U.S. Aids Turkey after devastating earthquakes

The U.S.—including the Defense Department—has multiple efforts underway to provide assistance to Turkey following devastating earthquakes, Pentagon Press Secretary Air Force Brig. Gen. Pat Ryder said today.

“In coordination with USAID [U.S. Agency for International Development], the State Department and the interagency, the Department of Defense has responded to the government of Turkey’s request for earthquake relief support and will continue to provide support as requested by the Turkish government,” Ryder said.

Spotlight: Helping Hands Two massive earthquakes have hit Turkey near its southern border with Syria since Monday. The magnitude 7.7 and 7.6 quakes were centered in the Pazarcik and Elbistan districts of Kahramanmaras, according to a Turkish government website. Some reports have said the death toll in Turkey and Syria is approaching 12,000.

NEWS/FEATURES F-22 safely shoots down Chinese spy balloon off South Carolina

by Jim Garamone DOD News A U.S. Air Force fighter safely shot down a Chinese high-altitude surveillance balloon Feb. 4, Secretary of Defense Lloyd J. Austin III said in a written statement.

President Joe Biden ordered the action on Wednesday, but it was delayed until the balloon was over water off the coast of South Carolina to ensure no Americans on the ground were harmed.

“The balloon, which was being used by the PRC in an attempt to surveil strategic sites in the continental United States, was brought down above U.S. territorial waters,” Austin said.

The action was taken in coordination and support of the Canadian government. “We thank Canada for its contribution to tracking and analysis of the balloon through [North American Aerospace Defense Command] as it transited North America,” Austin said. “Today’s deliberate and lawful action demonstrates that President Biden and his national security team will always put the safety and security of the American people first while responding effectively to the PRC’s unacSee BALLOON, Page 11

MacDill hosts honorary commanders’ tour

The 6th and 927th Operations Groups hosted an immersion tour for the newly inducted honorary commanders from both wings here, Feb. 3. The honorary commanders took the opportunity to spend part of the day touring and learning more about how Team MacDill utilizes the total force to project air power and maintain readiness.

The tour began with a mission brief provided by U.S. Air Force Col. Adam Bingham, 6th ARW commander and U.S. Air Force Col. Kurt Matthews, 927th ARW commander, both welcoming the honorary commanders.

“It takes teamwork to make great things happen,” said Bingham.

“Partnered with your respective commanders, we are excited to see all that comes from the teamwork being created throughout the next two years during your honorary commander service.”

NEWS/FEATURES MacDill Olympian earns AMC’s Athlete of the Year

Sgt. Evon Pennington, a public health technician assigned to the 6th Medical Group, is AMC’s female Athlete of the Year.

“At the age of ten I remember watching the Olympics for track and field,” said Pennington.

“From then on, I knew internally that I was meant to be an Olympian. I wasn’t sure how I was going to get there, but I truly believed that this was more than just an aspiration or a dream.”

NEWS/FEATURES DAF announces overseas spouse direct-hire authority pilot program Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS)—Civilian spouses of service members assigned outside the U.S. may now have an easier time finding employment.

The Department of the Air Force has implemented a direct-hire authority pilot program for locations outside the U.S. authorized by the National Defense Authorization Act of FY22. This authority enables officials to quickly hire qualifying spouses for certain positions on a temporary basis. The pilot program is available for overseas positions as determined by the hiring officials; previously, military spouses could only be selected from competitive hiring procedures.

Direct-hire authority enables an agency to hire any qualified applicant through an expedited hiring process that eliminates many of the traditional steps, including consideration of competitive rankings and ratings.

“We recognize that spouse employment is a fundamental quality of life issue for our Airmen and Guardians, especially for families in overseas locations,” said John Carbone, director of civilian force management, Air Force Manpower, Personnel and Services. “We’re hoping having access to this new hiring authority will open up greater employment

opportunities for spouses, which in turn will positively impact military retention, the financial wellbeing of the family, and Department of the Air Force readiness.”

The positions must be permanently located overseas, under the general schedule or federal wage system, and GS-15 and below and equivalent.

Additionally, spouses must be on the service member’s permanent change of duty station orders at government expense, within the local community area of the duty location and reside with the service member.

The initial employment appointment will not exceed two years and can be extended in two-year increments for no more than a total of six years. The appointments will end when the service member transfers back to the U.S. or to another overseas assignment. They may also end due to divorce, death of the sponsor or upon the sponsor’s retirement or separation from active duty.

Spouses interested in applying for civil service employment can visit the Air Force Civilian Service site to search for jobs being filled using the direct-hire authority process. Additionally, local civilian personnel offices can provide assistance and information.

KC-135 Stratotanker aircraft from the 6th Air Refueling Wing at MacDill Air Force Base and the 92nd Air Refueling Wing, Fairchild Air Force Base, Wash., successfully circumnavigated the Southern Hemisphere in an endurance mission covering more than 23,000 nautical miles Jan. 23-30.

This mission was the first-time aerial refueling aircraft from two different air refueling squadrons across the continental United States flew such an incredible endurance mission, showcasing the strength and global reach capabilities of the KC-135 Stratotanker aircraft.

The total trip was 168 hours in duration with 49.5 hours in the air for the MacDill crew and 53.5 hours for Fairchild.

“This was a unique mission, one that speaks volumes on how capable our tanker fleet is,” said U.S. Air Force Lt. Col. Taylor Johnston, aircraft commander for Operation Vespucci. “We were able to truly prove our mission statement, ‘anytime, anywhere.’”

