TheDAFIGDisparityReviewAddendumfollowstheDAF’s2020 RacialDisparityReview, whichaddresseddisparitiesimpactingBlack AirmenandGuardians, andtheSept.2021DisparityReview, whichaddresseddisparitiesbasedongenderandamongotherracialandethnic groupsnotcoveredbytheRDR.Datafrombothreports wasusedtocreatetheaddendum.
“Itis clearwestillhaveworktodoinfosteringinclusiveenvironmentswhereeveryservicememberfeelsrespectedandvalued,andhas theopportunitytoreachtheirfullpotential,” saidSecretaryoftheAir Force Frank Kendall.“Wherebarriersexist,weneedtobreakthem down.Iamconvinceddiversityinourforcemakesusastrongerteam andmorecapabletoanswerournation’scall.”
Thedatainthedisparityreportsreleasedthisyearindicatefemales weregenerallyequallyoroverrepresentedinpromotions, enlistedleadership, andprofessionalmilitaryeducationdesignations. Femaleshave alsomadegainsinbothoverallaccessionsandracial-ethnicdiversity inaccessionswhencomparedtotheirmalepeers. However, withfew exceptionsinthedata,thisaddendumfoundtheoverrepresentation ofWhitefemalesinthesecategoriesmayhavemaskedthedisparate promotionandopportunityrepresentationoffemalesfromunder-representedgroups.
Thisaddendumreportprovidesadditional clarityintodisparities previouslyidentifiedintheRDRandDR.Dataexaminedattheinter-

Theideatookholdandspreadamongother wartimeallies, including France,Italyandthe U.S. On Nov 11,1921,the U.S. TomboftheUnknownSoldier wasdedicatedinArlingtonNationalCemetery.

“Each wasexaminedtoensurethatthepersonhadbeenamemberoftheAmericanExpeditionary Forces, thathehaddiedofwoundsincombat,andthattherewereno cluestohisidentitywhatsoever,” O’Donnellsaid.
Aftermortuarypreparation,thebodieswereplacedinidenticalcasketsandshippingcases.The reasonforthiselaborateproceeding,O’Donnellexplained, wastoensurethattheoneunknownsoldier chosenwouldbetrulyarandomselection,asthisunknownsoldierwouldrepresentthemany otherunknownsoldiers.Thisfollowedthepracticeusedbytheotheralliesintheirownprocessof selectingtheirownunknownsoldiers.

