Theparticularsof Kendall’s30-minutekeynotetoAir ForceAssociation’s WarfareSymposiumweren’tnecessarilynewsincetheyechoed mainthemeshe’svoicedsincebecomingtheDepartment’shighestrankingcivilianleader. Butthecircumstancessurroundinghisappearance beforeaninfluentialcrowdofAirmen,Guardians, andindustryofficials weredramaticallydifferent,comingdaysafterRussiainvadedUkraine.
KendallusedtheinvasiontobuttresshislargerassertionthattheAir andSpace Forcesmustmodernizetomeetnewandemergingthreats and challenges.Thepathtoachievingthosegoalsareembodiedinwhat KendallhasdubbedtheDepartmentoftheAir Force’s“sevenoperationalimperatives.”
“MyhighestpersonalgoalasSecretaryhasbeentoinstillasenseof urgencyaboutoureffortstomodernizeandtoensurethatweimprove ouroperationalposturerelativetoourpacing challenge;China,China, China,” hesaid.“ThemostimportantthingweoweourAirmenand Guardiansaretheresourcestheyneed,andthesystemsandequipment theyneed,toperformtheirmissions.”

“We’restretchedthinaswemeetCombatantCommanders’needs aroundtheglobe,” Kendallsaid,repeatingafrequentrefrain.“Wehave anagingandcostly-to-maintaincapitalstructurewith averageaircraft agesofapproximately30yearsandoperational availabilityratesthat arelowerthanwedesire.”
Kendalladded,“WhileIapplaudtheassistancetheCongresshasprovidedthisyear, wearestilllimitedinourabilitytoshiftresources away fromlegacyplatformsweneedtoretiretofreeupfundsformodernization.… We haveaSpace Forcethatinheritedasetofsystemsdesigned foranerawhenwecouldoperateinspacewithimpunity.”
Thoserealities, hesaid,triggeredestablishingtheDepartment’ssevenoperationalimperatives.Theyare:

4.AchievingMoving TargetEngagementatScaleinaChallenging OperationalEnvironment;
5.Definingoptimizedresilientbasing, sustainment,andcommunicationsinacontestedenvironment;
6.DefiningtheB-21LongRangeStrike Family-of-Systems;
7.ReadinessoftheDepartmentoftheAir Forcetotransitiontoa wartimepostureagainstapeercompetitor.
Thefirstimperative, hesaid,isaimedatensuringcapabilitiesin space.“Ofalltheimperatives, thisisperhapsthebroadestandtheone
withthemostpotentialimpact,” hesaid.
“Thesimplefactisthatthe U.S. cannotprojectpowersuccessfully unlessourspace-basedservicesareresilientenoughtoendurewhile underattack,” hesaid.“Equallytrue, ourterrestrialforces, Jointand Combined,cannotsurviveandperformtheirmissionsifouradversary’s space-basedoperationalsupportsystems, especiallytargetingsystems, areallowedtooperatewithimpunity.”
Thesecondof Kendall’ssevenimperativesistomodernizecommand andcontrol,speeddecision-makingandlinkingseamlesslymulti-domainforces. Inshorthe wantscontinueddevelopmentofdefense-wide effortknownas JointAll-DomainCommandandControl(JADC2)and theAir ForcecomponentofthateffortknownasABMSorAdvanced BattleManagementSystem.
“ThisimperativeistheDepartmentoftheAir Forcecomponentof JointAllDomainCommandandControl.Itisintendedtobetterdefine andfocusDAFeffortstoimprovehowwecollect,analyze, andshare informationandmakeoperationaldecisionsmoreeffectivelythanour potentialadversaries,” Kendallsaid.
Atthesametime, thateffortdemandsdiscipline. Inthisregard, Kendall wasblunt,saying“wecan’tinvestineverythingandweshouldn’t investinimprovementsthatdon’thave clearoperationalbenefit. We mustbemorefocusedonspecificimprovementswithmeasurablevalue andoperationalimpact.”
AnotherimperativeisDefiningtheNextGenerationAirDominance (orNGAD)SystemofSystems.
“NGADmustbemorethanjustthenextcrewedfighterjet.It’sa programthatwillincludeacrewedplatformteamedwithmuchless expensiveautonomousun-crewedcombataircraft,employingadistributed,tailorablemixofsensors, weapons, andothermissionequipment operatingasateamorformation,” hesaid.

