The Ripples // September 2026

September From the General Manager, Mark Krtek As summer begins to wind down and the colors of fall start to appear, September is the perfect time to reflect on the strong sense of community that makes our neighborhood such a wonderful place to call home. Whether you've been enjoying family gatherings, back-to-school activities, or simply spending time outdoors, we hope the season has brought great memories.

We continue to use our Envision Plan as a tool to help guide us in building the budget and Lakewood Improvement Plan. This month brings exciting opportunities to connect with neighbors, stay informed about community projects, and prepare our homes and landscapes for the cooler months ahead. In this newsletter, you'll find important updates from the Board, upcoming community events, maintenance reminders, and helpful information to keep our neighborhood looking its best. This is also an important time for us as we begin the budget process for our community. The Staff and various committees will work together to ensure we are putting together a strong plan for the coming year. We continue to use our Envision Plan as a tool to help guide us in building the budget and Lakewood Improvement Plan. Thank you for your continued support, involvement, and commitment to making our community welcoming, safe, and vibrant for everyone. We look forward to a great autumn season together.

From the Boardroom Debbie Stalnaker, Board President

As summer begins to wind down, it’s hard not to reflect on what a great season it has been in Lakewood. From the Fourth of July celebration and Cardboard Boat Races to Nine & Wine and Concert on the Rock, our Activities Committee, Clubs and staff have once again given us plenty of opportunities to enjoy our community. These events are just one of the many perks of living in Lakewood. But while many of us are enjoying the final weeks of summer, planning for next year is already underway. Behind the scenes, our committees are beginning their annual work of looking ahead—reviewing priorities, identifying needs and considering opportunities for the coming year. At the same time, staff are evaluating operational needs, projects and resources as we begin developing the 2027 budget.

Our strategic plan encourages us to look beyond the immediate and make thoughtful decisions that support Lakewood's long-term priorities and sustainability. So, what does that process look like? It starts with many voices. Throughout the year, residents share ideas and requests for improvements through the Lakewood Improvements Program. Beginning in September, the Facilities & Development Committee and Finance Committee work with staff

6

The Ripples // September 2026

to review those requests, along with operating needs, projected revenues and available resources. The committees then work together. In October, the two committees come together to consider the big picture—balancing the needs of day-to-day operations with opportunities for capital improvements and developing recommendations for the Board.

The Board will review the recommendations and consider any member input before voting on the 2027 budget at its November 12 meeting. Residents then have an opportunity to weigh in. On Thursday, November 5 at 7:00 p.m. at the Clubhouse, the committee chairs will present their recommendations for the Operating Budget and Capital Improvements Budget. This public meeting is an opportunity to learn more about proposed projects, the 2027 dues and reserve recommendations, and to ask questions before the recommendations go to the Board. Finally, the Board makes the decisions. The Board will review the recommendations and consider any member input before voting on the 2027 budget at its November 12 meeting. What I appreciate most about this process is that it is not one person—or one group—deciding what is best for Lakewood. It brings together the perspective of residents,

the expertise of our staff, the thoughtful work of our committees and the oversight responsibility of the Board. It is also ENVISION Lakewood—Planning Today for Tomorrow—in action. Our strategic plan encourages us to look beyond the immediate and make thoughtful decisions that support Lakewood's long-term priorities and sustainability. Speaking on behalf of your Board, we are grateful for the many residents, volunteers and staff who contribute to making Lakewood the special community it is. We are committed to listening, planning thoughtfully and making decisions that balance today’s needs with Lakewood’s long-term interests. The work of planning for tomorrow is a shared responsibility, and we look forward to continuing that work together—with transparency, thoughtful discussion and a clear focus on the future of our community. Together, we are Planning Today for Tomorrow.

Facilities Development Committee & LIPs Edition The FDC (Facilities Development Committee) is an advisory committee to the LPOA Board of Directors. Their mission is to recommend the allocation of the Capital Expenditures budget and LIP (Lakewood Improvement Program/Lakewood Improvement Proposals), which is the variance between revenue-less expenses in the Operating Budget as recommended by the Finance Committee. They make recommendations only and do not oversee any purchases, projects or repairs. These allocations can be Capital Expenditures or lesser items that fall under repairs or maintenance not related to the everyday operation of the LPOA. This includes prioritizing allocations for:

• • • •

Reserve Funding management All Capital Improvements Projects Planned or Unplanned Amenity and equipment repairs, updates and maintenance Debt Alllocation* *IF NEEDED

What is the diference between Capital Expenditures and the Operating Budget?

Operating Budget

capital expenditures

• Ongoing operation costs, such as salary, contract and part-time employees and insurance

• Necessary upgrades or replacements of exisiting amenities or assets

• Office building rental and utilities

• New or updated equipment

• Fuel for work vehicles

• Reserve funding into ongoing projects

INCLUDING BUT NOT LIMITED TO

INCLUDING BUT NOT LIMITED TO

• Digital operational services & subscriptions

What is an LIP, and how do they fit into the Capital Expenditures budget? LIPs essentially serve as notice of high priority & ongoing repairs, replacements, or new purchases related to exisiting amenities. The list* below shows submitted & approved LIPs from 2025:

Marinas

CLUBHouse

• Marina Reserve Fund

• Clubhouse Remodel Reserve Fund

• Upgrade Security Cameras to 4K

• Replacement of 2 ACs • Upgrade Clubhouse Surveillance to 4K

How are LIPs chosen for approval? Lakewood’s Facilities Development Committee begins meeting in September and starts the process of sorting through the requests that were submitted by the July deadline. These requests can be submitted by members, committees and staff. Improvement projects must be carefully considered and analyzed for level of importance and urgency. Items concerning safety, or those necessary to the operation of the association will be considered first. Many factors are taken into consideration, such as:

• • • • •

Is it a want or a need, or otherwise required to bring us up to code? What percentage of membership will benefit from it? Does it make financial sense to replace it now, rather than a year from now? Does it fit into Lakewood’s overall budget? Does it support the ENVISION Lakewood Strategic Plan?

These and other questions must first be answered before the final draft is presented to the Board in November for approval.

When will we hear what LIPs are chosen for the 2026 year? LIPs will be shared in a presentation at the Public Budget Meeting on November 5, 2026 which all residents are invited to attend. This presentation namely includes the proposed budget for the coming year, and is compiled by the FDC and Finance Committee Chairs and the General Manager. Then, after Board and Staff have had time to review, LIP approvals will be made at the November LPOA & LHC Board Meeting.

What is the difference between a Work Request & an LIP? Whereas a Work Request is to repair or treat an asset or amenity of Lakewood (trimming of tree, general lawn and sidewalk maintenance, etc.) an LIP would be the replacement or upgrade of an asset or amenity, or something entirely new (new pool fencing or pool deck, new parking lot surface/paint, additional dog waste station, etc.) This differentiation is helpful to remember should you ever choose to submit an LIP in the future, or question what constitutes an LIP vs a Work Order. And, as always, our staff is here to help with the submission or drafting process.

What happens to unapproved LIPs? LIPs that are not approved are recorded and saved for the FDC to revisit in the future and evaluate where it falls in the Association’s capability, capacity, and urgency to complete. Additionally, some requests may fall under City Jurisdiction. So, if you are thinking about submitting an LIP (one you have submitted previously), first check with Staff to see if it is within Lakewood’s jurisdiction, and whether it lives in existing LIP records.
