November From the General Manager, Mark Krtek

As the holiday season begins to approach, November gives us an opportunity to come together as a community, reflect on what makes Lakewood special, and look ahead to several important events and projects coming in the near future. We encourage residents to stay engaged with LPOA communications and calendar events, especially as plans for 2027—how we intend to continue investing in amenities that enhance our quality of life—enter discussion. The annual Clubhouse Committee Sponsored Veterans Day Appreciation Dinner is set for November 11. This special evening is dedicated to recognizing the service and sacrifice of the veterans who live in our community! Please join us as we gather with neighbors and friends to express our gratitude to those who have served our country. Their commitment and dedication deserve our appreciation not only on Veterans Day, but throughout the year.

We encourage residents to stay engaged with LPOA communications and calendar events, especially as plans for 2027—how we intend to continue investing in amenities that enhance our quality of life—enter discussion. The future of our community depends on thoughtful planning, responsible stewardship and intentional resident engagement. On November 5, residents are invited to attend the public presentation of the proposed 2027 Budget and Lakewood Improvements Program (LIP). This meeting is an opportunity to learn about upcoming priorities, capital improvements, and investments that help maintain and enhance the amenities, services, and infrastructure that make Lakewood a premier place to live. There is much excitement surrounding the ongoing plans for the transformation of the existing Oaks Pool into a Wellness Pool. This project reflects the changing needs and interests of our residents by creating a destination focused on health, fitness, rehabilitation. While additional details and timelines will be shared as planning progresses, this is an investment that represents our ongoing commitment to providing amenities that serve residents of all ages and support healthy, active lifestyles for years to come. We look forward to seeing you around as the holiday season grows closer and thank you for helping make Lakewood such a strong and connected community.

From the Boardroom By Board President Debbie Stalnaker in collaboration with Randy Wistoff, Board Treasurer 2027 BUDGET:

Planning Responsibly for Lakewood’s Future As the Board and Staff work through the 2027 budget process, both the Finance Committee and Facilities Development Committee are recommending that the Board consider a maximum dues increase for 2027.

Price Index (CPI) of 3.25%, based on the July 2025 number over the July 2026 number. Since that time, the latest CPI, reflecting the 12-month period ending September 2026, has increased to 3.6%.

We recognize that any increase in dues affects our residents and their household budgets. We also understand that residents want to know their dues are being managed responsibly and that decisions are being made with the community’s best interests in mind.

While CPI provides a useful measure of general inflation, it does not necessarily reflect the actual cost of operating and maintaining Lakewood. Our expenses are influenced by specific costs, including labor, utilities, fuel, materials, contracted services and insurance, some of which are increasing at rates above general inflation.

No dues increase has been approved at this time. The recommendation is part of the budget process and is intended to ensure that LPOA has the resources necessary to maintain our community, meet rising operating costs and continue planning responsibly for Lakewood’s future.

Why Is an Increase Being Considered? –

The cost of operating and maintaining Lakewood continues to increase. Several key factors are being considered as part of the 2027 budget.

Insurance — A Significant Increase

Our master insurance premium is expected to increase 45%. The majority of this increase is in general liability and excess policies. Insurance is an essential cost of protecting our community and its assets, and this increase is largely outside of the LPOA’s control.

Labor, Maintenance and Operating Costs

Labor, utilities, fuel, materials and contracted services all affect the cost of maintaining our common areas, amenities and other community assets. These are the everyday expenses necessary to keep Lakewood operating and maintain the quality of our community.

Inflation

When developing the proposed 2027 budget and calculating the recommended dues increase, LPOA used the Consumer

The Ripples // November 2026

Amenities and Resident Priorities

These recommendations reflect ongoing efforts to maintain the quality of our community and respond to resident priorities. Each must be evaluated alongside available resources and our long-term financial responsibilities.

Strengthening Reserve Funds

Adequately funding our reserves is essential to Lakewood’s long-term financial health. Reserves help ensure we are prepared for major repairs and replacements without placing an unexpected financial burden on residents in the future. This year is particularly important as we begin building a dedicated Dam Reserve Fund, establishing a responsible funding source for one of our community’s most significant long-term infrastructure needs.

Long-Term Financial Stewardship

Dues provide the primary source of funding for LPOA operations. Our responsibility extends beyond covering today's expenses. We must also maintain our community's assets, prepare for future needs and make decisions that support Lakewood's long-term financial sustainability.

Thoughtful Decisions for Our Community –

We recognize that discussions about dues increases can be difficult. No one wants to pay more than necessary, and the Board takes that responsibility seriously.

