The Perfect Fit! As we look forward to Maumelle’s promising future, it brings me great joy to share the many reasons why our city remains "The Perfect Fit" for all who call it home. I am honored to serve as Mayor and witness the growth and community spirit that defines our extraordinary city.

Maumelle's unique charm lies in its ability to grow dynamically while retaining the cherished hometown feel that we all hold dear. In the true spirit of community, our residents look out for each other, creating a welcoming environment that sets Maumelle apart. That’s one reason that again, in 2023, Maumelle was recognized for the 16th time as the Arkansas Volunteer Community of the Year.

This prestigious award is a testament to our residents' dedication to giving back, fostering unity and creating a positive impact that extends beyond our city limits.

Safety is a priority and point of pride in Maumelle and our dedicated Maumelle Police Department and Maumelle Fire Department play crucial roles in ensuring the well-being of our citizens. Their active involvement in the community has garnered widespread support and appreciation and helps makes us one of the safest cities in the state.

One of the key strengths of our city is the diversity of educational choices. Whether Maumelle students attend one of the three excellent elementary schools, a middle and high school in the Pulaski County Special School District, or the Maumelle Charter Schools serving K-12 students, parents here are confident in the quality education provided. Another jewel in our crown is Maumelle Center on the Lake, a vibrant hub for those over 50, offering an array of classes, nutritious meals, state-of-the-art exercise equipment and vital transportation services. The facility embodies our commitment to ensuring that every resident, regardless of age, finds a welcoming and enriching community in Maumelle, one that helps enable them to age in place.

Our city boasts diverse housing options, from multi-family dwellings to affordable single-family homes and estates with breathtaking views of the Arkansas River or nearby Pinnacle Mountain. Recent housing development near the White Oak Bayou, with its hiking trails, bird-watching spots and paddling opportunities near the thriving wetlands habitat, is providing homes in a new, quickly growing part of Maumelle.

We continue to attract new residents who appreciate our growing list of restaurants, coffee shops, library, shopping, locally owned pharmacies and nearby medical clinics. Maumelle's per capita is among the highest in the state, driven by a robust economy that thrives not only because of these small businesses, but also through our industrial park. National businesses, including Ace Hardware, Kimberly Clark, Pepsi Co, Cintas and Tractor Supply power the economic vitality of our city.

"Maumelle –The Perfect Fit" isn't just a tagline – it reflects the city’s residents who relish its abundance of recreational opportunities. With two 18-hole golf courses – one for private country club play plus a publicprivate course, the Jess Odom Community Center featuring a swimming pool and fitness facilities, sports fields for soccer, baseball and softball and the all-inclusive Play and Splash area for children of all abilities, our city truly caters to active residents of all ages.

There is an exciting energy in Maumelle fueled by a surge in new businesses and new faces choosing to call our city home. With the support of our dedicated City Council, capital projects are underway at an unprecedented pace. The demolition of the old police and fire facility is underway, paving the way for a green space and food truck park. Pickleball courts are taking shape next to the community center and a comprehensive bike and pedestrian plan, crafted with citizens' input, will enhance our existing trail system.

And there’s much, much more in the works.

This last year, in particular, the city has built a strong relationship with the Maumelle Area Chamber of Commerce. With similar goals – supporting the businesses and people of Maumelle – we believe we are stronger together. Local events – most recently the month-long “Very Merry Maumelle” celebration and 2024’s Solar Eclipse “Black out on the Boulevard,” for example – are joint initiatives that spur economic growth while providing activities for area residents. We will continue to build our successful partnership.

SAFETY In the heart of our community lies a pair of departments, working tirelessly to ensure the safety and well being of Maumelle residents. The Maumelle Police Department and the Maumelle Fire Department stand as examples of commitment, integrity and heroism, embodying the essence of public service that are steadfast guardians.

