From the General Manager, Mark Reid

Summer vacations have started, and we are now in the busiest season in the neighborhood on several fronts. The Pools are open, boats are back on the lakes, courts are in use and the Country Club and Golf Course are buzzing with activity. This part of the year is what many residents look forward to the most, and for good reason.

Mr. Mark Krtek has started his employment with the LPOA and now holds the title of General Manager – Select. Mark was previously the General Manager of the Kansas City Hilton Hotel at the Airport. He has a Bachelors of Science degree in Hospitality Management from Missouri State University. Why the title General Manager – Select? The reason is that I am retiring and, Mark has been selected by the Board of Directors to be the General Manager over the LPOA and Lakewood Holding Company once training has completed he will assume full responsibility for the two organizations on December 1 of this year. As you know, Lakewood is a large scale community with a complicated structure of single family and multifamily parcels as well as many amenities and common ground to care for. As well, the Country Club and 18-hole golf course yields its own challenges annually. By design, we established a 6 to 7-month training program where Mark Krtek could learn our system, our history and our policy and governing documents as well as have the time to get to know our members. Mark and I will be working closely along with all staff to make sure that our knowledge is transferred and Mark can begin 2026 from a most effective and efficient position. As I have stated previously, my last day with the company will be 12-31-25.

As your current GM, I am responsible for executing the 2025 Operating and Capital Improvements budgets for the LPOA and Lakewood Holding company through the end of the year. I will also, as part of the training program, assist Mark Krtek in the preparation of his proposal to the Board for the 2026 Operating and Capital Improvements budgets for LPOA and LHC which he will be fully responsible for effective 1-1-26.

This program is not new to Lakewood. It is fundamentally the same program that was originated when I took over from our wonderful former GM, Kathy Howe, 14 years ago.

As of our May Board of Directors meeting, our officer positions were filled. Kim Curran has taken the helm as Board President, Debbie Stalnaker was elected as Vice President, Rob Regier as Secretary, and Steve Arbo as Treasurer. While all Board members volunteer a commendable amount of time to serving the LPOA community, the officers dedicate that and more, so I extend my gratitude for their commitment and wish them the best.

The ENVISION Lakewood Strategic Plan was unanimously approved by the Board of Directors at the April Board meeting. This was a large, comprehensive project, almost eighteen months in the making, and it wouldn’t have been possible without the input and support from so many throughout the community.

Now that we have a plan in place, it will provide a framework for making more informed decisions, grounded in the feedback and survey data we received from you, the residents.

several committee chairs. A Visioning Questionnaire was also completed by the Steering committee. This process helped to identify key challenges and opportunities, as well as a desired “future state”.

Next, we initiated a series of four surveys, (three LPOA and one LOCC). These surveys were conducted online and the data gathered was used to inform the strategic planning process. Surveys were released in October, November, December of 2024, with the final survey released in February of 2025. These surveys received much higher response rates than are typical for this type of engagement and provided important data for the goals and strategies that were included in the plan.

The Committee created a vision statement, shared values, and an updated mission statement for the community. The results of the first survey were used to identify the four focus areas for the plan – Amenities, Operations, Community & Culture, Transparency & Trust. Goals were established, followed by strategies. Once the strategies were selected, they were presented back to the community in the final survey which helped identify priorities. The good news -survey results show that we’re on the right track and doing many things well – but there’s always room to grow and improve, and we’re committed to continuing to listen, learn and improve wherever we can.

The Vision Steering Committee formed in March of last year, went through a formal Request for Proposal process for a consultant, and contracted with Shockey Consulting in August 2024. The community engagement process began with a series of stakeholder interviews with LPOA Staff, the Board executive committee, and

Lakewood Security Committee

Following the Ad-hoc Security Committee, which was appointed by the Board in order to help assess safety in the Lakewood community, a permanent standing committee was established in October 2024. The goal of our committee is to be advocates for community security to the Board, communicate updates to Lakewood regarding crime, and provide recommendations to the board for security related projects.

At the first meeting as a standing committee, we met with LSPD Community Interaction Officer Phillip Tucker. His overall message was that Lakewood has a low incidence of crime compared to other areas of Lee’s Summit and that Lee’s Summit crime is lower than the adjacent communities. Officer Tucker stated that crimes of opportunity are the largest contributors in Lakewood and we could reduce incidence further by doing simple things like: locking all exterior doors (including the one from the garage to the house), keeping garage doors closed, locking any vehicles outside and not storing valuables in them.

For example, using the crime mapping application on the City of Lee’s Summit home page, from 9/1/2024 –12/31/2024 there were 81 records for the Lakewood area. Approximately half of the incidents appear to be attributed to

vehicle break-in, vandalism, and larceny. By comparison 327 incidents occurred in the same sized area surrounding LSPD headquarters over the same timeframe with close to fifty percent for larceny alone.

