The BIAWC is a member-driven organization working to support all aspects of construction in Whatcom County for the benefit of our members and the building needs of our community.
VISION
Our Goals: • That homeownership can and should be within the reach of every American family • That American homes/housing should be well designed, constructed, and located • That American homes/housing should be built under the free enterprise system To achieve these goals, all members pledge to uphold the following: • Our paramount responsibility is to our customer, our community and our country. • Conduct our business in a manner that will reflect positively on our association, our industry, and ourselves. • Avoid statements or implications that may be misleading or deceptive; to promote honesty as a guiding business policy . • Describe accurately and honestly the price, materials, and standards of workmanship used in our projects. • High standards of health, safety and sanitation shall be built into every home and building. • Deal fairly with everyone involved in our projects including employees, subcontractors, suppliers, and customers. • Encourage research to develop new materials, building techniques, improved building practices, and financing methods. • Perform to the standards of the NAHB residential construction performance guideline in effect at the time of construction. • Support our local, state, and national associations and all related industries concerned with providing affordable housing. • As contractor members of the Building Industry Association of Whatcom County, we are registered, bonded, and insured with the state of Washington. • Do business with association members whenever possible. We assume these responsibilities freely and solemnly, mindful that they are part of our obligation as members of the Building Industry Association of Whatcom County.
BAKER CREEK PLACE Searching for meeting space? We have several options and would love to help. The Banquet Room welcomes the sun through large windows overlooking the woodland. At 3,000 square feet it seats up to 300 theatre style or 200 at rounds. Also includes an outdoor patio area and catering kitchen. The Pat Jones Room is a private room with windows to the forest. It can seat up to 49 classroom style or the tables can be configured for executive meetings. Includes a sink and coffee maker.

How do you choose a Builder or Remodeler?
The quality of a new home or a home remodel will in large measure be determined by the skill of the builder who constructs it. We recommend you shop for a contractor as carefully as you shop for the features of the home. Whether you are buying or remodeling a condominium, a townhouse, a home in a subdivision, or a custom built home, you need to know that you are buying a good quality home or remodel from a reputable builder. How do you find a skilled builder? First make a list of builders who build the type of home or remodel you’re looking for. BIAWC’s Buyer’s Guide, the Master Remodelers Council (MRC) Referral Service, and Built Green® are good sources to find qualified and skilled professionals to meet your housing needs. Review the roster of builders and remodelers who are active in your area, the types of homes they are building or remodeling, and the products and services they offer. Local real estate agents may also be able to help you in your search. Ask friends and relatives for recommendations. Ask about builders they have dealt with directly, or ask them for names of acquaintances who have recently had a good experience with a builder. Once you have a list of builders, how can you find out about their reputations and the quality of their work? The best way to learn about builders is to visit the homes Is your contractor registered? they have built or remodeled and talk with the owners. Verify that the contractor registration
When shopping for a new home, you should try to talk to number is current with L&I at www.lni.wa.gov. people who have purchased homes from the builder. Ask builders on your list for the addresses of their recently built houses, subdivisions, or condos/townhomes. Builders may even be able to provide names of some of the new home owners who would be willing to talk with you. Don’t be shy about approaching people. Even knock on some doors if you have to. The worst that usually happens is that someone will refuse to talk to you. However, in most cases, a builder’s previous customers will be quite open with you. If they are unhappy with their homes, they will let you know. And if they are happy, they will want to give the builder more business. Try to talk to at least three home owners per builder and do not rely on the view of only one person. This holds true for remodelers also. Talk to customers of these contractors. Try not to rush through the process of choosing a contractor. Set a reasonable timetable for your search and do not make your decision until you are comfortable about what you are doing. When you talk to builders and home owners, take along a notebook to record the information you learn and your personal impressions about specific builders and homes. This will help you make comparisons later. Some questions you can ask people include: Are you happy with your home? Did the builder do what was promised in a timely manner? Would you buy another home from this builder? Has the builder followed up on punch list items and any problems occurring after moving in the home?