McClaskeyrecountedthe challengesandkeystosuccessduringthe initialdaysoftheevacuation.
“Therewereawholelotofpeople[involved]…socommunication was critical. We weredroppinginthereandtryingtofigureoutthespecific missionforthedayasthepoliticalenvironment wascontinuously changing,” saidMcClaskey.“Havingflatcommunication wasimportanttounderstandourmission.”
DeVoehighlightedhowalargeportionofairliftplanningtookplaceat the618thAOC. FromAug. 11toSept.9—2,627flightswereplannedand directed,1,927flightswereflownby U.S. Air Forcemobilityaircraft,and 700flightswereflownbycommercialaircraft.
Duringthe17daysofevacuationefforts, morethan500Active, ReserveandNationalGuardaircrewsflewmissionsaroundthe clock.Approximately330 U.S. Air ForceC-17missionsflewinandoutofHKIA, evacuatingmorethan79,000people, including6,000Americans.They alsowithdrewmorethan5,500servicemembersandtheirequipment.
“Wegotimmediatevolunteers, acrossallairframes--alloftheforce,” saidDeVoe.“There wasmorecapacityintheGuardandReservesthat was availableviavolunteerismthatwehadtotapintotoutilize.”
Theoperation was amonumental lift forthe C-17 fleet,with more thanhalfofthe U.S. Air Force’sfleetof222C-17scommitted.On average, 7,500civilianswereevacuateddaily, withthehighpointbeingAugust23, whenmorethan21,600civilianswereevacuatedevery34minutes.
“YousawAirmentaketheextratime, notjust[toprovide]forthephysicalsecurityofthejet,butalso[toattendto]thementalandemotional [needs]ofourpassengers,” saidLonsberry.“It wasdefinitelya challenge
andnotsomethingouraircrewwerespecificallytrainedfor It wassomethingwelearnedaswewent,andwesharedwitheachotherthebest way totakecareofourpassengers.”
Inadditiontosustainingtheaircrew, thelargenumberofflightspresentedmaintenance challengesthat AMCAirmenovercame toaccomplishthemission.LambexplainedhowmaintenanceAirmenworked aroundthe clocktoreadyaircraftforthenextflight.
“Lookingatthehistoryofaircraftparts, wewereabletosendrequests toour[logisticsteams]toaskthemforpartsthatweneededtobeprestagedpriortotheNEO, saidLamb.“Theygaveusarealisticunderstandingofwhatpartswecouldreceive[which]playedahugeroleasthe operationprogressed.”
Morethan250 U.S. Air Forcemobilityaircraftcontributedtotheairlift,includingtheC-5MSuperGalaxy, C-130Herculesandallthreeof AMC’saerialrefuelingaircraft–theKC-135Stratotanker, KC-10ExtenderandKC-46 Pegasus.
“WedeployedtheKC-46tosetupatankerbridgerightofftheeast coastoftheUnitedStates[and]wehadKC-10’ssetup[aerialrefueling] acrosstheblacksea,” saidDeVoe.“We providedquiteabitofgastothose U.S. Air ForceCentralCommandassetsthatwereprovidingforceprotectionoverhead.”
OARspannedninecountries, eighttimezonesandover10temporary safehavens.
“Wesavedlives.This wasahumanitarianmission. We providedan avenueandgaveallthesepeoplea chanceatlife—anewfuture—andwe didittogether.Weallcametogether.” said Williams.
ly68,000DAFmembersrespondedtothesurvey, whichisabout10 percentofthetotalforce.Additionally, 85personnelparticipatedin focusgroupstoprovidedirectfeedback.
“ThankyoutothebraveAirmenandGuardianswhoentrustedtheir storiestous Becauseofyou,wegainedvitalinsightintohowwecan betterprotectandsupportourpeople, nomatterwheretheirexperiencefallsalongthespectrumofviolence,” saidUnderSecretaryofthe Air ForceGinaOrtiz Jones.
Ofthesubsetofabout10percentofAirmen,Guardians, andthe DepartmentoftheAir Forcecivilianswhorespondedtothesurvey, 54 percentindicatedtheyhadexperiencedbehaviorsconsistentwithat leastonetypeofinterpersonalviolenceinthepasttwoyears. Specifically, 66percentofthewomenand48percentofthemenwhorespondedtothesurveyreportedexperiencingsomeformofinterpersonal violence.
Additionally, mostsurveyrespondentswhoidentifiedexperiencing thesebehaviorsdidnotinformsomeoneintheir chainofcommand,ora civilianormilitarylawenforcementofficer. Reportingofincidentstoan authority, eitherbythevictimorothers, rangedfromalowof17percent forintimatepartnerviolencetoahighof40percentforhazing.
Surveyitemsalsoaddressedwhetherrespondentsexperiencedany of81behaviorsacrosswhatiscommonlyknownasthe“Continuumof Harm”inthetwoyearsprecedingthesurvey. Ontheleftsideofthe continuum,surveyquestionsincludedbehaviorssuchas“belittledand humiliatedme”and“toldlewdsexualinnuendosorjokesorshared sexualstories.” Ontherightside, surveyquestionsincludedbehaviors suchas“intrudedonmyprivacybypestering, spyingorstalking”and “pushed,shoved,orslammedmeagainstsomething.”
Accordingtothereport,analysisshowedthatmanyvictimsdonot reportthebehaviors, orwhentheydo, theydonotbelieveanything willbedone.Thereportalsohighlightsmostvictimswerenotsatisfied withsupportserviceagencies. Ontheotherhand,commandteams generallyindicatedthattheybelievedtheyhadtheresources, training, andauthoritytoaddressinterpersonalviolenceoffensesintheir chainofcommand.
“We clearlyhaveworktodotoensurethatinterpersonalviolence isprevented,” saidSecretaryoftheAir Force Frank Kendall.“Whenit doesoccur, weneedtoprovideneededsupporttovictimsanddealeffectivelywithperpetratorsofviolence–ofanytype.”
The Task Forceidentifiedaneedtoorganizehelpingagenciestooperateholistically, particularlyatthebaselevel,toeliminateconfusion andensurecoherentandcoordinatedsupportforvictims. Inresponse to those findings,Jonesannounced in SeptemberthattheDAF was takingstepstocreateoneofficeofprimaryresponsibilitywithinthe departmenttoaddressdomesticviolence, harassment,andstalking.
“Weareimplementingrealsolutionsrightnowbecauseweknowbehindallthemetricsareactualsurvivors,” said Jones.“We’recreatinga networkofserviceprovidersforinterpersonalviolencethateliminates