The crews made their first stop in Rio De Janeiro, Brazil, then Cape Town, South Africa, Perth, Australia, and Christchurch, New Zealand, before making their final stop in Tahiti, French Polynesia.

Yesterday, U.S. rotary wing assets based at Incirlik Airbase in Turkey began transporting first responders to the most impacted populations affected by the earthquakes, Ryder said.

“In addition, DOD transported two civilian urban search and rescue teams from the United States to Turkey,” he said. “U.S. Transportation Command supported this movement Tuesday via C-17 from Dover Air Force Base and March Air Force Base to Incirlik Air Base in Turkey. Those teams arrived Feb. 8 and will soon begin aiding the relief efforts there.”

U.S. European Command, Ryder said, is also deploying a team to Incirlik Air Base to assist the USAID Disaster Assistance Response Team, and the expectation is that the team will be in place tomorrow. Eucom is also working to pre-position additional assets to support relief efforts and respond to new requests from the Turkish government, he added.

“We offer our sincere condolences, and we’ll stand with our ally Turkey as they work to save lives and recover from this horrific disaster,” Ryder said.

U.S. officials first detected the balloon and its payload on January 28 when it entered U.S. airspace near the Aleutian Islands. The balloon traversed Alaska, Canada and re-entered U.S. airspace over Idaho. “President Biden asked the military to present options, and on Wednesday, President Biden gave his authorization to take down the Chinese surveillance balloon as soon as the mission could be accomplished without undue risk to us civilians under the balloon’s path,” said a senior defense official speaking on background. “Military commanders determined that there was [an] undue risk of debris causing harm to civilians while the balloon was overland.”

An F-22 Raptor fighter from the 1st Fighter Wing at Langley Air Force Base, Virginia, fired one AIM-9X Sidewinder missile at the balloon.

The balloon fell approximately six miles off the coast in about 47 feet of water. No one was hurt.

Long before the shoot down, U.S. officials took steps to protect against the balloon’s collection of sensitive information, mitigating its intelligence value to the Chinese. The senior defense official said the recovery of the balloon would enable U.S. analysts to examine sensitive Chinese equipment. “I would also note that while we took all necessary steps to protect against the PRC surveillance balloon’s collection of sensitive information, the surveillance balloon’s overflight of U.S. territory was of intelligence value to us,” the official said. “I can’t go into more detail, but we were able to study and scrutinize the balloon and its equipment, which has been valuable.”

The balloon did not pose a military or physical threat. Still, its intrusion into American airspace over several days was an unacceptable violation of U.S. sovereignty. The official said Chinese balloons briefly transited the continental United States at least three times during the prior administration.

While Chinese officials admitted that the balloon was theirs, they said it was a runaway weather balloon. “The PRC has claimed publicly that the high-altitude balloon operating above the United States is a weather balloon that was blown off course. This is false,” the official said. “This was a PRC surveillance balloon. This surveillance balloon purposely traversed the United States and Canada, and we are confident it was seeking to monitor sensitive military sites.”

The mission now transitions to one of recovery. There are a number of U.S. Navy and Coast Guard vessels establishing a security perimeter around the area where the balloon came to Earth. They are searching for debris, said a senior military official also speaking on background.

There is no estimate for how long the recovery mission will take, the military official said, but the fact that it came down in such a shallow area should make a recovery “fairly easy.”

The military official gave some detail about the engagement. The F-22 fired the Sidewinder at the balloon from an altitude of 58,000 feet. The balloon at the time was between 60,000 and 65,000 feet.

F-15 Eagles flying from Barnes Air National Guard Base, Massachusetts, supported the F-22, as did tankers from multiple states, including Oregon, Montana, South Carolina and North Carolina. Canadian forces also helped track the overflight of the balloon.

The Navy has deployed the destroyer USS Oscar Austin, the cruiser USS Philippine Sea and the USS Carter Hall, an amphibious landing ship in support of the effort.

Over the next two years, these honorary commanders will be working with their commanders and assigned units — learning, growing and fostering a supportive relationship between the community and its military members.

She’s been an athlete most of her life, starting first with track and field and then transitioning to bodybuilding in 2014 when she cross-trained in her current job in public health.

“Winning this award hits home because my journey started when I had a supervisor who enforced the standard of setting an attainable personal goal,” she said.

The journey hasn’t been easy for Pennington. Being a professional bodybuilder is a 24/7 commitment. Maintaining this level of physical activity consistently is a monumental achievement.

“The biggest struggle for this sport is the inability to see your progress and going after a goal you don’t believe you can reach,” she said. “I got addicted to seeing myself grow; I loved the journey and the routine of holding myself accountable and striving for my goals.”

To prepare for upcoming competitions, Pennington follows the daily grind of adhering to a strict diet and training schedule, where every meal and second are calculated.

“You have to start with honesty. You have to be honest about what you eat, how much you weigh and being able to make sacrifices,” she said. “If you’re preparing for a show, that might mean you can’t go out with your friends on a weekend … that’s just the sacrifice you make if you want to be great.”

Her goals do not end here. Pennington has expressed goals of winning Air Force athlete of the year and going back to Ms. Olympia and placing higher or even winning the title.

“Aiming for the stars and landing on the clouds is a good mindset to have because you’ll always be proud of your journey no matter where you land,” she added.

Pennington hopes that the example she sets inspires others to chase after their goals and conquer their fears.

“The message I’d like to send to all Airmen is to get out of your comfort zone and challenge yourself to set small, measurable goals,” she said. “Being well rounded is how you become a better professional.”