Police Department The Maumelle Police Department has consistently demonstrated its dedication to protecting and serving with the highest standards of professionalism. From community outreach programs that foster positive relationships with residents to their vigilant crime prevention efforts, the department has become an integral part of the fabric of our city. Their commitment to community policing is evident in the proactive measures taken to enhance public safety, making Maumelle a secure and welcoming place to call home. Maumelle is consistently ranked in the top five safest cities in Arkansas and our crime rate is 27 percent below the national average.

Animal Services The Department of Animal Services plays a crucial role in upholding Maumelle's animal control ordinance. Our dedicated team is committed to apprehending stray and nuisance animals, swiftly resolving animal-related complaints and ensuring that local pet owners adhere to both local and state animal laws. Beyond these essential tasks, our personnel diligently oversee the maintenance of the shelter facility and grounds.

We take pride in fostering professional relationships with local, county and state law enforcement agencies, as well as collaborating closely with veterinarians and other animal care and control agencies across the state and the country. By maintaining these connections, we enhance our capacity to provide effective and comprehensive services in the realm of animal welfare and control. In 2023 there were a total of 492 animal adoptions.

Fire Department The Maumelle Fire Department is dedicated to delivering a high standard of service to the citizens and visitors of our community. Our team, comprised of 43 full-time and 5 volunteer firefighters, prioritizes a "customer service" approach in all aspects of our operations.

Services: The City of Maumelle Fire Department is committed to providing an "all-hazards" emergency response to the City of Maumelle. Our diverse services include, but are not limited to: • • • • • • • • •

Fire Investigations: Determining the origin and cause of fires.

Plan Reviews: Evaluating proposed construction plans for fire safety.

Fire Prevention and Education: Engaging with schools and public forums to promote fire safety.

Emergency Management Coordination: Collaborating to enhance community-wide emergency preparedness.

The Maumelle Fire Department team consists of 36 full-time career firefighters in the Operations Division, 3 Battalion Chiefs overseeing daily operations, 1 Fire Marshal and 1 Deputy Fire Marshal conducting plan reviews and fire investigations. Additionally, they have a Training Chief managing departmental training, an administrative assistant and our Chief at the helm.

• On the volunteer side, they have 5 personnel paid per call, trained at the Firefighter I and Firefighter II state standards. Together, they stand ready to serve and protect the Maumelle community with unwavering dedication and professionalism.

MILITARY RELATIONS

Arkansas National Guard Since 1804, the Arkansas National Guard has proudly served as a community based, combat-proven force of citizen Soldiers and Airmen. More than 8,400 Guardsmen accept the challenges of serving their state and nation and continue to achieve greatness. The Arkansas National Guard’s partnerships continue to grow stronger year after year as we move forward through the pandemic, in the global war on terrorism, protect the homeland and serve as leaders in communities around the state.

The Soldiers and Airmen of the Arkansas National Guard are trained professionals.

Guardsmen are well-equipped with war fighting and disaster response skills to ensure mission success, whether on foreign soil or performing civil support missions here in Arkansas. The Arkansas National Guard consistently proves it has the best Soldiers and Airmen in the nation.

The Arkansas National Guard is committed to its domestic operations mission. We are a trained, rapid-response force ready to deploy when the Governor of Arkansas calls upon us during state emergencies to meet the needs of Arkansans. While 2020 was perhaps one of our most challenging years in terms of state active duty and other missions in support of the fight against the spread of COVID-19, the Arkansas National Guard continued to serve communities around the state by performing a wide variety of missions including disaster response, security assistance, search and rescue and other missions where our unique capabilities are unmatched.

The Arkansas National Guard, an allvolunteer community-based force, continues to build partnerships throughout Arkansas.

We work with community leaders and add tremendous value to the state by strengthening the ties between Guardsmen and the people we serve. Many of the soldiers are Maumelle residents with such a short commute to Camp Robinson/Camp Pike.