Afterreviewingthereport,ChiefofStaffoftheAir ForceGen.CQ Brown,Jr. thankedAirmenandGuardiansforsharingtheirexperiencesandacknowledgedtheneedforincreasedtrust.
“Oneofourtopprioritiesistocreateasafeenvironmentfreefrom interpersonalviolence It wasessentialtohearfromourAirmen, Guardiansandfamilymemberssowecanensureweunderstandhow theyarebeingcaredforafterexperiencinginterpersonalviolence,” saidBrown.“Goingforward,weneedtobuildtrustsoreportscanoccurandallgetthekindofhelptheyneed.”
TheChiefofSpaceOperationsechoedtheneedtoimprovesupport forAirmenandGuardians.
“WemustensureourGuardiansandAirmenhavetheresourcesand leadershipnecessarytomakethemfeelsafeandsupportedwhenthey reportalltypesofinterpersonalviolence,” saidGeneral John“Jay” Raymond,ChiefofSpaceOperations.“Earlyidentificationandsupportarekeytomissionandfamilyreadiness.”
Inresponsetothefindingsinthereport,theDAFSpecial Victims’ Counselprograminstitutedapilotprogramtoexpandlegalservices andrepresentation availabletoAirmenandGuardianswhohaveexperiencedinterpersonalviolence.Additionally, theDAFistakingsteps toinstitutionalizea“warmhandoff,” or“NoWrongDoor”policy, to addresssexualassault,domesticviolence, harassmentandstalking. Thisconceptensuresanyoneseekinghelpreceivesa warmhandoff betweenhelpingagenciesastherightsupportandguidancewithin ourorganizationisdetermined.Supportiveserviceagencieswillalso ensurevictimsandtheirfamilieshavesupportfrominitialreporting throughresolutionandpost-care.
TheSecretaryofDefense’sIndependentReviewCommission(IRC) onSexualAssaultintheMilitary, whichstoodupaftertheDAFInterpersonal Violence Task Force, incorporatedmanyofthefindingsand recommendationsofthe Task Forceintoitsfinalreport.
norityfemalepilotsmakeuplessthan1%ofthetotalRegAFpilotforce. WithinRegAFoperationscareerfields, forallracesandethnicities, femalerepresentationdecreasedasrankincreased,fallingtozerofor Black,AsianAmerican, PacificIslander, NativeAmerican,andMultiRacialfemalegeneralofficers.
·ThedisparityamongAsianAmericanservicemembersservingin leadershiprolesismostprominentamongAsianAmericanmales, who wereunderrepresentedinofficerandenlistedleadershippositionswhen comparedtoWhitemales, andallotherracial-ethnicminoritymales.
·PreviousreportsfoundBlackofficersoverallwereunderrepresentedinwingcommanderpositionsand officerdevelopment opportunities.ThisaddendumfoundBlackmaleofficerswereequallyoroverrepresentedinwingcommandascomparedtotheirrespectiveeligible populations, whileBlackfemaleofficerswereunderrepresented.Additionally, BlackfemaleofficerswereunderrepresentedinSeniorDevelopmentalEducation(SDE)designationsandwerepromotedbelow thein-the-promotion-zoneratetoO-6.Infact,betweenCY16andCY20, BlackfemaleswithsquadroncommandexperiencepromotedtoO6at alowerratethantheoverallrateforofficerswithorwithoutsquadron commandexperiencecombined.

Withregardstoinclusion,theDAFconductedamorefocusedanalysisofselectsurveyresponses Ofalltherace, ethnicity, gender, and rankgroupssurveyed,thereportfoundthatminorityfemaleofficers generallyheldmorenegativeviewsonthetopicssurveyed.Overall, femaleshadlesstrustthantheirmalecounterpartsthattheir chainof commandwouldaddressracism,bias, andderogatorycommentsand behavior.
“Understandingwheredisparitiesexisthelpsusrecognizewhere changesneedtobemadetoeliminatethem,” saidUnderSecretaryof theAir ForceGinaOrtiz Jones.“Ourwords, actions, andpoliciesdirectlyconveythevalueweplaceoneveryAirmen,Guardianandcivil servant’sservice.”
The AirForce is incorporatingthisnew data intoits ongoingroot causeanalysisandwillconsideractionplanstoaddresswhereappropriate.TheInspectorGeneralwillevaluatetheseadditionalcategories aspartofitsyearlyreview.

OnNov. 9,1921,theOlympiaarrivedatthe WashingtonNavy Yard.Onhandtoreceivethebodyofthe unknownsoldierwerealltheservice chiefs, thesecretaryof war, andGeneraloftheArmies John J. Pershing, O’Donnellsaid.
Theprocession,ledbythe3rdCavalryRegiment,accompaniedthehorsedrawncaissoncontainingtheunknownsoldiertotheCapitolrotunda,where morehonorswerebestowedbydignitaries, includingPresident Warren G. Harding, andordinaryAmericancitizens.
OnNov. 11,1921,eighthighlydecoratedWWIveterans, handpickedby
Pershinghimself, escortedtheunknownsoldiertoArlingtonNationalCemetery, O’Donnellsaid.

Pershing, thebodybearers, andtheunknownsoldierhadcome“full circle,” O’Donnellsaid. LeavingAmerica’sshoresyearsearlier, they werepreparedtosacrificethemselves, theyhadn’tatthetimefullycomprehendedthetruecostof war. Whileonehadpaidtheultimateprice, O’Donnellsaid,eachhadcomehomeforever changedbybattleswonand friendslost. Today, the TomboftheUnknownSoldierisguardedbysoldiersofthe3rd U.S. InfantryRegiment,“TheOldGuard.” Since1921,two otherunknownsoldiershavejoinedthe World WarIunknownsoldier: onefrom World WarIIandonefromthe Korean War. Theselectionprocess wassimilartothefirst.Atonetime, afourthunknownsoldier, representingthe Vietnam War, wasentombedthereaswell,O’Donnellsaid. However, thatservicemember waslateridentifiedasAir ForceCapt. Michael J. Blassie. He wasexhumedandreburiedinhishomestateof Missouri,perhissurvivor’swishes.
