Austinlookstoalleviatefinancialharmpandemiccausedmilitaryfamilies

Thepandemichasimposedunusualhardshipsonthemilitary, and SecretaryofDefenseLloyd J. AustinIIIistakingimmediatestepstoalleviatetheworsteffects.

Austinannouncedthemoveshe’stakingtostrengtheneconomicsecurityinthearmedforces Hespokeduringa Pentagonnewsconference Nov. 17.

“Thepandemicandtighthousingmarketsacrossthecountryhave madefinancialstruggles(forservicemembersandtheirfamilies)even tougher,” Austinsaid.“Withtheholidaysapproaching, Iknowthatthis isonthemindsofourmilitarycommunities.Andit’scertainlytopof mindforme.”

The challengesservicemembersfaceincludefoodinsecurity, extended waittimesforhousing, drasticallyreducedhousinginventoriesand sudden,sharpincreasesinrentalorpurchasecostsforhousing.

AmemofromAustinoutlinedsomeimmediatestepstheDODwill take.“TheDepartmentofDefensehastemporarilyraisedthebasicallowanceforhousinginareas thathavehada10%increasein rental coststhisyear,” hesaid. “Andinplaceswithhousingshortages, weare extendingtemporarylodgingexpensereimbursementssothatfamilies havemoretimetofindahomethatfitstheirneeds.

“Andwhenitcomestomakingsureourpeoplehaveenoughtoeat, we’vecreatedanewtoolkitthatwillhelpleadersidentifyservicememberswhoarestrugglingandconnectservicemembersandtheirfamilies toresourcesandsupportprogramsandmore,” hecontinued.

ThetoolkitwillbeonMilitaryOneSourceinanew“MilitaryLeader’s EconomicSecurity Toolkit.”Partofthekitwillhelpleadersidentify

servicemembersstrugglingtofeedthemselvesandtheirfamiliesand connectservicememberstoadditionalresourcesandsupportprograms toalleviatefoodinsecurity.

BASE, N.M.—Aswinterapproaches, daysarecolder snow beginstofallandthecalmness oftheseasoncanbeanticipated; however, theseasoncanalso bringstress anxiety, frustrationandconstantfatiguewhen thoughtsturntotheholidays andthemultitudeofactivities thatcomeswiththem.

Tripstovisitfamilyand friends, forgottenprojects, decorating, snowshoveling, planning themenufortheholidayfeast orparticipatinginadventurous wintersportsactivitiescanbea recipefordisasterifproperrisk managementisnotaddedtothe mix.

Accordingtothe U.S. DepartmentofTransportation Federal Highway Administration,nearly 900peoplearekilled,alongwithalmost76,000injuredin vehiclecrashesduringsnowfallorsleeteveryyear. Subsequently, morethan1,300peoplearekilledandmorethan 116,800areinjuredinvehiclecrashesonsnowy, slushyor icyroadsannually.

TheDepartmentoftheAir Forcehasmadesomeheadwayincombatingwintermotorvehiclemishaps.Over thelastfiveyears, theDAFhasseenamorethan24% decreaseinmotorvehicleinjuries, includingmotorcycles, duringtheNovemberthroughApriltimeperiod.

Ifstuckinthesnow–staywiththevehicle, tieabright colored clothontheantenna,useflashers, andremove snow away fromtheexhaustpipe. Occupantscankeep warmbyusingany availableblanketsor clothesand shouldconservefuelbyonlyrunningthevehicleandheaterlongenoughtoremovethe chill.

Exhaustionisanotherriskmanytakewhiletraveling inwinterconditions. Pushingthebodytoitslimitstoget alittlefurtherdowntheroad.Getplentyofrest,drivingfatiguedisalwaysdangerous, butaddwinterweather anditcanbecomedeadly.TheNationalHighway Traffic SafetyAdministrationshowsthatthenumberoffatalities involvingadrowsydriver was697or1.9percentoftotal fatalitiesin2019.

ArecentinitiativecalledtheModelDefenderKitisoneexampleof howtheAFSFCteamismodernizingtheforce.

“It’salong-terminitiativethatstandardizesthegearensembleissued toeveryDefenderacrossthesecurityforcesenterprise,” saidMasterSgt. Derek Walton,individualequipmentmanagerintheLogisticsDirectorate.“Ourresponsibilityistoputanacquisitionstrategyinplaceoncethe testingandfinalsolutionsaremadeonthecompositionofthestandardizedgearensemble.”