The Soldiers and Airmen of the Arkansas National Guard continue to build and maintain readiness by focusing on preparing for combat, strengthening community connections, developing alliances and partnerships and promoting a culture of excellence that guarantees a high-quality and responsive Citizen Soldier force for the state and nation.

Little Rock Air Force Base The men and women who serve at Little Rock Air Force Base have come to enjoy all that Maumelle has to offer.

Located 25 miles west of the base, Maumelle’s appeal to the men and women stationed at the base include the city’s numerous established neighborhoods, hometown atmosphere and 15 public parks featuring numerous miles of walking and hiking trails throughout the city.

One of the reasons for the close relationship is the LRAFB Community Council, which was formed to assist local governments and citizens to solve problems of mutual interest and to provide continuity in working with local governments.

The LRAFB Community Council has won the Air Education and Training Command’s (AETC) prestigious Altus Award for being the best Community Support Group of an AETC wing.

Overall, Team Little Rock has also won two other awards as Air Mobility Command’s Abilene Award winner for Best Community Support and were also recognized as a “Great American Defense Community” by the Association of Defense Communities.

The base itself encompasses 6,100 acres and includes more than 50 aircraft, making it home to a significant percentage of the U.S. Air Force’s C-130 enterprise. Nearly 8,000 active-duty, Air National Guard, Reserve and civilian members work on or around the base. An estimated 210,000 veterans live in the state of Arkansas.

Little Rock AFB is known as the “Home of Herk Nation.” The base has five major command relationships with three wings: The 19th Airlift Wing (AMC), the 314th Airlift Wing (AETC), the 189th Airlift Wing (Air National Guard), the 913th Airlift Group (Air Force Reserve Command) and the 29th Weapons Squadron. (Air Combat Command) Additionally, the base is the twelfth largest employer in Arkansas and indirectly created nearly 8,000 jobs on base, with a value of more than $519 million.

Over the years, the citizens of Maumelle and LRAFB have developed a special relationship and all involved are constantly working on ways to make the quality of life in Central Arkansas the best available.

We Are Maumelle Maumelle has once again been honored as the Arkansas Volunteer Community of the Year for the 16th time in 2023, and this recognition is well-deserved. The city owes this distinction to its vibrant civic groups and the dedication of numerous volunteers. Throughout the year, the Maumelle community consistently demonstrates its caring spirit by actively addressing ongoing needs and readily stepping up to help whenever a new need arises.

The commitment of Community Volunteers is evident as they generously contribute their time to various initiatives, such as participating in the city's spring and fall community clean-up events. They also extend their support to the Maumelle Animal Shelter and the Maumelle Center on the Lake. Furthermore, these volunteers actively participate in a variety of community events hosted by Maumelle. For those looking to make a positive impact, Maumelle offers numerous opportunities to give back to the community, including involvement in the exceptional community organizations listed below.

Maumelle Philanthropists, a dedicated local nonprofit that is committed to making a positive impact by assisting individuals in need. For assistance, please text 501-712-3005. Additionally, their new physical location, situated at 404 Edgewood Drive, Maumelle, is now open to better serve the community. Maumelle Philanthropists offers volunteer opportunities, and they accept donations during their hours of operation Tuesday, Thursday, Saturday from 10-1:30.

Counting on Each Other Inc.'s Find a Treasure Store is a local nonprofit with a meaningful mission. Through the sale of donations and contributions, the organization strives to offer comprehensive dental and eyecare health services to eligible Maumelle seniors. Additionally, the funds generated are channeled to enrich programs at the Maumelle Center on the Lake.

Your support not only brings treasures to light but also contributes to the well-being and vitality of the Maumelle community. You can visit their store at 406 Edgewood Drive or visit their Facebook page Counting on Each Other, Inc. Maumelle Area Lions Club serves with purpose. Lions Clubs unite individuals dedicated to contributing their time and effort to enhance the community and make a positive impact on the world. The local club meets on the 2nd and 4th Monday each month at noon at the Jess Odom Community Center.

