DoD authorizes temporary increase to 2021 Basic Allowance for Housing rates for certain locations

Department of Defense Public Affairs WASHINGTON (AFNS)—The Department of Defense has temporarily authorized increases in the 2021 Basic Allowance for Housing rates for 56 housing markets (commonly referred to as Military Housing Areas, MHAs) across the U.S. Uniformed service members who have incurred increased housing costs above their current BAH may be eligible to apply and receive BAH at the temporarily higher rate. The increased BAH rates for affected active duty (and full-time National Guard duty) service members in these MHAs will take effect Oct. 1, 2021 and expire Dec. 31, 2021.

Rental housing market data collected by the DoD from March-August 2021 indicates the COVID-19 pandemic has had a significant impact on rental housing costs in the 56 affected markets. Notably, low availability and turnover of rental housing stock during the spring and summer months led to rental cost increases in many locations.

To help ease the financial burden of rising housing costs facing service members moving to new duty stations or signing new leases, the department moved quickly to assess market changes across the U.S., develop a list of the most affected markets, and evaluate and implement potential solutions.

Airmen and Guardians should go here for complete eligibility guidelines and instructions on how to apply. Members should be prepared to provide their BAH amount and documentation of increased housing costs, to include lease information, mortgage rates, or utility bills.

Service members who are receiving BAH in one of the affected 56 MHAs and have verifiable housing cost increases may be eligible for the temporary BAH rate increase, subject to service-specific implementation guidelines and approval of individual applications. Members who may be eligible for the higher BAH rates will receive an email in the coming days with additional information on how to apply for the higher rates with their service.

Additionally, each service will publish information related to how to apply in administrative messages and other media channels. These higher BAH rates will be replaced by 2022 BAH rates.

Because not all segments of a housing market increase or decrease at the same rate, the BAH rates for calendar year 2022 (effective as of Jan. 1) may differ from the temporarily increased 2021 rates. In some cases, 2022 BAH rates may be more than the temporarily increased 2021 BAH rates.

In other cases, the 2022 BAH rates may be the same or may be less. BAH rate protection, which normally protects members from decreases in housing market costs, does not apply to temporary rate increases. Therefore, members should not assume these rate increases will continue into 2022.

The department is committed to the preservation of a compensation and benefit structure that provides members with a suitable and secure standard of living to sustain a trained, experienced, and ready force now and in the future. The temporary BAH increase is a reflection of this commitment.

The temporary BAH rates that will be in effect Oct. 1 - Dec. 31, 2021 for active duty and full-time National Guard members are located here. They are shown for members with and without dependents.

Operation Allies Refuge accelerates Mobility ABMS connection

by Alexandra Soika Air Mobility Command Public Affairs SCOTT AIR FORCE BASE, Ill.—Amid the whole-of-government effort to transport Afghan evacuees from the Middle East, Mobility Air Force’s tracking data made the first live connection into the Unified Data Library on Aug. 30.

The effort was spearheaded by Air Mobility Command’s Communications Directorate and the Global Decision Support System team, in collaboration with the UDL developers at Bluestaq and Space Systems Command.

“For nine months, we had been working on a plan to share our real-time mission data through the UDL, specifically to reach those outside of Air Mobility Command,” said Col. Bradley Rueter, Director of the Commander’s Initiative Group. “But when Operation Allies Refuge began and pieces started moving rapidly, we needed to accelerate the timeline and get the necessary data out to the larger joint force.”

Service members, civilians come together to save lives

PATRICK SPACE FORCE BASE, Fla. (AFNS)—She stood in the cemetery staring at her father’s grave, trembling.

A few months ago, her father took his life. Today, she has decided to end her life. A world without her father is not one she wants to live in.

In her right hand, she holds a gun.

Before she can point the weapon at herself, she hears a voice call out.

That voice was U.S. Air Force Staff Sgt. Michaela Evans, Space Launch Delta 45 religious affairs noncommissioned officer in charge at Patrick Space Force Base. Evans was driving home to Palm Bay, Florida, Aug. 13, and noticed Sarah flailing her arms.