It is important to understand that these recommendations are not made in a vacuum. Our committees and Board are made up of fellow Lakewood residents who volunteer their time because they care about this community and its future. They work alongside staff to review expenses, evaluate priorities, consider alternatives and weigh the financial implications of their recommendations. These are not always easy decisions, and there are often competing priorities to balance. The goal is to make thoughtful, informed decisions that serve the broader community, both today and in the years ahead. The recommended maximum increase is intended to provide the resources needed to maintain the quality of Lakewood while planning responsibly for the future. It also supports the priorities established through ENVISION Lakewood — Planning Today for Tomorrow — including maintaining high-quality amenities, operating efficiently, practicing fiscal responsibility and protecting Lakewood’s long-term sustainability.

Your Voice Matters

–

No final decision has been made. Resident input is an important part of this process, and we encourage you to participate. Please join us for the Public Budget Meeting on Thursday, November 5, at 7:00 p.m. This is an opportunity to learn more about the proposed 2027 budget, ask questions and share your perspective before the budget is finalized. We may not always agree on every recommendation, but we share a common interest in maintaining a community we are proud to call home. Your participation helps the Board better understand resident priorities as we work through these important decisions.

Some things to note: • These repairs will not include city sidewalks in the City Right of Way, only sidewalks owned by the association. • This project will be ongoing over the next year or so. • Be advised there will be staging of materials, including gravel, lumber, etc. that you may see on the streets and common areas while the project is underway. • Contractors will use LPOA property as access and not members private property.

10

The Ripples // November 2026

• Heavy equipment will be used for tearing out and replacement of sections of sidewalks, so please ensure that personal items are not stored on LPOA property. As well, if any private irrigation heads, landscaping, etc. exist on common ground and are impeding the contractor's access, they will be removed and not replaced. Please contact the Community Service Office at 816-373-4343 with any questions.

Online Card Payments Your Guide to Online Card Payments on Northstar In April of 2025, the LPOA-LHC Board of Directors approved the purchase and implementation of a new HOA management software, Northstar. This conversion from TOPS (our previous software) came after 17 years and continues to bring us new capabilities and resident-friendly technology. Along with a NorthstarLPOA Member Site, we introduced an accompanying app.

YourName

The login to the member site can be found at its direct link, members.lpoa.com or as seen on our website lpoa.com in the image below: CLICK HERE!

Additionally, you can download and login to the App by searching “ LPOA ” in your respective App Store. Just look for the tree! Once you are logged in using your Member Number (on the front of your Lakewood ID Card, written as 1234-000) and password, navigate to the “Pay HOA Fees” button or dropdown tab as shown below:

Your Name

12

The Ripples // November 2026

YOUR ADDRESS 1234 NE Main Dr.

YOUR ADDRESS

Understanding the Payment Tabs Within the member site payment pages, there are two account tabs you’ll see listed. The left will show your Property Address, and the right will show AR/Member Charge Account, otherwise known as miscellaneous charges. To break it down further, the charges under each tab are: Property Address Charges:

AR/Member Charges:

• LPOA Assessments

• Meals (Argyle & Pub)

• Boat Sticker Purchases

• Parcel Assessments

• Snack Bar

• Boat Sticker Attachment Fee

• Citations/ Violations

• ID cards

• Trailer rentals

• Pool Guest Passes

• Legal Fees

• Lake Water Irrigation

• Pontoon Rentals • Storage Lot Fees • Boat Rack Fees

• Christmas Tree Pickup

• Activities Committee Fees (Pancake Breakfast, BBQ meals, etc.)

You might wonder why the two balances are separated—the money will always have to be broken out and put into the correct category within our system, but when you pay with either a check, cash, or ACH deposit, this process is done by your Staff. When you use the online card payment module, you are depositing into the two separate account categories yourself, so the break out is done before it reaches us. Therefore, when you go to make an online card payment, you must pay the total balance due under each account category. This is to ensure that when we receive your payments, we do not have to guess at which things you were paying for and can both efficiently and accurately apply the balances to your account, avoiding things like automated late payment fees or flags on your account. If you were to pay all balances on one tab, it will not automatically apply to the other, essentially sitting in that category as a credit balance until applied when a new balance is due. Lakewood is unique in many ways compared to other HOAs—part of the reason our software is structured the way it is stems from our integrated ability to allow residents to post AR/Member Charges directly on their accounts. These charges include the purchases made at the Lakewood Oaks Country Club, which is a separate entity from LPOA. What is a great feature and ability also makes for a few more steps than an HOA would typically take—but it keeps the option for residents to pay for dues, restaurant meals, rentals, event charges & more all under one software. If you have any questions, we are here to help! Call us at (816).373.4326