They also encourage kids and adults to serve together and create a lifelong dedication to service through Lions clubs.

The Cub Program is designed for children through the age of 12 to serve in their communities alongside a Lions club.

In addition to performing their own service projects and activities, Cubs participate with their sponsoring Lions club in a family-friendly environment that inspires a lifelong commitment to volunteering. The cubs club meets on the 2nd Sunday of every month at the Jess Odom Community Center.

The Rotary Club of Maumelle is actively shaping the leaders of tomorrow, channeling resources to enhance our global community and prioritizing the pursuit of peace. Discover how you can make a meaningful difference in the Maumelle community through Rotary. Join us each Tuesday at noon at the Maumelle Country Club to connect, engage and learn about the impactful initiatives that are transforming lives locally and around the world. Maumelle Youth Council The mission of the Maumelle Youth Council (MYC) is to provide opportunity for youth to develop mature citizenship, leadership, a sense of personal achievement, and an understanding of government.

ARTS & ENTERTAINMENT ARKANSAS CIRCUS ARTS Arkansas Circus Arts (ACA) was founded in 2013 as Re-Creation Studios by entrepreneur, circus artist and Little Rock native, Camille Rule. The first studio was in downtown Little Rock on Main Street as ReCreation Studios. In 2016, with the need for expansion and a new business partner, Rebeka Poland, fellow circus arts and founder of Southern Lights Flow Retreat, ReCreation Studios transformed into Arkansas Circus Arts. From downtown Little Rock to Maumelle Boulevard, ACA continues to share the passion for circus arts with Central Arkansas through circus instruction and performs local shows at the Maumelle High School auditorium. Arkansas Circus Arts' NEW Maumelle studio location features 3,000 + square feet of space for aerial dance, kinetic arts, acrobatics, gymnastics, aerial yoga and pole dance. Large dance mirrors line several of the walls for ideal learning conditions. Circus Arts is a performance art that combines the strength and power of gymnastics with the expressiveness and elegance of dance. It is recreational. It is fitness. It is fun. MEET A LOCAL ARTIST Tracy and Rodney DeClue, Maumelle residents since March 2022, have two grown children, a furry companion named Barley and attend The Summit Church. Tracy's 33-year teaching career in the Little Rock School District ended in 2020, granting her the freedom to immerse herself in nature's details, captured through her watercolor paintings. These artworks predominantly reflect Tracy's daily walks in Maumelle (Natural Trail, Devoe Bend and Lake Willastein), Burns Park and along the north shore of the Arkansas River Trail. Embracing thrift and repurposing, Tracy frames many paintings in vintage and upcycled frames, enhancing their uniqueness and promoting affordability and sustainability. Inspired by her supportive community, Tracy launched DeClue’s Dreamscapes as a small business in Maumelle, leveraging word-of-mouth and Facebook to showcase her art.

ART IN CITY HALL To enrich the cultural ambiance of Maumelle City Hall, city officials actively promote the display of local art through a dynamic rotating art exhibit. The

LAKES

Lake Valencia lies in the center of the City of Maumelle next to the Maumelle Public Library.

It features a fountain, gazebo, fishing docks and a boardwalk around the lake. It is also the perfect place for bank fishing, or fishing off the dock, walking or jogging around the boardwalk and simply enjoying the beautiful scenery. The lake is stocked in the winter with rainbow trout through the Arkansas Game and Fish Commission and, every other year, with catfish for Maumelle's annual fishing derby that alternates between Lake Valencia and Lake Willastein.

The distance around the lake is .57 miles.

Additionally, Lake Willastein, located in the heart of Maumelle, Arkansas, is a serene and picturesque destination renowned for its scenic beauty and tranquil atmosphere. This idyllic lake is enveloped by lush green spaces, providing a natural oasis for residents and visitors alike. The well-maintained park surrounding the lake features walking trails, charming bridges, and picnic areas, making it a perfect spot for leisurely strolls, outdoor lunches, and family gatherings. The lake itself, dotted with ducks and geese, is a favorite among local anglers and those who simply wish to relax by the water's edge. RECREATION

Maumelle Parks and Recreation recently opened the new All-Inclusive Playground at Lake Valencia Play & Splash Park. Most playgrounds do not meet standard ADA guidelines and do not allow everyone to participate. With this, we have changed that!

