ARLINGTON, Va. (AFNS)—The DepartmentoftheAir Forceunveileda$259.3billionbudgetrequestMarch13designedtocontinue modernizingtheAir ForceandSpace Forcetomeetevolvingthreats whilealsonourishingcurrentneedsthatinclude training, readiness andfosteringnewtechnology.
Broken apart, the$259.3billionproposalthatCongresswillnow considerforthefiscalyearbeginning Oct. 1,includes$185.1billionfor the Air Force and$30billion for theSpace Force. Ifenactedintolawas proposed,thedepartment’soverallbudgetwould growby$9.3billion beyondlast year’s enactedbudget.
Theincreaseisnecessary, Departmentofthe Air ForceSecretary Frank Kendallsaid,tocontinuemodernizing and transformingboth servicestomeetanarrayofnewthreatsfromadversariesand challengesemanatingfromChinaaswellasthosefromRussia,North Korea,Iran andother nations.
Thebudgetrequestincludesnotableincreasesforupgradingthe ground-basednucleardeterrentknownasSentinel;increasingthe numberofmilitaryspacelaunches to 15from10, whichunderscores theimportanceofspace; anda$5billionincreaseinresearchand developmentnecessarytobring“theforceofthefuture”intoreality. The
proposedbudget alsoaccountsforinflationandrising fuelcostsas wellasboostingfundsforrecruiting and retention.
“WeareunitedinourcommitmenttomodernizingtheAirand Space Forcesandinachievingthetransformationwemusthavetobe competitivewithourpacing challenge–China,China,China,” Kendallsaid,notingthattheproposedbudgetmarksasignificantstepin meetingthatgoal.
Whilethebudget proposalisunlikelytobeadoptedwithout changes from Congress, the document represents the department’s priorities formaintainingthenation’s securityandinterests. Kendallandother seniorleadersacknowledgedthattherequestistheresultofdifficult trade-offsbutalsoreflectsaconsensusonhowtoachievethedepartment’smissionandthelargeroperationalprioritiesoftheDepartment ofDefense.
Inadditiontofundingforlarge, overarchingeffortstotrainand equiptheforceandmodernizethe waybasesarearrayedandmanaged, the budgetproposalincludesa multitudeofspecific lineitems. Amongthemare$4.8billioninnewfundingfor Kendall’sseven OperationalImperatives. SCOTTAIRFORCEBASE,Ill.—Inthe summerof2021,Lt.Col.NicoleStenstad, 16th Airlift Squadroncommander, whileresearchingunconsciousgenderbias, cameupwiththe ideatotryandremovethe“G-code”from Air MobilityCommand flightauthorizations.
AFI11-401, AviationManagement, instructs theuseofAF Form4327A,includinga“MandatoryRemarks”sectionthatuseslettercodes todenote thequalifications, duties, andmissionstatusofeach flightcrewmember.
TheAMCsupplementtotheAFImandated theletter“G”forfemalecrewmembers—alegacymarkeronceintendedtosecureappropriatelodgingandreadinessitemsforcrewmembers.
InNovember2022,informed bysquadronlevelinput, AMCremovedthe “G”codefrom flightauthorizations. ChiefMasterSgt. Patrick Gray, AMC AviationResourceManagement functionalmanager, sentoutfieldguidanceto allAMC squadron aviationresourcemanagementofficesthatsaid,“Unliketheothercodes listed, the“G” designation hasnobearingon theindividual’sexperience, qualification,or currencyintheaircraft. Identifyingthegender ofcrewmembersisunnecessary to thecompletionofduties.”
Gray’semailwouldgoon to say, “Effective immediately, SARMofficeswillnolongeriden-
tifyfemalecrewmembersonflightauthorizations.”
Theremovalofthedesignation wasnotan overnightaccomplishment, rathertheproduct oftheworkof manyAirmenfromthelowest level.
StenstadfirstreachedouttoMajors Kelsey Paytonand Jennifer Walters, aswellasother membersofREACH ATHENA,theAMCwom-
en’sinitiativeteam.Althoughsupportiveofthe idea, PaytonadvisedStenstadtocollectmore researchandanecdotesaboutthecode’spotentialnegativeeffects.