Shop for quality and value: Look at new homes and remodeled homes whenever you can. BIAWC’s Tour of Remodeled Homes, and Home & Garden Show, as well as open houses sponsored by builders are good opportunities to get to know the builder, their products and services. Model homes and homes displayed in these shows are often furnished to give you ideas for using the space. When examining a home, look at the quality of the construction features. Inspect the quality of the cabi-

netry, carpeting, trim work, and paint. Ask the builder or the builder’s representative lots of questions. Get as many specifics as possible. If you receive the answers verbally rather than in writing, take notes. Never hesitate to ask a question. What seems like an insignificant question might yield an important answer. Always keep value in mind when shopping. Just because a home is less expensive than another does not mean it is a better value. Likewise, a more expensive home does not automatically assure higher quality. A home is primarily a place to live, but it is also an important investment. Consider the appreciation potential of any home and the possible future influences that location, schools, housing supply and demand, and other market factors will have on the value of your new home. Another important aspect of value is design quality. When you look at a home, determine whether it will suit your lifestyle. Is there enough living space? Are there enough bedrooms and bathrooms? What about storage space? Will you have room to accommodate special interests or hobbies – for example, a large kitchen for casual entertaining, or a room for a home office or exercise room? Is it too big? Think about the amount of upkeep required both indoors and out. Consider also the location of the property. Is it convenient to transportation, shopping, schools or other places of interest to you?
Ask questions about service:
When you buy a new home or a home remodel, you are not just buying a structure. Along with the structure comes a package of services, and the quality of those services will have an important effect on your enjoyment of the house. One important criterion for selecting a builder is the warranty provided on the home. Most builders offer some form of written warranty. Many builders back their own warranties on workmanship and materials, typically for one year. Other builders offer warranties backed by insurance companies. Ask to see a copy of the builder’s warranty. Don’t wait to read it until after you move in and a problem arises. If you have any questions about the coverage, ask the builder. Also, find out from each builder what kind of service you can expect after the sale. Typically, a builder makes two service calls during the first year after you move in to repair non-emergency problems covered by your warranty. The first call is usually 30-120 days after the move-in, and the second is around the eleventh month – right before any one-year warranties on workmanship and materials expire. For emergencies, the builder or remodeler should be able to send someone to your home right away. Since virtually every new home or remodeling project is going to need at least minor adjustments and repairs during the first year, you should look for a builder who will provide quality service after the sale. Some questions you might ask are: 1. How long has the company been in business? 2. Who do you contact for customer service after the sale? Should requests be in writing? 3. What responsibility does the builder assume for the work of subcontractors? 4. Who will be responsible for correcting problems with major appliances? 5. Does the builder belong to the BIAWC (affiliated with the National Association of Home Builders)? 6. How Do You Select A Neighborhood? Location is one of the most important considerations when shopping for a new home. Weigh the pros and cons of living in a city or the county. Compare neighborhoods as carefully as you compare houses. Consider practical aspects such as time and distance to work, schools and shopping, and the availability of public transportation. Make personal observations, but also consult with your builder, local government, friends, and if possible, people in the neighborhood. As you explore each home, use the following checklist to determine whether the neighborhood suits your needs: 1. Shopping. Are there shopping facilities nearby? 2. Police and fire protection. Are police and fire protection adequate? 3. Medical facilities. Is there a hospital or medical center nearby? 4. Schools and day-care. Are schools and day-care facilities available and convenient? 5. Traffic. Are the streets quiet enough? If you have children, will they be safe from traffic? 6. Parking. Are parking/garage facilities adequate? 7. Transportation. Is public transportation convenient? 8. Recreation. Are there suitable parks and recreational facilities nearby? 9. Places of worship. Are places of worship available and convenient? 10. Privacy. Do the lot and house offer privacy? 11. Water. Does the community have a reliable source of drinking water with capacity to meet your needs? 12. Sanitation facilities. Is the sewer system or septic tank adequate and reliable? 13. Landscaping. Is the land well-drained? Has proper landscaping been done to prevent erosion? Is the landscaping attractive and likely to enhance the value? 14. Taxes. How much are the property taxes? 15. Assessments. Are there special assessments covering a portion of the lot, street or community development costs that will force you to pay added monthly charges? 