“She looked like she was in distress and I don’t like to see people hurting or struggling alone,” Evans said. “I stopped my car and approached her.”

Evans noticed Sarah was sobbing. She also saw the gun she was holding.

“I took a step back and asked if she was going to hurt me,” Evans said.

“She said ‘No, I just don’t want to be here. This is for me.’ I asked if she was OK with me sitting down and talking with her. We just sat there and talked for a while until she calmed down.”

Alternative transportation for service members

An alternative option to commuting to and from base is utilizing a vanpooling service.

Operated by a civilian company, vanpooling offers service members and civil service employees transportation directly from their homes to MacDill.

With over a dozen vehicles available subsidized by the military and state government mitigating out of pocket costs, the vanpooling service saves time and resources for base personnel.

Paul Sherman, facilities personnel at Joint Communications Support Element, has been involved with coordinating vanpooling at MacDill for the last 15 years.

Sherman said that vanpooling has many benefits for those who work on base including money saved on gas and tolls, managing mileage on privately owned vehicles and saving time from driving in rush hour traffic.

“Vanpooling affords people the opportunity to save money on the road,” Sherman said. “It removes the stress of dealing with traffic in this area.”

Airmen use virtual reality during suicide prevention training

by Airman 1st Class Hiram Martinez 6th Air Refueling Wing Public Affairs In an effort to combat the increasing suicide rates across the Air Force, the 6th Air Refueling Wing Integrated Resilience Team incorporated new technology and training methods, providing Airmen with access to a virtual reality suicide prevention system on Sept. 29.

“This is the future,” said Lisa Williams, the 6th ARW Integrated Resilience Office community support coordinator. “This technology allows us to provide options that will best fit the needs and skill sets of our Airmen and civilians who are required to go through our annual training.”

Air Force recognizes Energy Awareness Month Public Affairs, Air Force Energy

E

nergy Awareness Month gives the Department of the Air Force the opportunity every October to look at the critical role energy plays in its combat capabilities and readiness.

This year marks the final iteration of the three-year observance theme: “Energy Able, Mission Capable.”

The awareness this month brings also serves as a chance for the department to emphasize the strategic importance of mitigating and adapting to climate change through energy-informed solutions.

“Effectively distributing, generating, and managing energy and fuel should be a top priority for all Airmen and Guardians,” stated Jennifer Miller, Acting Assistant secretary of the Air Force for Installations, Environment and Energy. “To win a conflict against a peer competitor, specifically China or Russia, energy-informed solutions are critical, to not only enhance the combat capability and readiness of our aircraft and installations, but to improve fuel efficiency and mitigate climate change.”

As the battlefield grows increasingly complex, and extreme weather events become more frequent, supplying power to the force safely, reliably, and efficiently remains fundamental to mission success.

Department of the Air Force installations have conducted “blackstart” exercises, which have allowed the strategic planning and testing of energy systems during major power outages or other utilities failures. Additionally, joint wargaming efforts have highlighted energy supply chain vulnerabilities and provided an opportunity to decrease energy and logistics risk.

The Department of the Air Force is pursuing advanced propulsion, drag reduction technologies, engine sustainment, and planning software in its aircraft to streamline operations and fly more fuel-efficiently for extended range and loiter time.

and mission information, has historically been stored in stove-piped systems and designed to only be available to select people, in support of specific mission areas. This situation was created by design to protect operationally sensitive data.

As a solution to this, the Air Force Research Laboratory, Space Systems Command, and the Air Force Space Command developed the UDL – a highly scalable cloud-based environment, created to allow users in disparate locations easy, direct access to data.

“There’s a balance between ‘need to protect’ and ‘need to share’, and this operation demanded greater data sharing between multiple agencies. On Aug. 24, the teams made a huge push to implement the plan to link our data to the UDL,” said Col Robert Kelly, Director of Communications and Chief Information Officer. “Less than a week later, we made the final con-

nections live and went from sharing data with only a few agencies, to sharing it with multiple mission partners on an integrated platform.”

The UDL will help provide tangible information to the Air Force as it builds the Advanced Battle Management System, the architecture through which the Air Force envisions conducting JADC2.