model, the Department of the Air Force’s Operational Imperatives, the Air Force Chief of Staff’s Action Orders, Accelerate Change or Lose and ways in which Multi-Capable Airmen will be trained to operate in future contested environments practicing Agile Combat Employment.
The Air Force Future Operating Concept presents six operational fights that Airmen must win simultaneously and can do so by being empowered to make decisions under a doctrine and culture of mission command.
“Trained appropriately, Airmen do not have to wait for orders from higher headquarters to make bold decisions and take advantage of fleeting opportunities,” said Lt. Gen. S. Clinton Hinote, Air Force Futures director
Airmen must be able to prevail in these six key fights as they apply airpower in the defense of allies, partners and national interests: the
fight to compete with or deter, the fight to get into theater, the fight to get airborne, the fight for air superiority, the fight to deny adversary objectives, and the fight to sustain ourselves, our allies and partners in competition and conflict.
During his symposium keynote, Brown reinforced the Air Force Future Operating Concept will only be successful if Airmen across the force are trusted and empowered to execute what the nation has asked them to do.
“We will not be able to execute the Air Force Future Operating Concept without mission command. It takes practice and intentional development,” Brown said to an audience of Air Force leaders. “You must brief mission command, you must train mission command, you must exercise mission command and you must debrief mission command. Mission command is essential to winning … In order to execute at a high standard, we can’t play for second place; we need to play to win.”

ROSWELL, N.M.—The92ndAirRefueling WingdeployedpersonnelandKC-135Stratotankerswithcrewsfromthe6thARWMacDillAir ForceBasetoexecuteaPhase2Lead Wingexercise Feb. 13-17,inRoswell,NewMexico, inpreparationtobeleadtankerwingatAirMobility Command’s capstoneexercise, MobilityGuardian2023.
ThePhase2prepexerciseemphasizedaircrewendurance, dynamicairrefuelingconcepts, testingofavarietyoftheKC-135missionsets, andincludedanadvanced72-hourendurance event.
“Wehavetopracticelikewe’llfight,” saidCol.ChesleyDycus, 92ndARWcommander “This exercisepushedthelimitsonthetoolswehaveatourdisposaltoaccomplishcomplexmissions, ensuringourabilitytorapidlyprojectglobalmobility, andendurethroughoutgeographicallydispersedareaswithlimitedcommunications.”
Fairchildtestedbasiccrews’abilitytocompletea24-hourflightdutyperiod. Withouta waiver, basiccrews, comprisedoftwopilotsandonein-flightrefuelingspecialist,areonlyallowedto operateona16-hourflightdutyperiodandarelimitedto12-hourflight-dutyperiodswhenthey areunable to useauto-pilot.
TheKC-135crewendurancetesting wasconductedwithabasiccrewflyingfora24-hourduty period.Thecrewconsistedofexperiencedinstructorpilots, whohadissuedandpreviouslytested ground-testedgo-pills. Theywereauthorizedtouseanyandallanti-fatiguemeasurestocompletethe24-hourdutyperiodwithoutauto-pilot.Atadvancedstagesofthecrewendurancetest, asafetyandflightmedicineobserverwereeachonboardtoevaluatefatiguelevelsandensure thesafetyofthecrew.
“Everyday, wearelearningnewlessonsthatwe wanttoapplyincombat,sothismissiongenerationexerciseisa chancetotestourcapabilitiesatatempoandscalethatapproximates combatoperations,” saidGen.MikeMinihan, AirMobilityCommandcommander.
Fortheremainderofthe72-hourmission,crewsconducted16-hourflightdutyperiodstotest keyAgileCombatEmploymentconceptsfortheKC-135suchas:hotpitrefueling, concurrentservicing, missiontypeorders, andcontingencybasedauthorities.

Astheworld’sSuper Tanker Wing, Fairchildcontinuestorefinetactics, techniquesandprocedures orientedontheMobilityAir Force’sfullrangeofmobilityreadinesscapabilitiesneededfor today’ssteadystateoperationsand tomorrow’shigh-endfight.
“Thecrewsfrom Fairchildandourpartnershavemyutmostrespectandadmiration,” saidCol. Takenasawhole, Kendall,Brown, Saltzmanaswellasotherleaders, say thebudget proposalrepresentsasignificantmomentinthe services’“essentialtransformation.” Italsoadvancesthe Operational Imperatives drivingtheefforts.
