Thenew presentationofAirmen’s unique contributionstothe Joint Force, alliesand partnersprioritizesconductingtheservice’s fivecore functions:AirSuperiority;GlobalStrike; RapidGlobalMobility;Intelligence, Surveillance, andReconnaissance; andCommand andControl.

Thepanel,titled“LogisticsontheAttack,” wasacon- versation aboutthebuildupandsustainmentofmaterielnecessaryto“setthe theater,” featuringGen.MikeMinihan,commanderofAirMobility Command, andGen. “IfoundoutthatI wantedtobeapilotwhenItookmyfirstflightto the[United]States,” Sackeysaid.“I wasflyingwithmyfamilyfromthe VirginIslandstoFlorida,andI wasinsecondgrade. Mymomsatnext tome Whileshe wassuperscaredontheflight,I washavingthetime ofmylife. That wasthemoment thatIknewI wantedtofly.”

Detachment 340deliverscounterintelligenceproductsatMacDill year-roundbybriefingservicemembersontheimportanceofoperationalsecurityandtheirroleinprotectingAirMobilityCommand’smission.

OSIensuresthesafetyofbasepersonnelbyinvestigatingsuspicious persons, basesecurityrisks, potentialOPSECviolationsandmore.

“Anythingoranyonethat’sthreatens DepartmentoftheAir Forceor DepartmentofDefenseassets, willattractourattention andmitigation,” saidSpecialAgentSamLegarreta,OSIDetachment340counterintelligenceagent.

“Weprovideafirst-classservicetothisbase,” saidSpecialAgentTim Ries, OSIDetachment340specialagentin charge. “Wecombatbothtraditionalthreatsandinsiderthreats WhentheenemycomestoMacDill tothreatenormisuseourinformation,ourprograms, orourpeople, we cannipitinthebud,becauseweareoutthereand aware.”

recruitingpeoplethatalreadyworkonstafforinsertingthemselveson staff to learnsecrets.

OSIurgesAirmentoreportanythingthatmightbeadangertothe people on base andthemission.

“Ifyousee something, saysomething,” Legarretasaid. Riskscouldlooklikeanything, from aseeminglyharmlessperson observingoperationsfromoffbasetoanotherAirmantakingcellphone picturesontheflightline. Aninsiderthreatcouldbeanythingfrom a terroristtoaforeignintelligenceofficer.

“Evenifyouseesomethingthatyouthinkissmall,itcouldcallattentiontoamuchbiggerproblem,” Legarretasaid.“Beingvocalisthebest waytohelpourmission.”

“We’rereallyflexiblewitheverybody’sschedule,” Legarretasaid. “We’llworkwithyou,andwe’llcometoyoutomakethingsaseasyas possible.”

Attridgepunctuatedthisneed,evokingthedramaticstruggles of Russia’smilitarytodeliverevenwithwhathedescribedas plenty of roadsandrelativelyshort distances. “[Putin]hasshownusreallywell whatitlookslike whenitgoeswrong—whenthebuild-upand deliverydoesn’taccountfor‘Plan A’ or‘Plan B.’”

The challengebeforethetwomajorcommandsishowtoprepareto operateinanenvironmentexponentially morecomplex,acrosshuge swathesof water andagainstthetyranny of vast distances. Integration, Minihansaid, buysdownrisksacrosscapabilitygapsandaddressestherequirementtooperate atspeedsthat outpaceapotential adversary —whathecalledthe“temporequiredtowin.”

“Youcannothaveintegratedoperationsifyou donothaveintegrated planninginadvance,” Minihansaid,describingthe closerelationshipbetweenAMCandAFMC.

Whatthislookslike at thecommandlevelisintimatecoordination andcross-talkintheform ofstaff-to-staffmeetings, table-topexercisesandotherplanningactivities.

BuildingonRichardson’sexplanationofAFMC’sdata-driven approachtoensuringtheappropriatematerielneededforthefuture, Minihannotedseveralmajorcomponentsthatunderpinsuccessin the Pacific:theGlobalAirMobilitySupportSystem, which iscritical tothepositioningof warreservematerielandcontinuedcollaboration withalliesandpartnersintheregion The projectionofmilitarypowerintoatheater, hesaid, boils down topallet-makingandunittype codes, specialized kitsofspecific, itemizedequipment.