“The combined AMC government and contractor team was working long hours to generate, test, and deploy software to get the connections up and running, so it was a real achievement to get the call that our information was populated in the system,” said Michael Marek, Deputy Director of Communications. “NORTHCOM was finally able to get critical visibility of flights to CONUS, allowing them to prep onward movement or lodging for evacuees before they reached the east coast – it was a great shared success.”

Sarah told Evans about her father’s suicide and how much she missed him. She also spoke about how the gun she was holding was his and about how painful it is to face life without her dad.

“I told her that I lost my dad at a young age and that my mother attempted suicide,” Evans said. “I shared with her how difficult that was and told her that she still has her mother, who loves her very much.”

The two continued talking until Sarah gave the gun to Evans and agreed to go home.

“I took her home, gave the gun to her mother and introduced myself,” Evans said. “She was emotional. She did not know where her daughter was or what she was doing. She gave me a hug and thanked me.”

The mother of the girl recently shared her appreciation for Evans’s actions.

“I truly believe God placed Michaela in the right place at the right time,” Stacey said in an emailed statement. “My husband took his life and my daughter was about to do the same with his gun at his memorial. Michaela didn’t care what my daughter had in her hand, she sat with her, cried with her, talked with her and brought her home.”

Sarah is now in an inpatient mental health facility.

Nearly two-dozen Airmen and Guardians participated in the safeTALK (Suicide Alertness for Everyone: Tell, ask, listen, keep safe) class at Patrick SFB, Sept. 21. The class uses scenarios, like the one Evans encountered, to teach people how to interact with someone who may be considering suicide and connect them with an intervention provider, such as chaplains or mental health professionals.

Laura Tasker, SLD 45 Sexual Assault, Prevention and Response coordinator, said the course builds on the training the military provides.

“We do annual suicide prevention training, but this class does a great job of using real-life examples that show you what to do and what to say,” she said. “It goes a little farther than our annual training does.”

During the class, Airmen and Guardians learned how to recognize when someone could be at risk for suicide, as well as how to engage with those individuals to keep them safe. According to the LivingWorks website, the safeTALK course is designed to help break down the stigma around suicide and provide people with skills needed to recognize when someone is in distress.

“I am always interested in learning more about how I can help people who may be struggling,” Tasker said. “I work with clients who experience trauma and they often think about suicide. I want to have as many tools as I can so I can help them.”

In 2020, the Department of Defense reported 689 suicides among military members, including 109 Airmen and Guardians. That is an average of 57 suicides a month.

Tech. Sgt. Aisha Jones, 45th Civil Engineer Squadron project manager for Simplified Acquisition of Base Engineering Requirements construction projects, said supervisors, commanders and leaders at all levels must demonstrate genuine concern for the people they work with.

“People complete the mission. If people are not cared for, there is no mission,” she said. “If we care for our people better, we can prevent suicide. We need to look out for one another and have empathy for people’s situations. I believe it’s time for us as a force to be preventive and not reactive.”

Jones also serves as a suicide prevention small group discussion facilitator at Patrick SFB. An important lesson she said she learned in the safeTALK class was to not judge others.

“A lot of people have difficulty discussing suicide,” she said. “This class stressed the importance of not judging someone. They may be reserved for several reasons and they may fear being judged. This lesson stressed the importance of providing a safe, judgement-free environment where people feel comfortable being vulnerable and sharing what they are going through.”

“The training definitely puts you out of your comfort zone,” said Tech. Sgt. William Parisse, a 6th ARW occupational safety technician who participated in the training. “It forces you to critically think about what you’re going to say or do, and depending on what you choose, that distressed person will react.”

Parisse emphasized that the VR training has better prepared him for an encounter with Airmen who show signs of distress, he hopes that interactive VR scenarios will continue to integrate into Air Force resiliency training in the future.

“We are just getting started,” said Williams. “We have already seen the impacts VR has had with SAPR (Sexual Assault Prevention and Response) training and we are eager to provide our Airmen with these innovative resources. Ultimately, it allows them to push themselves further, in order to be as prepared as possible to save someone’s life.”