16. Nuisances. Are there nearby sources of noise, smoke, soot, dust, odors or other hazards that will affect the housing environment? Are any development plans under consideration that could substantially change the nature of the community? 17. Flooding. Is flooding from nearby waterways a potential problem? How to Choose a Remodeler Be wary of contractors who: • Provide credentials or references that can’t be verified, offer a special price only if you sign today or use other highpressure sales techniques. • Accept only cash, require large deposits or the entire cost up front or ask you to make the payment in their name. • Do not provide a written contract or complete bid or who ask you to pick up the building permit. In most instances, the contractor is required to take out the permits. Permits are your protection and help ensure that work will meet local building codes. • Offer exceptionally long warranties. • Want to do most or all the work on weekends and after-hours. • Give you an offer that sounds “too good to be true.” Quick List for Hiring a Contractor or Remodeler Before hiring: • Plan your project carefully. Check out the web site www.ProtectMyHome.net for a worksheet. • Interview several qualified registered contractors/remodelers and solicit written bids. • Look for the contractor registration number in advertisements for contractors—and verify that it is current with L&I. • Check out the contractor records with other consumer protection organizations. • Check for warning signs of a scam or fake contractor. • Ask for references and then check them out. • Make sure you receive the legally required disclosure statement before work begins. Hiring tips • Get references for the contractor’s suppliers. Check out the contractor’s payment record. • Find out about liens and how they impact you. If your project is more than $6,000, request the contractor post a performance bond for the entire cost of the project. • Try to anticipate problems and inconveniences. BIAW’s Certified Builder designation is a comprehensive accreditation program with standards that far exceed what Washington law mandates for registered contractors. BIAW will also launch a full-scale consumer marketing campaign to help position Certified Builders more highly in the marketplace, a first for any kind of program offered by BIAW. To earn this designation builders must: • Submit References. Certified Builders submit a list of suppliers, subcontractors, and homeowner references for projects completed in the past 5 years for review and verification. • Provide Education and Work Experience. Certified Builders provide a list of all of their work experience and education, including professional designations. • Comply with a Superior Code of Conduct. They must agree and follow a welldefined set of standards as professionals in the home building industry. • Provide Greater Insurance Coverage. All builders must maintain insurance coverage that surpasses the minimum general insurance coverage required by state law. • Offer Homeowner Warranties. All BIAW Certified Builders must provide home buyers with a homeowner warranty. • Use Clear Contracts. Certified Builders must use contracts that clearly define the construction agreement between the homeowner and the builder. • Agree to Mandatory Binding Arbitration. Certified Builders offer arbitration to their homeowners as an alternative to litigation, which reduces cost and time and allows for greater privacy, informality, flexibility and finality. • Provide a Homeowners Guide. Certified Builders must provide maintenance guides to all homeowners to help with the care and maintenance of their homes. A Certified Graduate Remodeler (CGR) is an exclusive professional designation granted under the auspices of the RemodelorsTM Council of the National Association of Home Builders. The program offers CGR credentials to those in the remodeling field who meet its prescribed standards of business ex- perience and practices, and complete the program’s educational requirements. CGR graduates must demonstrate excep- tional business integrity, competence, and a solid track record of consumer satisfaction. It is the industry’s only des- ignation program that emphasizes busi- ness management as the foundation of a successful remodeling company. The Certified Aging-in-Place Specialist (CAPS) designation program teaches the technical, business management, and customer service skills to help older Americans with what is popularly called aging-in-place, or universal design. The CAPS program expands a re- modeler’s understanding of the aging-in-place market and provides the necessary technical knowledge and resources to serve the senior citizen. By extension, their skills also apply to understanding and meeting the needs of physically challenged people of any age. Remodeling: The Investment You Can Live With
There are a number of things you want to consider when you select a remodeler: • Is the contractor registered and bonded? You can call the Contractor Registration Hotline at the Washington State Dept of Labor & Industries at (800) 647-0982, or check online at https://secure.lni.wa.gov/verify/ to verify that a contractor is registered. This is critical for you now, and for insurance and re-sale considerations in the future. • Don’t be shy about asking what it will cost. • Does the remodeler have a permanent business location and a good reputation with subs and suppliers? • Ask the contractor to provide you with names and phone numbers of previous customers. • Will the contractor provide you with a complete and clearly written contract, including a completion date? • Are you able to communicate easily with the contractor and his staff?