ThetwocommandshaveworkedtogetherinpreparationforMobilityGuardian 2023,AMC’s largest exercisesettotakeplaceinthe Pacificthissummer, which willshowin sharp definition the criticalrole ofthemobility airforcesinrapidlypositioningandmaneuveringthe restofthe Joint Force. Thatexercisewillrealizemanyofthe efforts betweenthetwocommandsoverthelast year.

“Whenyouarethejointforcemaneuver, wheneverybodyiscountingonyoutobesuccessful,when everycapabilitythejointforceenjoys needstobeinpositiontoaggregatetobelethal, to disaggregateto survive, andthenre-aggregatetobelethal again,” Minihansaid. “That is exactlywhere thiscommand’sfocusis.”

“OurgoalistosetMacDill’snetworktoabaselineconfigurationthatisSecurity TechnicalImplementationGuidelinescompliant,” saidRichardCarter, 38thCESinformation technologyprojectmanager. “Wegotodifferentbasesaround the worldtostandardizeandoptimizetheirnetworks.”

TheirgoalistostandardizeAFNetsoeverybasemeets a certainnetworkinfrastructurerequirement:Air ForceBase NetworkFunctionalSpecification. Thisallowsformoreconsistenttrainingandeasiermaintenance. “Ourgoalistoprovideamoreholisticapproachtodatafor[the6thCS]soit’s easi erforthemtoappr oa ch problemswiththenetwork,” Carter said.

“The38thhelpedusoutalot,” said U.S. Air ForceMaster Sgt.Robert Ho ck en hullIII , 6thCScyber systemssection chief. “Withalltheworkthey’vedonehere, wecanputour mainfocusbackonthecurrentproblemsandticketsinstead offixingbase-wide errors.”

Theteamworksbothvirtuallyandin-persontobringAir Forcebasesaroundtheworldthemostupdated infrastructure available.

“Whilemostofthediagnosticandplanningactionstook placewhilewewerestillatTinker, wespentalotoftime hereworking to stabilize thenetwork,” saidCarter.

“We’vebeenhardatworkwith[6thCS] findingandfixing issuesinthesystemsincewegothere,” said WilliamKinney, 38thCEScybersystemsnetworkevaluationengineer. “ The6thCShasbeengreat Theystaylateandcomeinearly, andarealwaysreadytohelpimprovethebase. We don’tsee unitsthiswelcomingormotivatedvery often.”

Membersofbothunitsroutinelystayafterthedutyday toinstallnewsystemsandwiresandprotectMacDill’sinternet frombroadcaststorms.

“A broadcaststormislikeatrafficjamonahighway,” said Hockenhull.“[The38th]helpedusupgradeoursystemsand teach our Airmen theins-and-outsof thenew stuff.”

“Beingfromthe VirginIslands, Ididn’treallyknowanyonethathad gonetothe[Air Force] Academy,” Sackeysaid.“I wasfiguringoutthe applicationprocessbymyself. Neitherofmyparentswenttocollege. They wantedtohelpmetothebestoftheirability, buttheyhadnoidea whatit wasthatIneededtodo. Andso, whileI wasapplying, I wasreallynervous.”

USAFAisoneofthethree U.S. serviceacademiesthatisoperated bytheDepartmentofDefenseandisoneofthetopuniversitiesinthe country. UpongraduatingfromUSAFA,cadetscommissionassecond lieutenantsineithertheAir ForceorSpace Forceandcommittoaminimumoffiveyearsofmilitaryservice. AdmissionintoUSAFAisahighly selectiveprocessthatgaugescandidatesperformanceinacademicsand athletics, aswellastheir characterandleadershipabilities.

SackeycompletedherUSAFAapplicationin Januaryofhersenior year. After twomonthsof waitingforaresponse, therepresentative thatSackeyreceivedhercongressionalnominationfromcalledandlet herknow thatshehadbeen accepted.