A question was raised during a meeting regarding why Lakewood does not refer to the Community Service Department as “Patrol” or “Security”. The response from

Committee Staff Liaison Sean Bachtel was that Lakewood Community Services are not a security team and do not provide home patrolling services due to risk and safety of staff. This department’s main function is enforcement of Lakewood’s Rules and Architectural Guidelines on the properties located within the Lakewood area. They do perform checks on homes for residents that are out-of-town that have completed and submitted the Residence Check form, however. LSPD also provides a similar service by completing a form found on their website. Residents are encouraged to contact LSPD regarding potential crimes and Lakewood services for association related issues. Below is a general guide.

• Call 911 to report any suspicious (including loitering) or criminal activity in situations with imminent safety risk. Officer Tucker stressed to call 911 and not approach the situation.

• Call LSPD using the non-emergency number (816-969-7390) for criminal activities that have already occurred/without imminent safety risk (eg, home or auto break-ins, theft, and vandalism).

• Call Lakewood Community Services for any non-crime related concerns such Lakewood-related nuisance (eg, rules violations, ID checks, unsafe behavior on the premises or lake, etc.) as well as preventative checks such as open garage doors.

One thing of note is that a new page has been added to the LPOA website for the Security Committee which provides information and links related to safety in Lakewood. And we will provide updates periodically in the Ripples, and Lakewood email-blasts.

In conclusion, crime is relatively low in Lakewood and residents should be reassured that despite social media hype, it is not increasing. The biggest type of crime in Lakewood is largely avoidable by taking a few personal precautions.

In order to bring this top of mind with our residents we propose an education program. This can be accomplished using the email blasts and Ripples articles timed to co-inside with boating season a regular reminders about garage doors, vehicle contents and locks and periodic crime statistics. We would also suggest people install cameras and garage door automation devices.

LAKEWOOD ARTISTS SERIES MAY & JUNE ART EXHIBIT

A place to present artists of all mediums

Mike Lewis returns to the Argyle once again to exhibit his remarkable photography. Since his last exhibit, Mike has been looking through some of his former photos with the purpose of applying some new techniques or rediscovering some forgotten gems. In this exhibit, visitors to the Argyle will see some pictures which have been on Mike’s computer hard drive for a while, but are just now seeing the light of day. As always, Mike’s goal is to “catch and release.” That is to capture an image which speaks to him and share it with others.

Jennylynne Gragg

Last January, Jennylynne had a surgery that kept her from her usual plein air season. She was also told she couldn’t work in her favorite mediums of oils and pastels due to a toxic reaction from one of her medications. Fortunately, this led her to try a new (approved) medium--watercolor. She thoroughly enjoyed taking an online class with a national water colorist. Eventually, she was allowed to go back, with precautions, to her oils and pastels. Jennylynne will participate in two upcoming plein air events and has been painting in her garden and gardens of her friends. She will be exhibiting paintings from around Lakewood and hopes soon to be painting from their pontoon boat, as soon as the weather permits. Painting from the water gives her an opportunity to see our beautiful community from a very different perspective.

Photographer and local artist, Lori Hahn will be featuring her latest work, showcasing a series of photographic prints and mixed media paintings that combine classical portraiture, highlighting children and family pets in her own unique, timeless style. As owner of VanDeusen Photography, Lori has earned recognition for her thoughtful, collaborative approach that ensures every portrait reflects the personality and heart of her subjects. As a result, Lori has been named a Top 10 Photographer in Missouri, and has earned many other local, national, and international awards throughout the years. Since 2009, pet portraiture has remained a signature focus of her work. Lori’s dedication to animal welfare extends beyond the studio as well and she is an active volunteer with Dutchie Buns Rescue, a local rabbit rescue organization. Looking ahead, Lori is developing new projects that lean into storytelling—images that celebrate the bonds between people and their animal companions. Lori welcomes the opportunity to help you capture meaningful moments, whether it’s to mark a milestone, preserve a memory, or simply celebrate life’s everyday beauty.

Dave True

Lakewood resident Dave True has released his third "True Crime" novel titled Memoirs of a Treasury Agent, detailing his investigating cults, militants, terrorists, arsons, bombings, illegal firearms and murders with ATF in the United States and South America.

Over the course of 29 years, Dave True rose from a rookie cop with the St. Louis Police Department to Supervisory Special Agent for the Bureau of Alcohol, Tobacco and Firearms. In Memoirs of a Treasury Agent, he takes us along on a one-of-akind journey through his most memorable investigations.

In these memoirs, True relives the events of his storied career, but also shares the emotional highs and lows only found in a career in law enforcement.