Replacingindividualequipmentwithnewtechnologyinvolvesstringentresearch,testingandevaluationprocesses.Waltonandothermembersoftheteammanagetheprocessfromcradletograve.Afterdecisions aremade, theypurchasesamplesofequipmentfromvariousvendorsand sendthemtoseveralbasesfortestingandevaluation.

“Upgradingthe23standardindividualequipmentitemsissuedtoeveryDefendertakestime, butwe’recommittedandoureffortsareproducingpositiveresults,” Waltonsaid.

High-speedballistichelmet

High-speedballistichelmetsareonesuchexample. Nowstandardissueforsecurityforces, thenewhigh-cuthelmetsprovidesuperiorcomfort andfeatureabuilt-inrailsystemtoaccommodateaccessoriessuchas nightvisiongogglesandtacticalcommunicationsequipment.Morethan

27,000ofthe28,934helmetspurchasedbyAFIMSCarealreadyinthe field.TheremaindershouldarriveatunitsbylateDecember.

Femalebodyarmor

In2020,theAFSFCcommittedtoa Total Forcepurchaseofbodyarmor developedspecificallyforwomeninsecurityforces.Thenewarmoris lighterandabetterfitthanpreviousbodyarmor. Italsoimprovesmobilityandprovidesbetterprotectionofthevitalorgans.Theinitial7,688 vestsweredistributedacrossthe Total Force.

Modularscalablevest

In2021,AFSFCbegantestingandevaluatinganewmodularscalable vestatseveralbases.Thelatesttacticalbodyarmorfeaturesadditional paddingfortheshouldersandhips, andapouchdesignedtopreventarmorplatesfromshifting.Thevestscanbeconfiguredfordifferentlevels ofprotectionbasedonmissionrequirements.Today, securityforcesAirmenareequippedwithmorethan8,100ofthenewvests.

AnotherbranchoftheLogisticsDirectorate, the WeaponsandMunitionsDivision,isfurtheringAFSFC’scommitmenttoaccelerate change byintegratinganddeliveringinnovativesolutionsthatmodernizesecurityforcesweaponsandgroundmunitionssystems.Thedivisionalso supportsandadvocatesforallusercommunitiesacrosstheAir Force enterprise, notjustsecurityforces.

Thedivisionhasenhancedlethalitybymakingsignificantcontributionstoseveralrecentweaponsmodernizationinitiatives.

M18modularhandgun

AFSFCbeganshippingtheM18modularhandgunsystemstosecurity forcesunitsinearly2019.TheM18modulardesignandergonomicfeaturesimprovetargetacquisitionandaccuracy, outperformingthebulkier M9,whichhadbeeninuseformorethan30years.TheM18canalsobe customizedwithsmall,mediumorlargehandgrips.AFSFCmanagedthe purchaseof48,860andfieldingof38,708M18s.

M4A1carbinerifle

AnotherrecentacquisitionisthefullyautomaticM4A1carbinerifle, anupgradetothesemiautomaticM4,whichfiresonlyathree-round burst.Defendersarecurrentlytransitioningtothenewweapon. Forsecurityforces, theM4A1willbeequippedwiththedirectviewopticthat magnifiesata1:6ratio.

“It’sgoingtoincreasedefenderlethalitybyimprovingobservation, identificationandtargetaccuracy,” Rothsaid.AFSFCmanagedthepurchaseof50,000 DVOsandwillbeginshippingthemtounitsinthefirst quarterof2022.

M110A1squaddesignatedmarksmanrifle

TheM110A1isreplacingtheM24precisionrifle, whichhasbeenin

usesincesecurityforcesestablishedthe closeprecisionengagementprogram20yearsago.Thenewweaponcomeswiththesamescopeasthe M4A1andhasabulletdropcompensatorfor7.62mmammunition.It willbefittedwitha3:24magnificationopticthatincreasesmaximum effectiverangeandenhancessurveillance.Thesystemalsohasmilitary standardrailstoallowattachmentofaccessories, suchasa clip-onnight sight.That wasnotanoptionwiththeM24.TheM110A1providessemiautomaticfiretoincreaseengagementspeedwhenencounteringmultiple targets.AFSFCmanagedthepurchaseof1,464M110A1s. Deliveriesto unitswillstartinthefirstquarterof2022.

Polymercased50-caliberround

TheCenterisalsoreplacing50-caliberroundswithheavierbrass shellswithapolymer-basedalternative.“Justrecentlyapprovedbythe NonnuclearMunitionsBoard,thenewlight-weightpolymer-basedshell casingsareidealforagileHelorescueunits,” Rothsaid.“Wepredictthese roundswilleventuallygetintothehandsofourground-basedunitsand Defenders.”
