Air Force announces Future Operating Concept Secretary of the Air Force Public Affairs

AURORA, Colo. (AFNS)—The Air Force chief of staff announced March 7 a key component in how Airmen will Accelerate Change or Lose by successfully delivering airpower to deter and, if necessary, prevail.

Air Force Chief of Staff Gen. CQ Brown, Jr. announced at the 2023 Air and Space Forces Association Warfare Symposium in Aurora, he signed the Air Force Future Operating Concept to ensure long-range planning is intentionally linked to the Joint Warfighting Concept.

The new presentation of Airmen’s unique contributions to the Joint Force, allies and partners prioritizes conducting the service’s five core functions: Air Superiority; Global Strike; Rapid Global Mobility; Intelligence, Surveillance, and Reconnaissance; and Command and Control.

“Without the integrated capabilities of the United States Air Force, Joint Force opportunities are infrequent, fleeting and costly,” Brown said. “Future conflicts will be contested and complex.”

The new operating concept supports the National Defense Strategy through the convergence of the Air Force Force Generation deployment model, the Department of the Air Force’s Operational Imperatives, the Air Force Chief of Staff ’s Action Orders, Accelerate Change See FUTURE, Page 12

NEWS/FEATURES AMC, AFMC commanders talk logistics on attack, integrated deterrence at warfare symposium

(AFNS)—“Vast distances and few areas to use as supply nodes … all potentially during a period of competition.” That is how Royal Air Force Air Commodore Jez Attridge described the task at hand in the Pacific as moderator of a mobility panel discussion at the Air and Space Forces Association 2023 Warfare Symposium in Aurora, Colorado, March 7.

The panel, titled “Logistics on the Attack,” was a con- v e r s a t i o n about the buildup and sustainment of materiel necessary to “set the theater,” featuring Gen. Mike Minihan, commander of Air Mobility Command, and Gen. Duke Richardson, commander of Air Force Materiel Command — the two leaders with the most skin in the game for the successful delivery of logistics effects.

Richardson began by highlighting his charge to address integration across the logistics enterprise.

“Both the level of the threat we are facing and the idea of how we are going to answer it through a distributed laydown of forces really drives the need for integration,” he said.

Women in aviation: Capt. Orchydia Sackey

by Senior Airman Joshua Hastings 6th Air Refueling Wing Public Affairs From attending an air show where a variety of aircraft put on tremendous aerobatic displays, to watching a Tom Cruise box office hit on the big screen, a multitude of motivational factors may contribute to someone’s desire to become an aviator.

U.S. Air Force Capt. Orchydia Sackey, who was born in St. Croix in the U.S. Virgin Islands and had minimal exposure to aircraft and flying, currently flies the KC-135 Stratotanker for the 50th Air Refueling Squadron. Her dream of becoming a pilot was born when she went on her first commercial flight.

“I found out that I wanted to be a pilot when I took my first flight to the [United] States,” Sackey said. “I was flying with my family from the Virgin Islands to Florida, and I was in second grade. My mom sat next to me. While she was super scared on the flight, I was having the time of my life. That was the moment that I knew I wanted to fly.”

Uncertain of what route to take, Sackey conducted online research for paths to becoming a pilot. Sackey made the decision during her junior year in high school to pursue aviation through the Air Force and applied for an appointment to the U.S. Air Force Academy.

The Office of Special Investigations provides counterintelligence to MacDill

by Airman 1st Class Derrick Bole The Office of Special Investigations Detachment 340 is at the tip of the spear when it comes to protecting base personnel and property from both external and internal threats.

Detachment 340 delivers counterintelligence products at MacDill year-round by briefing service members on the importance of operational security and their role in protecting Air Mobility Command’s mission.

OSI ensures the safety of base personnel by investigating suspicious persons, base security risks, potential OPSEC violations and more.

“Anything or anyone that’s threatens Department of the Air Force or Department of Defense assets, will attract our attention and mitigation,” said Special Agent Sam Legarreta, OSI Detachment 340 counterintelligence agent.

