U.S.-Vietnam cooperation growing, maturing, DOD official says

Defense cooperation between the United States and Vietnam is growing, but it is only one aspect of the growing relationship between the two countries, said Lindsey W. Ford, the deputy assistant secretary of defense for South and Southeast Asia.

Ford spoke at the 2024 U.S.-Vietnam Conference sponsored by the Center for Strategic and International Studies in Washington, D.C. Ford said this is “a really fascinating time” to be working on this partnership, noting the upgrade of the relationship to a comprehensive strategic partnership. The past year “was unlike anything I’ve seen, and I think, from our perspective at the Defense Department, it provides us a really interesting opportunity to continue to grow on what has been very promising cooperation that we’ve been doing for decades,” she said.

While Ford is a defense expert, she noted the relationship between the two nations encompasses many different fields. She also said that See VIETNAM, Page 8

DOD awarded nore than $55 million for base energy efficiency projects

by Joseph Clark DOD News Administration officials have announced more than $55 million in new federal grants for Defense Department projects aimed at improving energy efficiency and resilience at installations across the globe.

The funds will support eight projects at Army, Navy, Air Force, Marine Corps and Washington headquarters services bases throughout the U.S. and at the U.S. Army Garrison in Wiesbaden, Germany.

The DOD initiatives are among 31 projects across 11 federal agencies to receive more than $104 million in total funding under the first phase of a Department of Energy program to assist federal facilities with the implementation of energy conservation technologies.

Deputy Defense Secretary Kathleen Hicks said the grants provide DOD with the opportunity to strengthen its energy resilience and operational capabilities while improving the quality of life for the force.

“We have a moral obligation to the people that defend our nation, to their families and to the American people to provide modern and efficient facilities,” Hicks said.

“The Department of Defense manages one of the nation’s largest real property portfolios,”

Air Force Global Strike Command selected for $18 million research allocation

Lauren Linscott Air Force Global Strike Command Public Affairs BARKSDALE AIR FORCE BASE, La.—Air Force Global Strike Command is the first major command selected for a Small Business Innovation Research (SBIR) Specific Topic under AFWERX with four approved solicitations and two pending applications.

AFWERX, the innovation arm of the Department of the Air Force and a directorate within the Air Force Research Laboratory, brings cutting-edge American ingenuity from small businesses and start-ups to address the most pressing challenges of the DAF. The Specific Topics designation allows military end-users to define narrow operations or equipment problem sets that require special attention.

Commercial companies can then propose solutions, and— if selected for funding— begin technology development, testing, and integration efforts.

The AFWERX office allocated up to $18 million for AFGSC across the

four solicitations and could add another $7 million if the two pending applications are selected. This allows Strikers the unique opportunity to work directly with potential vendors on the most effective means to modernize legacy systems and integrate new innovative capabilities that meet command priorities.

Since taking command of AFGSC, General Thomas A. Bussiere has stressed the need for improvement in present weapons systems while concurrently building the next generation of bombers and ICBMs. “I used to say our last B-52 pilot hasn’t been born yet...It might now be our last B-52 father or grandfather hasn’t been born yet,” stated Bussiere in his keynote speech at the AFA Warfare Symposium in Aurora, Colorado, in March 2023. “We’re going to fly that weapon system to the 2050s... but we’re going to put new motors, new radar, new avionics, and new weapons on that aircraft...We don’t have any option other than to modernize.”

Space policy official details maintaining U.S. edge

The Defense Department is laser-focused on deterring aggression through critical investments and sound decisions that will shape U.S. and allied space capabilities for years to come, the Pentagon’s top space policy official said.

John F. Plumb, assistant secretary of defense for space policy, underscored the critical role DOD’s space enterprise will play in meeting the nation’s top national security priorities during a briefing at the Pentagon on Jan. 17.

The Priorities Defending the homeland with China as the United States’ pacing challenge.

Deterring strategic attacks against the U.S. and its allies and partners.

Deterring aggression while being prepared to prevail if conflict is necessary.

