehisjourney through the military. Foreach location hevisitsorisstationed, he collects a newpiecetoremind himself of theculturethathe’d experienced.
Pace evenincorporatedhis passionintohis workasa metalstechnician,puttingthesamededicationintoeachprojectasanartistwouldin their work.
“Each componentIcreate[fortheKC-135]isuniquelyvitaltooursuccess, soIputallI’vegotintoitsdevelopment,” said Pace. “Itreateach project,eachcomponentlikeapiece ofart,likethatonepieceistelling mystoryasatechnician.”
Pace’s passionforarthasallowedhimtobetterconnectwithhismilitaryjourneyandtheculturesofwhich he’s beenintertwined.Hetakes theprecisionanddedicationthathe’slearnedasanartistandputsitinto hiscareerasametalstechnician,utilizingeveryprojectasanopportunitytogrowanddevelopasa craftsman.

ToreceivefulllegalaidfromtheVictimsCounsel,clientsmust meetcertaincriteriafirst.Thevictimmustbeanactive dutyservice memberoradependent.Inaddition,theallegedmustalsobeanactive dutyser-vicemember.Ifavictimdoesnotmeetthecriteria,the VictimsCounselwilldotheirbesttoassistinfindingproper representationforeachindi-vidualcase.
“Wegothrough[withour client]anddiscussalltheevidencethatwe have,” saidMonroe. “Wedecidetogetherwhatpathfitsbestandwhat coursethe availableevidencewillallowfor. Sometimesthebestcourse isn’tpursuingatrial,sometimesit’sassimpleashavingadiscussion with the unit’sleadershiptodevelopa plantomoveforward.”
Theteamoffersbothrestrictedandunrestrictedreporting, givingvictimstheopportunitytodocumentanincidentwithoutproceedingfurther inthelegalsystem. Restrictedreportingisan avenuethatallowsavictimtheabilitytoaccessresourceswithoutseekingreconciliationwiththe otherpartyusingthelegalsystem.Unrestrictedreportingprovidesthe sameresourcesandmore, however, itrequiresaninvestigationbeopened withOSI.Somelongertermandmorepermanent avenues, such as an expeditedtransfer, requireanunrestrictedreportinorder to qualify.
Theprimarygoalofthe VictimsCounselistotakewhicheverlegal coursebestalignswiththeneedsofthevictim.Thelegalprocesscanbe scary, butthe VictimsCounselisheretohelpmilitaryservicemembers andtheirfamiliesthrougheachstep of theprocess.