For everything from family reunions to birthday parties and weddings, the Maumelle Parks and Recreation Department can provide the perfect location. The pavilion at Lake Willastein, the gazebo at Lake Willastein, the gazebo at Lake Valencia, the Dowell Naylor Aquatic Center, the Diamond Center and the Beth Rutledge Tennis Complex are all available for reservations.

White Oak Bayou Wetlands Conservancy This is an organization founded by Certified Floodplain Manager Jim Narey. Jim believed that conservation and restoration of the wetlands was essential to the health and well-being of the communities along the Bayou. White Oak Bayou reduces soil erosion and flooding, cleanses storm water pollution, creates wildlife habitat and provides opportunities for education and recreation.

The Conservancy educates the public on the value of the wetlands by hosting tree and rain garden plantings, providing boats for scheduled floats at no cost to participants, developing trails and leading hikes. Donations to White Oak Bayou Wetlands Conservancy fund land acquisition, conservation easements and restoration projects to protect, preserve and enhance White Oak Bayou wetlands as well as acreage for a wetlands park with public access for hiking, bird watching and paddle sports. Their passion is preserving resources to ensure thriving wetland habitat for future generations. Trail development is a central focus of the Conservancy. In addition to the Maumelle Wetland Trail, the White Oak Bayou Trail in North Little Rock's Burns Park leads to the mouth of the Bayou where it enters the Arkansas River. Planned guided float trips are held several times during the year. The Conservancy is working with both Maumelle and the City of North Little Rock to develop a master trail plan and public wetlands park.

STATE ELECTED OFFICIALS GOVERNOR OF ARKANSAS SARAH HUCKABEE SANDERS 47th Governor of Arkansas

Inaugurated on January 10, 2023, she is the first woman to serve as governor of the state and currently is the youngest governor in the country.

Since taking office, Sarah has enacted transformational, conservative reforms.

Those include Arkansas LEARNS, a sweeping overhaul of Arkansas’ education system, including higher teacher pay and universal school choice; public safety reforms to invest in prison space and get repeat offenders off the streets; tax cuts to give more taxpayer money back to Arkansans; the Natural State Initiative to grow Arkansas’ outdoor economy; and reforms to streamline state government.

SENATOR JANE ENGLISH

Senator Jane English represents Senate District 13, which includes parts of North Little Rock and northern Pulaski County. She was sworn into the state Senate in January of 2013.

Senator English is chair of the Senate Education Committee, co-chair of the Occupational Licensing Review Subcommittee and vice cochair the Lottery Oversight Subcommittee.

She serves on the Senate Transportation, Technology and Legislative Affairs Committee, the Joint Energy Committee, the Senate Interim Committee on Children and Youth, the Joint Budget Committee, the Arkansas Legislative Council, the Legislative Joint Auditing Committee, the Administrative Rules Subcommittee, the Higher Education Subcommittee and the Medical Marijuana Oversight Subcommittee.

Senator English served two terms in the House of Representatives, from 2009 through the end of 2012.

In addition to her work to improve education, Senator English is known for sponsoring 52

legislation benefit military veterans and to promote economic development. She was responsible for a major restructuring of the state’s job training and adult education system, to give local business leaders more of a voice in the types of classes offered to students.

Senator English was in the group of legislators who pushed for a new nursing home for veterans in North Little Rock, after the previous facility in Little Rock was closed.

A native of Lincoln, Nebraska, Senator English graduated from Arkansas Tech University with a Bachelor’s degree in Economics/ Finance. From 1984 to 1997 she was a Senior Project Manager with the Arkansas Economic Development Commission, working to recruit new manufacturing companies and helping existing companies expand.