Medal of Honor Monday: Army Master Sgt. Nicholas Oresko

W

hen Army Master Sgt. Nicholas Oresko talked about the most pivotal actions he took during World War II, he often made it clear that the hardest part was the fact that he was alone.

“You don’t know what it feels like to be alone in a situation like that,” he said during a Library of Congress Veterans History Project interview in the early 2000s.

Despite being by himself in frigid Germany during a late-war enemy counterattack, Oresko pushed on anyway, singlehandedly clearing the way for his company to take their objective. That valor and bravery earned him the Medal of Honor.

Oresko was born Jan. 18, 1917, in Bayonne, New Jersey, to an American mother and a father who was a Russian immigrant. Despite being only 5’4”, Oresko said he loved to play sports growing up. When he was young, Charles Lindbergh was one of his heroes, which made him want to be a pilot for a time.

Before the war, Oresko worked in the shipping department for Standard Oil. He was drafted into the Army in March 1942, about three months after he’d married his girlfriend, Jean Strang. He was initially assigned to the 77th Infantry Division but was later switched to the 1st Battalion, 302nd Infantry, 94th Infantry Division.

By late summer of 1944, Oresko’s division was deployed to France. He told the Veterans History Project that they were meant to be a reserve unit, but at the start of the Battle of the Bulge – Hitler’s last major attack that surprised the Allies – they were shipped to the front lines in Germany.

Oresko was a platoon leader for Company C during the frigid days of early 1945. His platoon had attacked enemy positions in the town of Tettingen, Germany, twice over two days and had been pushed back both times. For their next attempt, instead of using artillery to announce themselves, battalion leaders ordered a sneak attack.

In the early-morning hours of Jan. 23, 1945, Oresko ordered his men to begin the attack, but no one moved. He said he issued the order a second time, and they again didn’t move, so he started toward the enemy without them.

“I felt so alone,” Oresko said. “I looked up at the sky and said, ‘Lord I know I’m going to die. Let’s just make it fast.’”

He said a cold wave went over him and that he went numb, moving by instinct at that point.

“I stepped out of the trenches by myself, step by step through the snow, and the Germans didn’t see me,” he said.

His fellow soldiers finally started to follow him, but they were about 50 feet behind him when the Germans noticed the movement and opened fire, pinning the unit down.

Oresko, however, had still gone unnoticed. He knew he would have to take out the closest machine gun nest to help his soldiers, so he kept moving in stealth until he was close enough to throw a grenade into the enemy bunker.

He rushed into it after it went off, using his rifle to take out the surviving occupants.

A second machine gun nest opened fire on Oresko, knocking him down and seriously injuring his hip.

“As I started to walk, I could feel warm stuff coming down my leg,” he remembered. “I kept trudging ahead and figured, ‘Oh well. I’m going to die anyway, so what difference does it make?’”

While bleeding, Oresko said he crawled past a booby trap that barely missed him, then laid in an indentation in the snow for a bit. He said the enemy must have thought he was dead because they began firing at his troops from a nearby bunker. Oresko couldn’t move backward into the firefight, and in front of him lay the enemy bunker. In that moment, he knew what he had to do.

Grabbing some grenades and pulling the pin on one, he sneaked up to the machine gun at that bunker and dropped the live grenade in. After it went off, he again jumped into the trench and used his rifle to wipe out the remaining enemy soldiers manning it.

Spotlight: Commemorating World War II Oresko was credited with killing 12 Germans in his solo attack that made it possible for his company to take control of the enemy position. It was only when he knew they’d succeeded that he allowed his fellow soldiers to evacuate him.

Weak from blood loss, Oresko was sent to a hospital to recover. He was eventually put on limited duty until he was discharged in November 1945.

He said he never saw the members of his platoon again.

On Oct. 12, 1945, Oresko received the Medal of Honor from President Harry S. Truman during a White House ceremony. Fourteen other soldiers also received the nation’s highest honor that day.