“We provide a first-class service to this base,” said Special Agent Tim Ries, OSI Detachment 340 special agent in charge. “We combat both traditional threats and insider threats. When the enemy comes to MacDill to threaten or misuse our information, our programs, or our people, we can nip it in the bud, because we are out there and aware.”

Ries defined an insider threat as an operative or agency that is either

recruiting people that already work on staff or inserting themselves on staff to learn secrets.

OSI urges Airmen to report anything that might be a danger to the people on base and the mission.

“If you see something, say something,” Legarreta said.

Risks could look like anything, from a seemingly harmless person observing operations from off base to another Airman taking cell phone pictures on the flight line. An insider threat could be anything from a terrorist to a foreign intelligence officer.

“Even if you see something that you think is small, it could call attention to a much bigger problem,” Legarreta said. “Being vocal is the best way to help our mission.”

If you need to report something, OSI can meet you on your schedule.

“We’re really flexible with everybody’s schedule,” Legarreta said.

“We’ll work with you, and we’ll come to you to make things as easy as possible.”

Attridge punctuated this need, evoking the dramatic struggles of Russia’s military to deliver even with what he described as plenty of roads and relatively short distances. “[Putin] has shown us really well what it looks like when it goes wrong — when the build-up and delivery doesn’t account for ‘Plan A’ or ‘Plan B.’” The challenge before the two major commands is how to prepare to operate in an environment exponentially more complex, across huge swathes of water and against the tyranny of vast distances. Integration, Minihan said, buys down risks across capability gaps and addresses the requirement to operate at speeds that outpace a potential adversary — what he called the “tempo required to win.”

“You cannot have integrated operations if you do not have integrated planning in advance,” Minihan said, describing the close relationship between AMC and AFMC. What this looks like at the command level is intimate coordination and cross-talk in the form of staff-to-staff meetings, table-top exercises and other planning activities.

Building on Richardson’s explanation of AFMC’s data-driven approach to ensuring the appropriate materiel needed for the future, Minihan noted several major components that underpin success in the Pacific: the Global Air Mobility Support System, which is critical to the positioning of war reserve materiel and continued collaboration with allies and partners in the region. The projection of military power into a theater, he said, boils down to pallet-making and unit type codes, specialized kits of specific, itemized equipment.

The two commands have worked together in preparation for Mobility Guardian 2023, AMC’s largest exercise set to take place in the Pacific this summer, which will show in sharp definition the critical role of the mobility air forces in rapidly positioning and maneuvering the rest of the Joint Force. That exercise will realize many of the efforts between the two commands over the last year.

“When you are the joint force maneuver, when everybody is counting on you to be successful, when every capability the joint force enjoys needs to be in position to aggregate to be lethal, to disaggregate to survive, and then re-aggregate to be lethal again,” Minihan said. “That is exactly where this command’s focus is.”

Attridge summed up the strategic deterrence value of the conversation.

“It’s fair to say if the focus is ‘China, China, China,’ then in order to deliver credible conventional deterrence, you should be going to sleep at night thinking about ‘logistics, logistics, logistics.’”

Minihan completed the metaphor, describing how readiness is deterrence, such that “our adversaries wake up, open up the window, look at us and say, ‘I don’t want any piece of that.’” Adding, “but if they should decide to take us on, then we can win decisively for this nation.”

overnment civilians assigned to the 38th Cyberspace Engineering Squadron assigned to Tinker Air Force Base, Oklahoma, assist Airmen assigned to the 6th Communication Squadron in updating the base’s network infrastructure Mar. 7.

“Our goal is to set MacDill’s network to a baseline configuration that is Security Technical Implementation Guidelines compliant,” said Richard Carter, 38th CES information technology project manager. “We go to different bases around the world to standardize and optimize their networks.”