From 1997 to 1998 she was the executive director of the Fort Chaffee Public Trust. She was the executive director of the Arkansas Manufacturers Association from 1998 to 2001. From 2001 to 2004 she was the executive director of the Arkansas Workforce Investment Board, a Cabinet position under Governor Mike Huckabee. In 2005, she was an economics/workforce advisor to Lieutenant Governor Winthrop Rockefeller.

She has been married for more than 63 years to retired Army Colonel Don English and they have one son and one daughter.

STATE REPRESENTATIVE BRANDON ACHOR Rep. Brandon Achor is serving his first term in the Arkansas House. He represents District 71 which includes the city of Maumelle and the surrounding north-central area of Pulaski County. For the 94th General Assembly, Rep. Achor serves on the House Public Transportation Committee and the House Agriculture, Forestry and Economic Development Committee. Rep. Achor was born and raised in Maumelle. Following graduation from Arkansas Baptist High School, Brandon attended the University of Arkansas at Fayetteville to study Biochemistry and spent a semester abroad in Dublin, Ireland where he would discover his passion for pharmacy.

Rep. Achor and his wife, Kaley, now co-own several independent community pharmacies across central and rural eastern Arkansas. To date, they have helped to establish and continue the unique access to locally owned pharmacy care in 13 communities. He and Kaley attend Central Hope Church in Little Rock and spend most of their free time trying to keep up with their beautiful toddler daughter Savvy and her mini-Aussie Gus.

Rep. David Ray is serving his second term in the Arkansas House. He represents District 69 which includes portions of Pulaski and Faulkner Counties.

For the 94th General Assembly, Rep. Ray is the House Vice Chair for the Joint Performance Review Committee. Rep. Ray also serves on the House Revenue and Taxation Committee and the House City, County and Local Affairs Committee.

Rep. Ray is a consultant and communications strategist. He previously served as Chief of Staff to Lieutenant Governor Tim Griffin from 2017-2020 as well as U.S. Senator Tom Cotton’s Communications Director on his 2014 campaign. Rep. Ray is the former State Director of Americans for Prosperity –Arkansas.

He graduated from the University of the Ozarks with a B.S. in Communication and Political Science. Rep. Ray lives in Maumelle with his wife Jessica and their two children, Charlotte and William.

A LOOK BACK

Maumelle

Maumelle has a colorful and historical past that started long before the early 1970s when it was developed as a "New Hometown Coming True." In fact, the site on which the 5,000-acre planned community rests today has a heritage that is older than the State of Arkansas and even the Arkansas Territory.

There is evidence that man first inhabited the area around 400 B.C. In later years, the Osage Native Americans claimed the lands north of the Arkansas River, including Maumelle, as their hunting grounds. Artifacts discovered by the Maumelle Historical Committee, such as a crude stone tool found in the Riverland Subdivision, give credence to our claim.

as farmland until 1941, when the United States Government purchased it through eminent domain proceedings from dozens of landowners for the purpose of a munitions manufacturing and storage facility. It became known as the Maumelle Ordnance Works and produced munitions for the army during World War II. After the war, the Army had no use for the facility and in 1959 sold it to the Perry Equipment Company for a salvage operation. Two years later, in December 1961, the company sold the property for $600,000 to the City of North Little Rock, which had plans to develop the area into an industrial park.

The first European to see what Maumelle is now was the Spanish explorer Hernando De Soto. In 1541, he and his men made their way up the Arkansas River searching for gold.

Very little is known about activities in the Maumelle area prior to 1812 because early settlers neglected to record events. They were primarily interested in survival in this rugged territory.

North Little Rock's plans were unsuccessful, and the land was put up for sale again. The land was purchased by Jess Odom for a little more than 1 million dollars to begin his New Town Project.