“TheALSteamworkshardtoensurethatwearethebestinstructors, leadersand mentorsfortheAirmencomingthroughtheschoolhouse,” said U.S. Air ForceMaster Sgt.SamanthaDougherty, the6thFSSALScommandant.“Icouldn’taskforabetterteamandtobenamedAMC’sAirmanLeadershipSchooloftheyearisanhonor andtrulyhumbling.”
ALSisthefirstlevelofprofessionalmilitaryeducationenlistedAirmenexperience.TheALScourseprovidesentry-levelleadershipskillstoprepareAirmenfor positionsofgreaterresponsibility.
DoughertyexplainedALSinstructorsaretaughttounderstandthevalueofgood leadershipandtheirroleiscriticalnotonlytoMacDill’smissionbutthroughoutthe entireAir Force. ShenotedtheirmainobjectivesasALSinstructorsaretoprovide Airmenwithskillsneededtolead,followandmanageothers.
“Today’sAir Forcerequiresustobeahighlytrained,educatedandadaptable force,” saidDougherty.“We mustdevelopenlistedleadersfortomorrow’sAir Force. Theymustbeinnovative, abletothinkcritically, problem-solveandactdecisively.”
With193studentsgraduatingMacDill’sALSin2021,theinstructorscanmakea differenceinthecareersofeveryAirmantheyteach.
U.S. Air Force Tech. Sgt.Shawna Wise, 6thFSSALSinstructor, mentionedbeing hiredasaninstructor waslife-changing.
“Beinganinstructorboom,teaching wasalreadyapassionofmine,” said Wise. “Ihavegrowntremendouslyoverthepastthreeyearsandcannotimaginemylife withouttheexperiencethisjobhasbroughtme.”
ForAirmenlike Tech Sgt. JoseLopez-Rodriguez,a6thFSSALSinstructor, graduatingfromtheALScourseinspiredhimtobecomeaninstructorandsharethe knowledgehegainedwithfuturefrontlinesupervisors.
“BeinganALSinstructorisadreamcometrue, anditisanexperienceIenjoyeverysingleday,” saidLopez-Rodriguez.“WhetherIamworkingoutwiththestudents andmotivatingthemtogopasttheircomfortzoneinfitness, orhelpingthemfigure outtheanswerstopossibleproblemsorsituationstheymayface, thisjobisthemost rewardingexperienceIhavehadinmycareer.”
ThoughtheleveloftrustrequiredtotraintheAir Force’snextgenerationofsupervisorsishigh,MacDill’sALSteamremainsdedicatedtopreparingtheirstudents astheyprogressthroughtheirmilitarycareers.
“TheALSteamhasahugeimpactonourstudentswhethertheyareAir Force, Space Force, jointmembers, orevencivilians,” saidDougherty.“Notonlyarewe providingthetoolsandresourcestobesuccessfulleaders, butweempowerthem tobethesupervisorstheywishtheyhadasAirmen. We alsoestablishprofessional relationshipswiththestudentsandshowthemthatwetrulycareabouteveryoneof them.Ourstudentsknowthatwearealwaysheretoguideandmentorthem.”
Regardlessofthedateortime, the6thFSS’sALSteamisaforcededicatedto helpingAirmentoacquireandpracticetheskillsittakestobecomestrongleaders.
KesselRun’srole wasmadepossiblewithsupportfrom PacificAir Forceswhodirectedtheapplication’susethroughouttheexercise.
“Ithelpedbecausewehadseniorleadership’sbacking,” saidGwenn Haden, KesselRun’sC2IMERA Teamoperationsengagementlead. “[Brig. Gen. Jeremy T. Sloane, 36th Wingcommander] wasonboard; havinghisbackingreallyhelpedourteam.”
Ateamfrom KesselRunflewtoGuamandtrainedvariouspersonnel onhowtousetheapplicationaweekpriortothestartoftheexercise. Thetrainingfocusedoneachunit’sspecificneeds.
“There wasahighvaluewithourteambeingthere;Itallowedus toworkoneononewiththeusers,” Hadensaid.“Itreallyshowcased C2IMERA’s capabilitieswheneveryone wasputtingtheirdataintoa singlesource.Thatallowedtheunitstousetheapplicationcollaborativelyandinrealtime.”
Theapplicationusesacommonoperatingpictureanddashboardingcapabilitiesascommunicationtools, whichconsolidatesandshares informationforleaders, andboastsmultiplefeaturestoprovideC2capabilities.Thesetoolsarecustomizableandoptimizedbasedonthein-
dividualneedsoftheinstallationandfocusonupdatingandcommunicatingdatainrealtimetogivecommandersaconstantpictureoftheir installations, environment,assetsandpersonnel.
Airmenusedtheapplicationduringtheexercisetotrackeverything fromaircraftmovementtoindividualpersonnel’smedicalstatusand movementinrealtime.ThecapabilitiesC2IMERAprovidedenhanced theAgileCombatEmploymentenvironmentbyprovidingleadership constantsituational awarenessontheiraircraft,personnel,fuels, communicationsstatus, andmore, attheforwardoperatinglocations, accordingtoHaden.
“Forairfieldmanagement,weuseditforaircraftaccountability, arrivalsanddepartures, tail-numbertracking, wealsouseditforthecommonoperatingpicture,” saidStaffSgt.Rebekah Kowalczyk,36thOperationsSupportSquadronnoncommissionedofficerin chargeofairfield operations.“Beforewehadthis, wehadExceldocuments,PowerPoints, and Worddocumentsthatwewoulduseontheshare-drive.Wealsoare abletouseitontheairfieldforreal-timeupdates, ratherthanhavingto comeintotheofficewiththeupdatedinformation.”

“We’relookingforsystemsthatcostnominallyontheorderofatleast halfasmuchasthemannedsystemsthatwe’retalkingaboutforboth NGADandforB-21”whileaddingcapability, hesaid.“…Theycoulddeliverarangeofsensors, othermissionpayloads, andweapons, orother missionequipmentandtheycanalsobeattritableorevensacrificed ifdoingsoconferredamajoroperationaladvantage–somethingwe wouldneverdowithacrewedplatform.”
Theseventhandfinalimperativeisbothagelessandessential–readiness.
“Togofromastandstilltomobilizingforces, movingthemintotheater, andthensupportingthemtakesthecollectivesuccessofalarge numberofinformationsystemsandsupportinglogisticalandindustrial infrastructure.Wehaveneverhadtomobilizeforcesagainstthecyber, oreventhekinetic, threatswemightfaceinaconflictwithamodern peercompetitor,” hesaid.
Whileachievingtheimperativesis challenging, Kendallsaidhe’soptimistic.
Kendallsaidindustry, withits“intellectualcapital”willhaveacriticalroleinfindingsolutionsandcompressingtheoftendecades-long developmenttime Sowillalliesand,ofcourse,AirmenandGuardians.
“I’vegottentomeetalotofAirmenandGuardians. Nothingismore inspiringtomethantohaveinformalconversationswiththemenand womenwhoweartheAirorSpace Forceuniform.Thededication,commitment,professionalism,andpassionthesepeoplebringtotheirserviceandtothenationissimply awesome,” hesaid.
