Healy talks resilience, readiness at Airlift/Tanker Association symposium

(AFNS)—The chief of the Air Force Reserve and commander of Air Force Reserve Command spoke at the Airlift/Tanker Association’s annual convention in Denver in late October about the Reserve’s role in the airlift and tanker world and how his priorities for the command line up with the future fight.

The theme of this year’s event was “The Fight to get to the Fight.”

“As we face new military threats in an era of renewed strategic competition, the tyranny of distance makes the fight to get to the fight all that much more challenging,” said Lt. Gen. John Healy. “As we proceed as a team, we need to ensure we leverage the unique strengths of each component of the Total Force to ensure the success of the Air Mobility enterprise.”

MacDill signs new CBA with AFGE 153

MacDill Air Force Base and Avon Park Air Force Range hosted a signing ceremony for a collective bargaining agreement with the American Federation of Government Employees, Local 153, Oct 20.

According to Marc Duval, director of the 6th Contracting Squadron, the previous CBA was signed back in 2004.

“We have some new provisions such as an article on telework and updated practices for the grievance procedure,” said Andrea Ganes, the chief of labor employee relations.

The grievance procedure governs how employees can voice their grievances with their employer and provides a set of procedures for resolving those issues.

“It needed to be updated and it’s going to be so much more beneficial for employees to have an up-to-date union contract,” said Ganes.

NEWS/FEATURES McConnell AFB completes KC-46 flight with limited crew 22nd Air Refueling Wing Public Affairs MCCONNELL AIR FORCE BASE, Kan. (AFNS)—The 22nd Air Refueling Wing flew a KC-46A Pegasus without a copilot Oct. 25 to validate procedures for operating with a limited aircrew for certain potential high-end combat scenarios.

This employment concept allows the KC46 to complete its primary mission with a reduced crew complement when needed to rapidly launch aircraft with threats inbound or extend long-range operations in the air with offset crews.

AF provides additional information for aircrew considering flying during pregnancy Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS)—The Department of the Air Force has developed several products designed to assist aircrew in making the most informed decisions about whether to fly during their pregnancy.

In April 2022, the DAF issued a clarification of policies pertaining to aircrew during pregnancy. Since then, the Department recognized the need to provide aircrew, commanders, and healthcare professionals greater awareness of and transparency around the process for submission and review of waivers to fly during pregnancy.

The Aircrew Voluntary Acceptance of Risk, or AVAR, is a three-part document (including a risk acknowledgment page, an outline of medical risks, and acceptable flight profiles) designed to ensure aircrew have access to the information that will allow them to make the most informed decisions about whether to continue flying during their pregnancy. Additionally, a set of frequently asked questions and answers were developed for additional assistance. Both the AVAR and FAQs may be found on the Air Force Medical Service’s Reproductive Health webpage.

“At the end of the day, we need to balance operational readiness, safety, and our aircrew’s agency, and I’m proud of the progress we’ve made to that end,” said Under Secretary of the Air ForceGina Ortiz Jones.

The 6th OSS RAWS unit is responsible for monitoring and maintaining instrument landing system equipment across MacDill’s flight line. This equipment guides pilots in safely traversing the airway which is an essential component for mission success.

The RAWS technicians were placed in an unusual position when their building’s heating, ventilation and air conditioning unit malfunctioned.

“We definitely had to step out of our comfort zone,” said Tech. Sgt. Justin Harold, 6th OSS RAWS noncommissioned officer in charge. “It’s a huge learning curve in trying different ways to solve these unusual problems.”

Harold said that proper storage is crucial for maintaining the longevity of the landing system equipment, and with the HVAC system compromised, the components exposed to heat above its operating capacity would render the equip10

What’s the difference between a cold and flu?

The common cold and flu are both contagious viral infections of the respiratory tract. Although the symptoms can be similar, flu is much worse. Colds usually develop slowly, whereas the flu tends to come on suddenly. With the flu, you are likely to run a fever for several days and have body aches, fatigue, and exhaustion, symptoms that are rarely caused by simple colds.

Why should I get vaccinated against the flu?

The Centers for Disease Control and Prevention (CDC) recommends annual vaccination for everyone age 6 months or older as the best way to protect against the flu.

“A flu vaccine will not provide 100% protection from getting the flu but can reduce the amount of time you’re sick and the severity of your illness or the potential for hospitalizations,” said Lt. Col. Michael Renkas, AFMC Command Public Health Officer. “To be truly effective, it can take several days to a couple weeks for your body to elicit a more extensive immune response from a flu vaccine.”