LAKEWOOD ARTISTS SERIES

ART EXHIBIT By Cariann Dureka As many have already seen, the 2nd Phase renovation of the Lakewood Oaks Clubhouse has been finalized and designed to carry on the same look and feel of the lobby and northwestern portions of the building. As a result, the Lakewood Artists gallery has been reinstated with new lighting and hanging systems, and we are excited to welcome back our community of artists to display their works. Featured this month are three long-time displaying artists and residents Carole Gray, Jennylynne Gragg and Mike Lewis.

CAROLE GRAY Carole’s abstract works continue to draw viewers eye through her signature delicate intertwining of linework and color while tackling themes of memory, passage of time, and self-reflection.

JENNYLYNNE GRAGG Expressive, warm and textured, Jennylynne’s oil works take on familiar subjects and breathe new life into them—it is through her eye that fields of flowers and autumn landscapes become timeless and vibrant.

14

The Ripples // November 2026

MIKE LEWIS Mike’s photography capture nature in both the micro and macro scale—connecting us to otherworldly scenes as in his underwater shots of marine animals and drawing parallels to our own lives.

These works and more will be available for viewing through the month of November. If you are interested in displaying work, please contact Carole Gray at cjegray@gmail.com. You must be at least 18 years old to be considered!

We all love our pets, but we also have to be mindful of our neighbors when using shared amenities. A common complaint that we receive are those of folks that allow their dogs to run “off-leash” on the common areas. It may seem harmless, but please remember that these are shared spaces for all of our members use, and this activity makes many of our residents uncomfortable—in addition to being potentially unsafe should your dog approach another or run into the street. You can never guarantee your pet will not become aggressive, or that someone else’s won’t. It is not just a LPOA regulation, but also a violation of Lee’s Summit City Ordinance (https://cityofls.net/animal-control), therefore authorities may be called on offenders. Sean Bachtel LPOA Director of Community Relations WE URGE EVERYONE TO BE RESPONSIBLE PET OWNERS: COMPLY WITH LICENSING REQUIREMENTS, LEASH LAWS, AND ENSURE THAT YOU DISPOSE OF ANY PET WASTE WHILE ON YOUR WALKS.

LPOA LAKE USE COMMITTEE AND BASS CLUB RELEASE 12,000 SHELLCRACKERS TO FIGHT ZEBRA MUSSELS A NATURAL, LONG-TERM APPROACH TO PROTECTING LAKEWOOD LAKES Lakewood Lakes have 12,000 new residents! Volunteers from the Lakewood Property Owners Association (LPOA) Lake Use Committee (LUC) and the Lakewood Bass Club teamed up in October to stock the lakes with red-ear sunfish, better known to anglers as “shellcrackers.” The fish were delivered by Wallace Fish Farm of Allen, Kansas, and released at the lake’s boat ramp with help from volunteers of all ages.

AN ALLY AGAINST ZEBRA MUSSELS Zebra mussels have become a serious problem in Lakewood Lakes.

These invasive mussels clog intakes, coat docks and rocks with sharp shells, and compete with native wildlife for food. Red-ear sunfish are one of the few fish built to eat them. Strong, grinding teeth in their throats let them crush the hard shells of mussels and snails, which is how they earned the shellcracker nickname. Shellcrackers won’t eliminate zebra mussels on their own, but they add steady, natural pressure on the population. They are also a popular panfish, so anglers can look forward to better fishing as the new fish grow.

FUNDING AND A LONG-TERM PLAN The LUC paid for this stocking from its fish stocking funds. Building on this effort, the committee plans to propose red-ear stocking as a regular

lake maintenance item, so the lakes receive ongoing protection in future years rather than a one-time boost.

THANK YOU, VOLUNTEERS! This project happened because neighbors showed up. The Lake Use Committee extends its deepest gratitude to every volunteer from the LUC and the Bass Club who gave their time — coordinating the delivery, hauling buckets, and carefully releasing thousands of fish into their new home. Your hard work and care for the lakes make a real difference, and the whole Lakewood community thanks you. A special thank-you goes to Wallace Fish Farm for delivering healthy fish and for their expertise on stocking day!

NOVEMBER Maintenance Update

John Thomas, Maintenance Manager
