OnOct.20,2022,theSecretaryofDefensereleaseda memorandum, “EnsuringAccesstoReproductiveHealthCare,” directingtheDepartment to takeaseriesofactionstoensureServicemembersandtheir familiesareabletoaccessnon-coveredreproductivehealthcare. These policiesreinforcetheSecretaryofDefense’s commitmenttotakingcareof ourpeople, ensuringtheirhealthandwell-being, andensuringthe Force remainsready and resilient.
Today, the Department of Defense has released the directed policies oncommandnotificationofpregnancy, administrativeabsencefornoncoveredreproductivehealthcare, andtravelallowancesfornon-covered reproductivehealthcare. Thesepolicieswillbeeffectivewithin30days fromtodaytoallowtheMilitaryDepartmentstimetoimplementandincorporate these policies into their Service regulations, and to allow time forServicespecificguidancetobedeveloped.
The policy oncommandnotificationofpregnancyprovidesService membersthetimeandflexibilitytomakeprivatehealthcaredecisions whileaccountingfortheresponsibilityplacedoncommanderstomeetoperationalrequirementsandprotectthehealthandsafetyofthoseintheir care. ThispolicystandardizesandextendsthetimeframeforService memberstoinformtheircommandersaboutapregnancy, generallyallowingServicemembersuntilupto20weeksofpregnancytonotifytheir commandersoftheirpregnancystatus, withlimitedexceptionstoaccountforspecificmilitaryduties, occupationalhealthhazards, andmedicalconditions
Thepolicyforadministrativeabsencefornon-coveredreproductive healthcareprovidesServicememberstheabilitytorequestanadmin-
istrativeabsencefromtheir normal dutystationtoaccessnon-covered reproductivehealthcarewithoutbeing chargedleave. Servicemembers maybegrantedanadministrativeabsencetoaccess, ortoaccompanya dual-militaryspouseoradependenttoaccess, non-coveredreproductive healthcare.
TravelandtransportationallowancesmaybeauthorizedforService membersanddependentstotraveltoaccessnon-coveredreproductive healthcare. Travelandtransportationallowancesmaybeauthorized whenaccesstonon-coveredreproductivehealthcareservicesisnot availablewithinthelocalareaofthemember’spermanentdutystation,temporarydutylocation,orthelastlocationthedependent wastransported onGovernmentorders Thenon-coveredreproductivehealthcareisat theService member’s expense.
OurService membersandtheirfamiliesdonot controlwheretheyare stationed,andduetothenatureofmilitaryservice, arefrequentlyrequired totravelormovetomeetoperationalrequirements. Theeffortstakenby theDepartmenttoday willnotonly ensurethatServicemembersandtheir families areafforded time andflexibilitytomakeprivatehealthcaredecisions, but willalso ensureServicemembersareabletoaccessnon-covered reproductive healthcareregardless of wheretheyarestationed.

Thisishow U.S. Air ForceSeniorAirmanDavidLarsen,6thCommunicationsSquadronradiofrequencytransmissiontechnician,feltin 2018whenhe wasasalesmanagerforaninternationalpapermachinerysupplierinGermany.
“Onpaper, everything wasperfect,” Larsensaid.“I wasgoingtotons ofpartiesinfancyhotelsallovertheworld,jugglingmillionsofdollars andhittingallthemilestones Butattheendoftheday, I wasjust a number. I wasburningoutandI wasmiserable.”
Afterdecidingthathecouldn’tcontinuetostayinhiscomfortzone, Larsenbegantoreevaluatethedirectionofhislifeandlefthisjob.

HavingdualcitizenshipwiththeUnitedStatesandGermany, Larsen wantedtoexploreopportunitiesinbothcountries. He wasalreadyfamiliarwithGermany, hiscountryofbirth,anddesiredareset.Larsen lookedmore closelytowardslivinginAmerica,whichledtohimultimately enlistinginthe U.S. Air Force.
“Idecidedtosignafour-yearcontractwiththeAir Forcefora challenge,” Larsensaid.“Isoondiscoveredhowmuch[theAir Force]seemed tocareaboutmywell-being, evenduringbasicmilitarytraining.
“I wastakencareof.Peoplecaredaboutmeand checkeduponme. TheAir ForcehasbeenthebestemployerIhaveeverhadinmylife.”
Hisinitialdreamuponjoining wastobecomeapilot,buthe was toooldundertheAir Force’sstandardsatthetime. However, therule changedwhilehe wasattechschool,statingthatAirmenover33years
oldcanbecomepilotswithouta waiver.
“Afterthat,I wasset onbecominga pilot,” Larsensaid.“I wanttobe a commissionedofficer, I wanttoserve for20 yearsand I wanttoflyplanes.”
Larseniscurrentlyinthefootstepsofrealizinghisdreamandwill soontakehistesttobecomeanAir Forcepilot.