Renkas advises individuals to get a flu vaccination well in advance of the upcoming Thanksgiving Holiday to protect themselves, their family and peers upon returning to the workplace.

Can flu shots cause the flu?

The flu shot is made from dead viruses and cannot “give” you the flu. However, the vaccine can trigger an immune response from your body, so you may have a few mild symptoms, like achy muscles or a low-grade fever.

Where can I get a flu vaccine?

Influenza vaccinations for all military members are a mandatory requirement, and available through each installation’s Medical Group or at any participating TRICARE eligible pharmacies. TRICARE beneficiaries are also eligible for flu shots through immunization clinics on base, or at no cost at TRICARE eligible pharmacies.

For the civilian workforce, all Federal Employee Health Benefit plans cover flu shots at no cost for members and are available at local retail pharmacies. You can find a flu vaccine location through vaccines.gov.

1. Wash your hands often with soap and water. If soap and water are not available, use an alcohol-based rub.

2. Avoid touching your eyes, nose, or mouth. Germs can be spread when a person touches something that is contaminated with germs and touches his/her eyes, nose, or mouth.

3. Cover your mouth and nose with a tissue when coughing or sneezing. It may prevent those around you from getting sick. Flu viruses spread mainly by droplets made when people with flu cough, sneeze, or talk.

4. Avoid close contact with people who are sick. When you are sick, keep your distance from others to protect them from getting sick too.

5. Clean and disinfect frequently touched surfaces and objects that may be contaminated with viruses that cause the flu at home and work.

6. Avoid large crowds. If you’re able to limit contact with people during flu season, you can reduce your risk of getting an infection.

7. Strengthen your immune system. A strong immune system helps your body fight off infections. To build your immunity, sleep at least 7-9 hours per night. Also, maintain a regular physical activity routine-at least 30 minutes, three times a week. In addition, follow a healthy, nutrient-rich eating plan. Limit sugar, junk foods, and fatty foods. Instead, eat a variety of fruits and vegetables, which are full of vitamins and antioxidants, to promote good health.

The new CBA is split into 35 different articles and puts into place all the presidential executive orders and labor law procedures that have been issued over the past 18 years.

“This CBA seeks to promote efficient unit personnel administration and outlines terms for both employer and employee,” said Duval. “It forms the basic understanding of all practice and procedures that affect employment.”

“The biggest difficulty was COVID, we planned to do face-to-face negotiations but we conducted it all digitally,” said Orville Soto, AFGE Local 153 president.

“It was a challenging process and I’m really proud of our team for putting so much effort into making it work.”

After nearly two years of deliberation and compromise, the CBA was executed by the parties on Aug 1 and approved by the Department of Defense on Aug 19.

Healy said the Reserve brings an unparalleled level of expertise to the fight.

“The Air Force Reserve continues to provide a deep well of experience, with the average pilot having more than 2,500 military flight hours, 42% of our pilots being instructor pilots and 32% being evaluator pilots,” he said, adding that the Reserve experience was foundational to the mobility enterprise.

He went on to discuss how Reserve pilots were able to offset new pilot inexperience in World War II, specifically in the Ferry Command.

The command quickly learned that while its pilots were trained to fly, nothing had prepared them for flying and surviving in austere environments. So, changes were made. The command added more crew rest and expeditionary skills training. Healy said the training fostered a sense of resilience and hope.

Now that the Air Force is facing newer threats, Healy said it’s time to continue training to meet the needs of modern warfare as a team.

“Gen. (Mike) Minihan (Air Mobility Command commander), (Lt.) General (Michael) Loh, (Air National Guard director), and I are in agreement about the threats we face,” Healy said. “For the last three decades, our adversaries have studied us and explored every possible way to neutralize our strategic advantages, especially our mobility enterprise. AMC’s Mobility Manifesto is a clear-eyed acknowledgment that we must be ready for the pacing threat by focusing on command and control, navigation, and maneuvering under fire at speed.”

The general then highlighted his two priorities for AFRC: Ready Now! and Transforming for the Future.

“Ready Now! is vital because the frank reality is that our entire enterprise as an Air Force is for naught if we can’t win today,” he said, providing examples of how the Reserve is transforming to enhance readiness.