Jess P. Odom, an Arkansas businessman and insurance executive, submitted an acceptable bid for the approximately 5,000 acres and set out to fulfill his vision of building a "New Town." He formed Maumelle Land Development, Inc. and with assistance

from the U.S. Department of Housing and Urban Development, designed a master plan for an ideal community in which people of varying backgrounds, interests and income levels could live together in a harmonious blending of individual pursuits.

industries, shopping centers, churches and schools. The population today exceeds 18,000 residents. The planned community was declared a first-class incorporated city on June 20, 1985 and has a mayor/alder-manic form of government.

Maumelle became one of the thirteen "New Towns" that sprung up across the nation in the early 1970s. By the spring of 1974, the new town's infrastructure, complete with a master plan, was in place and the first family moved in. They chose an ultra-modern home in the fashionable Club Manor Subdivision near the number two tee on the Maumelle Country Club golf course. A brass historical marker commemorating the occasion was attached to a wall inside the home.

One of the early settlers was General Edmund Hogan who served in the special Arkansas County Militia of the Missouri Territory. He and his wife built a home in the vicinity of the River Run Subdivision in 1821. His home was reported to be the finest in the Arkansas Territory.

One of the first notable events in Maumelle on record was the arrival of a group of settlers from northern Alabama in March of 1812. They were led

by Jacob and James Pyeatt, who were brothers.

The area in which they settled is now a part of the golf course of the Maumelle Country Club.

The settlement became known as Pyeatts town.

Jacob Pyeatt operated a ferry on the Arkansas River and James Pyeatt was a farmer.

It was at the home of James Pyeatt in 1812 that the Reverend John Carnahan, an exhorter for the Cumberland Presbyterian Church, conducted the first Protestant services ever held on Arkansas soil. By 1819, the settlement had grown to include more than 150 people. It was reported to be a center of fashion, intelligence and religion.

James Pyeatte continued to operate a large farm until his death in 1833. He was buried near his land in a small cemetery that is now near the Maumelle Country Club’s golf course. His grave is marked with a hand carved headstone made from sandstone.

The Pyeatte-Mason cemetery is located at Lily Drive and Waterside Drive. It occupies a small, wooded lot and has ten marked graves.

It contains graves of some of Pulaski County's earliest settlers, the Pyeatte and Carnahan families.

The land in Crystal Hill for which Governor Miller had paid hundreds of dollars was sold in 1843 for taxes in the amount of $3.99. Only farmers remained in the Maumelle area in the mid to late-1800s.

Since its beginning nearly 200 years ago, Maumelle has grown into an attractive and complete community with businesses and

General Hogan was also appointed the first postmaster of the Crystal Hill-Maumelle area and was a representative to the legislature of the Missouri Territory, of which Arkansas was then a part. In March of 1821, General Hogan registered a plat for a town site to be called Crystal Hill. However, no record of the plat of the exact location of the town exists. It is believed the town now lies under the Arkansas River just south of Maumelle.

James Miller was appointed governor of the Arkansas Territory in 1819 and in 1822 he purchased most of the property belonging to General Hogan including the General's fine home. At that time, the territorial capital was at Arkansas Post and the governor traveled from his Crystal Hill home. Governor Miller wanted a new territorial capital built near his Crystal Hill home, but the territorial legislature voted to build it in Little Rock. Maumelle missed becoming the capital of the territory and state by a small margin. In spite of not getting his wish, Governor Miller continued to purchase land in the Crystal Hill area, including a ferryboat.

Before being appointed territorial governor, Miller had won acclaim as a soldier and hero in the battle of Lundy's Lane in the War of 1812. He was a good soldier and knew his duties. Military techniques do not solve political problems and he was unable to control the politics of early Arkansas. Governor Miller did not remain long in Arkansas. In 1822, he returned to his native New Hampshire. An old monument honoring him is located on the north side of Palarm Creek where it crosses Highway 365 near Maumelle. The monument is made of pieces of crystal set in concrete.