Their goal is to standardize AFNet so every base meets a certain network infrastructure requirement: Air Force Base Network Functional Specification. This allows for more consistent training and easier maintenance. “Our goal is to provide a more holistic approach to data for [the 6th CS] so it’s easier for them to approach problems with the network,” Carter said.

“The 38th helped us out a lot,” said U.S. Air Force Master Sgt. Robert Hockenhull III, 6th CS cyber systems section chief. “With all the work they’ve done here, we can put our main focus back on the current problems and tickets instead of fixing base-wide errors.”

The team works both virtually and in-person to bring Air Force bases around the world the most updated infrastructure available.

“While most of the diagnostic and planning actions took place while we were still at Tinker, we spent a lot of time here working to stabilize the network,” said Carter.

“We’ve been hard at work with [6th CS] finding and fixing issues in the system since we got here,” said William Kinney, 38th CES cyber systems network evaluation engineer. “ The 6th CS has been great. They stay late and come in early, and are always ready to help improve the base. We don’t see units this welcoming or motivated very often.”

Members of both units routinely stay after the duty day to install new systems and wires and protect MacDill’s internet from broadcast storms.

“A broadcast storm is like a traffic jam on a highway,” said Hockenhull. “[The 38th] helped us upgrade our systems and teach our Airmen the ins-and-outs of the new stuff.”

“Being from the Virgin Islands, I didn’t really know anyone that had gone to the [Air Force] Academy,” Sackey said. “I was figuring out the application process by myself. Neither of my parents went to college.

They wanted to help me to the best of their ability, but they had no idea what it was that I needed to do. And so, while I was applying, I was really nervous.”

USAFA is one of the three U.S. service academies that is operated by the Department of Defense and is one of the top universities in the country. Upon graduating from USAFA, cadets commission as second lieutenants in either the Air Force or Space Force and commit to a minimum of five years of military service. Admission into USAFA is a highly selective process that gauges candidates performance in academics and athletics, as well as their character and leadership abilities.

Sackey completed her USAFA application in January of her senior year. After two months of waiting for a response, the representative that Sackey received her congressional nomination from called and let her know that she had been accepted.

“I honestly could not believe it,” Sackey said. “I didn’t think that I had what it took to get into the Air Force Academy. That was the first step in my dream to becoming an Air Force pilot because the Academy is the largest producer of pilots.”

During their time at a service academy, cadets are tested in numerous ways and intentionally given a heavy workload to help prepare them to effectively manage stress by the time they commission.

“The Academy pushed me in every way possible,” Sackey said.

“Whether it was physically, mentally, academically or militarily, I had never been challenged in that way before. I have always been good at school, but I had never had to balance all those things.”

Sackey received a coveted Air Force pilot slot prior to graduating from USAFA. After graduation, Sackey went off to pilot training, which was the last step to obtaining what she wanted since she was in second grade.

“The biggest struggle of my career was pilot training,” Sackey said.

“Pilot training is hard for everyone, but I think it was especially hard for me. For my entire life, my effort has always equated to what I produce. In pilot training, that was not the case.”

During the second phase of pilot training, Sackey found herself in an unfavorable position. She was told she was to go on an elimination ride with her commander. Depending on the results of the fight, Sackey would either continue in her training or lose her opportunity to be an Air Force pilot.

“At that point and at that flight, my entire dream, the thing that I worked my entire life towards was at stake,” Sackey said. “I had given it [pilot training] my all, and so while I was nervous and scared, I was in some ways at peace because I had worked as hard as I could. In the end,

I passed the ride because I am here today, and I think that I’m a better pilot for it. I think I’m a better person for having gone through it.”

After the completion of pilot training, Sackey went to her first operational assignment at MacDill to fly the KC-135.

“My time at MacDill has been more than I ever could have asked for,” Sackey said. “The 50th ARS has been a family to me. I could not have asked for a better group of people to work with. They have allowed me to grow as an aviator, as an officer and as a person.”