Westover Air Reserve Base, Massachusetts, for example, recently completed an energy resilience exercise where the base was cut off from commercial power for 18 consecutive hours. At the major command level, AFRC has developed exercises like Rally in the Valley and Rally in

the Rockies to build the skills necessary to operate in austere environments.

“In 2021, we began really building on agile combat support competencies and developing multi-capable Airmen with the Rally in the Rockies exercise with our partners in the Air National Guard,” Healy said.

“Using the Garfield County Airport in Rifle, Colorado, more than 100 Airmen worked across Air Force specialty code stovepipes to operate a simulated austere expeditionary base.”

Meanwhile, aircrews were able to hone their combat airlift skills, culminating with landing on highways in rural Wyoming.

All of this is part of a stress inoculation program the command is implementing.

“Stress inoculation was developed to incorporate stress-inducing scenarios into AFSC-specific training and exercises,” Healy said. “Instead of being additive training, it is complimentary to job qualification standard tasks with pre-built training scenarios and feedback mechanisms tied directly back to Airman leadership qualities.”

The general said that during Operation Allies Refuge, the command was lucky to have a crew of five Total Force Airmen who were resilient enough to meet some of the direst circumstances imaginable, referencing the situation Maj. Dom Calderon and his crew found themselves in while aiding in the evacuation of approximately 124,000 people out of Afghanistan in August 2021.

During the early days of Allies Refuge, the Air Force Reserve generated 86 volunteer aircrews within 72 hours. In all, 20% of evacuees were taken to safety by Air Force Reserve assets.

“Many of these situations hinged on the ability of our leaders at the lowest levels to act on commander’s intent, even when completely cut off from communications and air traffic control,” Healy said. “Resilience is not an accident. It’s a byproduct of deliberate readiness training.

Healy closed by saying that AFRC’s investments in resilience will ensure that every Reserve Citizen Airmen is confident and ready to do their job when the time comes.

tinuing to provide mission capability for the combatant commander.”

The mission was executed inside military test airspace and included two KC-46 sorties with a reduced crew complement of only a single pilot and boom operator.

The first sortie flew the pattern only, followed by a debrief and assessment. The second sortie immediately followed and accomplished a full mission profile including ground operations; preflight tasks; takeoff; aerial refueling rendezvous; air refueling on-load and offload; landing; and debrief.

The boom operator was co-located in the cockpit with the pilot, except when performing boom operations, and a second instructor pilot was aboard throughout the entire mission to serve as a safety observer.

The KC-46’s basic crew complement is a pilot, a copilot and a boom operator, with additional aircrew added for long-duration flights. A second KC-46 with a full crew complement of subject matter experts accompanied the first aircraft to provide assistance by radio, if needed.

“This mission was practiced extensively in flight simulators,” Vogel said. “Each phase of evaluation has been carefully considered, taking into account crew safety, aircraft capabilities, and existing federal aviation standards. That allowed us to make a deliberate and thorough analysis of what risks and hurdles are present, how to mitigate those, and allowed us to recommend training requirements to familiarize crews with the basic functions and critical controls of unfamiliar crew positions.”

Aircrew who want to be considered for crewed flight duty must personally request to continue flying during their pregnancy. The AVAR will help guide discussions with healthcare providers and inform members of both known and potential, but unmeasured, risks to make an informed decision.

To return to flying duties after becoming pregnant, the service member must submit a waiver for review by their flight surgeon, obstetrical care provider, and commander, who must collaborate to determine whether to approve the waiver. All flights must meet approved flight profiles based on the commander’s discretion and safety considerations.

DAF leadership’s intent is that aircrew are confident that the decision of whether to request to fly during pregnancy – or not – will have no impact on their military career. Aircrew who elect not to fly have other options to continue their career progression, such as maintaining currencies in the simulator, instructing academics, supervisor of flying, top-3, and many other training opportunities and duties.

“It was a team effort to develop these options for pregnant aircrew so they can continue carrying out the missions they are trained and ready to perform,” said Air Force Chief of Staff Gen. CQ Brown, Jr. As with any medical condition, the DAF will continue to review aircrew pregnancy policy and practices, including an ongoing collection of health and safety data. The service remains focused on identifying, analyzing, and appropriately mitigating flight safety hazards and exposures to facilitate the safe and successful accomplishment of the military mission. A continual review will also drive appropriate modifications to the AVAR to allow aircrew to make the most informed decision on whether to request the continuation of flight duties.