Oresko and his wife moved to Tenafly, New Jersey, and they had a son named Robert. Oresko initially returned to his previous job, but when he found out Medal of Honor recipients could get a job with the Department of Veterans Affairs without a civil service test, he jumped at the chance, working for the department for 32 years.

“It was a joy,” Oresko said of his post-war career, which included speaking gigs at schools. “That part of my life was rewarding.”

He told the Asbury Park Press in 1978 that he and his wife traveled to Germany and France at some point, and he was able to show her some of the areas in which he fought. He said they also often visited London, where their son lived and worked.

Oresko died on Oct. 4, 2013, after complications from surgery for a broken leg – the same leg that was injured during his Medal of Honor actions. At the time of his death, the 96-year-old was the oldest living Medal of Honor recipient.

Oresko’s wife died in 1980 and his son died in 2013, so he had no family to join him when he went to the hospital for the surgery. According to his obituary in the Northern Valley Suburbanite newspaper out of Englewood, New Jersey, Oresko was accompanied by veterans and service members who stayed by his side the entire time.

Oresko is buried in George Washington Memorial Park in Paramus, New Jersey.

His memory will certainly not be forgotten. In 2010, a school in his native Bayonne was named in Oresko’s honor. In 2018, the Army Reserve’s 94th Training Division at Fort Gregg-Adams, Virginia, named a new training center after him. That same year, a park and monument in Tenafly were built in Oresko’s honor.

while the view of Vietnam is affected by the competition with China it is more than simply that.

The United States and Vietnam share strategic interests, particularly on the economic side, that are truly important, she said. She noted the U.S. trade with Vietnam topped $130 billion in 2022. The trade provides large export markets in both directions. She also noted there are tight people-to-people ties between the nations. “There’s an awful lot more to this relationship than just what we’re doing on defense,” she said. “I think that that really bears mentioning because when you look at what we are doing, and what we are building our security partnership toward much of what it is centered around … allowing the United States and Vietnam to think together about how we can provide for the public good.”

This covers the gamut of exercises between the two countries from maritime security to humanitarian assistance and disaster relief. This impacts all of Southeast Asia, she said.

Ford credited the foundational work of U.S. veterans of the Vietnam War who forged “the legacy of war cooperation that we have together … is very unique about the U.S. Vietnam relationship.”

Experience: Vietnam Veterans Memorial She said the veterans felt that it was really important to turn this relationship into a friendship and a partnership.

On the defense side, the relationship began with recovery of those missing in action and has grown through the years. U.S. experts are working with Vietnamese officials to locate and identify their war dead.

Overall, U.S.-Vietnamese defense ties have grown. Ford specifically spoke about the U.S. helping Vietnam train and equip for its U.N. mission supporting peace in South Sudan.

Vietnam is exporting peace not only in the Indo-Pacific but globally, she said.

Spotlight: Focus on Indo-Pacific Other aspects include cooperation on disaster preparedness and recovery, responding to climate change disasters, establishing and running disaster management coordination centers, and most recently, building military medicine ties, which has been a growing area of cooperation.

The United States worked closely with Vietnam during the COVID-19 pandemic sending vaccines and equipment to the country.

In terms of emerging areas of cooperation, she noted the work between the two nations on maritime security. The situation in the Indo-Pacific is challenging. “We are doing a lot and want to continue helping Vietnam build its own maritime domain awareness capabilities, train its sailors to help address some of the harassment, but also [address] illegal fishing and other kinds of problems that we’re facing in the maritime domain,” she said.

They scout solutions from small commercial businesses since technology development proposals are on average faster and more cost-effective compared to those from the current majority Defense Prime Contractors. The A5N division, better known as the Commercial Capabilities Integration Transition Division, in coordination with BRF, an economic development organization based in Shreveport, established the Entrepreneurial Accelerator Program (EAP). These entities along with the Small Business Consulting Corporation (SBCC) honed in on the Specific Topics opportunities to increase their reach.