Despite having a seemingly full schedule from her day-to-day duties with the 50th ARS, Sackey actively seeks opportunities and responsibilities for her to develop as an Airman. Sackey was recognized as the 2022 6th Air Refueling Wing Company Grade Officer of the Year for her involvement as the 6th ARW Aviation Inspiration Mentorship program director and her contributions outside of her aviation role.

The AIM program supports community outreach and engagement by informing and inspiring prospective Air Force pilots through base visits, incentive flights and mentorship sessions. The 6th ARW was the first wing to adopt the program in the Air Force.

“Being a part of AIM is the way that I give back,” Sackey said. “Coming up in my journey to becoming a pilot, I did not have a lot of mentors or opportunities to experience what military aviation was like. Now that I am in this position, I have the opportunity to give back. We have a new program where kids who are unaffiliated with the military have gotten the opportunity to fly on a military plane. That type of exposure could change the trajectory of a child’s life.”

Kishima Garcia works at MacDill as the 6th ARW chief diversity and inclusion officer. In her role promoting diversity, equity and inclusion throughout the wing, Garcia has gotten to know Sackey well. Coincidentally, Garcia is also from St. Croix.

“I think it is important to have leaders in the Air Force like Capt.

Sackey because her energy is contagious,” Garcia said. “She has this vibrant spirit that says, ‘I can accomplish anything that I put my mind to.’ I think that she is a huge influencer who is able to bring others along with her by her authenticity.”

Sackey continues to be an exemplary Airman and an example of what is possible through determination and resiliency. Despite being part of a career field made up predominately of men, Sackey has illustrated that women can make a significant impact as aviators.

“Being a woman in the military and in the aviation sector, for me, means being an inspiration,” Sackey said. “I remember growing up in my journey to becoming a pilot, thinking that I could not do it because I had not seen many women do it. I had not seen many people of color do it. In my position now, I think about being the example for a young girl who might have that same desire that I did.”

6th ARW legal team knocks it out of the park

The 6th Air Refueling Wings legal office won several Air Mobility Command level awards for 2022 against a competitive bracket.

The shop won both the Outstanding Legal Office of the Year award along with four individual AMC awards.

Despite a projected 63% decline in paralegal manning and a 50% budget cut, hurricanes, and a pandemic, the 6th ARW legal team went above and beyond in 2022 by conducting 86 investigations, 56 article-15s, advising on almost 100 criminal investigations and saving nearly half a million dollars in legal fees.

U.S. Air Force Tech. Sgt. Shawn McFarlin took home Outstanding Noncommissioned Officer Paralegal of the year, Senior Master Sgt Doreen Mercado won outstanding senior noncommissioned officer of the year, Master Sgt. April Horn won the Outstanding Paralegal SNCO award, and Tech. Sgt. Lizandra Montero won the Outstanding Air Reserve Component Paralegal award.

“We’ve got to be team players here, if we weren’t a team here, then we definitely wouldn’t be able to do a fraction of the things we’ve done,” said McFarlin, the noncommissioned officer in charge of 6 ARW legal team.

“I think if there is a single person working on something, then there’s going to be a single point of failure,” said Montero.

The Air Force Future Operating Concept presents six operational fights that Airmen must win simultaneously and can do so by being empowered to make decisions under a doctrine and culture of mission command.

“Trained appropriately, Airmen do not have to wait for orders from higher headquarters to make bold decisions and take advantage of fleeting opportunities,” said Lt. Gen. S. Clinton Hinote, Air Force Futures director.

Airmen must be able to prevail in these six key fights as they apply airpower in the defense of allies, partners and national interests: the fight to compete with or deter, the fight to get into theater, the fight to get airborne, the fight for air superiority, the fight to deny adversary objectives, and the fight to sustain ourselves, our allies and partners in competition and conflict.

During his symposium keynote, Brown reinforced the Air Force Future Operating Concept will only be successful if Airmen across the force are trusted and empowered to execute what the nation has asked them to do.

“We will not be able to execute the Air Force Future Operating Concept without mission command.