“Ihonestlycouldnotbelieveit,” Sackeysaid.“Ididn’tthinkthatI hadwhatittooktogetintotheAir ForceAcademy. That wasthefirst stepinmydreamtobecominganAir ForcepilotbecausetheAcademy is thelargestproducerofpilots.”

Duringtheirtimeataserviceacademy, cadetsaretestedinnumerous ways andintentionally given a heavyworkloadtohelpprepare themtoeffectivelymanagestressby thetime they commission.

“TheAcademypushedmeinevery waypossible,” Sackeysaid. “Whetherit wasphysically, mentally, academicallyormilitarily, Ihad neverbeen challengedinthat way before Ihavealwaysbeengoodat school,butIhadneverhadtobalanceallthosethings.”

SackeyreceivedacovetedAir Forcepilotslotpriortograduatingfrom USAFA.Aftergraduation,Sackeywentofftopilottraining, which was thelaststeptoobtainingwhatshe wantedsinceshe wasinsecondgrade.

“Thebiggeststruggleofmycareer waspilottraining,” Sackeysaid. “Pilottrainingishardforeveryone, butIthinkit wasespeciallyhard forme. Formyentirelife, myefforthasalwaysequatedtowhatIproduce. Inpilottraining, that wasnotthecase.”

Duringthesecond phaseof pilottraining, Sackeyfound herselfin anunfavorableposition.She wastoldshe wastogoonanelimination ridewithhercommander. Dependingontheresultsofthefight,Sackey wouldeithercontinueinhertrainingorloseheropportunitytobean Air Forcepilot.

“Atthatpointandatthatflight,myentiredream,thethingthatI workedmyentirelifetowards wasatstake,” Sackeysaid.“Ihadgivenit [pilottraining]myall, andsowhileI wasnervousandscared,I wasin some ways atpeacebecauseIhadworkedashardasIcould.Intheend,

IpassedtheridebecauseIamheretoday, andIthinkthatI’mabetter pilotforit.IthinkI’mabetterpersonforhavinggonethroughit.”

Afterthecompletionofpilottraining, SackeywenttoherfirstoperationalassignmentatMacDillto flytheKC-135.

“MytimeatMacDillhasbeenmorethanIevercouldhaveaskedfor,” Sackeysaid.“The50thARShasbeenafamilytome. Icouldnothave askedforabettergroupofpeopletoworkwith.Theyhaveallowedme togrowasan aviator, asanofficerandasaperson.”

Despitehavingaseeminglyfullschedulefromherday-to-dayduties withthe50thARS, SackeyactivelyseeksopportunitiesandresponsibilitiesforhertodevelopasanAirman.Sackey wasrecognizedasthe 20226thAirRefueling WingCompanyGradeOfficerofthe Yearforher involvementasthe6thARW AviationInspirationMentorshipprogram directorandhercontributionsoutsideofher aviationrole.

TheAIMprogramsupportscommunityoutreachandengagementby informingandinspiringprospectiveAir Forcepilotsthroughbasevisits, incentiveflightsandmentorshipsessions. The6thARW wasthefirst wingtoadopttheprogram inthe Air Force.

The 6thAirRefueling Wingslegaloffice won severalAirMobilityCommandlevel awardsfor 2022againsta competitive bracket.

TheshopwonboththeOutstandingLegalOfficeofthe Year awardalongwithfourindividual AMC awards.

Despitea projected 63%declineinparalegalmanninganda50%budgetcut,hurricanes, andapandemic, the6thARWlegalteamwent aboveandbeyondin2022byconducting86investigations, 56article-15s, advisingonalmost 100criminalinvestigationsandsavingnearly half a milliondollars inlegalfees.

U.S. Air Force Tech. Sgt. ShawnMcFarlin tookhomeOutstandingNoncommissionedOfficer Paralegaloftheyear, SeniorMasterSgt DoreenMercadowonoutstandingseniornoncommissionedofficerofthe year, MasterSgt.
