DAF announcesoverseas spouse direct-hireauthoritypilotprogram

ARLINGTON, Va. (AFNS)—Civilianspousesofservicemembers assignedoutsidethe U.S. maynowhaveaneasiertimefindingemployment.

TheDepartmentoftheAir Forcehasimplementedadirect-hireauthoritypilotprogramforlocationsoutsidethe U.S. authorizedbythe National DefenseAuthorizationActofFY22. Thisauthorityenables officialstoquicklyhirequalifyingspousesforcertainpositionson a temporarybasis Thepilotprogramis availableforoverseaspositions asdeterminedbythehiringofficials;previously, military spousescould onlybeselectedfromcompetitivehiringprocedures.

Direct-hireauthorityenablesanagencytohireanyqualifiedapplicant throughanexpeditedhiringprocessthateliminatesmanyofthetraditionalsteps, includingconsiderationofcompetitiverankingsandratings.

“Werecognizethatspouseemploymentis a fundamentalqualityof lifeissueforourAirmenandGuardians, especiallyforfamilies inoverseaslocations,” said John Carbone, directorofcivilian forcemanagement, Air ForceManpower,PersonnelandServices. “We’rehopinghavingaccesstothisnewhiring authoritywillopenupgreateremployment

opportunitiesforspouses, whichinturnwillpositivelyimpactmilitary retention, thefinancialwellbeingofthefamily, andDepartmentofthe Air Forcereadiness.”

The positionsmustbepermanentlylocatedoverseas, underthegeneralscheduleor federal wagesystem, and GS-15and below andequivalent.

Additionally, spousesmustbe ontheservicemember’s permanent changeofdutystationordersatgovernmentexpense, withinthelocal communityareaofthe dutylocationandresidewiththeservicemember.

Theinitialemploymentappointmentwillnotexceedtwoyearsand canbeextendedintwo-yearincrementsfornomorethanatotalofsix years. Theappointments willendwhentheservicemembertransfers backtothe U.S. ortoanother overseas assignment.Theymay also end duetodivorce, deathofthesponsororuponthesponsor’s retirementor separationfromactiveduty.

Spouses interestedinapplyingforcivilserviceemploymentcanvisit theAir Force CivilianServicesitetosearchforjobsbeingfilledusing the direct-hireauthorityprocess. Additionally, localcivilianpersonnel officescanprovideassistanceandinformation.

AKC-135Stratotankeraircraftfromthe6thAirRefueling WingatMacDillAir ForceBaseand the92ndAirRefueling Wing, FairchildAir ForceBase, Wash.,successfullycircumnavigated theSouthernHemisphereinanendurancemissioncoveringmorethan23,000nautica l miles Jan.23-30.

Thismission wasthefirst-timeaerialrefuelingaircraftfromtwodifferentairrefuelingsquadronsacrossthecontinentalUnitedStates flewsuchanincredibleendurancemission, showcasing thestrength and globalreachcapabilitiesoftheKC-135Stratotankeraircraft.

Thetotaltrip was168hoursindurationwith49.5hoursintheairfortheMacDill crewand 53.5 hoursfor Fairchild.

“This wasauniquemission, onethatspeaksvolumesonhowcapableourtankerfleetis,” said U.S. Air ForceLt.Col. Taylor Johnston, aircraftcommanderforOperation Vespucci.“Wewereable totruly prove ourmissionstatement,‘anytime, anywhere.’”

ThecrewsmadetheirfirststopinRioDe Janeiro, Brazil,thenCape Town,SouthAfrica, Perth, Australia,andChristchurch,NewZealand,beforemakingtheirfinalstopin Tahiti, French Polynesia.

Theballoonfellapproximatelysixmilesoffthecoastinabout47feetof water. No one washurt.

Longbeforetheshoot down, U.S. officialstookstepstoprotectagainsttheballoon’scollectionofsensitiveinformation,mitigatingitsintelligencevaluetothe Chinese. Theseniordefenseofficialsaidtherecoveryoftheballoonwouldenable U.S. analyststoexaminesensitiveChineseequipment “Iwouldalsonotethat while wetookallnecessarystepstoprotectagainstthePRCsurveillanceballoon’scollectionofsensitiveinformation,thesurveillanceballoon’s overflightof U.S. territory wasofintelligencevaluetous,” theofficialsaid.“Ican’tgointomore detail, but we wereabletostudyandscrutinizetheballoonanditsequipment,whichhasbeen valuable.”

Theballoondidnotposeamilitaryorphysicalthreat.Still,itsintrusioninto Americanairspaceoverseveral days wasanunacceptableviolationof U.S. sovereignty. TheofficialsaidChineseballoonsbrieflytransitedthecontinentalUnited Statesat least threetimesduring the prioradministration.

WhileChineseofficialsadmittedthattheballoon wastheirs, theysaidit was a runawayweatherballoon.“ThePRC has claimedpublicly thatthe high-altitude balloonoperatingabovetheUnitedStatesisaweatherballoonthat wasblownoff course. Thisisfalse,” theofficialsaid. “This wasaPRCsurveillanceballoon.This surveillanceballoonpurposelytraversedtheUnitedStatesandCanada,andweare confidentit wasseekingto monitorsensitivemilitarysites.”

“Winningthis awardhitshomebecausemyjourneystartedwhen Ihadasupervisorwhoenforcedthestandardofsettinganattainablepersonalgoal,” she said.

Thejourneyhasn’tbeeneasyfor Pennington.Beingaprofessional bodybuilderisa24/7commitment. Maintainingthislevelofphysicalactivityconsistently is amonumentalachievement.

“Thebiggeststrugglefor thissportistheinability to seeyour progressandgoingafteragoalyoudon’tbelieveyoucanreach,” she said. “I gotaddictedtoseeingmyselfgrow;Ilovedthejourneyand theroutineofholdingmyselfaccountableandstrivingformygoals.”

To prepareforupcoming competitions,Penningtonfollowsthe dailygrindofadheringtoastrictdietandtrainingschedule, where everymealandsecondarecalculated.

“Youhavetostart withhonesty. Youhavetobehonestaboutwhat youeat,howmuchyouweighandbeingabletomakesacrifices,” she said.“Ifyou’repreparingforashow, thatmightmeanyoucan’tgo outwithyourfriendsonaweekend…that’sjustthesacrificeyou makeifyou wanttobegreat.”

Hergoalsdonotendhere.PenningtonhasexpressedgoalsofwinningAir ForceathleteoftheyearandgoingbacktoMs. Olympia andplacinghigherorevenwinningthetitle.

“Aimingforthestarsandlandingonthe cloudsisagoodmindset tohavebecauseyou’llalwaysbeproudofyourjourneynomatter whereyouland,” sheadded.

Penningtonhopesthat theexampleshesets inspiresothers to chaseaftertheirgoalsandconquertheirfears.

“ThemessageI’dliketosendtoallAirmenistogetoutofyour comfortzoneand challengeyourselftosetsmall, measurablegoals,” shesaid.“Beingwellroundedishowyoubecomeabetterprofessional.”