Now critical areas of innovation can be addressed in months compared to the multi-year procurement process that includes building requirement definitions and laying out contract parameters before any manufacturing or design can begin. The first four AFGSC solicitations focus on B-52 pylon modification, advanced battery development and integration for airborne platforms, electromagnetic pulse hardening, and readiness spares package deployment improvements.

“Global Strike has proven their mission needs in the innovation space,

and we must look at all means, to include high caliber small businesses, to accelerate procuring the right capabilities for the warfighter,” explained CCIT division deputy chief Nate Dawn. “That’s the beauty of leveraging the Specific Topic process. We can actually talk to companies doing research and development, find funding through these AFWERX SBIR grants, and then shape product attributes to Striker needs.”

In addition to their efforts in the AFWERX proposal space, CCIT is recruiting cutting edge companies through their annual showcase events and continual tech scouting. The BRF, EAP, and SBCC teams have been instrumental in their support of these activities. Over the past 30 months, the CCIT brought 45 new technologies and over $100 million in contracts to AFGSC and is already moving 10 companies to transition.

“We’ve seen a significant improvement in outreach and visibility of Striker needs, improving the odds to solve those challenges. Leveraging this process funds projects that would otherwise not receive resources through standard channels,” remarked Dawn. “This is a great way to advertise Air Force Global Strike Command’s needs and capitalize on the amazing American commercial technology marketspace.”

He added that across his portfolio, the U.S. is strengthening its cooperation with allies and partners in space, building “an asymmetric advantage and force multiplier that neither China nor Russia could ever hope to match.”

Spotlight: DOD Space Strategy That same spirit of cooperation is also applied in shaping cooperation across the services, he said, adding that strong relationships “are essential to navigating the emerging security environment.”

Plumb said guiding that cooperation and those policy decisions, is a focus on three specific priorities: space control, space cooperation and reducing space overclassification.

Space control encompasses U.S. efforts to defend its national security

interests in space and defend the joint force from space-enabled attacks.

Through space cooperation, the U.S. seeks to achieve combined operations with allies.

The initiative began to take shape in a 2014 memorandum of understanding among four nations: the U.S., Australia, Canada and the U.K. The group later expanded to include New Zealand, France and Germany, reaching a total of seven members in 2019.

Spotlight: Engineering in the DOD This year, the combined operations initiative expanded again to include Italy, Japan and Norway.

The last line of effort — reducing space overclassification — encompasses efforts to ensure information and technology are classified at the appropriate levels to ensure the U.S. is postured to cooperate with allies and engage private sector partners.

to minimize their impact on the environment, in ways that are mutually reinforcing.

“These investments in energy resilience are entirely aligned with our military needs,” Hicks said. “The department’s focus on resilience enables us to secure our critical infrastructure and capabilities and mitigates [the] risk to our forces. That’s why we consider how we can be more energy resilient and efficient [in] everything that we do — from how we develop strategy and planning to our investments in new platforms to our installations and operations.”

“But we know we can’t do this alone,” she added. “And that’s why this interagency support is so important.”

“When it comes to decarbonizing our economy, it is vital that federal agencies walk the talk and put our money where our mouth is,” said Energy Secretary Jennifer M. Granholm, who joined Deputy Secretary Hicks in announcing the grant awardees from the Pentagon.

Spotlight: Tackling the Climate Crisis The announcement marked the first of three disbursements from the $250 million in funding authorized under the Bipartisan Infrastructure Law, which President Joe Biden signed into law in 2021.

“As we think about the potential for making our homes and offices more energy efficient, the world’s secondlargest office building is a pretty good place to start,” Granholm said, referring to the Pentagon.

Among the funds for DOD projects are $10 million the department will invest in improving the energy footprint of its iconic headquarters, through efforts such as HVAC recommissioning and heat pump installation.

The department’s measures also include installing solar infrastructure, which will help provide uninterruptible power sources to ensure the mission, operations and energy resilience of the Pentagon. Moreover, efforts like these are vital to better defending DOD facilities against cyber and other threats to critical civilian energy infrastructure.

The grants will support similar energy projects across the services.
