MOODYAIRFORCEBASE,Ga.—Although theMosaicTiger22-1exerciseoperatedmainlyfrom MoodyAir ForceBase Georgia,itssuccesswould nothavebeenpossiblewithoutsimulatedcontingencylocations.

Amongmanythings thisLead-Wingexercise testedtheabilityofpurpose-builtrescueandattack assetstoconductoperationsinausterelocations In theseconditerationofMosaicTiger, MoodyincorporatedlocationssuchasMacDillAir ForceBaseand Avon ParkAir ForceRange, Florida,tohighlightits AgileCombatEmploymentcapabilities.

“DuringMosaicTiger wewilldeploytoaforward operatingbaseandfromtherewewillforwarddeploytocontingencylocations,whicharebasically stripped-downrunways,” saidMaj.ZacharyMcClelland,23rd WingA5/7directorofplans.“We will projectcombatpowerusingourcontingencylocation teamstogetouraircraftbackinthefightwhichwill makeitmuchmoredifficultforastrategiccompetitortoattackourassets.”

TheACEandLead-Wingconceptscombatpotentialcontentionfromstrategiccompetitorsinthefuture. Bymobilizingassetsthroughoutmultiplecontingencylocations, targetingbecomesmoredifficult foropposingforces.

“Ourbasesarenolongersanctuaries,” saidLt. Col.EdwardBrady, 75th FighterSquadroncommander.“Aswelookatpotentialarmedconflictwith astatesuchasRussiaandChina,theproblemthat we’refacingis‘howdoesthe(Air Force)generateair powerfrombasesthatarenotassecure.’”

The23rd Wingworkedtosolvethatproblemand experiencedthebenefitsofACE.

“Wewereabletomorequicklylaunch,recover andmaintainaircraftfromdispersedlocations,” McClellandsaid.“Thiswillallowustohold(strategic competitors)atriskfrom(austere)locationsthat aredefendableandeasytorelocate.”

ThepotentialbenefitsACEprovidesforprojecting combatpowercomewith challengesforCommand

andControl(C2),whichishowoperationaldecisions fromthecommanderreachdispersedforces.

However, thededicatedmembersofMoodyAFB workedtocombatthatissue.

“(TheDeployedIntelligenceCombatElementkit) givesustheabilitytopickupandmovetoabare baseinacondensedamountoftimeandre-establish ourcommunications,” saidMasterSgt.ShaneLaw, 23rdWGA2superintendent.“Ifsomethingpopped offontheothersideoftheglobe, wecangothere, thensetupaCombatIntelligenceCellinabout30 minutes.”

TheDICEkitallowsintelanalyststoeasilyestablishsecurecommunicationsdownrangewitha smallerfootprint.

Throughouttheexercise, theA-staffmanaged communicationssystemslikeDICEkits, whichallowedAirmenatcontingencylocationstheabilityto accuratelyexecutethecommander’sintent.

“Wemadealotofstrides,” saidCol.RyanHayde, 23rdWGvicecommanderandMosaicTiger’sAir Expeditionary Wingcommander.“Ithinkwedefinitelyshowedthatthestaffconceptcanworkwith theLead Wing. Idefinitelysawalotofimprovement throughouttheweekasfarashowthestaff wasexecutingasweranthroughalotof challenges.”

WithACEbeingsucharobustconcept,obstacles comewithopportunitiesformultiplesolutions.

“TherearealotofvariablestoAir ForceGenerationandACE,wewilltrythingsandadjustasneeded,andwesurelywon’tgetit100percentcorrect atthestart,butthatiswhywetestandapplylessonstomakeitbetter,” saidMaj.Gen.MarkSlocum, AirCombatCommanddirectorofoperations, duringanACCstrategicvalidationexerciseinAugust. “You’reapartofamassive changethat’scomingfor ourforcesforthefuturefight…thisisanexciting timetobeintheAir Forceandbringneeded change forour warfighters.”

TheimplementationofACEisastrategythatis helpingtoevolvetheAir Forceanditsoperations. WithACEinplace, theAir Forceiscontinually adaptingtoprovideairdominanceandsupportto militaryoperationsaroundtheglobe.
